Abstract:
AbstractIn the context of the life and missionary career of Peter Parker, M.D., a graduate of Yale who went to China in 1834, this article looks first at three issues: Who was the first medical missionary? Who was the first medical missionary in China? Who first introduced Western medicine in China? It also considers the tensions in the emerging understanding of the role of a medical missionary in the mid-nineteenth century, and the problems this caused for Parker, which led to his dismissal by the American Board of Commissioners for Foreign Missions. It then assesses the role of Parker as an American diplomat, when he became involved, first as a part-time secretary and interpreter, and confidential advisor, for the U.S. Commissioner to China, and helped to negotiate the first treaty between China and the United States in 1844. And later when Parker himself was appointed as the US Commissioner, and proposed aggressive military action against China, which led to his recall by the US State Department. Finally, in retirement for 30 years in Washington, DC, Parker received numerous honors and recognition, including appointment as a corporate member of the American Board, which earlier had terminated him as a missionary.

This essay discusses the structure and governance of the Federal Reserve System in light of the many changes in its activities over the past thirty years. Based on this analysis, it argues in favor of four specific reforms: clarification of Congressional expectations for the system; enhanced Federal Reserve Board of Governors transparency with respect to its oversight of the Reserve Banks; stripping monetary-policy votes from the President of the Federal Reserve Bank of New York and the Boards of Directors of the Reserve Banks; and the initiation of a public conversation about redesigning the Federal Reserve as a unified public entity. Abstract:
In 1890, the interior of the Québec-Labrador peninsula was still virtually unexplored. Ten years later, the blank on the map had been filled : geology, physio-graphy, climate, vegetation, fauna and inhabitants of the region were known, at least in their great lines, thanks to the remarkable amount of exploratory work done by the Canadian geologist A. P. Low. In thirteen seasons, Low sailed, canoed, dog-sledded and snowshoed some 10,000 miles in and around the peninsula. He gave the first accurate picture of the country, traced the outline of the Labrador Trough and gave the first description of the iron ores it contains. He surveyed the course of the principal rivers and a large portion of the northern and western coasts. His huge 1895 report is still considered the best work ever to have been printed about the region. Outside Québec-Labrador, Low worked in Gaspé, Manitoba, and was leader of the 1903-04 Canadian Arctic expedition on board the Neptune; on that occasion, he took formal possession of the Arctic Archipelago on behalf of Canada. Today's scientist, greatly helped by the airplane and modem technique, should be forever grateful to this indefatigable predecessor.

One of our key committees is the National Examinations and Qualifications Board (NEQB), whose role is to oversee the awarding of MASM and FASM. Membership of the NEQB has undergone a number of changes recently. These involved Peter Timms, who stepped down as Chair after a lengthy period of outstanding service. Peter's replacement is Julian Rood, a former president of ASM, who has returned to assist us once more. Another major change is the impending retirement of the Registrar, Tuckweng Kok, who will be replaced by Gary Lum (Registrar) and Kate Sieb (Assistant Registrar). The fact we need two people to replace Tuckweng speaks volumes about his contribution. The three new members of the Board are Melissa Brown, Louise Hafner and Gilda Tachedjian.

Whatever are you doing here?’ Professor Dugmore asked his daughter Ismayne when he bumped into her quite unexpectedly on Cambridge station in May 1979. It was the year in which Clifford Dugmore handed over the editorship of the Journal of Ecclesiastical History to Brendan Bradshaw and Peter Linehan. There was a benevolent conspiracy. A meeting of the Editorial Board of the Journal, which its chairman, Walter Ullmann, had arranged at Trinity College, was to assume the character of a festive occasion: lunch and the presentation to Clifford of the April number of vol. xxx designed as a Festschrift. There was, exceptionally, a title, Ecclesia Anglicana, and all the articles were contributed by members of the Board. Apparently it had not occurred to the honorand that the coincidence of a seventieth birthday and his relinquishment of the editorial chair after thirty years should require any special celebration.

