Abstract:
The article analyzes the issues of inclusion and special education in the creative heritage of Sofia Rusova – teacher, citizen, politician, state maker, who considered them in the context of world scientific achievements of the interwar period of the XX century. Inclusion, as a process of increasing the participation of all citizens in society, including those with physical or mental disabilities, involves the development and implementation of specific solutions that will allow each person to participate equally in academic and public life. The evolution of the idea of inclusion and the birth of special education S. Rusova closely linked with the understanding and interpretation of the leading principles of pedagogy, general and social psychology, sociology, philosophy of education, historical and pedagogical searches of the late XIX - early XX century. Perhaps the most important source of new pedagogical ideas of S. Rusova, embodied in the writings of the interwar period (“New School of Social Education”, “Education and Sociology of Durkheim”, “Social Education: Its Importance in Public Life”, “Public Issues of Education” became acquainted with the latest trends in Western European pedagogy, which allowed her to keep up with the times, psychologize pedagogy. Extensive education, fluency in the leading European languages (first and foremost, French) made it possible for S. Rusova to access the original literature - works by J. Dewey, E. Claapared, G. Kerschensteiner, V. Lai, E. Meiman, and G. Spencer with the most prominent pedagogical figures of the 1920s and 1930s, including O. Decroly and M. Montessori, and studying the experience of their practical work. Guided by the statement that “ development of the child is influenced by three main factors: education, heritage, and environment”, based on the experiments of foreign (German, Belgian, Czech) researches, the scientist revealed the specifics of social and educational impact of the environment, preparing the groundwork inclusion as a set of conditions, methods and means of their implementation for joint learning, education and development of the educational recipients, taking into account their needsand opportunities. At the same time, I emphasize the shaft that no child “is passively influenced by the environment: it takes from it what its individuality seeks.” The issue of special education, in particular, the psychological and pedagogical principles of working with children with intellectual disabilities, is most fully revealed in S. Rusova's work, “Something about defective children in school”. It clearly traces the idea that children of all walks of life are necessarily subject to process education and training. According to S. Rusova, children with deviant behavior (in particular, “child offenders”), for whom the conditions for education as a factor of their re-education should be created, and for the needs of such schools, should not be left out of the educational influence in order to organize teacher training “with a deep psychological understanding of their sick students, with a heart warmed with love for them, and with a certain understanding of their social and pedagogical task: to return these children to citizenship ...”. Summarizing the above, it can be argued that the issues of inclusion, studying, education of children and young people with special educational needs, as represented by the property of Sofia Rusova are a significant contribution to Ukrainian and world pedagogical thought, an important factor in the revival of national educational systems in the teaching experiences of the past.

Abstract:
Promising areas for improving the education system, and with the advent of coronavirus online mode has become critical in education, in this regard are at home. Schools have started using Zoom software, and the role of the modular learning environment has grown significantly. At the same time, many problems were identified, such as the lack of Internet access for students from rural areas or disadvantaged families, which has become an obstacle to learning and access to educational materials. In response, the United Nations Educational, Scientific and Cultural Organization has made a number of recommendations for distance learning. Modern distance education is an extensive system of knowledge transfer at a distance using various tools and technologies, the result of which is the receipt by users of the necessary information for its successful implementation in practice. There are a variety of ways to disseminate knowledge today: mailing books, writing assignments, audio and video discs, telephone consultations, and virtually limitless possibilities of the World Wide Web. The use of distance learning methods allows to provide educational services of various kinds in remote areas, to teach without interruption from the main activity, to teach people with disabilities, to have access to educational resources of the world through the use of modern electronic communications. In today's world, education plays a key role in people's lives, which makes it necessary to constantly develop teaching methods, including distance learning. The coronavirus pandemic has revealed many shortcomings of distance education, as well as the absolute unpreparedness of students and educational institutions for this form of education. That is why it is important to develop this industry now in order to further provide comfortable education for both Ukrainian and foreign students and to ensure that in the future the education system will be ready for situations similar to the coronavirus pandemic. The article is written to assess the advantages and disadvantages of distance learning, its necessity, analysis of the requirements for distance learning materials. Prospects of technologies of multimedia representation of researched objects, processes, phenomena, adequate modeling of the subject area, and their realization.

Abstract:
Accommodating individuals with disabilities in the workplace is a rapidly growing concern. Furthermore, those who are functionally impaired are in a dire need of assistance. In a classroom, the main function of a student is to learn. Learning is facilitated by an instructor's lectures, writings on the board, use of audiovisuals, etc. Generally, it is presumed that students do not have any common functional impairments (visual, auditory, etc.) and, therefore, no special effort is made to accommodate those who may have such impairments. Obviously, the learning of a legally-blind student or one who has impaired hearing, for example, will be compromised if no assistance is provided. Then there are issues such as providing reading materials for the blind (college catalogues, lecture notes, etc., in braille?). What should be done? The purpose of this panel discussion is to, in general, address and discuss the issues involved in educating people with disabilities, particularly those that are not very obvious or visible (ex., wheelchair confinement). How should university campuses resolve this problem in this age of dwindling resources? Sensitive issues, such as “Needs of the many versus the needs of the few?” and “What responsibility do we have to the few that really need such assistance?”, also need to be resolved.

Abstract:
The article reveals the problematic issues of selecting athletes with mental and physical disabilities to participate in official all-Ukrainian and international Paralympic sports competitions. It has been established that the solution to this problem prompts the study of the peculiarities of the classification of athletes with mental and physical disabilities in order to allow them to compete. It has been proven that one of the best means of strengthening mental and physical health is physical education. For people with disabilities, this is an adaptive sport, which is aimed at the formation of athletic skills in people with mental disabilities and their achievement of high results in various types of sports. The purpose of the article is to substantiate the classification of athletes with mental and physical disabilities according to the existing international rules for specific types of sports. The minimum classification standard for admission to competitions in athletics, table tennis and swimming for athletes with mental and physical disabilities has been developed, intended for national application level during the all-Ukrainian qualifying and final competitions, All-Ukrainian Spartakiade among children with disabilities “Believe in yourself”, Ukrainian table tennis championships and cups in accordance with the Virtus guidelines. The minimum classification standard takes into account the specifics of the procedure of psychological classification of athletes with mental and physical disabilities which is carried out on the basis of current documents and Virtus recommendations. The minimum classification standard allows to algorithmize the classification procedure of athletes with mental and physical disabilities taking into account its crucial importance for determining the right to participate in competitions.

