Full text
Abstract:
Between 1860 and 1870 Professor Frederick McCoy synthesized a distinct theory that guided the Acclimatisation Society of Victoria's zoological importation program. He assembled this theory via drawing upon European authorities and his own personal observations of Victorian zoology and palaeontology in order both to systemize acclimatization and to discredit Darwinism within the colony. These points will be demonstrated by investigating how McCoy formed his theory and how the Acclimatisation Society of Victoria used the theory to guide their importation program.

Abstract:
<p>This article examines the current legislative structures in Victoria for compensating non-economic losses for personal injuries under the tort of negligence. It first provides a background on the tort of negligence in general and damages for non-economic losses in particular. It then outlines the changes that have swept through Victoria and in the rest of Australia for comparative purposes. This article offers a critique of the rationale and justification for those changes, analyses the implications of the changes at both Victorian and Commonwealth levels across the public, professional and product liability areas, and concludes with a discussion of the overall effect of the Victorian reforms.</p>

Abstract:
George Henry Frederick Ulrich (1830–1900) was educated at the Clausthal Mining School in Germany and arrived in Victoria in 1853. After a short period on the goldfields, he was employed on the Mining Commission and then on the Geological Survey of Victoria until its closure in 1868. In 1870 he was appointed Curator and Lecturer at the newly established Industrial and Technological Museum of Victoria. In 1878 he was appointed inaugural Director of the Otago School of Mines, New Zealand, a position he held until his death in 1900. His legacy includes detailed original maps of central Victorian goldfields, the foundation of the state’s geological collections, and among the first accounts of Victorian geology published in German periodicals, until now little known. As the only scientist of his times in Victoria with the qualifications and expertise to accurately identify and properly describe minerals, he provided the first comprehensive accounts of Victorian mineralogy, including the identification of the first new mineral in Australia, which he named maldonite. His contribution to mineralogy is recognised by the species ulrichite. Ulrich was universally respected for his scientific achievements and highly regarded for his personal qualities.

Full text
Abstract:
Personal alarms or Personal Response Systems (PRSs) are electronic systems designed to enable frail older people and people with disabilities living at home to summon help in an emergency. The demand for government subsidised PRSs in Victoria (called Personal Alert Victoria) currently exceeds supply (Department of Human Services, 1998) but until now there has been no consistently applied method to ensure that those at highest risk had access to the service. Instruments to aid assessment and determining relative priority for receiving a PRS were developed for the Victorian Department of Human Services (DHS). The development of the instruments was largely informed by the published literature on PRSs and falls risk factors. Three major areas were identified as important in assessing for relative priority to receive a PRS: the client?s assessed risk of being involved in a critical incident requiring immediate assistance, such as a fall; the availability of alternative means of accessing immediate assistance; and the expected impact that a PRS would have on the client?s and/or carer?s wellbeing and their ability to engage in important activities. The process for selecting the items used to determine need in each of these key areas is described, as is the recommended method for determining relative priority. The process for assessing clients to receive a PRS is outlined, emphasising that a PRS is one potential service outcome of an assessment of need.

Abstract:
WHEN THE BRITISH ORNITHOLOGISTand bird illustrator John Gould launched his monumental publication onThe Birds of Australialate in 1840, the cover of the serial parts bore the image of the lyre bird (Menura superba) and a prominent dedication, “by permission,” to the young and recently-married Queen Victoria (Correspondence2: 213; see Figure 4). A few months later, issuing the part with the plate and descriptive text for the lyre bird, Gould declaredMenura superba“an emblem for Australia among its birds” (Birds of Australiavol. 3, plate 14; see Figure 5). This visual juxtaposition of Victoria and the lyre bird also reflected an association between them in Gould's mind, the lyre bird serving as emblem not only for the Australian colonies but also for their Queen. The association became more explicit and was extended to include Victoria's Consort in the decades that followed, for althoughThe Birds of Australiawas completed in 1848, Gould issued irregular supplemental installments during the 1850s and 60s and published a two-volumeHandbook to the Birds of Australiain 1865. One of the first discoveries Gould announced and figured in theSupplementwas a new species of lyre bird, which he namedMenura albertiin 1850 to acknowledge Prince Albert's “personal virtues” and “liberal support.” In 1862, in a tribute likely inspired by the recent death of the Prince, Gould dividedMenura superbainto two species and christened the newly-created oneMenura victoriae, thereby providing his grieving queen with an avian namesake to accompany Albert's.

