In ambito clinico, il compito della PCP č quello di fornire un primo livello di cure psicologiche, accessibile, efficace, cost-effective, ed integrato con gli altri servizi sanitari, nella prospettiva di un'organizzazione di assistenza psicologica a livelli crescenti di intervento (stepped care), mutuata dall'esperienza inglese, per rispondere alla domanda di cura dei cosiddetti Disturbi Mentali Comuni, che non richiedono interventi integrati con i servizi specialistici, ma che, se non trattati, comportano conseguenze sul piano dei costi sociali, oltreché individuali.

L'esperienza del Piano nazionale di prevenzione 2010-2012 (PNP), adottato con Intesa Stato Regioni 29 aprile 2010, si segnala per la sua importanza non solo per i contenuti e le metodologie adottate ma anche per il significato che assume all'interno dei rapporti tra le Istituzioni. La sua impostazione prevede infatti che il Ministero svolga Azioni centrali (DM 4 agosto 2011) a supporto della Programmazione regionale, come espressione dell'assetto costituzionale, secondo il modello di governance della stewardship, recepito dall'Italia con la carta di Tallin. Sul piano dei contenuti, il PNP pone grande e sistematica attenzione alla necessitŕ di disponibilitŕ e fruibilitŕ delle evidenze in tre momenti principali: prove di efficacia teorica (efficacy); monitoraggio e valutazione degli interventi; evidenze di impatto sugli outcome (effectiveness). In questa logica, e nel modello di governance adottato, l'attivitŕ di valutazione ha un significato sistemico di produzione di informazioni (intelligenza) funzionali a supportare la programmazione, l'implementazione, la valutazione degli interventi e si sta realizzando mettendo in campo molteplici azioni (certificazione; capacity building; promozione della cultura e degli strumenti di pianificazione e valutazione; attivitŕ di studio) e coinvolgendo interlocutori e partner diversi. In particolare, attraverso l'Azione centrale prioritaria "Intesa Stato Regioni su registri, sorveglianze e sistemi informativi per la prevenzione", si sta perseguendo l'obiettivo di un approccio integrato alle valutazioni di impatto degli interventi di prevenzione che definisca, al piů alto livello di concertazione, gli ambiti tematici, gli obiettivi conoscitivi e le regole di implementazione di un sistema informativo integrato per la prevenzione e che quindi tenga conto sia delle caratteristiche proprie di questi interventi (e delle relative difficoltŕ epistemologiche della loro valutazione), sia della conseguente attuale scarsezza e frammentarietŕ di informazione e valutazione.

Il saggio riporta alcune considerazioni scaturite nell’ambito del progetto “Teatro e Apprendimento”, svolto dalla Scuola Teatro Dimitri di Verscio in Canton Ticino con il sostegno del FNS. Il progetto ha introdotto delle pratiche di apprendimento “qualitativo”, ovvero informale, secondo un approccio olistico, per il quale è molto rilevante la dimensione socio-culturale. In questa prospettiva il teatro fornisce una chiave d’accesso privilegiata al patrimonio culturale. Il piano di ricerca ha incluso: un percorso formativo con gli insegnanti di 4 scuole elementari ticinesi; dei laboratori di movimento, canto e musica, lavoro sul testo d’autore, recitazione, drammatizzazione e improvvisazione; 4 messe in scena con protagonisti i soli bambini. La raccolta e analisi dei dati qualitativi da parte di un’équipe scientifica, ha seguito alcune ipotesi circa il rapporto tra teatro e apprendimento, messe a punto per meglio descrivere il procedimento riflessivo informale (apprendere dall’esperienza): Ipotesi della motivazione, della differenziazione, dell’affinamento tecnico, dell’integrazione, dell’interezza, dell’efficacia comunicativa o dell’emozione. Il materiale narrativo raccolto (schede personali, diari di bordo, interviste qualitative) mostra come gli apprendimenti più significativi sono riconducibili alla accresciuta capacità dei bambini di portare a termine un apprendistato formale nelle discipline artistiche. L’attività sperimentale ha favorito l’espressione emozionale e la creatività, l’integrazione dei partecipanti nel gruppo, tra originalità e ripetizione, tra razionalità e corporeità.