The result is an imaginative excess whose only precursor (in print scholarship) might be Mark Weingarten’s and Tyson Correl’s Yes in the Answer (2013), featuring acclaimed novelists of the 1980s such as Rick Moody and Joe Meno, musicians such as Nathan Larson, and Peter Case, and the music historian, Jim DeRogatis, cited here. Abstract:
The study is dedicated to the founding date of medical (medical and surgical) schools at the General hospitals of St. Petersburg, which are the historical foundation of the Medical and Surgical (Military Medical) Academy. Archival documents from the funds of the Russian State Archive of the Navy, as well as published sources prove and confirm that Peter the Great is the founder of medical (medical and surgical) schools at the General hospitals of St. Petersburg. According to the ingenious converter of Russia, the establishment of medical schools in the military and naval capital of the Russian Empire was part of state reform plans, it was extremely necessary and mandatory for the development of domestic medicine. A historical review of Russian military legislation of the era of Peter the Great is presented, where issues of medicine are touched. Particular attention is paid to archival documents. The reports (programs) of the first archivist and president of the Medical Chancellery and the entire medical service of Russia, Robert Erskine, and his successor, archivist Ivan Lavrentievich Blumentrost, to the president of the Admiralty Board, General Admiral Count F.M., were examined and analyzed in detail. Apraksin on bringing the medical unit in the fleet in proper condition. In the report I.L. Blumentrosta dated December 3, 1719 explicitly said about the already established medical school at the Admiralty Hospital of St. Petersburg and about the conduct of training sessions in it. The submitted documents developed a plan for the organization of marine hospitals, calculated the staff of medical personnel in the hospital and navy, reflected the plan for training medical students and preparing doctors, proposed solutions to other issues of organizing a medical service. The «Regulations on hospitals and on the positions of commissioners, doctors, clerks and others identified by them» of 1722, compiled on the basis of the programs of R. Erskine and I. L. Blumentrosta. This Regulation was the Russian hospital charter until the approval of the new law - the «General Regulation on Hospitals» (1735), which included 40 paragraphs of the Regulation 1722.

Abstract:
A perception of institutional crisis is pervading international organizations. One evermore fashionable response by the administration of an affected organization is to entrust a group of eminent persons to consider its future. Perhaps not surprisingly the resulting report calls for a politically feasible strengthening of that organization for which it provides good grounds. The most important recent example is the United Nations report entitled ‘A more secure world: our shared responsibility’. A similar approach has been taken by WTO Director-General Supachai Panitchpakdi who called Peter Sutherland, Jagdish Bhagwati, Kwesi Botchwey, Niall FitzGerald, Koichi Hamada, John H. Jackson, Celso Lafer and Thierry de Montbrial on to a Consultative Board, the task of which was to think about the ‘Future of the WTO’ by ‘Addressing institutional challenges in the new millennium’. The group selected is particularly close to the current institution; it includes no scholar, intellectual, or politician who has voiced substantial and serious criticism.

Abstract:
This essay reads Herman Melville’s final novel Billy Budd (written 1886–1891) in light of recent scholarly interventions into "oceanic studies." Melville’s parable of authority and resistance reveals how oceanic forms of power are contained and appropriated by national discourse. Focusing especially on the vexed relationship between the eponymous "Handsome Sailor" and Captain Vere, the essay claims that Billy Budd depicts the conflict between the transformative potential of what Peter Linebaugh and Marcus Rediker term "hydrarchy" and the "formed, measured forms" favored by Vere and the nation-state he represents. In narrating Billy Budd’s incorporation into the machinery of state power on board the Bellipotent, Melville’s novella reveals the complicity between official accounts of history and the counterinsurgent project of colonial power. Even as Melville depicts this process of historical fashioning, however, he also points to ways in which such a logic might be resisted by a canny reader who looks to the "ragged edges" of narrative.