Abstract:
Abstract. The article examines the problematic and thematic aspect of publications in Ukrainian online media about military personnel who became disabled as a result of the Russian-Ukrainian war, classifies the messages by topic and identifies legal, social, medical, rehabilitation, psychological and educational aspects; the problems that most often concern this category of people are identified. The study uses the methods of analysis, classification, synthesis, monitoring and statistical calculation. The author emphasizes the conflicting attitudes of the state, Ukrainian society and the media towards servicemen and women with disabilities caused by war. The positive attitude of the state and medical professionals towards them and their glorification in the media correlates with the bureaucracy of state institutions, disrespect for the military, for volunteers with disabilities, lack of digitalization and proper information, poor quality medical services, extortion of bribes for granting disability status, negligence and unpreparedness to work with the military, and inaccessibility to various institutions, lack of systematic modern rehabilitation, which forces Ukrainian military personnel to travel abroad to receive quality treatment and prosthetics, a paucity of publications on psychological and educational topics, ambiguous attitudes in society, as people have not yet been able to develop a culture of communication with people with disabilities, and a lack of information in the media. It has been found that in some media there is a tendency to increase the number of publications about servicemen who have received disabilities as a result of the Russian-Ukrainian war, while in some publications there is no such tendency.

Abstract:
The article reveals the main factors that influence the integration of refugees from Ukraine, including persons with disabilities, into host communities in Georgia. Social integration is a growing concern in global migration studies. The study aimed to analyze what factors influence the social integration of refugees with disabilities into the host community environment in Tbilisi (Georgia). Through field observation and semi-structured interviews with volunteers and members of non-governmental organizations providing services to Ukrainian refugees, including people with disabilities, the study examined how Ukrainians’ participation in Georgian community life contributes to social integration. The results of the study highlight three dominant themes that permeate all three levels of socialization of refugees from Ukraine in a large city (micro, meso, and macro levels): the charitable model of social attitudes that portrays persons with disabilities as victims who deserve compassion; invisibility; and activity and resistance. The article also highlights the peculiarities of the integration process of Ukrainian refugees, which are typical for Georgia.

Abstract:
The views aimed at the stability of socialization are analyzed, paying attention to the peculiarities of psychophysical development of students with intellectual disabilities, which leads to a weakening of socialization. Difficulty in socialization depends on the presence of a navigator of mispersonal communication, unformed needs in such communication, inadequacy of self-esteem, negative perception of other people. It is noted that the effectiveness of primary socialization of students with intellectual disabilities affects the formation of its components: socio-psychological adaptation and empathy. In this regard, the research of scientists on the essence of socio-psychological adaptation and empathy is taken into account. It is pointed out that the process of socialization includes not only adaptation, but also maladaptation. It is stressed on the role of empathy as a component of socio-psychological adaptation and its impact on the formation of socialization of students with intellectual disabilities in the future with works of art, since the components of empathy are sympathy and compassion. Adolescents with intellectual disabilities perceive the information better during the Ukrainian literature lessons, where they work with fiction literature. It has been substantiated, that works of fiction, studied by students at the lessons of the Ukrainian literature serve as particularly important means of teaching, correction and socialization of students with intellectual disabilities. Fiction is the only art form promoting the development of visual thinking. While studying at the lessons of the Ukrainian literature on fiction texts, students with intellectual disabilities intellectual develop thinking, connected speech, overcome communicative phobia, master social competencies, become socialized. The expediency of using interactive teaching methods for the formation of social skills in students with intellectual disabilities in the process of working with works of art during the Ukrainian literature lessons, in particular: discussion, ethical conversation, role play; such methods as «microphone», «chain of thoughts», «unfinished sentence». While working with works of art during the Ukrainian literature lessons, adolescents with intellectual disabilities learn basic morals through interactive teaching methods, learn to disseminate information, emotions, thoughts about the read and the environment learn to evaluate behavior and teach people who pay attention to other problems. Abstract:
The plays of William Shakespeare were reviewed for references to disabilities, aging and disability, and older characters with disabilities. Shakespeare's references draw from traditional cultural notions about older people with disabilities. These traditional notions include people with physical disabilities being evil, the entertainment value of disabilty, and those who were mentally ill being wild and animal-like. He viewed the aging process as disabling and old age as a time when individuals lost some abilities to function, particularly when it came to mental capacity and physical mobility. His writings show that he used disability as a literary tool to add dimension to characters and set them apart. Contemporary literature continues to share some of Shakespeare's view on aging and disability but also departs from them in important ways. For example, contemporary treatment of disabilities and aging places more emphasis on the human side of the affects of aging and disabilities. Disabilities and aging are not cast in the same negative terms as Shakespeare used.

Abstract:
In this paper, we relied on co-researching with persons with disabilities in Ukraine not as a means of understanding the epidemiology of this disease, or of its impact on human health. We approached COVID-19 and the Ukrainian authorities’ response to the pandemic as proxy, or a magnifying glass, to better understand the everyday life of persons with disabilities in Ukraine, and to explore how things could and should be done differently in the context of public health or other emergencies. The pandemic unsettled and disrupted the meanings of personal space and time for virtually everyone across the world; it unmasked, reinforced and reconfigured existing inequalities, cascading them into further injustices of (im)mobility and access. This is especially true for persons with disabilities. Kennedy-Macfoy uses an analogy in relation to COVID-19. She describes COVID-19 as a ‘looking glass’. Our ‘COVID-19 as a looking glass’ findings presented in both parts of the project report paint a picture of entrenched economic and social deprivations experienced by people with disabilities in Ukraine, patterned by the intersecting and reinforcing inequalities of gender, age, locality, displacement, and socio-economic status, and exacerbated rather than created by the pandemic. This article is devoted to the second part of the extensive study ‘The Impact of the COVID-19 Pandemic on People with Disabilities in Ukraine’. In this article, the authors elaborate on the methodology of the second phase of the study and the views of people with disabilities on the issues of communication about the COVID pandemic and access to medical care during a pandemic for people with disabilities.

