RésuméCet article se concentre sur l’accord de paix signé en 1678 entre Gamba Zumba, leader de Palmares, la communauté d’esclaves en fuite la plus importante et la plus durable de l’histoire de l’esclavage au Brésil, et les autorités coloniales du Pernambouc, dans le nordest de l’État du Brésil, qui donna naissance au hameau de Cucaú. Il examine le contexte dans lequel ont été menées les négociations, leur lien avec les débats sur la liberté des Indiens au Brésil et les controverses suscitées par l’octroi de l’affranchissement aux natifs de Palmares, suivi du re-asservissement des habitants de Cucaú. Les caractéristiques de l’accord de 1678 et les circonstances dans lesquelles il fut signé révèlent des aspects importants des luttes esclaves et des choix qui ont été faits. Choix qui concernaient l’esclavage et la liberté des Noirs et des Indiens dans l’empire colonial portugais à la fin du xviie siècle, au Pernambouc, au Brésil et au Portugal.

S’intéressant à un emblème populaire des luttes pour la démocratie au Brésil, cet article se penche sur la capacité heuristique du drapeau du Mouvement des Sans Terre à dévoiler certaines significations de la crise politique ayant porté Jair Bolsonaro au pouvoir. À partir de matériaux ethnographiques issus d’une longue enquête dans l’État du Pernambouc, lieu stratégique des mobilisations de la gauche au cours de cette période, l’analyse souligne les écarts entre ritualisations militantes et usages ordinaires faisant du drapeau autre chose qu’une adhésion à la cause de la démocratie.

Abstract:
A Recife, capitale du Pernambouc, où plus de la moitié de la population vit dans des favelas, on observe une importante ségrégation socio-spatiale, malgré les luttes grâce auxquelles les habitants des couches populaires ont réussi à peser politiquement. L'équipe municipale, sous la conduite du maire João Paulo (Parti des Travailleurs), mène depuis 2000 une action marquée par de nombreuses pratiques "participatives" : Budget Participatif et économie solidaire, par exemple. Ces expériences marquent d'incontestables avancées, notamment parce qu'elles sont effectivement redistributrices, mais souffrent d'une certaine mainmise de l'Exécutif sur leur déroulement et d'une portée trop restreinte. On peut les lire comme des politiques compensatoires, destinées aux "relégués". Ainsi, on doit se demander si elles ne sont pas limitées par la présence, en leur amont, de facteurs structurels sur lesquels elles n'ont que peu de prise : forte division sociale, insuffisamment remise en cause par les politiques macro-économiques menées au niveau national ; maintien d'une culture politique hostile à la démocratie ; présence de la violence, perceptible au travers des taux élevés d'homicide. Par ailleurs, en "aval" de ces expériences, on observe des processus collectifs d'appropriation de l'espace urbain ou de création artistique : le sport, le Carnaval ou la musique peuvent en fournir des exemples concrets. Il semble ainsi, qu'à défaut de processus d'organisation politique de type démocratique, on ne puisse aujourd'hui qu'observer des processus partiels et fragmentés d'institution collective de pratiques sociales créatives
In Recife, the Capital of the state of Pernambuco, more than half of the population lives in suburbs. We can observe an important socio-spatial segregation, despite the struggles led by the residents of popular areas, thanks to which they manage to get a political influence. Since 2000, the administration of João Paulo (Workers' Party) has been developing an action marked by a lot of participative practices: Participative Budget and social economy, for instance. These experiences are incontestably carrying advances, because they are effectively redistributive, but they suffer from a strong presence of the Executive Power in their progress and their alcance keeps limitated. They can be interpretated as compensative policies, destinated to the relegated populations. Therefore, we can wonder if they are not limitated, by the “upstream” presence of structural factors, on which their influence remains weak: existence of a strong social division, which is not sufficiently attacked by the Federal government macro-economical policies; permanence of a democracy-hostile political culture; presence of violence, perceptible through high homicide rates. In addition, “downstream” of these experiences, we can observe collective processes aiming at an appropriation of the urban territory or at artistic creation: sport, Carnival or music can give concrete examples. It seems that, in absence of democratic processes of political organisation, we only can observe partial and fragmented processes of collective institution of creative social practices