Abstract:
When Peter Hallama approached the Aspasia editorial board about publishing the proceedings of a conference he was organizing on Socialist Masculinities, we jumped at the opportunity. It seemed that Aspasia, as a journal of women’s and gender history, would be the perfect venue to showcase the innovative and important historical scholarship being conducted on masculinities in Central, Eastern, and Southeastern Europe. Although the COVID-19 pandemic delayed his plans and necessitated holding a virtual conference, the results that make up the contents of this volume do not disappoint. As Hallama mentions in his Introduction to the Special Forum articles, and as Marko Dumančić highlights in his concluding Comments, the works included here reflect a deep engagement with the lived experiences of men, assessed through memoirs, diaries, photographs, newspapers, and internal party documents. These articles explore some of the many and shifting masculinities constructed throughout the region during the socialist period, showing that individuals and the state constantly engaged in their negotiation and renegotiation.

Abstract:
Background:Due to better treatment strategies and higher remission rates the management of rheumatoid arthritis (RA) patients in sustained remission is of increasing interest (1). The Rheumatoid Arthritis in Ongoing Remission (RETRO) study investigated the possibility to taper and stop disease modifying anti-rheumatic drugs (DMARDs).Objectives:To compare one-year remission and relapse rates in rheumatoid arthritis patients randomized to continued treatment, reduced treatment or gradual treatment withdrawal after stable remission under routine care.Methods:Primary data of the phase III, randomized, controlled RETRO trial in RA patients with stable conventional synthetic and/or biologic DMARD treatment in sustained (>6 months) DAS28-ESR remission (<2.6 units). Patients were randomized 1:1:1 into three strategy arms (continuation of 100% DMARD dose, CONT; tapering to 50% DMARD dose, TAP; 50% tapering followed by withdrawal of DMARDs, STOP). The primary endpoint was the proportion of patients in sustained DAS28-ESR remission after 1 year.Results:316 RA patients in sustained remission were included, 303 were randomized (CONT: N=100; TAP: N=102; STOP: N=101) and 282 (93%) had complete data sets after 1 year (CONT:N=93; TAP: N=93; STOP: N=96; Table 1). After 1 year, 81.2%, 58.6%, 43.3% of patients, maintained their remission state over 1 year in the CONT, TAP and STOP arms, respectively (p=0.0004 with log rank test for trend; Figure 1). Hazard ratios for flare were 3.02 (95%CI 1.69 to 5.40) and 4.34 (95%CI 2.48 to 7.60) for the TAP and STOP arms. RA patients who flared were more likely to be female, have longer disease duration, RF/ACPA positivity and higher baseline DAS-28 scores with standardized