Abstract:
Health insurance is one of social health guarantees programs provided to the society in accessing health services in Indonesia. This program is implemented as a solution of equality problems on health services. This paper aims to analyze effect of health insurance ownership on accessibility health services to people with disabilities who included as vulnerable communities. This research have 1.288 respondents of people with disabilities from Indonesia Family Life Survey that analyzed by multinomial logit regression models. The results show that health insurance ownership of disabilities are not effective enough in accessibility of disabilities health services. To access health service, people with disabilities have main obstacle factor namely physical mobiltity services. Furthermore head of household, chronic disease, transportation costs, and years education variables have significant effect on preventive and curative health services to people with disabilities. Umumnya penyandang disabilitas masih memiliki stigma negative untuk beberapa masyarakat Indonesia. Penyandang disabilitas juga memiliki kesetaraan hak yang sama dengan warga negara Indonesia yang lain, salah satunya hak mendapatkan pelayanan public. Dengan adanya Pasal 19 mengenai hak pelayanan public, seharusnya penyandang disabilitas memiliki hak atas pelayanan public secara optimal, wajar, bermartabat tanpa diskriminasi.. Namun masih banyak fasilitas public yang diberikan oleh pemerintah tidak mendukung aksesibilitas pelayanan public bagi penyandang disabilitas. Oleh karena itu penting dilakukan kajian tentang aksesibilitas pelayanan publik yang dikhususkan untuk penyandang disabilitas di berbagai kota di Indonesia. Metode yang digunakan adalah pendekatan kualitatif melalui studi kepustakaan. Hasil penelitian menunjukkan bahwa dari sepuluh kota di Indonesia masih belum optimal dalam aksesibilitas pelayanan public bagi penyandang disabilitas. Generally, people with disabilities still have a negative stigma for some Indonesians. Persons with disabilities also have the same rights as other Indonesian citizens, one of which is the right to get public services. With the existence of Article 19 regarding the right to public services, persons with disabilities should have the right to optimal, fair, dignified public services without discrimination. However, there are still many public facilities provided by the government that do not support the accessibility of public services for persons with disabilities. Therefore, it is important to conduct a study on the accessibility of public services specifically for persons with disabilities in various cities in Indonesia. The method used is a qualitative approach through literature study. The results showed that out of ten cities in Indonesia, the accessibility of public services for persons with disabilities is still not optimal.

Abstract:
People with disabilities experience discrimination for their rights. This discrimination makes them experiencing difficulties in their lives. This article explores the challenges facing people with disabilities and what services are available to the disability population in Indonesia. A literature study used to capture the phenomenon of challenges and services for the disability population in Indonesia. This study indicated that people with disabilities still experience social injustice and discrimination. These challenges demonstrate the public perception to the disability population that those were not independent or depends on the other compassion. The services are centralized in some cities so that the challenge appeared for those living in the countryside. Social workers may actively provide excellent services by considering local wisdom and commitment to social justice by fulfilling the rights of people with disabilities. In addition, they also promote the participation of the beneficiaries at all levels to fulfilment of needs. Abstrak Orang dengan disabilitas mengalami diskriminasi dalam keterpenuhan haknya. Diskriminasi dalam pemenuhan hak tersebut membuat orang dengan disabilitas kesulitan dalam kehidupannya. Artikel ini bertujuan untuk mengeksplorasi tantangan yang dihadapi orang dengan disabilitas dan layanan apa yang tersedia bagi populasi disabilitas di Indonesia. Metode yang digunakan adalah studi kepustakaan tentang fenomena tantangan dan layanan bagi populasi disabilitas di Indonesia. Hasil penelitian menemukan bahwa di Indonesia, populasi disabilitas masih mengalami ketidakadilan sosial dan diskriminasi. Tantangan tersebut menunjukkan cara pandang orang umum terhadap populasi disabilitas sebagai populasi yang tidak mandiri dan tergantung pada bantuan orang lain yang berdasar pada belas kasihan. Layanan yang tersedia bagi populasi disabilitas di Indonesia terpusat di kota-kota besar Indonesia, sehingga menjadi tantangan tambahan bagi populasi disabilitas terutama yang tinggal di pedesaan. Profesi pekerjaan sosial memberikan layanan kompeten dengan mempertimbangkan budaya yang berkembang di masyarakat, kemudian berkomitmen untuk mengusung keadilan sosial dengan mengupayakan pemenuhan hak orang dengan disabilitas, serta mempromosikan partisipasi penerima layanan di semua level usaha pemenuhan kebutuhan. .