La recrudescenza dei fenomeni di "caporalato" nel nostro paese, certamente collegata ai flussi di migranti clandestini che offrono un ricco serbatoio dal quale attingere nuove e particolarmente vulnerabili vittime dello sfruttamento, non ha trovato nella legislazione penale vigente adeguati strumenti di contrasto. La rilevanza penale dei fatti riconducibili al c.d. caporalato, quando non viene collocata in fattispecie "comuni" (come la violenza privata o l'estorsione), si distribuisce tra le poco efficaci ipotesi contravvenzionali previste all'art. 18 del d.lgs. 10 settembre 2003, n. 276 ed il delitto di riduzione o mantenimento in schiavitù, normalmente sovradimensionato sia sul piano strutturale, che su quello del correlativo impegno probatorio. L'elevato valore dei beni in gioco (libertà, autodeterminazione, dignità personale) legittima certamente un intervento penale appropriato, da inserire in un sistema di tutela integrato dei diritti dei lavoratori e offre un adeguato e condiviso fondamento alla proposta, variamente avanzata, di introdurre una fattispecie incriminatrice. Le proposte di legge analizzate, al di là di alcune disomogeneità nei contenuti, manifestano come tratto comune qualificante un articolato sistema sanzionatorio, che combinando ed integrando diverse misure, appare correttamente "mirato" sulla peculiarità del fenomeno criminale.

Doutoramento em MúsicaO presente trabalho pretende ser uma contribuição para a pedagogia do piano e para uma melhor compreensão dos processos de ensino-aprendizagem instrumental que incluem o tocar de ouvido e a notação musical. Diversos autores têm argumentado sobre a importância do tocar de ouvido na aprendizagem musical, sobretudo, para que haja uma maior ênfase desta prática no ensino instrumental de música clássica. Embora haja estudos que comprovem os seus efeitos em diversas competências musicais, é difícil encontrar estudos qualitativos que analisem como ocorrem os processos de ensino-aprendizagem do tocar de ouvido em contexto formal. Assim, esta investigação teve como principal objetivo dar maior ênfase a esta prática em aulas de Piano Funcional, procurando compreender o seu papel nos processos de ensino-aprendizagem que incluem a notação musical. Para alcançar este fim, foi elaborada uma abordagem integrada de ensino-aprendizagem do Piano Funcional na qual se propôs um equilíbrio entre as aprendizagens auditiva e notacional, e que contemplou as diversas facetas do fazer musical: prática instrumental, competências funcionais, teoria e percepção musical e prática de conjunto. Esta abordagem foi elaborada a partir de dois eixos teóricos fundamentais: sob a perspectiva de autores proponentes da linha from sound to symbol e sob os princípios de aprendizagem musical informal definidos por Lucy Green. Para a elaboração da abordagem foi desenvolvido um estudo em fase preliminar que contemplou duas etapas: a revisão de métodos destinados ao ensino-aprendizagem de Piano Funcional e um estudo exploratório realizado com duas participantes. A partir da revisão, o método Alfred’s Book Piano for Adults (Lancaster e Renfrow, 2004) apresentou-se como o mais adequado ao desenvolvimento da abordagem e como complemento foram criadas diversas atividades auditivas paralelas. No estudo exploratório, estas atividades foram testadas e aprimoradas na medida em que se alcançava maior compreensão do objeto de estudo. Na fase seguinte foi realizada uma investigação-ação com observação participante em três ciclos durante um semestre letivo, com dois grupos de cinco alunos do curso de Licenciatura em Música da UFPI. Como métodos de recolha de dados foram utilizados: notas de campo, gravações em vídeo, entrevistas individuais, focus group, testes e avaliações feitas por uma critical friend. Os resultados deste estudo mostraram que quando a aprendizagem auditiva e a aprendizagem notacional são desenvolvidas paralelamente e de forma equilibrada, utilizando estratégias em comum, uma pode contribuir positivamente para o desenvolvimento da outra. Nos processos de ensino-aprendizagem analisados, o tocar de ouvido desempenhou um papel importante na compreensão da notação musical. Os resultados aqui apresentados enfatizam a necessidade de se repensar os curricula das instituições de ensino formal de música que ainda dão pouca ênfase à prática do tocar de ouvido de forma que se estabeleça uma educação musical calcada numa concepção mais abrangente sobre literacia musical.
This thesis aims to contribute to the improvement of piano pedagogy and comprehension of the instrumental teaching and learning processes that include playing by ear and musical notation. Several authors have argued about the importance of playing by ear in musical learning, especially to promote greater emphasis of this practice during instrumental classical music teaching. Even though there are studies proving its effects in various musical skills, it is difficult to find qualitative studies that examine how does teachinglearning process of playing by ear happen in formal context.Thus, this research had as main objective to emphasize this practice in Functional Piano lessons, trying to understand its role in the teaching-learning processes that include musical notation. To achieve this goal, it was developed a holistic approach to teaching and learning Functional Piano that contemplated the following musical facets: instrumental practice, functional skills, theory, musical perception and ensemble. This approach had been elaborated based on two theoretical orientations: the cognitive theory based on the current “from sound to symbol” and the principles of informal musical learning defined by Lucy Green. In this way, the proposed approach was early developed in two stages: the first included a review of Functional Piano Methods and the second may be defined as an exploratory study with two participants. From the review of the piano methods, it was decided that Alfred´s Book Piano for Adults was the more appropriated for the aim of this study due to its sequence of concepts and reading approach. From this choice, several aural activities were designed to complement the existing material respecting the sequence proposed by the quoted method. In the exploratory study, these activities were tested and refined to the extent that it reached greater understanding of the subject matter. In the next stage, an action-research was carried out in three cycles during one semester with two groups of five undergraduate music students at Federal University of Piauí. As data collection methods were used: field notes, video recordings, individual interviews, focus group, tests and evaluations made by a critical friend. The results of this study showed that when the aural and notational learning are developed in a parallel and integrated way, using common strategies, each approach may contribute positively to the development of the other one. In the proposed teaching – learning processes by this study, playing by ear had an important role to the understanding of musical notation. The results emphasize the need to rethink the curricula of educational institutions that do not give enough importance to the playing by ear practice, which could establish a more comprehensive musical literacy.

