Abstract:
ABSTRACT: This article analyzes female collective action as embodied public performance in two episodes within Tacitus' Annals : the trial of Libo Drusus in 16 ce, and the trial of Aemilia Lepida four years later. Both defendants are accompanied by entourages of leading women, and their narratives provide vehicles for Tacitus' observations on the demise of the Roman elite and traditional republican institutions and customs. Reading the actions of the women as embodied performances opens new avenues for the interpretation of Tacitus' representations of women who claim space for themselves in public and voice their support of others during the reign of Tiberius.

Abstract:
The article conceptualizes the phenomenon of performance in the context of academic and public philosophy as an innovative practice of philosophy teaching and a means to encourage wider communities to participate in the events of philosophical communication. The performative nature of philosophy is traced back to Antiquity when philosophy involved both practice and dramatic action alongside logical theorization. The author argues that the performative turn of the second part of the 20th century provides a theoretical basis for rethinking academic philosophy as performance and for actualizing public philosophy as a means of transferring philosophical inquiry to the public space to address global and local challenges. The author suggests that both modern academic and public branches of philosophy enable actors’ self-presentation and can be analyzed as platforms of performance communication given their open, creative, and reflexive character. This perspective is based on H. U. Gumbrecht’s concept of the production of presence, which explains the performance’s potential for transformation in the public realm. The article demonstrates how performance can challenge the collective representations and norms by suggesting alternative worldviews and defines performance as a collective action and event of communication that can shape a public space. The article argues that performances can be reflexive and creative events that visualize social scripts, making them an effective instrument of public self-reflection and democratic change. Thus, the author analyzes educational performance in the context of modern academic and public philosophy, demonstrating the heuristic role of performance as a cause and platform of public discussion, its transformative role as an event of the common experience of moments of intensity, and its effectiveness as an innovative educational model based on the principles of presentation, self-presentation, interactivity, and co-presence.

Abstract:
The proliferation of reforms in public administration based on the principles and instruments of the New Public Management (NPM) have triggered protest from and collective action by many professional groups in various sectors (healthcare, education, justice, social work, research.) and raised questions about the future of professionals working in the public service, particularly as concerns their autonomy. This exploratory study indicates that public administration in the 21st century is undergoing dramatic change, especially in advanced economies, but also in many parts of the developing world such as Nigeria. Globalization and the pluralization of service provision are the driving forces behind these changes. Policy problems faced by governmentsare increasingly complex, wicked and global, rather than simple, linear, and national in focus. And yet the prevailing paradigms through which public sector reform are designed and implemented are relatively static and do not fully encompass the significance or implications of these wider changes. While public sector reforms in the developing world such as Nigeria are influenced by policy experiments and organizational practices originating in OECD countries, they tend to operate within the traditional public administration paradigm. Consequently, there is often a discrepancy between the thrust of public sector reform efforts in developing country contexts and wider shifts in the nature of governance and contemporary approaches to publicmanagement grounded in OECD experience. It was concluded therefore that Nigeria has embraced the concept of new public management from their western originator but its core principles and tenets are not strictly applied in the management of public sector administration. It was recommended among others that for us to achieve the tenets of new public management in Nigeria, the government need to be honest, transparent, probity and accountability in the political leadership management including the managers in the public sector organizations.

Abstract:
With the development of 5G communication networks, the development prospects, capability requirements, and key technologies of the next-generation communication system 6G have become new hotspots. This article expands the coverage of the communication system through 6G, realizes the wireless transmission technology, builds the ideal of an intelligent mobile society everywhere, and analyzes the development trend of 6G technology, the challenges it faces, and the possible wireless transmission technology. Wireless transmission technology is widely used in various fields of production and life. Its various technical requirements and terminal energy limitations restrict the application and development of communications. This article focuses on the high-efficiency optimization scheme that combines 6G wireless transmission technology to improve the utilization efficiency of network resources. In addition, this thesis also discusses video action management in public performance art. Based on public performance art, the research on video action recognition can be summarized into three levels from simple to complex according to the content of the action, namely mobile vision, action vision, and action vision. Video action vision is currently being studied. In the recognition process, most of the action frame information in the video is repetitive or has a low correlation with action recognition, which not only increases the complexity of calculation but also affects the accuracy of action recognition. In the process of feature selection and understanding, the main methods include characterization fusion and research based on gesture features. Based on the introduction of 6G wireless transmission technology, this article introduces the technological development of 6G network, which promotes the rapid development of public performance art video action management.