There are many people with disabilities in Indonesia. However, the government has not fulfilled the rights of persons with disabilities according to the provisions in the laws and regulations on persons with disabilities. This study aims to analyze concessions for persons with disabilities in Indonesia: fundamental problems and offered solutions. This research is a normative study using the Literature Review study approach, namely by examining and analyzing data. The results of the research show that the government has not guaranteed the rights of persons with disabilities in Indonesia, so it is essential to issue government regulations that regulate the type and amount of concessions as a form of creating legal certainty for persons with disabilities. This concession is essential to implement in Indonesia because it can reduce the barriers for persons with disabilities to access essential services to increase their income and economic participation.

Abstract:
Intellectual disabilities people are exposed to particular challenges in obtaining employment skills through education services. In Indonesia, people with intellectual disabilities are among minorities in the labor market. This study employed a systematic review of studies regarding community programs supporting the development of employment skills for people with intellectual disabilities. A data search was performed using three databases: Scopus, EBSCO, as well as ERIC, and a total of twelve studies were selected based on the inclusion criteria. The results indicated that community support has a positive influence in promoting and developing the employment skills of people with intellectual disabilities. Furthermore, the review suggests that improving their employment skill is still needed.

Abstract:
This research aims to find out what are the issues of implementing right access to justice in Indonesia and what are the possible solution to overcome the issues. This research used normative and doctrinal research method. The collection of legal materials was conducted by using literature and field research. The results of this research find out that there are at least four issues in implementing access to justice for people with disabilities in Indonesia. The issues are limited access to information regarding right access to justice; physical barriers; limited access to information regarding right access to justice and; lack of support and accommodation. Possible solution to overcome those issues such as providing regular training for legal enforcement regarding treatment for persons with disability, adjusting infrastructure to be accessible for persons with disabilities, utilizing technology to ease communication in all accessible format and providing services and reasonable accommodation based on personal assessment for persons with disabilities who are encountering legal cases.

Article 12 Sub C of Law Number 8 of 2016 concerning Health Services for Persons with Disabilities is present by giving responsibility to the government for the right to health services for persons with disabilities. As explained in Article 12 of Law Number 8 of 2016 namely: "That persons with disabilities have the right to obtain equality and opportunity for safe, quality, and affordable health services". Persons with disabilities are also citizens of the Republic of Indonesia who in the 1945 Constitution are guaranteed to have the same position, rights, obligations and roles as other citizens. Inpatient Puskesmas Katibung South Lampung is a health center that has the widest working area compared to other health centers in Katibung, South Lampung. So the Katibung Inpatient Health Center, South Lampung, plays an important role in providing health services for all people in the working area of the health center, without exception for people with disabilities. The formulation of the research problem is how to the right to health services for persons with disabilities from the fiqh siyasah perspective at the Katibung Inpatient Health Center. This study aims to determine how the implementation of the fulfillment of the right to health services for persons with disabilities in the fiqh siyasah perspective at the Katibung Inpatient Health Center. As for this writing, using field research methods means that this research is carried out by going directly to the field that will be the object of research. Sources of data used in this study are secondary data such as books, journals, government publications and primary data such as observations and interviews, so as to obtain primary data it is clear that a population and sample are needed in this study. The total population in this study was 159 people and took a sample of 10 people using purposive sampling technique. In this study, it was revealed that health services for persons with disabilities were still not fully fulfilled due to the absence of information and data collection, stigmatization and socio-cultural factors.

Disaster resilience is vital to everyone, including people with disabilities. However, teaching people with disabilities requires special techniques, and there is scant literature in the area. This case study designs and implements disaster preparedness training at a school for children with intellectual disabilities in Padang, Indonesia, an area prone to earthquakes and tsunamis. The training utilizes a blended learning approach called ‘Monster VIPs’ that combines various learning methods such as storytelling, posters, videos, puzzles, and disaster simulations to facilitate students to understand disasters responses. The training involves university teachers and disaster preparedness volunteers (Taruna Siaga Bencana/TAGANA) of the city’s social services.

This study aims to develop an ethics index of education services at universities in Indonesia with an approach to marketing education services. This is because service ethics is a long-term investment to build trust by providing services that can create ethical education. This research was calculated using the “weighted average value” of each indicator of service ethics, with a population of students from State and Private Universities in Banjarmasin and Makassar. Based on findings obtained from two major groups of the University, namely Higher Education in the City of Banjarmasin and Higher Education in the City of Makassar, the University has a Good Higher Education Ethics Performance (KEPT). Each University, whether Higher Education in Banjarmasin City or Higher Education in Makassar City has different characteristics, for Higher Education in Banjarmasin and Makassar City have similarities with the highest aspects in the Education Service Ethics Index in Higher Education, namely Lecturers provide opportunities for students to apply the lowest questions and aspects, namely the campus building does not provide facilities for students with disabilities or special needs (there are no block or road markers, there are toilets for people with disabilities, names or room numbers using braille).