mean differences >0.2. Serious adverse events were reported in 10.8%, 7.5%, and 13.5% in the CONT, TAP and STOP arms, respectively.Table 1.Baseline CharacteristicsGroupControlReduceReduce/StopOverallN939396282Age, mean(SD)55.9 (12.7)56.9 (13.0)56.5 (13.3)56.5 (13.0)Female, n (%)53 (57.0)57 (62.0)57 (59.4)167 (59.4)RF, n (%)52 (55.9)58 (62.4)52 (54.2)162 (57.4)ACPA, n (%)53 (57.0)50 (54.9)55 (57.3)158 (56.4)Disease duration, years, mean(SD)7.6 (6.9)7.8 (6.9)6.8 (8.1)7.4 (7.3)Remission duration, months, mean(SD)20.6 (18.0)16.5 (15.9)22.7 (30.4)20.0 (22.6)Biologics, n (%)39 (41.9)44 (47.3)39 (40.6)122 (43.3)Methotrexate, n (%)71 (76.3)67 (72.0)75 (78.1)213 (75.5)Other DMARDs, n (%)24 (25.8)20 (21.5)16 (16.7)60 (21.3)Glucocorticoids, n (%)27 (29.0)23 (24.7)17 (17.7)67 (23.8)CRP, mg/L, mean(SD)0.3 (0.3)0.5 (0.5)0.5 (0.6)0.4 (0.5)ESR, mm/h, mean(SD)11.3 (8.4)12.2 (8.8)13.0 (10.0)12.2 (9.1)Tender joint count, mean(SD)0.2 (0.6)0.0 (0.2)0.1 (0.3)0.1 (0.4)Swollen joint count, mean(SD)0.1 (0.3)0.1 (0.3)0.1 (0.4)0.1 (0.3)Physician VAS,mm, mean(SD)1.8 (4.2)2.6 (4.4)2.0 (3.9)2.1 (4.2)Patient VAS,mm, mean(SD)6.4 (9.0)5.5 (8.3)4.5 (8.4)5.5 (8.6)HAQ, standard, mean(SD)0.2 (0.4)0.2 (0.3)0.2 (0.4)0.2 (0.4)HAQ, alternative, mean(SD)0.2 (0.4)0.1 (0.3)0.2 (0.3)0.2 (0.3)DAS-28, mean(SD)1.7 (0.7)1.7 (0.6)1.7 (0.6)1.7 (0.6)SDAI, mean(SD)1.4 (1.5)1.4 (1.5)1.3 (1.3)1.3 (1.4)DAS-28 remission, n (%)91 (97.8)93 (100.0)95 (99.0)279 (98.9)SDAI remission, n (%)79 (87.8)79 (84.9)88 (92.6)246 (88.5)Boolean remission, n (%)69 (75.8)71 (76.3)76 (79.2)216 (77.1)Conclusion:This randomized controlled study shows that half of RA patients in sustained remission relapse when tapering/stopping their DMARDs. Abstract:
We present in this article some reflections developed in Argentina on the contributions of textual genetics or genetic criticism (Goldchluk, 2009, 2010 Lois, 2001, 2005) to studies of comparative literature. From this perspective which proposes a job with the writing process, the comparison between different textual stages is crucial; in turn, the approach to scriptural genesis requires theoretical and methodological considerations to delineate the genetic dossier (Lois, 2001) around an analyzed work. In turn, this perspective considers that the work is not only the edited stadium of the text but what happens between different textual stadiums. The reading mode that derives from this approach allows to find in a work different cores of analysis that can be read transversally in different textual levels, so we can make a reading which we call "starry".To board these ideas, we will draw upon the analysis of the play by Peter Shaffer, which is part of an ongoing investigation into its origins. We will focus on intertextuality as theoretical problem and the emergence of different motives in the work and the ways in which they feedback.

