ABSTRACT: This article analyzes female collective action as embodied public performance in two episodes within Tacitus' Annals : the trial of Libo Drusus in 16 ce, and the trial of Aemilia Lepida four years later. Both defendants are accompanied by entourages of leading women, and their narratives provide vehicles for Tacitus' observations on the demise of the Roman elite and traditional republican institutions and customs. Reading the actions of the women as embodied performances opens new avenues for the interpretation of Tacitus' representations of women who claim space for themselves in public and voice their support of others during the reign of Tiberius.

Abstract:
The article conceptualizes the phenomenon of performance in the context of academic and public philosophy as an innovative practice of philosophy teaching and a means to encourage wider communities to participate in the events of philosophical communication. The performative nature of philosophy is traced back to Antiquity when philosophy involved both practice and dramatic action alongside logical theorization. The author argues that the performative turn of the second part of the 20th century provides a theoretical basis for rethinking academic philosophy as performance and for actualizing public philosophy as a means of transferring philosophical inquiry to the public space to address global and local challenges. The author suggests that both modern academic and public branches of philosophy enable actors’ self-presentation and can be analyzed as platforms of performance communication given their open, creative, and reflexive character. This perspective is based on H. U. Gumbrecht’s concept of the production of presence, which explains the performance’s potential for transformation in the public realm. The article demonstrates how performance can challenge the collective representations and norms by suggesting alternative worldviews and defines performance as a collective action and event of communication that can shape a public space. The article argues that performances can be reflexive and creative events that visualize social scripts, making them an effective instrument of public self-reflection and democratic change. Thus, the author analyzes educational performance in the context of modern academic and public philosophy, demonstrating the heuristic role of performance as a cause and platform of public discussion, its transformative role as an event of the common experience of moments of intensity, and its effectiveness as an innovative educational model based on the principles of presentation, self-presentation, interactivity, and co-presence.

Abstract:
The proliferation of reforms in public administration based on the principles and instruments of the New Public Management (NPM) have triggered protest from and collective action by many professional groups in various sectors (healthcare, education, justice, social work, research.) and raised questions about the future of professionals working in the public service, particularly as concerns their autonomy. This exploratory study indicates that public administration in the 21st century is undergoing dramatic change, especially in advanced economies, but also in many parts of the developing world such as Nigeria. Globalization and the pluralization of service provision are the driving forces behind these changes. Policy problems faced by governmentsare increasingly complex, wicked and global, rather than simple, linear, and national in focus. And yet the prevailing paradigms through which public sector reform are designed and implemented are relatively static and do not fully encompass the significance or implications of these wider changes. While public sector reforms in the developing world such as Nigeria are influenced by policy experiments and organizational practices originating in OECD countries, they tend to operate within the traditional public administration paradigm. Consequently, there is often a discrepancy between the thrust of public sector reform efforts in developing country contexts and wider shifts in the nature of governance and contemporary approaches to publicmanagement grounded in OECD experience. It was concluded therefore that Nigeria has embraced the concept of new public management from their western originator but its core principles and tenets are not strictly applied in the management of public sector administration. It was recommended among others that for us to achieve the tenets of new public management in Nigeria, the government need to be honest, transparent, probity and accountability in the political leadership management including the managers in the public sector organizations.

With the development of 5G communication networks, the development prospects, capability requirements, and key technologies of the next-generation communication system 6G have become new hotspots. This article expands the coverage of the communication system through 6G, realizes the wireless transmission technology, builds the ideal of an intelligent mobile society everywhere, and analyzes the development trend of 6G technology, the challenges it faces, and the possible wireless transmission technology. Wireless transmission technology is widely used in various fields of production and life. Its various technical requirements and terminal energy limitations restrict the application and development of communications. This article focuses on the high-efficiency optimization scheme that combines 6G wireless transmission technology to improve the utilization efficiency of network resources. In addition, this thesis also discusses video action management in public performance art. Based on public performance art, the research on video action recognition can be summarized into three levels from simple to complex according to the content of the action, namely mobile vision, action vision, and action vision. Video action vision is currently being studied. In the recognition process, most of the action frame information in the video is repetitive or has a low correlation with action recognition, which not only increases the complexity of calculation but also affects the accuracy of action recognition. In the process of feature selection and understanding, the main methods include characterization fusion and research based on gesture features. Based on the introduction of 6G wireless transmission technology, this article introduces the technological development of 6G network, which promotes the rapid development of public performance art video action management.