Depuis ladécentralisation, l’action publique territoriale connaît une évolution parallèle etdifférenciée par rapport à l’action publique étatique en France. Alors que cette dernièreest entrée dans une phase d’appropriation nette de démarches de performance,notamment avec la LOLF, les collectivités territoriales, qui conduisent l’action publiqueterritoriale, ont connu une évolution à la fois similaire et distincte.En effet, l’action publique territoriale apparaît elle aussi marquée par une évolution assezprononcée vers une plus grande intégration des démarches de performance.Néanmoins, cette appropriation est spécifique, dans la mesure où elle ne repose pas surla même logique systémique. Une étude des différents facteurs de performance, qu’ils’agisse des acteurs, des cadres budgétaires et légaux en vigueur, ou del’environnement des collectivités territoriales, démontre une prise en compte largementincomplète, quoiqu’en net progrès, des logiques de performance.Cette étude factorielle explique les différences d’appropriation majeures constatablesentre différentes collectivités. Growing expectations about effectivness, efficiency and transparency of territorial publicaction cannot be undermined any more. Performance of territorial public authorities hasmerged into an intrinsic and decisive goal.Since the beginning of the decentralization process in France, national public action andterritorial public action have been through simultaneous but different evolutions. At statelevel, the 2001’s « LOLF » bill step was a landmark, and authorities have definitely copewith performance approach. Meanwhile, local authorities went to such a process,following their own ways.Territorial public authorities clearly evolved and made performance approaches theirown. However, without needs for a global systemic logic, their ownership processpatterns are different.A study of different performance criteria (such as actors, legal and budgetaryframeworks, and local authorities’ environnements) brings evidence that, despiteundeniable progress, use of performance approaches is quite uncomplete at local level.This factorial study explains noticeable differences between local authorities. Some ofthem are using performance standards in a more global way than others. Accordingly,this study helps to determine levers to encourage a better and quicker emergence of amore relevant territorial public action, therefore meeting assigned expectations

Abstract:

This study found that the performance appraisal process, in particular, is an instrument of the performance appraisal system that contributes tremendous value to planning and implementation. The research found that the performance appraisal process in the City of Cape Town can be improved through addressing the process and improving the approaches followed by the managers in daily appraisals, which can be done by following the complete process and including all the steps it involves, and by having a positive attitude towards the performance appraisal process. This mini&ndash
thesis also provides a set of conclusions and recommendations for the performance management and performance appraisal system, particularly regarding appraisal process enhancement. It is hoped that the lessons learned through this study will inform current practices and provide information for future research at local government level.

Abstract:
Les cercles de contages sont des scènes d’action politique, ce fut les cas au Caire avec le soulèvement populaire en 2011. Cette hypothèse forme le centre de notre problématique. Après la chute du président de l’Egypte Hosni Moubarak, des citoyens ont découvert leur talent oratoire, ils ont inconsciemment renoué avec les pratiques de contages arabes, vieilles de plus de quinze siècles. Lors d’une première phase du travail de terrain, nous avons collecté 253 récits, nous avons choisi d’en étudier sept, en tant que performance mais aussi en y tirant les liens artistiques et politiques avec les cercles contages arabes. Il a fallu alors consacrer la première partie de cette thèse à l’Histoire des contes arabes. Les contes du moment révolutionnaire sont exposés et étudiés dans la deuxième partie, précédés d’un exposé de la situation en Egypte sous le règne de Moubarak. Un troisième chapitre est une description de la situation politique qui a favorisé le retour de l’ancien régime et la politique de diabolisation du soulèvement de Janvier 2011, le silence fut réimposé et les contes de la révolution presque éradiqués de l’esprit des cairotes.La troisième partie expose les contages du Caire sous l’angle de nouveaux champs d’étude. Le rôle des contes dans le combat autour de la mémoire collective, comment les cercles de contage ont fait partie de la lutte pour la visibilité du peuple, de l’occupation de l’espace publique, de l’identité et fonctions des lieux de mémoire du soulèvement populaire.Le dernier plan d’étude des contes du Caire dans un contexte contemporain est celui de leur inscription dans le cadre du Storytelling qui a gagné plusieurs terrains et disciplines
Storytelling circles are scenes of political action, as was the case in Cairo with the popular uprising in 2011. This hypothesis forms the center of our problematic. After the fall of the President of Egypt, Hosni Mubarak, citizens discovered their oratorical talent, they unconsciously returned to the performance and practices of Arab stories, dating back more than fifteen centuries.During a first phase of the fieldwork, we collected 253 stories, we chose to study seven, as a performance but also by drawing artistic and political links with the Arab storytelling circles. It was therefore necessary to devote the first part of this thesis to the History of arabian tales.The tales of the revolutionary moment are exposed and studied in the second part, preceded by an account of the situation in Egypt during the reign of Mubarak. A third chapter is a description of the political situation which favored the return of the old regime and the policy of demonization of the uprising of January 2011, silence was re-imposed and the tales of the revolution almost eradicated from the minds of Cairo.The third part exposes the stories of Cairo from the perspective of new fields of study. The role of tales in the fight around collective memory, how storytelling circles have been part of the struggle for the visibility of the people, the occupation of public space, the identity and functions of places of memory of the popular uprising.The last plan of study of the tales of Cairo in a contemporary context is that of their inscription within the framework of the Storytelling which gained several fields and disciplines