Doutoramento em MúsicaDentro do amplo universo da Música na Comunidade, os projetos com base em práticas coletivas têm vindo a ser amplamente documentados, constituindo-se como a base que sustenta a definição dos princípios filosóficos sobre o qual a Música na Comunidade se desenvolve. Partindo de um trabalho preliminar de investigação direcionado para o papel do líder de projetos musicais em contexto prisional, esta tese pretende contribuir para ampliar a perspetiva do que é a Música na Comunidade, relatando e refletindo sobre um projeto desenvolvido dentro de uma prisão feminina portuguesa entre 2013 e 2014. Tendo a prática individual de piano como centro do processo de trabalho musical, o projeto desenvolveu-se por um período de cerca de oito meses, envolvendo quatro reclusas do Estabelecimento Prisional Especial de Santa Cruz do Bispo (Porto). As sessões individuais, semanais, gravitaram em torno da improvisação, composição, memorização e aprendizagem de repertório. A evolução do trabalho individual resultou na apresentação de três concertos públicos ao longo dos oito meses de trabalho, em três contextos distintos e direcionados para diferentes públicos. Seguindo o princípio fundamental da filosofia da Música na Comunidade de colocar as pessoas no centro de qualquer projeto, na análise apresentada neste trabalho intersetam-se a visão técnica e objetiva do trabalho musical em si mesmo com uma lente de observação e análise mais humana e subjetiva, fortemente influenciada pela estreita relação desenvolvida com cada uma das participantes. Tomando como ponto de partida os princípios básicos da Música na Comunidade da inclusão, democratização e participação ativa, exploram-se as diferentes formas através das quais este projeto pode ser identificado como Música na Comunidade, não obstante o facto de se ter centrado no trabalho individual com cada uma das participantes. Expandem-se os limites das práticas de Música na Comunidade e abrem-se novas portas para futuros projetos.
Within the broad universe of the Community in Music, projects based on collective practices have been widely documented, becoming the base that supports the definition of the philosophical principles on which the Community Music develops. Starting from the preliminary research focused on the role of the leader within musical projects behind bars, this work aims to contribute to the broadening of the perspective of what is Community Music, reporting and reflecting on a project developed within a Portuguese women's prison between 2013 and 2014. Having the individual piano practice at the centre of the musical work progress, the project developed over a period of about eight months, involving four inmates of the Estabelecimento Prisional Especial de Santa Cruz do Bispo (Porto). The individual, weekly sessions gravitated around improvisation, composition, memorizing and learning repertoire. The evolution of individual work resulted in the presentation of three public concerts in three distinct contexts and directed to different publics. Following the fundamental principle of Community Music of putting people at the centre of any project, in the analysis here presented the technical and objective vision of the musical work itself intersect with a human and subjective lens of observation, strongly influenced by the close relationship developed with each of the participants. Taking the basic principles of Community Music as a starting point (inclusion, democratization and active participation), this thesis explores the different ways in which this project can be identified as Community Music, despite of the focus on individual work with each of the participants. The limits of Community Music practices are expanded and new doors are opened for future projects.