Abstract:
In the realities of today's economy, the development of good governance in the public sector is one of the most important tasks of the authorities. If actions on the part of the authorities are not conducive enough, it can cause a multitude of negative consequences for the country's economy and the living standards of its citizens, as well as for the country. Therefore, an assessment of governance by the authorities in different countries around the world is a relevant research topic. The analysis is carried out for Albania in Vlora. The research aims to show how effective public administration is in the public sector in the country now. The main methods used in the study were analysis, forecasting, abstraction, and the historical method. The study included a contemporary assessment of the state of efficiency governance in Albania. It was shown that there are problems in this area due to the socialist past of the country. In addition, difficulties with the corruption component remain relevant, which requires urgent action and finding new methods to counter it. The work also assessed the current state of the Vlora region. It was shown that despite the serious difficulties associated with the outbreak of the COVID-19 crisis, the region is developing quite strongly. The reason for this is, among others, the policy formulated by the public authorities, which aimed to support local producers and medium and small enterprises, as well as to create policies to promote domestic tourism. This paper brings new insights into the field of public sector management, as well as a better understanding of the functioning of the Albanian economy.

Abstract:
In a context marked by growing inequalities and sustainable development challenges, Moroccan cooperatives represent an opportunity to reconcile economic objectives with social issues. Rooted in principles of solidarity and democratic participation, these entities play a significant role in promoting decent work in alignment with the Sustainable Development Goals (SDGs). The main objective of this study is to identify and analyze the determinants of decent work within Moroccan cooperatives in order to propose ways of improving working conditions and worker well-being. A survey of 394 Moroccan cooperatives and a data analysis using RCM regressions were used to assess the influence of employees’ socio-professional characteristics, the organizational specificities of cooperatives, and public action on decent work. The results indicate that factors such as youth, employee level of education, the gender of employees and managers, financial performance, and the quality of cooperative governance are decisive factors in the quality of decent work. Public action, in particular government support combining financial and technical measures, is identified to have a positive impact on working conditions. This research highlights the importance for public policy of supporting education and vocational training, promoting gender equality, improving cooperative management, and effectively structuring government support to maximize its positive impact on decent work. These findings offer concrete avenues for policymakers and cooperative managers to improve worker well-being and contribute to the SDGs. By addressing the challenges identified and implementing targeted strategies, it is possible to move toward more inclusive economic growth and decent work for all within the Moroccan context.

Abstract:
The skills needed to play fast, challenging music with passion and conviction are much the same as the skills needed to play reliably from memory. We illustrate the relationship between virtuosic performance and memorization by describing how an experienced cellist (the first author) prepared the Prelude from J. S. Bach’s Suite No. 6 (BWV 1012) for solo cello for public performance in more than 30 hours of practice, and then taught a student pianist to memorize by showing her how to practice in a similar fashion. The cellist’s practice was guided by her artistic image of how the piece should sound, which directed her attention during practice to important musical transitions. These transitions were the location of performance cues (PCs), thoughts about musical intentions and technical choices that the cellist reported attending to during performance. These PCs served as retrieval cues, providing places where the cellist could recover from a memory failure, making it possible for her to perform from memory. They also affected expressive timing, reminding the cellist to “breathe” between phrases, with the result that tempo arches were taller and more tilted in phrases that started with a PC than in phrases that did not. Thus, attending to musical goals during practice made it possible to play from memory and with passion and conviction.