Le rapprochement des administrations déconcentrées et décentralisées en France est une question qui se pose aujourd'hui. Lesexplications en sont multiples mais d'abord d'ordre budgétaire. Les couts d'un système d'administration parallèle tel qu'il est mis en œuvre avec la déconcentration et la décentralisation déployées sur notre territoire ne sont plus, en effet, raisonnables. La distinction entre déconcentration et décentralisation est, au demeurant, bien française, la plupart des pays les englobant sous le même concept de décentralisation. Le concept d'administration « unitoire » tel qu'il se déploie, par exemple, en Allemagne, devra être plus particulièrement exploré. Ce rapprochement entre administrations déconcentrées et décentralisées est aussi inscrit dans l'histoire administrative française ainsi que l'illustre la figure du maire, à la fois agent de l'Etat et exécutif local mais aussi l'histoire plus générale des collectivités territoriales ce qu'il conviendrait d'examiner. Il s'agit, en d'autres mots, d'admettre qu'un même acteur puisse défendre les intérêts nationaux comme locaux et que l'existence et la compétence de l'acteur décentralisé permettent de faire l'économie de l'acteur déconcentré. Un tel changement de perspective, évidemment source d'économies pour l'Etat, peut porter bénéfice aussi aux collectivités, leur permettant d'être de meilleurs acteurs dans la décentralisation. Il s'agira donc d'examiner le passé pour mieux comprendre l'avenir mais aussi de suivre au présent l'ensemble des « signes » permettant de relever un rapprochement des administrations déconcentrées et décentralisées. Il y a les signes mous, les expérimentations en cours des acteurs déconcentrées et décentralisées amenées pour bon nombre de politiques publiques à se coordonner. Les signes durs, ce sont ceux du droit positif. La délégation de compétence est, à cet égard, plus particulièrement emblématique permettant à l'Etat de confier la mise en œuvre d'une compétence qui reste de sa responsabilité, à un échelon territorial décentralisé. La nouvelle charte de la déconcentration du 7 mai 2015 encore introduit le principe de modularité dans l'administration déconcentrée en énonçant que l'Etat administre les territoires dans « une relation de proximité pour s'adapter à la réalité des Français qui n'est pas identique en tous points du pays »
There are many reasons for this, but the first is budgetary. There are many reasons, but the first is budgetary. The costs of a parallel administration, as set up with deconcentration and decentralization in France, are no longer reasonable. The distinction between deconcentration and decentralization is a very French one, with most countries grouping them under the same concept of decentralization. The concept of "unitary" administration, as used in Germany for example, should be particularly explored. This rapprochement between deconcentrated and decentralized administrations is also part of French administrative history, illustrated by the figure of the mayor, both agent of the State and local executive, as well as the more general history of local authorities, which should be examined. In other words, we have to accept that the same actor can defend both national and local interests, and that the existence and competence of the decentralized actor makes it possible to do without the deconcentrated actor. This change ofperspective, obviously a source of savings for the State, can also benefit local authorities, by enabling them to be better players in the decentralization process. The aim is not only to examine the past in order to better understand the future, but also to monitor all the "signs" of a rapprochement between devolved and decentralized administrations in the present. There are the soft signs, the ongoing experiments by decentralized and deconcentrated players, which are leading to the coordination of a good number of public policies. The hard signs are those of positive law. In this respect, the delegation of powers is particularly emblematic, enabling the State to entrust the implementation of a power which remains its responsibility, to a decentralized territorial level. The new deconcentration charter of May 7, 2015 still introduces the principle of modularity in deconcentrated administration by stating that the State administers territories in "a relationship of proximity to adapt to the reality of the French, which is not identical at all points of the country"

