Abstract:
Men are more likely to be blamed more for intimate partner violence (IPV) than are women who commit the same offense. However, because men are typically stronger and perceived as more physically aggressive than women are, perpetrator sex is confounded with masculinity and the ability to arouse fear in the victim. This study disentangled the construct of gender in understanding bystanders’ attributions of blame in IPV. Participants ( N = 639) read a scenario in which the perpetrator’s sex (male/female) and gender identity (masculine/feminine), and the victim’s sex (male/female) were manipulated and rated how much they blamed the perpetrator and the perpetrator’s ability to arouse fear of injury in the victim. Results showed that male perpetrators (regardless of gender identity) who assaulted a female victim were attributed the most blame and were perceived as having the greatest ability to arouse victim fear. In contrast, feminine female perpetrators were attributed the least blame and perceived as arousing the least victim fear regardless of the victim’s gender. Furthermore, controlling for the perpetrator’s ability to arouse fear in the victim resulted in the elimination of the interaction effects for blame. This finding suggests that perpetrators’ ability to arouse fear is an underlying factor in bystanders’ attributions of blame.

Abstract:
When interpersonal harm is inflicted, victims stop seeing themselves as fully human. The tethered humanity hypothesis proposes that victims restore a full human status when perpetrators undertake attempts at reconciliation and victims manage to reestablish the humanness of their perpetrators. In two studies, we tested this hypothesis and manipulated the perpetrators attempts at apologizing for their misconduct. Participants were either included or socially excluded and received a full or self-exonerating apology or a hostile message when they were excluded. Results indicated that victims dehumanized themselves and their ostracizers when they were socially excluded and managed to regain a full human status and rehumanized their perpetrators when a full apology was uttered. Moreover, regression analyses indicated that different humanness judgments (self, other, and meta-humanness) become tethered only when perpetrators apologized, while forgiving the perpetrator always correlated with the rehumanization of the self regardless of the perpetrator’s apology.

Abstract What are the consequences for perpetrators who engage in different types of ageism? We compared young (n=316), middle-aged (n=464), and older adults’ (n=273) perceptions of a perpetrator who engaged in an ageist action. Participants read a vignette about a pedestrian (the perpetrator) offering unwanted help to an older woman crossing the street. We manipulated the ageism type (benevolent or hostile), the reaction of the older target (acceptance, moderate confrontation or strong confrontation) and assessed the overall impression of the perpetrator. Main effects emerged for Ageism Type and Age Group. Overall, participants rated the perpetrator more positively in the benevolent condition compared to the hostile condition. Middle-aged and older adults rated the perpetrator more positively than young adults did. A Time x Confront interaction suggested that the perpetrator’s overall impression was not impacted when the target of the ageist act accepted the action or moderately confronted the perpetrator. In contrast, when the target confronted the perpetrator strongly, the overall impression of the perpetrator decreased. An Ageism Type x Age Group x Time interaction on overall impression also emerged. There were no age differences when the perpetrator committed a hostile act of ageism. In contrast, in the benevolent condition young and older adults perceived the perpetrator more negatively after the target’s reaction, whereas middle-aged adults did not adjust their impression. Taken together, these results suggest that young and older adults may be less accepting of benevolent ageism compared to middle-aged adults.

Abstract:
Although research has been conducted on rape myth acceptance (RMA) and other factors associated with attribution formation, researchers have not yet determined how the combination of such factors simultaneously affects levels of victim blame and perpetrator blame. The current investigation recruited 221 students from an all-women’s college to examine differences in blame attributions across RMA, victim gender, and perpetrator gender, and the relationship between the two parties (i.e., stranger vs. acquaintance). Results suggested that RMA, victim gender, and perpetrator gender account for a significant amount of variance in blame attributions for both victims and perpetrators. In sum, victim blame with female perpetrators was relatively consistent across levels of RMA, but increased substantially for male perpetrators as individuals endorsed higher levels of RMA. Perpetrator blame, however, was highest with male perpetrators when individuals endorsed low levels of RMA and lowest for male perpetrators when individuals endorsed relatively higher levels of RMA. Findings demonstrate the continued influence of RMA on blame attributions for both victims and perpetrators, and the stigma faced by male victims. More research is needed on the differing attributions of male and female victims and perpetrators, as well as differing attributions based on type of relationship. Such research will lead to a better and more thorough understanding of sexual assault and rape.

