Human Resource Information Systems (HRISs) are systems that merge Human Resources (HR) and Information Systems (ISs) for a fast, easy, and convenient way of operating and reporting the human and material resources in an organisation. The retail sector is an important and active sector in terms of its job creation and a major contributor to the economy. This research focuses on the level of impact HRISs have in the retail sector by reassessing its functions, problems, prospects, and benefits to the retail industries. This research further focuses on two retail outlets that use HRISs to explore how effective HRIS implementation is, the benefits these systems are able to offer, and its contribution to the organisation. A multiple case study was used as research strategy. Interviews and semi-structured questionnaires were conducted to collect the data. Data was analysed using summarising, categorising and thematic analysis. The problem statement is that HRISs are difficult to implement and maintain and as a result, organisations cannot effectively utilise these systems to their benefit. The aim of this research is based on exploring how HRISs can be implemented and maintained in order for organisations to gain the expected benefits of the system. The contribution of the study is a proposed guideline for retail organisations to assist in the effective implementation and maintenance of their preferred HRISs. All ethical standards as required by CPUT were followed. Consent was obtained in writing from the companies as well as the interviewees.

Abstract:
The purpose of the research was to improve the use of electronic human resource management in South African businesses by investigating that there is a positive impact when implementing e-HRM on the human resource management function. The research was carried out within a South African business, whose parent business concern is based overseas and has branches operating within South Africa The research was significant as it shaped the researcher’s concern as to whether electronic human resource would be beneficial to a South African business if the business superiors decide to implement e-HRM within their business opinion and what impact it would have. The methodological components that guided the research were a structured questionnaire that was distributed by using a combination of convenience, snowball, and judgemental sampling techniques. Certain aspects highlighted in the literature review were used as the framework for the development of a questionnaire to assess how people perceive the implementation of e-HR on their working environment and if e-HR has helped the business run more efficiently and effectively. Six hypotheses were tested and all were accepted. The potential for generalisations of the findings are that given the potential that e-HRM has for the transformation of human resource, it is reasonable to expect that the sizeable changes required, both in organisation and mindset, are likely to provoke resistance from various end users. What was learned was that HR is often hindered by a multitude of manual, paper based processes and transactions, such as tax, payroll and benefits information, that are costly, prone to errors and time-consuming to manage. This makes it difficult for HR organisations to focus on higher value business in initiatives that may help to drive the profitability and efficiency of the organisations. The implication of the findings about the impact of the implementation of e-HR on the Human Resource Management function was that firms need to figure out how to make technology feasible and industrious, as managers and Human Resource professionals are responsible for redefining how work at their firms or business flow as they need to keep ahead of the information curve and therefore learn how to influence information for business results to be more efficient and effective. The theoretical and practical implications of the findings are discussed and recommendations based on these findings are provided.

Abstract:

Data that follow students over time are not only important but necessary at all levels of education to make accurate policy and funding decisions. Districts have personnel responsible for collecting data from their schools and then reporting the data to the state. Using critical realism as the frame, a multiple case study was conducted to develop an understanding of how perspective and context influence actions of the district data personnel responsible for collecting and reporting data, provide those personnel with a voice, and contribute to the improvement of the federal reporting processes.

A review of the literature offers several points of reference for understanding this work. Researchers found that barriers to district data use do not tend to be technical issues, but human, state support of districts improves data use, and individuals bring their own context and understanding into any process in which they participate.

Four case studies of school districts in Virginia with exemplary data reporting were used in this research. Data were collected through interviews with district data personnel. All cases had data audit processes that were followed and documented, and all had distinct philosophies surrounding data in their districts, however, there was not a one size fits all organizational context or process. Challenges to state reporting included conflicting priorities of the school data personnel and lack of district data personnel. Recommendations include states support of communities of practice among school districts and federal funding support for school and district data collection and reporting.

La e santé, la m-santé et la quantification de soi connectent le corps et bousculent le modèle traditionnel du soin. Ils le font glisser d’une médecine curative et monopolistique à une médecine préventive et adoptant une approche de la santé telle que définie par l’OMS. Par ce truchement, la personne n’est plus simplement placée au centre du dispositif de soin elle en devient l’un des acteurs y compris dans l’intimité de sa vie privée. Par ailleurs, sans cesse à la recherche de la réalisation d’économie mais aussi de qualité, le système de santé, a muté, sous l’effet du déploiement de l’e-santé. Il en résulte qu’il est désormais substantiellement décloisonné et ne peut plus être synthétisé dans la dichotomie classique entre le sanitaire et le médico-social. Le vecteur et la résultante de ce phénomène consiste dans la circulation de l’information de santé. Désormais majoritairement numérisée elle est devenue indispensable au soin ainsi qu’au fonctionnement du système de santé. Le soin est désormais conçu autour de l’échange et du partage catégoriel et inter-catégoriel, voire même homme-machine ou machine-machine et non plus sur une médecine fondée sur le secret. L’Homme devenu homo numericus n’en est pas pour autant dépourvu de tout droits et de toute intimité. Le droit et la techno-droit s’inscrivent dans ce jeu savant dont la moindre réforme inconséquente pourrait en bouleverser l’équilibre précaire
Health, m-health and self quantification connect the body and disrupt the traditional model of care. They are moving it from curative and monopoly medicine to preventive medicine and taking a WHO-defined approach to health. By this means, the person is no longer simply placed at the center of the care device he becomes one of the actors including in the intimacy of his privacy.On the other hand, in search of the realization of economy but also of quality, the health system, has mutated, under the effect of the deployment of e-health. As a result, it is now substantially landscaped and can no longer be synthesized into the classic dichotomy between health and social medicine. The vector and resultant of this phenomenon consists in the circulation of health information. From now on, it has become largely digital and essential for the care and functioning of the healthcare system. The care is now conceived around categorical and inter-categorical exchange and sharing, even man-machine or machine-machine and no longer on a medicine based on secrecy. The Man who has become a homo Numericus is not without all rights and privacy. Law and techno-law are part of this scholarly game, the slightest inconsistent reform of which could upset its precarious balance

The information exchange between parents and personnel at preschools is held informally and mainly when the child is departed from the preschool. Interviews with parents and personnel at preschools were made to find out what this exchange consists of, what factors affect it, and if there are parts that may be improved by making them digital. Through these interviews, the information need was extracted and analyzed, and factors affecting the information exchange were identified. Parts of these findings where compiled into asoftware idea as an extension to the software for preschools provided by Tempus Information Systems ab, where this master’s thesis was conducted.Requirements for the software were gathered and prioritized. Prototypes were made,tested, and evaluated leading to the development of a web application. The application supports input of chosen parts of the information need in order to make it accessible forparents. It is intended to be used by the personnel and to run on a tablet mounted on thewall, helping their everyday tasks, as well as being a service to parents of smaller children. This information could then be retrieved by the parents when the child is departed from theTempus Touch software at the preschool, thus freeing the information exchange to qualitative matters about the child’s well-being. It could also be accessible through the Tempus web or mobile application while at home.

