Abstract:

The purpose of this study was to examine the effectiveness of standards-based assessment practices within a music performance curriculum. This pre-survey, post-survey experimental treatment included 169 students, 97 parents, and 3 teachers from 3 school districts across Wisconsin. The results from this study indicated that music teachers rely on a variety of assessment strategies to monitor student achievement regardless of if they are using standards-based assessment practices; however, teachers who used standards-based assessment were more likely to use formal assessments to determine student achievement and were more likely to assess students both formally and informally on a regular basis. Furthermore, when standards-based practices were implemented students' awareness of the learning target increased. Students also became less reliant on teacher feedback in determining their success but valued the feedback that was received at a higher level. Finally, parents relied on both online gradebooks, and conversations with their child regarding student achievement.

Abstract:

Assessing student learning has been part of education since the beginning of formalized schooling. Developments at the national, state, and local level have led to grading reforms over the past quarter century. The purpose of this study was to explore students’ and teachers’ perceptions of standards-based grading to determine if there was a significant difference on standardized tests scores between students graded using standards-based grading and students graded using traditional grading. Teachers and students from one Missouri high school were interviewed to determine their perceptions about standards-based grading. A stratified sample was utilized to select interviewees. Artifacts from the district were analyzed to determine the process in the implementation of standards-based grading. Quantitative data were obtained from the Missouri Department of Elementary and Secondary Education to compare the Missouri Assessment Performance (MAP) Index scores and means on end-of-course exams from the participating high school with Missouri students. A t-test was utilized to determine the difference between the two means. The data revealed teachers’ perceptions of standards-based grading were varied, with only two teachers who preferred standards-based grading. Student perceptions were more positive than those of teachers, with 50% of students who were interviewed preferring standards-based grading. Quantitative data revealed no statistically significant difference between the means on end-of-course exams of students assessed with standards-based grading and students assessed with traditional grading in five of the eight subject areas studied.

Power grid and system protection advancement greatly depend on technological advances. Advent technologies like digital microprocessor type protective relays facilitate paradigm shifts, providing inimitable beneficial engineering adaptations. Phasor measuring technology provides one such technological advance. The onset and rapid development of the Phasor Measuring Unit (PMU) provides an excellent platform for phasor-based, power system engineering. Power transmission constitutes a critical section in the electric power system. The power system transmission lines are susceptible to faults which require instant isolation to establish and maintain consistent system stability. This research focuses on the study of transmission line protection based on P-Class synchrophasor measurements. The IEEE C37.238-2011 Precision Time Protocol (PTP) paradigm shift facilitates practical application of synchrophasors in protection schemes. Synchrophasor procession and accurate data alignment over wide areas support the hypothesis of a phasor-based transmission line differential protection. This research aims to directly implement P-Class synchrophasors in transmission line differential protection, employing synchrophasors to determine fault conditions and administer corresponding protective actions in wide area transmission lines. The research also aims to evaluate the operational characteristics of the synchrophasor-based transmission line differential protection scheme. The research deliverables include a laboratory scale Test-bench that implements the PMU-based transmission line differential protection scheme, and a differential protection utility software solution that follows guidelines specified by the C37.118-2011 standard for synchrophasors. The findings stand to evaluate performance of the PMU-based line differential protection scheme, verifying the protection model as an alternate, practical and feasible backup protection solution. The research deliverables include a synchrophasor-based current differential algorithm, software utility for implementing the PMU-based protection scheme and a Test-bench for concept and feasibility validation.

Abstract:

The purpose of this study was to explore the relationship between student performance on Reading Curriculum-based Measures (R-CBM) and student performance on the Alaska's standards based assessment (SBA) administered to students in Studied School District (SSD) Grade 3 through Grade 5 students in the Studied School District as required by Alaska's accountability system. The 2 research questions were: (a) To what extent, if at all, is there a relationship between student performance on the R-CBM tools administered in Grades 3, 4, and 5 in the fall, winter, and spring and student performance on the Alaska SBA administered in the spring of the same school year in the SSD? (b) To what extent, if at all, can cut scores be derived for each of the 3 R-CBM testing windows in the fall, winter, and spring that predict success on the Alaska SBA administered in the spring of the same school year in the SSD? The Study School District (SSD) served approximately 9,500 students, with 14% of students eligible for special education services. The enrollment was 81% Caucasian, 10% Alaska Native, 3% Hispanic, 3% multiethnic, and 4% as the total of American Indian, Asian, Black, and Native Hawaiian/Pacific Islander. The sample was 3rd (n = 472), 4th (n = 435), and 5th (n = 517) graders and consisted of all students with an Alaska SBA score and an R-CBM score for each of the 3 administrations of the R-CBM used in the 2009-2010 (FY10) and 2010-2011 (FY11) years. Pearson correlations were significant between R-CBM scores across 3rd, 4th, and 5th grades and the same grade Alaska SBA scores for FY10 data, r = .689 to r = .728, p < .01. A test of the full model with R-CBM as predictor against a constant-only model was statistically reliable, p < .001. The R-CBM reliably distinguished between passing and failing the Alaska SBA for students in Grades 3 through 5. Criterion validity of the cut scores was ascertained by applying scores to the FY11 data and yielded adequate levels of sensitivity from 49% to 88% while specificity levels ranged from 89% to 97%.

