Full textThis research project analyses the relationship between homeless people and public space, with particular attention given to the most recent strategies of urban policy aimed at regulating public space. The study is divided into two sections. The first section outlines the overall picture that emerges at an international level, highlighting three central dimensions: 1) the essential role of public space in the everyday life of the homeless; 2)the changes that take place in public space following urban renewal processes; and 3)the increasing control of public space leading to the exclusion of homeless people. Then using a funnel approach, the second section focuses on two European urban realities, Bologna and Amsterdam. The research is based on qualitative methods, namely in-depht interviews, direct observation of public space and the typical techniques of visual sociology, creating and using images as visual indicators of the ongoing processes, together with the analysis of both social and urban policies. The study identifies those urban spaces meaningful for the homeless, tracing their use of public space and its features, and the ways in which the city attempts to deal with the visibility of such population, which, especially in renovated city centres, poses problems of order, decorum and reorganisation of urban furniture. While realising the contingent and conditional character of control processes, the research reveals that in reality spaces of exclusion are being created within urban space which often correspond to exactly those spaces vital to the homeless. In conclusion, the analysis reflects on the image of a "showcase city" which underlies those processes; a city evidently not for the use of all but only for the use of some, relying as it does on exclusion.

Full textThe research proposes an analysis of the professional discretion exercised by social workers who work most in contact with clients and understood as street-level bureaucrats (Lipsky, 1980/2010). The in-depth analysis of the interactions between the various actors that take place in terms of the implementation of interventions and policies established upstream is extremely significant. Such interactions allow us to reflect on the transformations of welfare, on the representations of the poor and of poverty, on the mechanisms of governance, on the roles within the institutions and on the asymmetries of power. The general questions that motivated the study are: - What produces discretion? - How is this discretion exercised? - What consequences does discretion have on the lives of potential beneficiaries? The research started from the assumption that institutions are the context and product of social actors who reproduce their structures by introducing elements of change (Giddens, 1984; Crozier, 1963). Moreover, as Jacques Lagroye (1997, p. 8) observes, "the relationship with the institution is first and foremost the relationship with the one who plays a role in an institution". The most general problem into which the scientific interest of the present work fits is the condition of non-uniformity and inequality in access to rights. It is proposed, therefore, to investigate at what levels this access is played out and what factors contribute to favouring or hindering it. The survey focused on the models of reception aimed at homeless people in the city of Turin. From a methodological point of view, the research combines techniques typical of ethnography and organizational analysis, in accordance with the indications of Brodkin (2008). In a year of field research, the writer has used qualitative investigation techniques: documentary analysis, participant observation, semi-structured interviews, vignette. The present work is structured in three parts, the initial part of which is composed of four theoretical chapters. The second part of the thesis is dedicated to the presentation of the case study based on the questions of the research, the reconstruction of the methodology used. In the last part, the results of the research are discussed.

Full textThis thesis is a study of the social reintegration of vulnerable prisoners, especially those who are expected to become homeless after the detention. They are not only people in prison with a past of homelessness, but also prisoners who could become homeless during their imprisonment. The phenomenon has various causes, such as the situation after the detention has ended. The treatment may not be sufficiently oriented to the social rehabilitation and, therefore, detached from needs, desires, expectations and fears of prisoners and, more generally, they don’t meet the free society. The first part of the report reviews the international literature on the phenomenon, with a particular focus on two recent Italian documents: the “Linee di indirizzo per il contrasto alla grave emarginazione adulta in Italia” of the Ministry of Labour and Social Policy(Ministero del Lavoro e delle Politiche sociali) and the final document of a special General Assembly (Stati Generali sull’Esecuzione Penale) of the Ministry of Justice (Ministero della Giustizia). The second part of the report presents the research-action developed in the Bologna area, in particular the results of implementation of a set of educational practices and social policies designed to balk the phenomenon of prisoners who become homeless, actions developed with local institutions.