The aim of the present study was to test a model of stress and to examine whether the theoretical construct of sense of coherence (SOC) moderated the relationship between stressors and health-related and work-related outcomes. This construct of SOC was identified by an Israeli medical sociologist, Antonovsky. He maintained that the current focus of research on stress is largely pathogenic in nature. He suggested that it would be of value to shift research more towards that which identifies the origins of health. He consequently developed the term "salutogenesis", which requires people to focus on those factors which promote well-being. He also argued that people are not either sick or well, but rather are located on a continuum between health-ease/dis-ease. With respect to their health, persons will find themselves somewhere along this continuum, where they may shift between the two positions. He then suggests that certain factors contribute to facilitating the movement along this continuum. These factors together form a construct which he calls the SOC. The SOC is comprised of core components. He hypothesizes that someone with a strong SOC is likely to make better sense of the world around him/her, thereby engendering resilience towards the impinging stressors. The person with a weak SOC is likely to capitulate to these stressors · more readily and by succumbing to them is going to increase the likelihood that (s)he will move to the dis-ease end of the continuum. This study attempted to investigate the following research questions, namely, whether (1) the stressors were related to the stress outcomes, (2) the SOC was related to the stressors and outcomes, and (3) the SOC moderated the relationships between stressors and outcomes. In the present study the subjects were drawn from all data processing professionals in a large financial organisation. The respondents (~ = 194) replied to a questionnaire which contained scales which measured a variety of job-related stressors, an SOC scale as well as job-related and health-related outcome variables. Intercorrelations between the stressor, moderator and outcome variables were calculated. Other statistical procedures that were utilized were subgroup analyses and the moderated multiple regression analyses. Partial support for all three research questions was obtained. Four of the six stressors were found to correlate significantly with somatic complaints, thereby suggesting that stressors result in persons feeling the results of stress and reporting them physically. The SOC was found to relate to some of the stressors and outcome variables. This would lend partial support to an interpretation of the SOC as having a main effect relationship to stressor and outcome variables. In the subgroup analyses the results showed that out of a possible 54 relationships, the SOC moderated in only seven of them that the moderated multiple regression (MMR) analyses showed out of 54 possible relationships, the SOC moderated in 12 of them health-related variables. Furthermore, the SOC moderated between six outcome variables and six work-related outcomes. These findings then partially support research question 3, which examined whether the SOC would moderate relationships between stressors and outcome variables. This study was concluded by a discussion of the findings, its implications, and the limitations of this research.

En outre, la libre circulation de ces données et des services de la société de l’information, notamment des plateformes en ligne, est primordiale pour le développement de l’économie numérique dans le cadre du marché unique numérique européen. C’est dans ce contexte qu’un point d’équilibre entre la libre circulation et la protection des DCP fait l’objet du cadre juridique européen et français en matière de protection des DCP. Ainsi, dans cette étude, nous nous sommes intéressés en particulier aux enjeux liés à la mise en balance de ces deux intérêts. Ces enjeux suscitent une attention particulière notamment à l’ère des plateformes en ligne, du Big Data et de l’exploitation en masse des données à travers des algorithmes sophistiqués dotés de plus en plus d’autonomie et d’intelligence

Moreover, free flow of personal data and free movement of information society services in particular online platforms is essential for the development of digital single market in European Union. The balance between free movement of data and personal data protection is subject of the European legal framework. Historically, stove piped information systems have been developed to meet the needs of individual departments or users. Over time, attempts to increase the usefulness of these systems often involved adding layers of additional programming and data structures, resulting in complex and difficult to maintain legacy-based systems. The United States Navy enlisted personnel and manpower database system epitomizes this problem. The current system consists of several mainframe systems and a multitude of front-end systems that often require personnel managers to perform manual data extraction to execute routine activities. To illustrate the problem; we focus on Navy Enlisted Classification (NEC) reutilization, a critical aspect of the personnel assignment process. First, we present a series of contemporary database topics that form the basis for solving the problems associated with file-based legacy databases. Second, we provide details of the make-up and problems associated with the current system. Third, we develop a prototype relational data mart to prove the value of a data warehouse/data mart driven relational system. Fourth, using the prototype relational data mart as a source system, we use a contemporary OLAP application to prove the effectiveness of using a multidimensional data tool to analyze NEC reutilization. Finally, we discuss issues involving data quality and their impact on a data warehouse solution to integrating legacy systems

Abstract:
The study had four main hypotheses that examined the relationships between job satisfaction and the reasons for attending continuing professional education (CPE). The purpose of this study was to examine the relationships between training and job satisfaction with the objective of adding to the body of knowledge related to both job satisfaction and training and development. Participation Reasons Scale was used to measure the reasons for attending CPE activities, and the Job in General Scale and Job Descriptive Index was used to measure job satisfaction. The surveys were administered over the Internet to information technology professionals working in higher education. The participants were contacted by email with a message explaining the purpose of the research and a Web link that took the participants directly to the survey. After collecting the data, it was exported into SPSS and analyzed using Spearman Rho and Mann Whitney U statistics and a simple structure exploratory factor to determine any underlying structures between the job satisfaction and CPE.

Regardless of the widespread application of analytics to a variety of business measurements, it is noteworthy that the use of people analytics is still no place close where it could be. The main aim of this study is to examine the perceived meaning and benefits of people analytics in selected South African organisations. People analytics is a burning-fresh topic in HR field aiming at using data to make organisational decisions and little has been done in this area especially in the South African context. The study employed qualitative-exploratory design which comprised of 10 senior HR officers from selected organisations in South Africa. From the findings, it shows that the employment of people analytics in South African context is in its early stage and its conception and repercussions are little understood. In addition, there is an accord on its usefulness, however the workforce analytic skills have found to be the major difficulty to foster its successful implementation and adoption by organisations. Because of its qualitative nature, this study had a limitation that it lack representativeness hence the findings cannot be generalised. Research opportunities for future can be quantitative and longitudinal research to objectively ascertain the extent future employability of people analytics.