Leadership is arguably the most studied discipline and yet is equally the least understood subject since it involves unpredictable human beings. In the same vein, as managers and leaders operate, they operate within the context of followers who have their own expectations from leadership. Consequently, many leadership theories have been developed and at best they are largely a variety of the other with extremities in other aspects. Because there are other people apart from the leader, it means consideration should be made of the characteristics of the followership. There is therefore a need for congruency between the leadership and the followership if the leader is to be influential. Interpersonal skills are critical for this type of leadership, and some research findings indicated that extroverts who are people centered are likely to be more effective. In the process, the leader needs to build relationships as evidenced by the way the leader will encourage, appreciate, forgive, understand others, and be prepared to listen to peers and followers. This papers posits that people oriented leaders develop closeness to the followers and are empathetic, whilst they try to get their work done. The preliminary findings established that a people focused leader will have more influence on the followership, and is most likely to be empathetic to his subordinates.

A substantial amount of credible evidence shows that properly designed healthcare built environments can positively impact upon the health outcomes of the building users. This offers an opportunity to improve the quality of healthcare through appropriately designed healthcare built environments. Evidence-based design (EBD) emerged within healthcare building design practice to enhance the process of designing with credible evidence. This research explored improvement opportunities for EBD in the UK which would subsequently improve the quality of healthcare through built environment interventions. Specifically, three key research gaps were addressed during this research. Firstly, this research explored current practices of evidence use during healthcare designing and opportunities to increase the direct use of research-based evidence and alternative ways of conveying research-based evidence into the design process through other source of generic evidence for design. Secondly, this research explored how evidence could be effectively expressed within healthcare design standards, guidance and tools (SGaTs) in the forms of performance and prescriptive specifications. Finally, considering the unique nature of built environment design, this research explored how project unique contextual circumstances impact EBD processes and how practitioners reflect on these circumstances. These challenges were then transformed into six objectives. Following a comprehensive literature review, this research was divided into four phases. First, a model of the sources and flows of evidence (SaFE) was developed to represent evidence for EBD within generic evidence for design. The initial conceptual model was developed through desk study, based on the literature review, self-experience and the experience. This model was then verified with the comments from five un-structured interviews conducted with lecturers and senior lecturers of the School of Civil and Building Engineering. Finally, the model was validated using 12 semi-structured interviews conducted with design practitioners from the industry. In addition to the validating the sources and flows of evidence these interviews revealed rationales behind design practitioners use of evidence from four types of evidence sources. These results revealed improvement opportunities to increase the intake of research-based evidence use during healthcare built environments designing. The main data collection method for this research was case studies. Eight exemplar design elements within three case studies were investigated to explore details of evidence use practices; practices of using performance and prescriptive specifications; and impact of project unique contextual circumstances for EBD process and how design practitioners reflect on these circumstances. Results of this research revealed that EBD needs to be supported by both externally published research evidence and through internally generated evidence. It was also identified that EBD could be significantly facilitated through research- evidence informed other generic design evidence sources. Healthcare design SGaTs provides a promising prospect to facilitate EBD. Performance specification driven healthcare design SGaTs supplemented by prescriptive specifications to define design outputs and design inputs could improve effective use of evidence-informed SGaTs. These results were incorporated into a framework to guide development of healthcare design SGaTs. Finally, by exploring how projects unique contextual circumstances impact EBD processes and how practitioners reflect on these circumstances, this research identified the need for procedural guidance for designers to guide evidence acquisition, evidence application and new evidence generation.

Abstract:
As a component of the regulatory structure controlling building construction and land development in Australia, the system of building regulation was reformed during a period of significant restructuring of the Australian economy. The microeconomic reforms aimed to find efficiencies in government and industry sectors, and with respect to the latter, facilitate the development of competitive trade structures across national and global markets. The research provides a critical narrative account of the development and outcomes of the microeconomic reform of building regulation between 1990 and 2003. The microeconomic reform process is examined in the context of the vastly differing approaches of two Australian states, Victoria and New South Wales, with respect to the national reform agenda which was initiated and led by the Commonwealth government in response to the increasing globalization of the national economy. An understanding of what happened and why and how t he states differed with respect to the national reform agenda enabled the outcomes of the reforms to be examined for their impact upon government, industry and the community. The regulation of building construction is a constitutional responsibility of the state governments and has traditionally been controlled by local government. However, control is increasingly being centralized at the national level, in response to international pressures to adopt performance-based regulations, standards and governance systems that accord to neoliberal ideology. This has resulted in a reduction of state and local government involvement in certain building control functions with a commensurate increased role for the private sector; an increase in the complexity and quantity of regulatory instruments; a reduction in government accountability for the standard of building construction; the development of structures to facilitate competitive intranational and international trade in construction-related goods and services and a reduction in the quality and standard of buildings. The principal benefits of the reforms have accrued to industry and to government and the least benefits have accrued to the community/consumer.