ABSTRACT Disability is a condition that causes people with disabilities to be vulnerable to discrimination, harassment, and violence. This includes being vulnerable to violence and sexual harassment. Sexual activity has an impact on a woman's reproductive health. Therefore, it is necessary to have adequate accessibility for women with disabilities to be able to access health facilities and obtain adequate sexual and reproductive health services. This is a disability right. This study aims to see how the condition of accessibility of women with disabilities in fulfilling sexual and reproductive health rights in Indonesia, especially in Bekasi. The method used is a qualitative method with an observation approach so that the data used is primary data. Data analysis was carried out by inductive analysis. The results showed that in Bekasi the provision of access to women with disabilities was quite good, only there was a lack of accommodation. The Bekasi City Government continues to carry out quite a few policies that are responsive to people with disabilities and will continue to be improved. It can be concluded that the accessibility of women with disabilities in fulfilling sexual and reproductive health rights for women with disabilities in Bekasi City is quite good. Keywords: Disability, Health, Sexual, Reproductive, Women ABSTRAK Disabilitas merupakan suatu kondisi yang menyebabkan penyandangnya rawan mendapatkan diskriminasi, pelecehan, dan kekerasan. Termasuk juga rentan mendapatkan kekerasan dan pelecehan seksual. Aktivitas seksual tersebut memiliki dampak terhadap kesehatan reproduksi seorang perempuan. Oleh karena itu, perlu adanya aksesibilitas yang memadai bagi perempuan disabilitas untuk bisa mengakses fasilitas kesehatan dan mendapatkan pelayanan kesehatan seksual dan reproduksi yang memadai. Hal tersebut merupakan salah satu hak disabilitas. Adapun penelitian ini bertujuan untuk melihat mengenai bagaimana kondisi aksesibilitas perempuan disabilitas dalam memenuhi hak kesehatan seksual dan reproduksi di Indonesia khususnya di Bekasi. Metode yang digunakan adalah metode kualitatif dengan pendekatan observasi sehingga data yang digunakan adalah data primer. Analisis data dilakukan dengan analisis induktif. Hasil penelitian menunjukkan bahwa di Bekasi pemberian akses kepada perempuan penyandang disabilitas sudah cukup baik hanya terdapat kekurangan pada akomodasi. Pemerintah Kota Bekasi terus cukup banyak melakukan kebijakan yang responsif penyandang diasbilitas dan akan terus ditingkatkan. Dapat disimpulkan bahwa kondisi aksesibilitas perempuan disabilitas dalam memenuhi hak kesehatan seksual dan reproduksi pada perempuan disabilitas yang ada di Kota Bekasi sudah cukup bagus. Abstract:
Disability is a state where people experiencing who have not do things in the usual way. Even so, people with disabilities are still a part of society that must earn equal rights. This article aims: 1) to identify the existing condition regarding with the discrimination of diffable gropus in Indonesia, especially when they will participate to inte the workforce, 2) to analyze an effort to overcome public stigma for diffable groups in the work environment through a social work approach. The method of this study used literature study with collecting secondary data from various source. The result of study showed that diffable groups have equal opportunity with all people to obtain jobs and participate in the economic development. Futhermore people with disabilities, government policies, social workers, social services, and public facilities play a crucial role in making it easier for people with disabilities in the workforce. Therefore, the government’s efforts to be responsible for the welfare of all its citizens can be conducted equal access by implementing an inclusive social development program. Inclusive program can also mean that development policies are designed fairly and equitably by involving all communities actively so that all Indonesian citizens can enjoy the results of development.

