Abstract:
Background: In September 2001, in addition to their existing management of primary care pharmaceutical expenditure, PHARMAC, the New Zealand government�s Pharmaceutical Management Agency, was authorized to manage pharmaceutical expenditure in public hospitals.[1] In February 2002 PHARMAC launched a three-part Strategy, the National Hospital Pharmaceutical Strategy (NHPS), for this purpose.[2] The Strategy focused on Price Management (PM), the Assessment of New Medicines (ANM), and promoting Quality in the Use of Medicines (QUM). Major initiatives planned were: for PM, to negotiate new, national (as opposed to current, local) contracts for frequently used pharmaceuticals; for ANM, to provide economic assessments of new hospital medicines; and for QUM, to coordinate activities in hospitals. Aims: To assess the impact of each of the three parts of the National Hospital Pharmaceutical Strategy, and assess any impact of the Strategy�s new contracts on the availability of those medicines. Methods: Price Management was assessed in 2003, 2004 and 2005 using data from eleven selected hospitals to estimate savings for all 29 major hospitals, and by tracking hospital pharmaceutical expenditure from 2000 to 2006. For other aspects, cross-sectional surveys were administered to chief pharmacists at all hospitals employing a pharmacist; 30 hospitals in 2002, 29 in 2004. Surveys were undertaken in 2002 and 2004 to examine ANM and QUM activity in hospitals before and after the Strategy. Surveys were undertaken in 2004 and 2005 to examine any changes in the availability of medicines on new contracts, in hospitals. In 2005 a survey was undertaken of opinions on PHARMAC�s specially-developed pharmacoeconomic (PE) assessments. Results: PM results indicated that, by 2006, savings of $7.84-13.45m per annum (6-8%) had been made on hospital pharmaceutical expenditure, and growth in inpatient pharmaceutical expenditure appeared to slow for all types of hospitals in 2003/4. ANM surveys indicated that, by 2004, hospital new medicine assessment processes, predominantly formal, became more complex, more focused on cost-effectiveness, and the use of pharmacoeconomic information increased. The PE survey indicated that PHARMAC�s economic assessments of new medicines were mainly viewed favourably but were not sufficiently timely to be widely used in hospital formulary decisions. Availability surveys indicated that new contracts occasionally caused availability problems e.g. products that were "out of stock", or products considered inferior by respondents. Problems were usually resolved within weeks, but some took over a year. QUM activities showed little change between surveys, but during the period an independent organisation was formed by the District Health Boards of New Zealand, with representation from PHARMAC, to coordinate the Safe and Quality Use of Medicines in New Zealand. Conclusion: The National Hospital Pharmaceutical Strategy has been moderately successful in New Zealand. Savings of NZ$7.84-13.45m per annum were made, and growth in inpatient pharmaceutical expenditure appeared to slow in the year following the Strategy�s launch. The study has indicated some important short-term effects from the Strategy, but further research is needed to ensure that favourable effects are sustained and unfavourable effects kept to a minimum. Similar, centralized, multifaceted, approaches to managing pharmaceutical expenditure may be worth considering in other countries. 1. New Zealand Parliament. Abstract:
This thesis is about developing a recovery ethos for psychiatric services in New Zealand. The argument of the thesis is that currently a procedural ethos is dominant in psychiatric services in New Zealand, based on eclectic ways of facilitating recovery. Recovery from mental illness, is based on the criteria of symptom reduction and functioning and can be further refined to have a client and professional perspective. Rather than using an eclectic approach to facilitating recovery the thesis argues for a pluralistic approach, where the virtues, the relationship with professionals, client narrative and the psychiatric community become central to decision making, rather than principle based procedures. The thesis is an argued, applied philosophical thesis in terms of methodology. The scope of the thesis is psychiatric services and the focus is broadly ethical decision making. There are three main divisions to the thesis. Part 1 is concerned with clarification of the main terms used in the thesis. This involves exploring the historical background to the concept of recovery, clarifying the concept of recovery itself and providing an argument for giving greater prominence to the term mental illness over the term mental disorder. Part 2 identifies the main problem of the thesis, namely the procedural ethos, and the problems it is causing clients suffering from mental illness in facilitating their recovery. Part 3 shows what is involved in developing a recovery ethos for psychiatric services in New Zealand.

Abstract:
Listed companies in New Zealand appoint an auditor, first, in compliance with statute mandatory appointment) and, second, to monitor agent (management) performance compared to principal (shareholder)preferences. The monitoring requirements of the audit contract should be reflected in the audit fee. In this thesis, I use Simunic's (1980) fee model to investigate three questions regarding the determinants of audit pricing. First, auditors have the incentive to earn fee premiums (quasi-rents) by developing specialised monitoring skills that address the needs of industries with a differentiated demand for monitoring. Three classifications of differentiated monitoring are developed to investigate whether fee premiums are earned on those audits. Fee premiums are shown to be earned by Big Seven auditors over non-Big Seven auditors, but the null hypothesis that industry specialist auditors do not earn fee premiums over non-specialists is not rejected. The incentive to earn quasi-rents in future fees provides a rationale for auditors to bid a reduced audit fee in order to gain incumbency (DeAngelo, 1981a). The second research question uses a sample of audit fees from the first financial statements after listing to test for reduced fees on initial audits. Results indicate that audit fees for the first financial statements after listing are lower than the level of audit fee for existing companies. Negotiation of audit fees may be affected by professional regulation. The third research question investigates whether abandonment of a fee scale by the professional accounting body in New Zealand influenced the general level of audit fees. The results fail to reject the null hypothesis that there is no difference in fees before and after abandonment of the fee scale. The incentive to develop industry-specialised monitoring skills may be replaced, in a small country, by alternate audit practice development strategies; for example, diversification of an audit portfolio in order to spread risk. Auditor brand name, reflecting technical skills, may thus earn a fee premium in preference to industry specialist skills. A final limitation of this work arises from the time period of interest (1985-87), a time of change in New Zealand's business environment, in which audit fee determinants may be subject to effects not captured in this thesis.

Abstract:
The 'model minority' label given to Chinese populations in New Zealand and other Western countries have made it difficult to truly comprehend the difficulties faced by some Chinese ethnic minorities. Despite comparable rates and types of mental health problems to their European counterparts, identifiable barriers have led to Chinese ethnic minorities underutilising mental health services. The present study investigated the mental health service utilisation in native- and foreign-born Chinese youth in New Zealand, paying particular attention to barriers to service utilisation and viable solutions for these difficulties. It consisted of three individual projects and explored the views of Chinese community and mental health professionals and Chinese university students, comparing their perspectives to university students of other ethnicities. Findings showed that despite a willingness to seek help from their family and mental health professionals (e.g., psychologists, school counsellors), respondents identified a myriad of obstacles to the help seeking of Chinese youth. These included physical barriers (e.g., financial and transport constraints), personal barriers (e.g., stigma, problems accepting their difficulties), service barriers (e.g., paucity of knowledge regarding mental health problems and available services) and family barriers (e.g., obstruction from family members). Family and service barriers distinguished the difficulties faced by Chinese in comparison to European youth, particularly with regards to the adherence of professionals to stereotypes of Chinese youth, a unique finding of this study. In order to reduce such barriers, the Chinese university students and professionals advocated for greater education regarding mental health problems and services in the Chinese community, education for Chinese parents regarding adolescent issues, an increase in the number of practicing Chinese professionals that is coupled with improved cross-cultural training for non-Chinese professionals, as well as individual assessment and treatment approaches with Chinese youth and their families.

Abstract:
An alternative scheme has been suggested to the reference pricing framework currently used in New Zealand. The subsidisation scheme outlined in Johnston, M and Zeckhauser, R. (1991) The Australian Pharmaceutical Subsidy Gambit: Transmuting Deadweight Loss and Oligopoly Rents to Consumer Surplus offers only the subsidy required to prompt acceptance of subsidisation by firms. This scheme is valid only where marginal costs are known. This thesis incorporates the creation of a framework for the comparison of pharmaceutical subsidy schemes, the expansion of the Johnston and Zeckhauser scheme into an environment of imperfect information, and the comparison of this modified scheme with the variant of reference pricing used in New Zealand. This comparison finds that the Johnston and Zeckhauser scheme generally provides subsidisation at a lower cost than reference pricing provided that a suitable threshold is placed on the time taken for a firm to accept subsidisation. Unfortunately the JZ scheme does not appear to provide a valid alternative to reference pricing as, on average, it is likely to promote a lower level of efficiency than the status quo. The thesis finds that reference pricing is however not without its problems, as the possibility exists that reference pricing will, in some cases, provide firms with less than the level of profit necessary to convince them to accept subsidisation.

Abstract:
Recently, New Zealand's wine industry has made remarkable progress. For example, the number of hectares planted in grapes increased from 4,880 in 1990, to 15,479 in 2003, and the number of wineries increased from 175 in 1993 to 421 in 2003. Projections for 2006 indicate that the growth of wine exports should nearly double from 2003, with expected revenues of $NZ 736 million. However, despite this growth, little has been reported about developments in New Zealand's wine tourism industry, or about consumer perceptions of the winery experience in the form of published academic research. The limited amount of information, particularly from the visitors' points of view, may not only be preventing winery operators and the wine industry in general from having a better understanding of their visitors, but also from addressing the needs of different visitor segments. Resulting implications for winery operators may include forgone business opportunities, and customers not fully benefiting in terms of product and service quality. Recent studies indicate that this last element is particularly important in wine tourism. This study reports the results of an exploratory research project conducted in New Zealand wineries that investigated aspects of the winery experience, including wine involvement, satisfaction with the winery experience, and visitor demographics. An index to measure involvement with wine, the wine involvement index (WIX), was developed and utilised to investigate whether wine involvement had an impact on winery visitors' behaviour. Data were collected from winery visitors via questionnaires distributed in a sample of wineries in different wine regions of New Zealand. A total of 609 usable responses were obtained (24.8% response rate). The results indicate a number of differences between the independent, dependent, and moderating variables. For example, it was found that age, whether visitors are domestic or international, and different levels of wine involvement appear to have a clear impact on winery expenditure. In addition, the WIX was confirmed to be a useful tool, for example, by identifying potential relationships between different groups of winery visitors. The results add new knowledge to the area of wine tourism, and offer useful information for wineries and the wine tourism industry. This information includes the potential commercial significance of some visitor groups. An additional contribution of this study is the 'complete wine tourism research model.' This concept presents an alternative to existing wine tourism models, and points out attributes and dimensions that play a major role in the winery experience.