This study examines the messages and accuracy of the messages sent to students from the Arizona Instrument to Measure Standards (AIMS) math test regarding academic preparedness for postsecondary education. Previous studies investigating messages sent to students, derived from information such as educational standards, grades, course taking policies, test material, and college admissions requirements, focused on content alignment of secondary and postsecondary content standards. However, a dearth of research exists on messages from high school performance, as measured by exit exams and college performance measured by grades, major selection, or graduation. This study addresses the need to understand and interpret messages students receive based on academic performance. Specifically, this study aims to answer three questions. First, what is the relationship between AIMS math scores and college math performance defined by the University of Arizona math requirement and college graduation? Second, to what degree do AIMS math scores predict college math performance? Third, what is the average AIMS math score and performance level for students who choose certain majors? To answer the research questions posed in this study, various statistical analyses were employed. To answer the first question, a one-way ANOVA and logistic regression analyses were used. A linear regression analysis served to analyze the second and third questions. Results indicate that the messages sent to students regarding college readiness are, in fact, well aligned and clear and consistent. Also, there is evidence that the messages vary by gender and ethnicity.

The emergence of Grid computing infrastructures enables researchers to shareresources and collaborate in more efficient ways than before, despite belongingto different organizations and being geographically distributed. While the Gridcomputing paradigm offers new opportunities, it also gives rise to newdifficulties. This thesis investigates methods, architectures, and algorithmsfor a range of topics in the area of Grid resource management. One studiedtopic is how to automate and improve resource selection, despite heterogeneityin Grid hardware, software, availability, ownership, and usage policies.Algorithmical difficulties for this are, e.g., characterization of jobs andresources, prediction of resource performance, and data placementconsiderations. Investigated Quality of Service aspects of resource selectioninclude how to guarantee job start and/or completion times as well as how tosynchronize multiple resources for coordinated use through coallocation.Another explored research topic is architectural considerations for frameworksthat simplify and automate submission, monitoring, and fault handling for largeamounts of jobs. This thesis also investigates suitable Grid interactionpatterns for scientific workflows, studies programming models that enable dataparallelism for such workflows, as well as analyzes how workflow compositiontools should be designed to increase flexibility and expressiveness. We today have the somewhat paradoxical situation where Grids, originally aimed tofederate resources and overcome interoperability problems between differentcomputing platforms, themselves struggle with interoperability problems causedby the wide range of interfaces, protocols, and data formats that are used indifferent environments. This thesis demonstrates how proof-of-concept softwaretools for Grid resource management can, by using (proposed) standard formatsand protocols as well as leveraging state-of-the-art principles fromservice-oriented architectures, be made independent of current Gridinfrastructures. Further interoperability contributions include an in-depthstudy that surveys issues related to the use of Grid resources in scientificworkflows. This study improves our understanding of interoperability amongscientific workflow systems by viewing this topic from three differentperspectives: model of computation, workflow language, and executionenvironment. A final contribution in this thesis is the investigation of how the design ofGrid middleware tools can adopt principles and concepts from softwareengineering in order to improve, e.g., adaptability and interoperability.

In this work, the IEEE standard 802.11a, which deals with wireless LAN Medium Access Control (MAC) and Physical Layer (PHY) Specifications, is going to be discussed in detail.

Taking this into consideration, PHY specifications and its environment are going to be studied.

The work that the ISY department at the Institute of Technology of the Linköping University has proposed is to design a PHY layer implementation for WLANs, in a CPU, using MATLAB/Simulink and in a DSP processor, using Embedded Target for C6000 DSP and Code Composer Studio and, once implemented both, to perform and analyse the performance of the system under those implementations.

Although perhaps not so dramatic or newsworthy as chemical, biologic, radiologic, nuclear, or explosive attacks, intentionally set fires are identified security threats to federal buildings accessible to the public. The Department of Homeland Security Interagency Security Committee in 2010 adopted building construction standards that purport to give facility safety committees and building designers guidance on developing permanent countermeasures to 31 diverse threat scenarios described in the Design-Basis Threat. To assess the effectiveness of the permanent countermeasures options provided in the Physical Security Criteria for Federal Facilities, a performance-based approach to evaluating the design and construction features is recommended. Clearly articulated performance objectives and quantifiable characterization of the hazardous elements comprising the threat scenarios are essential to evaluating outcomes using a performance-based design approach. A mixed methods research approach is used to analyze the Physical Security Criteria for Federal Facilities standard to make policy recommendations that may enhance occupant safety and federal property protection from arson attacks. Computerized fire effects modeling is used to compare outcomes in non-military and non-postal federal facilities from a variety of simulated arson scenarios using commonly available accelerants.

Two new methods of performance-based liquefaction initiation analysis are proposed which use the works of Juang et al. (2012) and Boulanger and Idriss (2012). Further advances are made by incorporating the performance-based magnitude scaling factors as proposed by Cetin et al. (2012). Using these new equations a comparative study is made between the three methods. Further comparisons are made between the performance-based approaches and the more widely used deterministic approaches. The comparisons reveal that on average for the 11 sites used in this study, the performance-based approaches tend to be slightly less conservative than deterministic approaches overall, with large differences possible for some locations in the country. They also reveal that the newer performance-based approaches are generally less conservative than the approach proposed by Kramer and Mayfield (2007). Some cases where this relationship does not hold true and the new relationships are more conservative are outlined.

