Abstract:
Abstract This community service activity focuses on the 2020 Pilkada for People with Disabilities in East Karawang District. The purpose of this service is for persons with disabilities to know and get information related to the implementation of the 2020 Karawang Regency Pilkada. Conducted with the lecture method, question and answer discussions by visiting some people with disabilities in the East Karawang area, as well as webinars for people with disabilities and village and sub-district government officials in East Karawang, a video was made that was shown to candidates with disabilities who were contesting the Pilkada . The results of the implementation of this service activity are knowing that people with disabilities who are still marginalized, with the socialization carried out providing education for persons with disabilities to be willing and not to be ashamed to participate in giving their voting rights in the 2020 Karawang elections, increasing the motivation of some people with disabilities who have never been want to come to enlightened polling stations to intend to come to give their political rights on election day. Conclusion on the implementation of this service activity is still low attention given by the government and election organizers who embrace all levels of society in terms of political participation, never directly socialization activities to the grassroots level, so this activity is felt to be very helpful for the role of the government and election administrators who only conducted one-time election dissemination for persons with disabilities only through the community of persons with disabilities. It is hoped that the impact of this activity is given motivation to persons with disabilities who have not participated so far, they are eager to come to the polling station to give their voting rights. With direct visits, persons with disabilities feel that their existence is significant in community life. ABSTRAK Kegiatan pengabdian pada masyarakat ini fokus pada Pilkada Bagi Penyandang Disabilitas 2020 di Kecamatan Karawang Timur. Tujuan dari pelaksanaan pengabdian ini adalah agar para penyandang disabilitas mengetahui dan mendapatkan informasi terkait pelaksanaan Pilkada Kabupaten Karawang tahun 2020. Kegiatan ini dilaksanakan dengan metode ceramah, diskusi tanya jawab dengan mendatangi sebagian penyandang disabilitas yang berada di wilayah Karawang Timur, serta webinar untuk penyandang disabilitas dan aparat pemerintah desa dan kecamatan di Karawang Timur, dilakukan pembuatan video yang diperlihatkan kepada kaum disabilitas para calon yang berkontestasi dalam Pilkada. Hasil pelaksanaan kegiatan pengabdian ini adalah mengetahui bahwa para penyandang disabilitis yang masih termarginalkan, dengan sosialisasi yang dilaksanakan memberikan pendidikan bagi penyandang disabilitas untuk mau dan jangan malu berpartisipasi memberikan hak suaranya dalam Pilkada Karawang tahun 2020, meningkatkan motivasi sebagian para penyandang disabilitis yang selama ini tidak pernah mau datang ke TPS tercerahkan untuk berniat datang memberikan hak politiknya pada hari pemilihan. Simpulan atas pelaksanaan kegiatan pengabdian ini masih rendahnya perhatian yang diberikan pemerintah dan penyelenggara Pemilu yang merangkul semua lapisan masyarakat dalam hal partisipasi politik, tidak pernah secara langsung kegiatan sosialisasi sampai pada level akar rumput, sehingga kegiatan ini dirasakan sangat membantu peran pemerintah dan penyelenggara pemilu yang hanya melakukan satu kali sosialisasi pilkada untuk penyandang disabilitas yang hanya melalui komunitas penyandang disabilitas. Dampak dari kegiatan ini diharapkan setelah diberikan motivasi kepada para penyandang disabilitas yang selama ini tidak ikut berpartisipasi, mereka bersemangat untuk datang ke TPS memberikan hak suaranya. Dengan adanya kunjungan secara langsung para penyandang disabilitas merasa keberadaannya pun berarti dalam kehidupan masyarakat.

Abstract:
Fenomena pemberian formulir orang sakit yang diberikan oleh maskapai Lion Air terhadap penyandang disabilitas merupakan tindakan diskriminasi yang menarik untuk dicermati. Perlu diketahui asas non-diskriminasi memberikan perlindungan kepada setiap orang untuk bebas dari perlakuan diskriminatif. Tujuan dari penelitian ini untuk menganalisis kedudukan penyandang disabilitas dengan orang sakit, serta perlindungan hukum bagi penyandang disabilitas di bidang penerbangan dan diskriminasi dalam klausula formulir orang sakit yang diberikan pada penyandang disabilitas. Jenis penelitian yang digunakan, yaitu penelitian hukum normatif. Hasil penelitian menunjukkan bahwa status antara penyandang disabilitas dan orang sakit merupakan hal yang berbeda dan tidak dapat diperlakukan secara sama. Penyamaan penyandang disabilitas dan orang sakit, melalui pemberian formulir orang sakit terhadap penyandang disabilitas, merupakan diskriminasi terhadap penyandang disabilitas karena orang sakit memiliki karakteristik yang berbeda dengan penyandang disabilitas, sehingga hal ini dapat menciderai hak dari penyandang disabilitas. The use of forms of sick people to persons with disabilities by Lion Air is an interesting act of discrimination to be observed. It should be known that the principle of non-discrimination gives protection for everyone to be free from discriminatory treatment. The purpose of this study is to analyse the position of persons with disabilities with sick people, as well as legal protection for persons with disabilities in the field of aviation and discrimination due to sick people's form that given to persons with disabilities. The type of research used is normative legal research. The results showed that status between people with disabilities and sick people was different. The equalization of persons with disabilities and sick people through the provision of forms of sick persons with disabilities constitutes discrimination against persons with disabilities, so it could violate the rights of persons with disabilities.