Since the 1980s, nearly 5000 Arab and Muslim refugees have been resettled in New Zealand (RefNZ, 2007) as a result of political instability and wars that have riddled the Arabic-speaking region. Upon arrival in a resettlement country, refugees face many challenges in adjusting to their new environment (Simich et al., 2006; Valtonen, 1998). Arab Muslim refugees have specific concerns that are different to other refugee groups due to the major role Islam plays in the way Muslim people go about their lives, and due to the controversial image of Muslims in Western countries since the September 11th (USA) and July 7th (London) bombings. To date, relatively little attention has been paid to the various ongoing resettlement issues that these refugees deal with. This research attempts to fill in some of these gaps by addressing the resettlement experiences of Arab Muslim refugees in New Zealand. It is expected that this research will assist the policy making and migrant services sector (a) to understand the refugees' lived realities; (b) to confront the stereotypes associated with refugees in general, and the stereotypes associated with Arab Muslim refugees in particular; and (c) to address the issues and challenges faced by Arab Muslim refugees. The significance of this research is located in its potential to influence policy and practice in the fields of refugee resettlement, immigration, and counselling. In addition, this study will contribute to knowledge about Arab Muslim refugees, especially those living in New Zealand. Recently, studies in the fields of sociology, anthropology, and psychology on refugees and refugee resettlement have found that non-Western refugees experience a variety of resettlement and adjustment challenges when settling in Western societies. However, intensive research is needed on refugees' perspectives on their refugee journey, their resilience during resettlement, and the experiences that accompany the refugee journey. A deepened understanding of the phenomenon of the refugee journey may contribute to the development of appropriate support for refugees and foster welcoming host societies. It is therefore anticipated that this study of the refugee experiences of Arab Muslims will add to existing research on refugee resettlement and in particular Arab Muslim refugees in Western societies. Semi-structured, face to face interviews were conducted with 31 male and female Arabic-speaking Muslim refugees from Iraq, Sudan, Somalia, Kuwait, and Tunisia. The participants had been "resettled" in New Zealand for at least six months and up to eleven years. Most of the interviews were conducted in Arabic and then translated to English. The interviews were analysed using an eclectic approach including thematic analysis with elements of life story narratives. The findings that emerged from this research suggest that whatever the national and ethnic background of the refugee, there are common key issues and themes relating to the refugee journey and the challenges experienced by refugees during their resettlement. The interviews revealed participants' experiences of their lives as refugees, which were described in three separate stages that I have termed the "three legs of the refugee journey." The first leg of the refugee journey included the refugees' pre-migration experience: reasons for fleeing their homelands, becoming a refugee, and the impact of the refugee label on their lives in their resettlement country. The second leg of the refugee journey involved their experiences in adjusting to their 'new' lives after leaving Mangere Refugee Resettlement Centre (MRRC): their experiences with several resettlement agencies in NZ, their unforeseen resettlement challenges such as language barriers, unemployment, and their concern over raising their children in a non-Muslim society. The third leg uncovered the experiences participants went through after one year of their initial resettlement, and also explored methods of coping and resilience that participants used to overcome their ongoing resettlement challenges and mental health concerns, and their perspective on New Zealand as a resettlement country. This leg also included the participants' future aspirations and their long-term resettlement plans. Overall, participants were unprepared for the situation that faced them when they arrived in New Zealand. Their experience in the six weeks at the resettlement centre was disappointing for all of them and traumatic for some. Participants did not feel that they were equipped with "survival skills" for dealing with life outside the centre. All participants expressed that they had difficulties adjusting to their new life in New Zealand. In general, women found adjustment more difficult than men. Some participants expressed gratitude to New Zealand for accepting them as refugees. A minority were happy to remain in New Zealand, the majority were reluctant about staying, and a small number intended to return to their homeland or other Arab Muslim countries as soon as they could. It is significant that for the participants in this study, their identity as a refugee had an overwhelming impact on the way they talked about their lives. Participants had the perception that being labelled as refugees was a factor that alienated them from New Zealand society. Also, being Arab and Muslim as well as a refugee was seen as an additional disadvantage for resettlement opportunities in New Zealand and other Western countries. While Arab Muslim refugees share many of the concerns of other refugees, there are particular issues, including the challenge of maintaining their religious and cultural traditions, which they experienced as being in conflict with resettling in a Western country. Despite the fact that New Zealand has a long history in assisting in the resettlement of refugees, this research reinforces previous research in New Zealand which points to the inadequacies of the resettlement experience for refugees during all three legs of the refugee journey. The thesis therefore concludes with recommendations for improving refugee policies and services.

Abstract:
The risk of developing type 2 diabetes is four fold higher in New Zealand(NZ) Polynesians compared to Caucasians. Hence diabetes is more prevalent in Maori (16.5% of the general population) and Pacific Island people (10.1%) compared to NZ Caucasians (9.3%). It is generally accepted that type 2 diabetes has major genetic determinants and heterozygous mutations in a number of genes have previously been identified in some subsets of type 2 diabetes and certain ethnic groups. The high prevalence of diabetes in NZ Polynesians, when compared with NZ Caucasians, after controlling for age, income and body mass index (BMI), suggest that genes may be important in this population. Therefore, the prevalence of allelic variations in the genes encoding amylin and insulin promoter factor-1 (IPF-1), and exon 2 of the hepatocyte nuclear factor-1α (HNF-1α) gene in NZ Polynesians with type 2 diabetes was determined. These genes are known to produce type 2 diabetes in other populations. The genes investigated were screened for mutations by PCR amplification and direct sequencing of promoter regions, exons and adjacent intronic sequences from genomic DNA. DNA was obtained from 146 NZ Polynesians (131 Maori and 15 Pacific Island) with type 2 diabetes and 387 NZ Polynesian non-diabetic control subjects (258 Maori and 129 Pacific Island). Sequences were compared to previously published sequences in the National Centre for Biotechnology Information database. Allelic variations in IPF-1 and exon 2 of the HNF-1α gene were not associated with type 2 diabetes in NZ Polynesians. However, in the amylin gene, two new and one previously described allele was identified in the Maori population including: two alleles in the promoter region (-132G>A and -215T>G), and a missense mutation in exon 3 (QlOR). The -215T>G allele was observed in 5.4% and l% of type 2 diabetic and non-diabetic Maori respectively, and predisposed the carrier to diabetes with a relative risk of 7.23. The -215T>G allele was inherited with a previously described amylin promoter polymorphism(-230A>C) in 3% of Maori with type 2 diabetes, which suggests linkage equilibrium exists between these two alleles. Both Q10R and -132G>A were observed in 0.76% of type 2 diabetic patients and were absent in non-diabetic subjects. Together these allelic variations may account for approximately 7% of type 2 diabetes in Maori. These results suggest that the amylin gene maybe an important candidate marker gene for type 2 diabetes in Maori.

Abstract:
This Master's thesis is a history of apprenticeship in New Zealand. Apprenticeship has traditionally been the main route for entry into the skilled trades. At one level apprenticeship is a way of training people to do a particular job. The apprentice acquires, in a variety of formal and informal ways, the skills necessary to carry out their trade. The skills involved with each trade, tied inextricably to the technology that is used, are seen as the 'property' of the tradesperson. Learning the technical aspects of the job, however, is only a part of what goes on during an apprenticeship. The apprentice is also socialised into the customs and practices of the trade, learning implicitly and explicitly the hierarchies within the workplace, and gaining an appreciation of the status of his or her trade. Apprenticeship must also be viewed in the wider context of the relationship between labour and capital. The use of apprenticeship as an exclusionary device has implications for both worker and employer. Definitions of skill, and the ways in which technological advances are negotiated, are both dependent on the social setting of the workplace, which is mediated by social arrangements such as apprenticeship. This thesis thus traces the development of apprenticeship policies over the years, and examines within a theoretical context the debate surrounding those policies. Several themes emerge including the inadequacy of the market to deliver sustained training, the tension between educators and employers, and the importance of a tripartite accord to support efficient and equitable training. Apprenticeship has proved to be a remarkably resilient system in New Zealand. This thesis identifies factors that have challenged this resilience, such as changes in work practices and technology, and the historically small wage differentials between skilled and unskilled work. It also identifies the characteristics that have encouraged the retention of apprenticeship, such as the small-scale nature of industry in New Zealand, and the latter's distinctive industrial relations system. It is argued that benefits to both employer and worker, and the strength of the socialisation process embodied in apprenticeship, will ensure that some form of apprenticeship remains a favoured means of training young people for many of the skilled trades.

Abstract:
Manufactured, experiential, consumption environments are increasingly mimicking the design techniques and principles on display within the Disney theme parks. One particular example of an experiential consumption environment which has been influenced by the Disney-style approach to business is the shopping mall. These commercialized attractions offer a distant alternative, and distraction, to everyday life. The theoretical concept of Disneyization offers insight into what visitors to these manufactured experiential consumption destinations are (assumed to be) searching for - and in-turn receiving. This thesis specifically focuses on 1) the development and design of the New Zealand shopping mall by assessing the extent to which identified elements of the Disney theme parks are replicated within the country's shopping destinations 2) the degree to which experiential consumption environments are being developed within New Zealand. Based upon the review of completed fieldwork, the 'System of Objects' theory proposed by Baudrillard and image association perspectives of Eco are added to the theoretical analysis as a complimentary aside to the Disneyization concept. These works also further highlight the link between experiential consumption environments and those who visit them.