Per riappropriarsi di sé, una città-territorio ha bisogno di un percorso interdisciplinare ed integrato di rigenerazione, funzionale allo sviluppo futuro dell’area. Molti dei tentativi effettuati sono falliti a causa della complessità delle problematiche da affrontare. L’alternativa al fallimento è un cambio di prospettiva: l’approccio alla rigenerazione urbana risulta sempre più diffuso tra chi si occupa di dinamiche orientate al cambiamento. Sono tanti i modi in cui si potrebbe affrontare la transizione dalla recente crisi economica. Uno di questi è farsi portatori dell’Ostinazione urbana: la capacità di cercare con convinzione una logica sartoriale e non stancarsi di esplorare insieme a mercato, operatori e istituzioni delle vie possibili per il rinnovamento urbano. Dallo studio sulla rigenerazione è nato questo lavoro, che vuole offrire uno sguardo multidisciplinare sullo stato dell’arte e della pratica della rigenerazione in Italia. Nella Parte Zero si introducono: scenario di riferimento, questione urbana e i concetti/slogan abusati ad essa associati. Nella Parte Prima si definisce la rigenerazione urbana, tracciandone una carta di identità. Con la Parte Seconda si illustrano evidenze e numeri chiave che riguardano il patrimonio immobiliare italiano, la domanda, l’offerta e i nuovi strumenti finanziari. All’interno della Parte Terza, si indaga lo stato dell’arte della rigenerazione attraverso un sistema di interviste ai suoi diversi attori allo scopo di delineare un inquadramento della situazione attuale. Le schede presentate nella Parte Quarta raccontano esperienze e processi di sviluppo, che ruotano attorno a territori-città italiane: piccole-medie città, rappresentative della maggioranza delle realtà urbane italiane. Nella Parte Quinta, infine, vengono alla luce alcuni indirizzi e strumenti di sviluppo nascosti tra le righe dei processi-esperienze presentati nella parte quarta.

Il lavoro di ricerca descrive il percorso che ha portato alla redazione del Piano Strutturale del Verde del Comune di Senigallia (AN), quale strumento capace di migliorare la qualità di vita ed il benessere della città, intesa come ecosistema, e dei cittadini, quali parte integrante e, al tempo stesso, fruitori di suddetto ecosistema. Lo studio ha pertanto previsto dapprima un'analisi approfondita e dettagliata dell’intero territorio comunale e, successivamente, la stesura di linee guida e la definizione di soluzioni progettuali tipo indirizzate ad una pianificazione e gestione sostenibile del territorio. Il lavoro svolto non si limita alla descrizione del Piano Strutturale del Verde, ma illustra anche un caso studio francese, quale modello di analisi dell'iter successivo, che è consigliabile seguire dopo l'approvazione di questo tipo di Piani, al fine di renderli concreti ed operativi ed attuare, quindi, le linee guida da essi definite. L’obiettivo risulta dunque quello di evitare che questo importante strumento di pianificazione e gestione del territorio sia dimenticato in un cassetto degli Uffici Comunali.The research explains in which way the Green Urban Plan of Senigallia, in Marche Region, was created. The Green Urban Plan has been considered as an instrument, able to improve the life quality and the welfare for people and for the city. After a depth analysis of the whole territory, the study has defined many guide lines and solutions to have a complete planning and management of the landscape. The work is not only a description of the Green Urban Plan, but it also shows a French example as a model for the future steps (process), it is advisable to follow after approval of these plans in order to make concrete and operative the guide lines defined by them. The aim of this project is to ensure that this important tool for planning and managing the landscape will be not forgotten somewhere in some Town office.

L’obiettivo risulta dunque quello di evitare che questo importante strumento di pianificazione e gestione del territorio sia dimenticato in un cassetto degli Uffici Comunali.The research explains in which way the Green Urban Plan of Senigallia, in Marche Region, was created. The Green Urban Plan has been considered as an instrument, able to improve the life quality and the welfare for people and for the city. After a depth analysis of the whole territory, the study has defined many guide lines and solutions to have a complete planning and management of the landscape. The work is not only a description of the Green Urban Plan, but it also shows a French example as a model for the future steps (process), it is advisable to follow after approval of these plans in order to make concrete and operative the guide lines defined by them. The aim of this project is to ensure that this important tool for planning and managing the landscape will be not forgotten somewhere in some Town office.