Ce travail cherche à interroger la place occupée par les systèmes de drainage dans le développement urbain au Brésil. Négligées dans l’aménagement de la région métropolitaine de Recife, les eaux pluviales ont longtemps été traitées exclusivement dans le champ sectoriel de l’eau et envisagées comme des contraintes à surmonter. Dans le bassin du fleuve Beberibe, ces postures sont à l’origine d’un cadre territorial où le mauvais drainage se conjugue à la pauvreté, à la précarité de l’habitat et aux risques. La faillite des approches sectorielles a conduit à une révision des principes guidant le drainage urbain. Celle-ci prend en compte l’intégration intersectorielle, la complexité des territoires et la participation des citadins à la planification et à la gestion urbaines. Cette analyse renvoie à une tendance globale de rapprochement des interventions d’aménagement et d’assainissement, d’où émergent les notions d’assainissement environnemental et de développement durable du drainage urbain. L’étude suit une approche diachronique, montrant l’évolution des pensées et des actions, et synchronique, mettant en lumière l’interconnexion entre les initiatives de gestion de l’eau. Ainsi, l’observation de trois expériences métropolitaines dévoile des particularités du cas brésilien. L'expression « eau-urbanisation » est utilisée dans cette thèse pour décrire l'interaction entre les aspects sectoriels de l’eau et la perspective d’aménagement territorial. Dans un cadre normatif inachevé et vu du double défi national d’améliorer les aspects quantitatifs et qualitatifs de la gestion de l’eau, cette idée demeure encore à l’état d’utopie
This dissertation questions the underplaying of drainage systems in the urban development in Brazil. Neglected by the territorial planning system of the Recife Metropolitan Region, the stormwater was for a long time considered only by the hydrical and sanitation point of view and seen only as obstacle to be surmounted. In the Beberibe River Basin, such attitudes created a condition in which inadequate drainage is associated to poor living conditions, leading communities to live in a risk situation. The failures of biased urban policies are provoking a reassessment of the principles which guided urban drainage. Such reassessment is creating a view which recognizes the inter-sectorial integration, the complexity of the territories and the community participation in the decision-making process of planning and urban management. This analysis points to a process which follows a world trend of bringing together urban planning and sanitation programs, from which the notion of environmental sanitation and sustainable development of urban drainage emerges. This study follows two approaches: one diachronic, which demonstrate the history of thoughts and actions, and another synchronic, which reveals the interconnection between the water management initiatives. Therefore, the study of three experiences in the metropolitan Region of Recife reveals the particularities of the Brazilian case. The term "water-urbanization" is used in this dissertation to describe the interaction between the stormwater management and the spatial planning perspective. In an incomplete regulatory framework and considering the national challenge to improve the extent and the quality of the water management, such idea reveals itself as a utopia

L’observation et l’hypothèse que les franciscains sont à la base de la création d’« un monde franciscanisé » est au cœur de ma thèse. Les premiers signes sur cette idée nous est donné aux couvents franciscains d’Olinda (1754 ?) et ensuite à Salvador de Bahia (1766) et João Pessoa (1766). Mais une chronique franciscaine, l’Orbe Serafico, Novo Brasilico, due à Frère Antônio de Santa Maria Jaboatão et publiée à Lisbonne en 1761, nous a ouvert un horizon plus vaste. Après des années de recherches, d’étude et de réflexions, nous avons constaté que la pensée franciscaine au Brésil s’agissait d’un point de vue sur le pays, l’Empire portugais et l’évangélisation franciscaine dans le monde entier. Cette pensée est né à Rome (1587), passe par le Piémont (1682), le Portugal (1740) et arrive à Olinda (1754), la ville où débarquent, en 1585, les premiers franciscains afin d’y implanter l’ordre. Cette thèse est une étude sur les rapports entre les frères franciscains, le Brésil, la société pernamboucaine et l’avenir ouvert à de multiples possibilités pour trouver sa place dans le Brésil du XVIII siècle
The observation and the hypothesis that the Franciscans are at the origin of the creation of a « Franciscanized world » is at the heart of my thesis. The first iconographical signs of the idea are presented to us at the Franciscan convents at Olinda (1754) and, after that, at Salvador de Bahia (1766) and at João Pessoa (1766). But a Franciscan chronicle, l’Orbe Serafico, Novo Brasilico, by Fra Antônio de Santa Maria Jaboatão, published in Lisbon in 1761, has opened up for us a much wider horizon. After many years of research, study and reflection, we can state that, for the Franciscans of Brazil, it was a question of their vision of the country itself, but also, more broadly, of the Portuguese Empire and of the Franciscan evangelization of the whole world. This idea born in Rome (1587) passes through the Piedmont (1682), Portugal (1740) and arrives in Olinda (1754), the city where the first Franciscans landed in 1585 to establish the order there. My thesis studies the relationships between the Franciscans, Brazil, the society of Pernambouc and a future open towards multiple possibilities for finding its place in the Brazil of the 18th century