Abstract:
The physical, intellectual, mental, and/or sensory limitations experienced should not be an obstacle for persons with disabilities to have the right to live and maintain a decent life. The South Tangerang City Government has proven its alignment with people with disabilities by enacting Regional Regulation Number 18 of 2019 concerning the Implementation of Disability Protection. In its implementation, there are problems in the implementation of facilities, especially facilities and infrastructure for persons with disabilities. This will have an impact on community satisfaction, especially people with disabilities in accessing public services at the Disdukcapil of South Tangerang City. Some findings in the field include that there are still no supporting facilities and infrastructure such as stairs, handrails for wheelchair users, special toilets, misused guide lanes, and no signage for special parking spaces for persons with disabilities. Alternative policies to improve population services and inclusive civil registration include revitalizing facilities and infrastructure, building additional facilities, structuring office areas, and efforts to get closer to people with disabilities in order to fulfill population services. Based on the results of the analysis, it is recommended to carry out an integrated arrangement of the office area. The recommendation was conveyed so that the principles of convenience, security, safety, comfort, health, and independence in going to and utilizing public facilities could be achieved. In addition, the arrangement of the area that is more integrated with other public facilities such as public transportation is expected to facilitate access for the community, especially people with disabilities in accessing services. Secara umum isu pelayanan bagi difabel dan disabilitas masih menjadi masalah di Indonesia. Kota Tangerang Selatan sendiri telah memulai membuktikan keberpihakannya terhadap kaum difabel dengan mengundangkan Peraturan Daerah Kota Tangerang Selatan Nomor 18 Tahun 2019 tentang Penyelenggaraan Perlindungan Disabilitas. Penyandang disabilitas adalah bagian dari masyarakat marginal yang tersisihkan dalam proses pembangunan. Mereka tidak mendapatkan tempat dan posisi yang layak dalam kehidupan sosial masyarakat termasuk dalam pelayanan publik yang sangat dasar dalam bermasyarakat dan bernegara. Kebanyakan komunitas difabel di Kota Tangerang Selatan hanyalah sebagai outsider dalam keseluruhan proses pembangunan maupun dalam mendapatkan “akses”, baik itu akses pendidikan, pekerjaan maupun layanan rehabilitasi medis dan sosial. Realitas ini sungguh sangat memprihatinkan dan membutuhkan intervensi dan affirmative actions dari berbagai pihak dan kalangan. Artinya sangat diperlukan adanya peningkatan kesadaran kritis dari aksis sosial masyarakat dari berbagai kalangan professional, Pemerintah dan Pemerintah daerah Kota Tangerang Selatan serta jajarannya. Dalam proses perencanaan dan desain bangunan dan lingkungan di Kota Tangerang Selatan kaum difabel ini selalu luput dari perhatian. Selain itu para pengambil kebijakan tidak secara tegas memberlakukan peraturan yang sudah mereka tetapkan tentang aksesibilitas kepada jajaran Pemerintah Daerah dan masyarakat. Realitas yang terjadi luputnya perhatian terhadap difabel akibat kompleksitas faktor sosial, budaya, dah hukum ini maka kaum difabel hanya dianggap masyarakat kelas dua dan tidak menjadi bagian yang mampu memberikan kontribusi penting dalam proses pembangunan secara menyeluruh. Realitas yang terukur dari minimnya fasilitas dalam proteksi hak-hak kebutuhan dasar sebagai anggota dalam masyarakat yang ditinjau dari fasilitas pelayanan bagi kaum disabilitas pada Dinas Kependudukan dan Catatan Sipil. Penulis berharap dalam penelitian ini dapat merekomendasikan saran kebijakan yang lebih berpihak kepada kaum disabilitas sekaligus memproteksi hak-haknya dalam memperoleh akses serta layanan ramah disabilitas sehingga lebih mudah untuk berinteraksi sosial secara wajar dan optimal.

Transportation is currently divided into three types, namely land transportation, sea transportation and air transportation. Nowadays, many people prefer to use air transportation since air transportation can travel long distances in a relatively shorter time. However, it is not infrequently for airlines to cause losses to consumers, especially to people with disabilities. Where as fact people with disabilities should get special treatment. Therefore, these problems can be examined as follows: 1) how is the legal protection for people with disabilities in the positive law in Indonesia? 2) What is the regulation of the rights of consumers with disabilities as airplane passengers? This presentation used normative research methods to find whether there are legal rules according to legal norms or not, whether there are norms in the form of orders or prohibitions in accordance with legal principles or not and whether one’s actions are in accordance with legal norms or not by using a legal and conceptual approach. This research required a source of secondary legal material as the main legal material. People with disabilities have the right to receive special services and facilities while at an airport or aircraft. The government has made legislation as a form of legal protection for people with disabilities. Nevertheless, the government must be more assertive in order to avoid discrimination against people with disabilities. Furthermore, it is not only the government that must provide legal protection for people with disabilities but also the community. The community must change the mindset about people with disabilities who are considered unable to do anything, and they must help people with disabilities to get equal treatment before the law.