AbstractThe PIANC InCom/EnviCom Working Group 236 was established in early 2021 to develop PIANC guidelines for improving navigability conditions on natural or quasi-natural rivers, while maintaining morphological processes and natural river form and function. Its key objectives include: 1) development of guidelines to improve and maintain the navigability in natural rivers; 2) assess the sustainability of river training works designed to improve the navigability; 3) assess the sustainability of dynamic river management (monitoring and shifting of navigation aids to adapt the navigation channel to the river dynamics); 4) highlight the technical, operational, economic and environmental considerations for navigation in natural rivers compared to that in regulated rivers and canals; and 5) improve the understanding of the physical processes in natural rivers, developed with or without river training works. The developed guidance includes a planning framework for developing a navigability improvement masterplan for a natural or quasi-natural river system, and the integrated and adaptive management strategies that can be applied at a system scale. Specific interventions and measures have been identified to meet the dual goals of maintaining morphological river function and improving navigability conditions. These measures include dynamic charting; morphological dredging and disposal management; Temporary, Adaptable, and Flexible Training Structures (TAFTS); riverbed armoring and sediment nourishment; rock excavation; meander cutoffs and oxbow development; localized traditional river training structures; and channel closure structures. The impacts and strategies for mitigation associated with some of the measures are analyzed and discussed. Finally, the continual monitoring, management, and operational tools available for improving navigability in a morphologically active river system is presented. It is recognized that natural and quasi-natural rivers will typically be more fluvially active and dynamic than systems that have used traditional methods for navigability improvements including heavily trained rivers or systems with locks and dams. These unrestricted and unconfined river systems, therefore, will require new and innovative strategies to monitor the fluvial and geomorphic changes of the system in order to inform managers and navigators of the river. Case studies are presented that include the Madeira River (Brazil); Magdalena River (Colombia); Niger Delta (Nigeria); Yangtze River (China); the Brahmaputra-Jamuna River (India); and the Red River (Vietnam).

The article discusses the ways of the optimal formation of sound production techniques in the interpretation of multi-style piano music. The research methodology is based on the use of the historical method to highlight the evolution of methodological approaches to the formation of piano performing technique; analytical - to study the problem in scientific research in psychology, psychophysiology, musical pedagogy, piano performance; musicological method of analysis of piano styles; method of generalizing the piano performing experience of leading artists to substantiate the peculiarities of performing intonation of multi-style piano music. The purpose of this study is to identify the integral direction of improving the process of the formation of instrumental and performing technique, to concretize the sound forms of the embodiment of key pianistic skills, and to outline their typical motor characteristics. For the purpose of the study, methodological approaches to the formation of performing technique in the history of piano pedagogy are analyzed. The evolution of views on the technical development of the performer in different piano schools appears as a transition from empirical methods to scientifically grounded ones, as a change in the subject of the direction of the pianist's consciousness: identification of the most advanced forms of playing techniques, maximum attention to the sound result with the intuitive establishment of auditory-motor connection, conscious processing of auditory-motor coordination. The conditions for the optimal development of piano playing technique are considered, taking into account scientific achievements in the field of physiology, psychophysiology, and musical pedagogy. The circle of those skills of the pianist is determined, the acquisition of which optimizes the technical development of the performer: the skills of style-like sound production and sound science, which make up the technique of style-like sound formation. The content of the process of conscious mastering of interdependent and mutually conditioned components of such playing techniques is specified: generalized understanding of the common factors of the musical and linguistic environment of a certain piano style; creation of vivid sound-like performances based on emotional and intellectual comprehension of musical compositions, coordination of auditory-motor representations of such "mobile" expressive means as articulation, dynamics, agogics and timbre; improvement of motor skills from the point of view of physical convenience with the help of associations with previously acquired relevant performance experience, as well as life motor experience of economical expedient use of motor activity. The main stylistic features of sound production techniques in the interpretation of the piano heritage of Ludwig van Beethoven, Fryderyk Chopin, Serhiy Prokofiev are characterized on the basis of an analysis of their aesthetic ideals, "stable" and "mobile" expressive means of the composers' music, and the performing styles of the artists themselves. The examples of effective mastering by specific ways of combining tones that are appropriate in the style of composers are given. The described playing techniques are primarily a reference point in the art of sound production, a generalization of the rich scale of the pianistic initial touch. In practice, certain changes, combinations of techniques and movements can and do occur. In order to render the specific content of a piece of music, it is often necessary to deviate from the "textbook" way of playing with "exemplary" movements. At the same time, mastering the relationship and interdependence of stylistically conditioned sound tasks and expedient motor skills will make it possible to variably apply the playing techniques mastered in the embodiment of many nuances of the soundest images of highly artistic pieces of piano music.