Abstract Despite elder family financial exploitation (EFFE) being recognized as the most prevalent type of elder abuse, little is known about the family context in which it occurs. To-date most EFFE research has focused on understanding the profiles of one victim and one perpetrator in reported cases. Informed by Family Systems Theory, this study offers new insight into the range and complexity of EFFE victim and perpetrator roles, family structures (relationship types across generations) and living arrangements. A mixed-methods dataset from a sample of non-perpetrator/non-victim concerned family members who experienced EFFE (most unreported to authorities) was utilized to map and analyze 23 family system genograms. The findings reflect four overall profiles when organized by the number of victim(s) and perpetrator(s) in each involved family system including: Single victim, single perpetrator (n=7), Single victim, multiple perpetrators (n=12), Two victims, single perpetrator (n=1), and Two victims, multiple perpetrators (n=3). Across the 4 profiles, most primary perpetrators moved in to live with the elder victims. For Single victim, single perpetrator cases, remarried spouses, as well as parent/adult child relationships in nuclear families with 2-3 adult children emerged. For Single victim, multiple perpetrators, up to five family perpetrators from 3 different nuclear families were involved, including adult children, their in-laws, and grandchildren as a common combination of perpetrators. The findings suggest EFFE is more complex than often assumed, involving multiple perpetrators and victims, and family relationship types beyond older parent/adult child. Implications for reframing risk profiles, assessment tools, and family-focused intervention strategies are discussed.

Abstract:
Victims of Childhood Sexual Abuse (CSA) may be met with skeptical responses when they disclose their experience. The fear of such a response means that most victims delay telling anyone about the abuse. The aim of this study was to explore how contextual factors of abuse such as victim gender and age, perpetrator gender, and victim–perpetrator relationship affect a response to CSA. Further, we explored what personality traits may predict a skeptical response. An online questionnaire with 357 undergraduate students asked participants to read a vignette describing CSA, and to indicate the extent to which they believed the vignette, whether they blamed the victim or perpetrator, and what punishment they would recommend for the perpetrator. Results indicated that older victims were less likely to be believed and more likely to be blamed than younger victims. Further, we found more blame was placed on a perpetrator of intrafamilial abuse compared with extrafamilial abuse, but only if the perpetrator was male. Female perpetrators were punished less harshly than male perpetrators, but female intrafamilal perpetrators received harsher punishment than female extrafamilial perpetrators. No such effect was found for male perpetrators. Openness to Experience was associated with a more supportive response to CSA, as was Agreeableness. Implications and future directions are discussed.

The purpose of this study is to identify and explain the criminal responsibility for perpetrators of sexual harassment with Fetishistic disorder also analyze the conformity of the criminal responsibility received by the perpetrators with Law Number 19 of 2016 on Information and Electronic Transactions. This research was using normative legal methods with statutory approach, conceptual approach originating from primary source in the form of statutory regulations, secondary and tertiary sources from related legal literature. The results of this study are the equating of Fetishistic disorder with the crime of sexual harassment in the form of obscenity as stated in the Criminal Code. The consideration used is the perpetrator's actions which clearly break the norms of decency. The actions taken by the perpetrator are carried out consciously and they know the impact of their actions. In accordance with article 44 of the Criminal Code, the perpetrators have to be responsible for their actions. Because the actions taken by the perpetrators involved technology so it will be a special kind of crime. Thus, the judge considered Article 27 paragraph (4) in conjunction with Article 45 paragraph (4) and/or Article 29 in conjunction with 45B of the Electronic Information And Transactions Law in deciding this crime