Abstract:
<p>This essay seeks to position the experiences of people who live with disabilities in their interactions with the built environment that surrounds them. It argues, in part, that a hands-on approach such as co-design<em>, </em>which relates the personal experiences of individuals with the processes of design, can promote the inclusion of people living with disabilities. This paper also recognizes the existence and possibility of alterations to the built environment initiated by people with disabilities who, despite their disabilities, transform their surroundings to better their conditions. For these types of processes, the term <em>user-initiated design –</em>UID- can be defined, becoming a tool of empowerment for these individuals. These writings briefly develop the concept of user participation in design processes, analyze the use of empathic participation methods utilized in design processes with disabled individuals, and conclude that design directed towards this population cohort requires a participation that involves knowledge based on these individuals, and which should be deemed irreplaceable. </p>

Abstract:
The relevance of the article. An important problem of modern Ukrainian society is small number of inclusive spaces, what complicates the process of socialization of young people with disabilities. Prevailing forms of mentality in Ukraine (charitable, administrative, magical) do not provide an opportunity to adequately solve this problem. Only a humanistic, dialoguebased model of mentality will contribute to the creation of a true inclusive in the society. The purpose of the article is to develop proposals for the formation of a local tourism inclusive space on the example of “Klavdiia Shulzhenko Museum”. The methodology. The work is a practice research based on the principles of the philosophy of dialogue, devoted to the search for practical ways to implement a humanistic model of social development in a particular enterprise of tourist infrastructure. The use of general scientific (analysis, synthesis, generalization) and special methods (modeling) is determined by the purpose and objectives of the study. The results. Based on the analysis of successful examples of the formation of inclusive space in Ukrainian museums, a stepbystep plan for the transformation of space in the direction of inclusion for the “Klavdiia Shulzhenko Museum”. For the first stage, it is important to create a space for dialogue with the target audience and establish cooperation in the working group. For the second — cooperation for creating the excursions. The next stage is the transformation of infrastructure. The practical significance. The article is a theoretical base for practical museum projects, in which young people with disabilities are actively involved in society, visitors without disabilities will understand that young people with disabilities have high potential and are able to actively participate in society; creates a positive social discourse of acceptance, favorable for the socialization of young people with disabilities. Conclusion. Since the problem of transformation of society in the direction of inclusion is not belongs exclusively for Kharkiv, it is has meaning to use successful world and Ukrainian cases. Since infrastructural problems are the result of existing mental attitudes, they can be solved through changes in mentality (establishing public dialogue), rather than government directives. For Kharkiv, the Municipal Institution of Culture “K. I. Shulzhenko Museum” is a place with significant social and cultural potential. Given the creation of an inclusive space in the museum, it can become one of the outposts of socialization of young people with disabilities, but also — to promote the formation of a positive image of people with disabilities in society. The solution of this task can take the form of cooperation with NGOs and further joint project activities.

Abstract:
Background: Currently, a topical area of research is the multidimensional approach to both reliable tools and professional interventions aimed at improving the attitudes of Ukrainian society toward people with disabilities in the context of the armed conflict in Ukraine. The aim of the study: The purpose of this study was to study the factor structure of the Multidimensional Attitudes Scale Toward Persons with Disabilities (MAS) questionnaire on a sample of Ukrainian students to create an adaptation of the original version (MAS-UA). Material and Methods: The main authors of the questionnaire gave their consent for the adaptation. The Ukrainian version of the MAS was developed using the method of back translation from the original language. The proposed multi-factor structure of the MAS-UA was tested in an anonymous online study of 1619 Ukrainian students. Results: The factor analysis and a parallel exploratory factor analysis resulted in a 5-factor structure for the MAS-UA (the classic domains – cognitive, affective, and behavioral – and two additional domains, negative effects and items concentrated in the factors “Calm” and “Desire to communicate”). These five factors yielded 62.6% of the total variance score. Conclusions: The MAS-UA was developed and presented as a reliable instrument for examining attitudes toward people with physical disabilities. The instrument can be used for the initial assessment when developing prevention and educational programs in the field of social policy, as well as to evaluate their effectiveness. Studies using the adapted version of the scale (MAS-UA) will allow the comparison of results from other countries where other language versions are used.

Abstract:
This article presents a critical analysis of the principle of the least restrictive environment (LRE). The article begins with a review of the origins of LRE in professional writings and law and moves next to a discussion of how LRE has been operationalized in terms of a continuum of residential, educational, and vocational services. Building on previous critiques of the continuum concept, the author presents seven conceptual and philosophical flaws or pitfalls in the LRE principle itself, especially when it is applied to people with severe disabilities. The author then argues that an uncritical acceptance of LRE may lead to the establishment of a “new” community-based continuum and takes the position that many leading writings in the field can be interpreted to legitimate this new continuum. The conclusion of the article supports an unconditional commitment to integration and briefly contrasts integration with LRE as a guiding principle for the design of services and support for people with developmental disabilities and concludes with a note on the importance of viewing concepts in historical context.

Abstract:
As for me, the very objective history of relations between Ukraine and the Vatican, the attitude of the Apostolic Capital to the fate of the Ukrainian people has not yet been written. In those writings I read (even in this collection), it is presented mainly with diametrically opposite estimates. And this is because this story itself as a process is not one-dimensional, it is highly controversial, and its researchers often adhere to different appraisal approaches to its illumination. The fact is that Catholicism was not directly connected with the fate of Ukrainians, but mainly indirectly, through the Polish factor. The latter, as we know, was hostile to the Ukrainian ethnic group.