It provides a close reading of the first movement of Mozart’s Piano Sonata in B-flat, K. 333, that simultaneously presents an introduction to the theory’s specific mode of analysis and its most central concepts and terms. Not least of its concerns are its urgings that the listener/analyst is a co-creator of the work’s meaning (resulting ultimately in a responsible hermeneutic reading): Sonata Theory analysis seeks to be an aesthetically receptive, interactive dialogue with an individual work. Even in its most language-technical moments, it tries to integrate methodical observation with a personal sensitivity to the affective contours and colors of music as music. Two other features of the book are also introduced here: a historical/contextual backdrop for the work under consideration (including dating, original purpose, and aesthetic); and the inclusion of other modes of analytical practice to suggest their compatibility with Sonata Theory.

This chapter studies Judith Weir’s The Voice of Desire (2003). Weir’s music is fresh, concise, and instantly recognizable, and it successfully assimilates, within a modern idiom, the elements of traditional music and storytelling which are integral to her artistic persona. The piece sets four poems concerning the ambivalent relationships between birds and humans. As may be expected, bird calls and sounds of nature are illustrated strikingly, especially in the piano part. The selected texts provide plenty of variety in mood and character: the first and third songs are the most substantial, and the last a sublimely simple strophic ‘jingle’ which has to be delivered with understated aplomb. The vocal tessitura stays in a rewarding medium range for the most part, taking advantage of natural resonances that can penetrate the texture with ease and adapt to timbral shadings according to context. Helpful pitch-cues, including unisons, are to be found frequently in the piano part. Although originally written for mezzo, it can also be performed effectively by a counter-tenor.

This chapter explores Mirabai Songs, a song cycle by one of America’s major composers, John Harbison. It asserts that this piece can already be termed a classic of the genre. Despite a relatively conservative musical language, Harbison maintains a distinctive and memorable voice, and his musical integrity shines through at every point. The six songs here provide plenty of contrast. Piano parts are arresting, many featuring continuous ostinatos; they bear echoes of minimalism, but with greater thematic interest than is customary for that genre. Rhythmic verve is always present—the pulse rarely slackens. Subtle dynamic markings, if observed closely, will contribute strongly to the overall effect.

The piano writing is clear-textured and sonorous, complementing the voice throughout. The soprano will need to float and hold some lengthy high notes, some in pianissimo, but a womanly warmth of tone is required, rather than a boyish sound.

This chapter introduces an extended scena by Earl Kim—Letters Found Near a Suicide. Kim sets three poems in a continuous span, so the work can be counted as a song cycle. The chapter reveals Kim's intimate understanding and love of the human voice, which is amply demonstrated by the comfortable lie of vocal lines which cover an extremely wide range of dramatic colours. Words are always audible, and emotions conveyed with concise poignancy. Key moments in the text are often set in a fairly low tessitura so that the singer is able to vary the vocal palette and enunciate the texts without strain. The piano part is full of fine detail, and there are plenty of pitch cues to help the singer. The textures are expertly balanced and well integrated in style.

Il mondo sta diventando un mondo di città.
Un fenomeno incessante e che si svolge a velocità crescente è quello dell’esplosione urbana
che spesso si manifesta come sprawl, ma che non è solo sprawl.
Far fronte al fenomeno dell’esplosione urbana non è semplice, anche perché non è un solo
fenomeno, ma fenomeni diversi per morfologia e per cause.
E allora non vi è una sola soluzione per controllare l’esplosione urbana, come ripete il mantra
della “città compatta” come l’unica e un po’ vaga soluzione.
Governare l’esplosione urbana vuol certamente dire accrescere la densità e concentrare le aree
urbanizzate, ma questo può essere fatto solo comprendendo le specificità dei diversi fenomeni
e identificando la “cura” corretta, con un atteggiamento progettuale lungimirante.
Come pianificare una nuova via per rendere possibile lo sviluppo di questi territori, pensando
alle interazioni e ai legami tra i diversi livelli, le diverse funzioni, le diverse popolazioni, ma
anche fra piano e progetto?
Si può partire dal presupposto che sia possibile ridurre gli effetti negativi del periurbano pur
conservandone e valorizzandone i vantaggi, ricercando dei “compromessi”, attraverso
l’individuazione di una serie di strumenti urbanistici coadiuvati da misure economico-fiscali.
La pianificazione urbanistica non può, da sola, governare il fenomeno periurbano, perché le
convenienze in gioco sono numerose e in capo ad una moltitudine di soggetti diversi; quindi si
deve operare, oltre che sugli strumenti urbanistici, anche su quelli economico-fiscali,
proponendo un riordino del sistema fiscale, integrato nella pianificazione urbanistica ed
ambientale delle città.