Access to Justice for people with disabilities is a term used to describe the legal protection given to persons with disabilities in their efforts to meet their needs from things that can endanger persons with disabilities themselves.The right to obtain employment including for workers with disabilities is regulated in the Indonesian state constitution. Therefore, these rights are protected and guaranteed by law, so companies that employ persons with disabilities in particular must protect the rights of persons with disabilities.The method used in this study is this research is a type of normative law research using normative legal case studies in the form of legal behavior products. Persons with disabilities are not just people who have physical disabilities. People with mental disorders (ODGJ) are included in a group of people with disabilities. The stigma of Indonesian society that is still very strong regarding ODGJ is not as strong as that of other people with disabilities. This should not be allowed because it will result in a violation of dignity and value. The purpose of this activity is to establish and optimize the role of Mental Health Cadres (KKJ) in the community who are trained in the early detection of mental disorders in the community. This activity was carried out in the Magelang village in the Central Magelang subdistrict, Magelang city. With a population of 6,441 people, most of the community work in the Magelang village is working in the field of community services, government & individuals. In the 2019 Magelang sub-district has 18 patients with mental disorders. The results of the activities of the formation of mental health cadres (KKJ) in the community trained as many as 15 active cadres and are able to conduct early detection of mental disorders in the community so that the number of ODGJ of Magelang village is known to be 34 people and there are 2 people at risk of mental disorders. After knowing the number of ODGJ cadres implementing to the community one of them by providing psychological knowledge for families and communities.Keywords: disability; mental health cadres; mental disorders Abstrak: Masalah disabilitas saat ini menjadi masalah kesehatan global. Hal ini tidak boleh dibiarkan karena akan mengakibatkan pelanggaran martabat dan nilai. Tujuan dari kegiatan ini untuk membentuk dan mengoptimalkan peran Kader Kesehatan Jiwa (KKJ) di masyarakat yang terlatih dalam melakukan deteksi dini kasus gangguan jiwa di masyarakat. kegiatan ini dilakukan dengan metode pendampingan kepada kader serta membantu para kader yang telah melakukan pelatihan tentang kesehatan jiwa. Dalam melakukan deteksi dini gangguan jiwa dimasyarakat dan pemetaan rumah penyandang disabilitas. Hasil kegiatan terbentuknya Kader Kesehatan Jiwa (KKJ) di masyarakat yang terlatih sebanyak 15 kader aktif dan mampu melakukan deteksi dini gangguan jiwa dimasyarakat sehingga diketahui jumlah ODGJ kelurahan magelang sebanyak 34 orang dan resiko gangguan jiwa ada 2 orang. Labour is part of the subject of employment which is considered able to do a job to produce goods or services to meet the needs of themselves and the community. When referring to the existing legislation, workers with disabilities' position in obtaining employment and the legal protection of the rights of workers with disabilities is the same as that of a non-disabled person. The Government of Indonesia has committed and seriousness to respect, protect, and fulfil the rights of persons with disabilities, which is ultimately expected to improve the welfare of people with disabilities. Therefore, the government is obliged to realise the rights contained in the convention through adjustment of legislation, including ensuring the persons with disabilities rights in all aspects of life. This article would like to find out the implementation of the legal protection towards the disabilities workers in Indonesia and what forms of legal protection should be implemented. Therefore, this article will use research methods of legal normative and with statute approach, conceptual approach, and comparative approach. The researchers found that the legal protection towards disabilities is sufficiently proven by the regulation and policies that are applicable.

One of them was the recruitment of civil servant candidates. The research method used was normative juridical with literature study. Decent work is a right for every human being without exception. Various racial, ethnic, and religious backgrounds that are part of human identity do not prevent him from getting his rights, likewise with the physical or non-physical conditions that underlie a human being. Every human being who has a certain physical or non-physical background also has the same right to get a decent job, including people with disabilities. The State of Indonesia has ratified the Convention on the Rights of Persons with Disabilities into Law Number 19 of 2011. In the preamble to the law, it is explained that countries that sign the Convention should promote and protect the rights and dignity of persons with disabilities and increase the participation of persons with disabilities in the civil, political fields, economic, social, and cultural-based on an equal opportunity. It means that the Indonesian government is legally obliged to fulfill the rights of persons with disabilities, especially regarding the right to work in Indonesia.

The Inclusive System for Effective Eye-care (I-SEE) is a pilot project for disability inclusion in eye health in Bandung district of Indonesia. The aim of this research was to investigate factors influencing the introduction, i.e., adoption, implementation and continuation of I-SEE. A qualitative exploratory study was conducted by interviewing relevant stakeholders (n = 27) and users with disabilities (n = 12). A theoretical framework on the introduction of innovations in health care was used to guide data collection and thematic analysis. Factors related to the characteristics of the innovation (I-SEE) (e.g., infrastructure, equipment, engagement of people with disabilities, inclusive communication), service provider characteristics (e.g., motivation, attitudes, training), organizational characteristics (e.g., supervision, indicators, data), and the socio-political context of I-SEE (policy, motivation of users, family support, costs, transport) were essential for supporting the introduction process. Additionally, stakeholders proposed strategies for enhancing the introduction of I-SEE (e.g., awareness, collaborations). While there are specific disability related factors, most factors influencing the introduction of disability inclusive eye health were similar to introducing any innovation in general health care. Strategies for disability inclusion should be included from the planning phase of an eye health program and are reasonably simple to adapt.

This descriptive qualitative study aims to explore the main physical and social barriers to accessibility of religious sites, services, and activities for people with physical disabilities in Indonesia and subsequently aims to explore possibilities to enhance their religious participation. A total of 28 interviewees participated in this research i.e., 16 self-indicated as Muslims and 12 as Christians. Among the male participants (n=16) were 10 Muslims and 6 Catholics, and among the female participants (n=12) were 6 Muslims and 6 Christians. Interviews and physical audits suggest serious need for improvements in accessibility and accommodation going to and within the establishment. Although majority of disabled persons interviewed for this study regularly participate in religious activities, they also notice that their basic needs and concerns are not being treated as priorities. Discourse on disability issues should be initiated and developed to create inclusive religious atmosphere.