Abstract:
This research began a journey towards improved maturity around data quality management in New Zealand health care, where total data quality management is 'business as usual" institutionalised into the daily practices of all those who work in health care. The increasingly information intensive nature of health care demands a proactive and strategic approach to data quality to ensure the right information is available to the right person at the right time in the right format, all in consideration of the rights of the patient to have his/her health data protected and used in an ethical way. The work extends and tests principles to establish good practice and overcome practical barriers. This thesis explores the issues that define and control data quality in the national health data collections and the mechanisms and frameworks that can be developed to achieve and sustain good data quality. The research is interpretive, studying meaning within a social setting. The research provides the structure for learning and potential change through the utilisation of action research. Grounded theory provides the structure for the analysis of qualitative data through inductive coding and constant comparison in the analysis phase of the action research iterative cycle. Participatory observation provided considerable rich data as the researcher was a member of staff within the organisation. Data were also collected at workshops, focus groups, structured meetings and interviews. The development of a Data Quality Evaluation Framework and a national Data quality Improvement Strategy provides clear direction for a holistic and 'whole of health sector' way of viewing data quality, with the ability for organisations to develop and implement local innovations through locally developed strategies and data quality improvement programmes. The researcher utilised the theory of appreciative enquiry (Fry, 2002) to positively encourage change, and to encourage the utilisation of existing organisational knowledge. Simple rules, such as the TDQM process and the data quality dimensions guided the change, leaving room for innovation. The theory of 'complex systems of adjustment' (Champagne, 2002; Stacey, 1993) can be instilled in the organisation to encourage change through the constant interaction of people throughout the organisation.

This research explores competitive bodybuilders in New Zealand and their identities. Bodybuilders have often been construed as being broadly similar – excessively muscular people, who build their physiques for sometimes questionable reasons, such as for a cover for internal insecurities. Bodybuilding is often considered acceptable for men because muscles are symbolic of masculinity – on women they are seen as unnatural and unfeminine. While external critiques have tended to portray bodybuilders in a negative light, phenomenological accounts have often emphasised participants’ positive experiences. Existing research concerning the identity of bodybuilders has only scratched the surface. Identities reflect an understanding of ‘who one is’ – the continuing meanings people associate with themselves and as members of social groups. Furthermore, bodybuilders are not just ‘bodybuilders’, they are also people. Bodybuilding is not their only identity, it is one of their numerous identities. This research explored not only the meanings participants attribute to bodybuilding, but also how it is lived and experienced within the broader self. A phenomenological-inspired, mixed methodological approach was adopted using quantitative and qualitative methods. Participants were male and female competitive bodybuilders of varying ages residing in New Zealand. They were at different stages in their bodybuilding career and represented a range of competitive experience. A postal questionnaire was completed by 382 competitive bodybuilders, and in-depth interviews were conducted with 32 participants. Photo elicitation was also used. A key outcome of this research has been to highlight the changeable, complex, contradictory nature of bodybuilder identities. Fluidity, ambiguity and pluralism existed amongst the everyday practices and identities of participants. Although bodybuilders shared commonalities, their identities were not identical or stable: bodybuilding could be about transforming the body,looking good, being competitive, creative and/or healthy. It could be a lifestyle, involve personal challenge, self-development, social belonging and friendship. Identity experiences could be influenced by personality, background, gender, sexuality, age, ethnicity, work, family and church. The bodybuilder identities were also found to be closely connected to participant perceptions concerning their natural body, genetic advantages and limitations. Furthermore, their identities were not depthless but entailed commitment, passion, mental, social and emotional dimensions. Competitive bodybuilding was a meaningful activity, that often left an indelible mark and continued to shape participant lives even after they had ceased competitive bodybuilding.

This thesis seeks to formulate a theory that explains the geographically uneven development of privatisation. The New Zealand public hospital ancillary services are taken as a case study of uneven privatisation, and the process of privatisation is analysed within terms of the three major theoretical frameworks used in social geography; public choice theory, Weberian managerialism and Marxian class conflict. Empirically it is found that geographically uneven privatisation occurs within three dimensions; the spatial, the temporal and the sectoral. This raises the questions, why privatisation in region A but not B, why at certain times and why in certain industries or sectors of industry but not in others? The answers to these questions are sought in the context of the three theoretical frameworks used in the thesis, as applied to hospital ancillary services. The empirical research reveals that the implementation of privatisation policies is mediated by several regionally variable factors, such as the size of institutions, hospital authority management structures, location to major urban settlements, levels of financial restraint on hospitals, and the labour militancy of the work force. The explanatory significance of these factors varies substantially according to the time and place at which privatisation occurs and the particular sector of the public hospital system being considered. Many of the explanatory factors contradict each other, insofar as some may predispose public authorities to privatise whereas others may inhibit the process. The complexity of the uneven development of privatisation renders inadequate any single theoretical explanation of the process. Nevertheless the research presents an understanding of how privatisation develops across space and time and an insight is also gained into the likely future uneven development of public service provision.

Energy use associated with tourism has rarely been studied, despite a potentially considerable contribution to global or national energy demand and concomitant greenhouse gas emissions. In New Zealand, tourism constitutes an increasingly important economic sector that is supported by the Government to induce further economic growth. At the same time New Zealand is facing the challenge of reducing currently increasing fossil fuel combustion and carbon dioxide emissions. As a response, this study investigated the contribution tourism makes to energy use in New Zealand. In particular it has examined the role of the three main tourism subsectors (transport, accommodation, and attractions/activities), and different domestic and international 'tourist types'. Seven separate data analyses provided inputs for building a model based on 'tourist types' from which energy use in the New Zealand tourism sector could be estimated. Tourism was found to contribute at least 5.6% to national energy demand, which is larger than its 4.9% contribution to GDP in 2000. Transport, in particular domestic air and car travel, was identified as the dominant energy consumer. Within the accommodation sub-sector, hotels are the largest energy consumers, both in total and on a per visitor-night basis. Of the three sub-sectors, attractions and activities contribute least to energy use, however, activities such as scenic flights or boat cruises were recognised as being energy intensive. As a result of larger visitor volumes, domestic tourists contribute more to energy consumption than international tourists. Domestic and international tourists types differ in their energy consumption patterns, for example measured as energy use per travel day. Tourist types that rely on air travel are the most energy intensive ones, for example the domestic 'long air business' travellers or the international 'coach tourists'. The importance of international tourists' energy use will increase, given current growth rates. There are many options to decrease energy use of the tourism sector, with the most effective ones being within the energy intensive transport sub-sector. Increasing vehicle efficiencies and decreasing travel distances appear to be the most promising measures. This study argues that energy use depends largely on tourists' travel behaviour. Changing behaviour is possible but is postulated to be very difficult, and further research is needed to better understand tourists' motivations, expectations and decision-making. Only then, can strategies be developed and implemented to alter travel behaviours to better balance energy use, other environmental impacts and economic yield. Such a balance is a crucial consideration in the search for more sustainable forms of tourism.

The aim of this research is to investigate the use of third party logistics in New Zealand companies from the users’ perspective and to identify the improvement opportunities in the New Zealand environment. The empirical research is used to investigate the reasons for undertaking or not outsourcing logistics activities in New Zealand companies; to investigate the extent of use of third party logistics services in New Zealand and the influence of firm sizes and different industries on different aspects of 3PL (third party logistics) practices; to investigate critical success factors and attributes of selecting and evaluating 3PL service providers by users of 3PL in New Zealand; to establish the impact of usage of 3PL providers on New Zealand companies; to evaluate the satisfaction level of New Zealand 3PL services; to investigate the future plans of current 3PL users in New Zealand. The results showed that 3PL has been accepted by New Zealand organizations; with more than half of the respondents using 3PL. Current users accepted that 3PL allows them to gain a number of benefits and believe that 3PL has more positive impacts than negative. With a high level of satisfaction, a large number of user firms are likely to maintain and moderately increase the use of 3PL in the near future. The results of this study provide useful information for both 3PL providers and users. Providers should be aware of the most frequently used services, the potential trend, and develop their capabilities accordingly in terms of these future requirements. The experience of the firms in this study also provides insights as to the benefits of outsourcing logistics activities and how to plan for implementation for 3PL users.

Skiing and snowboarding are popular recreation activities in New Zealand, as well as constituting important components of the winter tourism product. The 2001 snow season witnessed record visitor numbers. Skier days have increased by more than 10% compared with the previous year to 1.254 million. The traditionally “nature related” activity of skiing, however has increasingly often been discussed in the light of excessive resource consumption and pollution of alpine environments. Since no research on resource efficient management of ski fields has been undertaken in New Zealand, this study examined environmental awareness and actions of ski field managers, resource consumption benchmarks (water and energy use, solid waste production), along with resource use related visitor behaviour. Two separate surveys were undertaken to collect relevant information from ski field managers and ski field visitors. While a census of managers across New Zealand was conducted with a mail-back questionnaire (all 27 ski fields were contacted, response rate 44%), the visitor survey was undertaken on-site at six selected ski fields in Canterbury, South Island (total responses: N=259). Analysis of the survey results showed that managers generally acted to protect the environment and resources, however, at different levels for the various indicators measured. Energy use and air pollution were rarely perceived to be environmentally important. Accordingly, only few actions were undertaken to reduce energy use. This is surprising, since energy consumption proved to be a major feature of ski field management. Given the additionally large amounts of water consumed (mainly for snowmaking) and solid waste produced on the mountain, skiing has to be classified as a resource intensive activity. Resource consumption is intensified further, when the impacts associated with tourists being transported to, and from, the mountain are considered. Energy use for “ski trip transport” within New Zealand is two times larger (180 MJ) than energy use associated with ski field infrastructure use (90 MJ) on a per skier day basis. There are several options to improve the environmental performance of ski fields, ranging from modernising equipment, optimising snowmaking and providing efficient transport alternatives. Additionally, increased cooperation between ski field managers, local governments and research institutes could potentially result in environmentally smarter operational practices. Internationally, New Zealand’s ski areas compare relatively well, mainly because of limited on-mountain entertainment and accommodation development, which keeps resource consumption and pollution low compared with European and North American ski fields. However, this research also indicated that New Zealand’s ski field visitors increasingly demand facilities and services similar to those overseas, which in turn may result in larger environmental impacts. New Zealand is generally believed to be a green and nature-related destination and its ski areas still blend well into the natural environment. Hence, there is some potential for the New Zealand ski industry to develop a unique product in such a way that it is both, sustainable and distinguishable from other international markets.