Objective: Informed by Family Systems Theory, this study examines the interwoven nature of intergenerational family structures and roles in which elder family financial exploitation (EFFE) takes place. Method: Data from a mixed-methods study were utilized to examine patterns of family structures and roles within and across 23 family systems. Participants were non-perpetrator/non-victim concerned family members (CFMs) who had experienced EFFE. Results: Four family context profiles were identified, organized by the number and roles of victim(s) and perpetrator(s) in each family system, including: Single victim, Single perpetrator; Single victim, Multiple perpetrators; Two victims, Single perpetrator; and Two victims, Multiple perpetrators. It is possible for multiple perpetrators to be involved, with up to five perpetrators across three generations in our sample. Discussion: Findings offer insight into the range of intergenerational family structures and roles affected by EFFE. Practitioners are encouraged to understand and address family contexts to improve EFFE intervention outcomes.

Abstract:
This article studies the possibility of perpetrator trauma in Edwidge Danticat's The Dew Breaker. The article gives a brief historical background of the political violence in Haiti that occurred under the Duvalier dictatorship and focuses specifically on the role of Tonton Macoutes, the violent enforcers of much of Duvalier's oppression. Drawing on trauma theory, the article argues that perpetrators have been very little studied within trauma studies because of the possible moral implications of giving research time to individuals who have often chosen their own path of violence. Along with theorists such as Kali Tal and Dominick LaCapra, this article investigates the difficult position of perpetrators who are also victims or those who have been traumatized in the act of violence. The paper finally argues that perpetrators may benefit from the opportunity to work through their trauma in the same way that victims work through trauma as a means of healing. In making this argument, this article shows the need for trauma theorists to study perpetrators in addition to current studies on victims and also shows an in depth study of the main character and primary perpetrator in The Dew Breaker.

Abstract:
Eyewitness identification is crucial in the apprehension and prosecution of criminals and it is thought to be one of the major determining factors in jury decision making. Making accurate identifications is therefore imperative, yet research has demonstrated that a number of variables can influence an eyewitness’ identification performance. One such factor is the number of perpetrators seen in the crime event. Recently, both within England and Wales and around the world, there has been a dramatic increase in crimes which involve multiple perpetrators. In contrast, only a few isolated studies have examined eyewitness performance of identifying multiple perpetrators of one crime, all of which have suggested that accuracy is poor, but few studies have made direct comparisons to single perpetrator identifications. This research aimed to explore multiple perpetrator identification performance, and extend previous literature to examine theoretical explanations behind eyewitnesses’ performance. The first study explored the extent of multiple perpetrator identifications within England and Wales and reports the results from a survey distributed to all police identification units within each force. Four further experimental studies were then conducted. Study 2 used an eyewitness paradigm to systematically explore the effects of single and multiple perpetrators at both the encoding (crime event) and retrieval (identification) stage, with results indicating that there was a multiple perpetrator disadvantage, highlighting that multiple perpetrators cause the greatest interference at the encoding stage of the process. Study 3 considered divided attention as a theoretical explanation for the poor identification performance of multiple perpetrators by integrating a change blindness paradigm and eyewitness paradigm, again comparing between single and multiple perpetrator crimes. As those who viewed a multiple perpetrator event were less likely to notice the change in perpetrator, and identification performance was poor, Study 4 questioned whether cueing a witness using intentional instructions could focus their attention to one particular perpetrator and subsequently improve identification performance, with positive results. Since the previous experiments had found an effect of divided attention, Study 5 examined whether the similarity of the perpetrators also caused interference at encoding, with results suggesting that they do. As multiple perpetrators in one crime event appear to cause interference in the perceptual process at the encoding, or crime, stage, future research needs to identify further methods of aiding witnesses to accurately encode the information and subsequently retrieve it, whether this is through elaborate instructions, or identification procedures.