Measurement technologies and visualisation techniques are changing the way public audiences engage with televised coverage of sport. However, the adoption of measurement technologies for broadcast coverage of running—to engage audiences and improve public understanding of performance—has been limited. This might reflect measurement challenges of athletic competition environments; athlete-worn measurement devices can be impractical, and video-based analyses typically require well-defined input videos for analysis (e.g., calibration, etc.). Recently, single-camera and calibration-independent video processing has advanced practical analyses of running performance in sports environments. This paper presents (1) the application of a method to quantify temporal running parameters using broadcast footage of 100 m sprint and 1-mile endurance running, (2) the application of human posture detection to quantify spatial running parameters using hand-held action camera footage and (3) examples of co-developed data visualisations, aimed at improving public engagement and understanding of running performance.

Abstract:
In recent years, skeleton-based human action recognition has garnered significant research attention, with proposed recognition or segmentation methods typically validated on large-scale coarse-grained action datasets. However, there remains a lack of research on the recognition of small-scale fine-grained human actions using deep learning methods, which have greater practical significance. To address this gap, we propose a novel approach based on heatmap-based pseudo videos and a unified, general model applicable to all modality datasets. Leveraging anthropometric kinematics as prior information, we extract common human motion features among datasets through an ad hoc pre-trained model. To overcome joint mismatch issues, we partition the human skeleton into five parts, a simple yet effective technique for information sharing. Our approach is evaluated on two datasets, including the public Nursing Activities and our self-built Tai Chi Action dataset. Results from linear evaluation protocol and fine-tuned evaluation demonstrate that our pre-trained model effectively captures common motion features among human actions and achieves steady and precise accuracy across all training settings, while mitigating network overfitting. Notably, our model outperforms state-of-the-art models in recognition accuracy when fusing joint and limb modality features along the channel dimension.

Abstract:
Performance audits allow audit institutions to contribute to the improvement of the economy, efficiency, and/or effectiveness of public sector entities through the recommendations of their reports. To assess the impact of the performance audits carried out by EU Supreme and Regional Audit Institutions, this article analyzes whether these recommendations are implemented in practice or not. The results show that there are two main ways in which the recommendations included in the performance audit reports produce an impact: the Anglo-American way, based on auditee actions and follow-up processes, and the Germanic way, based on parliamentary action.

Using motivation crowding and self-determination theories, this study examines the relationship between elements of management control, intrinsic and extrinsic motivation, and the performance of public sector organizations in Indonesia. We used the Structural Equation Model (SEM) with a survey method on 187 employees of district/city governments in Indonesia to see if results, action, personnel, and cultural controls have an effect on employee motivation. Our study provides empirical evidence that motivation is influenced not only by results control, but also by other control elements such as action control and personnel control. This study also provides empirical evidence that intrinsic and extrinsic motivation can co-exist in improving organizational performance. This study contributes to the devel­opment of literature in the field of management accounting that shows the relationship between management control, employee motivation and organizational performance, as well as motivation as a mediator of the relationship between management control and organizational performance. The impli­cations of this study include providing practitioners with information on which management control elements are most appropriate for enhancing employee motivation and performance in public sector organizations. The action evaluation of the Public Administration emphasizes the compromise with the appropriate management and results; therefore, it is necessary to get the instruments that evaluate it. In Mexico, the inclusion of the evaluating process has been differentiated in the local area since heterogeneity of the municipal governments, and the capacities of the institutions have caused as a consequence that at this level there are no specific instruments that help the evaluating processes, in this way information becomes learning. In the case of performance, indexes can contribute to strengthening decision-making, because they are based on the information gathered from these instruments, so the results of actions are related directly to the increase in the quality of people’s lives. The main objective of this article is to do a diagnostic evaluation of the public services of the 84 municipals of Hidalgo State. Consequently, in constructing the performance index, it was possible to identify through three sub-indexes the services with a greater supply. According to the literature checked, the reasons or motives that caused the public administrations to have better attention were explained through the identification of the generation of own resources, symbolic value, and the importance of taking care of the inhabitants’ health with the correct benefit.