Abstract:
Objective:To study suicides occurring in Ballarat with regard to incidence, demographic variables, possible causal factors, and association with psychiatric disorders over a period of 5 years. Method:A detailed review of the coroner's record of every suicide occurring during 1992-1996 was undertaken. Information was obtained on socio-demographic variables, method and circumstances of suicide, and associated psychiatric disorders in each case and subjected to psychological autopsy. Results:75 suicides were recorded. The male to female ratio was 4:1 and average age was 43 years. 60% had associated psychiatric illnesses, mainly affective disorders. Carbon monoxide self-poisoning accounted for 40%, firearms for 30%, and hanging, overdose, asphyxia and other methods for the remaining 30%. It was statistically significant that the younger age group preferred firearms to other methods, and that their suicides were precipitated by interpersonal conflicts. Social and personal difficulties were associated in 33%, and triggering factors were present in 40%. Previous suicide attempts were present in 28%, while 32% had manifest behavior changes preceding suicides or verbalized their intent to suicide. Conclusions:Suicide rates in Ballarat were higher than the average overall Victorian and Australian rates. After a consistent decline over 4 years an increase occurred in 1996. The preferred method of suicide was carbon monoxide, although the young preferred firearms. Demographic and other psychosocial factors were similar to the rest of Australia. Unemployment was not a significant factor. Psychiatric conditions, personal and social problems figured prominently as factors of etiological significance in suicide subjects.

In Victoria Guidance Officers provide school psychology and guidance services to families and schools. Most are located throughout Victorian centres which service local school communities and these by and large provide a generalist service which is supplemented by the service of statewide specialists.New recruits are drawn from the teaching service and those teachers with the necessary combination of experience, qualifications and personal qualities are eligible to apply. There is usually a new intake each year and this number varies according to staff ceilings and vacancies. In 1983 the intake was 45 trainee Guidance Officers which was the largest number of teachers ever recruited. These trainees were allocated to local centres where they would undertake their supervised apprenticeship, which together with the compulsory central training, would make them eligible in two years to become registered Guidance Officers.

Abstract:
Objective: In Australia and comparable countries, case management has become the dominant process by which public mental health services provide outpatient clinical services to people with severe mental illness. There is recognition that caseload size impacts on service provision and that management of caseloads is an important dimension of overall service management. There has been little empirical investigation, however, of caseload and its management. The present study was undertaken in the context of an industrial agreement in Victoria, Australia that required services to introduce standardized approaches to caseload management. The aims of the present study were therefore to (i) investigate caseload size and approaches to caseload management in Victoria's mental health services; and (ii) determine whether caseload size and/or approach to caseload management is associated with work-related stress or case manager self-efficacy among community mental health professionals employed in Victoria's mental health services. Method: A total of 188 case managers responded to an online cross-sectional survey with both purpose-developed items investigating methods of case allocation and caseload monitoring, and standard measures of work-related stress and case manager personal efficacy. Results: The mean caseload size was 20 per full-time case manager. Both work-related stress scores and case manager personal efficacy scores were broadly comparable with those reported in previous studies. Higher caseloads were associated with higher levels of work-related stress and lower levels of case manager personal efficacy. Active monitoring of caseload was associated with lower scores for work-related stress and higher scores for case manager personal efficacy, regardless of size of caseload. Although caseloads were most frequently monitored by the case manager, there was evidence that monitoring by a supervisor was more beneficial than self-monitoring. Conclusion: Routine monitoring of caseload, especially by a workplace supervisor, may be effective in reducing work-related stress and enhancing case manager personal efficacy.