The National Society of Protection and Cruelty to Children (NSPCC) estimate that 1 in 20 children are a victim of sexual abuse (Bentley, O’Hagan, Raff, & Bhatti, 2016). Furthermore, recent figures indicate that there has been a rise in child sexual abuse cases across the UK. Research into perpetrators of child sexual abuse have focused primarily on male offenders. Researchers have explored the cognitive distortions of male offenders and developed theories of sexual offending based on the risk factors associated with this population. More recently, studies have explored the core beliefs and schemas of child offenders to understand the factors that underpin their cognitive distortions. This empirical paper explores the Early Maladaptive Schemas and Implicit Theories of mentally disordered child sex offenders. Historically, societal perspectives of women indicated that females were highly unlikely to perpetrate sexual offences against children. More recent findings suggest that females account for approximately 5% of all sexual offenders across the UK, Canada, USA, Australia and New Zealand. However, this statistic varies depending on the data gathering methods employed: self-report studies indicate higher prevalence rates of female perpetrated sexual abuse compared to case report studies. This systematic review explores societal perspectives of female child sex offenders compared to male perpetrators.

Abstract:
Abstract Introduction. Approximately 88.000 cases of assault were reported to the Swedish police during 2010. Twenty-five percent of these cases were considered as violence against women. Intimate partner violence (IPV) is a worldwide issue and poses a major threat to women’s health. In Sweden, 17 women are killed each year by an intimate partner. This study aimed at increasing the knowledge of perpetrators of intimate partner homicide (IPH), in terms of type of mental disorder and type of deadly violence exerted. Method. A total of 49 forensic psychiatric investigations were obtained from the Swedish National Board of Forensic Medicine in Huddinge. Eighteen perpetrators of IPH were compared to 31 perpetrators of deadly violence in a non-intimate relationship. Comparisons were made by coding principal diagnoses as described in the forensic psychiatric investigations, and type of deadly violence exerted using the Cornell coding guide for violent incidents. Results. Perpetrators of IPH were, to a greater extent, diagnosed with a dysphoric or borderline personality disorder (BPD), whereas perpetrators of deadly violence in a non-intimate relationship were significantly more often diagnosed with an antisocial personality disorder (ASPD). Perpetrators of IPH used more deadly violence with reactive features, whereas perpetrators of deadly violence in a non-intimate relationship used significantly more deadly violence with instrumental features. Discussion. The results of this study are in agreement with previous research. In conclusion, perpetrators of IPH are more reactive in their deadly violence and less antisocial, in terms of being diagnosed with ASPD and previous convictions, compared to perpetrators of deadly violence in a non-intimate relationship. This may be helpful in terms of preventing future risk for IPV and IPH.

Abstract:
Background: The National Confidential Inquiry into Suicide and Homicide by People with Mental Illness has been collecting detailed clinical data since 1996 on a national sample of people who commit homicide, including psychiatric reports prepared for court. From 1996-2006, the Inquiry was notified of 5808 homicides in England and Wales. A diagnosis of personality disorder was made in 16% (406) of cases in psychiatric reports prepared for court. Given prevalence figures of 50-90% for personality disorder in the offender population in general, it seems likely that this is an underestimation in this population. Aims: Estimate the prevalence of personality disorder in a national case series of homicide perpetrators with court reports. Investigate any variables associated with the diagnosis of personality disorder in court reports, and with specific dimensions of personality disorder. Explore potential reasons for the lack of attribution of a personality disorder diagnosis in reports. Method 600 court reports were analysed using the PAS-DOC, a document derived version of the Personality Assessment Schedule. Those with a diagnosis of personality disorder in reports were compared with those without on a number of sociodemographic, clinical, and criminological variables Focus groups and semi structured interviews were conducted with Forensic Psychiatrists with a range of experience to explore attitudes towards personality disorder. Results: The prevalence of personality disorder in this sample was 56.3% (95% CI 52.3% - 60.3%). Perpetrators with previous violent offences and substance misuse were more likely to be diagnosed with personality disorder by report writers. Severe personality disorder was significantly associated with prior convictions for any violent offences and with a stranger as a victim. Complex personality disorder was associated with a family or spouse as a victim, and negatively associated with a stranger as a victim. A number of themes emerged in the focus groups and semi-structured interviews to explain the discrepancy between the identified prevalence of personality disorder and its diagnosis made by report writers. These included issues surrounding classification, comorbid mental illness, ethical issues regarding court, recommendations for verdict and disposal, treatability, service provision, training and stigma. Conclusions: Personality disorder is underdiagnosed in psychiatric reports prepared for court. Reasons for this and the implications from both a clinical and ethical perspective are discussed.