Les activités physiques, et les jeux traditionnels font partis de la culture universelle, et appartiennent à l’humanité. Les peuples d’Afrique ont dû abandonner les leurs avec l’arrivée des sports modernes pendant la période de colonisation. Les activités physiques et jeux traditionnels du Gabon avaient dans la plus part des cas un but utilitaire allant de la préparation physique des jeunes au service de la communauté, aux activités de loisirs pour tous comme des danses lors des évènements commémoratifs ou des cérémonies rituelles et initiatiques. Ces activités ont disparu car la politique coloniale consistait à dévaloriser les pratiques autochtones, en valorisant la culture occidentale dont les sports.Nous avons présenté certains jeux traditionnels du Gabon sur la base d’une étude que nous avons commencée depuis quelques années, car nous avons peut-être à travers eux une des propositions que nous ferions, pour redynamiser et diversifier les Activités Physiques et Sportives en milieu scolaire au Gabon. En effet, contrairement aux sports occidentaux, les jeux traditionnels du Gabon ont une exigence matérielle très simple. De plus, les matériaux et les instruments nécessaires à leur pratique se trouvent dans la proximité de leur lieu de pratique. Et nous avons démontré que si les APS disparaissent des emplois du temps dans les programmes scolaires au Gabon, c’est entre autres raisons à cause du coût élevé du matériel didactique de sport, car les sports constituent aujourd’hui l’essentiel des contenus des programmes d’APS. Nous avons aussi présenté les jeux traditionnels du Gabon pour attirer l’attention des autorités gabonaises devant le risque de disparition de cette catégorie du patrimoine culturel national. Nous l’avons fait parce que nous pensons que dans un contexte de mondialisation où chaque entité valorise son identité culturelle et cherche à pérenniser ses traditions, le Gabon pourrait, grâce à ses activités physiques traditionnelles avoir sa propre identité, peut-être s’en référer pour entrevoir une partie de son histoire.Après avoir signalé l’existence des jeux traditionnels du Gabon, il nous a paru opportun d’évoquer le sport qui les a remplacés, sa signification, son expansion et son organisation internationale. Mais que faut-il entendre par le terme sport, au regard des nombreuses définitions qui sont proposées par différents auteurs ? Nous pouvons classer ses définitions selon des spécialités. Ce qui dénote de la complexité à situer le phénomène, tant les pratiques sportives et leurs corollaires se retrouvent dans la quasi totalité de la vie sociale de nos jours.Le Gabon comme beaucoup de pays africains anciennes colonies de la France va hériter des pratiques et des structures sportives du colonisateur. Cependant, le Gabon manque de cadres et de techniciens du sport, les équipements et infrastructures sont précaires et insuffisants. Il convient de mettre en place des politiques sportives réalistes et se projeter sur le long terme. Au contraire les autorités gabonaises vont semble-t-il faire le choix du sport de haut-niveau au détriment du sport scolaire et du sport de masse qui sont de notre point du vue de véritables bases de politiques sportives pouvant garantir des résultats constants et durables.Pour réaliser cette étude donc la problématique pose la question du fonctionnement et du rendement des institutions sportives mises en place par l’Etat pour apporter du prestige et le rayonnement du Gabon au niveau international. Il a fallu faire objectivement le constat d’une insuffisance de résultats d’une manière générale du sport gabonais. Pour cela des études au niveau des trois groupes d’institutions reconnus comme étant dépositaires du destin du sport et des politiques publiques, ont été réalisées. Elles nous ont entrainées dans l’administration centrale de l’Etat, et nous y avons étudié l’organisation et le fonctionnement du Ministère des Sports, de ces services extérieurs et organes sous tutelles. Nous avons par la suite étudié le deuxième acteur public de la gestion du sport au Gabon, qui sont les collectivités territoriales, et nous avons observé que leur rôle dans le contexte de l’inapplication de la loi sur la décentralisation reste tout à fait symbolique. Le troisième acteur ou groupe d’acteurs que nous avons étudié dans cette recherche est le mouvement olympique gabonais, dont l’organisation est recommandée par les institutions sportives internationales. Et nous avons rappelé cette hiérarchisation du sport mondial. Le Gabon qui accède à l’indépendance le 17 Août 1960 et expérimente la démocratie multipartite depuis 1990 est un pays potentiellement riche et politiquement stable, ces deux atouts auraient pu favoriser le développement du sport. Au contraire, certaines fédérations sportives n’existent que de nom, le sport scolaire et l’EPS tendent à disparaître des emplois du temps. Les équipements sportifs sont insuffisants. La formation et la recherche sont en friche. En compétitions officielles les performances des équipes gabonaises laissent à désirer.Certains spécialistes de sciences politiques affirment que si la société doit être transformée, cela ne peut commencer que par les institutions, instances de médiations entre les élites politiques et les citoyens. Si l’hypothèse est recevable, quel rôle peuvent tenir les institutions sportives dans cette perspective au Gabon ? Les institutions de sport au Gabon ne semblent pas avoir atteint leurs objectifs au vu des nombreux conflits internes, des irrégularités continuelles dans leur fonctionnement, et des insuffisances observées dans les performances sportives actuelles en compétitions officielles. Ces institutions sportives vivent-elles l’expérience démocratique engagée dans le but de restaurer l’autorité de l’Etat, libérer les énergies créatrices, protéger les droits des populations, et favoriser le développement global (l’émergence) du Gabon? Physical activities and games are part of universal culture, and mostly of humanity. African populations had to give up theirs with the creation of modern sports during the settlement era. Physical activities and traditional games in Gabon had mostly a practical aim, going from physical training for teenagers to community service, to leisure activities for all, just like dances during memorial events or initiatory and ritual ceremonies. These activities have disappeared because the colonial policy was to depreciate native practices, by promoting western culture that included sports.We have presented some traditional games in Gabon on the basis of a study we started a few years ago, because we may have found though this study a suggestion we would make, to revitalize and diversify Sport and Physical Activities (SPA) in the school area in Gabon. Indeed, contrary to western sports, traditional games in Gabon have a fewer equipment needs. Moreover, equipment and instruments needed for their practice are located around the area of practice. And we have demonstrated that if SPA disappear from schedules in Gabonese schools, this is mainly due to a high cost for sport didactic equipment as today, sport is the main part of the SPA schedules.We have also presented Gabon traditional games to draw Gabonese Authorities attention to the risk that this category of national cultural patrimony may disappear. We did it as we think that in a globalization context in which each entity promotes its cultural identity and aims at making durable its traditions, Gabon could have its own identity thanks to its traditional physical activities. And it could also use it as a reference for a part of its history.After we informed the existence of traditional games in Gabon, we found it appropriate to mention the sport that replaced them, its meaning, its expansion and its international organization.But what is sport exactly, if we refer to many definitions suggested by different authors? We can order these definitions through specialties. This shows how complicated it is to evaluate this phenomenon. Besides, nowadays we can find sport practices and their corollaries nearly everywhere in social life.Gabon, such as many African countries being former colonies from France, is going to inherit practices and sport structures from its colonizer. However, Gabon is short of sport executives and technicians, equipment and facilities are precarious and insufficient. Realistic sport policies have to be set up, and a long-term projection has to be considered. On the contrary, Gabonese authorities may choose high-level sport to the detriment of school and leisure sport, which are, according to us, real basis of sport policies to guarantee continuous and lasting results.The main issue of this study is about the functioning and productivity of sport institutions introduced by the State to bring prestige and Gabon influence at an international level. To realize this study, we had to notice insufficient results, generally speaking, in Gabonese sport. So, studies were made around the three groups of institutions dealing with public policies and sport destiny.They led us to the State central administration, and we studied the organization and functioning of the Sport Department, its external services and trust organs. Then we studied the second public actor in the sport management in Gabon, which are territory collectivities, and we noticed that their role remains really symbolic, in their failure to enforce the law on decentralization. The third actor or group of actors we studied in this research is the Gabonese Olympic movement, which organization is recommended by the international sport institutions. And we reminded this global sport hierarchy.Gabon that became independent on the 17th of August 1960, and that tries out multipartite democracy since 1990, is a politically stable and wealth country. These two assets could have helped to develop sport. On the contrary, some sport federations only exist thanks to their name; school sport and the SPE are to disappear from schedules. Sport equipment is insufficient. Training and research are wasted. During official events, Gabonese teams performances are quite below-average.Some political scientists claim that if society has to be transformed, it has to start with the institutions, authorities for negotiation between politic elites and citizens. If the possibility is acceptable, what is the role of sport institutions in this perspective in Gabon? Sport institutions in Gabon do not seem to have reached their targets if we look at the numerous internal frictions, constant irregularities in their functioning, and insufficiencies in their current sport performances in official events. These sport institutions live the democratic experience in order to reestablish State authority, to release creative energies, to protect populations’ rights, and to promote Gabon global development?With regard to the recent political views, a change could get under way

