ABSTRACT With its dispute settlement system in peril, the role of the World Trade Organization in mitigating commercial conflict is more important than ever, but its working practices need reform. The Sanitary and Phytosanitary Measures and Technical Barriers to Trade committees have developed a mechanism for members to raise ‘specific trade concerns’ about the laws, regulations, and practices of their trading partners, both proposed and already implemented. These specific trade concerns can mitigate sources of friction and help avoid recourse to formal dispute settlement. This article assesses experience with specific trade concerns and analyzes suggestions for reform of the process and its extension to all World Trade Organization committees. The important World Trade Organization reform question is whether procedural changes in Geneva can make specific trade concerns more effective for all members while facilitating enhanced participation by members who do not now make full use of the possibilities that such procedures offer.

Abstract:
Numerous evidence suggests that interneurons located in the lateral tegmentum at the level of the trigeminal motor nucleus contribute importantly to the circuitry involved in mastication. However, the question of whether these neurons participate actively to genesis of the rhythmic motor pattern or simply relay it to trigeminal motoneurons remains open. To answer this question, intracellular recordings were performed in an in vitro slice preparation comprising interneurons of the peritrigeminal area (PeriV) surrounding the trigeminal motor nucleus (NVmt) and the parvocellular reticular formation ventral and caudal to it (PCRt). Intracellular and extracellular injections of anterograde tracers were also used to examine the local connections established by these neurons. In 97% of recordings, electrical stimulation of adjacent areas evoked a postsynaptic potential (PSP). These PSPs were primarily excitatory, but inhibitory and biphasic responses were also induced. Most occurred at latencies longer than those required for monosynaptic transmission and were considered to involve oligosynaptic pathways. Both the anatomical and physiological findings show that all divisions of PeriV and PCRt are extensively interconnected. Most responses followed high-frequency stimulation (50 Hz) and showed little variability in latency indicating that the network reliably distributes inputs across all areas. In all neurons but one, excitatory postsynaptic potentials (EPSPs) or inhibitory postsynaptic potentials (IPSPs) were also elicited by stimulation of NVmt, suggesting the existence of excitatory and inhibitory interneurons within the motor nucleus. In a number of cases, these PSPs were reproduced by local injection of glutamate in lieu of the electrical stimulation. All EPSPs induced by stimulation of PeriV, PCRt, or NVmt were sensitive to ionotropic glutamate receptor antagonists 6-cyano-7-dinitroquinoxaline and d,l-2-amino-5-phosphonovaleric acid, while IPSPs were blocked by bicuculline and strychnine, antagonists of GABAA and glycine receptors. Examination of PeriV and PCRt intrinsic properties indicate that they form a fairly uniform network. Three types of neurons were identified on the basis of their firing adaptation properties. These types were not associated with particular regions. Only 5% of all neurons showed bursting behavior. Our results do not support the hypothesis that neurons of PeriV and PCRt participate actively to rhythm generation, but suggest instead that they are driven by rhythmical synaptic inputs. The organization of the network allows for rapid distribution of this rhythmic input across premotoneuron groups.

Правильность учета реализуемой продукции, соблюдение требований, предъявляемых к учету, и оптимальный выбор методов учетной политики, касающихся различных аспектов реализации, также играют немаловажную роль в формировании финансовых результатов. Вопросу увеличения объема реализации придается большое значение, поскольку в этом кроется залог улучшения финансовых результатов организации. In modern market conditions, when organizations are forced to act at their own peril and risk and wage fierce competition for mastering a larger share of the market, the importance of this issue becomes even higher. In this regard, it is necessary to periodically conduct marketing research of the market, study consumer demand for its more effective satisfaction, conduct an economic analysis of performance indicators and, on its basis, make rational management decisions. The correctness of accounting for products sold, compliance with accounting requirements, and the optimal choice of accounting policy methods related to various aspects of implementation also play an important role in the formation of financial results. Great importance is attached to the issue of increasing the volume of sales, since this is the key to improving the financial results of the organization.

This essay explores the production of peri-urban participatorypractices in the city of Cochabamba, Bolivia. We seek to identify thedistinctive and productive elements of local forms of social andpolitical organization, constructed both in spite of and in the contextof the city’s exclusions. We begin by examining the historical andinstitutional frameworks that have created a discriminated andexcluded area of the city. We then consider the formation oforganizational relations in this context, identifying everydayparticipatory practices of inhabitants of two neighborhoods in theperipheries of the city. We highlight, in particular, those localpractices that point towards alternatives to two fundamental elementsof liberal citizenship: its enduring division between the private andthe public, and its individualization of socio-political claims. Finally,we explore the importance of peri-urban practices and logics in thecurrent socio-political panorama of the country.