This paper contains a qualitative study with a historical-doctrinal approach. The study aims to explain the right to inclusive education listed in the rules and regulations in Indonesia and their problems. From the normative point of view, the rules on inclusive education are regulated in the Law Number 8 of 2016 on Persons with Disabilities and the Regulation of the Minister of National Education Number 70 of 2009. Furthermore, the rules of inclusive education can also be found in several other regulations implicitly. Most of the rules have stipulated provisions that include the right to education. Therefore, the Government appears to be progressively realizing the respect, protection, and fulfillment of the right to education, including inclusive education, for all people of Indonesia.

The Church is open to all people, but in church’s services, there are still discriminations, especially against members with disabilities. This research conducted in the Jemaat Kristen Indonesia (JKI) Bukit Sion Mangliawan is a follow-up study of the previous research, namely “The Discipleship for Congregations with Disabilities in Church M Malang”. The method used is experimental research that observes and analyzes changes resulting from X treatment on Y in controlled situations. The conclusions of the experimental research in the JKI Bukit Sion Mangliawan proved the hypothesis that member with disability was able to serve well like non-disabled ones in the service of the Word at local church. This proved that empowerment of discipleship in an inclusive church was a solution to the problem of marginalization of the empowerment of congregations with disabilities in the service of the Word at local church. Empowering discipleship in an inclusive church was most appropriate for anyone, whether the members of congregations with disabilities or not. Simpulan dari hasil penelitian eksperimen di gereja JKI Bukit Sion Mangliawan membuktikan hipotesa bahwa jemaat penyandang disabilitas mampu melayani dengan baik seperti orang non-disabilitas dalam pelayanan mimbar di dalam gereja lokal. Hal ini membuktikan bahwa pemuridan pemberdayaan di gereja inklusif sebagai solusi bagi masalah marjinalisasi pemberdayaan jemaat penyandang disabilitas dalam pelayanan mimbar di gereja lokal. Pemuridan pemberdayaan di gereja inklusif adalah yang paling tepat bagi siapa saja, baik jemaat penyandang disabilitas maupun bukan. The poor public servants of persons with disabilities are caused by many things, ranging from the educational background of village government officials, to the culture that has lived and developed in the community that people with disabilities cannot be equated with other normal people. However, efforts to create public services that are equal and friendly to persons with disabilities must continue, this is not only in order to protect the human rights of every citizen but also in carrying out the mandate of the constitution. Facing this condition, the Indonesian Government then issued Law Number 8 of 2016 concerning Persons with Disabilities. This law is the basis and reference for the government in providing services to persons with disabilities with a basic concept of respect for human dignity. The basis of service for persons with disabilities is at least related to two things, the main focus of which is on removing barriers. First, the availability of facilities and facilities available to reach persons with disabilities. Second, the paradigm of the government or government apparatus for persons with disabilities in providing public services. Sewon Subdistrict was used as an object of service because it considered quite a lot of disability operators. Indeed, until now, there is no definite number of persons with disabilities in Sewon sub-district, because the government itself does not conduct the database. Admittedly, this is one of the weaknesses that have occurred so far, let alone responsiveness and response to a number of problems they face, even the data collection on the number of the local government does not have it

With integrated services carried out by the Population and Civil Registration Office of Probolinggo Regency, it aims to provide more effective, efficient, fast, and complimentary services. This study aims to describe and analyze population administration services integrating birth certificates, family cards, and child identity cards based on minister of Home Affairs Regulation concerning population administration services at the Probolinggo Regency Population and Civil Registration Service and the obstacles in its implementation. This study uses qualitative methods through observation, interviews, and documentation. The analysis results show that the integrated population administration service has so far been able to adapt to new policies that require using the latest applications in population administration services. More than 1 million residents of Probolinggo Regency who cannot reach population administration service facilities offline and online can be reached and complete the application for population administration and have been facilitated to completion. Besides that, The obstacles faced from the inner side include the policy of refocusing the budget, lack of facilities and infrastructure, and human resources. Meanwhile, the outer side, including the elderly, who lack technology understanding and disabilities, require special officers and internet network disturbances

Ojek Difa is one of the digital-based innovatiions pioneered by people with disabilities as inclusive-based online transportation services. Ojek Difa is expected to be able to improve the social and economic welfare of ppeople with disabilities. The method used in this research is descriptive qualitative by in-depth interview. The results of the study indicate that Ojek Difabel has a major influence on increasing the economic degree of the income of workers (with disabilities). The results showed an increase in the percentage of 27.3% in income more than Rp. 1,000,000 and 45.5% in the range of income from more than Rp. 500,000 to Rp. 1,000,000 after the presence of Ojek Difa.