Abstract:
The scientific study of child abuse and infanticide is a relatively young practice in the field of medicine, psychiatry and psychology, and although the role of parents in child homicide has been studied, minimal research has focused on the role of the male paramour, or the child's mother's boyfriend, as the perpetrator of child homicides. This study aimed to examine the differences between male paramours and biological fathers who kill children and hypothesized that biological fathers or step-fathers are significantly more likely than the child's mother's male paramour to kill their children due to relationship factors between the perpetrator and the child's mother, specifically and for the purpose of this study in the context of domestic violence. Child homicides committed by male paramours, in comparison, are more likely to have resulted from factors that are individually or child-centered. Decedent children ages 0-17 that were killed at the hands of their biological father, male-stepfather, or biological mother's male paramours between the years 1999 through 2005 in Miami-Dade County were be studied. The age of the perpetrators and child victims killed by the two groups were compared using an independent samples t-test, with a significance level set at .05. The two groups of male perpetrators were compared on prior domestic violence histories, prior criminal histories, evidence of prior trauma to the child, and perpetration of multiple homicide and post-incident suicide using a chi-square test, with a significance level set of .05. Significant differences were found between the two groups. Specifically, paramours are significantly more likely to be younger than biological fathers and children killed by paramours are more likely to evidence prior trauma. Further, biological fathers are significantly more likely to have a history of domestic violence, as a perpetrator, engage in multiple killings, and commit suicide after perpetrating the child death. The study demonstrates the need for prevention resources to target the two groups differently, to be most effective in prevention. The study also demonstrates the need for more extensive research comparing differences child homicide versus child abuse and in those that perpetrate the two. Lastly, it should inform public policy and the law and how these are applied to cases of domestic violence and child welfare.

Empirical research in the areas of substance abuse (Beattie & Longabaugh, 1997; Beattie & Longabaugh, 1999; Falkin & Strauss, 2002; Gordon & Zrull, 1991; Humphreys & Noke, 1997; Mohr et al., 2001; Zywiak, Longabaugh & Wirtz, 2002) and general antisocial behavior (Browning, 2002; Capaldi, Dishion, Stoolmiller & Yoerger, 2001; Dishion, Patterson & Griesler, 1994) and a theoretical model of sexual assault perpetration (DeKeseredy & Schwartz, 1993; DeKeseredy, 1990a; DeKeseredy, 1988; Schwartz & DeKeseredy, 1997) highlight the role of peer groups' attitudes and behaviors in shaping those of their members. Intimate partner violence (IPV) among men's parents (Arriaga & Foshee, 2004; Doumas, Margolin & John, 1994; Silverman & Wiliamson, 1997) and peer groups (Abbey, McAuslan, Zawacki, Brown & Messman-Moore, 2010; Clinton, & Buck, 2001; Capaldi et al., 2001; Raghavan, Rajah, Gentile, Collado, & Kavanagh, 2009; Reed, Silverman, Raj, Rothman, Decker, Gottlieb, Molnar, & Miller, 2008; Silverman & Williamson, 1997) is also related to their own perpetration of IPV, specifically. However, existing research is yet to examine the extent to which men participating in batterer intervention programs (BIPs), a common form of treatment for perpetrators of IPV, receive messages about the perpetration of IPV from within their social networks, or whether or how BIP participants contribute to dialogues about abuse within their social networks. The purposes of the current study were to (1) describe the members of BIP participants' social networks and the ways in which they communicate about IPV with BIP participants, and (2) to describe how BIP participants address IPV with the members of their social networks, and the social network members with whom they do so. Focus groups with BIP facilitators and participants were conducted to develop inventories of abuse-relevant behaviors. One hundred and two BIP participants were surveyed to describe the members of their social networks, how the members of their social networks address the perpetration of IPV, and how BIP participants communicate about IPV to the members of their social networks. A series of multilevel models were tested to examine the characteristics of BIP participants' social networks and patterns of communication about abuse therein. An additional focus group provided interpretations of the quantitative findings. Findings reveal that the current sample of BIP participants has social networks that are smaller than those of the general population, and which consist of their current and former partners, friends and roommates, bosses and coworkers, family of origin, children, in-laws, and others. Participants' network members engage in behaviors that convey both pro-abuse and anti-abuse attitudes to BIP participants, participants engage in indirect anti-abuse behaviors with their social network members, and participants are less satisfied with network members who engage in more pro-abuse behaviors. Primary implications of the current study include (1) the understanding of BIP participants as bystanders who actively intervene in abuse-relevant social norms in their social networks; (2) a detailed picture of how and from whom BIP participants receive support for the perpetration of IPV; and (3) the creation of two new behavioral inventories that may be used to explore patterns and effects of abuse relevant communication in greater depth.