Abstract Trade unionism was at the leading edge of African freedom struggle in the 1940s and 1950s. It was an incubator where different visions of decolonized futures vied for ascendency after WWII. This article analyzes international labor networks and trade union activism in Kenya to explore the entanglements of decolonization and Cold War from Africa in the 1940s to 1960s, an era when competing modes of anticolonial internationalism laid paths to independence. This story is told in two phases. Through Makhan Singh, the article assesses the influence of Indo-African connection, Marxism and the radical left on labor organization over the 1940s. Then, through Tom Mboya, the article charts Kenyan affiliation to the anticommunist International Confederation of Free Trade Unions (ICFTU) and American Federation of Labor and Congress of Industrial Organizations (AFL-CIO) from the early 1950s. It shows how this internationalist volte-face transformed Kenya’s trade union landscape, propelled anticolonial agitation and, by the late 1950s, wrought irreparable fractures in fledgling pan-African institutions over the very nature of postcolonialism. The article argues that mobile African labor leaders coproduced, domesticated, and molded Cold War networks—that the conduits of early global Cold War agency ran both ways. Singh and Mboya were interlocutors in pluripotent world conversations marshaled for African decolonization. They also helped delineate the terms of global dialogue at a moment of neocolonial peril and decolonizing opportunity. This calls on historians to define alternative chronologies of globalist possibility masked by the tighter constraints placed on African states in the later twentieth century.

This article explores the mechanisms of urban self-organization and the role of formal institutions in shaping peri-urban areas. A case study of Gaobeidian, a former rural village that is now part of Beijing, examines the mechanisms of change and the interdependent relations between institutions and bottom-up initiatives that drive peri-urban transformations. The paper presents two main contributions: (1) it identifies the differences between government-controlled planning, shared governance, self-governance and self-organization and how these intertwine in urban transformations; (2) it proposes three distinct roles played by institutions in relation to self-organization: triggering, constraining and enabling. The empirical study of this Chinese case will enrich the current debate on planning for self-organizing cities by revealing the impact of, and the various responses to, self-organization dynamics in a hierarchical institutional environment.

Micro, Small and Medium Enterprises (MSMEs) are the biggest supporter of the creative economy for the Indonesian economy. MSME players must be able to develop their business to be able to carry out this. The digital era has the potential to create opportunities and risks for business people and organizations. In every business, risks will always be faced by business actors because of uncertainty which results in losses. Internal and external events that have an impact on achieving the goals of MSMEs must be identified, and risks and opportunities must be differentiated. In the business world, knowledge about risk management is an important element in business management. With good management, a business organization will be able to avoid losses and even bankruptcy. Likewise, small, micro and medium enterprises that do not have sufficient capital and whose operations are not optimal are very vulnerable to changes in risk. Events that cause losses, which are usually called peril, can occur unexpectedly and can arise from various sources. The problem is how to overcome these risks so that business operations are not disrupted. Risks are analyzed by considering likelihood and impact as a basis for determining how they can be managed. Therefore, by providing an understanding of risk management, it is hoped that MSMEs will be able to know how to implement risk management in business to avoid losses. PM activities are held offline or face to face on holidays so as not to disturb the work time of the Teluk Pucung MSMEs, while the output of PM activities is in the form of press releases in online print media and also publications in community service journals

Capacity is an ongoing issue when managing hospital resources. Looking at the hospital as a supply chain of care services provided to the patient enables us to better evaluate problems such as delays on a systems level. A Boston Area Hospital has been experiencing delays in the operating rooms when moving patients into the post-anesthesia care unit (PACU). As the different services of the hospital are inherently reliant upon each other, this issue cannot be isolated and resolved in this one hospital area. As this is the initial year of this research collaboration, the purpose of this work is to serve as a map of the surgical patient's pathway through the hospital, with emphasis on the patients that move through the PACU, and identify areas that merit further research and study. Reasons behind delaying factors have been identified through interviews of different members of the organization and direct observation. Applying a the congruence model in evaluating the alignment of objectives, resources, critical tasks and vision is a useful model for identifying potential areas of disconnect in the system.

A pilot social networking survey was also conducted in the PACU and produced data that showed it is a useful tool in evaluating the informal communication structure and organization it relates to accomplishing critical tasks. Applying these tools and models will be useful in evaluating different areas of the hospital, identifying problem areas, and aligning the objectives of the different units, departments and professions to a more unified, strategic vision that fosters change.