Abstract In any field of economic, political or social activities, the issue of risk emerges, which implies consequences that cannot be always anticipated or predicted. Lack of knowledge of the risks that may affect the achievement of public entity objectives, of causality factors, and of action measures to materialize them may lead to negative consequences for the entire economic activity. In this context, identifying and assessing risks (probability of occurrence and impact on activity) are mandatory and determinant actions in the process of knowing the mechanism of action of each risk and implementing appropriate protection strategies. Based on the documentary research, fieldwork and applicable legislation, and empirical research conducted within a public entity, we have concluded that risk management within the public entity is a process that leads to improved performance and governance, even if it is an additional process to existing ones.

The article is devoted to the problem of public promise as a legal fact. The institution of public promise of awards in the structure of the current Russian civil legislation occupies a rather uncertain position. It is shown that the mechanism described in article 1055 of the civil code of the Russian Federation in relation to the public promise of a reward is quite similar to the procedure for concluding a contract. The public promise of a reward, as presented in clause 1 of article 1055, contains all the essential terms of the contract, including its subject (action), term of performance, and price (amount of the reward). Thus, the performance of the action specified in the announcement is an acceptance, the peculiarity of which is that the obligation to pay the reward arises regardless of whether the corresponding action was performed in connection with the announcement made or independently of it (clause 4 of article 1055).

Abstract We assess conditions that explain plural forms of public and private action using a comparative study of 24 public initiatives in Brazil, India, and South Africa. Measuring performance as evidence of positive outcomes to their target populations, we compare cases of high and low performance. Our configurational approach examines combinations of conditions leading to positive outcomes: public operational capacity, diverse collaborations nurtured by public units (with for-profit firms, with nonprofit organizations, and with other units in the public bureaucracy), and stakeholder orientation (permeability to multiple sources of input to design and adjust the project). We apply fuzzy set qualitative comparative analysis to unveil configurations consistent with high performance. Our configurational analysis reveals two distinct paths to high performance. A path with higher private engagement involves concurrent collaborations with for-profit and nonprofit actors, whereas an alternative path with higher internal (public) engagement relies on collaborations within the public bureaucracy complemented by high permeability to inputs from multiple stakeholders. Our results also confirm that strong public capacity is necessary in all high-performance configurations. An important implication is that externalization and multiple forms of collaboration are not substitutes for weak governments. Furthermore, our configurational perspective contributes to the literature by operationalizing a multiple-actor, multiple-logic perspective describing alternative paths to high performance.

Abstract The paper offers an overview of some theoretical and empirical issues underlying the performance of public works contracts and outlines the connections between efficiency and integrity. It is stressed that performance strongly depends on the rules governing the various phases of the contract: because of the specific features of public works, the efficiency of open procedures to select the contractor is questioned and the relevance of the implementation phase for the outcome of public procurement is emphasized. Looking at the Italian case, some examples of empirical investigation on the performance of these contracts are provided and a discussion of the existing rules is offered. Costs overruns and delays, characterizing most public works contracts, are ‘red flags’ of poor performance and suggest that more attention should be given to the execution phase. A policy implication stemming from the analysis is that in Italy incentive schemes for procurement officers, to make them outcome-oriented rather than procedure-oriented, are needed: more discretion and responsibilities would call for adequate rewards and would require effective ex-post monitoring systems, also through benchmarking analyses. In this direction, standard costs need to be taken into consideration and implemented and, at the same time, a careful use of transparency is advocated to enhance accountability and to promote the integrity of public action.