This paper evaluates the performance as well as effectiveness of the High Speed Ethernet LANBased Distributed Telemetry Data Network Architecture. It also attempts to obtain a feasible solution for the Extension of LAN over High Performance Digital Modem via Routers and Bridges. With the advent of highly efficient broadband TCP/IP network and rapid growth of data traffic demand in the area of Telemetry Data Acquisition and Processing, one has to adopt a high bit rate PCM Telemetry Data Stream with the strategy of distributed task scheduling in multiprocessor environment. The proposed Telemetry System Architecture is adopted as a milestone to Modern Telemetry system. It incorporates various value added services for the performance evaluation of various flight vehicles providing authenticated data. This paper shows that by configuring the IP addresses of various nodes and router / bridges with V.35 interfaces, it is possible to extend the Telemetry Data on a local LAN to the remote LAN for display and high speed processing in real time. Necessary comparisons of performance of the existing to the proposed systems are presented.

Abstract:
In 2010, Oregon Department of Education (ODE) developed a set of rubrics designed to score a state required performance assessment targeting Science Inquiry (SI) and Engineering Design (ED) skills. During the development of the rubrics, ODE invited six panels of teachers to provide feedback on an early draft of the rubrics. This case study analyzed the teachers' feedback and the revisions of the rubrics to identify the types of feedback teachers offered and how ODE used that feedback to develop the rubrics. The results showed the teachers' feedback focused on defining the skills students were asked to demonstrate and distinguishing levels of student performance. There was clear evidence that the teachers' feedback had a substantial impact on the development of the rubrics. These results suggest that teachers can add substantial value during the development of a state issued assessment tool.

Abstract:
Seismically-induced liquefaction has been the cause of significant damage to infrastructure and is a serious concern in current civil engineering practice. Several methods are available for assessing the risk of liquefaction at a given site, each with its own strengths and limitations. One probabilistic method has been shown to provide more consistent estimates of liquefaction risk and can be tailored to the specific needs of a given project through hazard-targeted (i.e. based on return periods or likelihoods) results. This type of liquefaction assessment is typically called “performance-based,” after the Pacific Earthquake Engineering Research (PEER) Center's performance-based earthquake engineering framework. Unfortunately, performance-based liquefaction assessment is not easily performed and can be difficult for practicing engineers to use on routine projects. Previous research has shown that performance-based methods of liquefaction assessment can be simplified into an approximation procedure. This simplification has successfully been completed for the Cetin et al. (2004) empirical, probabilistic standard penetration test -based liquefaction triggering model. Until now, such a simplification has not been performed for another popular liquefaction triggering model developed by Boulanger and Idriss (2012). As some engineers either wish to use or are required to use the Boulanger and Idriss (2012) model in their liquefaction assessments, there is a need for a simplified performance-based method based on this model to supplement that based on the Cetin et al. (2004) model. This thesis provides the derivation of a simplified performance-based procedure for the assessment of liquefaction triggering using the Boulanger and Idriss (2012) model. A validation study is performed in which 10 cities across the United States are analyzed using both the simplified procedure and the full performance-based procedure. A comparison of the results from these two analyses shows that the simplified procedure provides a reasonable approximation of the full performance-based procedure. This thesis also describes the development of liquefaction loading maps for six states and a spreadsheet that performs the necessary correction calculations for the simplified method.

Abstract:
The work of this thesis was focused on the development of high-performance algorithms for a new generation of molecular descriptors, with many advantages with respect to its predecessors, suitable for diverse applications in the field of drug design, as well as its implementation in commercial grade scientific software (Pentacle). As a first step, we developed a new algorithm (AMANDA) for discretizing molecular interaction fields which allows extracting from them the most interesting regions in an efficient way. This algorithm was incorporated into a new generation of alignmentindependent molecular descriptors, named GRIND-2. The computing speed and efficiency of the new algorithm allow the application of these descriptors in virtual screening. In addition, we developed a new alignment-independent encoding algorithm (CLACC) producing quantitative structure-activity relationship models which have better predictive ability and are easier to interpret than those obtained with other methods.
El trabajo que se presenta en esta tesis se ha centrado en el desarrollo de algoritmos de altas prestaciones para la obtención de una nueva generación de descriptores moleculares, con numerosas ventajas con respecto a sus predecesores, adecuados para diversas aplicaciones en el área del diseño de fármacos, y en su implementación en un programa científico de calidad comercial (Pentacle). Inicialmente se desarrolló un nuevo algoritmo de discretización de campos de interacción molecular (AMANDA) que permite extraer eficientemente las regiones de máximo interés. Este algoritmo fue incorporado en una nueva generación de descriptores moleculares independientes del alineamiento, denominados GRIND-2. La rapidez y eficiencia del nuevo algoritmo permitieron aplicar estos descriptores en cribados virtuales. Por último, se puso a punto un nuevo algoritmo de codificación independiente de alineamiento (CLACC) que permite obtener modelos cuantitativos de relación estructura-actividad con mejor capacidad predictiva y mucho más fáciles de interpretar que los obtenidos con otros métodos.