Dans notre société que l’on peut appeler «société de l’information » ou également société de « surveillance électronique », il est désormais essentiel d’assurer la protection de données à caractère personnel. La mise en place d’une réglementation en matière de protection de données n’a pas toujours été aisée et, dans certains domaines, demeure complexe. Le domaine judiciaire est un exemple marquant de secteur d’activité où il a été difficile de mettre en place des règles spécifiques et appropriées pour la protection de données personnelles. Dans les années quatre-vingt-dix, la question s’était posée de savoir si une protection spécifique des données traitées à des fins judiciaires était nécessaire. Les conclusions avaient été diverses : d’un côté, certains avaient estimé qu’une réglementation spécifique était opportune, d’un autre côté, d’autres considéraient que l’idée de mettre en place une telle réglementation devait être abandonnée. Cette étude semble avoir été – à un certain point – abandonnée. Compte tenu de l’évolution des technologies et de l’évolution des textes européens, il semble essentiel de poser à nouveau cette question et de s’interroger sur la place à conférer aux données traitées à des fins judiciaires dans le système européen actuel de protection de données à caractère personnel. Cette nécessité est corroborée par la jurisprudence de la Cour de Strasbourg. Cette dernière a en effet, été saisie de cas de violations des droits fondamentaux liés à un traitement inapproprié des données dans le domaine judiciaire. De plus, des projets de réforme du système de protection de données personnelles sont actuellement en discussion au niveau européen. En effet, le Conseil de l’Europe et l’Union travaillent actuellement sur la modernisation des textes existants en matière de protection des données à caractère personnel. Il est donc intéressant de s’interroger sur la place réservée à la protection des données judiciaires dans le cadre de ces réformes. La thèse veut tout d’abord rappeler l’importance de protéger les données à caractère personnel en tout temps, en tout lieu et dans n’importe quel domaine d’activité, y compris le domaine judiciaire. Elle a pour but principal, d’une part, de mettre en évidence les problèmes existants en matière de protection de données judiciaires et, d’autre part, d’essayer de répondre à la question de savoir si une réglementation spécifique dans ce domaine doit aujourd’hui être élaborée au niveau européen. Dans la première partie les textes du Conseil de l’Europe et de l’Union européenne en matière de protection des données et leur applicabilité au domaine judiciaire sont tout d’abord analysés. Compte tenu du fait que les textes actuellement en vigueur au niveau du Conseil de l’Europe et de l’Union ont, à première vue, un contenu identique, il a été nécessaire d’analyser ces textes avec un esprit comparatif afin de comprendre comment ceux-ci se concilient et de vérifier leur applicabilité aux données judiciaires. In our society which can be called "information society" and also society of "electronic surveillance," it is essential to ensure the protection of personal data. The implementation of regulations on data protection has not always been easy, and in some areas, remains complex. The judiciary is a striking example of an area where it has been difficult to establish specificand appropriate rules for the protection of personal data. In the years ninety, the question was raised whether a specific protection for judicial data was necessary. The findings were different: on the one hand, some have estimated that a specificregulation was appropriate, on the other hand, others felt that the idea of establishing such rules must be abandoned. This study seems to have been - at some point - quitted. Given the improvements in technology and the evolution of European legislation, it seems essential to renew this question and try to find out which level of protection is given to judicial data in the current European system of protection of personal data. The importance to renew this question is proven by the case law of the Strasbourg Court. The latter has indeed been referred to cases of human rights violations due to improper processing of data in the judiciary. In addition, plans to reform the system of protection of personal data are currently under discussion at European level. Indeed, the Council of Europe and the European Union are currently working on the modernization of existing texts on the protection of personal data. It is therefore interesting to examine the place reserved for the protection of judicial data in the context of these reforms. The thesis recall the importance of protecting personal data at any time, in any place and in any field of activity, including the judiciary. Its main aim, on the one hand, is to highlight existing problems in the protection of judicial data and, on the other hand, to answer the question of whether a specific regulation in this area must nowadays be developed at European level. In the first part Council of Europe and the European Union’s texts on data protection and theirapplicability to the judicial data were analyzed. Given the fact that the texts currently into force at the Council of Europe and at the European Union, at first glance, have the same content, it has been necessary to analyze them with a comparative approach in order to understand their interoperability and verify their applicability to judicial data. Despite the multitude of texts on data protection present at European level (those of the Council of Europe and of the European Union), a marginal space is reserved to judicial data. The basic principles stated in these texts are in theory applicable to judicial data but in concrete those are not applied. In any case, those texts do not provide effective protection of judicial data. [...]
Nella nostra società, che può essere chiamata “società dell'informazione” o anche società di “sorveglianza elettronica”, è ormai indispensabile garantire la protezione dei dati personali. L'attuazione della normativa in materia di protezione dei dati non è sempre stata cosa facile, e per alcuni settori di attività, essa risulta tutt’ora un’operazione complessa. Il settoregiudiziario ne è un esempio. In effetti, si tratta di un settore in cui è stato difficile elaborare ed attuare regole specifiche ed adeguate per la protezione dei dati personali. Negli anni novanta, ci si è chiesti se fosse necessario provvedere all’adozione di regole specifiche per la protezione dei dati trattati a fini giudiziari. Secondo una prima teoria una regolamentazione specifica risultava opportuna, tuttavia secondo un’altra teoria l'idea di creare una regolamentazione per la protezione dei dati personali trattati in ambito giudiziario doveva essere accantonata. Lo studio di tale questione sembra essere stato - ad un certo punto - abbandonato. Dati i miglioramenti tecnologici intervenuti negli ultimi anni e l'evoluzione della legislazione europea in materia di protezione dei dati, sembra indispensabile porsi nuovamente la questione dell’opportunità di una regolamentazione specifica per il settore giudiziario. Sembra altresì opportuno interrogarsi sull’importanza che attualmente viene attribuita alla protezione dei dati trattati per finalità legali nell’ambito dell’attuale sistema europeo di protezione dei dati personali. Tale necessità sembra essere corroborata dal contenuto della giurisprudenza della Corte di Strasburgo. Quest'ultima è stata, infatti, spesso adita per casi di violazioni dei diritti fondamentali dovuti ad un trattamento illecito dei dati personali per ragioni di giustizia. Inoltre, dei progetti di riforma del sistema di protezione dei dati personali sono attualmente in discussione a livello europeo. Infatti, il Consiglio d'Europa e l'Unione europea stanno attualmente lavorando sulla modernizzazione dei testi esistenti in materia di protezione dei dati personali. E 'quindi altresì interessante esaminare quale importanza è data alla protezione dei dati giudiziari nel contesto di dette riforme. Oltre a ricordare l'importanza della protezione dei dati personali, in qualsiasi momento, in qualsiasi luogo e in qualsiasi settore di attività, tra cui quello giudiziario, l’obiettivo principale delle tesi è, da un lato, di evidenziare i problemi esistenti in materia di protezione dei dati giudiziari e, dall’altro, di valutare l’opportunità dell’esistenza a livello europeo di una normativa specifica per questo settore. Nella prima parte i testi del Consiglio d'Europa e dell'Unione europea in materia di protezione dei dati e la loro applicabilità al settore giudiziario sono analizzati. Tenuto conto del fatto ch i testi attualmente in vigore presso il Consiglio d'Europa e l'Unione europea hanno, di primo acchito, lo stesso contenuto, è stato necessario analizzarli con un’ottica comparatistica al fine di capire come essi si conciliano e di verificare la loro applicabilità ai dati giudiziari