The Population and Civil Registration Office of Kubu Raya Regency utilizes IT in carrying out public service activities using the SIPEMUDA Application. An information system audit is needed to improve system performance. In this study, using the Control Objective for Information and Related Technology (COBIT 2019) to determine whether the organization's needs have been supported by management and the Information Technology Infrastructure Library (ITIL 4) domain service management to determine suggestions for improvement. Capability level assessment in this study using COBIT Performance Management. The results of the capability assessment are that there are 6 processes reaching level 1, 33 processes reaching level 2, 28 processes reaching level 3, 18 processes reaching level 4, 7 processes reaching level 5 while the level that does not meet the capabilities is 19 processes. Furthermore, the results of process recommendations that do not meet the capabilities are prioritized using the Action Priority Matrix. Abstract:
In this article, I argue that playwriting and performance can act as powerful forms of activism that bridge academic work and public engagement. I analyze my experiences writing and producing a stage production that mobilizes knowledge from my research about queer antiracism in Toronto. This methodological discussion is contextualized within the current political moment that positions work in the humanities as irrelevant and elitist. Performance as a method of knowledge mobilization emerged from interviews with queer peoples and community organizers. I found through conversations with participants that academic forms of knowledge mobilization, such as publishing in peer-reviewed journals, would not necessarily be accessible to community members or appropriate for encouraging discussion and social action at the local level. Participants suggested a range of antiracism organizing strategies, most of their suggestions centered on increasing the understanding and the value of the arts. I decided to meet the challenge of engaging in effective knowledge mobilization that would be in service to the community by developing a stage production called We without You that focuses on the opinions and experiences of participants. I found that producing a stage production based on academic research had powerful social effects that are not possible through traditional knowledge dissemination methods. This article encourages academics to broaden their ideas about effective knowledge mobilization; to position their work as useful and relevant to social issues and as a means of critical resistance against polarization within and outside academia.

Since the beginning of the first forms of human coexistence, the need for order and safety has undoubtedly become imperative. During the development of the state, the idea of public order was outlined in different ways, but it was always accompanied by the police law of the state. Until now, the consolidation of the state has relied on the maintenance of order and public safety. This concept is reflected in the state's focus on protecting social rights, life and integrity of citizens, compliance with established rules and other accepted values. Thanks to the authorities to which the state resorted, the priority of ensuring public order became satisfied, through the activities of preventing and countering antisocial phenomena. The complete realization of social equilibrium is disturbed by facts against which the forces must fix measures. Thus, the local police, one of the current institutions used by the state, constantly struggles with circumstances in which the action of law enforcement is required to restore peace. Whether acting alone or cooperating with other public safety maintenance forces, such as: the gendarmerie, the Romanian police, the courts, the local police respects a set of specific principles and rules that guide its activity in different fields. So, the duties of a policeman are reflected in the sectors of public order and peace, environmental protection, traffic on public roads, commercial activity, records of persons and other legally regulated areas. I believe that, for each area of activity, the police officer must follow a series of rules that protect him from errors in the intervention. The indispensability of knowing how to act in certain situations is determined by the fact that the legal provisions that illustrate the rights and obligations of the police officer do not subject to rules the difficulties regarding the procedures for intervention, behavior and reaction to incidents. The police force performs its service in the field, in particular, making direct contact with the population, and in this way it becomes the first frontier of confrontation with criminals. Therefore, the performance of a professional service is closely related to the manner in which a police officer acts in the interest of the community.

Since its second public enactment in Chile on 25 November 2019, the performance of ‘Un violador en tu camino’ (A rapist in your path) conceived by the Chilean feminist collective Las Tesis began to make the rounds on social media. Un violador en tu camino is an open, collective performance involving lyrics sung in unison to a catchy beat, and a simple choreography performed synchronously by a group of women in a public space. The performance centres on rape – or ‘the rapist in your path’ – and the lyrics address the structural nature of gender violence in society more broadly. But what is it specifically that makes a performance action powerful in and beyond a protest context? This article examines the values and processes behind Un violador en tu camino in order to generate a deeper understanding of why the performance was appropriated by women across the world. It proposes that it is a powerful, prefigurative performance action because it mobilises participants and appeals to audiences as a sharp denunciation of violence, a demonstration of collective, prefigurative political action and a visually impressive composition.

Performance art involves mandatory involvement of the public and active communicative function. In an attempt to draw the attention of the public to the problem in performance art irony, epatage, exaggeration, metaphor, and association highlights of socialphenomena that provoke the viewer indirectly or directly to some action or reflection on certain social issues, connecting the moment of interactivity are widely used. In addition, public art, which includes performance art, focuses on the unprepared spectator and involves communication with the city’s space and its inhabitants. Democracy in performance art is manifested through the choice of a topic that can relate to any aspect of life. All performances art in the early 21st century are united by external orientation, having an onlooker in mind, but any individual performance art is aimed at the idea of awakening the mind of the viewer.