Sur les traces de virgolino, le celebre bandit bresilien, ce travail pretend etre l'histoire d'une microsociete composee de deux communes, theatre de sa vie. Villa bella et floresta, situees dans la vallee du pajeu, dans l'arriere-pays de l'etat de pernambuco, durant la premiere republique (1889-1930). Region soumise aux secheresses, designee de nos jours par le terme de sertao, elle reste meconnue et constitue ainsi un objet historique en pleine construction, toujours impregne de nombreux cliches. La trajectoire de sa vie nous servira de fil d'ariane pour operer un retour vers la vie << au village >>, en un monde au systeme foncier tout a fait singulier. Apres avoir decrit ce rapport a la terre, nous aborderons celui que ces gens entretiennent avec le nom, avec l'autre, puis avec dieu et en particulier ses saints. De la religiosite a la religion, nous etudierons le role joue par l'eglise en tant qu'institution puis en viendrons a l'etat. Il sera alors question de l'histoire administrative et respectant un constant jeu d'echelles, nous analyserons les repercussions au niveau local des transformations regionales et nationales, a partir notamment de l'application de la justice penale. Les proces nous permettront d'entamer une etude de la violence et de saisir aussi bien les codes normatifs que l'appropriation que chaque commune fait de son propre appareil juridique. Nous observerons le bras de fer qui oppose les differents modeles de justice et comment, malgre l'echec de l'etat a monopoliser la violence, cette microsociete, eloignee mais non isolee de la cote, a su toujours integrer et reinterpreter les modeles de la modernite.

La recherche porte sur les facteurs déterminant les rapports entre trois types d'acteurs : paysans, chercheurs et vulgarisateurs, dans des projets de développement agricole au Brésil (états de Pernambouc et Minas Gerais). Trois axes ont été approfondis : le premier concerne le groupe des paysans en tant que sujet social ayant des représentations et un champ d'action collectives ; le deuxième, les instances extérieures d'intervention dans les rapports qu'entretiennent leurs techniciens avec les paysans et leurs organisations ; le troisième, la méthodologie de recherche développement adoptée par les institutions concernes et les innovations qu'elles apportent. Dans les quatre cas étudiés, les paysans ont élaboré des systèmes cohérents d'innovations combinant l'introduction de l'insémination artificielle bovine et la modification des cultures fourragères. Ils ont utilisé des stratégies collectives de production et de commercialisation, auxquelles ont participé chercheurs et vulgarisateurs. On peut dire que l'innovation en milieu paysan est un processus social à dominante endogène auquel les intervenants extérieurs peuvent apporter leur concours. Avant la mise en œuvre des projets, le discours participatif des institutions était en contradiction avec leur propre pratique auprès des acteurs. L'évolution des organisations paysannes et la prise de conscience des techniciens ont donné lieu à une nouvelle alliance entre eux. L'étude a fait ressortir le rôle des représentations des trois catégories d'acteurs dans l'action collective : selon les cas, il peut soit empêcher l'établissement d'une dynamique recherchée, soit conduire au résultat souhaité. Un partenariat entre les diverses institutions de développement et les organisations paysannes est préférable au désengagement accru de l'état.