Abstract:
For some years we have speculated as to whether Queen Victoria suffered a definable psychiatric illness in her notorious and prolonged seclusion after the Prince Consort's death. We here summarize criteria for grief and depression from three authorities. Against these, we examine the natural history of the Queen's bereavement and restitution. We find that her suffering and her portrayal of the role of widow were related to her personal style and were culturally accepted. Her self-esteem, ego functions, and object relatedness were preserved. While some clinicians might favour a diagnosis of Dysthymic Disorder, we find the evidence strongly in favour of an intense, prolonged, normal human grief (Uncomplicated Bereavement of DSM III) coloured by a romantic and histrionic personal style. Intensity and duration do not, in this case, establish a diagnosis of depression.

Abstract:
Burnout has a high prevalence among healthcare workers and is increasingly recognised as an environmental problem rather than reflecting a personal inability to cope with work stress. We distributed an electronic survey, which included the Maslach Burnout Inventory Health Services Survey and a previously validated learning environment instrument, to 281 Victorian anaesthetic trainees. The response rate was 50%. We found significantly raised rates of burnout in two of three subscales. Ninety-one respondents (67%) displayed evidence of burnout in at least one domain, with 67 (49%) reporting high emotional exhaustion and 57 (42%) reporting high depersonalisation. The clinical learning environment tool demonstrated a significant negative correlation with burnout (r=-0.56, P <0.001). Burnout was significantly more common than when previously measured in Victoria in 2008 (62% versus 38%). Trainees rated examination preparation the most stressful aspect of the training program. There is a high prevalence of burnout among Victorian anaesthetic trainees. We have shown a significant correlation exists between the clinical learning environment measure and the presence of burnout. This correlation supports the development of interventions to improve the clinical learning environment, as a means to improve trainee wellbeing and address the high prevalence of burnout.

Abstract:
In 1910, Victoria established an elite form of state secondary education that remained essentially unchanged until the introduction of a progressive curriculum during the late 1960s. This radical and voluntary curriculum introduced child-centred learning and personal development skills to state secondary schools. Many state secondary music teachers took advantage of the reform and introduced the English creative music movement (Rainbow, 1989). As music teachers were unfamiliar with progressive education they would require extensive retraining. Continual disruption to state secondary education during the 1970s, together with the lack of expertise in progressive music education in the Victorian Education Department led to music teachers being given little assistance in developing strategies for teaching creative music. No rationale was developed for creative music education until the late 1980s. As research in music education was in its infancy in Australia during the late 1960s, teachers had little understanding of the difficulties faced by many creative music teachers in England in regard to students developing traditional skills, for example music notation and performance-based skills. Dissatisfaction with progressive education led to the introduction of standards-based education in 1995. Progressive educational theories were no longer considered an important goal. Similar to the late 1960s Victorian education reforms, music teachers received little assistance from the Victorian Education Department. The introduction of standards-based Arts education has seriously reduced the teaching of classroom music throughout the state, leaving many classroom music programmes in a perilous position that is analogous to state music education before the introduction of progressive education in the late 1960s.

Abstract:
In northern cities like Montreal, Quebec, Canada, the winters are long, and the construction season is condensed. In the mid-nineteenth century, knowing the St. Lawrence River’s seasonal variations and local construction customs helped railway and bridge builders save time and frustration during the very short working seasons. In this article, I investigate how technical and quasi-technical communications generated during the construction of the Victoria Bridge (1854–1860) are a rich source of urban knowledge. By examining visual and textual evidence in The Construction of the Great Victoria Bridge in Canada, I demonstrate how representations of the construction process are a tangible medium through which practical experience and a personal way of knowing the urban landscape are mediated. I argue that everyday experience and tacit knowledge move between social worlds and inform how audiences know and understand the colonial city.

Abstract:
In Australia and across the globe music participation by older people active in the community has the potential to enhance quality of life. A recent review of the literature found clear evidence of numerous benefits from participation in active music making that encompass the social, physical and psychological. This article reports on five phenomenological case studies of community singing groups comprised of older people active in the community in Melbourne, Victoria. These studies are part of a research project, Well-being and Ageing: Community, Diversity and the Arts in Victoria that began in 2008. Interview data were analysed using interpretative phenomenological analysis and are reported under three overarching themes: Social connection, A sense of well-being, and Musical engagement. For older people in these studies singing in community choirs offered opportunities for social cohesion, positive ageing, and music learning that provided a sense of personal and group fulfilment, community engagement and resilience.