AbstractThe strategy for sustainable mobility of December 2020 by the European Commission defines the alignment of the transport sector with the European Green Deal, for a 90% reduction in greenhouse gas emissions related to transport by 2050. This involves linear infrastructure of sustainable mobility in our cities. The research has a focus on strategies to increase sustainable travel, with a view to improving the quality of public space and reducing the weight of heavy transport. A coordinated planning directs actions toward mitigation tools and sharing of public spaces through necessarily systemic interventions, which identify a common scenario, involving increased use of city greenways connected with urban node. Working on the level of cycling in Pescara case study (IT) means to act to a systemic approach involving different kind of action on infrastructure and on active participation of inhabitants. Among all a focus was developed on the urban greenway on the riverfront, crossing stretches of great environmental and landscape quality with its seven kilometers, which potentially could connect peripherals part of the cities, currently in a state of semi-abandonment. The Biciplan guidelines, meeting the objective by a project involving youth activism, could help achieve sustainability objectives and improve environmental performance, starting from its integrated enhancement, developing the axis in an urban sense, reconnecting the city and improving the peripheral mobility of the city. The consequence of coordinated planning and directing actions toward mitigation tools are followed in the reduction of emissions at the local level, contributing to proximity of travel.

Abstract:
The need to improve performance in the Italian healthcare sector and thereby optimise the availability and delivery of related services has long been recognised. The associated reforms and developmental programmes have meant that the focus of health services has moved from a means-based approach to a results-based approach; which was an essential step to enabling real performance improvements according to the new public management paradigm. What is essential is a means of measuring and evaluating changes in healthcare sector performance which will support policy-makers to provide transparency and accountability, in accordance with the Tallinn Charter. This is particularly relevant in the healthcare sector, where outcomes are critical. This paper examines the concept of performance and performance assessment in the healthcare sector; acknowledging the inherent difficulties caused by the complexity of the systems and the multiplicity of performance-related definitions involved. This latter point is illustrated by the fact that many international organisations, such as the WHO and the OECD, have used varying models to assess and compare the performance of health systems in different countries. The authors have compared and evaluated a wide range of models and have determined the merits of the EGIPSS (Évaluation Globale et Intégrée de la Performance des Systèmes de Santé) integrative model. This is based on Parson's theory of social action which specifies four functions necessary for an organisation to survive. EGIPSS takes into consideration the conceptual contributions of different organisations, and covers a comparatively large number of performance measurements. A detailed illustration of the methodology is presented, together with some healthcare-related results for the Republic of San Marino and parts of the Marche Region in Italy.