Abstract:
The article is devoted to the phenomenon of Ukrainian refugee children. They lived in displaced persons camps (DP camps) created and functioned for refugees in West Germany during the second half of 1940s – early 1950s. The article is based on archival documents, memoirs, camp periodicals. The author tried to identify the main reasons and ways of getting children to DP camps, such as age, social criteria and health status. Moreover, the author characterized different groups of “little aged displaced persons”. World War II caused significant migration of population from Ukraine and put the fate of millions of refugees and displaced persons on the international agenda. The majority of the Ukrainians had been repatriated to the Soviet Union (USSR), but about 250,000 of Ukrainians managed to avoid repatriation, escaped and became refugees who lived in special DP camps. Children made up about a quarter of all Ukrainian refugees, who had experienced difficult escape cases. The memoirs of Lesia Bohuslavets (Oleksandra Tkach), Alla Lehka-Herets, Larysa Zalevska Onyshkevych, Larysa Palidvor-Zelyk, Natalia Palidvor-Sonevytska and others, used in the article, allow us to understanding the personal experiences and feelings of Ukrainian refugee children in the DP period. Refugee children came from various social groups of the Ukrainian community: politicians, public and religious figures, intellectuals, workers and peasants. The least protected social categories were semi-orphans, orphans, children with disabilities, illegitimate or seriously ill children. They needed special attention and aid from international and Ukrainian relief organizations, as well as from Ukrainian DP community. These were the families with little children, widows with orphans, single mothers with illegitimate children, children with disabilities, children suffering tuberculosis. All of them (and also sick, elderly people) belonged to the so-called “hard core” or “zalyshentsi” (people who couldn’t come back to their homes). They could move from DP camps in Germany to their new residence countries only if they received necessary confirming documents from their relatives, supporting their living conditions provided. Therefore, some Ukrainian families with little or ill children, children with disabilities, widows with orphans, as well as the elderly, were forced to stay in war-torn Germany.

Abstract:
The formation and development of the modern labor market is very important for the further development of Ukraine as a legal, democratic and socially oriented state. This presupposes the creation of clear, understandable forms, mechanisms and systems of access to this market. Among them, a special place belongs to the system of formation and use of additional opportunities (guarantees) of employment for persons with disabilities. The share of the employed among people with disabilities is less than among the population as a whole. In 2020, the employment rate for people with disabilities was 67 percent, compared with 77 percent for the general population. The conducted studies indicate that disability in Ukraine is explained by the poor state of the national health care system of citizens, the low level of safety and labor protection at enterprises, the unsatisfactory state of environmental culture, manifestations of various disasters in our country, in particular, military, natural, environmental, consequences Chernobyl disaster, hostilities in Afghanistan and in the Donbass region. The formation and development of the modern labor market, which is very important for the further development of Ukraine as a legal, democratic and socially oriented state, presupposes the creation of clear, understandable forms, mechanisms and systems of access to this market. Among them, a special place belongs to the system of formation and use of additional opportunities (guarantees) of employment for persons with disabilities. Despite the existence of state-guaranteed rights, legislative support for the employment of workers with limited labor opportunities, their involvement in productive work remains a weak point in our state. As practice shows, due to limited health opportunities, workers with limited labor opportunities do not have the opportunity to compete on equal terms with other citizens in the labor market, as a result, their rights to work are violated, the process of displacement from the sphere of labor activity continues, the level of unemployment and the depth of poverty. In this regard, the analysis of foreign experience in promoting the employment of workers with disabilities and determining the possibilities of its application in Ukraine becomes relevant.

Abstract:
The article analyzes the issue of migration as a complex social phenomenon. International population migration in the conditions of growing globalization occupies an important place in the development of modern society and, accordingly, affects young people who, for various reasons, decided to study abroad (in Slovakia). The article reflects knowledge at the theoretical and empirical levels. One of the main tasks of modern higher education is the modernization and efficiency of the professional mobility of future specialists. Student migration is considered as educational migration. We point out that the Slovak Republic is one of the most economically successful countries in Central-Eastern Europe. Economic reforms and accession to the EU, combined with significant inflows of foreign direct investment, have led to sustained economic growth and job creation. Economic development and demographic changes have also created an additional need for skilled labor. At the same time, greater integration into the EU, open borders and a common educational space led to the migration of Slovak students to the neighboring Czech Republic and other EU countries. As a result, Slovakia gradually began to ease migration restrictions and allowed an increasing number of third-country nationals to enter the territory of the Slovak Republic. The integration policy of Slovakia is consistent with the migration policy, and among its priorities is the effective integration of foreigners in the labor market. The purpose of the article is to analyze Ukrainian student migration in Slovakia, focusing on the analysis of personal and social benefits. We analyze the issue of academic mobility as an integral component of the European educational space, which also undoubtedly has a positive effect on the national education system and the national economy. We highlight the issue of effective ethnic-national policy formation, development of theory and practice of social work with ethnic groups, find out directions and forms of social service work with migrants. In the empirical part, we present a quantitative study at all stages of the research process. The content of the study is to find out the reasons that motivate future Ukrainian students to migrate to Slovakia, as well as to find out how the initial decision about migration and arrival to Slovakia takes place. Part of the quantitative research is the analysis of the personal and social benefits of the migration of Ukrainian students to Slovakia.

Abstract:
Through the writings of Jean Vanier, this paper encourages Catholic theologians to examine critically their theological sources and their own rhetoric for the context of developmental disabilities. Specifically, this thought experiment is an invitation for the Catholic academy to consider how its theologies of charity can assist the church to reflect on its pastoral ministry to people with developmental disabilities. Some Catholic discourse is built on an assumed one-directional concept of charity that emphasizes the agency and gifts of the giver over the receiver. Such a one-sided model of hospitality tends to emphasize the giver as the person without developmental disabilities, whereas the person with disabilities is described as the receiver of hospitality; their own gifts and agency thereby are either unacknowledged or downplayed. This paper argues, instead, that Catholic theologies of charity, particularly regarding developmental disabilities, should be built on a mutuality that affirms each person's agency to be both a giver and a receiver of charity.