Abstract:
The scarcity of reviews of “gender and politics” books in disciplinary journals limits opportunities for “mainstream” political scientists to learn about the field. As chair of the jury to select the 2015 winner of APSA's Victoria Schuck prize for “the best book … on women and politics,” I realized that the field's size and diversity makes it hard to identify central themes, especially since feminist scholars are also active across the discipline's many fields and in the multidisciplinary enterprise of gender studies. In my CPSA presidential address (Vickers, 2015), I argued that although the “gender and politics” field has expanded greatly in its four-decade history, its impact on the discipline generally hasn't been transformative, since gender isn't being used as a key category of analysis in the discipline and the field's key theme that “the personal is political” isn't reflected in the discipline's main approaches, especially its dependence on a liberal conception of the private/public divide. This essay explores how the books reviewed use gender and this key theme in explaining contemporary political issues.

Abstract:
In Victoria between 1990 and 1996, meningococcal infections occurred in 1–2/100000 people each year, with sometimes devastating outcome. In 1997, a typical year, we conducted a case-control study of all cases notified to the State Disease Control Unit, to investigate personal, environmental and lifestyle risk factors. In bivariate analysis many exposures were statistically significantly different (at P = 0·01) in cases and controls. The level of risk, and specific risks, differed between children (under 16) and adults (16 years and over). In multivariate analysis few exposures remained significant (at P = 0·05). However, these included having a smoker amongst close contacts, exposure to construction dust, recent illness, a history of snoring and speech problems, and sharing a bedroom. Besides confirming some previously identified risk factors, this is the first time that snoring and speech problems have been identified as risk factors for meningococcal disease.

Abstract:
Situating itself in line with Max Saunders' thesis in Self Impression (2010), this paper is a literary-critical reconnaissance of the creative techniques Lytton Strachey employs in Queen Victoria (1921). My essay attempts to elicit the ways in which Strachey executes his modernist argument, intended to debunk Victorian perspectives, via a canny mix of traditional and modernist techniques of narration, usually associated with fiction. Showing how – in the way of an impressionist historian – he both inhabits the frame of his narrative as well as directs its very framing, I discuss his use of free indirect style and cognate methods of characterisation. I also discuss his novelistic ‘rhythm’, as he negotiates between personal and particular histories and wider more universal history; his psychological and psychoanalytic resources for biographical insight; and formal features of his narrative that make use of choric and stage-like structuring, as well as meta-historical tropes of fate and destiny. Literary critical methods deployed by Strachey, precociously, in the arsenal of his method, at a time before such literary critical methods had been overtly established are also discussed in brief as signifying features of his innovation. This paper hopes to offer a concrete interpretation of Strachey's well-known candidacy as the father, or one of them, of the ‘new biography’. Being a concrete analysis of only one of Strachey's works, less examined than others, the paper claims only to put traditional notions of the new biography and of modernism under the lens of this one particular but signal work.