Abstract:
This study utilized a qualitative/phenomenological research methodology to study the development of child molestation. Five volunteer male juvenile perpetrators of child molestation and their consenting family members participated in three one-on-one in-depth interviews. The juveniles were referred by juvenile justice departments in Texas. The investigation was pursued along three paths: (1) what factors in the perpetrators' life experiences may have influenced the formation of molesting thought and behavior patterns? (2) how did the perpetrators construe social relationships? (3) in developing sexual preference, what process did the perpetrators utilize to achieve the degree of sexual arousal needed to motivate the act of molestation? During analysis, 16 categories and 9 subcategories were developed from the data; these were evaluated in order to address the lines of inquiry listed above. Factors contributing toward deviancy were identified: these included general environmental factors and relationship issues with both parents and peers. The data also elucidated the perpetrators' characteristic ways of viewing themselves and other people, as well as the strategies that they relied upon to cope with their lives. These same strategies were subsequently used in their molesting. The results revealed that the answers to the investigational questions posed above were synthesized by the individual across the lifespan, with origins in childhood when the concepts of self, others, social convention and interpersonal relationships were forming. It is likely that the typical interest in sexual expression that occurs at the onset of puberty was a catalyst that facilitated molesting behavior. The lack of ability to interact successfully with age mates appeared to influence the perpetrators' selection of children as targets. Recommendations were presented for consideration by the mental health and criminal justice communities based on the findings. Also, preventative measures for the public sector were offered.

Certain specificities regarding the keeping of records for these two criminal offenses (criminal acts and misdemeanors) exist when it comes to juvenile offenders. In the end, every perpetrator of a economic offense is enrolled in the record of convictions for a certain period of time. However, according to the Law on economic offenses, the perpetrator who is once registered in the record of conviction is never deleted from it. The object of the author's attention is the record of convictions for a economic offense. The aim of the paper is reflected in the critical analysis of the regulations regarding this record.

Peer violence is a burning issue which has attracted permanent attention of the professional and general public for years. Speaking in terms of the ongoing Covid-19 pandemic, it could be said that there has been a pandemic of peer violence in its various forms for a long time. The increasing cruelty among young people implied the need for the presentresearch in order to determine the expression of empathy among perpetrators of peer violence who are registered in primary and secondary schools in Niš and its surroundings, as well as in the Center for Social Work in Niš and Svrljig. Quantitative research method and scaling techniques were used in the research. The obtained results partially confirmed the general hypothesis, as higher scores were obtained on the cognitive dimension in relation to the affective dimension of empathy, i.e. verbal and physical aggression stood out as significant predictors of empathy in perpetrators of peer violence. The obtained research results imply the need for intensive promotion of empathy and prosocial development through programs for the development of social and emotional competencies of young people.