Abstract:
Orang dengan disabilitas adalah orang yang memiliki kemampuan berbeda baik fisik, mental, intelektual atau sensorik dalam jangka waktu lama. Orang dengan disabilitas secara sosial seringkali mengalami keterbatasan dalam memenuhi kebutuhan hidupnya sebagai akibat dari persepsi dan sikap lingkungan sosial yang tidak tepat dalam berinteraksi dengan mereka. Sehingga peran serta orang dengan disabilitas seringkali diabaikan. Jumlah orang dengan disabilitas pada 9 provinsi di Indonesia sebanyak 299.203 jiwa, dan sekitar 67,33% disabilitas dewasa tidak memiliki keterampilan dan pekerjaan. Perusahaan melalui program corporate social responsibility dapat berperan dalam membantu meningkatkan aksesibilitas orang dengan disabilitas melalui peningkatan keterampilan kerja dan akses terhadap sumber-sumber penghidupan mereka. Lembaga Sinergi Foundation merupakan salah satu organisasi yang berupaya membantu memberdayakan orang dengan disabilitas (ODD). Tujuan dari program CSR dari Sinergi Foundation adalah agar ODD mampu memenuhid kebutuhan hidup secara mandiri, sehigga taraf hidup mereka meningkat secara sosial dan ekonomi. People with disabilities are people who have different abilities whether physical, mental, intellectual or sensory in the long term. People with social disabilities often experience limitations in meeting their needs as a result of perceptions and attitudes of social environment that are not appropriate in interacting with them. So the participation of people with disabilities is often ignored. The number of people with disabilities in 9 provinces in Indonesia is 299,203 people, and about 67.33% of adults with disabilities do not have skills and jobs. Companies through corporate social responsibility programs can play a role in helping to increase the accessibility of people with disabilities through improving work skills and access to their livelihoods. The Sinergi Foundation is an organization that seeks to help empower people with disabilities (ODD). The aim of the CSR program of the Sinergi Foundation is that ODD are able to fulfill their needs independently, so that their standard of living increases socially and economically.

Abstract:
Penelitian ini bertujuan untuk mengetahui bentuk afirmatif kebijakan pemerintah dalam fasilitasi kerja bagi penyandang disabilitas di Provinsi Jawa Tengah, persepsi penyandang disabilitas terhadap afirmatif kebijakan pemerintah, dan mengetahui kendala yang dihadapi dalam pelaksanaan afirmatif kebijakan pemerintah tersebut. Jenis penelitian ini adalah yuridis sosiologis dengan menggunakan pendekatan deskriptif. Hasil penelitian menunjukan bahwa kuota minimal hak kerja bagi penyandang disabilitas tidak terpenuhi. Namun pemerintah masih berupaya untuk mewujudkan hal tersebut. Upaya ini diwujudkan melalui afirmatif kebijakan pemerintah dalam fasilitasi kerja bagi penyandang disabilitas, yaitu dengan memberikan pelatihan keterampilan, bantuan sosial bagi penyandang disabilitas dan pembentukan Peraturan Daerah Provinsi Jawa Tengah Tentang Pemenuhan Hak Penyandang Disabilitas yang sejauh ini masih dalam tahap Rancangan Peraturan Daerah (Raperda). Persatuan Penyandang Cacat Indonesia menilai bahwa pelatihan yang diberikan pemerintah dirasa sudah tidak sesuai lagi dengan perkembangan jaman dan kebutuhan hidup penyandang disabilitas. Hal serupa turut disuarakan oleh Gerkatin. Sedangkan tentang kehadiran Raperda, baik Persatuan Penyandang Cacat Indonesia maupun Gerkatin memberikan respon positif. Adapun faktor penyebab afirmatif kebijakan pemerintah yang berlaku saat ini belum dapat berjalan dengan baik dikarenakan ketidakpatuhan pihak – pihak serta ketidaktahuan pihak perusahaan mengenai adanya aturan tentang kuota minimal hak kerja bagi penyandang disabilitas.<br /><br /><em>The purposes of this study are to knows the form of affirmative policies of local goverment to facilitating of work to disabilities, to knows how the respons of disabilities, and to knows what the obstacles to implementation those policies. This study is using sosio - juridical with descriptive approach. The result of this study is showing that the minimum quota of disabilities’s work right is insatiable. But the local goverment’s keeping try to actualizing it with their affirmative policies. These affirmative policies exist to faciliting disabilities to get their’s work right. The local goverment give it by training skill of disabilities, giving social capital, and by formating the draft of local regulation about acquirement of disabilities rights. The unity of Indonesia’s Disabilities and The Unity of Deaf People of Indonesia give positive respons to the policies. But the policies which applicating by the local goverments is getting obtacles. The obtacles of application is causing by disobediently by the people and knowless of the people obout the regulation which regulating the minimum qouta of disabilities’s work right.</em>

Disabilitas menjadi topik permasalahan yang serius periode belakangan ini, hal tersebut dikarenakan penyandang disabilitas rawan akan berbagai tindakan diskriminasi secara fisik maupun mental, bahkan difabel rentan menjadi korban pelecehan seksual dalam ruang lingkup keluarga ataupun non difabel. Para disabilitas menghadapi berbagai problematika dalam kehidupan sehari-hari. Penyandang disabilitas seringkali di tolak dengan alasan keterbatasan mereka, bahkan ada beberapa yang menjadikan sehat jasmani dan rohani sebagai syarat utama untuk bisa mangakses bidang-bidang tertentu. Bahkan pelanggaran Hak Asasi Manusia (HAM) terhadap penyandang disabilitas masih dijumpai di lokasi sekitar. Kesenjangan yang diterima oleh penyandang disabilitas menjadi tekanan tersendiri bagi para difabel untuk memenuhi segala aspek kebutuhannya. Pemenuhan hak-hak disabilitas masih kurang diperhatikan, baik dalam sarana bangunan atau infastruktur, maupun fasilitas-fasilitas di tempat umum. Ketidaksetaraan juga terjadi dalam sektor pendidikan, lapangan pekerjaan, politik, dan aksesibilitas terhadap transportasi. Hal tersebut menunjukkan adanya perlakuan yang berbeda yang diterima oleh penyandang disabilitas terhadap layanan publik yang ramah bagi penyandang disabilitas.Disability has become a serious problem topic in recent times, this