Abstract:
ABSTRACTThe H1N1 (swine influenza) 2009 outbreak in Victoria, Australia, provided a unique opportunity to review the prehospital response to a public health emergency. As part of Ambulance Victoria’s response to the outbreak, relevant emergency response plans and pandemic plans were instigated, focused efforts were aimed at encouraging the use of personal protective equipment (PPE), and additional questions were included in the call-taking script for telephone triage of emergency calls to identify potential cases of H1N1 from the point of call. As a result, paramedics were alerted to all potential cases of H1N1 influenza or any patient who met the current case definition before their arrival on the scene and were advised to use appropriate PPE. During the period of May 1 to July 2, Ambulance Victoria telephone triaged 1598 calls relating to H1N1 (1228 in metropolitan areas and 243 in rural areas) and managed 127 calls via a referral service that provides specific telephone triage for potential H1N1 influenza cases based on the national call-taking script. The referral service determines whether a patient requires an emergency ambulance or can be diverted to other resources such as flu clinics. Key lessons learned during the H1N1 outbreak include a focused need for continued education and communication regarding infection control and the appropriate use of PPE. Current guidelines regarding PPE use are adequate for use during an outbreak of infectious disease. Compliance with PPE needs to be addressed through the use of intra-agency communications and regular information updates early in the progress of the outbreak. Abstract:
In response to concerns within the Children’s Welfare Association of Victoria (CWAV) about the difficulty of recruiting foster parents, a study of the recruitment process experienced by Victorian inquirers was conducted. The literature consistently reports a low rate of conversion of inquirers into foster carers. This study was concerned with finding out the cause of this low rate, what happens to the inquirers after making a call and why they decide to continue or not continue with foster care?Telephone interviews were conducted with 91 inquirers about their experience of the recruitment process. Only 4 per cent of these inquirers had become carers. The rest were split evenly between those who decided not to continue because of personal circumstances, and those who were discouraged in some way by the response to their contact received from the allocated agency. This result was surprising and disappointing, and we suggest that these callers may be a more valuable resource than agencies suspect. Ways of giving these callers more effective follow up, while recognising constraints on time and resources experienced by workers in this field, are needed to take full advantage of the opportunity to recruit the potential carers among them.

Abstract:
The records of children and young people growing up in care have multiple purposes and audiences. Cathy Humphreys and Margaret Kertesz discuss the ways in which the characteristics of the documentation determine the record's usefulness to care leavers as a resource for identity at some point in later life. The Who Am I? action research project, based in Victoria, Australia, explores the extent to which records and current record-keeping practices facilitate this. Two approaches were found to be especially useful: the Knowledge Diamond framework, which harnesses the different knowledge brought by diverse groups to the task of developing principles for record-keeping; and the records continuum (constructing, storing and accessing the record), which provided a concept through which to understand the significance of the archive as a dimension of good practice. It was found that workers' accountability to the children now and in the future risks being overshadowed by the requirements of other stakeholders unless the principles that underpin effective record-keeping are articulated and implemented.

Mobility is frequently described in terms of individual body function and structures however contemporary views of disability also recognise the role of environment in creating disability.Aim. To identify consumer perspectives regarding barriers and facilitators to optimal mobility for a heterogeneous population of impaired Victorians who use assistive technology in their daily lives.Method. An accessible survey investigated the impact of supports or facilitators upon actual and desired life outcomes and health-related quality of life, from 100 AT users in Victoria, Australia. This paper reports upon data pertaining to community mobility.Results. A range of barriers and enablers to community mobility were identified including access to AT devices, environmental interventions, public transport, and inclusive community environs. Substantial levels of unmet need result in limited personal mobility and community participation. Outcomes fall short of many principles enshrined in current policy and human rights frameworks.Conclusion. AT devices as well as accessible and inclusive home and community environs are essential to maximizing mobility for many. Given the impact of the environment upon the capacity of individuals to realise community mobility, this raises the question as to whether rehabilitation practitioners, as well as prescribing AT devices, should work to build accessible communities via systemic advocacy.

Full text
Abstract:
This article addresses the gender issue of the 19th century. XIX century in England. This century is generally considered Victorian, although this is not quite the correct idea. The Victorian era refers to the period from 1837 to 1901, when Great Britain was ruled by Queen Victoria. So Queen Victoria began her reign only in 1837. In the Victorian era (1837-1901), it was the novel that became the leading literary genre in English. Women played an important role in this growth in the popularity of both authors and readers. Circulating libraries that allowed books to be borrowed for annual subscriptions were another factor in the novel's popularity. The 1830s and 1840s saw the rise of the social novel. It was a lot of things response to rapid industrialization, as well as social, political, and economic challenges associated with it and was a means of commenting on the abuses of government and industry and the suffering of the poor who did not profit from the English economy. Stories about the working-class poor were aimed at the middle class to help create sympathy and foster change. The greatness of the novelists of this period is not only in their veracity description of modern life, but also in their deep humanism. They believed in the good qualities of the human heart and expressed their hopes for a better future. At the end of the eighteenth century, two young poets, W. Wordsworth and S. Coleridge, published a volume of poems called "Lyric ballads". From this moment began the period of romanticism in England, although it did not last long, only three decades, but it was truly bright and memorable for English literature. It was this time that gave us many great novels. Even in the Middle ages, clear and distinct gender boundaries were drawn and stereotypes of gender behavior were defined. Everyone was assigned their own specific roles and their violation caused public hatred. A Victorian married woman was her husband's "chattel"; she had no right property and personal wealth; legal recourse in any question, if it was not confirmed by her husband. Socio-economic changes in the middle of the XIX century lead to changes in the status of women middle and lower strata: gaining material independence and sustainable development socio-economic status, women acquire a social status equal to that of men. Women are beginning to fight against double standards in relation to the sexes, for reforms in the field of property rights, divorce, for ability to work. The next step was to raise the issue of women's voting rights as a means to ensure legislative reform. Women they sought independence from men.