Every victim of sexual assault deserves an opportunity for justice and access to the resources they need to recover from this trauma. In addition, many perpetrators of sexual assaults are serial offenders who also commit other violent crimes, including armed robberies, aggravated assaults, burglary, domestic violence, and homicides, against strangers and acquaintances. Criminal justice agencies have the power to create a strategic, sustainable plan for an improved response to sexual assault that aligns with current best practices and national recommendations. In this document, we define an “improved response” as an approach that supports effective investigation and prosecution of sexual assault cases, holds perpetrators accountable, and promotes healing and recovery for victims of sexual assault. This guide will help prosecutor and law enforcement agencies create a process with milestones, goals, and suggested actions, all designed to support a successful and sustainable approach for addressing sexual assault cases. Improving the criminal justice system’s response to sexual assault ultimately improves public safety and promotes trust between criminal justice agencies and the communities they serve.

In a qualitative study of 40 women faculty in sciences, engineering, and medicine (http://sites.nationalacademies.org/SexualHarrassment.htm), respondents at all career levels and fields reported a range of sexual harassment experiences, including gender-based harassment (e.g., gendered insults, lewd comments), unwanted sexual advances, stalking, and sexual assault by a colleague. Sexual harassment experiences often diminished study participants' scientific productivity as energy was diverted into efforts to process emotional responses, manage the perpetrator, report the harassment, or work to prevent recurrences. Many women who experienced sexual harassment adjusted their work habits and withdrew physically or interpersonally from their departments, colleagues, and fields. Study participants who disclosed harassment to a supervisor or department leader often reported that the reactions they received made them feel dismissed and minimized. Sympathetic responses were often met with dismissiveness, minimization, or sympathy, but active or formal support was rarely provided, and women were typically discouraged from pursuing further action. Formal reporting using university procedures was often avoided. University-level reporting sometimes damaged women's relationships with department colleagues. Women who disclosed their experiences often faced long-term, negative impacts on their careers. Study participants identified opportunities to address sexual harassment by (1) harnessing the power of university leaders, department leaders, and peer bystanders to affect the academic climate; (2) instituting stronger and better-enforced institutional policies on sexual harassment with clear and appropriate consequences for perpetrators; and (3) advancing the cross-institutional work of scientific and professional societies to change the culture in their fields.

This rapid review updates a previous report (Fraser and Martineau-Searle, 2018) with evidence from 2018 onwards. It finds an evidence base on online gender-based violence (OGBV) covering a wider range of countries than the previous report. Some key findings on the nature and prevalence of OGBV include: The most recent surveys show a prevalence of OGBV ranging from 16% to 58%; Men and boys also experience online abuse in high numbers, but it is less likely to be gender-based; Several studies from different countries identify Facebook as the top location for incidents of OGBV; Higher levels of online harassment and abuse are faced by people with intersecting inequality factors; According to victim-survivors, perpetrators are more likely to be unknown and acting alone, but large numbers are known to the victims. Perpetrators themselves report divergent, multifaceted and often over-lapping motivations for their actions; Analysis of underlying drivers of OGBV highlights an overarching theme of power and control, and heteronormative expectations around gender roles and sexual practice. Many authors recommend that OGBV be understood as part of a continuum of abuse where normalised behaviours, such as sexual harassment in public spaces, shade into behaviours widely recognized as criminal, such as physical assault. The societal impact of OGBV includes: Media freedom is compromised; Democracy being undermined; Economic losses resulting from lost productivity; A ‘climate of unsafety’ prevails. Evidence base: The number of surveys about self-reported experiences with online harassment has increased rapidly. The majority of the research found during the course of this rapid review came from international and domestic non-governmental organisations and think-tanks. Academic research studies were also found, including several literature reviews.

This study aims to develop understanding of the interactions between perpetrators of coercive control and intimate partner stalking, and their victims, and how these interactions may be linked to escalating and de-escalating risk of serious harm or homicide. This is a qualitative study, and we interpret our data using the lens of coercive control as described and understood in UK definitions, and the work of Stark (2009). The overall aim is to use the principles of temporal sequencing to organise the behavioural data into a sequence and organise the sequence into stages that represent potential escalating risk - the further along the sequence, the higher the risk of serious harm, with opportunities at every stage to halt the progression. Three pilot tools were developed for professionals in the areas of Intimate Partner Homicide, Domestic Abuse related Suicide and Honour Killing.