Supply Chain Event Management (SCEM) bezeichnet eine Teildisziplin des Supply Chain Management und ist für Unternehmen ein Ansatzpunkt, durch frühzeitige Reaktion auf kritische Ausnahmeereignisse in der Wertschöpfungskette Logistikleistung und -kosten zu optimieren. Durch Rahmenbedingungen wie bspw. globale Logistikstrukturen, eine hohe Artikelvielfalt und volatile Geschäftsbeziehungen zählt die Modeindustrie zu den Branchen, die für kritische Störereignisse besonders anfällig ist. In diesem Sinne untersucht die vorliegende Dissertation nach einer Beleuchtung der wesentlichen Grundlagen zunächst, inwiefern es in der Modeindustrie tatsächlich einen Bedarf an SCEM-Systemen gibt. Anknüpfend daran zeigt sie nach einer Darstellung bisheriger SCEM-Architekturkonzepte Gestaltungsmöglichkeiten für eine Systemarchitektur auf, die auf den Designprinzipien der Serviceorientierung beruht. In diesem Rahmen erfolgt u. a. auch die Identifikation SCEM-relevanter Business Services. Die Vorzüge einer serviceorientierten Gestaltung werden detailliert anhand der EPCIS (EPC Information Services)-Spezifikation illustriert. Abgerundet wird die Arbeit durch eine Betrachtung der Nutzenpotenziale von SCEM-Systemen. Nach einer Darstellung von Ansätzen, welche zur Nutzenbestimmung infrage kommen, wird der Nutzen anhand eines Praxisbeispiels aufgezeigt und fließt zusammen mit den Ergebnissen einer Literaturrecherche in eine Konsolidierung von SCEM-Nutzeffekten. Hierbei wird auch beleuchtet, welche zusätzlichen Vorteile sich für Unternehmen durch eine serviceorientierte Architekturgestaltung bieten. In der Schlussbetrachtung werden die wesentlichen Erkenntnisse der Arbeit zusammengefasst und in einem Ausblick sowohl beleuchtet, welche Relevanz die Ergebnisse der Arbeit für die Bewältigung künftiger Herausforderungen innehaben als auch welche Anknüpfungspunkte sich für anschließende Forschungsarbeiten ergeben.

Abstract:
Until recently, car-carriers in South Africa operated under abnormal load permits allowing a finite relaxation of legal height and length limits. This practice is being phased out, and exemption will only be granted if a car-carrier complies with the Australian Performance-Based Standards (PBS) scheme. A low-speed turning model was developed in Matlab®, and used to benchmark the tail swing performance of the existing South African car-carrier fleet. About 80 per cent of the fleet were shown to not comply with the 0.30 m tail swing limit, due to South Africa’s inadequate rear overhang legislation which permits tail swing of up to 1.25 m. TruckSim® was used to conduct detailed PBS assessments of two car-carrier designs. Critical performance areas were identified; most notably yaw damping and tail swing for the truck and tag-trailer combination, and maximum of difference and difference of maxima for the tractor and semitrailer combination. These were remedied through appropriate design modifications. The Matlab® model was shown to be versatile, accurate and efficient, with potential for future application. The TruckSim® assessments highlighted complexities unique to car-carriers in a PBS context and showed how these may be addressed. This research has shown the benefit of PBS for heavy vehicles, and has guided car-carrier design to improve safety.

Math skills are essential to daily life, impacting a person?s ability to function at home, work, and in the community. Although reading has been the focus in recent years, many students struggle in math. The inability to master math calculation and problem solving has contributed to the rising incidence of student failure, referrals for special education evaluations, and dropout rates. Studies have shown that curriculum based measurement (CBM) is a well-established tool for formative assessment, and could potentially be used for other purposes such as a prediction of state standards test scores, however to date there are limited validity studies between mathematics CBM and standard-based assessment. This research examined a brief assessment that reported to be aligned to national curriculum standards in order to predict student performance on state standards-based mathematics curriculum, identify students at-risk of failure, and plan instruction. Evidence was gathered on the System to Enhance Educational Performance Grade 3 Focal Mathematics Assessment Instrument (STEEP3M) as a formative, universal screener. Using a sample of 337 students and 22 instructional staff, four qualities of the STEEP3M were examined: a) internal consistency and criterion related validity (concurrent); b) screening students for a multi-tiered decision-making process; c) utility for instructional planning and intervention recommendations; and d) efficiency of administration, scoring, and reporting results which were the basis of the four research questions for this study. Several optimized solutions were generated from Receiver Operator Curve (ROC) statistical analysis; however none demonstrated that the STEEP3M maximized either sensitivity or specificity. In semi-structured interviews teachers reported that they would consider using the STEEP3M, however only as a part of a decision-making rubric along with other measures. Further, teachers indicated that lessons are developed before the school year starts, more in response to the sequence of the state standards than to students? needs. While the STEEP3M was sufficiently long enough for high-stakes or criterion-referenced decisions, this study found that the test does not provide sufficient diagnostic information for multi-tiered decision-making for intervention or instructional planning. Although practical and efficient to administer, the conclusions of this study show the test does not provide sufficient information on the content domain and does not accurately classify students in need of assistance.