Abstract:
Peter Paschka and Hartmut Döhner contributed equally. Background. SARS-CoV-2 infection (COVID-19) has had a great impact worldwide and its mortality has been reported to be higher in patients with haematological malignancies. However, description of its effects and outcomes among recipient of hematopoietic stem cell transplantation (HSCT) is scarce. Objectives. To describe the characteristics, treatment and outcome of COVID-19 in recipients of HSCT reported to the Madrid registry of COVID-19 ("HEMATO-MADRID COVID-19 registry"). Results. Data of 842 patients from 23 hospitals with haematological malignancies and COVID-19 infection were reported in the Madrid registry between March and June 2020. Among those, 87 (10.3%) patients were HSCT recipients: 58 auto-HSCT and 29 allo-HSCT (7 of them from matched related donor (MRD), 12 matched unrelated donor (MUD) and 10 haplo-HSCT). Characteristics of the population are described in Table 1. Median age at COVID-19 infection was 61 years (IQR, 53-67) and 35 patients (40%) were female. Recipients of auto-HSCT with COVID-19 were older and showed a trend towards a higher incidence of arterial hypertension (28% vs 10%, p=0.067) without statistical differences in other comorbidities; active disease requiring treatment at COVID-19 diagnosis was more frequent in auto-HSCT recipients (65% vs. 21%, p<0.001). Median time from transplant to COVID19 infection was shorter in allo-HSCT patients (32 vs. 19 months, p=0.043). Nearly 40% of allo-recipients had active GVHD at COVID-19 debut, including pulmonary GVHD. A total of 63 (72%) patients required hospital admission and 13 patients (15%) received intensive care support. Allo-recipients showed a trend towards a higher need of hospital admission (79% vs. 68%, p=0.081). Most patients received anti-viral treatment with either hydroxichloroquine (47 patients, 54%), lopinavir/ritonavir (34 patients, 39%), remdesivir (5, 4%) and/or other treatments including azythromicin or interferon. 23 patients (26%) received anticytokine treatment with tocilizumab (15, 17%) and/or anakinra (8, 9%) and 27 patients (31%) received steroids. The overall response rate to treatment and supportive care was 80% in both groups. After a median follow-up of 50 days after the infection debut, overall-survival at day 50 was 84% for auto and 82% for allo-HSCT recipients (p=0.915). However, global mortality rate among the complete observation period was significantly higher in allo-recipients (24% vs. 17%, p <0.001). Conclusion. In our multicentric experience in a high COVID-19 impacted area, the median time of COVID-19 infection presentation was relatively late in transplanted patients, however shorter in allo-transplanted patients. COVID-19 related mortality was high in HSCT recipients, significantly higher in allo-transplanted patients. Factors associated to this higher mortality should be further investigated to promptly identify high-risk patients since the pandemic is still highly active worldwide. Abstract:
As a newcomer, the Perindo Party seeks to implement a specific strategy in order to compete with other parties that have already existed in the Indonesian political contestation. One of these is charity show programs. The high rating and concern societies watching the lives of poor people in various charity programs show besides creating profits also become a means of political communication. When political actors control the media, it is clear that there are interests also communicated, including the political powers of the funnel to get support from voters. When the Perindo Party is declared, the "scent" that HT and his party would use the media under their control is very clear. These signals can also be observed from the dominance of HT’s trusted people in the MNC Group in the composition of the Central Management Board Center, the Assembly of the Union Party and the court of Perindo party. That mean a charity program not only gives a very big business profit, but also the political media communication, enhance social branding in front of audiences, and build a base of loyal voters from poor family beneficiaries. To finishing this paper, the author uses a descriptive qualitative approach. Abstract:
Purpose The purpose of this paper is to examine the strong influence of Herbartian ideas on the first secondary school-based English course (1911) in New South Wales (NSW), Australia. Whilst previous research has established the influence of the “New Education” on the (NSW Director of Education, Peter Board, the architect of the) 1911 courses, no specific analysis of Johann Friedrich Herbart’s educational ideas has been undertaken in relation to this seminal secondary English course. Design/methodology/approach Through using three of Herbart’s key educational ideas as an interpretive framework to analyse the 1911 NSW Courses of Study for High Schools English course, the paper demonstrates the influence of those ideas on this inaugural secondary English course. Findings The analysis reveals that the NSW 1911 secondary English course was influenced by Herbartian educational ideas underpinning the course. Research limitations/implications This paper focuses on the “pre-active”1911 rhetorical English curriculum in NSW, rather than the “enacted” implemented curriculum. Practical implications The paper identifies Herbartian influences on the 1911 NSW English syllabus, revealing important philosophical ideas. Social implications Future English curriculum design will benefit from the identification of the philosophical ideas embedded in the NSW 1911 English curriculum. Originality/value This analysis provides insights into the Herbartian influences on the first secondary English course in NSW.