Abstract:
The article describes the issue of social, professional, complex adaptation, integration of people with disabilities into socio-economic relations. It is indicated that the Ukrainian society is not ready to accept people with disabilities in the workplace after they complete the educational process and obtain a certain profession by specialty. Society is not ready, because no one has prepared it so far in the inclusive direction of accepting people with special needs. It is indicated that the acceptance of people with disabilities into society at an adult age encounters problems from both sides. On the part of society, there are no levers for the implementation of legally defined guarantees of observing the rights and freedoms of people with disabilities to obtain a workplace. On the other hand, the presence of people with disabilities in social isolation due to their constant special needs for care and guardianship affects their relationship to the real world: interest is extremely rare, the desire to be included in possible processes is almost always, ignoring society and focusing on one's own illness. often. In such conditions, the task of society is determined by the creation of an inclusive environment for the integration of people at workplaces. It was emphasized that in Ukraine, the Ministry of Social Policy created the platform "FREE! [employment]" and the pilot project "Helping Hand", which are aimed at creating an inclusive socio-economic space for people with disabilities. In the course of the research, general methods of scientific study were used, namely: comparison, description, observation, analogy. Also, special methods of study were applied, namely a systematic approach and structural-functional analysis, synthesis, generalization.

The article considers inclusive education as one of the areas of development of children with disabilities. Modern society makes demands on the field of education, which is a main part of society. Nowadays, education is available at the state level. Inclusive education is based on a social model of equal rights and freedoms for people with disabilities. The experience of European countries has shaped the treatment of people with disabilities internationally, bridging the gap between people with disabilities and society. An inclusive educational environment in Ukraine requires innovative support. The problem of inclusive education in Ukraine is insufficiently developed, which increased the relevance of the study. There is a need for highly qualified social educators and social workers. The role and features of inclusive education, which provides comfortable and humanistic development, integration of children with disabilities, are studied. The experience of inclusive education of foreign countries in the United States of America and Israel has been considered. The international and Ukrainian legal framework is analyzed. It is determined that new approaches, methods for revealing abilities, creative potential, education of harmonious personality, etc. arise and are formed within the framework of inclusive education. Abstract:
Ukraine has taken significant steps towards integration into the European space during its period of independence. On February 21, 2019, the strategic course of Ukraine towards EU and NATO membership was defined in the Constitution of Ukraine, and as of June 23, 2022, Ukraine is a candidate for membership in the EU. The chosen course of entry into the European space requires changes and improvements in the economic, public, scientific space, and all areas of Ukrainian society. It is important to improve all components of the living environment, namely natural, production, housing, information and media environments, recreation, and daily commuting. At the same time, there is a problem of humanizing the living environment to provide equal conditions and opportunities for full living, work, and leisure for people with disabilities who have long been deprived of this opportunity. The main tasks of the legal framework in the construction industry are to ensure the reliability and safety of construction objects and to establish requirements that ensure healthy and safe working, living, and domestic conditions for all segments of the population. These tasks have been declared in regulatory documents both during the Soviet period and in the period of Ukraine's independence. However, in practice, not all requirements for architectural and planning solutions for people with disabilities and people with limited mobility were fulfilled. The Ukrainian society's aspiration to integrate into the European space should forever leave behind such phenomena as legal nihilism, especially when it comes to complying with state norms and rules in construction. A comprehensive approach is needed to create a fully inclusive living environment for all members of society, and simply making changes to building practices is not enough. It is necessary to make radical changes to Ukraine's transportation infrastructure, including retrofitting public transport and improving sanitary transport services to serve people with disabilities and other mobility-impaired groups in society. Creating comfortable conditions for people with disabilities, particularly those with hearing and visual impairments, requires changes in the information and media environment, including the creation of special training programs and visual and media information. It is also necessary to develop a state program for the rehabilitation and employment of war veterans with disabilities.

Abstract:
The main objective of the article is to find out the reasons for rejection of people with disabilities in the society, that causes the communicative barriers in communication with them, and the role of the media in this process. It is established that there are both social and psychological barriers in communication with the people with disabilities. The social barriers include the different worldviews as there are many barriers (physical, moral ones) in the lives of people with disabilities. The psychological barriers include isolation, shyness, hiddenness, incommunicability of people with disabilities, caused by the attitude towards them in the society. These barriers also have to do with certain fear towards the people with disabilities from those ones who do not have such problems. A questionnaire was conducted to understand the points of contact between the society, the people with disabilities and the media, to hear the opinions of both the people with disabilities (235 persons) and those ones without disabilities (309 persons) and to find the answers to why there is no correlation, mutual understanding between the society, the people with disabilities and the media. Using a number of keywords on each of the leading Ukrainian media sites, the publications about people with disabilities during the pandemic were monitored. Such studies made it possible to determine how much the media were interested in covering such information. The comparative method was used to find the similarities and the differences in the views of people with and without disabilities regarding the role of the media in their lives and the factors that impede d communication in the society. The descriptive method made it possible to record the information gained from the survey and other sources. It was found out that the people with disabilities were either cursorily covered in the media during the pandemic or were not mentioned at all even though it was one of the most vulnerable groups of people in terms of health. There was almost no information about the course of disease within this category of population: the statistical data on disabled people with coronavirus, in particular about the consequences and the risks for their health were not separated into a separate group. It was ascertained that the difference between the people with and without disabilities was in their views on ignoring the information about the people with disabilities. Thus the people with disabilities believe that there is not enough information and the society does not pay enough attention to it, the people without disabilities do not follow such information and think that there is enough information in the media. The points of contact: the society feels fear to the people with disabilities, does not understand how to treat them, because the media ignores information about these people, resulting in formation of an information vacuum, which is filled with stereotypes and conjectures. The people with disabilities are often marked by closeness and incommunicability due to the fact that they become the objects of ridicule and unfair treatment, which affects their self-esteem and interferes with communication with the society.