This report has as its objective the setting up of a social cartography, mapping and characterizing non-governmental organizations working with adolescents and young people (OSC) in the western districts of the city of Natal. Characteristics such as the profile, themes and principal activities, how the organizations fit into the public sector and their participation in social networks are observed. Thus common differences and similarities which serve as a means of indentification, take as reference the symbolic cartography of Boaventura of Sousa Santos. Since there are relatively few studies relating to civil society of Rio Grande do Norte and in particular, Natal, the starting point was the setting up of a database allowing for a general overview. Hence a panorama of the organizations could be observed: where they are located, when they were formed how they operate and their relationships with other sectors (the state, the market and civil society) in addition to basic facts and location. The principal lines of enquiry were a) the OSC which operate with the public comprising adolescents and young people and b) the OSC operating or having branches in four suburbs on the periphery of the western administrative region of the city (Felipe Camar?o, Bom Pastor, Cidade Nova and Guararapes).The present report has identified the impacts of ongoing social transformation caused by the process of globalization ,by the various currently contested political projects which are as follows: the project of neoliberal globalized capitalism(hegemonic)and the project of social emancipation (contra-hegemonic),how these are seen from the local viewpoint and how they influence the profiles and operation of the cartographic organizations. The area of the OSC is a heterogenous one with political, cultural and ideological strains, characterized by its infiltration, its local/global and multicultural dimensions. As civil organizations are fundamental in the processes of transformation within society, and following the idea of social emancipation referred to by Boaventura Santos, the enquiry classified the organizations according to the afore-mentioned characteristics, establishing eight types of associations. These different types and their respective characteristics were analysed from a related perspective using the mechanisms of symbolic cartography: scale, projection and symbolisation. The theoretical references underpinning this research arise from the debate on civil society which becomes redefined as a result of the dispute involving the two afore-mentioned political projects. These demand the theoretical application of the comprehension of heterogeneity in its diversity and complexity together with the idea of social emancipation.The main authors consulted were Boaventura de Sousa Santos, Antonio Gramsci, through the texts translated by Marco Aurelio Nogueira; Carlos Nelson Coutinho and Alberto Rivera ,who supported the construction of the types of associations identified by the local reality.Finally this research enabled an understanding of the current form of social action happening in the Space of the Four Neighbourhoods (Espa?o dos 4 Bairros) and how the distinct profiles analysed together with the ares of operation of the organizations define their emancipatory potencials within the following two poles: regulation/adaptation and emancipation/transformation
Esta pesquisa tem como objetivo realizar uma cartografia social com vistas a mapear e caracterizar as organiza??es da sociedade civil (OSC) que atuam com adolescentes e jovens da Regi?o Oeste da cidade de Natal, observando-se suas caracter?sticas quanto: ao perfil, temas, atividades principais, formas de inser??o no espa?o p?blico e participa??o em redes sociais, buscando identificar as diferen?as e semelhan?as que as singularizam e identificam. Uma vez que existem poucos estudos sobre o universo da sociedade civil do Rio Grande do Norte e de Natal, o ponto de partida foi a constru??o de um banco de dados objetivando construir uma vis?o geral, panor?mica dessas organiza??es - onde est?o, quando foram criadas, o que fazem, como se relacionam com os demais segmentos (Estado, Mercado, Sociedade Civil) - al?m de dados b?sicos formais e de localiza??o. AbstractThis final chapter summarizes the main contributions of the book and provides some ideas on carrying forward the research and action research agenda presented in this book. The peri-urban requires concerted engagement and new, transformative, policy approaches. Continued reliance on formal policy approaches is likely to have only a limited impact or even to be counterproductive. Strong partnerships across academics and civil society organizations are required in order to create a stronger scientific discourse on the peri-urban, as well as to catalyze changes within and beyond peri-urban spaces. While selective state apathy towards the peri-urban needs correction, the messy and transitory nature of peri-urban spaces will require engagements across a wide spectrum of actors beyond the state. An understanding of these approaches is necessary before prescribing “policy reforms” for the peri-urban.

Abstract This chapter discusses South Africa's political realignment after the Rand Revolt, as the Nationalist and Labour parties concluded an electoral pact, and the South African and Unionist Parties merged. The realignment saw J.B.M. Hertzog become Prime Minister in 1924, while black South African politics moved left. Clements Kadalie initiated efforts to transform the ICU into a nationwide labor federation, while the CPSA--prodded by the Moscow-based Comintern--sought to build a popular base within existing black organizations. The communists gained important support from Josiah T. Gumede, the president from 1927 of the African National Congress (as the SANNC was re-named in 1923). The leftward shift in black politics was, however, fiercely resisted by the State, and by black conservative leaders within the said organizations, as the chapter narrates.