Purpose The purpose of this study was to examine the impact of action learning programs on individual performance improvement and career progression in a large banking sector organization in the UAE. Design/methodology/approach A conceptual model was proposed and measured the outcomes of the action learning program variables in a public sector bank in the UAE. A total of 106 employees of the organization who had participated in a certified management program (CMP) have responded to the survey. Findings The outcomes of action learning program variables, such as self-efficacy, teamwork and performance management, were found to have an influence significantly on individual performance improvement. Research limitations/implications As the current study was focused on banking sector only, similar studies from other industries/sectors (e.g. trading, services, etc.) can be taken up for further research by including antecedents and consequences of participants of action learning programs. Practical implications This study could offer specific guidance to managers as to how and what type of education and learning programs to be provided to their team members for competency development and career progression. Social implications As the UAE economy is growing and population staying in the region is becoming multicultural, there is an ample need for managers to foster learning and education environment in various organizations to change culture and managerial practices toward achieving organizational objectives. Originality/value The study is original and provides value and direction for managers and senior management on talent development processes.

The present study reconnoiters the application of participatory action research (PAR) in improving the performance of students in chemistry sections. A mixed method research is employed focusing PAR as qualitative and experimental as a quantitative with equivalent groups. Two schools were purposively selected (one leader and one leader) in Chitwan and Nawalparasi districts. All the students in the leader school are given intervention. Thirty students from the feeder school are in control group. Intervention was done by laboratory activities in chemistry teaching. PAR approach is used in the leader school during intervention. Pre-test and post-test were used to collect the data. Data are analyzed using inferential statistics: independent student t-test and analysis of covariance (ANCOVA). The result shows that the experimental group outperformed to control group suggesting that PAR approach enhanced performance of lower and high achievers more than the lecture method of teaching.

The Nigerian Public Officers Protection Act, (POPA) is part of statute of general application and is deeply rooted in the Public Authorities Protection Act of 1893 which has been repealed in England. The original intendment of POPA is to offer special protection to public officers in the performance of their public duties by entrenching a three-month limitation period for action against public officers in the performance of their duties. However, the emerging jurisprudence has interpreted the definition of person to include artificial persons, thereby bringing in more public entities under the protection. In addition, many public authorities enjoy further protection by reason of entitlement to pre action notice as entrenched in their enabling Acts. The effects of the dual protection are the seeming discriminatory and unequal treatment of private corporations and individual vis a vis public authorities. Hence, the widely held view that the dual protection is anachronistic and a clog in the wheel of justice as many litigants have been left without remedy on procedural grounds of non-issuance of pre action notice or failure to institute an action within the three-month limitation period. This paper makes enquiries on whether the dual protection being enjoyed by public officers and institutions constitute impediments to access the court of law and justice. The paper adopts a comparative analysis to investigate the contemporary approaches of a number of countries that have repealed or revised the dual protection offered public authorities. Lessons learned from other jurisdictions formed the basis of final recommendations of the paper which primarily calls for an urgent review of POPA.

"Concern about climate change does not translate unconditionally into support for policy action, and some citizens are skeptical that (costly) public policies will address climate change effectively. I argue that risks to policy performance at the country level attenuate the link between climate change concern and support for policy action. Using a large sample of public opinion data from residents in 23 (mostly) European countries and both country and respondent- level estimates of policy performance risk, I demonstrate that the link between climate change concern and support for fossil fuel taxation is weaker for citizens in countries where policy performance is threatened. This result holds regardless of whether risk is operationalized as governance or economic risk. I discuss the need to overcome climate change policy skepticism in contexts with stronger policy performance risk profiles."