Abstract:
The article examines the contribution of outstanding Ukrainian scientist Yury Shevelov about understanding of ideological prerequisites of Russian imperial policy and its basic manifestation in relation to Ukraine. It`s asserted that this problem is present in different works of the scientist and is important for understanding his historiosophical and cultural concepts. It is noted that Yury Shevelov categorically denied a simplified a superficial approach of certain aspects of Russian history, in particular the role of Finno-Hungarian origin in the ethnogenesis of Russians. In a number of his works the researcher pointed out the special importance of Byzantine traditions of state and social life in formation of foundations of Russian imperial policy. Yury Shevelov argued that the omnipotence of the state and the lawlessness of an individual became the defining essential features of the of the existence of the Russian colonial empire. The state skillfully camouflaged its aggressive goals with the interests of the entire nation, which became the basic for intellectual manipulation and speculation. The researcher shows how a distorted understanding of the people takes root in the environment of the Russian intelligentsia, proves that the hypertrophied idealization of the people has nothing to do with its true essence. Yury Shevelov demonstrated this on the example of the work of the world-famous Oleksandr Solzhenitsyn, who was unable to overcome imperial complexes in their attitude towards the colonized nations of the Soviet Union. The article points out Yury Shevelov`s emphasis on the continuity between the Russian Empire and the communist USSR, which the researcher regarded as a new form of Russian chauvinism. In some issues the Soviet government even surpassed its predecessors. In particular, as the outstanding linguist Yury Shevelov argued, it was the Soviet innovation that became the intervention in the internal laws of the Ukrainian language, which even the tsarist administration in pre-revolutionary Russia did not resort to. Among the negative consequences of the Russian imperial rule for Ukrainian nation Yury Shevelov particularly singled out the emergence of a complex of provincialism, slave psychology, and orientation towards external power. The constant struggle with provincialism in all its forms became pervasive in the scientist`s creative activity. It is emphasized that in his writings YuryShevelov considered the Russian state as a colonial empire, and the relations between Ukraine and Russia as colonies and metropolises, which are in a state of a great and still unfinished war.

Abstract:
In the numerous writings of the scientist Olgerd Bochkovsky (1885–1939) the theme of the enslaved nations. Exploring the so-called unhistorical nations he highlighted three phases in the process of their national renaissance: the revival of culture (the return to the native language and its development), economic emancipation, and politicization of the movement toward autonomy or independence. He denied the idea of unity between the Ukrainian and Russian peoples (pan–Russian nation or triune Russian nation), considering that the Ukrainian people have every reason to create an independent state. He identified the difficulties that existed for its realization: the geographical location of Ukraine, which was the boundary between Europe and Asia, the split of Ukraine and the opposite historical and political development of the Dnieper Ukraine and Western Ukraine and the lack of unity among Ukrainian politics. The scientist gave positive predictions about the future of Ukraine only on the condition of the formation of a modern Ukrainian nation. Independent and democratic Ukraine, which was supposed to become the center of the crystallization of Eastern Europe, according to O. Bochkovsky, is a condition for world peace and security of peoples.

Caring for the development of her native nation, Natalia Kobrynska (1856-1920), the Ukrainian writer and one of the outstanding Women’s Movement activists had direct contacts with Poland. She wrote in her “Autobiography” that in her early years she was reading originals of Polish fiction as well as socio-political pieces from her father’s private home library, including “Letters from Krakiv”, the threevolume book by J. Kremer, “Pan Tadeusz” and “Dziady” by Mickiewicz, literary works by Hofman-Tanska. She was fascinated by E. Ozheshko’s book «Kilka słów o kobietach» (“Some words about women”). Works by B. Limanovsky, the outstanding Polish activist, were of her special interest, since she knew him in person and often wrote about him to I. Franko and M. Pavlyk. Being in Switzerland, she felt appreciation on the part of the representatives of Polish diaspora and students. For quite a long time Kobrynska was linked by bonds of friendship with Vysloukh family – Boleslav and Maria – in the form of continual correspondence. She wrote a review for «Na przeboj» (“Into the Breach”), the literary work by M. Sheliha. Her story “Pani Shuminska” (“Mrs Shuminska” or “The Spirit of the Age”) was translated into Polish by Masliak and Orkan. Presented research exposes one of the aspects of Kobrynska’s activity, that is, socio-political and cultural, in the framework of the relations between Ukraine and Poland. The article is based exclusively on archive evidences which highly characterise long-term social and political activity of N. Kobrynska as well as her contribution to literature and cultural studies in terms of international ties of Ukraine and Galicia with the world-known foreign activists, particularly from Poland, in their homelands well as abroad (in Switzerland, for example). The study includes important information about Kobrynska’s epistolary legacy as a leader of Women’s Movement and initiator of ties with Slavs and other lands. Kobrynska personal writings enriches history and literature of Ukraine and Poland with indisputable facts important for literary, social and cultural criticism of both countries. Abstract:
Implementing the principles of inclusive education in institutions of higher education is not an easy task. Before its application in institutions of higher education, inclusive education was initially developed for younger schoolchildren. As many students with disabilities successfully complete their schooling, the need to move towards inclusive education in higher education has increased. The war in Ukraine caused the appearance of new, previously unknown challenges for our society. One of the main challenges for Ukrainian society caused by the war is the full adaptation of veterans to civilian life, especially, disabled veterans, and among them there are many very young people. The world's leading countries have long paid great attention to people with special needs and the disabled. The most developed countries spend significant resources to involve people with disabilities in public life, education, science, sports, arts, etc. Unfortunately, during and after the war, Ukraine will face the problem of employment for the disabled and people with special needs. Tens of thousands of people who have become "persons with disabilities" are returning home from the front and will continue to return. This is already a big problem, which, unfortunately, is traditionally overlooked by our state. Military with disabilities are willing to work and have the potential to successfully acquire job skills through education services and, of course, individualized employment support. The opportunity to work for this group of people is of great importance from the material point of view, and social integration and serves as an effective method of self-realization and rehabilitation. The approach to the implementation of the principles of inclusive education in practice is closely related to two problems: the elimination of possible barriers as a process and the achievement of accessibility of educational services and the program of financing educational services for disabled veterans. Inclusive education can reorient higher education to the needs of the market, which is generally relevant for Ukrainian higher education and is repeatedly noted in the studies of many scientists and the comments of stakeholders. The purpose of this article is to provide insights into inclusive practices in higher education that require a contemporary discussion of how to move the university toward an inclusive environment, developing policies, strategies, processes, and actions that will contribute to the success of all students.