Abstract:
Abstract A 2005 Benefits Review Board decision by the US Department of Labor, Peter J. Desjardins vs Bath Iron Works Corporation affirmed a decision and order (2004-LHC-1364) regarding the utility of impairment rating critique. The administrative law judge credited the rating opinion of an expert physician reviewer (who had not seen the claimant) over that of the treating physician. The claimant's physician was awarded 20% upper extremity impairment, but, following the review and opinion of an expert reviewer, the award was reduced to 4%. The claimant appealed, largely on the argument that the expert reviewer had reviewed the report by the patient's physician, not the claimant himself and that the expert's opinion properly relied on the correct use of the AMA Guides to the Evaluation of Permanent Impairment (AMA Guides). The appeals judges noted that the administrative judge properly noted that the AMA Guides was suitable for use (and was the basis of the treating physician's award). The administrative law judge found that the expert reviewer's opinion was based on the specifics of the present case and on his knowledge and application of the AMA Guides, which together warranted determinative weight, based on the expert reviewer's credentials, experience, and well-reasoned opinion. This decision confirms that expert reviewers can provide evidence for the fact finder to evaluate the treating physician's opinion to determine if it is well reasoned and documented.

Abstract:
The article is devoted to the identification of specific features of the social organization edition of the Internet media. The purpose of this article is to consider the network edition from the point of view of a new form of social organization of modern specialists. The principles of organization of its functioning, interaction of editorial staff with the target audience, technological capabilities of measurement of various parameters in order to identify its information needs are considered on the example of the typical small online magazine. The objectives of the study include the consideration of the concepts of “online publication” and “Internet media” in the relevant Federal legislation, the analysis of the functioning of the online magazine “Peter Online”, the identification of specific online publication methods of working with the audience. The data obtained in the measurement of classroom indicators make it possible to study the behavioral characteristics of different segments of users and analyze the effectiveness of advertising messages. As a result, it can be noted that the Internet media — a publication, implemented as a resource on the Internet, which has interactivity, multimedia, hypertextuality. These characteristics distinguish online media from traditional publications. The editorial office of the online media is a social organization in which specific relationships are formed due to the status-role hierarchy and the common goal of the team. The network organization of the editorial Board has both pros and cons. The undeniable advantage is the technological possibility of studying the audience, interactive communication methods with it that allows you to build a strategy for the development of the publication.

Abstract:
While the discovery of the ionosphere through wireless communications technology in the mid-1920s had built a close connection between atmospheric science and radio, the full-fledged use of radio waves as a geophysical probe did not start until an instrumental development occurred a few years later. This article examines this advance, which centered on the invention of radio sounders of the ionosphere. Like the earlier radio experiments on the ionosphere, the sounders bounced radio waves off the upper atmosphere and inferred its properties from the returns. But the new apparatuses contained valuable innovations. In the 1930s, researchers at American Telephone and Telegraph Company (AT&T), Britain's Radio Research Board (RRB), the Technical University of Munich, and the U.S. National Bureau of Standards (NBS) automated data recording with oscilloscopic displays and inscription gadgets. They also devised control mechanisms to synchronize the acquisition of data with the change of transmitting signals. On the one hand, such automation was consistent with Lorraine Daston and Peter Galison's "mechanical objectivity," which minimizes human interference, makes experiments repeatable, and reduces personal equations, most notably perhaps with the Bureau of Standards' automatic single-frequency sounder. On the other hand, however, the automation also embodied mechanically theory-laden experimental procedures—it instrumentalized a theory that underlay the experimental scheme. The British and Americans' sweep-frequency recorder reckoned precisely the mandate of the magneto-ionic theory, the dominant model of radio-wave propagation. The sweep-frequency recorder incorporated the magneto-ionic theory by producing an easy-to-measure critical condition that the theory had predicted.

Cook, John R. "Who Banned The War Game? A Fifty-Year Controversy Reassessed." Journal of British Cinema and Television 14, no. 1 (January 2017): 39–63. http://dx.doi.org/10.3366/jbctv.2017.0351.