The Assignment, according to the methodologies given, analyses the HBR information system for system incompatibilities and bottlenecks and proposes solutions for these problems. The solutions include changing core system databases and computer systems, together with a portal to fully integrate HBR Personnel’s information systems.
AFRIKAANSE OPSOMMING: Hierdie Uitgebreide Navorsingsopdrag bespreek die informasiestelsels gevind in HBR Personnel. The object of the research is personnel scheduling system in the activity of Yasen. The subject of the study is theoretical approaches and practical recommendations for improving the enterprise personnel planning system. During the research the following methods were used: questionnaire, tabular method, comparison, economic analysis, survey, synthesis, graphical method. Scientific novelty of the research - is to develop a scheme of cycle of formation of work potential of employees in the enterprise, which helps to track the whole process of development of work potential of a particular employee. The practical significance of the results obtained. The results obtained can be accepted for consideration and use in the activities of Yasen in order to increase the level of the existing personnel planning system.

Identifying and hiring the highest performers is essential for organizations to remain competitive. Research has provided effective guidelines for this but important aspects of these evidence-based processes have yet to gain acceptance among practitioners. The general aim of this thesis was to help narrowing the gap between research and practice concerning personnel selection decisions. The first study compared the validity estimates of general mental ability (GMA) and the five factor model of personality traits as predictors of job performance, finding that, when the recently developed indirect correction for range restriction was applied, GMA was an even stronger predictor of job performance than previously found, while the predictive validity of the personality traits remained at similar levels. The approach used for data collection and combination is crucial to forming an overall assessment of applicants for selection decisions and has a great impact on the validity of the decision. The second study compared the financial outcomes of applying a mechanical or clinical approach to combining predictor scores. The results showed that the mechanical approach can result in a substantial increase in overall utility. The third study examined the potential influences that practitioners’ cognitive decision-making style, accountability for the assessment process, and responsibility for the selection decision had on their hiring approach preferences. The results showed that practitioners scoring high on intuitive decision-making style preferred a clinical hiring approach, while the contextual aspects did not impact practitioners’ preferences. While more research may be needed on practitioner preferences for a particular approach, the overall results of this thesis support and strengthen the predictive validity of GMA and personality traits, and indicate that the mechanical approach to data combination provides increased utility for organizations.

Le régime juridique applicable à la collecte et à l’exploitation par les fournisseurs de services de cloud computing des données à caractère personnel de leurs utilisateurs constitue une source d’interrogation pour ces derniers. De fait, aucun régime juridique organisé ne permet aujourd’hui de réguler de manière globale, au niveau de l’Union européenne, le phénomène de circulation des données à caractère personnel dans le cloud, que ce soit de manière directe ou indirecte. Il apparaît, dès lors, nécessaire de s’interroger sur la manière dont le droit s’est organisé en conséquence et d’analyser les traitements complémentaires et/ou alternatifs actuellement offerts par le droit, certes moins structurellement organisés et mosaïques, mais plus pragmatiques, réalistes et politiquement viables. Historiquement, le phénomène de circulation a été presque exclusivement traité via le droit spécifique à la protection des données à caractère personnel découlant de l’Union européenne. Ce droit, souvent considéré par opposition au droit à la libre circulation des données, constituait initialement une émanation du droit à la protection de la vie privée avant d’être consacré en tant que droit fondamental de l’Union européenne. Le traitement offert par le droit à la protection des données, s’il cible directement les données au cœur du phénomène de circulation dans le cloud, ne couvre que partiellement ledit phénomène. De surcroît, malgré l’entrée en vigueur du Règlement 2016/679 relatif à la protection des personnes physiques à l’égard du traitement des données à caractère personnel et à la libre circulation de ces données, il possède une efficacité contestable, ne proposant pas de solution harmonisée au sein de l’Union européenne et étant dépendant de la bonne volonté et des moyens financiers, organisationnels et humains des Etats Membres. Les traitements alternatifs ou complémentaires au droit à la protection des données qui existent au sein de l’Union européenne, qui peuvent être répartis entre outils techniques, contractuels et législatifs, n’offrent qu’une appréhension indirecte du phénomène de circulation via un encadrement de son environnement cloud. Individuellement, ils ne permettent d’appréhender qu’un aspect très réduit du phénomène de circulation, de surcroît avec une efficacité plus ou moins grande. En outre, les outils techniques et contractuels n’ont pas la légitimité attachée aux outils législatifs. Néanmoins, associés les uns aux autres, ils permettent de cibler le phénomène de circulation des données de manière plus globale et efficace
The legal framework applicable to the gathering and processing by cloud service providers of the personal data of their users raises questions for such users. De facto, there does not now exist an organized legal framework allowing for the regulation, at the European Union level and as a whole, of the flow of personal data in the cloud, whether directly or indirectly. It thus seems necessary to question the way law organized itself consequently and analyze the complementary and/or alternative treatments offered by law, which are less structurally organized and are mosaical, but are more pragmatic, realistic and politically sustainable. Historically, the flow of personal data has been dealt almost exclusively via the specific right to the protection of personal data, which derives from the European Union. Such right, often considered in opposition to the right to the free circulation of data, was initially an emanation of the right to privacy before being established as a fundamental right of the European Union. The treatment provided by the right to the protection of personal data, if it targets directly the data within the flow phenomena, only partly covers such phenomena. In addition, despite the entry into force of the Regulation 2016/679 on the protection of individuals with regard to the processing of personal data and on the free movement of such data, its effectiveness is questionable, not offering any harmonized solution within the European Union and being highly dependent on the goodwill and the financial, organizational and human means of the Member States. The complementary and/or alternative treatments to the right to the protection of personal data that exist within the European Union, which may be allocated among technical, contractual and regulatory tools, only approach the data flow phenomena indirectly by providing a framework to its environment. Individually, they only target one very limited aspect of the data flow phenomena, with more or less effectiveness. Furthermore, technical and contractual tools have not the legitimacy attached to the regulatory tools. However, associated one with another, they allow a more global and efficient targeting of the data flow phenomena