The management literature in gender issues argues that in spite of the progress made in the last few decades, women still face difficulties in being accepted and recognised as managers because the manager’s role has been perceived as masculine. Gender stereotypes, hence, continue to become a barrier to women’s access to top management position. This study examines the perceptions of the relationship between sex role stereotypes and the perceived characteristics necessary for managerial success among Chinese students in New Zealand. The study sample consisted of 94 male Chinese students and 119 female Chinese students studying in New Zealand. In order to allow for cross-cultural comparisons, this study used a direct replication the Schein Descriptive Index (SDI) from previous study (Schein & Mueller, 1992). The male and female perceptions on the relationship between sex role stereotypes and characteristics were analysed separately. The results revealed that both male and female Chinese students in New Zealand perceive that successful middle managers possess characteristics, attitudes and temperaments more commonly ascribed to men than to women in general. In addition, the results were compared with previous studies conducted in China and Japan, New Zealand, America, Britain, Canada, and Germany. Our findings conclude that Asian people are worse than Western people in respect to managerial sex role stereotyping, particularly, Chinese males who show a very strong degree of managerial gender stereotyping. Multiple discriminant analysis was used to discriminate the relationship between men, women and middle managers on 92 items from the survey questionnaire. The analysis resulted in two separate canonical functions which distinguished between three groups women, men and managers).

The small, high sediment yield Waipaoa River is located on the tectonically active, mountainous Poverty Margin on the east coast of the North Island, New Zealand. In contrast to sedimentary sequences on passive margin shelves, active margins, such as the Poverty Margin, can preserve continuous records of changing geological and environmental conditions at the land-sea interface during rapid sea-level rise. Two subsiding mid-shelf basins on the Poverty Shelf contain thick transgressive sequences which provide a record of evolving river, climate, landscape, and oceanographic conditions since the Last Glacial Maximum (LGM). This dissertation investigates the stratigraphic development of Poverty Shelf, including event layer preservation, over the last ∼14ka using geochemical proxies and physical properties analyses of the sedimentary record. The work herein was conducted under the auspices of the MARGINS Source-to-Sink program, a multi-national, interdisciplinary study focused on understanding sediment routing, transformation and fate through the Waipaoa Sedimentary System (WSS) from catchment sources to final sinks on the adjacent Poverty Shelf and Slope. A suit of five giant piston cores and eight box cores were retrieved from Poverty Shelf during two cruises to address long (Holocene) and short (modern) timescales, respectively, of deposition. Geochronological, geochemical and sedimentological profiles from the giant piston cores are used to reconstruct the processes that influenced shelf infilling during this critical period of recent earth history. Accumulation rate analyses from high-resolution radiocarbon profiles and tephrachronology, along with X-radiographic facies analysis, enable tracking of rapidly shifting loci of deposition from the slope to mid-shelf depocenters. Grain size profiles and delta13C values reveal sympathetic changes that track the waxing and waning influences of sediment supply via the Waipaoa River as sea level rose to maximum flooding at ∼7ka, subsequent Poverty Bay shoreline reorganization and changing shelf accommodation, and, in the last ∼1ka, a strong anthropogenic signal. Imprinted upon this record is evidence for temporal and spatial changes in event layer frequency and type throughout the Holocene. Event layers may be produced by extreme and episodic storms, floods, earthquakes and other perturbative events that punctuate background marine sedimentation with large additions of terrestrial sediment. Event layers can be identified by unique textural and geochemical characteristics. An event layer, likely emplaced via hyperpycnal flow, attributed to Cyclone Bola (1988), the most severe modem cyclone on record in this location, serves as a modem benchmark for other storm events in the Poverty Shelf records. Examination of X-radiographs and lithostratigraphy, textural and isotopic variability reveal that the Poverty Shelf stratigraphic record preserves evidence of exceptional event sedimentation in the past and present that can be distinguished from shifts in supply, transport, and accumulation of sediments due to longer-time scale perturbations related to climate, sea level, and tectonics. A period of increased fidelity of the event record in the mid-Holocene is observed associated with increased accommodation within rapidly flooded depocenters.

Partnerships between organizations are seen as one of the building blocks of the �Third Way� approach to welfare provision both in Europe and in New Zealand. While there is much discussion of this emphasis on building social capital and working in partnerships these partnerships are usually perceived as being between government and community or private organizations as part of a new phase of neo-liberalism. Using qualitative research this thesis explores three partnership sites: Those within a Maori social service provider, Te Whanau Arohanui, and the local Hapu and State organisations; that between the Ngai Tahu Maori Law Centre (an indigenous organization) and the Dunedin Community Law Centre; and finally the State lead Strengthening Families partnership initiative. This thesis is concerned with the development of citizen participation in public policy decision-making through partnerships. While contemporary studies of policy change have identified stakeholder and actor-network forms as dominant these often seem even less democratic, participatory, accountable and transparent than those they have supposedly replaced. I draw on ideas of deliberative governance to explore options for both the theory and practice of sustainable, permanent and participatory policy change in an age of diversity. I suggest that the practice of Community Development is needed to supplement descriptive and post-facto accounts of policy change and so create a usable practice theory of effective mechanisms for participatory input. Using a series of case studies of partnerships, a tentative practice theory and strategy for change is proposed. This is set within an interactive framework that is able to confront levels of power to encourage diversity and participation in decision-making from bottom-up initiatives.

This thesis explored the measurement of performance of New Zealand tertiary education institutions (TEIs) and the demand for their services. This involved analysing the research performance of New Zealand universities, analysing the productive efficiency of New Zealand TEIs and examining the choice of provider by bachelor’s degree starters. Bibliometric data was used to measure the research productivity of New Zealand universities. This showed that following a fall during the early 2000s, the research productivity of New Zealand universities increased following the introduction of the Performance-Based Research Fund (PBRF). A multi-dimensional analysis of university research performance between 2000 and 2005 showed that no individual university was top in all four of the performance measures assessed. The overall performance of three universities, Massey University, Lincoln University and Auckland University of Technology, were noticeably below that of the other five universities. Data Envelopment Analysis (DEA) was then applied to input and output data of New Zealand TEIs to analyse their productive efficiency. In 2006, polytechnics that had: low levels of bachelor’s degree provision, were not regionally based, had a high proportion of subcontracting and were larger institutions, achieved higher levels of pure technical efficiency. The analysis showed that several polytechnics could improve their technical efficiency by reducing their scale of operations. In polytechnics, higher technical efficiency was associated with better financial performance. A number of technically efficient polytechnics struggled financially, indicating that the overall efficiency of the polytechnic sector was not high, or the funding model they operate under is not appropriate. The analysis also showed that decreasing bachelor’s degree provision, poor financial performance in the previous year, an increase in provision of community education, was associated with higher growth in total factor productivity between 1996 and 2006. The application of DEA to Australasian university data between 1997 and 2005 showed that New Zealand universities performed relatively well in terms of relative pure technical efficiency, compared with their Australian counterparts. However, the total factor productivity of New Zealand universities increased at a lower rate, on average, than that of the Australian Group of Eight and newer Australian universities. The application of DEA to a dataset of the participating TEIs in the PBRF showed that polytechnics had lower technical efficiency, on average, than other TEIs. The choices of bachelor’s degree starters in 2006 were analysed for evidence of a lack of parity of esteem between university and polytechnic degrees. The results showed that a lack of parity of esteem between polytechnic and university degrees may be influencing student choices. Students from higher deciles schools, with higher secondary school qualifications, Asians, students who travel for study, were all more likely to enrol in a university to start a bachelor’s degree. There was less clear cut evidence of a lack of parity of esteem between selected groupings of New Zealand universities. However, there did appear to be a lack of parity of esteem between the four older metropolitan universities and the two newest universities, with signs the former were held in higher esteem.

Corporations are increasingly being expected to be responsible to not only shareholders, but also to employees, society and for the environment. This expectation increases as business crises, such the Exxon Valdez oil spill and the Enron collapse, continue to occur. In New Zealand several umbrella organisations were established to aid organisations in the quest to become sustainable or corporately responsible, such as New Zealand Business Council for Sustainable Development, New Zealand Businesses for Social Responsibility, and the Sustainable Business Network. A number of high profile companies such as Hubbard Foods Ltd, Landcare Research, Fonterra and Telecom belong to these umbrella organisations and have produced reports that reflect not only economic prosperity but also environmental quality and social equity. The aim of this research is to identify how organisations are implementing corporate responsibility issues into the operations, and using this information to construct a maturity model. The value of a maturity model is as an analytic tool, where an organisation can be benchmarked against the best in the field. Developing a maturity model for integrating corporate responsibility into an organisation enables managers to identify at which stage the organisation is currently situated and then provides an action plan of where to progress in the future. A preliminary maturity model is developed based on previous models from the fields of corporate responsibility, environmental management and sustainability. This exploratory study used the case study method to analyse six organisations that are members of the New Zealand Business Council for Sustainable Development and are producing annual sustainability reports. Using the Global Reporting Initiative (GRI) guidelines for sustainability reporting, 10 years of annual reports from each case company were analysed and compared against these guidelines. The results were used to identify what corporate responsibility areas businesses are currently reporting on and therefore implementing within the organisation, and identifying if there is an evolutionary pattern applicable to all organisations thereby enabling the construction of a maturity model. The findings show that although there was an increase in the GRI indicators included the reporting is poorly developed. The major areas of change have been in the reporting of governance and management structures, the development and inclusion of vision statements and changes in management policies. There was increased reporting in some environmental and social indicators, but no clear patterns of change emerged. Using the data and analysis a refinement of the proposed maturity model was made.