In this world there is phenomenon that is an incessant phenomenon, that occurs at an
increasing speed: the urban explosion, that is sprawl, ma not only sprawl.
To cope with this phenomenon is not easy, mainly because it is not a single phenomenon, but a
set of related phenomena, different for morphology and different in causes. Then there is not a sole solution to control the urban explosion, as it is told by the rather
simplistic mantra of the compact city.
The control of the urban explosion needs to increase density and concentrate urbanization, but
we can operate this control only if we understand the diversity of phenomena to identify the right
treatment, designing with far-sightedness,
How to design and plan a new way to allow a development of these territories, looking at the
interaction between the different levels of governance, the different functions, the different
populations?
Uno starting point could be that it is possible to reduce the negative effects of suburbanization,
maintaining the advantages, finding a “compromise” when needed; it implies to combine
planning regulations with fiscal end economical measures.
Urban and territorial planning cannot govern the sub-urbanisation by itself: we have a complex
game with a lot of diverging actors; we must integrate planning and fiscal systems.
We’ll try to say how.

Al di là di più di duemila anni di tradizione storica, l’Austria, ha mostrato con coraggio, fin
dall’entrata nella Comunità Europea, il suo sviluppo economico così come la sua modernità e la
sua apertura verso l’esterno. La dinamicità culturale e tecnologica della sua capitale, l’ha resa
uno degli esempi più apprezzati da tutta l’Europa fin dall’inizio di questo secolo. In poco più 15
anni, Vienna è diventata di fatto la città europea con la migliore qualità della vita.
Il merito di tale successo è dato sicuramente da due componenti fondamentali: la stabilità
politica del Paese e il metodo di gestione dei processi di pianificazione territoriale e urbana.
L’attuale sviluppo del territorio mostra come alla base di tale qualità i fattori prevalenti siano
l’architettura, ma anche le politiche urbanistiche territoriali.
Sta di fatto, spiega un recente rapporto del comune di Vienna sul tema risparmio energetico e
sostenibilità, che per garantire e mantenere una tale qualità della vita, occorre tener conto di tre
costanti essenziali nelle dinamiche dei processi di sviluppo urbano: il rinnovamento, la
ristrutturazione e l’espansione. Tali elementi consentono poi il confronto con modelli europei
culturalmente più avanzati.
La tutela dell’ambiente e del patrimonio ambientale si inseriscono in questo processo come una
delle sfide più importanti che scaturiscono da tale confronto.
Questo paper si prefigge di trattare l’esperienza viennese, ripercorrendo il lungo, ma rapido
processo di cambiamento cominciato all’inizio degli anni Ottanta.
Strumento generale di pianificazione urbanistica, il Piano di Sviluppo della Città
(Stadtentwicklungsplan), ha costituito e costituisce tuttora lo strumento decennale di previsione
e di programmazione energetica a livello urbano e territoriale, stabilendo le direttrici strategiche
di espansione, di ristrutturazione e di rinnovamento della Città e del suo hinterland.
Ma l’esclusività di tale strumento, è da vedere nell’anticipazione di temi come il consumo
energetico, la sostenibilità e nell’individuazione della tutela ambientale, come questione
prioritaria da includere nei programmi d’intervento da attuare a breve termine.
Infatti, con la formulazione del primo Programma KliP (Klimaschutzprogramm) (1999–2009) e,
successivamente, del secondo Programma KliP (2010-2020), vengono elaborati dei “pacchetti”
di provvedimenti con obiettivi ben definiti, come per esempio la riduzione del 21%, a persona,
dei gas di emissione e di gas propellenti rispetto ai valori rilevati nel 1990.
Gli strumenti con i quali raggiungere tali obiettivi sono: la riduzione del fabbisogno energetico,
l’introduzione di fonti di energia ecosostenibile, l’uso di materiali biologici nell’edilizia pubblica e
privata a grande e piccola scala, ma soprattutto, gli interventi sulla mobilità, sulla gestione dei
rifiuti e sulla protezione del paesaggio.
Accanto ai Piani di Sviluppo, Il Programma SEP (Städtische Energieeffizienz-Programm),
definisce le linee generali da seguire nella gestione della politica dei consumi energetici a lungo
termine, ovvero fino alla fine del 2015.
I risultati portano già nel 2011 ad un aumento della quota di energia rinnovabile del 10% del
volume totale del consumo di energia. Tra gli incentivi ci sono quelli rivolti alla realizzazione di
centrali elettriche, inceneritori per il riciclo di materie dalle quali ricavare energia, mentre un
ruolo sempre più importante è dato dall’uso della geotermia, e dell’energia solare. La continuità programmatica culmina nella formulazione di un progetto unitario, SMART CITY
WIEN, che riunisce ben dieci gruppi differenti di interessi, istituzioni pubbliche, enti privati, centri
universitari di ricerca, ecc., attorno ad una visione a lunga scadenza: Smart Energy vision 2050.
Al centro della tavola rotonda le tematiche: lo sviluppo della popolazione, l’ambiente, i metodi di
gestione, l’economia, l’energia e la mobilità. Accanto a queste, sostenibilità, partecipazione,
diversità, efficienza di risorse, sviluppo regionale integrato come pure sviluppo economico
equilibrato sono gli elementi fondamentali per la preparazione delle decisioni future.