is because people with disabilities are prone to various acts of discrimination physically and mentally, even people with disabilities are vulnerable to being victims of sexual harassment within the family or non-disabled spheres. People with disabilities face various problems in their daily life. Persons with disabilities are often rejected on the grounds of their limitations, there are even some who make physically and mentally healthy as the main requirement to be able to access certain fields. Even human rights violations against persons with disabilities are still found in nearby locations. The gap that is accepted by people with disabilities is a separate pressure for people with disabilities to meet all aspects of their needs. Fulfillment of disability rights is still lacking in attention, both in building facilities or infrastructure, as well as facilities in public places. Inequality also exists in the sectors of education, employment, politics, and accessibility to transportation. This shows that there is a different treatment received by persons with disabilities towards public services that are friendly to persons with disabilities.

AbstrakNegara memiliki kewajiban bagi warganya untuk saling menghargai perbedaan satu sama lain, baik itu budaya, agama, maupun kondisi fisik antar sesama manusia. Di dunia ini memang tidak ada seseorang yang sempurna, namun ada masyarakat yang memamg tidak memiliki kondisi fisik layaknya orang normal. Mereka adalah para penyandang disabilitas, yang termasuk dalam masayarakat rentan, karena memiliki keterbatasan fisik sehingga merasa kesulitan terkait keberfungsian sosialnya. Disabilitas berasal dari kata disability atau disabilities yang artinya ketidakmampuan. Disabilitas sudah menjadi isu yang selalu didengar oleh masyarakat akan tetapi banyak pula masyarakat yang merasa tidak peduli dengan para penyandang disabilitas. Hanya ada sedikit masyarakat penyandang disabilitas yang mampu bekerja layaknya orang normal, karena mereka merasa sulit untuk mendapatkan pekerjaan apalagi dengan kondisi fisik yang dapat dikatakan tidak lengkap, mereka hanya bekerja sebagai pengemis dipinggir jalan yang selalu mencari belas kasihan dari masyarakat luar untuk memberinya uang demi melanjutkan kehidupan sehari-harinya. Namun tidak semua orang dengan disabilitas selalu menjadi seorang pengemis, mereka mampu melanjutkan hidup walaupun memiliki keterbatasan fisik, contohnya mencari pekerjaan yang layak bagi mereka dan tidak selalu meminta belas kahisan kepada masyarakat luas. Perusahaan seperti Alfamart selalu aktif dalam mengangkat para penyandang disabilitas sebagai karyawan mereka. Alfamart tidak hanya memperkerjakan 0,1% penyandang disabilitas dalam perusahaannya meliankan 0,4% dalam mengangkat para penyandang disabilitas menjadi para karyawannya dari tahun-ketahun. Sehingga sengan adanya CSR ini maka para penyandang disabilitas akan mampu menjadi seorang pekerja yang layak dan dapat menjalankan keberfungsian sosialnya dalam kelhidupan masyarakat.Kata Kunci: Cooperate Social Responsibility (CSR), Disabilitas, Kesempatan Kerja AbstractThe state has an obligation for its citizens to respect each other's differences, be it cultural, religious, or physical conditions between people. In this world there is no one who is perfect, but there are people who do not have physical conditions like normal people. They are people with disabilities, which are included in vulnerable communities, because they have physical limitations so they feel difficulties related to social functioning. Disability comes from the word disability or disabilities, which means disability. Disability has become an issue that is always listened to by the community but there are also many people who feel they don't care about people with disabilities. Only a few people with disabilities are able to work like normal people, because they find it difficult to get a job especially with physical conditions that can be said to be incomplete, they only work as beggars on the side of the road who are always looking for mercy from the outside community to give him money to continue his daily life. However, not all people with disabilities always become beggars, they are able to continue to live despite their physical limitations, for example finding decent work for them and not always asking for mercy from the wider community. Companies like Alfamart are always active in appointing persons with disabilities as their employees. Alfamart not only employs 0.1% of people with disabilities in his company, but only 0.4% in appointing people with disabilities as employees over the years. Abstract:
A physically healthy person has no problem putting on shoes or getting dressed daily. Meanwhile, the same issue for people with disabilities is often considerable discomfort or complete inability to perform this task independently. A survey, which allows us to obtain the most reliable information in the required amount, was conducted to determine the consumer’s priority requirements when choosing shoes for people with disabilities. This information was used to create the improved footwear design for this group of consumers. The development of comfortable footwear for people with disabilities should provide ergonomic and aesthetic features of the design, take into account the anatomical and morphological characteristics of the feet in the design, and be based on typical technological processes, without radical reorganization of production. The footwear for people with disabilities during prosthetics of the lower limb should provide easy penetration of the foot prosthesis into the shoe. That means that this footwear should be pretty spacious in design. There is also a problem with fastening clothes and shoes in the case of prosthetics of the upper limb. Therefore, the method of fastening special shoes should also be convenient and meet the needs of people with disabilities. A model of the footwear of the sports style was designed based on research and review of the modern market of orthopedic footwear, which will provide the comfort of the foot or prosthesis in the shoe by combining the use of structural elements such as a blind valve with a loop for fixing lacing, zipper and lacing.