This study concerns the agrarian conflits in pernambuco, brazil. We analyse the social relations between landowners, peasants, the catholic church and political parties. In the brasilian history of social agrarian mouvements penambuco was known by his "peasant leagues", createdby francisco juliao in 1955 and, in a few years, spread over almost all brasilian territory. The main struggle of the leagues was agrarian reform. During the new republic (1985 - 1988), when the nacional agrarian reform plan was signed, we did not observe, in pernambuco, a so important effort for the agrarian reform as in others brazilian states. Our thesis shows the reasons of the diminution of the intensity of agrarian conflits in pernambuco. Neverthless, the rural workers syndicates of pernambuco succeed to organise, annualy, important strikes in the plantations of suggar cane. The axe of the agrarian conflits was thus tranferred from the land property question to the problems of wages and work conditions of the wage earners of the suggar cane

Cette thèse repose sur l'analyse de la trajectoire sociale de cent cinquante-quatre propriétaires fonciers de Floresta et Tacaratú, deux villes moyennes de la région du Médio São Francisco1, l'arrière-pays du Pernambouc. La recherche de documents judiciaires et notariaux permet de situer les caractéristiques de la formation sociale de cette catégorie de propriétaires, dans la période de l'exécution de la Loi de Terres de 1850, moment où le gouvernement impérial du Brésil cherchait à concrétiser des transformations économiques et sociales importantes, telles que les ventes de terres publiques à des particuliers.Pour ce faire, nous nous proposons d'analyser le régime de copropriété qui caractérisait nombre de biens de propriétaires fonciers. L'étude comparative des sources a permis de mettre en évidence des caractéristiques sociales, politiques, culturelles et économiques de ces membres des familles traditionnelles de la région. À partir d'une approche d'histoire sérielle et prosopographique, nous avons constitué les réseaux de sociabilité développés par ce groupe élitaire, tel que le réseau matrimonial, le réseau patrimonial et le réseau politique bureaucratique.Nous avons constaté que ces familles de copropriétaires fonciers ont participé de la construction de cet espace de l'arrière-pays, comme catégorie socialement dominante et tant que de membres de la bureaucratie administrative locale.

Se referant a l'histoire individuelle de paysans du nord-est du bre sil, l'auteur analyse les processus de construction du savoir-faire et du rapport au savoir chez ces paysans. A partir de ces analyses et de celle de la paysannerie en tant que mode de vie et de production agricole, il presente ses considerations critiques sur la formation professionnelle continue des paysans. Il aboutit a la constatation que la technologie utilisee pour la production de la pomme de terre, par exemple, resulte de recherches effectuees dans des conditions de production differentes de celles des paysans. Cette technologie est donc inadaptee a leurs pratiques de travail et de vie. La formation professionnelle continue chez ces paysans devrait etre centree sur la realite concrete dans laquelle ils evoluent, soit afin de mieux la comprendre, la critiquer et la transformer. Dans le cas bresilien, les analyses revelent l'absence de liaison entre le concret vecu par les paysans et les processus de formation. La transformation de cette situation exigerait des reformes structurelles, de nature politique et economique
With reference to the individual case history of peasant farmers in the north-east of brazil, the author analyses the process of the accumulation of ability and know-how, and the way these farmers develop a relationship to learning and knowledge. From this analysis combined with the one regarding the peasantry in its way of life and as a social class involved in a specific economic reality ( the peasant economy ), he offers his critical considerations about training of peasant farmers. He comes to the conclusion that the technology used in the potatoproduction - for instance - results from research made under specific conditions which differ from the conditions in which the countrymen work. Therefore, the technology is inappropriate to their working practices and lifestyle. Professional training for these farmers should be centred on their real requirements, in order to understand them better, to analyse critically and to develop radically new programs. Abstract:
Chapter 5 analyzes the MST’s attempt to transform public schools in the state of Pernambuco, beginning in the late 1990s after the movement already developed a national pedagogical proposal. This chapter argues that regime type is not as important in the context of states with low levels of capacity for implementing policy goals. In the first case of Santa Maria da Boa Vista, the MST’s increasing capacity for educational governance convinced multiple clientelistic regimes that it was worthwhile to collaborate with the movement. In addition, activists’ ability to garner the consent of municipal public school teachers pushed forward the movement’s educational program. The second case of Água Preta shows that the MST’s own movement infrastructure is a major factor that determines social movement outcomes. In this case, while the same political opportunities are open in Água Preta as in Santa Maria da Boa Vista, the internal divides within the settlements in Água Preta prevent local leadership development and thus hamstring activists’ ability to participate in the public schools.