This study aimed to explore key professionals’ attitudes towards people with intellectual disability (ID) and inclusion of said people in the community. Eighteen participants from three professional groups, comprising health practitioners (medical doctors, psychologists), mainstream/special education teachers, and religious leaders (Islam, Catholicism, Protestantism, Hinduism, and Buddhism) were recruited. Semistructured interviews, aided by two vignettes depicting mild and severe ID, were conducted. Thematic analysis was used to analyse the data. Seven themes were identified exploring: perceived causes; use of terminology; attitudes towards people with ID; attitudes towards inclusion, religion and ID; family-centric support; and challenges faced by people with ID in a wider context. Perceived capabilities of persons with ID were found to influence attitudes towards people with ID and their inclusion. Availability and accessibility of good quality services were also found to influence attitudes towards the inclusion of people with ID. Cultural factors related to attitudes towards ID are discussed.

Before being given Health Education a good public attitude was 6 (18.75%) and after being given health education a good public attitude was 18 (56.25%). Deafness is one type of disability that is quite widely available in Indonesia, either experiencing it congenital or due to other factors where people with this disability experience a lack or loss of hearing ability so that they experience obstacles in language development. Deaf children still have the potential to learn to speak and speak. Therefore, deaf children need special services or media to develop language and speaking skills so as to minimize the impact of deafness experienced. Therefore, parents and teachers are obliged to guide children with hearing impairment to learn sign language. Currently, online education facilities are very attractive for children to learn. In fact, there are many developers who create modules, educational games, learning applications, tutorials, and more on Android. But not so for children with disabilities, especially deaf, Learning media is more likely to facilitate normal children. There are not many learning media for deaf children to learn, only the form of tutorials is limited to the introduction of the alphabet without any facilities to be able to deepen sign language itself. This study aims to evaluate the existing educational facilities in the city of Banjarmasin, precisely some private Islamic Elementary School (MIS). The method in this research is descriptive qualitative. This method aims to describe the situation as a whole and thoroughly related to the selected object. The results of research related to accessibility for people with disabilities still cannot be seen in some of MIS choosen as the object of this study. The results of this study get the fact that all research objects are not friendly to people with dissabilities, such as conventional school steps. Even though the rule of laws is complete, but in fact, the implementation of these laws still encountered some problems until now. Accessibility for disability is one indicator as a child-friendly school, so, hopefully this research will be a piece of initial information for stakeholders in the Ministry of Religion in improving the quality of essential Islamic education services.

This study aims to understand about 1) Characteristics of Tunagrahita Students in the Junrejo 01 SDN inclusion class and 2) Tunagrahita Student Management Strategies in the Junrejo 01 SDN inclusion class in Batu. This research method is a qualitative approach, the type of case study located at SDN Junrejo 01 Kota Batu for ABK students with mental disabilities class II inclusion in the 2019 school year. This study indicates that the mentally disabled students have IQ characteristics below between 70 -80, have the same physical condition as an average child, have high imagination despite weak language skills, and have low self-confidence. From the motor aspect, the mentally retired student can perform psychomotor activities like other students. The mental retardation student management strategies are 1) Applying cooperative learning models, 2) Learning with the Peer Teaching method, 3) Giving the same task in study groups, 4) Assigning homework specifically for mentally disabled people, 5) Using educational games in learning, 6) Giving Rewards for Group and Personal Achievement 7) Environmental Therapy to Train the Solidarity of Retarded Students, 8) Teachers Establish Cooperative Relations with Parents of Tunagrahita students.

DKI Jakarta Province pays great attention to the treatment of homeless people with mental disability. That is shown by the total of non-homeless people with a mental disability according to the Infodatin of Ministry of Health RI in 2019. This research is a descriptive qualitative approach. This research is to scrutinize the social rehabilitation for homeless People with Mental Disability (PDM) in PSBL 1. The result shows that on the initial approach step, there is social support from Cengkareng Barat Officials. On the disclosure and problem understanding step, PSBL 1 conducts an assessment in the form of Social Services’ Psychotic Screening Instrument. The problem planning arrangement step is conducted to arrange the cluster 1 syllabi. The problem-solving step is conducted with the pharmacotherapy method at Tiendra clinic and daily activity which is written on syllabi. The resocialization step is conducted with the regular examination. The termination step is conducted with a homeless PDM assessment determined for the progress of homeless PDM. The further counselling step is conducted with the independence stabilization of homeless PDM in the form of social support such as counselling. The research implication could serve as reflection material for policymakers and internal evaluation.Abstrak. Kesehatan merupakan salah satu agenda Sustainable Development Goals (SDGs). Kesehatan jiwa merupakan aspek penting yang dibutuhkan dalam mencapai kesejahteraan sosial dan salah satu penyumbang angka disabilitas tertinggi di Indonesia dengan 13,7%. Provinsi DKI Jakarta memberikan perhatian yang besar terhadap penanganan penyandang disabilitas mental terlantar. Hal itu ditunjukkan dengan jumlah penyandang disabilitas mental nontunawisma menurut Infodatin Kementerian Kesehatan RI tahun 2019. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini bertujuan untuk dikaji rehabilitasi sosial Tunawisma Penyandang Disabilitas Mental (PDM) di PSBL 1. Hasil penelitian ini menunjukkan bahwa pada langkah pendekatan awal, terdapat dukungan sosial dari Pejabat Cengkareng Barat. Pada tahap pengungkapan dan pemahaman masalah, PSBL 1 melakukan penilaian berupa Instrumen Skrining Psikotik Dinas Sosial. Tahap penyusunan perencanaan masalah dilakukan untuk menyusun silabus klaster 1. Langkah pemecahan masalah dilakukan dengan metode farmakoterapi di klinik Tiendra dan aktivitas sehari-hari yang tertulis pada silabus. Tahap resosialisasi dilakukan dengan pemeriksaan rutin. Langkah terminasi dilakukan dengan penilaian PDM tunawisma ditentukan untuk kemajuan PDM tunawisma. Langkah konseling selanjutnya dilakukan dengan pemantapan kemandirian PDM tunawisma berupa dukungan sosial berupa penyuluhan. Implikasi penelitian dapat menjadi bahan refleksi bagi pengambil kebijakan dan evaluasi internal.