Abstract:
Abstrak: Desa Trimurti memiliki jumlah penyandang disabilitas tertinggi di Kabupaten Bantul. Hal ini menjadikan Desa Trimurti berpotensi untuk menjadi desa inklusif. Penelitian ini bertujuan untuk mengetahui aksesibilitas fisik dan sosial penyandang disabilitas. Metode penelitian yang digunakan adalah penelitian survei, dengan sampel 60 penyandang disabilitas (30% dari total jumlah penyandang disabilitas). Analisis data secara deskriptif menggunakan spss versi 23. Hasilnya survei menunjukkan: (1) aksesibilitas sosial di Desa Trimurti sangat baik ditunjukkan dengan sikap terhadap penyandang disabilitas yang baik; ketersediaan layanan pendidikan, kesehatan dan informasi sangat baik. (2) aksesibilitas fisik menunjukkan bahwa sebagian besar bangunan fisik tidak dapat diakses, kecuali Sekolah Khusus (SLB) dan Puskesmas Srandakan. (3) aksesibilitas finansial, kebijakan dan pengetahuan para penyandang cacat masih sangat terbatas; penyandang disabilitas tidak memiliki akses ke modal dan peluang kerja. Berdasarkan pada hasil survei tersebut dapat disusun kebijakan yang inklusif sehingga terwujud desa inklusif yang ramah terhadap penyandang disabilitas Survey of Physical and Social Accessibility as a Base Preparation of the Inclusive Village Grand Design Abstract: Trimurti Village has the highest number of persons with disabilities in Bantul Regency. This makes Trimurti Village has the potential to become an inclusive village. This study aims to determine the physical and social accessibility of persons with disabilities. The research method used was survey research, with a sample of 60 people with disabilities (30% of the total number of people with disabilities). Descriptive data analysis using SPSS version 23. The survey results show: (1) social accessibility in the village of Trimurti is very well demonstrated by a good attitude towards persons with disabilities; the availability of education, health and information services is very good. (2) physical accessibility shows that most of the physical buildings are inaccessible, except for Special Schools (SLB) and the Heatlh Center (Puskesmas) Srandakan. (3) financial accessibility, policy and knowledge of people with disabilities is still very limited; people with disabilities do not have access to capital and employment opportunities. Based on the results of the survey, inclusive policies can be developed so that an inclusive village that is friendly to people with disabilities can be developed.

Abstract:
This article deals with the integration of people with disabilities into the labor market based on the experience of the EU countries and Ukraine. There are four main components of the policy of integrating people with disabilities into the labor market, namely certain job quotas or jobseeker benefits, services provided by state employment services and non-governmental organizations, employer support, development and implementation of employment programs, including flex jobs organization. The authors highlighted the specifics of the functioning of each of these components. In particular, the expediency of setting the job quotes, the measures of employer support and certain types of activities of state and non-state services in the EU and Ukraine are discussed. Recommendations on the employer support and the implementation of EU experience in the activity of the State Employment Service of Ukraine are given. It has been proposed to develop and implement a national employment program for people with disabilities. Health insurance is one of social health guarantees programs provided to the society in accessing health services in Indonesia. This program is implemented as a solution of equality problems on health services. This paper aims to analyze effect of health insurance ownership on accessibility health services to people with disabilities who included as vulnerable communities. This research have 1.288 respondents of people with disabilities from Indonesia Family Life Survey that analyzed by multinomial logit regression models. The results show that health insurance ownership of disabilities are not effective enough in accessibility of disabilities health services. To access health service, people with disabilities have main obstacle factor namely physical mobiltity services. Furthermore head of household, chronic disease, transportation costs, and years education variables have significant effect on preventive and curative health services to people with disabilities. Accommodating individuals with disabilities in the workplace is a rapidly growing concern. Furthermore, those who are functionally impaired are in a dire need of assistance. In a classroom, the main function of a student is to learn. Learning is facilitated by an instructor's lectures, writings on the board, use of audiovisuals, etc. Generally, it is presumed that students do not have any common functional impairments (visual, auditory, etc.) and, therefore, no special effort is made to accommodate those who may have such impairments. Obviously, the learning of a legally-blind student or one who has impaired hearing, for example, will be compromised if no assistance is provided. Then there are issues such as providing reading materials for the blind (college catalogues, lecture notes, etc., in braille?). What should be done? The purpose of this panel discussion is to, in general, address and discuss the issues involved in educating people with disabilities, particularly those that are not very obvious or visible (ex., wheelchair confinement). How should university campuses resolve this problem in this age of dwindling resources? Sensitive issues, such as “Needs of the many versus the needs of the few?” and “What responsibility do we have to the few that really need such assistance?”, also need to be resolved.