The implementation of qualitative inclusion in higher education institutions is one of the conditions for the constant development of Ukraine. The analysis of statistical data, made by the authors, shows a permanent reduce of the number of people with disabilities, who obtain higher education now. Based on the analysis of modern researches and media materials, authors identify the reasons for this tendency. They believe that one of the main barriers is the inability of young people with disabilities to get a job in their specialty and build a successful professional trajectory. Having analyzed the few of Ukrainian universities’ websites, authors propose the development of a unified approach for the special educational services provision. Authors also determine its main elements as: definition of educational difficulties; systematic monitoring of the availability of higher education institutions and of the level of satisfaction of special educational services; expansion of the collected information about students with disabilities; programs of communication ethics among teachers, students and persons with disabilities; psychological services; monitoring the observance of the rights of students with disabilities; inclusion of students with disabilities in academic mobility programs; employment of students with disabilities; determination of quality indicators for the special educational services provision; providing full information on the possibility of provision services to students with disabilities; representation of students with disabilities in the advertising products of institutions – as equal members of the student community. The authors consider these elements as an appropriate base for determination of the quality of higher education institutions inclusion. At the same time, teachers use the individual approach, adjusting a system of «smart adaptation» for students with different physiological and psychological characteristics.

Abstract:
The article highlights the theoretical and methodological foundations of inclusive tourism development; substantiates theoretical aspects of the origin and use of the new concept of “inclusive rehabilitation and social tourism”; analyzes the modern world and Ukrainian experience in the development and implementation of inclusive tourism in the tourism sector of Ukraine. The article presents a study of the evolution and futureintroduction of inclusive tourism in the rehabilitation system of Ukraine, taking into account the peculiarities of the regulatory framework, political and economic problems in the country, and, as a result, the social standard of living of Ukraine. We provide a classification of groups of inclusive tourists according to the types of inclusion and the possibilities of providing rehabilitation services: social group (Chernobyl veterans, pensioners, pregnant women, large families, and others); the group people with disabilities (various groups of disabilities and nosologies), people with “war syndrome” (Afghan War veterans, military from zones of the ATO, displaced people, people with psychological trauma, children of war, war veterans, and others). The priority directions of rehabilitation care professionals were determined depending on the inclusive profile and nosology: therapeutic and recreational, cultural-cognitive, family-youth, professional-labour, non-Olympic physical culture and sports. The components for each segment of rehabilitation and social services for people with inclusion due to tourist activities are identified. A conceptually new theoretical and methodological block model of an”accessible” inclusive environment for rehabilitation of people of various inclusive groups and nosologies is presented. The connection between the main elements of this model of inclusive rehabilitation tourism is established. In order to fully understand the level of the need for the introduction of inclusive tourism in Ukrainian society, not only is a thorough scientific and methodological base needed, but also practical testing of the results.

Abstract:
Inclusive literature as a component of the process of real involvement of people with disabilities in active social life remains out of the attention of researchers. The paper aims to study the state and existing problems in publishing literature for people with disabilities and the use of inclusive topics by Ukrainian publishers. The results were obtained due to the theoretical comprehension of the empirical materials, which were based on a survey of 42 operating various domestic publishing houses. The vast majority of them expressed an understanding of the importance of publishing literature about people with disabilities and accessible editions for them. One-third of those surveyed publishers have experience in publishing inclusive literature. About 24% of respondents have books in accessible formats. They mainly used such publishing or engineering technologies as books with large print, picture-books, and books with pictograms. The study also found that among a few current insurmountable restraining factors of development of inclusive literature is the commercial inexpediency of such projects. The results of this study will contribute to the formation of collective public opinion on the importance of inclusive literature and, consequently, the attraction of the financing of inclusive publications of patrons, sponsors, crowdfunding platforms, etc.

Materials and methods. The experts in the field of physical culture and sports participated in the study, namely: honored coach of Ukraine, honored worker of physical culture and sports of Ukraine, chairman of the Sports Committee for People with Disabilities of the Ukrainian Karate Federation, athletes with disabilities who have the status of world champions and Deaflympics champions, etc. All experts had sports (professional) experience from 5 to 20 years. To achieve the purpose of the study, the following methods were used: analysis and generalization of scientific and methodological literature, the method of expert evaluation, questionnaire surveys. Statistical analysis was performed using the methods of mathematical statistics. Expert evaluation was performed by the ranking method. The degree of agreement of the experts was determined using the Kendall’s coefficient of concordance. Results. In the course of the study, the methodological and systematic aspects of the organization of the inclusive educational and training process for athletes with disabilities in karate were determined. One of the main features in the organization of karate training sessions among people with disabilities is their nosological group. The further selection of means and methods of educational and training work depends on the nosological group. During inclusive training sessions, the greatest attention is paid to correctional and compensatory (14.6%), recreational and health (13.6%), and preventive (13.4%) work. At the same time, no less important is the solution of such a problem as the socialization of people with disabilities through sports, as a system of relationships in society. Conclusions. Properly selected methodological and systematic support affects the effectiveness of the organization of the inclusive educational and training process. This support has its own characteristics, which, firstly, depend on the nosological group, secondly, are characterized by the correct choice of means, methods, principles and functions implemented during classes, and thirdly, are aimed at the socialization of people with disabilities.

Abstract:
Many figures of Ukrainian culture are waiting for the recognition, study and promotion of their work. Among them is the representative of the Ukrainian intelligentsia at the end of the 19th – the first half of the 20th centuries – Ksenophon Sosenko, who played an important role in the folklore process in Galicia in the 20–30's of the last century. He was an adherent of the Viennese Cultural and Historical School, adopting its methodology, which he applied in his thorough and original works which still impress the scholarly erudition. The article attempts to characterize the life and scientific path of O. Ksenofont, to identify the main directions of research and its contribution to the history of Ukrainian folklore. Attention is drawn to how K. Sosenko illuminated the “moral image of the people”, as expressed by P. Kulish, having touched on the problems of ethno-ethics, emphasized the people's view of traditions as holiness, as a moral duty. The studies of the researcher are imbued with patriotism. K. Sosenko's desire in all his writings to prove the autochthonousness of the Ukrainians on their land was determined primarily by the political situation of the early XX century. When pessimism, panic, despair, and indifference prevailed in Ukraine after the unsuccessful national-political contests of 1917–1919, it was K. Sosenko's studies that once again aimed to reaffirm to the world that Ukrainians have their original history, rich and unique culture and, therefore, have the right to live on their own lands and on their state forever.