This was because, through 19 years of clinical practice, I identified an increasing number of women and families with learning disabilities presenting for care in my Trust, but found no specific mention of learning disabilities in the National Institute for Health and Care Excellence (NICE) (2019) guidelines, nor a standard definition within which to work. This led me to reflect on my experience and how midwives can assist women and families with learning disabilities. This refelection has been guided by Gibbs (1988) .

The implementation of inclusive sustainable development goals (SDGs) in the tourism sector must promote opportunities and experiences for people with disabilities. This study explored the tourism experiences of people with disabilities in Indonesia. This phenomenological study reported on data collected through in-depth interviews with participants whose disabilities impact their lived experiences in tourism. Several themes, grounded in lived experiences, emerged from systematic analysis of the data. These include desire for relaxation, unaccommodated needs, inability to travel alone, unheard voices, and lack of empathy and awareness. These findings strengthen theory by conceptualizing the original voices of the tourism experience through past experiences. The results contribute to growing tourism literature on accessible tourism and the sustainable development goals by presenting insights of the tourism experiences of people with disabilities in the Indonesian context and other developing countries. The voices of disability experience in tourism help to improve the understanding of inclusivity as it relates to tourism experiences, and the need to hear the voices of people with disabilities in tourism planning.

People with disabilities display less use of preventive health services, such as health examinations, flu vaccinations, Pap smears and breast screening, but evidence has shown that preventive health services can detect or even prevent serious diseases and medical problems. Therefore, identifying the factors associated with the use of preventive health services is important for people with disabilities. This study examined the use of preventive health services by people with disabilities and identified other associated factors for people with disabilities. The research used social demographics and the World Health Organization Disability Assessment Schedule 2.0 (WHODAS 2.0) 12 items to measure activity and participation (AP) and other factors; there were 742 people with disabilities recruited with stratified proportional sampling. The data were collected through face-to-face interviews. The findings revealed that the common types of preventive services accessed by people with disabilities were health examinations and flu vaccinations; most of them had only used one preventive health service in the past year. The factors of having caregivers of spouses (OR = 1.74), perceived good health (OR = 1.26), and less limitation of AP (OR = 0.99) were significantly associated with the use of preventive services (p < 0.01). The study found a significant association between having children as caregivers and the non-use of Pap smears and breast screening services among women, providing valuable evidence for the distribution of the use of preventive health services for people with disabilities. Furthermore, the study highlighted the present status of disparities in the use of preventive services for people with disabilities and should encourage a boost in the adjustment of the medical environment and service resource allocation by the Taiwanese government for people with disabilities.

Provisions to promote work for Uruguayans with disabilities have been included in many Uruguayan national laws (e.g., Law 16095, Law 18651), however, their participation in the labor force remains low. This paper introduces current demographic data on people with disabilities, as well as key aspects of Uruguayan society, such as prevalent attitudes towards people with disabilities. In addition, a brief overview of social security benefits and disability services is presented, followed by a description of current policy and major pieces of legislation that affect employment of people with disabilities in that country. Finally, selected public and private initiatives to foster employment opportunities for Uruguayans with disabilities, such as the Work Training program for people with disabilities (Programa de Capacitaciόn Laboral para personas con discapacidad or PROCLADIS) and the Target Employment program (“Objetivo Empleo), are presented in detail and discussed. Implications for rehabilitation counselors and practitioners are provided. The pursuit of full employment for people with disabilities remains a challenge in Uruguay, however, recent policy initiatives are auspicious.