This study develops and used a CHESS (chief Executive Stress Survival) model developed from the occupational stress literature to predict variations in the psychological and physical stress experience and health risk of chief Executives of New Zealand organisations. The model proposes that stress is a sequential process with identifiable phases and that variation are mainly due to the frequency of environmental experiences and stressor factors which are both “chronic” and “episodic”, “at work” and “outside work”. The model also assumes, however, that the impact of the environmental variables and stressor factors are moderated by individual personality differences, coping mechanisms and stress management practices. The model was tested on a sample of 107 male chief Executive officers and General Managers. It was found that the majority of the sample (80%) were relatively stress resistant and healthy. Stepwise multiple regression was used to test the model, and some evidence derived suggests that the frequency of environmental problems does predict various stress symptoms and that environmental stressors ultimately predict health risk profiles. Individual differences are shown as being largely independent variables predicting stress, rather that being moderating variables as suggested by the model. Coping and stress management variables are also shown to play a significant moderating role in the stress - outcome relationship. Some evidence derived suggests that there may be individual manager profiles, provisionally labelled “stress immune” vs “vulnerable” and “ill - health preventers” vs “non-preventers”. Due to the depth of the cross-sectional data obtained on this rarely studied management level, some comparison with published information on other researched groups are explored. A number of limitations of the study are noted. The practical implications for this senior management group of the findings of this study are also examined.

The key objective of this multi-disciplinary research was to seek for feasible solutions to avoid effluent from livestock trucks spilling onto roads. Stock effluent spillage mainly poses road safety hazards and environmental damage, and also causes offence to road users and tourists. This task required reviewing previous institutional actions, assessing the power of the existing legislation, and evaluating the interests and attitudes of the stakeholder groups involved in the overall livestock supply chain. It was also necessary to consider politics, administration, public policy and economics, gaining the willing cooperation and confidence of the stakeholder groups through application of 'Soft Systems Methodology' (SSM). A key component was the creation of a 13 minute video and its associated brochure as a primary tool for a stakeholder educational awareness programme. It was necessary to analyse the complex relationships between livestock preparation prior to transport; effluent produced in-transit; and end product quality factors. Detailed information pertaining to the nature of livestock shipments by truck in the South Island of New Zealand had to be collected and verified. All the above information were fed into the calculation of an ideal network of in-transit effluent discharge sites on State Highways in the South Island of New Zealand. Changing characteristics of work and careers have resulted in a shift in perceptions of the potential value of entrepreneurial activity. In parallel there has emerged an appreciation of the non-economic impact of entrepreneurship on those who enact it. However, there still remains a limited understanding of the consequences of choosing to be an entrepreneur, and what that choice means in terms of that individual’s life and work. The potential for the young as a group to engage with entrepreneurship as a ‘career option’ is high, therefore the central research objective of this study was to learn what meaning young New Zealand entrepreneurs attach to ‘being in business’. The study was grounded in an inductive, interpretive research design, underpinned by the tenets of constructivism. Phenomenologically focussed, in-depth interviews were used to gather data from ten young New Zealand entrepreneurs. These interviews were semi-structured and emphasised language, meaning, and narrative. The resulting data were analysed using elements of a constructivist grounded theory approach. A key finding was that the nature of the relationship between the entrepreneurs and their firms was a strong attachment grounded in emotion. The intertwining of the life of the business with the life of the young entrepreneur was viewed positively, and frequently involved personal transformation. Businesses were more than mechanisms for achieving monetary wealth. The relationship between the young entrepreneurs and their work was also intense. Balance of work and life was not an issue, nor did they seek to differentiate between the two spheres. They were content to have the two blended in a manner of their choosing. Consistent with this was their drive for personal authenticity and adherence to strong ethical imperatives. Being an entrepreneur was less about career (and even less about a job) and more about fulfilling needs of a higher order. Almost all the participants strongly identified as entrepreneurs. They felt it was the identity most consistent with their values, attitudes, and aspirations. They accepted that in some instances the label small-firm owner manager was accurate in terms of the scale of their operations, but rejected its appropriateness on any other grounds.

In New Zealand, the highest incidence of musculoskeletal disorders (MSD) is found in meat processing, accounting for over half the injury compensation costs for the sector. This thesis reports on a two-year study of MSD in the New Zealand meat processing industry, with the aims of identifying MSD risk factors and interventions using an industry-level participative ergonomics approach. A review of the literature on occupational musculoskeletal disorders and participatory ergonomics identified gaps in knowledge, notably contextual factors for MSD and a limited scope for participatory ergonomics. The studies described in this thesis contribute to addressing these knowledge gaps. The first stage of the study established a profile of MSD injury data in the industry. Data were collected from four injury data sources for meat processing. A number of priority tasks were identified for beef and sheep processing, based on triangulation of these data, and findings were approved by the industry stakeholders, the Meat Industry Health and Safety Forum (MIHSF). The second stage of the study was the assessment of these tasks in a representative sample of processing plants, with the purpose of identifying risk factors that contribute to the occurrence of MSD, implementation barriers and MSD interventions. The study involved interviews with 237 workers, management, union and safety personnel in 28 meat processing sites. MSD risk factor data were separated into those concerning the high MSD-risk tasks (task-specific), and the wider work system (task-independent). From these data a list of contextual factors was developed which it is proposed may create conditions under which greater exposure to physical and psychosocial factors can occur in meat processing. Some 276 interventions were also identified. The third and final stage of the study involved working with the MIHSF in developing the interventions for use by the industry in reducing MSD risk. MSD intervention ideas were collated, summarised and prioritised. A document containing interventions, implementation barriers and risk factors was developed with the MIHSF and distributed to all levels of the industry. The thesis reflects on the effectiveness of an industry-level participative ergonomics approach to the achievement of the study aims, notably the identification of contextual risk factors and interventions for MSD.

This thesis examines the relationships between performance, evolution and network governance of international joint ventures from a dynamic perspective. This is accomplished with a two-stage examination of case studies on the China-New Zealand joint ventures in China, involving two case studies in the first stage and one case study in the second stage. The exploratory and narrative research aims to aid theory building in the area of assessment and determination for IJV performance. In an investigation of the case IJVs between the Chinese and New Zealand firms, the study results in the development of three conceptual models of IJV performance and network relationships, namely, the Static Goal Model, the Goal Succession Model, and the Goal Emergence Model. These conceptual models adopt goal attainment as the criterion for assessing UV performance, and address goal attainment from a dynamic perspective by using a network approach. The theoretical models are illustrated and supported by the empirical evidence from the longitudinal case studies. The conceptual models differ from existing models of IJV performance in a number of important aspects, and thus contribute to theory relating to IJV performance in the following ways. These models integrate the concepts from the three research areas of performance, governance structure and dynamic evolution into a conceptual framework addressing IJV performance. Two types (organisational and interpersonal) of IJV network relationships are identified, and complex multiple tiers of network relationships in each type and their influence on JV performance and evolution are discussed. The study highlights the influence of network relationships and their evolution on IJV performance by arguing that IJV performance hinges on whether a trend of institutionalising the mechanism of trust building and conflict resolution and of balancing the network relationships within the IJV arrangement emerges from the process of IJV dynamic evolution. This research was solely undertaken by the author for the purpose of a thesis submitted in fulfilling the requirements for the degree of Ph. D at the University of Auckland.

Plantation forests ecosystem functions provide a range of indirect benefits known as forest services. There is lack of knowledge and estimation of the value of forest services.The main aim of the research was to investigate the environmental and social value of plantation forests in New Zealand. Each step of the research was built up on the perspectives of the stakeholder groups identified. A stakeholder analysis revealed that the most relevant stakeholder group was Adjacent neighbours. Through a postal survey forest managers and stakeholders indicated they considered as most relevant Erosion control and Water regulation (quality and quantity) Employment, Increased living standard, and Recreation. These services became the focus for the rest of the study. Through focus groups, the most relevant stakeholder groups, identified and ranked positive and negative aspects in forestry, and selected attributes describing the forest services. These were: Amount of sediment in water (water quality), Algae in water (water quality), Percentage of land stabilisation (erosion control), and Level of water flow (water quantity). The attributes for the attitudinal questions were classified as Community, Employment, and Recreation. The environmental value of plantation forests was estimated through choice modelling. The valuation survey was carried out only in Hawke's Bay. The payment vehicle used was increased regional council rates with the objective of monitoring environmental quality of soil and water. Several models were estimated by adding interactions between variables. Model 15b was selected as it provided best model fit and integrated respondents' demographic and attitudinal characteristics. The results of the model indicated that respondents who had university studies and positive attitude towards plantation forest community values were more willing to pay for improved levels of land stabilisation. The implicit prices estimated indicated that the wider community in Hawke's Bay have a greater appreciation for water quality (lower levels of algae and sediments). The responses to the attitudinal questions indicated that most respondents had positive attitudes towards the community and practical uses of plantations and employment-related values, particularly older respondents. The environmental and social values identified were linked with forest operations in order to analyse the impact they have. Land preparation and planting, road construction, and harvesting are the forest operations that have a greater impact on the levels of sediment in water.