Generally the people are more prone to experience distress because of stressful events of their life, specifically the women (Kessler & McLeod, 1984), thus leads towards work interferences and disturbance which eventually influence their work performance (Bhagat, 1983). Therefore the work related factors of employees (Bacharach et al., 1990), personal factors (Adams et al., 1996), environmental and situational factors (Wang et al., 2020) steps towards various forms of psychological distress and physical health issue (Enshassi et al., 2016; Johari & Omar, 2019). Thus the current pandemic of COVID-19 has not only been influencing the people's life physically (illness, health issues, hospitalization) but it also targeted them financially (financial insecurity, redundancy) (McKibbin & Fernando, 2021) as well as psychologically (such as stigmatization of pandemic, anxiety, depression, stress, loneliness etc.) (Mamun & Griffiths, 2020; Pappa et al., 2020; Shin & Liberzon, 2010). Consequently, the workplace environment of healthcare units for the frontline healthcare providers is remarkably influenced and giving medical and non-medical services will slushily be difficult because of stress, depression incertitude and stigmatization. Objective: The given study was aimed at to evaluate direct and indirect impact of fear of COVID-19 pandemic on organizational citizenship behavior and job performance with mediating role of psychological distress Method: Study was cross-sectional and convenience sampling technique was used to collect data (n=216), regardless of their gender, via google forms and questionnaires, from healthcare professionals of twin cities; Rawalpindi and Islamabad. Statistical Analysis was performed on data by using IBM SPSS 23. Inferential Statistics including correlation and regression via Preacher & Hayes method was applied on collected data to find out relationship between study variables. P-value ≤ 0.05 was considered statistically significant. Statistical analysis has revealed significant results Results: Correlation analysis and regression analysis has shown significant association of CVID-19 fear with psychological distress and psychological distress with OCB and job performance. Psychological distress was fully mediating the relationship of COVID-19 fear with OCB and job performance. Out of four hypotheses, two were accepted. Results of this study cannot be generalized on whole population of Pakistan as study was only limited to the two cities of Punjab, and sample size was small. Future studies may explore the ways to enhance job performance and OCB for the progress of healthcare organizations. Conclusion: . Emphasis should be on the effective and efficient management and implementation of SOPs and policies pandemic prevention and consequences. This could be helpful in minimizing psychological distress and maximizing OCB and job performance as it could be the stepping stone towards success of the healthcare organization. Background: Misuse of amphetamine-type-stimulants (ATS) is an increasingly common phenomenon worldwide. Motivated by enhancing academic performance, peer pressure, and seeking pleasure, students in the Middle East are thought to be a high-risk population especially in times where political instability of the region facilitates production and trafficking of such substances Objective: We conducted a nationwide survey to unveil the burden of ATS misuse among university and senior high-school students in Jordan. Method: An online survey of university and senior high-school students in Jordan was conducted during the period of January to April 2022. Participants were asked to complete a questionnaire covering sociodemographic characteristics, history of ATS misuse, and motives for misuse among other correlates such as attitudes and perceived effects. Data were coded and entered into SPSS (version 26) for analysis. Univariate and multivariate logistic regression models were used to identify predictors of misuse, in addition to categorical comparisons. Results: A total of 8,739 students completed the questionnaire with a mean age of 20.40 ± 2.45 years. Of the total respondents, 5.1% reported a lifetime misuse of ATS, whereas 2.1% and 1.3% reported past-year and past-month uses, respectively. Captagon was the most widely reported ATS (2.6%) to be used, followed by cocaine (2.3%). The strongest positive predictors of use included having a positive attitude towards non- medical stimulant use, misuse of other specified substances, being diagnosed with a personality disorder and living in southern governorates. The most frequently reported motive for use was enhancing academic performance and prolonging studying time. Conclusion: This study highlights the prevalence of misuse of ATS among students in Jordan, identifying the characteristics and behaviors that predict students at an increased risk. Efforts should be directed towards raising awareness, increasing access to effective intervention, and implementing necessary policy changes. Objectives: The study aimed to assess for OV existence among sample of pregnant Jordanian women and for OV domains risk factors. Methodology: A case control study was conducted in public and private settings, 259 recently delivered mothers were the participants. A designated questionnaire including the demographic variables and OV domains. The responses to the questionnaire’s questions were analyzed statistically. Results: Settings were significantly associated with the educational status. OV domains including delivery supervision, overall satisfaction, occupation and the family monthly income were significantly associated in the private settings, in the private settings, respect feeling, discrimination feeling, the delivery provision update and performing episiotomy consent were higher versus the public ones, while, it was lesser for physical abuse. There was a significant association between delivery in a private room and the lack of physical abuse. In the public settings, medications information was lesser compared to the private ones, additionally, there is significant association between performing episiotomy, physical abuse by staff and the delivery in shared rooms in the private settings. Conclusion: This study clarified obstetric violence prevalence during childbirth in public and private setting. in Jordan with less susceptibility in the private settings. The educational status, low monthly family income, occupation are risk factors for OV, also, the participants were subjected to some features of disrespect and abuse like obtaining consent for episiotomy performance, delivery provision updates, care perception based on payment ability and medication information. Background: Shift work is essential for many occupations like in the Emergency Medical Service that provides critical services that must be available all hours as a result of the irregularly day and night nature work (e.g., 9 p.m to 7:30 am ) with long-duration shifts (e.g., 24h and 48h) they could end up with a higher risk of disturbances in hemodynamic status which is contributed to (shock, heart failure, pressure changes, Sleep deficiency) along with mental health issue Objective: we aim to compare the blood pressure, heart rate, and O2 saturation and investigate the effect of demographic that includes (BMI, age, sex, educational level, mental status, memory, and decision-making ability. ) symptoms, and substance consumption (including caffeine, tea, energy drink, alcohol, smoking, multi-vitamin ..etc) between two group night shift and day shift Method: this study will be conducted in private hospitals and public hospitals in Jordan (Amman and Irbid ) and its design is a cross-sectional observational where adult health care providers will be invited to participate in completing an interviewer administration questionnaire Results: the high percentage of night medical workers faced a problem in many aspects including sleep disturbances, higher pressure, high caffeine intake, low focus, and decision-making ability along with social and family issues and mental health disturbances Conclusion: so we could conclude that medical night Shift work is associated with impaired alertness and low efficacy due to sleep loss and circadian disturbances so the performance remains mainly impaired during night shifts and the ability to focus and solve the problem and memorize information become lower with time In the end, we hope that medical institutions and hospitals would care more about the working environment not only the physical side but also mental health which should be put under the consideration Keywords: hemodynamic status, night shift, mental health, cardiovascular disease, social life