Image processing methods involve modifying the intensity of pixels from the original image to represent the shape, texture, edge, and other significant features for many display devices, including laptops, PDAs, monitors, mobile camera phones, and so on. In general, image processing methods should be applied to every frame of a sequence, thus increasing the complexity of video processing applications. In order to keep the processing effect and reduce the processing time, this thesis proposes a performance enhancement method based on the extraction of motion vectors in video codec standards. Motion vector is offset between the position of the current partition and the prediction region in the reference picture, calculated by finding matching blocks in the current frame corresponding to blocks in the reference frame. Analysing the amount of motion vectors can simplify the image processing methods when the current frame only changes a little, while presenting the original processing effect during the current frame which has great contextual change in the video sequence. The proposed performance enhancement method is implemented by using MVs of the H.264 Joint Model reference software (version JM 17.0). Experimental result uses PSNR and processing time to demonstrate the effectiveness of the proposed method in providing the processing effect without serious distortion and low computational cost.

South African education is currently in a process of restructuring, stemming from radical political changes in 1994. In 1995 a system of outcomes-based education was adopted by the Department of Education, strategically supported by the South African Qualifications Authority with its twelve relevant National Standards Bodies. Together with this, a system of unit standards, based on the accreditation of credits, learning programmes and qualifications is in a process of development. Music as formal school subject does not enjoy the same financial support from the Education Department as do the so-called "essential" subjects such as Mathematics and Science. Therefore no formal structures to generate unit standards for Music were origmally planned and budgeted for by educational authorities. To fill this need, and to prevent the marginalisation of such an important subject, the MEUSSA (Music Education Unit Standards for Southern Africa) project was initiated by the Music Department of the University of Pretoria early in 2000, involving 18 Master's and doctoral students in various areas of musical expertise. The aim is to generate unit standards for Music(s) in Southern Africa across traditional aspects such as instrumental training, harmony, history, theory and aural training, as well as the relatively unexplored domains of Music Technology, World Musics and Popular Music. Cultural shifts over the last approximately forty years began reshaping the understanding of the world we are' living in, resulting in a transition from a modern to a postmodern culture in Western societies. For the project of writing unit standards for music to be relevant, it was necessary to reflect on these changes and to accommodate them in music education. Frameworks and standards generated in the USA, Australia, New Zealand and England were also investigated and contextualised. Because the field of expertise of the author lies, inter alia, in the field of Aerophones, unit standards were specifically generated for music performance. These standards have to be considered as part of the MEUSSA project, and therefore be read in conjunction with contributions by other members of this team. It is the wish of the author, as part of the MEUSSA team, that this study will contribute towards making music education of high quality available to every learner in Southern Africa.

The purpose of this study was to determine which specific resources contribute to the strategy-to-performance gap of small businesses trading in the Pietermaritzburg metropolitan area, from a resource-based perspective of strategic management. The research was prompted by a study conducted by Marakon Associates, the purpose of which was to investigate how successfully companies translate their strategies into performance and what steps they take to close the resulting strategy-to-performance gaps. The main reasons advanced for poor strategy-to-performance results are inadequate or unavailable resources. The research design in the study is quantitative and descriptive in nature. The data was collected from a structured questionnaire comprising of 18 questions emailed to the owners using LimeSurvey. The findings of the survey show that the businesses surveyed lack resources, which leads directly to strategy-to-performance gaps. The most important resources they lack are financial and human resources.

Nine tryptamines, including α-methyltryptamine (AMT), N,N-dimethyltryptamine (DMT), 5-methoxy-α-methyltryptamine (5-MeO-AMT), N,N-diethyltryptamine (DET), N,N-dipropyltryptamine (DPT), N,N-dibutyltryptamine (DBT), N,N-diisopropyltryptamine (DIPT), 5-methoxy-N,N-dimethyltryptamine (5-MeO-DMT), and 5-methoxy-N,N-diisopropyltryptamine (5-MeO-DIPT) were selected as model compounds. Comparisons of their sensitivity, selectivity, time, cost and the order of migration are described based on different separation techniques (GC,HPLC and CE, respectively). As a result, the limit of detection (S/N = 3) obtained by GC/MS and LC/UV-absorption ranged from 0.5 to 15 μg/mL and 0.3 to 1.0 μg/mL, respectively. In contrast to this, based on the CZE/UV-absorption method, the limit of detection (S/N = 3) was determined to 0.4–1 μg/mL. However, when the sweeping-MEKC mode was applied, it dramatically improved to 2–8 ng/mL. In the case of GC, HPLC and CE, migration times of the nine standards ranged from 11 to 15 min and 8 to 23 min by GC and HPLC, respectively; ranged from 20 to 26 min by sweeping-MEKC. The order of migration of DMT, DET, DPT and DBT follows the molecular weight, whereas the order of migration of AMT and 5-MeO-AMT (primary amines), DIPT (an isomer of DPT) and 5-methoxy-tryptamines (5-MeO-AMT, 5-MeO-DMT and 5-MeO-DIPT) can be altered by changing the separation conditions.