This rapid review synthesises evidence on the role of gender in serious and organised/transnational crime (SOC) with regard to gender norms, participation and prevention. It looks at the literature on the roles women play in organised crime groups and their pathways to participation, the impact of cultural gender norms in different forms of participation for men and women in SOC, and the role of gender dynamics within families or communities in preventing SOC. Key Overall Findings linking gender norms, female participation and prevention of SOC: 1). Gender norms and women’s participation in SOC are varied and highly contextual, highlighting the importance of gender analysis to programming; 2). Gendered perceptions of men as perpetrators and women as victims in SOC undermine effective responses; and 3). Some types of masculine identity have been linked to involvement in violent crime and societal tolerance of organised crime groups. In Italy, some feminists characterise opposition to SOC as an anti-patriarchal struggle.

While there was substantial literature on approaches and principles to GBV documentation, there was less on remote service delivery such as helplines – much of this only in the wake of the COVID-19 pandemic. In addition, very little was found on actual examples of GBV documentation in developing contexts. By definition, gender featured strongly in the available literature; the particular needs of persons with disabilities were also addressed in discussions of overall GBV responses, but far less in GBV documentation. GBV documentation refers to the recording of data on individual GBV incidents in order to provide/refer survivors with/to appropriate support, and the collection of data of GBV incidents for analysis and to improve GBV responses. The literature notes that there are significant risks associated with GBV documentation, in relation to data protection. Failure to ensure information security can expose survivors, in particular, to harm, e.g. reprisal attacks by perpetrators, stigma, and ostracism by their families/ communities. This means that GBV documentation must be carried out with great care. A number of principles should always be applied when documenting GBV cases in order to protect survivors and prevent potential negative effects: do no harm, survivor-centered approach, survivor autonomy, informed consent, non-discrimination, confidentiality, and data protection (information security).

Abstract:
The Democratic Republic of the Congo (DRC) consistently scores in the lowest rungs of global indexes on corruption, integrity and wider governance standards. Indeed, corruption of different sorts pervades public and corporate life, with strong ramifications for human development. Although the DRC is one of the richest countries in the world in terms of natural resources, its people are among the globe’s poorest.Corruption in the extractive industries (minerals and oil) is particularly problematic in terms of scale and its centrality to a political economy that maintains elites and preserves the highly inequitable outcomes for the majority. The politico-economic elites of the DRC, such as former President Joseph Kabila, are reportedly significant perpetrators but multinationals seeking valuable minerals or offering financial services are also allegedly deeply involved. Corruption is therefore a problem with national and international roots.Despite national and international initiatives, levels of corruption have proven very stubborn for at least the last 20 years, for various reasons. It is a structural and not just a legal issue. It is deeply entrenched in the country’s political economy and is driven both by domestic clientelism and the fact that multinationals buy into corrupt deals. This rapid review therefore seeks to find out the Corruption challenges and responses in the Democratic Republic of Congo.Grand level corruption shades down into the meso-level, where for instance, mineral laden trucks are systematically under-weighted with the collusion of state officials. With severe shortfalls in public funding, certain public services, such as education, are supported by informal payments. Other instances of petty corruption facilitate daily access to goods and services. At this level, there are arguments against counting such practices as forms of corruption and instead as necessary survival practices.To address the challenge of corruption, the DRC is equipped with a legal system that is of mixed strengths and an institutional arsenal that has made limited progress. International programming in integrity and anti-corruption represents a significant proportion of support to the DRC but much less than humanitarian and governance sectors. The leading international partners in this regard are the EU, US, UNDP, UK, African Development Bank, Germany and Sweden. These partners conduct integrity programming in general governance issues, as well as in the mineral and forest sectors.The sources used in this rapid review are gender blind and converge on a very negative picture The literature ranges from the academic and practitioner to the journalistic and investigative, and taken as a whole, is of good quality, drawing on different types of evidence including perceptions and qualitative in-country research. The sources are mostly in English with two in French.