Nowadays, by increasing competitions in business, decision-making in maintenance management gets higher priorities. While maintenance in many industries is known as a necessary evil, making cost-effective decisions constructed based on analytical and quantitative assessments improve maintenance position from a cost center into a profit generating one. Within the scope of rotating equipment maintenance, it is vital to consider both economic and technical variables integrated to survive in the competitive market. Taking the role of improving rotating equipment performance within a cost-effective approach into account, this project proposes a consistent model followed by substantial results. The model application can be briefed in improvement of decision-making processes from technical and economic perspectives to direct them into the company profitability aligned with the company goals. Further, it proposes technical and economic indicators and improves utilization of maintenance resources including personnel skills and experience to enhance maintenance performance and develop cost-effective scenarios. Within the model, eMDSS (software) is used as an intelligent facilitator/tool which improves accurate decision-making and identifying and prioritizing maintenance problems. To ensure from the model and its tool applicability, it is applied on a real case study and reliability of the achieved results are tested and approved in detail. In result, the project is successful in evaluating previous technical and economic decisions and selecting the most cost-effective scenario for future with a saving value exceeding 133K€ and profit of 114K€ for the case equipment.

Les données personnelles sont omniprésentes sur internet et leur importance économique est croissante. Pour les services de la société de l’information tels que les moteurs de recherche, les réseaux sociaux ou les sites de vente en ligne, elles sont devenues indispensables. Ces services apparaissent comme essentiellement gratuits pour les utilisateurs mais ont en réalité un modèle économique particulier : la monétisation des données personnelles des utilisateurs, en échange d’un accès gratuit. Le texte originel de la loi du 6 janvier 1978, dite « Informatique et Libertés », est le texte de référence en matière de protection des données à caractère personnel et permet d’assurer une protection étendue des données. Fondée par le principe du droit à l’autodétermination, cette loi permet d’assurer un traitement des données à caractère personnel, dans le respect du droit à la vie privée. Néanmoins, la loi dite « Informatique et Libertés » originelle ne prenait pas en compte l’apparition des nouveaux traitements de données sensibles en dehors du domaine médical. La directive Européenne 95/46/CE fait un apport, notamment en matière de protection des données biométriques. Cependant, on assiste au développement de nouvelles technologies qui permettent la collecte d’un nouveau type de données personnelles se rattachant à une personne et permettant son identification. Celles-ci sortent du cadre réglementé du cabinet médical. Les nouvelles technologies de l’information font apparaître un nouveau type de données difficile à définir. Ces nouveaux types d’informations sur la santé, générées et collectées directement par la personne concernée, font également l’objet de nombreux travaux au niveau européen. En effet, le Parlement Européen et le Conseil de l’Europe ont voté un nouveau Règlement visant à renforcer le cadre juridique en matière de circulation et de protection des données à caractère personnel. Le renforcement de la protection des données personnelles et des données de santé fait également l’objet d’un projet de loi, présenté par la secrétaire au gouvernement A. Lemaire, qui vise à développer une « république numérique ». Ce projet a notamment pour objectif de renforcer certains principes fondamentaux comme le droit d’accès ou le droit à l’information. Il développe un nouveau concept comme « l’habeas corpus numérique » qui vise à renforcer les prérogatives de chaque utilisateur et à maîtriser davantage les données personnelles, notamment dans le domaine de la santé

In this environment, multinational organizations demand cost-effective personnel selection tools to help them identify top talent from different countries, geographical regions, and cultures. The purpose of the current research was to evaluate the global utility of biographical data inventories, a standardized self-report selection method that asks job applicants questions about prior behaviors and experiences. Results from two studies involving participants from 7 country clusters, across four continents, and two different occupational groups, managers and manufacturing technicians, provided evidence to support the hypothesis that the validity of biographical data inventories, empirically keyed in the United States, generalizes to all country clusters examined. These results are important because they suggest that multinational organizations interested in deploying a single standardized selection system across geographical boundaries may want to consider including biographical data inventories, in addition to other commonly used instruments such as cognitive ability and personality assessments, to enhance the overall validity of their selection systems. This approach has the potential to reduce organizations’ costs related to developing, implementing, and maintaining selection processes while enabling them to manage their human capital efficiently by ensuring all new hires have the necessary knowledge, skills, and abilities to succeed on the job and contribute to their strategic objectives.

To be successful, in the competitive, global business environment, firms must have a sound understanding of all their operations and the factors which impact upon them, combined with a performance management system which allows them to assess their progress towards achieving the organisation's objective. The thesis examines 3 propositions : that managers are unaware of the need to link performance measures to strategic goals and that, as a consequence, performance measures do not change to reflect a change in strategic direction; that the link between the performance measurement system and organizational goals is weak because the organization's structure inhibits a coordinated approach towards achieving strategic objectives through the use of performance measures; and, that the dynamic environment in which firms operate serves to disassociate strategic objectives from the performance management system, and the lack of managerial attention to the link between the two will result, over time, in a set of performance measures which provide insufficient, late or wrong information. The research indicated that awareness of the need to link performance measures with strategy rose with managerial responsibility; that the wider the scope of the performance measurement system, the better it would be at accommodating and monitoring changes in strategic direction; that, where the performance management system covered a broad range of activities it could be better used by managers to coordinate and integrate those activities; that managers' perceptions of the reliability, validity and timeliness of the information provided by their performance management system were positively related to the level of ownership of the system; and, in a dynamic business environment, the more comprehensive the information provided by the performance management system, the less likely the organisation would respond inappropriately to external factors. Additional research needs to be done on ways to make performance management systems more reactive to management's needs