Abstract:
This paper aims to observe how the Australian COVID-19 restrictions influenced higher education, teachers’ and students’ lives. Before the pandemic, the higher education sector was the largest serviced based sector in Australia and overly depended on international students’ fee income. The academic year of 2020 started as usual with 141703 higher education enrolments of overseas students, mainly students from Asia. However, they did not arrive due to the strict border closure. Travel restrictions were put in place from China from 1 February 2020, later from other countries worldwide. That significantly affected international students' travel from Asia directly before the start of the new academic year. Consequently, many institutions have transitioned from campus-based courses to online delivery. Besides, numerous academic lecturers and professional staff have been invited to the expression of interest in a voluntary and, of course, involuntary redundancy program. Most vacant positions have been frozen, and various saving programs have been implied. Owing to the toughest rules and strictest restrictions, Australian borders remained closed for over 600 days. Melbourne was under six lockdowns totalling 265 days since March 2020, which resulted in the author’s experience of three semester-long remote teaching at one of the biggest and most prominent universities in Melbourne without any personal contact with international students. The author lived and worked in Melbourne during the COVID-19 era, so this study is based on her perspectives and experiences extended with a wide empirical evaluation of secondary data about the Australian academic sector between 2020 and 2021.

Abstract:
Sistren Theatre Collective has been producing theatre and working with community groups in Jamaica for the last thirty-five years. Over the last decade the company has changed its profile to include male drama specialists and social workers in its team. This has come about due to new funding arrangement with the Jamaican Ministry of National Security, which won a large grant from the Inter-American Development Bank to establish the Citizen Security and Justice Programme (CSJP). The CSJP has a community outreach component in which Sistren has been employed to run socio-drama workshops and provide counselling to residents in Kingston's ‘garrison’ communities. In this article Karina Smith compares Sistren's theatre and outreach work under the CSJP programme with the group's previous theatre productions and workshops, devised when it was the leading women's popular theatre company and Women in Development non-government organization in the Caribbean region. Karina Smith is a Senior Lecturer in Literary and Gender Studies in the College of the Arts at Victoria University, Melbourne, Australia. She has published on Sistren Theatre Collective's work in Modern Drama, Theatre Research International, and in Suzanne Diamond's Compelling Confessions: the Politics of Personal Disclosure (2011). Abstract:
Young people placed in out-of-home care (OHC) through Child Protection in Victoria are formally discharged by the expiration of their care order at the age of 18 years or younger. In contrast, young people in Australia generally live in their family home with parents or carers well into their twenties. Whilst there are a range of leaving care and post-care services funded for care leavers, these supports tend to be temporary and discretionary in contrast to the ongoing support young people receive whilst in care or, in some cases, from family and social networks post care. Numerous studies have documented the developmental challenges experienced by young people leaving state care, and the often poor outcomes faced by this group. The Stand By Me (SBM) programme was developed in Victoria to replicate the ongoing support provided in the UK to care leavers by Personal Advisers who remain available to assist young people until 21 years of age. Evaluation of the SBM programme has shown that ongoing, holistic support, including housing support, has assisted 12 young people through the SBM pilot to access stable housing, address multiple and complex issues, and form trusting relationships with SBM workers that contribute to positive outcomes.