Therefore, the identification of problems in this study discusses the legal umbrella for persons with disabilities as well as support and accessibility to sustainable social development. This study uses descriptive analytical methods to explain the existing situation by using a normative juridical approach to identify and examine the law. People with disabilities have the same rights and obligations as citizens, but in everyday life, people with disabilities still experience discrimination. This is evidenced in statistical data on the education of children with disabilities, as many as 13.5 percent of people with disabilities have never been to school and 9.58 percent have stopped going to school. One of the factors that cause children to drop out of school is discriminatory behavior from their friends and online education which affects the mental health of the child. Therefore, researchers conducted a study on the mental health of children with disabilities at Al-Kaustar School, East Jakarta. This research with a qualitative approach aims to describe the efforts of teachers in maintaining the mental health of children with disabilities in order to increase their interest in learning, especially during a pandemic like today. The research methods that will be used include literature studies and interviews with teachers at the Al-Kaustar School. The results of the study implement that although there are special schools for people with disabilities and teachers who have high knowledge, it is still the mental health of children with disabilities that is the main key to their interest in learning. Penyandang disabilitas memiliki hak dan kewajiban yang sama dengan warga negara, tetapi dalam kehidupan sehari-hari, penyandang disabilitas masih mengalami diskriminasi. Hal ini dibuktikan dalam data statistik pendidikan anak penyandang disabilitas, sebanyak 13,5 persen penyandang disabilitas belum pernah sekolah dan 9,58 persen berhenti sekolah. Salah satu faktor yang menyebabkan anak-anak putus sekolah adalah perilaku diskriminasi dari teman-teman sekitarnya dan pendidikan secara online yang memengaruhi kesehatan mental anak tersebut. Oleh karena itu, peneliti melakukan penelitian mengenai penanganan kesehatan mental anak penyandang disabilitas di Sekolah Al-Kaustar, Jakarta Timur. Penelitian dengan pendekatan kualitatif ini bertujuan untuk mendeskripsikan upaya guru dalam menjaga kesehatan mental anak penyandang disabilitas guna meningkatkan minat belajar mereka, terutama di saat pandemi seperti saat ini. Metode penelitian yang akan digunakan meliputi studi literatur dan wawancara terhadap guru di Sekolah Al-Kaustar. Hasil kajian mengimplementasikan bahwa meskipun sudah ada sekolah khusus untuk penyandang disabilitas dan guru yang memiliki ilmu yang tinggi, tetap saja kesehatan mental anak penyandang disabilitas yang menjadi kunci utama minat mereka untuk belajar.

Seeing an increase in Covid-19 cases, the government made a physical distancing policy to reduce the spread of Covid-19. However, this policy has an impact on hampered economic activity. Badan Pusat Statistik (BPS) in 2020, the number of poor people in March 2020 was 26.42 million people, an increase of 1.63 million people compared to September 2019. In addition, the Indonesian economy in the second quarter of 2020 compared to the second quarter of 2019 experienced a growth contraction of 5.32 percent (y-on-y). One of the groups of people who feel the impact of the Covid-19 on the family's economic condition is a group of people with disabilities. Since the Covid-19 pandemic, many people with disabilities have lost their jobs. In addition, some of them have succeeded in developing cooperatives. Currently, there are many Cooperatives for Persons with Disabilities. However, their work is lacking in demand due to declining demand in the market. Therefore, this is the background for community service activities to increase business volume through optimizing the use of digital platforms at the Indonesian Disability Cooperative. With business assistance for people with disabilities, it can help improve the skills of people with disabilities and help promote their products so that they can expand the marketing reach of products for people with disabilities. Saat ini telah banyak Koperasi Penyandang Disabilitas. Namun demikian, hasil karya mereka sepi peminat karena permintaannya yang menurun di pasar. Oleh karena itu, hal tersebut menjadi latar belakang kegiatan pengabdian masyarakat dalam rangka peningkatan volume usaha melalui optimalisasi penggunaan plaftom digital pada Koperasi Disabilitas Indonesia. Dengan adanya pendampingan usaha untuk