There are a myriad of factors that influence the teaching and assessment of English as a foreign language in Israel. One such factor is the change in perception of how the mind collects and processes information. The transition from behaviorist theories of learning to constructivist and cognitivist theories has resulted in a new concept of learning that recognises the pivotal role of the learner in the learning process. Another instrumental factor is the creation of standards in education that are intended to raise the level of academic achievement and provide equitable educational opportunities for all learners. Both of these factors have impacted the study of English as a foreign language. Countries around the world have assumed monumental changes in the way they approach foreign language study. Following the examples of foreign countries Israel has recently implemented a standards-based curriculum that supports alternative assessment. Since this is a relatively new concept, the principles underlying standards and assessment are unfamiliar to many EFL teachers. Novice teachers, as well as experienced teachers, are experiencing difficulty incorporating standards and alternative assessment into their lessons. In the light of the above it was clear that a need existed to investigate how English foreign language teachers relate to assessment and to examine the extent to which they implement alternative assessment in their teaching. The aim of the study is to explore teachers' understanding of alternative assessment and find out how teachers incorporate alternative assessment in their EFL classes. Against this background, an empirical investigation was undertaken. It comprised a textual analysis of ten assessment packages and two focus group interviews. The research produced a wealth of descriptive data that illuminated the subject. The findings magnified the disparity between the theory behind alternative assessment and actual practice. It was apparent that the assessment activities which EFL teachers employed, were not in sync with the principles that were being promoted by the new curriculum for EFL teaching and assessment in Israeli schools. The study discusses the results of the investigation, suggests the implications and presents recommendations.

In the U.S., unitary residential air conditioners are rated using standard AHRI 210/240 that is inadequate to credit equipment with advanced controls and variable-speed components since the ratings are based on results of steady-state laboratory tests. Contrarily, a load-based testing and rating approach is presented in this work that can capture equipment performance with its integrated controls and thermostat responses that is more representative of the field. In this approach, representative building sensible and latent loads are emulated in a psychrometric test facility at different indoor and outdoor test conditions utilizing a virtual building model. The indoor test room conditions are continuously adjusted to emulate the dynamic response of the virtual building to the test equipment sensible and latent cooling rates and the equipment dynamic response is measured. Meanwhile, the inlet temperatures to the test equipment thermostat are independently controlled to track the same virtual building response using a thermostat environment emulator that encloses the test thermostat, that provides typical flow conditions and of which the design and control are presented in this work. Climate-specific cooling seasonal performance ratings can be determined by propagating load-based test results through a temperature-bin method to estimate a seasonal coefficient of performance (SCOP). In addition, a next-generation rating approach is developed that extends load-based testing for performance mapping, such that the SCOP can be obtained using building simulations that incorporate specific building types, climates and an equipment-specific performance map.
In this work, the proposed approaches were implemented to test and rate a variable-speed residential heat pump operating in cooling mode. Trained with results from only 12 load-based test intervals carried out using the test equipment, a quasi-steady-state mapping model was able to map the equipment performance across almost the entire operating envelope within $\pm10\%$ errors and the $R^2$ values were very close to 1. Using the identified performance map, the next-generation SCOP was obtained based on an annual simulation deployed in EnergyPlus, where the map was coupled to a typical single-family building in Albuquerque,NM. Compared to the temperature-bin-based rating, this simulation-based rating is able to comprehensively and appropriately reflect equipment annual field performance associated with a specific building type and climate, as the rating is extended from automated laboratory load-based testing and performance mapping.

Abstract:
This study centres on curriculum development for a master craftsman level in the Printing, Newspaper and Packaging Industries which is didactically sound and takes cognisance of the dynamic vocational education and training milieu in which it occurs. Curriculum and curriculum development is viewed from a systems perspective and incorporates the specific andragogic didactic needs of the learner target group as well as the unique needs of an industrial sector. Because the National Qualification Framework model advocates an outcomes-based approach to curriculum development this necessitated the identification of a suitable standards generating process to articulate the master craftsman unit standards into a qualification capable of being recognised by the National Qualification Framework. The nature and complexity of the underpinning knowledge, skills and competencies for the master craftsman level were quantified and qualified by means of skills and competency profiling and the development of a job outcome taxonomy of skills, knowledge and attributes which incorporated critical cross field and fundamental skills, and their underpinning knowledge requirements. Using aspects ofvarious vocational education and training models and empirical research course content was sourced, evaluated and developed into appropriate modules of learning that are congruent with the accepted competency based modular training system used in the Industries. Course maps that integrate theory and practice were developed with multi skilling milestones linked to learner certification. Evaluation of resources for the delivery of the Master Craftsman Programme was facilitated by means of a provider quality assessment and accreditation system. The interactive teaching-learning situation and the evaluation processes and procedures were developed to enhance the assessment of applied competencies in the world of work. A pilot study and unit standards generating activities are to be used as a means of implementing and institutionalising the master craftsman curriculum. The findings of this study revealed that by viewing the curriculum from a systems perspective and using a suitable curriculum development model a creative master craftsman curriculum development process could take place. The competency profiling technique and taxonomy of competencies, skills, knowledge and attributes enabled the curriculum process to be a top-down approach which is outcomes-based.