Until recently, intellectual disturbances were defined by terms such as oligophrenia, imbecility, debauchery, mental retardation, but due to the negative color of these terms and the orientation towards such universal values as respect for the dignity of each person, the protection of constitutional rights and freedoms, tolerance and humanism, they have been abandoned. Ukraine draws attention to the fact that all primarily people, as individuals, and then their disorders in development. In the article, we analyzed the understanding of “mental retardation” in the 21st century on the basis of the normative legal documents of Ukraine, namely, laws, regulations and orders regulating the education of people with special educational needs. Abstract:
<p>The dynamics of morbidity and prevalence of diseases among the children’s population in Ukraine in recent years has multi-directional trends – an increase in the incidence and prevalence of diseases among children 7-14 years and adolescent children, and the reduction of the morbidity of children of the first year of life, the incidence and prevalence of diseases among children 0- 6 years. The decrease of the morbidity and increase of the prevalence of diseases with age was revealed. At the beginning of the 21st century, the problem of maternal and child health has become one of the priorities of public health protection in the world and was included by the United Nations in the Millennium Development Goals List. Ukraine is designated by the WHO European Regional Committee as a pilot region for the implementation of the Strategy “Health and Development of Children and Adolescents”. A data on children with disabilities in Ukraine are rare and do not give a general idea of the link between morbidity and disability, and because that information is available only by regions, not nosological forms, it can not provide a general picture of morbidity/ disability of young people in order to develop organizational measures to reduce that. The general objective of the Council of Europe Strategy for the Rights of Persons with Disabilities for 2017-2023 is to "shift the paradigm" from the traditional medical approach to disability to a human rights-based approach: independence, freedom of choice, full participation, equality, human dignity and equal opportunities for persons with disabilities. The effective participation of people with disabilities in all spheres of life and society as a whole is crucial for the realization of all human rights and the formation of their life perspective in Ukraine.<strong></strong></p>

Abstract:
The global political situation, Russian-Ukrainian conflict, as well as the consequences of the COVID-19 pandemic has severely influenced the situation in Kazakhstan at many levels, – economic, social, and political ones. In this regard, the cornerstone for the most of the RK citizens became the price formation on commodities and medicines. The pandemic has deprived many people of their source of income in the country, whereas the wage growth undergoes rather slowly. In that context a significant part of the population, including people with disabilities, entirely depends on governmental assistance. The prices rise for essential products and medicines, along with meager benefits, drives the disabled group up to the brink of survival, violating their human rights and categorically contradicts the concept of international conventions ratified by Kazakhstan, as well as local legislation regulations in this area. In the given article, the authors will attempt to consider the current benefits for people with disabilities and its correlation with continuous growth of commodities and medicines from the human rights perspective and offer some recommendations for the improving of the situation by means of the legal mechanisms.

Abstract:
This paper is a review of the article by Panteleimon Kulish which is dealing to poetical inheritance of Klymentiy Zinoviiv. The latter was a Ukranian Baroque wtriter of XVII–XVIII centuries. Kulish published his review for the first time in 1859 in the magazine called “The Russian colloquy”, later – in the magazine “Osnova” (“Basis”) in 1861. These scholar shows us good skills in the field of historical and culture research, but at the same time he underestimates scholastic education and literature, he considers they were cut off from the real Ukrainian culture and Ukrainian folk. Kulish says Klymentii was a typical snob, whose writings was full of praise to rich and powerful persons and hatred against simple and poor people. The reasons of this position were Klymentii’s studying in scholastic school and his desire to belong to the highest level of society. Despite these negative features Klymentii Zinoviiv’s poems contain a lot of useful information about Ukrainian life of XVII–XVIII centuries. The article by Panteleimon Kulish contains some original thoughts and conclusions, but anyway his opinion is not objective. At the same time this review is a very important document helping to research the texts and biography of Klymentii Zinoviiv.

Abstract:
Summary. The purpose of the publication is to clarify the dynamics of assessments of M. Hrushevsky’s socio-political activities in the pages of Polish periodicals of the early twentieth century. The methodological basis is an interdisciplinary approach. Special emphasis is placed on the structural-functional systematic analysis of historiographical facts and the method of critical analysis of documentary material. The scientific novelty of the article lies in the attempt to comprehensively analyse the Polish Hrushevsky studies in terms of the reaction of its representatives to the socio-political initiatives of a prominent Ukrainian historian. Conclusions. The conducted historiographical analysis showed that Polish journalism was unconditionally critical towards M. Hrushevsky’s numerous cultural and public initiatives. None of the scientist’s attempts to gain more rights for Ukrainians in Eastern Galicia were met with sympathy. We would like to note that Polish publicists of all parties united in a consistent denial of the arguments of the Lviv professor. Instead, we can note a clear change in tone in the discussion with M. Hrushevsky. Thus, the balanced critical writings at the turn of the 19th and 20th centuries were replaced in the last pre-war years by the demonstrative profanation of his suggestions for the normalization of Polish-Ukrainian relations. At the same time, the image of the scholar in the pages of Polish periodicals became more and more demonised. All these actions were components of the general ideological attack of Polish intellectuals on modern Ukrainians, that in the last years of the Great War turned into an armed conflict.

Abstract:
Social inclusion, in evidence in the business environment, brings as an immediate consequence, as many certainties as there are doubts around the theme. This article aims to shed light on part of the core of this issue, highlighting the context of people with disabilities (PCDs), and their particularities regarding the Laws, struggles and social debates that have been fought for the effectiveness of their inclusion in the world capitalist. This research is justified by the need to clarify possible questions that have not yet been answered on the subject, especially those involving possible problems regarding the relationships between people with disabilities and their employers. The methodology used in this study is that of a bibliographical review, mainly of scientific articles, arranged both in physical and digital collections. The results achieved are that the writings gathered here can help in forming a conviction that the inclusion of PCDs in the labor market is gradually being conquered, especially with a view to multilaterally celebrated employer agreements, as well as, with the debates, Decrees and Laws, substrates which, together, provide the best understandings to subsidize those whose dominant social role is to employ PCDs. The main bibliographic contribution of this research focuses on the work The fourth industrial revolution and labor reform (CALVETE & HORN, 2020).