penyandang disabilitas, maka dapat membantu meningkatkan keterampilan para penyandang disabilitas serta membantu memasarkan produknya sehingga dapat memperluas jangkauan pemasaran produk para penyandang disabilitas. Hasil penelitian menunjukkan: (1) jenis penyandang disabilitas yang diberdayakan pada objek wisata Kuta yaitu tunanetra dan dan tunadaksa; (2) bentuk pemberdayaan penyandang disabilitas yaitu cleaning service, tukang masak, operator CCTV, dan penjual pulsa keliling; (3) penyandang disabilitas kurang diberdayakan pada objek wisata Kuta, sehingga mereka menjadi kelompok yang termarginalkan dan terhegemoni ditengah geliat industri pariwisata. Pemerintah, pengusaha, dan masyarakat diharapkan agar memberdayakan penyandang disabilitas secara maksimal agar mereka memperoleh pekerjaan yang layak untuk keberlanjutan kehidupannya.---------------------------------------------------------------------------This study examines what types of people with disabilities and how to empower people with disabilities in the tourist attraction of Kuta, Badung Regency, Bali Province? Likewise with theology and Christianity tends to ignore the reality of persons with disabilities with biased interpretations of the Bible. John 9: 1-40 gives another dimension, Jesus healed and even defended people with disabilities. This text gives hope for the good treatment of Jesus for persons with disabilities. However, the reality in this life is not like that. For this reason, this study deals with the text of John 9: 1-40 using a critique of the reader's response to finding out, first, the response of persons with disabilities to the text, and secondly the meaning of God's work through persons with disabilities. This research focuses on diverse groups of people with disabilities at the Yayasan Cergas, Maluku. AbstrakDisabilitas merupakan ketidakseimbangan interaksi antara kondisi biologis dan lingkungan sosial sekitar. Disabilitas memang tidak pernah terlepas dari pemahaman normalitas. Akan tetapi, normalitas yang menghasilkan norma-lisme dapat memberikan dampak negatif bagi kehidupan pribadi penyandang disabilitas. Begitu juga dengan teologi dan kekristenan yang cenderung mengabaikan realitas penyandang disabilitas dengan berbagai penafsiran Alkitab yang bias. Yohanes 9:2-3 memberikan dimensi lain, Yesus menyem-buhkan, bahkan membela kaum disabilitas. Teks ini memberikan pengha-rapan akan perlakuan yang baik dari Yesus bagi penyandang disabilitas. Namun, kenyataan dalam kehidupan sekarang tidak seperti demikian. Untuk itu, studi ini menggumuli teks Yohanes 9:2-3 menggunakan suatu kritik tanggapan pembaca untuk mengetahui, pertama, respon penyandang disabi-litas terhadap teks tersebut, dan kedua, pemaknaan karya Allah melalui diri penyandang disabilitas. Based on this, the problems in this study are formulated as follows: (1) What is the condition of tourist objects that have met the availability of physical accessibility for people with disabilities? (2) What are the Non-Physical Accessibility Conditions for Persons with Disabilities?. The researcher uses a human instrument approach with qualitative descriptive research methods from reducing data, presenting data and conclusions. The informants in this study were 3 people with visual impairments, 4 people with disabilities who were deaf, 4 people with physical disabilities, 1 tour manager, 1 person from the tourism office, and 1 disability companion. With the sampling technique, namely snowball and purposive sampling with the validity test carried out is triangulation techniques, data sources and theories. The results of this study are: (1) There are 3 tourist sites that have met accessibility for disabilities (2) Non-physical accessibility conditions at tourist sites still do not meet the needs of disabilities. (2) Bagaimana Kondisi Aksesibilitas Non Fisik Bagi Penyandang Disabilitas ?. Peneliti menggunakan pendekatan human instrument dengan metode penelitian deskriptif kualitatif dari muai mereduksi data, penyajian data sampai penarikan kesimpulan. Informan pada penelitian ini adalah 3 orang disabilitas tuna netra, 4 orang disabilitas tuna rungu, 4 orang disabilitas tuna daksa, 1 orang pengelola wisata, 1 orang dinas pariwisata, dan 1 orang pendamping disabilitas. Pengambilan Sample menggunakan teknik snowball dan purposive sampling dengan uji validitas yang dilakukan adalah triangulasi teknik, sumber data dan teori. Berdasarkan penelitian yang sudah dilakukan terdapat hasil sebagai berikut : (1) Terdapat 3 lokasi wisata yang sudah memenuhi aksesibilitas bagi disabilitas (2) Kondisi aksesibilitas non fisik di lokasi wisata masih belum memenuhi kebutuhan disabilitas.