Abstract:
This thesis concerns an investigation of the tripartite arrangements between the government, the nursing and the medical sectors in New Zealand over the period 1984 to 2001 with a particular focus on primary health care. The start point is the commencement of the health reforms instituted by the Fourth New Zealand Labour Government of 1984. The thesis falls within a framework of critical inquiry, specifically, the methodology of depth hermeneutics (Thompson, 1990), a development of critical theory. The effects of political and economic policies and the methodologies of neo-liberal market reform are examined together with the concept of collaboration as an ideological symbolic form, typical of enterprise culture. The limitations of economic models such as public choice theory, agency theory and managerialism are examined from the point of view of government strategies and their effects on the relationships between the nursing and medical professions. The influence of American health care policies and their partial introduction into primary health care in New Zealand is traversed in some detail, together with the experiences of health reform in several other countries. Post election 1999, the thesis considers the effect of change of political direction consequent upon the election of a Labour Coalition government and concludes that the removal of the neo-liberal ethic by Labour may terminate entrepreneurial opportunities in the nursing profession. The thesis considers the effects of a change to Third Way political direction on national health care policy and on the medical and nursing professions. The data is derived from various texts and transcripts of interviews with 12 health professionals and health commentators. The histories and current relationships between the nursing and medical professions are examined in relation to their claims to be scientific discourses and it is argued that the issue of lack of recognition as a scientific discourse is at the root of nursing�s perceived inferiority to medicine. This is further expanded in a discussion at the end of the thesis where the structure of the two professions is compared and critiqued. A conclusion is drawn that a potential for action exists to remedy the deficient structure of nursing. The thesis argues that this is the major issue which maintains nursing in the primary sector in a perceived position of inferiority to medicine. The thesis also concludes that the role of government in this triangular relationship is one of manipulation to bring about necessary fundamental change in the delivery of health services at the lowest possible cost without materially strengthening the autonomy of the nursing or the medical professions.

New Zealand mutton bird or tītī (Puffinus griseus and order procellariiformes) nest in New Zealand during the summer months, migrate to the northern hemisphere during May and return in September. Their eggs are laid during November and December and the chicks are hatched in the following January and February. Large numbers of them are harvested from April to May in New Zealand. They are wild seabirds annually harvested by Maori according to the customary rights agreement set by Treaty of Waitangi.NZ mutton birds also called Sooty Shearwaters are noted for their high proportion of body fat.These birds are interesting since its sole diet is based on krill and other small marine organisms that are potentially rich in n-3 fatty acids and other marine bioactive compounds. The proximate composition, fatty and amino acids and cholesterol content of mutton bird pectoral muscle were determined and compared with other common meat to explore the nutritional value of this New Zealand delicacy. The concentration of twenty two essential and toxic elements including silver (Ag), aluminium (Al), arsenic (As), cadmium (Cd), chromium (Cr), copper (Cu), mercury (Hg), manganese (Mn), lead (Pb), selenium (Se), potassium (K), calcium (Ca), magnesium (Mg), boron (B), iron (Fe), nickel (Ni), sulphur (S), sodium (Na) and cobalt (Co) and zinc (Zn) in mutton bird breast meat (Puffinus griseus) were measured over two years to evaluate its safety for human consumption. Persistent organochlorine, dichlorodiphenyltrichloroethane (DDT) and their metabolites, and aldrin and lindane were also measured.Twenty bird carcasses were purchased in both 2006 and 2007 from a local source. Meat samples from the pectoral muscle of two carcasses were pooled to generate 10 samples for each year. These were used for trace element analysis using inductively coupled plasma-mass spectrometry (ICP-MS). Trace elements were in the range of 0 to 1.09 mg/kg wet weight for Ag, 0 to 3.32 for Al, 0.17 to 0.79 for As, 0.01 to 0.07 for Cd, 0.03 to 0.15 for Cr, 3.56 to 4.88 for Cu, 0 to 0.15 for Hg, 0.22 to 0.50 for Mn, 0 to 0.09 for Pb, 0.66 to 1.18 for Se and 11.49 to 23.70 for Zn. In 2006, Ag, Al, Mn and Zn concentrations were significantly higher but Pb and Hg concentrations significantly lower compared to the 2007 samples (P < 0.05). Apart from one sample in 2006, all the samples were below the published maximum level for concern. However, our preliminary data indicated that the higher level of Cd and other metals in the skin of mutton bird may compromise the overall safety to humans consuming the skin of mutton birds. It is suggested that the evaluation of the metals in different parts and/or the whole mutton bird at different seasons is required to assure complete safety to the consumers.Furthermore, the nutritional value of mutton bird meat was studied over two harvesting seasons (2006 and 2007) to investigate the impact of seasonal variation. The moisture and carbohydrates contents ranged between 54.0 to 55.0 % and 2.8 to 3.0 %, respectively, and no seasonal effects were evident in these components. The values for fat and ash contents were higher and the protein content lower for birds harvested in 2007 compared with the 2006 values which ranged from 11.8 to 13.0, 10.3 to 11.7, and 20.3 to 18.5 % for fat, ash and protein content respectively. The major amino acids in mutton bird pectoral muscle were glutamate, aspartate, lysine, leucine, and arginine. Higher lysine concentrations and lower proline, cystein and methionine were found in mutton birds compared with the literature values for beef, lamb and pork. The essential amino acid content in mutton bird (43.8 and 44.9 % in 2006 and 2007, respectively) was slightly higher than those found in beef and lamb meats (42-43%).The major fatty acids detected were palmitic (C16:0), stearic (C18:0), oleic and isomers (C18:1), eicosenoic (C20:1), Docosahexaenoic acid (DHA) (C22:6), icosapentaenoic acid (EPA) (C 20:5) and these accounted for approximately 77% of the fatty acids. The 3/6 ratio of fats from pectoral muscle was 1.3. The cholesterol concentration varied slightly in the two years with 184.4±37.37and 134.4±25.55mg/100 g fresh weight for 2007 and 2008 respectively. Mutton bird was shown to contain significantly higher cholesterol content (134.4-184.4) than other common meat such as chicken (80.3-88.9), lamb (62.3), fish (52.79) and beef (51.97). Overall, the nutritional value of mutton bird muscle was similar to or superior to the traditionally protein sources such as seafood and red meat. Annual variations existed in the composition of Mutton bird pectoral muscle but this is not of nutritional consequence but might be a useful indicator for ecological events such as feed availability and other environmental issues. Mutton bird seems to be a good source of essential minerals, Zn and Fe compared with other traditional meats source. Mutton bird meat is nutritionally as good as the major sources of red or white meats. It may even have advantages over the other common meats (beef, lamb, fish and chicken) due to its high protein and monounsaturated fatty acids (omega n-3 and n-6) content. However, its high cholesterol content may represent a risk factor for some people.

This research engages critically with major public sector accountability theories in relation to the development of law centres in Aotearoa/New Zealand (and comparative international examples) focusing on the two centres in Otago, the Ngai Tahu Maori Law Centre and the Dunedin Community Law Centre. Definitions of accountability are argued to be embedded within theoretical discourses which produce definable models of accountability corresponding to these theoretical statements. Case studies of the discourses of both law centres and their funding bodies are described and contrasted in terms of their views of the role of law centres, interaction with various interest groups and their accountability relationships. The data identifies a desire of both community law centres to engage with a communitarian, �bottom-up�, model of accountability, in contrast to the former social democratic-bureaucratic and current liberal �stakeholder� and �contract� models of the official funding agencies. The current dominance of the liberal �stakeholder� discourse is seen as based on professional power, hierarchical legal structure and control of funding. It is argued that any shift in the dominance of power relationships surrounding community law centres in Aotearoa/New Zealand would entail a strengthening of ties and links with the community, through seeking alternative power supports, a participatory structure and locally controlled funding. Small to Medium Enterprises (SMEs) face enormous financial risk when embarking on a new product launch. SMEs are less likely to implement more formal risk minimization strategies for new product development (NPD) such as StageGate, often citing reasons of resource constraints or the more prevalent notion that “this stuff doesn’t apply to us”. Two key elements of any such risk minimization strategies are an early emphasis on benchmarking competitors and a thorough study of the attitudes and behaviours of potential customers. The SME’s investment of time and resource in early acquisition of this knowledge is a critical factor for success (Cooper 2001). Armed with this information, the SME is able to adopt a Customer Focused Design (CFD) strategy, whereby the product development effort is remains focused on the external customers wants and needs through all phases. SMEs that are able to satisfy these needs more effectively enjoy an obvious competitive advantage (Matzler and Hinterhuber 1998; Lüthje 2004). SMEs are often challenged by these tasks (Freel 2000; Larsen and Lewis 2007; Owens 2007). They may be overwhelmed by the prospect of expected costs, lack of expertise, and financial pressures to rush to market. Too often the more conventional path is chosen, whereby a solution is proposed, developed and tested in the market to “see if it sticks”. Such methodologies are less effective and subject the SME to increased financial risk. International studies of SMEs attitudes and behaviour towards NPD reveal common challenges of resource limitations, skills deficiencies and organizational issues (Xueli, Soutar et al. 2002; de Jong and Vermeulen 2006; Siu, Lin et al. 2006; Murphy and Ledwith 2007; Owens 2007). New Zealand firms are no exception, and are burdened with similar challenges as their international counterparts. This study aims to propose a simple framework for small firms who wish to acquire knowledge about their target markets and potential customers with limited time and resources. The framework enables SMEs to incorporate customer focused design principles into their product definition phase, and better orient themselves to the consumer marketplace. The study makes use of a New Zealand based case study to evaluate how the framework may be employed to identify quick and inexpensive efforts that can reproduce some elements of more sophisticated CFD and benchmarking methods. The obtained results are incorporated into a product design specification and embodied into a physical prototype to further illuminate the process. In addition to the primary area of study, prospects for new adjacent product lines and new potential markets for future development are also gained from the research.

Therapeutic and support services provision for children with dual intellectual disability and emotional and/or behavioural difficulties was evaluated in the present study. The participants were parents of children with dual disabilities, aged between 5 and 12 and attending mainstream schools in Christchurch, New Zealand, and managers of service providers for the target group. Parents and service managers partook in semi-structured interviews designed to obtain information about patterns of service provision. The results of the present study indicate that parents and managers had similar perceptions of the extent to which services in Christchurch currently met the needs of the target children and families. Additionally, the study functioned as a pilot of the design and methods for a potential future project; therefore parent participants also completed two checklists estimating their child’s adaptive functioning and the type and severity of their emotional and/or behavioural difficulties.