Les données à caractère personnel sont appréhendées par le droit comme des objets distincts de la personne à laquelle elles se rapportent. Ce statut particulier serait justifié par la transformation résultant du traitement de données. La loi du 6 janvier 1978 suggère pourtant un rattachement en définissant la donnée personnelle comme une « information relative à une personne physique identifiée ou qui peut être identifiée, directement ou indirectement ». Lesdites données sont donc des éléments identifiants, et en cela, par une interdépendance des éléments subjectifs et objectifs, des composantes de l’identité. Elles forment l’identité numérique de la personne, toujours plus sollicitée et collectée. L’hypothèse intuitive de l’identité est contrariée par le droit positif français, au sein duquel la loi Informatique et libertés marque son autonomie par rapport à l’article 9 du Code civil, matrice des droits de la personnalité. Le droit de l’Union européenne isole également, au sein de la Charte des droits fondamentaux, la protection des données à caractère personnel de la protection de la vie privée. Cette autonomisation permet l’accélération de la patrimonialisation des données à caractère personnel, visées comme éléments isolés par une multitude de contrats d’adhésion autorisant le traitement. Le sectionnement du lien entre la personne et ses données n’est toutefois pas inéluctable : la protection de l’autonomie de la personne peut maintenir cette connexion. La Cour européenne des droits de l’Homme, qui intègre la protection des données à celle de la vie privée, affirme le lien entre ces informations personnelles et l’identité. En outre, sa jurisprudence relative à la protection de l’autonomie personnelle peut constituer une réponse à l’objectivation des personnes. Dans le même sens, la jurisprudence du Conseil constitutionnel relative à la liberté personnelle, vecteur du droit au développement de la personnalité et de la protection de l’identité en France, a déjà accueilli favorablement la protection des données à caractère personnel. Une réflexion qui prend l’identité comme point de départ de l’étude d’un droit à la protection des données met en lumière le véritable enjeu de la collecte exponentielle des données à caractère personnel et du profilage qui s’en suit : l’autonomie des personnes, dont la préservation est assurée à travers le concept de personne humaine, sujet des droits fondamentaux
French law approaches personal data and the person they are related to as separated objects. This special status would be justified by the transformation resulting from the data processing. However, by defining personal data as "information relating to an identified or identifiable natural person, directly or indirectly", the law of 6 January 1978 suggests that they are in fact connected to each other. Therefore, those data are to be understood as identifying elements. Following the interdependence of subjective and objective elements, they are components of identity. They form the person’s digital identity, which is increasingly solicited and gathered. The intuitive assumption of personal data as components of identity is thwarted by French positive law, within which the Data Protection Act marks its autonomy in comparison to Article 9 of the Civil Code – the latter being the matrix of rights related to personality. The same way, protection of personal data is distinguished from protection of privacy in the European Union’s Charter of Fundamental Rights. This increasing autonomy allows the accelerated conversion of personal data into assets. In a multitude of conventions, they are regarded as isolated elements of which processing is allowed. Yet the split between the person and their data could be avoided: protection of the autonomy of the person can ensure a connexion. The European Court of Human Rights considers data protection as part of the right to privacy, hence asserting the existence of a link between personal data and identity of the individual. Moreover, its case law regarding the protection of personal autonomy may constitute an answer to the objectification of individuals. Correlatively, the French Constitutional Court has already taken data protection as a part of personal freedom, the latter being considered in its case law as the embryo of the right to the development of personality and the protection of identity. By taking identity as the starting point of a study examining a right to data protection, it is possible to reveal the stakes of exponential gathering of personal data and ensuing profiling: the autonomy of the individual. The overriding goal of this work was to present information to ambulance command and control (AC2) operators in a manner that complemented their dispatchers decision making processes whilst minimising the effects of a number of identified complexities. It was theorised that presenting information in this manner would improve the decision making performance of the dispatchers. The initial stages of this work involved identifying the strategies that AC2 operators use when making decisions regarding the allocation of ambulances to emergency incidents and the complexities associated with these decisions. These strategies were identified after the analysis of interviews with AC2 operators using an interview approach called the Critical Decision Method. The subsequent analysis of the interview transcripts using an Emergent Themes Analysis provided a significant number of insights regarding the decision making processes of the operators and the information required to support these decisions. Of particular significance was the importance of situation awareness in the decision making process. For example, when dispatchers have a sound understanding of incidents and additional factors such as the ambulances under their control, the dispatch decision becomes less complicated. To extend the understanding of the dispatcher�s work in the communication centres, a number of factors that could contribute to the complexity of the dispatch task were identified from an additional analysis of the interview transcripts. However it was not possible to establish from this the contribution of these factors to the perceived complexity encountered by the operators. To address this, a questionnaire was circulated requiring dispatchers to rate the contribution of a number of factors to the complexity of the dispatch task and the frequency that these factors occurred. The results showed that the most prevalent factors related to a number of the cognitive processes that the dispatchers performed to manage the dispatch task. Such processes included determining the resource most likely to arrive at the scene of an emergency incident the quickest. There were also differences in regard to which areas of the dispatch process the dispatchers in the two centres considered to be the most complex. The final stage of this research was the design of a prototype interface that complemented the decision making strategies used by the dispatchers and addressed the identified complexities. At this stage the scope of the research was narrowed to focus primarily on the resource assessment and allocation phases of the dispatch process and several of the complexities associated with these. The prototype interface made use of a novel display technology that allowed the presentation of information across two overlapping LCD displays (referred to as a Multi Layered Display (MLD)). To test the effectiveness of this display a laboratory experiment was conducted comparing the perfomance of participants using the MLD with participants using a Single Layered Display (SLD) that presented the same information. The results indicated that in almost all cases the participants using the multi layer display performed better. However these differences did not prove to be significant.