In recent years, an increase in the number of volunteers and volunteer programs has been recorded in Russia. The purpose of the article is to explore the potential for participation of people with disabilities in volunteering practices. The empirical basis of the study is interviews with people with disabilities who have had experience as volunteers. We studied the motivation of volunteers with disabilities and the significance of volunteering for this category of people. The article highlights the benefits provided to organizations that recruit people with disabilities as volunteers, as well as the difficulties that these organizations may face. The relevance of studying the experience of participation of people with disabilities in volunteering practices is due to the fact that volunteering for people with disabilities can be considered not only as a means of rehabilitation and a way of acquiring skills for subsequent employment, but also as an opportunity to provide all possible assistance to others in need, thereby changing paradigm on disability. However, to fulfill the rights required long adaptation process, and involving various connecting factors on the process of social acceptance of the workforce with physical disabilities on the formal work sector. Using literature study, this article is describing the factors influencing the acceptance of the workforce with physical disabilities as well as the opportunities to gain employment at formal sector occupation. The study found that Indonesian government have attempt to fulfill the rights of people with physical disability through the issuance of several regulations ensuring the population of people with physical disabilities in equal opportunity to employment as well as protecting them from discrimination in the formal employment surrounding. In the process, there are various factors influencing the acceptance of workforce with physical disabilities which are internal and external factors. There is an acceptance quota of people with physical disabilities to be accepted that is serves as supporting factors, meanwhile, there is also preventing factors influencing the optimalization of workforce with physical disabilities in their workplace. This writing recommends the people with physical disabilities being facilitated in enhancing their skills and knowledge in order to be qualified with the requirements of the workplace. Abstrak. Dalam pencapaian kehidupan yang lebih baik setiap orang berhak akan kesempatan yang sama, salah satunya melalui pemberian hak untuk mendapatkan kesempatan kerja yang sama pada sektor kerja formal milik pemerintah maupun perusahaan swasta termasuk bagi orang dengan disabilitas fisik. Namun, ternyata untuk dapat mewujudkan hal tersebut harus melalui proses adaptasi yang cukup panjang, serta melibatkan berbagai faktor yang berkaitan pada penerimaan sosial tenaga kerja dengan disabilitas fisik pada sektor kerja formal. Menggunakan metode kajian pustaka, tulisan ini berusaha menggambarkan situasi penyebab dan peluang orang dengan disabilitas fisik dalam mendapatkan pekerjaan di sektor formal. Hasil penelitian menemukan bahwa pemerintah Indonesia telah berupaya untuk dapat memenuhi hak orang dengan disabilitas fisik dengan menerbitkan beberapa peraturan yang dapat menjamin populasi orang dengan disabilitas fisik dalam mendapatkan kesempatan kerja dan melindungi mereka dari diskriminasi di dunia kerja formal. Pada prosesnya terdapat beberapa faktor yang mempengaruhi penerimaan tenaga kerja dengan disabilitas fisik yaitu terdiri dari faktor internal dan faktor eksternal. Terdapat aturan kuota penerimaan orang dengan disabilitas fisik untuk bekerja yang menjadi faktor pendukung diterimanya orang dengan disabilitas fisik di tempat kerja formal, akan tetapi ada pula faktor penghambat orang dengan disabilitas fisik bekerja secara optimal di tempat kerja nya. Tulisan ini menyarankan agar orang dengan disabilitas fisik difasilitasi untuk meningkatkan keterampilan dan pengetahuan agar mereka dapat memenuhi persyaratan untuk penerimaan lowongan pekerjaan.

Prodi S1 Farmasi STIKES Rajekwesi Bojonegoro mengadakan kegiatan pengabdian masyarakat kepada penyandang disabilitas dengan memberikan pelatihan pembuatan suplemen herbal untuk meningkatkan sistem imun. Pelatihan ini bertujuan mengedukasi masyarakat, pelatihan dan meningkatkan ketrampilan untuk mandiri kepada penyandang Disabilitas. Kegiatan ini diharapkan disabilitas menjadi produktif. Kegiatan ini dilakukan bertepatan dengan HUT disabilitas Internasional yaitu bulan Desember, berlokasi di Desa Margomulyo Kecamatan Balen Kabupaten Bojonegoro. Tema yang diusung dalam kegiatan ini adalah bahan alam sesuai dengan keunggulan prodi S1 Farmasi berupa pembuatan produk suplemen herbal jahe sere dalam bentuk kemasan. sehingga dalam kegiatan pengabdian masyarakat ini menggunakan bahan alam untuk pembuatan suplemen herbal. The role of the community in building the soul and mentality of people with disabilities needs special attention, the campus as a higher education tri dharma institution is expected to have an active role in empowerment and mentoring. The negative stigma of people with disabilities cannot be productive, burdening others can make people with disabilities experience trauma and anxiety to live their social lives. The synergy of the government, the community, the private sector, and universities is a good breakthrough for the motivation of people with disabilities to be able to work, innovate and be independent in developing their competencies. S1 Pharmacy Study Program STIKES Rajekwesi Bojonegoro held community service activities for people with disabilities by providing training on making herbal supplements to improve the immune system. This training aims at educating the community, training, and improving skills to be independent for persons with disabilities. This activity is expected to be productive for people with disabilities. This activity was carried out to coincide with the International Disability Anniversary in December, located in Margomulyo Village, Balen District, Bojonegoro Regency. The theme of this activity is natural ingredients in accordance with the advantages of the Bachelor of Pharmacy study program in the form of making herbal supplements of ginger sere in packaged form. so that in this community service activity, natural ingredients are used to make herbal supplements.