This chapter examines the cultural trope of the perp walk and the grounded practices involved with their construction. While perp walks are often presented as spontaneous encounters between journalists and a defendant, they are more often produced; the result of interpersonal and institutional negotiations between news organizations and law enforcement. The images from these orchestrations visually frame individuals as guilty, and those who have experienced the ritual report it to be dehumanizing. This research expands on the concept of embodied gatekeeping by detailing the way grounded practice shapes narratives that support and perpetuate faith in the criminal justice system’s legitimate authority. The role of police and prosecutors in orchestrating perp walks is rarely, if ever, acknowledged or covered in journalism. The production of these cultural tropes signifies an important dimension of the way embodied gatekeeping can link the goals of visual journalists and criminal justice officials.

This chapter examines both the promise and paradox of care at PubliCare Hospital. On the one hand, practitioners' deep commitment to the provision of care as a right gave the facility a special character. On the other hand, these same commitments seemed to go hand in hand with a lack of role differentiation or organizational structure that lef the organization in a constant state of disarray and financial peril. The chapter shows that, among practitioners across the three hospitals in Las Lomas, those at PubliCare struggled most with how to reconcile a right to health care with care as a commodity to be sold. It also considers PubliCare Hospital's “socialized medicine” for desperate and despairing patients, what is unique about PubliCare physicians and nurses, and vocational commitment and creativity at the hospital. Finally, the chapter explains how the mission of health care at PubliCare seemed to be at odds with the market for care.

Abstract The Age of AI is defining a new set of challenges for leaders and the integration of digitalization and analytics into management decision-making is now a strategic priority for the oil industry. The fundamental challenge currently confronting the industry is to find leaders who can lead in the digital age. As the industry grapples with the AI revolution, pressure is mounting on leaders to react swiftly to the disruption that comes in its wake. Leadership and management methodologies currently employed by most organizations will not suffice in the digital age because leadership in this new age requires a different set of skills and organizational alignment. Yet, many organizations continue to struggle to put leaders in place with the knowledge and expertise to take on the challenges of leading in an AI-enabled world. This paper addresses the challenges and responsibilities that the AI revolution presents to oil industry leaders and provides practical insights to confront them. It details the concept of ambidexterity and why it is difficult for oil industry managers to achieve. It also outlines what it takes to implement an ambidextrous strategy in the industry and presents a framework for leaders as they drive transformation and explore strategies that will shape the industry's transition to net-zero energy. With social media now shaping business decision-making, the paper also discusses its impact and presents a unique approach for leadership to be strategically positioned to reconfigure their organizations to ensure they survive and thrive in the social age. Artificial Intelligence in the oil industry is not just about managing operations and reducing operating cost. It is also about developing a completely new way of doing business. Leadership in the digital age will be held accountable to a different standard. They would not only be judged by their ability to drive strategy and deliver financial results; they would also be judged on their ability to leverage AI resources and drive deep analytics mindset across their organization, while dealing with energy transition and social media. The workforce of the future will be dominated by technologically sophisticated people connected to multiple platforms. Managing this workforce will require a new kind of managerial wisdom. The big gains from digital transformation will not be realized unless industry executives rethink the criteria with which leadership and management success is judged. Microlearning, the learning strategy that focuses on delivering training and performance support in small focused chunks, has been a concept floating around in our industry since the lexicon of reusable learning objects was first introduced by Cisco to the learning space over fifteen years ago. Large on promise, this strategy has been short on benchmarkable solutions due to the large number of barriers encountered by learning practitioners taking on this approach. Although these barriers are diverse and tend to vary greatly from one organization to another, the most common obstacle for adopting microlearning has often been tied to the confusion around how to manage this type of content within a traditional LMS (Learning Management System) implementation. LMS-delivered content is most often composed of courses and modules that can run anywhere from minutes to hours in terms of seat time and requires participation in the somewhat formal confines of the platform. The advantages of typically more informal nature of microlearning content are in peril of losing some or all of their value if they require the same process for access. To assist learning practitioners in addressing this and other common barriers to microlearning implementation, this presentation will provide: strategies for leveraging your organization's learning transformation initiatives as a catalyst for introducing microlearning; examples of how to use common LCMS features to support role-based microlearning offerings; a pedagogical framework for disambiguating between appropriate learning modalities and appropriate content chunk sizes for all learning offerings; a sample decision framework to determine what types of content can or should be delivered directly from the LCMS/Digital Repository; and use cases presenting how xAPI can play a pivotal role in making the most of your microlearning offerings.

Through in-depth interviews and focus group discussions, this study explored and identified issues that could facilitate or undermine access to and use of microbicides. Respondents included community members, health care providers and managers, provincial- and national-level government officials, and representatives from national and provincial nongovernmental organizations and health professional bodies that influence policy.