The author addressed the need of parents, school teachers and athletic coaches to be able to assess the level of performance and to compare performances of individual athletes of either gender and in any age group. This was achieved by creating formulas for the following areas in track and field athletics: • Correctly set base standards for all events from the results of 5 year weighted average performances. • Use the base standards to determine comparative standards for all events in all age groups. • Define a function to compare male and female performances in all events. • For all events, generate tables with a range from 0 to 1000 as a comparative measurement. These formulae were created using data from international and national meetings. Different case studies were used for each of the areas and the results were evaluated using the data. In all four areas, it was possible to define hybrid functions with a confidence factor better than 99%. The final performance tables can be updated during revision periods (every 2 to 4 years) by using the national results for the last 5 years. These revisions will be required as implements, tracks and training methods change with time and this will then in turn influence the performances. This is evident from the continuous improvement of records in all events. These tables will not only assist coaches to improve training techniques but it will also facilitate team managers to improve team selections, and it will open the options of meeting organizers to arrange meetings using different formats. As this is a new and unique formulation for measuring performances at junior level in world athletics it can be used as a basis for future improvements in the field of comparative measurement for athletics. Using these tables at senior level it may assist to settle arguments of performance comparisons that are not addressed by the current tables used by the International Amateur Athletics Federation (IAAF). It will also avoid the use of different tables for the same events in standard track and field athletics compared to those used for combined event competitions. The author of the tables used by the IAAF has recognised this work as a new and unique development. Future development will include the automatic update of all functions and creation of tables for publication from a standard Windows® based application. A companion application, using the results from this research, will be developed. This application will address all the administration functions required to conduct a meeting. It will include the preparation for the meeting, capturing of results during the meeting and result reporting after the meeting.

Abstract:
The purpose of the research was to determine whether measures of ability, personality and behaviour would significantly predict job performance of customer service agents in a South African commercial airline company. The Verbal Interpretation Test (VCC1), Numerical Reasoning Test (NP6.1), Basic Checking Test (CP7.1C), Occupational Personality Questionnaire (OPQ32) and a competency based interview were completed by job applicants. Customer Contact Competency (CCC) scores and a Person Job Match (PJM) score were derived from the OPQ32 and ability measures to ensure job relevance during selection assessment. Job performance statistics in the form of training scores and supervisor ratings (from performance appraisals and criterion questionnaires) were obtained for the sample as criterion data. Correlations revealed statistically significant small to moderate correlations between the predictors and the criterion data

Abstract:
This study explored the link between teachers’ inputs and process and students’ academic achievement in Junior Secondary Certificate (JSC) Mathematics for the period 2006 to 2010.The outcome (teacher effectiveness) was obtained by means of value added measures (students’ aggregate JSC Mathematics scores for 2006 to 2010 by school). One hundred and fifty JSC schools out of a total of 573 constituted the units of analysis for the study. The data regarding teachers were obtained by means of self-administered questionnaires, and JSC Mathematics results from 2006 to 2010 were obtained from the Directorate of National Examinations and Assessment (DNEA). Multi-correlation and regression techniques at alpha =0.001; 0.05 and 0.10 were used to analyse the link between teachers’ inputs and processes, and students’ academic achievement in JSC Mathematics. The null hypotheses formulated for the study were tested at the 0.05 (5%) level of significance. In summary, it appears that the various aspects of teachers’ inputs (teachers’ educational qualifications, teaching experience, subject specialisation etc.), processes (standards-based professional development, standards-based classroom activities, and classroom management beliefs) are related to students’ academic achievement in JSC Mathematics. In particular, a linear combination of the following variables had a significant and positive association with students’ academic achievement in JSC Mathematics: teachers’ major in Mathematics (teachers’ inputs); teachers’ usage of whole class discussion (standards-based classroom activities); perceived knowledge of algebra; teachers’ professional development in interdisciplinary instruction; teachers’ review of students’ homework/assignments; and students talking to other students about how to solve mathematics problems. Teachers’ pedagogical content knowledge (PCK) in general, and some classroom practices were not significantly related to students’ academic achievements. This study, therefore, recommends that teachers’ professional development should focus on the subject matter that the teachers will be teaching, as well as alignment of teachers’ learning opportunities with real work experience using actual curriculum materials and assessment.

Abstract:
The background in this study is that over the years analysis of grade 12 results in Ekurhuleni South District indicates that most secondary schools obtain 100% pass rate but not quality results isiZulu home language. IsiZulu home language quality results often range from 20% to 40%. The research findings point at two casual factors: (1) inside the classroom and (2) outside the classroom. Inside the classroom refers to quality of educators teaching isiZulu home language and outside the classroom refers to what is supposedly isiZulu home language’ yet a close analysis of the kind spoken in the township Zulu homes is in fact pidgin Zulu. In terms of quality evaluation this so called isiZulu home language can never pass quality assurance. The researcher recommends that educators of isiZulu home language be put through vigorous quality training in the teaching of isiZulu (HL).

Abstract:
The objective of this study was to investigate and compare the brokered transport costs of road and rail transport for the independent timber growers of NCT Forestry Co-operative Limited in Kwa-Zulu-Natal. Reliability, flexibility, visibility, rates and total transport time were evaluated for each mode of transport. The impact of the carbon emissions was also considered and the option of performance based standard vehicles investigated. During the period 2000 to 2003, rail was the dominant mode of transport. However from 2004 onwards, due to the diminishing service levels and the high tariff structures of rail transport, road became the preferred mode of transport. The results of the survey conducted for the purposes of this study showed that although road transport outperformed rail transport, rail transport scored significantly higher than road transport as a cost-effective mode of transportation. Rail transport was shown to be a far less carbon intensive mode of transport than road transport, while there were substantial cost savings and benefits from performance based standard vehicles.