Abstract:
In this artistic research, I argue that a range of artistic practices is capable of addressing relevant issues in our material, specifically our urban, environment. In particular, conceptual interventions or non-theatrical performances, which are in most cases mundane everyday activities that require transformation through media to be understood as art. Yet, as human memory is susceptible, media is also required to provide proof of the action for archives or exhibitions, or simply as a memento of the artwork itself. Lens-based media, such as photography and video-recording, are in most cases the ideal form of documentation and distribution, while the actual performance is transferred to another genre of artistic practice and dissociated from the immediate experience of the moment.This paper introduces the enduring work of the author’s alter ego, The Urban Beautician, and defines her actions and documentation of this work within the framework of the conceptual and performance art scene. An assiduous assessment of her artistic ancestry is given and a catalogue of her endeavours, categorised by diverse subjects, arranged to isolate the themes and to connect the topics.

Abstract:
Community public safety is facing great challenges in the context of the COVID-19 pandemic. While helping communities identify crises and prevent risks, and improving community public safety governance, collaborative governance is changing the trends of a complex, uncertain, and ever-changing environment, and helping to drive communities toward higher levels of development and improved community sustainability. The purpose of this paper was to design a model of collaborative governance regime (CGR) that better fits the particular context of COVID-19 to enhance community safety and achieve sustainability of collaborative governance. This paper investigated and empirically analyzed the COVID-19 response in Chinese and Korean communities. It is found that collaborative dynamics can positively contribute to collaborative performance; collaborative dynamics can positively contribute to collaborative actions; collaborative actions can positively contribute to collaborative performance; collaborative actions play a partially mediating role between collaborative dynamics and collaborative performance; and there is heterogeneity in collaborative governance regimes in different system contexts. The paper suggests several insights: collaborative governance can deal with uncertainty and unpredictable turbulence; enhancing the capacity for joint action is more conducive to collaborative performance; and the role of government in collaborative governance is valued. Our study provides data support for validating the operating principles and internal logical relationships of collaborative governance and provides an empirical basis for responding to large-scale public crises in different contexts.

In authoritarian contexts where the state is the primary performer in the public sphere and legal mobilization is constrained and repressed, activists often seek to carve out a public space to confront the frontstage and backstage of the state’s performance in order to pursue collective action. Comparing the online legal mobilization of feminist and lawyer activists in China, this article investigates how performance arts are used by activists to challenge the authoritarian state in the age of social media. Performing “artivism” is to create conspicuous spectacles in the public eye for the purposes of exposing the state’s illegal or repressive backstage actions or promoting alternative values and norms different from the official ideology. By subversively disrupting the evidential boundaries set by the state, Chinese activists have been able to gain momentum and public support for their legal mobilization. However, it was precisely the success of their artivism that contributed to the government crackdowns on both feminists and lawyers in 2015.

Abstract The study aim is to analyze the performance of the Brazilian federal government (FG) in the COVID-19 pandemic, seeking to identify tensions and conflicts between actors and institutions of the three branches of the government and the FG with state governors. Data production included a review of articles, publications and documents that analyze the pandemic evolution and record announcements, decisions, actions, debates and controversies between these actors in the period of 2020 to 2021. The results include the characterization of the action style of the central Actor and the analysis of conflicts between the Presidency, the Ministry of Health, ANVISA, state governments, the House of Representatives and the Senate and the Federal Supreme Court, seeking to correlate them with the debate around the political projects for health in dispute under the current circumstances. It is concluded that the central actor largely used a communicative action aimed at his supporters and strategic action characterized by imposition, coercion and confrontation in the relationships he maintained with other institutional actors, especially when they diverged from his viewpoints about how to face the health crisis, consistently with his connection to the ultra-neoliberal and authoritarian political project of the FG, which includes the deconstruction of the Brazilian Unified Health System.