Abstract:
This research project examines how managers in local-government-owned business organisations justify their adoption of an entrepreneurial orientation and their interpretation of their role in entrepreneurial terms. To explore these justifications, interviews were conducted with the senior management of four local-government- owned business operations and one local council. They were: Metrowater, The Edge, Taieri Gorge Railway, Chatham Islands Council and Chatham Islands Enterprise Trust. These interviews were then analysed, utilising a critical discourse method. In addition, interviews were also conducted with senior managers in the Rotorua District Council and Taupo District Council who provided a sharp contrast to the former organisations and suggested a means by which the neo-liberal approach within the sector might be countered. Through speaking with the various local govermnent business managers contacted for this project, I concluded that managers of local-government-owned business operations have a strong institutional identification with the private sector. This identity is so strong that many of the managers interviewed have rejected the very notion that they are public employees of any sort. The managers have adopted an entrepreneurial approach because they see this as essential to gain professional legitimacy with their peers in the private sector. This has caused them to place distance between themselves and the owners of the business that they manage (that is, the councils), and the local citizens they ostensibly serve, to the extent that they have described their job as providing goods and services to customers rather than providing services for citizens. I will show that the adoption of such an attitude is inappropriate when placed within the context of local-government-owned and operated business concerns. From the point of view of European settlement, New Zealand is a very young country, especially in the administrative sector. To provide a background to this project and to suggest the main lines of development of local government in New Zealand, I have included a prologue that outlines the history of local government in New Zealand.

Abstract:
This study considered migrants’ career outcomes as the result of their adjustments in terms of culture and career adaptation along with other positive attributes they brought on their arrival as well as developing in their new country. It considered that career is the property of individuals and managing it successfully is the responsibility of individuals themselves. Prior research into migrants’ issues and careers was used as the basis of this study and a model for analysis was developed using such issues. The resultant model included the wider life of migrants. A questionnaire including reliable measures of key variables was developed based on the literature. Two hundred and twenty-one Sri Lankan migrants completed the pilot tested survey. The results were analysed using factor analysis, tests of association and multiple regression analysis at the first stage to formulate a less complex model. Structural equation modelling was then used to confirm the relationships assumed between different variables. Although some of the relationships and/or variables assumed initially were removed from the model, the final model explained strong links between the variables that remained. Qualification gained before migration and career self-efficacy were found to be the most significant variables in explaining job satisfaction before migration. Usefulness of prior knowledge, skills and habits, efforts made towards career, education in New Zealand, information seeking, length of time in New Zealand and overseas experience had the greatest influence on current job level. Current job level, length of time in New Zealand and overseas experience were found to be the most significant variables explaining subjective career success after migration. Adapting to New Zealand culture was found to be significant in explaining only the career satisfaction after migration. It was also found that migrants’ career outcomes (success and satisfaction) after migration were significant variables in explaining overall career satisfaction of this migrant group: however, with the exception of job satisfaction, career outcomes before migration did not play a significant role in determining overall career satisfaction. The implications of the present study were considered, from both migrants’ perspective and that of New Zealand as the host society. A number of possible practical strategies relevant to migrants, community organisations and policy makers and authorities were suggested. Several potential avenues for future researches were identified and discussed. Thus, it is expected that this study will contribute to better career outcomes of migrants in New Zealand.

Abstract:
The strategies to employ when a small to medium sized enterprise (SME) enters the international market are important issues for a business to consider. This research study addresses the question “What strategies will position New Zealand manufacturing small and medium sized enterprises for international markets?” It is intended to compare various strategies for going global, discovering these through a literature review and personal interviews with New Zealand businesses who have successfully globalised. The research studies globalisation within manufacturing small and medium sized enterprises (SMEs) in New Zealand. It explores strategies available in order to discover their advantages and disadvantages, and suggests key strategic directions for New Zealand manufacturing SME’s to use when entering into international markets. The research is intended to benefit New Zealand SME’s considering entering the international market place, which in turn will contribute towards benefiting New Zealand as a whole as it endeavours to position itself in the international competitive arena. Specific strategies for New Zealand manufacturing SME’s wishing to establish global markets are explored with implications for theory, research, and business practices. A case study approach was adopted, with multiple research methods used to gather information for the study. An experience survey in the form of personal interviews was used to gather a range of views from people with knowledge and experience in exporting to international markets. Documents were analysed, together with information gained through the interviews to compile case histories of the businesses that participated in this research. Strategies relevant to going global were identified in a literature review and these strategies were compared with actions and directions taken by the businesses interviewed. The analysis of the findings reveals congruence with theoretical strategies for globalisation of SMEs identified in previous studies; however it was found that decisions made when going global were highly dependent on the individual circumstances that a business finds itself in, rather than committing to strategies based on assumptions from academic studies. The businesses involved in this study went global through opportunities more so than strategic purpose. They had not set out to be a global enterprise, however when the opportunities arose their globalisation effort needed total commitment. Their experiences are discussed in this study and have relevance for other firms looking to go global.

Term time employment of tertiary students has increased dramatically following funding policy changes in the global Higher Education sector. Taking a comparative approach, this study of students at the University of Canterbury, New Zealand, investigates the decision to work during the academic term, the characteristics of such employment, and the perceived impacts on the university experiences of New Zealand domestic and Chinese international students. The study revealed similarities and differences between the two largest student populations. Compared to their New Zealand peers, Chinese international students are less likely to take term time employment. Among those who have worked, New Zealand domestic students do so for financial reasons, while Chinese international students value the work experience in the host country. Chinese international students receive much lower wages and tend to have shorter employment durations. In terms of perceived impacts, both New Zealand domestic and Chinese international students express a generally positive attitude towards their employment decisions, with a limited but clear awareness of the negative impacts. Interestingly, for those who have never worked, Chinese international students indicate a much stronger willingness to join the student workforce in the future. New Zealand domestic students, however, are much less likely to work if they can afford not to. This research provides empirical information about international students’ term time employment in the New Zealand context. Specific advice and mentoring services are needed at both university and government levels to provide ‘a more safe and supportive’ employment environment, especially for international students.

In the final decade of the nineteenth-century, when New Zealand women began riding the bicycle, they excited intense public debate about contemporary middle-class ideals of femininity. The research question posed is: "why did women's cycling provoke such a strong outcry?" Three nineteenth-century cycling magazines, the New Zealand Wheelman, the New Zealand Cyclist, and the New Zealand Cyclists' Touring Club Gazette, were examined, along with numerous New Zealand and British contemporary sources on women's sport and recreation, etiquette, femininity, and gender roles. The context of the late-nineteenth century signifies a high point in the modernisation of Western capitalist societies, which is characterised in part by significant and widespread change in the roles of middle-class women. The bicycle was a product of modern ideas, designs, and technology, and eventually came to symbolise freedom in diverse ways. The dual-purpose nature of the bicycle (i.e., as a mode of transport and as a recreational tool) enabled women to become more physically and geographically mobile, as well as to pursue new directions in leisure. It afforded, moreover, increasing opportunities to meet and socialise with a wider range of male acquaintances, free from the restrictions of etiquette and the requirements of chaperonage. As a symbol of the 'New Woman', the bicycle graphically represented a threat to the proprieties governing the behaviour and movements of respectable middle-class women in public. The debates which arose in response to women's cycling focused on their conduct, their appearance, and the effects of cycling on their physical and moral well-being. Ultimately, these debates highlighted competing definitions of nineteenth-century middle-class femininity. Cycling presented two dilemmas for respectable women: how could they cycle and retain their respectability? and, should a respectable woman risk damaging herself, physically and morally, for such a capricious activity as cycling? Cyclists aspired to reconcile the ignominy of their conspicuousness on the bicycle with the social imperative to maintain an impression of middleclass respectability in public. The conceptual framework of Erving Goffman's dramaturgical perspective is used to interpret the nature of heterosocial interactions between cyclists and their audiences. Nineteenth-century feminine propriety involved a set of performances, with both performers (cyclists) and audiences (onlookers) possessing shared understandings of how signals (impressions) ought to be given and received. Women on bicycles endeavoured to manage the impressions they gave off by carefully attending to their appearances and their behaviour, so that the audience would be persuaded to view them as respectable, despite the perception that riding a bicycle in public was risqué. In this way, women on bicycles attempted to redefine middle-class femininity. Women on bicycles became a highly visible, everyday symbol of the realities of modem life that challenged traditional gender roles and nineteenth-century formality. Cycling for New Zealand women in the 1890s thus played a key part in the transformation of nineteenth-century gender roles.

This study explored how the recovery of victims of sexual abuse is shaped by services available. Using the philosophical underpinnings of critical theory within the framework of Honneth's recognition theory this study provides an understanding of participants' experiences and views of recovery from sexual abuse. The study was conducted with ten adult survivors of sexual abuse using semi-structured individual interviews and two focus groups with eight service providers. The analysis identified that the recovery from sexual abuse is the development of a positive sense of identity reflected by participants' self-confidence, self-respect, and self-esteem. In this study this is described as the process of identity formation. Services shaped recovery from sexual abuse by providing experiences of recognition and disrespect. Recognition was given in the form of emotional support and care, cognitive respect, and social esteem that led to an improvement of participants' functioning. Disrespect was perceived by participants as they struggled with the invisibility of sexual abuse, with inequality, and with the lack of understanding, through which their overall functioning deteriorated. Recovery emerged as a dynamic process that, most of all, required from services that they provide experiences of recognition and from survivors that they accurately perceive that recognition was given to them. For recovery to occur, participants needed to balance experiences of recognition and disrespect, a process in which they needed to surrender the longing for the entirely good and benign caregiver and accept that both 'good' and 'bad' qualities reside in each caregiver, agency, therapist, or generally the 'other'. This balancing resulted in the development of self-confidence, self-respect, and self-esteem. Recovery was experienced by participants when they were able to resist disrespect and either engaged in fighting for their rights or removing themselves from situations in which their rights could be violated. Only by having a practical experience of being able to protect their physical and psychological integrity did participants become aware that they had recovered from the legacies of sexual abuse and could proceed with their lives without professional assistance.