In contrast to Beethoven’s music, Schubert’s music has been described through the concept of “a-finality” (Fischer 1983), employing the same elements repeatedly. In this sense, Schubert’s music seems incompatible with the kind of “processual” thinking which is typical for Beethoven’s music. This paper addresses such incompatibility through a comparison of the slow movements of Schubert’s piano sonata D 840 with those of Beethoven’s piano sonata No. 8 (op. 13) which is one of the possible precursors for D 840. The second movement of D 840 features an ABABA structure in which the themes of the first part A and the first part B become integrated into the second part A. This kind of integration differs fundamentally from the design of Beethoven’s op. 13, insofar as the two themes are combined while they also maintain their initial form. This mode of combination suggests Schubert’s own type of synthetic or “processual” thinking.

В статье дается характеристика особенности системного подхода в исследовании по искусствоведению и в частности, при описании китайского пианизма как целостной системы, состоящей из элементов с множественными связями. Предлагается модель системы фортепианного искусства Китая, представленная через призму анализа профессиональной подготовки пианистов. Делается вывод о применимости предложенной модели для выявления системных проблем профессионального образования китайских пианистов и нахождения путей их разрешения. The article describes the peculiarities of the systemic approach in the study of art history and, in particular, when describing Chinese pianism as an integral system consisting of elements with multiple connections. A model of the Chinese piano art system is proposed, presented through the prism of analyzing the professional training of pianists. The conclusion is made about the applicability of the proposed model for identifying the systemic problems of professional education of Chinese pianists and finding ways to solve them.

Unfolding processes of timbre and memory in improvisational piano performance This exposition is an introduction to my research and practice as a pianist, in which I unfold processes of timbre and memory in improvised music from a performer’s perspective. Timbre is often understood as a purely sonic perceptual phenomenon. However, this is not in accordance with a site-specific improvisational practice with changing spatial circumstances impacting the listening experience, nor does it take into account the agency of the instrument and objects used or the performer’s movements and gestures. In my practice, I have found a concept as part of the creating process in improvised music which has compelling potential: Timbre orchestration. My research takes the many and complex aspects of a performance environment into account and offers an extended understanding of timbre, which embraces spatial, material and bodily aspects of sound in improvised music performance. The investigative projects described in this exposition offer a methodology to explore timbral improvisational processes integrated into my practice, which is further extended through collaborations with sound engineers, an instrument builder and a choreographer: -experiments in amplification and recording, resulting in Memory piece, a series of works for amplified piano and multichannel playback - Piano mapping, a performance approach, with a custom-built device for live spatialization as means to expand and deepen spatio-timbral relationships; - Accretion, a project with choreographer Toby Kassell for three grand pianos and a pianist, where gestural approaches are used to activate and compose timbre in space. Together, the projects explore memory as a structural, reflective and performative tool and the creation of performing and listening modes as integrated parts of timbre orchestration. Orchestration and choreography of timbre turn into an open and hybrid compositional approach, which can be applied to various contexts, engaging with dynamic relationships and re-configuring them.