Abstract:
The War Game (BBC TV, 1965), directed by Peter Watkins, is one of the most famous films from the 1960s. Banned from TV for twenty years, it gained a limited cinema release which saw it go on to win an Oscar in 1967. Suspicions have long circulated that the BBC's decision to ban the film from TV arose as a result of pressure from government amid fears of the effect that Watkins' documentary dramatisation of a nuclear attack on the UK might have on mass TV audiences. On the fiftieth anniversary of the censorship of the film, this article takes a fresh look at the controversy, examining previously classified Cabinet Office papers and tracing in greater detail than ever before how ministers and civil servants working for Harold Wilson's 1964–70 Labour government reacted to and dealt with the issue. From this evidence, the article argues that the TV censorship of The War Game involved a complex interaction between civil servants in Whitehall, government ministers, including Prime Minister Harold Wilson himself, the Director-General of the BBC and the Chairman of the BBC Board of Governors. The article traces the close relationship between Whitehall and the upper echelons of the BBC during this Cold War period, and argues that The War Game offers a very interesting historical case study which raises disturbing questions both about the limits of the BBC's professed liberalism of the 1960s and about the true extent of its much-vaunted independence from government. The latter is particularly important in the light of more recent and current threats to that independence.

Abstract:
Dennis Greenland was an outstanding soil scientist who combined the analytical rigour of a chemist with the practical application of an agricultural scientist. His early research employed X-ray diffraction and other emerging analytical techniques to determine the surface properties of clay minerals and their interactions with organic components of soils. This, in turn, led to research to understand the forces leading to aggregate and structural stability (and instability) in soils of the UK, Australia, Nigeria and the tropics generally. Simultaneously, Dennis engaged with the practical problems faced by farmers in the tropics to maintain the fertility of their soils and ensure long-term crop production; his early work (with Peter Nye) on shifting cultivation is regarded as a classic of the soil science literature. These two elements of his research came together during his periods as deputy director general, with responsibility for research, at the International Institute for Tropical Agriculture (IITA) in Nigeria (1974–1976) and the International Rice Research Institute (IRRI) in The Philippines (1979–1987). At both institutions he sought to improve the research in natural resources so that the genetic gains delivered by crop breeding could be achieved by farmers on their fields. At IRRI he encouraged research on rice-growing environments and improved water management taking account of catchment uses, and he promoted integrated approaches to nutrient management that combined organic and inorganic sources. This passion for integrated approaches to soil management led to his championing, and eventually chairing, the International Board for Soil Research and Management (IBSRAM), in which he played a major role in forming networks of multi-location experiments with many institutions.

Abstract:
The objective of the paper is to analyze and assess the institutional conditions of the exhibition entitled Side by Side. Poland – Germany. 1000 years of Art and History, organized in Martin-Gropius-Bau in Berlin between September 23, 2011 and January 9, 2012. In terms of the number of works of art presented this undertaking was unprecedented in the history of Polish- German relations. The exhibition, and the catalogue that accompanied it, were a part of the Cultural Program of the Polish Presidency in the EU Council in 2011, becoming an exemplification of the issue of the politicization of exhibition discourse, where works of art are utilized for political purposes. The theoretical inspiration for considering this topic was provided by Peter Vergo’s concept presented in his text The reticent object of 1987. In Vergo’s opinion, exhibitions are a cultural fact which is relatively rarely investigated in terms of the means, efforts, conditions and reasons that are necessary for their execution. And yet these institutional conditions, including their financing, the procedures for selecting the entities in charge of the project, the mechanisms for appoint the program board and honorary patronage have a considerable influence on the nature of the exhibition. Concentrating on institutional contexts serves the purpose of answering the question of how the realms of politics and art exhibitions permeate one another. The decisions made by the authorities to become involved in certain exhibition projects constitute the instruments for creating and executing selected public policies, primarily cultural policy. It is therefore impossible to assess the success of a given initiative without considering the political objectives set and achieved by the organizers of the exhibition Side by Side.