Abstract:
AlphaZero has achieved superhuman performance on various perfect-information games, such as chess, shogi and Go. However, directly applying AlphaZero to imperfect-information games (IIG) is infeasible, due to the fact that traditional MCTS methods cannot handle missing information of other players. Meanwhile, there have been several extensions of MCTS for IIGs, by implicitly or explicitly sampling a state of other players. But, due to the inability to handle private and public information well, the performance of these methods is not satisfactory. In this paper, we extend AlphaZero to multiplayer IIGs by developing a new MCTS method, Action-Prediction MCTS (AP-MCTS). In contrast to traditional MCTS extensions for IIGs, AP-MCTS first builds the search tree based on public information, adopts the policy-value network to generalize between hidden states, and finally predicts other players' actions directly. This design bypasses the inefficiency of sampling and the difficulty of predicting the state of other players. We conduct extensive experiments on the popular 3-player poker game DouDiZhu to evaluate the performance of AP-MCTS combined with the framework AlphaZero. When playing against experienced human players, AP-MCTS achieved a 65.65\% winning rate, which is almost twice the human's winning rate. When comparing with state-of-the-art DouDiZhu AIs, the Elo rating of AP-MCTS is 50 to 200 higher than them. The ablation study shows that accurate action prediction is the key to AP-MCTS winning.

Abstract:
In this study, we explored the differences between students in IS and other disciplines in their perceptions of factors influencing study program choice. A quantitative research approach was employed. We used an online survey for data collection. Data was collected in a Norwegian public university in the Fall semester of 2021. The findings from this study showed that the factors that most influence students' choice of study program are career-related. The most influencing factor for students in choosing a study program was identified as job availability, followed by job security, career opportunities, and interesting work assignments. Significant differences were found between students in IS and other disciplines in the following five factors influencing study program choice: job security, opportunity to be innovative, personal skills, ease of study topics, and performance in high school subject matter courses.

In crisis management planning and providing information to an organisation or employees represents general framework for maintaining the performance. For that, is important to explain how organisational communication relies on a structure made up of networks for information and it must be created a crisis management teams to protect organisations from the adverse effects of a crisis situation. The purpose of the paper is to indicate the stages of crisis from the theoretical point of view to which the emotional and response factors are interfered, as they are consecrated in the literature, with the highlighting of a case study reflecting the way of collective reaction to a public conflict that, through integrated managerial methods, lead to the maintenance of the citizen's safety and, implicitly, to, establishing organizational performance indices after analyzing the mode of action. The originality and novelty of the paper consist precisely in the description of the case study, materialized in a plan of measures adapted to a crisis situation that has really been carried out, and through qualitative methods of observation and analysis of documents, specific indicators are revealed to maintain performance in an organization as a result of knowledge of the dysfunctions resulting from the conduct of the action, strengths and weakness. The conclusions will show a new comparative approach of the crisis field, which is customized to a concrete situation with applicability in the practice of institutions for maintaining and ensuring public order, the results obtained and their significance.

Abstract:
nternationally, the performance of a country's public services correlates with the level of public confidence in public administration, the dexterity of economic activities and, obviously, the standard of living of the population. Linking this to the barriers to LPAs discussed in Chapter II of this paper, the author is compelled to note that the Republic of Moldova needs to act urgently to increase and multiply the competences of LPA management in order to ensure economic prosperity, social cohesion and well-being. The concept of "performance" is identified with outstanding results, clearly superior to the results of similar action. Performance is an attribute that can be treated subjectively, as it is perceived differently by different people; for these reasons, certain minimum criteria for assessing performance should be drawn up and approved at national level, which would ensure the comparability of the results achieved by local public authorities, particularly in the development of rural areas.

Abstract:
Action recognition in videos is currently a topic of interest in the area of computer vision, due to potential applications such as: multimedia indexing, surveillance in public spaces, among others. In this work we propose an attention mechanism adapted to a CNN–LSTM base architecture. To carry out the training and testing phases, we used the HMDB-51 and UCF-101 datasets. We evaluate the performance of our system using accuracy as the evaluation metric, obtaining 57.3% and 90.4% for HMDB-51 and UCF-101 respectively.

The purpose of this Technical Note is to identify the main obstacles to logistics performance in Latin America and the Caribbean (the Region) and to offer an agenda for action. The note includes a didactic presentation of the conceptual foundations of freight logistics for those interested in the formulation of public policies across the diverse areas covered by this topic. The document studies the relative position of Latin America¿s logistics performance by reviewing the main available indicators and analyzing the probable causes of the performance gap between the Region and other countries. The study¿s methodology includes: an in¿depth review of the most critical components that contribute to the weak regional performance, and an examination of documents that assess the logistics situation of 10 countries in the Region. Based on the results, a public policy agenda is formulated, to improve the Region's performance and identify country clusters with different requirements.