Computer professionals have been agents of change in many organizations. In some cases the role inadvertently became theirs as they were the ones at the vanguard of implementing the new information processing technology in organizations. While in other cases they were the catalysts for change, to force new methods/procedures onto lethargic organizations. While introducing change on others in the organization and adapting to new technological changes themselves, the computer professionals have not really had to face a significant change in their status, power, or importance to the organization. The introduction of the personal computer has brought about significant change in the way the job of the computer professional is perceived by many in the business world. While this change is personally affecting the way they do their job, there has not been a noticeable attempt by those managing computer professionals to deal with the human emotions engendered by such a change. Part of the reason for this lack of attention may be due to the lack of a model as to how computer professionals react to change. Such a model would provide a system whereby it would be possible to recognize where efforts could be made to measure, predict, and modify situations so that a smooth transition can be made to the change. Toward this end a model was developed which presents a system as to how computer professionals react to change. This dissertation presents the model, surveys a population of computer professionals, and analyzes the model using data gathered from the population. The data was gathered in the form of a self administered survey which was given to computer professionals working for six investor owned electric and gas utilities in the Northwestern United states. They answered questions on a scale of from one to five as to their emotions and perceptions about the introduction of personal computers into their organizations. These questions spanned the timeframe as the organizations migrated from the early beginnings of personal computer introduction, to a situation where the use of personal computers was widespread in the company. In the case of three of the companies the personal computer had not yet achieved widespread use at the time of the survey. The data gathered from the computer professionals was statistically analyzed to see if relationships exist between the model and the data. Additionally, interesting demographic data was analyzed to see if certain other factors affected the computer professional's perception as to the impact of the personal computer on their quality of worklife.

Abstract:
This dissertation was a two-phase effort. Phase I investigated the physical image quality of 16 mesh, etched, and quarterwave antireflection filters for varying levels of filter transmissivity. Three levels of ambient lighting and two levels of monochrome CRT resolution were combined factorially with the filters. In addition, user measures of readability, legibility, and perceived image quality were obtained for these same filter and environmental conditions. Quantitative models were developed to predict the performance and subjective data based on signal and noise measures derived from the physical measurements. Phase II examined the effects of a wide range of filter transmissions and diffuse illuminance on measured image quality and the same user measures as in Phase I. Phase I showed that while none of the glare filters yielded improved readability or legibility over a baseline condition, the etched and low transmission filters were notable for their degradation of human performance. Mesh and quarterwave filters were found to improve perceived image quality when a specular glare source was present. Modeling was minimally successful for the reading and legibility tasks, but yielded good fit models for perceived image quality. Phase II showed that when even extreme losses in display contrast occurred, users were capable of good reading and legibility performance. Perceived image quality was inversely related to illuminance level. Prediction of performance by image quality metrics was generally not too successful. It was concluded that in office-type environments, mesh or quarterwave filters can be used to improve perceived image quality when specular glare sources are present, but that no anti-glare filters yielded enhanced short-term readability or legibility over a baseline. Etched filters were not recommended. Measures of physical image quality proved to be good predictors of perceived image quality, but not of timed measures of readability or legibility. Under moderate lighting conditions, monochrome CRTs should be fitted with fairly high transmission filters as it was found the contrast enhancement offered by low transmission filters had negligible effects on performance. Finally, consistent and repeatable findings of degraded legibility for high luminance contrast levels (low illuminance) generated questions as to the existing standards regarding maximum contrast requirements for CRT use.

En effet, un individu peut disposer de plusieurs identités dans le numérique et jouer des rôles sociaux différents suivant les contextes sociaux auxquels il est confronté. Mais quels peuvent être les effets de l'usage de ces masques identitaires ? L'identité des personnes dans le cadre des réseaux sociaux renvoie au questionnement de soi, et des autres. Le versant individualiste et le versant communautaire de cette identité constituent la trame de la construction identitaire de l'utilisateur. Aussi, il apparaît que la richesse mais aussi la complexité des réseaux tiennent au fait que le droit confond individu et identité. Le droit repose en effet sur une conception essentialiste de l'identité, par laquelle chacun est acteur de sa propre trajectoire. Mais l'individu ne vit pas seul, il vit en groupe et il est saisi dans un réseau de relations sociales. Aussi, concevoir une identité personnelle en marge de la réalité numérique revient à distinguer la personne de la notion de présence en ligne qui est éminemment déclarative et performative. Cela amène à reconsidérer la place de l'identité dans l'espace numérique. Pour appréhender la question de la construction de l'identité personnelle dans les réseaux sociaux, il faudra aborder les différentes approches qui visent à assurer à chacun une identité qui soit conforme à ses désirs. Il sera également nécessaire d'adapter les mesures existantes à la réalité virtuelle, afin d'établir un régime de l'identité personnelle plus sécurisé et respectueux des droits de la personnalité de chaque utilisateur
The identity of people in the digital space cannot be defined in one way. Its mode of expression is multiple. In fact, an individual can have several identities in the digital environment. It can also play different social roles according to social contexts that it faces. But what are effects of using identity masks ? The individual's identity within the social networks refers to the self-questioning, and others. The individualistic side and the community side of this identity are the foundation of the building of user's identity. Moreover, it appears that the wealth and the complexity of networks are the result of the confusion made by the law between individual and identity. In fact, the law is based on an essentialist conception of identity, by which each player has its own trajectory. But the individual does not live alone, he lives in a group and it is part of a network of social relations. The identity is made in the interaction of a claimed identity for oneself and assigned by others. Also, develop a personal identity on the fringes of the digital reality is to distinguish the person of the concept of online presence which is eminently declarative and performative.All this leads to reconsider the place of identity in the digital space. To understand the question of the construction of personal identity in social network, different approaches will be detailed. Those approaches are aimed to ensure everyone an identity according his wishes. Also, it will be necessary to adapt the existing measures to the virtual reality, in order to establish a more secure regime of personal identity, in respect of the rights of each user's personnality