Abstract:
The corporate governance best practice code (Code) of the New Zealand Exchange (NZX) came into effect on October 29, 2003. However, so far there is no systematic study of compliance with and impact of NZX Code on the performance of NZX companies. This study attempts to provide some answers to the perceived knowledge gap. The NZX Code recommends certain governance mechanisms to enhance corporate performance. The mechanisms analysed in this study are the percentage of independent directors, duality, presence of board subcommittees (audit, remuneration, and nomination), and the performance evaluation of board and individual directors. This thesis examines the possible relationship between recommended governance structures and the performance of NZX companies for the years 2003 (pre-Code) and 2007 (post Code), using data from the same 89 companies for each year. Although the number of companies adopting the NZX structures has increased, the rate of full compliance of the Code remains disappointingly low, rising from 5.6% in 2003 to just 22.5% in 2007. Probably due to the small sample size relative to the number of independent variables, and the problem of co-linearity, the multiple linear regression results do not seem to be conclusive and may be unreliable as the basis to form any formal statistical inference. However, treating the 89 companies as the whole population (89 out of 90), and using a simpler and more descriptive statistical tool to analyse the impact of individual independent variables on firm performance, the 2007 results show a consistent pattern of a positive relationship between Code compliance and firm performance, assuming all other factors being constant. This positive relationship is further reinforced by dividing the population into the various industry groupings as classified by the NZX, which also results in a consistent pattern of companies which comply fully with the Code structures financially outperforming companies that only partially comply with the Code during 2007. Surprisingly, listed companies adhering to the Chairman/CEO dual role do not seem to have impacted negatively on firm performance, contrary to agency theory expectation.

Organisations can create a competitive advantage through the way they design their human resource systems. High involvement work systems are considered to be a way to increase organisational performance and decrease employee turnover. However, the components involved are difficult and complex to define, and the synergy amongst the different components hard to evaluate. The literature suggests that the research is not uniform in its approach, and most research does not clearly define the variables involved or agree on the expected results of such systems. This research looks at high involvement work systems in the New Zealand organisational context, and relating these systems to employee turnover and organisational performance. The results of the study suggest that there does not appear to be a relationship between high involvement work systems, and employee turnover and organisational performance; but high involvement systems may contribute to increased labour productivity in New Zealand organisations.

The impact of the Contact Centre workplace upon employee satisfaction or wellness is attracting the attention of researchers across the globe. Over 10 years of research has resulted in recommendations about how Contact Centres should be managed and how the jobs of Contact Centre agents should be designed. There is growing concern that the current practices result in significant psychosocial risk factors which are ultimately harming the Contact Agents and less obviously the bottom line of their organisations through emotional exhaustion, stress, employee absenteeism and turnover. The aim of this study was to explore whether Contact Centre managers were aware of these recommendations, in particular those relating to the design of motivating, satisfying and “healthy” jobs. Using an expanded Job Characteristic Model, this descriptive study explored the level of awareness of New Zealand Contact Centre managers (n=20) regarding the recommendations about the design of jobs, and what changes, if any, have occurred as a result. Where changes have not been forthcoming, the study explored the constraints which were preventing or limiting change. The results of this study indicated that there is a low level of awareness of the research recommendations, that approaches to improving the management and design of Contact Centre agents roles are ad hoc, and that there is a level of resistance in providing agents with autonomy to manage their day to day roles. Some efforts to increase task and skill variety have been made but these are also ad hoc rather than built into the job. As a result of this study, it appears that Contact Centres in New Zealand are still adopting a mass production model of management. This study has implications for Contact Centre managers and senior organisational managers, these are discussed. Limitations of the research, implications for Contact Centre Managements are highlighted and areas for further research are highlighted

Pregnancy can have important effects on oral health and pregnant women are a population group requiring special attention with regard to their oral health and their babies? health. International research shows that oral health care for pregnant women has been inadequate, especially in relation to education and health promotion and there is some evidence of disparities by SES and ethnicity. Improving oral health is one of the health priorities in the New Zealand Health Strategy (Ministry of Health, 2000) and the Ministry of Health (Ministry of Health, 2006a) has recently identified a need for more information on the oral health and behaviour of pre-natal women. The aims of this study were to gain an understanding of pregnant women?s oral health care practices, access to oral health care information and use of dental care services and to identify any difference by ethnicity and socio-economic position. A self-reported questionnaire was completed by 405 pregnant women (55% response rate) who attended antenatal classes in the Wellington region. The questionnaire was broadly divided into four parts: (1) care of the teeth when the woman was not pregnant; (2) care of the teeth and diet during the pregnancy; (3) sources of oral health information during pregnancy and; (4) demographic information . Data were analysed by age, ethnicity, education and income and odds ratios (OR) and 95% confidence intervals (95%CI) were calculated using logistic regression. The majority of women in this survey were pakeha (80.2%), compared to 19.7% „Others? (8.8% Maori, 1.9% Pacific, 8.6% other). Most of the subjects were aged 31-35 years (34.5%), of high SES (household income and education level). Half of the women reported having regular visits to the dentist previous pregnancy while a significant percentage of women saw a dentist basically when they had problems. The usual dental hygiene habits were maintained during pregnancy. However, during pregnancy more than 60% of women reported bleeding gums. Just 32% of women went to see the dentist during pregnancy and less than half had access to oral health information related to pregnancy. „Others? (OR 0.38, 95% CI 0.15-0.91) and low income (OR 0.27, 95% CI 0.10-0.76) groups were significantly less likely to report access to oral health information compared to pakeha and high income groups (respectively). Women who went to see the dentist during pregnancy were more likely to receive information on dental health. However, low income women were more likely to report the need to see a dentist (OR 2.55, CI 1.08-5.99). Information on dental health and access to oral care should be prioritised to low income women, Maori, Pacific and other ethnic groups. Little attention has previously been given to oral health for pregnant women in New Zealand and there is a need to increase awareness of the importance of this area amongst health practitioners particularly Lead Maternity Carers and Plunket and tamariki ora nurses.

To date much of the literature on consumers' concerns about business-to-consumer (B2C) e-commerce has described findings from quantitative research. As a result, much of that literature has focused on specific previously-identified concerns (e.g., privacy of personal information, use of credit cards for on-line payment). Also, there has been little research into the concerns of New Zealand consumers, and all of it has been quantitative. In order to gain a broader understanding, this study took a qualitative approach. Three focus groups were conducted, in order to identify consumers' concerns. The concerns that were thus identified were combined with those that a review of the literature had previously identified, and were used to draw up a set of guidelines to be used in semi-structured interviews. Fifteen interviews were then conducted, in order to gain consumers' views about each concern. It seems that at a higher level, consumer's concerns have shifted. The literature suggests that in the past consumers' concerns about Internet shopping have focused on the fact that Internet shopping is conducted via the Internet – as a result of which consumers have, for example, been concerned about the privacy of their personal information ('if I give them my e-mail address, will I get spam?') This study suggests that now consumers' concerns focus on the fact that Internet shopping is a form of shopping – as a result of which they are now only prepared to use the Web sites of 'reputable companies', and they now require to be able to evaluate an item adequately before buying it. And it seems that another result of this is that consumers now expect that the 'reputable companies' whose Web sites they visit will – as a matter of course - address to their satisfaction issues such as the privacy of their personal information. While there are some types of products that consumers are prepared to buy on-line (e.g., air travel), there are many about which they are reluctant. Concerns were expressed about a wide range of potential purchases, and for a variety of reasons; also, some data was inconsistent (for example, some consumers were not prepared to buy clothes on-line, but others were). This appears to be an area in which consumer attitudes are still evolving. It is suggested that it may be helpful for further research on this matter to consider both demographic factors and the degree of consumer involvement in particular types of purchases.

This first comprehensive study of New Zealand news media plagiarism proceeds from the observation that plagiarism, if not demonstrably increasing, is more common than many practitioners would care to believe. It affirms that, contrary to conventional opinion, plagiarism cannot be understood or dismissed simply or entirely as the product of dishonest or lazy journalists. The study findings support indications of an underlying culture of copying within news media organisations—a professional ideology encouraging, if not overtly justifying, copying, and discouraging clear authorship attribution. The findings emanate from responses to a survey distributed to all New Zealand’s journalists, followed by in-depth interviews with five journalists identified as having personal experience with aspects of the practice identified in the survey, and a sixth with a journalist against whom a complaint of plagiarism was upheld by watchdog body, the NZ Press Council. The research analysed the just four complaints related to plagiarism brought before the Press Council since its 1972 inception, as well as another five much-publicised examples of the practice written about in the news media, to the present day. Of the nine cases examined, three reflected the most serious type of dishonesty associated with Jayson Blair of the New York Times—calculated theft of words as well as outright interview fabrication. The others can be categorised in a perceived less blameworthy variety of plagiarism, bedevilled by confusion of terms and newsroom pressures. But because much run-of-the-mill plagiarism is likely to have gone unrecorded and unnoticed beyond the newsroom involved, the true extent of any sort of plagiarism here could not be judged. What was possible in this research, was to gauge a sense of prevalence by asking working journalists not of their own sins, but of their experience of being plagiarised by others. Suddenly the numbers of plagiarism cases rocketed, not in a usefully quantifiable way, but clearly demonstrative of an extent sufficient to warrant analysis of nature and origin. These experiences were set against an American model that identified four antecedents of plagiarism behaviour, two individual—journalistic rationalising of dishonesty and problematic techniques—and two situational—definitional ambiguity and reporter aversion to attribution. What became clear in these analyses was that, though all news media organisations view plagiarism very seriously, few if any acknowledge their own role in perpetrating the practice, that journalism is an industry that proceeds from an ideology of matching and copying.