Although small in terms of population, the Caribbean is renowned for its creativity. Its cultural diversity is manifested in a variety of artistic expressions including folklore, crafts, performances, music festivals, and carnivals. Despite the Caribbean's great potential in the entertainment sector, important domestic challenges - emanating from both public and private sectors - have long impeded the successful growth of creative industries. The paper explains how the implementation of the Economic Partnership Agreement with the European Union should serve as an impetus for stakeholders in the region to address these barriers thereby creating favorable conditions for the production and export of Caribbean entertainment services. This Study presents an overview of policies in the creative sector in terms of the promotion of services exports in selected CARICOM states: Barbados, Jamaica, and Trinidad and Tobago. This Technical Note highlights bottlenecks to implementation of recommendations proposed in existing analyses and diagnostics and suggests specific ways in which these can be overcome. It formulates concrete recommendations for relevant actors, including donors and domestic governments, to promote the development of the creative industries.

Public transit ridership in California declined in the five years before the pandemic of 2020–21 and dropped significantly further after the pandemic began. A sharp downward step in the level of transit boarding occurred after February 2020, and continues to the date of this report as a result of the public-health guidance on social distancing, expanded work-at-home, and a travel mode shift from public transit to private cars. A critical issue has come to the foreground of public transportation policy, namely, how to increase the quality and geographic reach of transit service to better serve the essential trips of mobility disadvantaged citizens who do not have access to private vehicle travel. The research focus of this report is an examination of the circumstances where fixed route bus route service could cost-effectively be replaced by on-demand microtransit, with equivalent overall zone-level efficiency and a higher quality of complete trip service. Research methods were reviews of documented agency experience, execution of simple simulations, and sketch-level analysis of 2019 performance reported in the National Transit Database. Available evidence is encouraging and suggestive, but not conclusive. The research found that substitutions of flexible microtransit for fixed route buses are already being piloted across the U.S., with promising performance results. The findings imply that action steps could be taken in California to expand and refine an emphasis on general purpose microtransit in corridors and zones with a relatively high fraction of potential travelers who are mobility disadvantaged, and where traditional bus routes are capturing fewer than 15 boardings per vehicle hour. To be sufficiently productive as fixed route replacements, microtransit service technologies in the same or larger zones need to be capable of achieving vehicle boardings of five per hour, a challenge worth addressing with technology applications. Delivery of microtransit service can be undertaken through contracts with a growing set of private sector firms, which are developing processes to merge general purpose customers with those now assigned to ADA-required paratransit and Medi-Cal-supported non-emergency medical transport.

For at least the past 10 years, the Government of Guyana has been implementing reforms aimed at improving public sector efficiency and effectiveness. In the past few years, special attention has been given to the introduction of Monitoring and Evaluation (M&E). This Technical Note analyzes Guyana's current M&E capabilities, as well as a proposed M&E Strategy and Action Plan. The analysis shows that the development of institutional M&E capacities has started but is not running on the Action Plan schedule. This may be explained by unrealistic implementation expectations. Moreover, the plan to increase the availability of performance information needs to be complemented with specific measures to institutionalize the use of such information in policymaking and to increase the availability of information to the public. This Technical Note includes a list of recommendations that, if followed, should help increase Guyana's chances of successfully implementing and sustaining M&E.

Abstract:
This paper assesses whether the expansion of online job vacancies leads to a more efficient labor market. We provide compelling evidence that the increase in online job vacancy penetration in Colombia has had an enhancing effect on the labor market's efficiency by making it easier for firms to find workers to fill their job openings. An estimation of the Beveridge Curve (unemployment to vacancies relationship), a well-established theoretical development from search models, concludes that policies that increase online vacancy posting enhance efficiency. We implement a differences in differences design to take advantage of a regulation, which mandates that all authorized online vacancy providers report any online vacancy to the Public Employment Service in Colombia. We find that sub-segments of the labor market with a relevant fraction of their vacancies posted online, presented on average nearly 15% lower vacancy rate for a given unemployment rate. Therefore, for these sub-segments, the Beveridge curve shifted inwards due to efficiency enhancements. These findings support active search policies to reduce information barriers, which reduce the odds of firms and workers finding one other in the labor market. Policies as those implemented by the Public Employment Service in Colombia seem to be beneficial.

Abstract:
Participatory programs can reduce the informational and power asymmetries that engender mistrust. These programs, however, cannot include every citizen. Hence, it is important to evaluate not only if they affect allocations and trust among those who participate, but also if they could also affect trust among those who do not participate. We assess the effect of an informational campaign about these programs in the context of a survey experiment conducted in the city of Buenos Aires, Argentina. Results show that providing detailed information about a participatory budget initiative shapes voters' assessments of government performance and political trust. Effects are larger for individuals with ex ante more negative views about the local governments quality and for individuals who believe in the ability of their communities to solve the type of collective-action problems that the program seeks to address. Because mistrustful individuals tend to shy away from demanding the government public goods that increase overall welfare, well-disseminated participatory budget programs could affect budget allocations directly and through their effect on trust. Investing in these programs could be worthwhile.