El municipio de Recife, nordeste de Brasil, Estado de Pernambuco, se ubica dentro de las ciudades con mayor de afectación producto del cambio climático (la primera en Latinoamérica). En el 2022, la alcaldía afrontó lluvias torrenciales que condujeron a inundaciones de hasta 2 metros de altura en diferentes puntos de la ciudad, con severas afectaciones patrimoniales, de infraestructura, activos de las familias y vidas humanas sobre todo en viviendas que estaban ubicadas en zonas con alta exposición a deslizamientos. En ese sentido el Municipio, en coordinación con el BID están trabajando en una estrategia para reducir la vulnerabilidad socio ambiental de sus habitantes y mejorar la resiliencia del sistema de drenaje. En tal sentido, se está preparando una operación a ser aprobada a principios del 2023 por un monto de 400 millones de dólares. Las acciones propuestas, entre otras, implican la relocalización de más de 4000 familias y la recuperación de las áreas inundables del río Tejípio y sus afluentes. Esta operación fue preparada atendiendo los requisitos del nuevo Marco de Política Ambiental y Social. El equipo de Unidades Ambientales y Sociales del BID apoyo a la Alcaldía de Recife en la elaboración de un Estudio de Impacto Ambiental y Social (EIAS) basado en un enfoque de riesgo social y ambiental. Como resultado de la evaluación, se identificó que el componente de reasentamiento de familias que incluye la operación requiere medidas específicas al no ser un impacto sino un componente en sí mismo de la intervención planteada; se buscaron los canales de participación de partes interesadas para de manera coordina lograr el objetivo del programa que es la reducción de la exposición de las comunidades ante el riesgo de deslizamiento e inundación. El EIAS retroalimento los diseños de las obras de recuperación de drenaje urbano, y se integraron medidas para asegurar la mejora de la capacidad hidráulica, la liberación de las áreas inundables, el mejoramiento de la calidad del agua y la recuperación de las funciones ecológicas de manera articulada con las Unidades de Conservación Ambiental, Manglares y reas de Protección Ambiental. Adicionalmente, es de destacar que el desempeño social y ambiental de la operación será gestionado a través de un Sistema de Gestión Ambiental y Social, preparado bajo el esquema Plan-Do-Check-Act.

A partir de la descripción de estos casos se identifican los principales resultados alcanzados por estos gobiernos y su impacto en los ciudadanos y empresas de sus respectivos Estados. Asimismo, se rescatan aspectos que pueden servir de ejemplo para otros gobiernos y se puntualizan algunos de los desafíos que estos procesos innovadores deben afrontar para su consolidación.

Abstract:
This Technical Note describes and analyzes the management model implemented in 2007 by the State of Pernambuco, Brazil. It discusses the model's main features, as well as how and why it was implemented, and suggests opportunities for improvement and institutionalization. It also presents lessons learned for other subnational governments seeking to improve their performance and achieve results for the citizens. The key innovation of the Pernambuco case is the integration of planning, budgeting, monitoring, and intervention through a management model endorsed by the Governor and steered by the Secretariat of Planning and Management (SEPLAG) as the key player within the Center of Government (CoG). The CoG has set clear priorities and developed approaches and capacities to make adjustments and corrections when obstacles are harming performance. It has also implemented routines and technical tools, which appear to be in the process of becoming institutionalized. At the same time, there is room for improvement, mainly in terms of strengthening the model's focus on outcomes and refreshing some of its key components.

Foram selecionados os estados de Ceará (CE), Pernambuco (PE), Bahia (BA), Rio de Janeiro (RJ), São Paulo (SP) e Santa Catarina (SC), onde se verificou que o crescimento da arrecadação foi inferior ao de sua base, o que seria um indício de que as potencialidades do ICMS não estão sendo amplamente aproveitadas. Uma possível explicação é cada vez mais comum os governos estaduais se valerem da concessão de incentivos fiscais para atrair empreendimentos para os seus territórios - prática conhecida como guerra fiscal.