En constituant un outil essentiel au service du pouvoir de punir, ces instruments sont longtemps restés profondément attachés à la souveraineté étatique. Cependant, l’Union européenne se construit et développe, progressivement, sa propre compétence pénale. Dans ce cadre, les fichiers occupent une place centrale et voient leur nature évoluer. En effet, promouvant la collecte et le partage de leur contenu, l’Union érige également des systèmes d’information qui assurent un échange sans précédent. En outre, ses agences jouent un rôle essentiel en la matière et dépassent, progressivement, celui de simples canaux de transmission pour analyser l’information et définir de véritables objectifs de politique pénale. Ambitieuse, cette coopération doit néanmoins demeurer sous contrôle. À ce titre, le droit à la protection des données à caractère personnel s’affirme et n’est pas ignoré par l’Union européenne. Or, si les fichiers ont un intérêt, c’est en ce qu’ils renferment de telles données qui doivent alors être protégées. Pourtant, chaque État membre et chaque fichier érigé par l’Union semble obéir à son propre régime. Constatant cette diversité, l’Union européenne tente aujourd’hui d’harmoniser l’ensemble de ces dispositions autour d’une nouvelle directive relative à la protection des données traitées à des fins pénales. Néanmoins, l’étude de cet instrument démontre rapidement ses faiblesses, s’agissant tant de l’harmonisation des règles que de leur niveau d’exigence, alors que, parallèlement, les données ne cessent de circuler. À l’analyse, les insuffisances de la directive tiennent à une mauvaise identification de son objet : les fichiers pénaux de l’Union européenne. Il s’agira donc de délimiter le champ recouvert par ces instruments avant de proposer un encadrement satisfaisant davantage inspiré des règles et principes de leur domaine naturel : la procédure pénale. La présente thèse permet de révéler la vigueur de la construction pénale de l’Union et invite à s’interroger sur l’émergence d’une véritable politique criminelle européenne
For more than a century, States have been setting up files to collect information on criminals. By constituting an essential tool in the service of the power to punish, these instruments have long remained deeply attached to State sovereignty. However, the European Union is gradually building and developing its own criminal jurisdiction. In this context, the files occupy a central place and see their nature evolve. Indeed, promoting the collection and sharing of their contents, the Union is also setting up information systems that ensure an unprecedented exchange. In addition, its agencies play a key role in this area and are gradually moving beyond mere transmission channels to analyze information and define real criminal policy objectives. Ambitious, this cooperation must nevertheless remain under control. As such, the right to protection of personal data is becoming more assertive and is not ignored by the European Union. But if files have a value, it is that they contain personal data, which must be protected. However, each Member State and each file set up by the Union seems to follow its own regime. With this diversity in mind, the EU is now trying to harmonize all of these measures in a new directive on the protection of data processed for criminal purposes. Nevertheless, the study of this instrument quickly demonstrates its weaknesses, both in terms of the rules’ harmonization and their level of requirement, whilst data continues to circulate. On analysis, the inadequacies of the directive are due to a misidentification of its subject matter: the criminal records of the European Union. It will therefore be necessary to delimit the field covered by these instruments before proposing a satisfactory framework based more on the rules and principles of their natural domain: criminal procedure. This thesis reveals the strength of the Union's criminal law construction and raising questions about the emergence of a genuine European criminal policy

Grâce aux “smart disclosure initiatives”, traduit en français par « ouvertures intelligentes » et aux nouvelles réglementations comme le RGPD, les individus ont la possibilité de reprendre le contrôle sur leurs données en les stockant localement de manière décentralisée. En parallèle, les solutions dites de clouds personnels ou « système personnel de gestion de données » se multiplient, leur objectif étant de permettre aux utilisateurs d'exploiter leurs données personnelles pour leur propre bien.Cette gestion décentralisée des données personnelles offre une protection naturelle contre les attaques massives sur les serveurs centralisés et ouvre de nouvelles opportunités en permettant aux utilisateurs de croiser leurs données collectées auprès de différentes sources. D'un autre côté, cette approche empêche le croisement de données provenant de plusieurs utilisateurs pour effectuer des calculs distribués.L'objectif de cette thèse est de concevoir un protocole de calcul distribué, générique, qui passe à l’échelle et qui permet de croiser les données personnelles de plusieurs utilisateurs en offrant de fortes garanties de sécurité et de protection de la vie privée. Le protocole répond également aux deux questions soulevées par cette approche : comment préserver la confiance des individus dans leur cloud personnel lorsqu'ils effectuent des calculs croisant des données provenant de plusieurs individus ? Et comment garantir l'intégrité du résultat final lorsqu'il a été calculé par une myriade de clouds personnels collaboratifs mais indépendants ?
Thanks to smart disclosure initiatives and new regulations like GDPR, individuals are able to get the control back on their data and store them locally in a decentralized way. In parallel, personal data management system (PDMS) solutions, also called personal clouds, are flourishing. Their goal is to empower users to leverage their personal data for their own good. This decentralized way of managing personal data provides a de facto protection against massive attacks on central servers and opens new opportunities by allowing users to cross their data gathered from different sources. On the other side, this approach prevents the crossing of data from multiple users to perform distributed computations. The goal of this thesis is to design a generic and scalable secure decentralized computing framework which allows the crossing of personal data of multiple users while answering the following two questions raised by this approach. How to preserve individuals' trust on their PDMS when performing global computations crossing data from multiple individuals? And how to guarantee the integrity of the final result when it has been computed by a myriad of collaborative but independent PDMSs?

Rares sont les internautes qui peuvent encore affirmer ne jamais avoir reçu de spams, ces courriers électroniques non sollicités qui envahissent les boîtes aux lettres électroniques, jusqu'à, parfois, les saturer. À l'instar de tout échange de correspondance - sous forme papier ou numérique -, sa réception est subordonnée à la connaissance des coordonnées des futurs destinataires. Pour réaliser son opération, le " spammeur " doit donc nécessairement disposer de données nominatives telles que notamment, l'adresse électronique. Les enjeux économiques attachés à ces données à caractère personnel les exposent, de façon inévitable, à des risques accrus de collectes illicites. Engager une réflexion sur les moyens de protéger les " spammés " invite dès lors à raisonner à deux niveaux : lors de la collecte, pour empêcher la capture " sauvage " de telles données et lors de l'envoi proprement dit, afin de prémunir les destinataires contre la réception de ces messages indésirables. Face à des techniques anti-spam qui ont rapidement révélé leurs limites, la lutte contre le spamming s'est orientée vers l'outil législatif lequel sera également mis à rude épreuve. Au niveau national, les réponses offertes par les lois spéciales se révèlent incomplètes, voire inefficaces. Par ailleurs, la dimension intrinsèquement internationale du spamming ne permet pas d'ignorer les droits étrangers. En l'absence de consensus international, les profondes divergences entre législations nationales, en particulier entre la France et les États-Unis, premier pays émetteur de spams, risquent de compromettre leur effectivité à protéger les " spammés ". L'échec partiel des lois spéciales conduira ainsi à recourir aux solutions offertes par le droit commun en vue d'engager la responsabilité civile et pénale des " spammeurs ". Si d'un point de vue national, ces propositions démontreront leur capacité à pallier certaines insuffisances de la législation spéciale, la lutte anti-spam impliquera nécessairement d'engager une réflexion à l'échelle internationale.