The recruitment of civil servant for persons with disabilities by the Provincial Government of South Kalimantan is one of the manifestations of Law No. 8 of 2016 concerning Persons with Disabilities. The law changes the paradigm that makes persons with disabilities as dignified humans who have the same rights as other citizens, including the right to decent work. Affirmation policies have been given to persons with disabilities, but in practice, there are still people with disabilities who feel discriminated against. This condition needs to be evaluated. The purpose of this study is to describe the implementation of civil servant recruitment for persons with disabilities and its compliance with existing policies and also to formulate a policy strategy for the next recruitment. The implementation of civil servant recruitment in 2018 is generally carried out well, except that there are problems with the recruitment of CPNS for persons with disabilities that are not fully in accordance with the policy of respecting, protecting, and fulfilling the rights of persons with disabilities. There are several strategies for implementing civil servant recruitment for persons with disabilities, there are: 1) Conducting equal perceptions between central government, regional government, and other related parties, 2) Building positive concepts for persons with disabilities, 3) Providing greater opportunities for persons with disabilities to become civil servant, 4) Arrange the formation of persons with disabilities based on regional needs and persons with disabilities, 5) Conduct planning of implementation of civil servant recruitment for persons with disabilities by involving the community of persons with disabilities and related parties, 6) Optimizing services for persons with disabilities. Undang-Undang tersebut merubah paradigma yang menjadikan penyandang disabilitas sebagai manusia yang bermartabat yang memiliki hak yang sama dengan warga negara lainnya, salah satunya hak mendapatkan pekerjaan yang layak. Kebijakan afirmasi telah diberikan kepada penyandang disabilitas, tetapi dalam pelaksanaannya masih ada penyandang disabilitas yang merasakan diskriminasi. Kondisi tersebut melatarbelakangi perlunya evaluasi pelaksanaan penerimaan CPNS bagi penyandang disabilitas. Tujuan dari penelitian ini adalah untuk menggambarkan pelaksanaan penerimaan CPNS bagi penyandang disabilitas dan kesesuaiannya dengan kebijakan yang telah ada, serta merumuskan strategi kebijakan pelaksanaan penerimaan CPNS bagi penyandang disabilitas pada kesempatan berikutnya. Pelaksanaan penerimaan CPNS tahun 2018 pada umumnya terlaksana dengan baik, hanya saja terdapat permasalahan penerimaan CPNS bagi penyandang disabilitas yang belum sepenuhnya sesuai dengan kebijakan penghormatan, perlindungan, dan pemenuhan hak penyandang disabilitas, diantaranya penyandang disabilitas tidak dapat melamar pada formasi umum dan formasi khusus yang disediakan tidak sesuai dengan latar belakang pendidikan yang disediakan untuk penyandang disabilitas. Terdapat beberapa strategi pelaksanaan penerimaan CPNS bagi penyandang disabilitas, diantaranya: 1) Melakukan penyamaan persepsi antar pemerintah pusat, pemerintah daerah dan pihak terkait lainnya, 2) Menyusun formasi penyandang disabilitas berdasarkan kebutuhan daerah dan penyandang disabilitas, 3) Mengoptimalkan pelayanan bagi penyandang disabilitas. Penelitian ini bertujuan untuk menganailisis bagaimana bentuk-bentuk perlindungan hukum yang diberikan kepada penyandang disabilitas dan bagaimana pelaksanaan hak-hak penyandang disabilitas tersebut dikaitkan dengan budaya Bali. Penelitian ini menggunakan metode penelitian normatif dengan pendekatan peraturan perundang-undangan (statue approach) dan pendekatan konsep. Hasil penelitian ini menunjukkan bahwa perlindungan hukum dan pemenuhan hak penyandang disabilitas yang diatur melalui Perda Provinsi Bali Nomor 9 Tahun 2015 telah memuat hak-hak penyandang disabilitas yang cukup komprehensif, serta juga memuat kewajiban dari Pemerintah Daerah dalam melakukan pemenuhan hak penyandang disabilitas. Namun, demikian dalam hak keberagamaan penyandang disabilitas, memilik potensi untuk tidak dapat diterapkan karena cenderung tidak sejalan dengan adat dan budaya Bali yang sudah turun-temurun.Empirically, people with disabilities often get discriminatory treatment in social life which results in neglect of the fulfillment of the rights of persons with disabilities, although juridically, as in Bali, there are already regional legal products that provide protection for the rights of persons with disabilities. This study aims to analyze how forms of legal protection given to people with disabilities and how the implementation of the rights of persons with disabilities is associated with Balinese culture. This study uses normative research methods with the approach of legislation (statue approach) and conceptual approach. The results of this study indicate that legal protection and the fulfillment of the rights of persons with disabilities regulated through the Bali Provincial Regulation Number 9 of 2015 has contained the rights of persons with disabilities that are quite comprehensive, as well as the obligations of the Regional Government in fulfilling the rights of persons with disabilities. However, as in the rights of religious persons with disabilities, they have the potential not to be applied because they tend to be inconsistent with Balinese customs and culture that has been passed down through generations.

One of the efforts to improve the economic welfare of persons with disabilities is empowerment through community development of Batik Percik KSM. With this KSM, it will help people with disabilities to meet their daily needs. Persons with disabilities at this KSM will be given special training to create a product, namely batik percik. In the batik training, people with disabilities will be guided by the assistants at the Harapan Makmur KSM. Abstrak Keberadaan Penyandang Disabilitas dengan Ragam Tuna Rungu dan Keterbatasan mental ini masih sering dianggap sebagai kaum yang lemah, tidak berdaya, tidak bisa bekerja bahkan bisa hanya dikatakan menyusahkan orang lain. Dengan adanya anggapan tersebut muncul penilaian negatif yang mengakibatkan sebagian penyandang disabilitas ini merasa minder dan kurang percaya diri. Padahal sebenarnya mereka mempunyai keterampilan yang jika dikembangkan akan memberikan dampak yang positif bagi mereka misalnya untuk memenuhi kebutuhan hidupnya. Salah satu upaya untuk meningkatkan kesejahteraan ekonomi penyandang disabilitas ini adalah pemberdayaan melalui community development KSM batik percik. Dengan adanya KSM ini akan sedikit membantu penyandang disabilitas tersebut untuk memenuhi kebutuhan hidupnya. Penyandang disabilitas pada KSM ini akan diberikan pelatihan secara khusus untuk menciptakan sebuah produk yakni batik percik. Dalam pelatihan membatik penyandang disabilitas akan dibimbing oleh para pendamping di KSM Harapan Makmur tersebut.