Abstract:
Purpose – The purpose of this paper is to discuss the concept of innovative performances for science parks as a framework for understanding how effectively human and structural capital (i.e. intellectual assets) are leveraged. The key point is fostering main determinants to investigate and/or make sense of key management activities/factors shaping the evolution and performance of knowledge creating processes. Design/methodology/approach – The study was based on the quantitative and qualitative values, for the period 2000-2011, gathered from a sample of 901 public and private organizations located in the 21 European Union (EU) countries. With regard to the methodology, the hypothesis testing first required an analysis of the correlations between the investigation variables, and then the use of regression analysis to study the relationships between the innovative performance of the research institutions, and the financial, organizational and knowledge characteristics of the science parks investigated. Findings – The empirical research shows that: the allocation of public resources does not influence most of the selected indicators of performance, with the exception of the negative effect seen for the number of patents; the resources provided by venture capitalists have a positive effect on all of the indicators of performance of the science park; the science parks of greater dimensions have better performances; the positive impact of the systemic relationships seems to have an effect that is limited to the increase in the number of contracts stipulated with industry; the number of publications produced by researchers of the science parks seems to have an unclear effect on the innovative performance; and an increase in the number of researchers enhances the innovative performance of the science parks. Research limitations/implications – It seems appropriate to suggest some research lines that arise from the limits of this work. In particular, it should be stressed that there is a need to enlarge the sample investigated to embrace local innovation systems outside the EU, so as to provide further validation to the empirical results of this research. Practical implications – This research has some practical implications of notable interest at the level of European policies. Interventions of public policies supporting innovation should not be concentrated on the increase of public funding but on increasing private capital investment. Originality/value – This paper aims to extend literature about factors explaining the financial, organizational and cognitive performance of science parks in Europe.

Public space is where the interests of the community and its individuals as entities are articulated. It is fundamental to democratic governments. And as such, there should be reconciliation between the interests and actions of governmental policies and those of the citizen’s public interests as healthy democratic procedures. Unfortunately, this is not the case, since the neo-liberal and quasi-democratic societies still use hegemonic methodologies to implement their policies and ideologies, bypassing harsh criticism of public opinion and critical thought, even in the realm of public space. Such approaches are initiatives for actions in the field of cultural and artistic interventions performed in the spirit of trans-tactics (such as transmediality, transdisciplinarity, transhistoricism, transmemory, transnationalism), opposing the norms of social constraints and distorted values of the domination of capital, as opposed to history, collective memory, quality, and identity as paths to contemporaneity. This paper deals with the artistic actions carried out by a young group of individuals – Filip Jovanovski (artist), Ivana Vaseva (curator) and Kristina Lelovac (actor). It’s about a trilogy of performative actions: “If Buildings Would Talk”; “The Universal Hall in Flame” and “Dear Republic” which took place between 2015 and 2021. These are contemporary forms of cultural and artistic actions of an interactive character, which can be defined as trans-tactical performance essays. These participatory forms also point to the distorted boundaries of contemporary art in the public space of today where the loss of the boundaries of mediality, discipline, nationality, historicism become the main matrix for action against the policies of power. Abstract:
Temporal information plays a significant role in video-based human action recognition. How to effectively extract the spatial–temporal characteristics of actions in videos has always been a challenging problem. Most existing methods acquire spatial and temporal cues in videos individually. In this article, we propose a new effective representation for depth video sequences, called hierarchical dynamic depth projected difference images that can aggregate the action spatial and temporal information simultaneously at different temporal scales. We firstly project depth video sequences onto three orthogonal Cartesian views to capture the 3D shape and motion information of human actions. Hierarchical dynamic depth projected difference images are constructed with the rank pooling in each projected view to hierarchically encode the spatial–temporal motion dynamics in depth videos. Convolutional neural networks can automatically learn discriminative features from images and have been extended to video classification because of their superior performance. To verify the effectiveness of hierarchical dynamic depth projected difference images representation, we construct a hierarchical dynamic depth projected difference images–based action recognition framework where hierarchical dynamic depth projected difference images in three views are fed into three identical pretrained convolutional neural networks independently for finely retuning. We design three classification schemes in the framework and different schemes utilize different convolutional neural network layers to compare their effects on action recognition. Three views are combined to describe the actions more comprehensively in each classification scheme. The proposed framework is evaluated on three challenging public human action data sets. Experiments indicate that our method has better performance and can provide discriminative spatial–temporal information for human action recognition in depth videos.
