Abstract:
Health insurance is one of social health guarantees programs provided to the society in accessing health services in Indonesia. This program is implemented as a solution of equality problems on health services. This paper aims to analyze effect of health insurance ownership on accessibility health services to people with disabilities who included as vulnerable communities. This research have 1.288 respondents of people with disabilities from Indonesia Family Life Survey that analyzed by multinomial logit regression models. The results show that health insurance ownership of disabilities are not effective enough in accessibility of disabilities health services. To access health service, people with disabilities have main obstacle factor namely physical mobiltity services. Furthermore head of household, chronic disease, transportation costs, and years education variables have significant effect on preventive and curative health services to people with disabilities. Umumnya penyandang disabilitas masih memiliki stigma negative untuk beberapa masyarakat Indonesia. Penyandang disabilitas juga memiliki kesetaraan hak yang sama dengan warga negara Indonesia yang lain, salah satunya hak mendapatkan pelayanan public. Dengan adanya Pasal 19 mengenai hak pelayanan public, seharusnya penyandang disabilitas memiliki hak atas pelayanan public secara optimal, wajar, bermartabat tanpa diskriminasi.. Namun masih banyak fasilitas public yang diberikan oleh pemerintah tidak mendukung aksesibilitas pelayanan public bagi penyandang disabilitas. Oleh karena itu penting dilakukan kajian tentang aksesibilitas pelayanan publik yang dikhususkan untuk penyandang disabilitas di berbagai kota di Indonesia. Metode yang digunakan adalah pendekatan kualitatif melalui studi kepustakaan. Hasil penelitian menunjukkan bahwa dari sepuluh kota di Indonesia masih belum optimal dalam aksesibilitas pelayanan public bagi penyandang disabilitas. Generally, people with disabilities still have a negative stigma for some Indonesians. Persons with disabilities also have the same rights as other Indonesian citizens, one of which is the right to get public services. With the existence of Article 19 regarding the right to public services, persons with disabilities should have the right to optimal, fair, dignified public services without discrimination. However, there are still many public facilities provided by the government that do not support the accessibility of public services for persons with disabilities. Therefore, it is important to conduct a study on the accessibility of public services specifically for persons with disabilities in various cities in Indonesia. The method used is a qualitative approach through literature study. The results showed that out of ten cities in Indonesia, the accessibility of public services for persons with disabilities is still not optimal.

Abstract:
People with disabilities experience discrimination for their rights. This discrimination makes them experiencing difficulties in their lives. This article explores the challenges facing people with disabilities and what services are available to the disability population in Indonesia. A literature study used to capture the phenomenon of challenges and services for the disability population in Indonesia. This study indicated that people with disabilities still experience social injustice and discrimination. These challenges demonstrate the public perception to the disability population that those were not independent or depends on the other compassion. The services are centralized in some cities so that the challenge appeared for those living in the countryside. Social workers may actively provide excellent services by considering local wisdom and commitment to social justice by fulfilling the rights of people with disabilities. In addition, they also promote the participation of the beneficiaries at all levels to fulfilment of needs. Abstrak Orang dengan disabilitas mengalami diskriminasi dalam keterpenuhan haknya. Diskriminasi dalam pemenuhan hak tersebut membuat orang dengan disabilitas kesulitan dalam kehidupannya. Artikel ini bertujuan untuk mengeksplorasi tantangan yang dihadapi orang dengan disabilitas dan layanan apa yang tersedia bagi populasi disabilitas di Indonesia. Metode yang digunakan adalah studi kepustakaan tentang fenomena tantangan dan layanan bagi populasi disabilitas di Indonesia. Hasil penelitian menemukan bahwa di Indonesia, populasi disabilitas masih mengalami ketidakadilan sosial dan diskriminasi. Tantangan tersebut menunjukkan cara pandang orang umum terhadap populasi disabilitas sebagai populasi yang tidak mandiri dan tergantung pada bantuan orang lain yang berdasar pada belas kasihan. Layanan yang tersedia bagi populasi disabilitas di Indonesia terpusat di kota-kota besar Indonesia, sehingga menjadi tantangan tambahan bagi populasi disabilitas terutama yang tinggal di pedesaan. Profesi pekerjaan sosial memberikan layanan kompeten dengan mempertimbangkan budaya yang berkembang di masyarakat, kemudian berkomitmen untuk mengusung keadilan sosial dengan mengupayakan pemenuhan hak orang dengan disabilitas, serta mempromosikan partisipasi penerima layanan di semua level usaha pemenuhan kebutuhan. .

There are many people with disabilities in Indonesia. However, the government has not fulfilled the rights of persons with disabilities according to the provisions in the laws and regulations on persons with disabilities. This study aims to analyze concessions for persons with disabilities in Indonesia: fundamental problems and offered solutions. This research is a normative study using the Literature Review study approach, namely by examining and analyzing data. The results of the research show that the government has not guaranteed the rights of persons with disabilities in Indonesia, so it is essential to issue government regulations that regulate the type and amount of concessions as a form of creating legal certainty for persons with disabilities. This concession is essential to implement in Indonesia because it can reduce the barriers for persons with disabilities to access essential services to increase their income and economic participation.

Abstract:
Intellectual disabilities people are exposed to particular challenges in obtaining employment skills through education services. In Indonesia, people with intellectual disabilities are among minorities in the labor market. This study employed a systematic review of studies regarding community programs supporting the development of employment skills for people with intellectual disabilities. A data search was performed using three databases: Scopus, EBSCO, as well as ERIC, and a total of twelve studies were selected based on the inclusion criteria. The results indicated that community support has a positive influence in promoting and developing the employment skills of people with intellectual disabilities. Furthermore, the review suggests that improving their employment skill is still needed.

Abstract:
This research aims to find out what are the issues of implementing right access to justice in Indonesia and what are the possible solution to overcome the issues. This research used normative and doctrinal research method. The collection of legal materials was conducted by using literature and field research. The results of this research find out that there are at least four issues in implementing access to justice for people with disabilities in Indonesia. The issues are limited access to information regarding right access to justice; physical barriers; limited access to information regarding right access to justice and; lack of support and accommodation. Possible solution to overcome those issues such as providing regular training for legal enforcement regarding treatment for persons with disability, adjusting infrastructure to be accessible for persons with disabilities, utilizing technology to ease communication in all accessible format and providing services and reasonable accommodation based on personal assessment for persons with disabilities who are encountering legal cases.

Article 12 Sub C of Law Number 8 of 2016 concerning Health Services for Persons with Disabilities is present by giving responsibility to the government for the right to health services for persons with disabilities. As explained in Article 12 of Law Number 8 of 2016 namely: "That persons with disabilities have the right to obtain equality and opportunity for safe, quality, and affordable health services". Persons with disabilities are also citizens of the Republic of Indonesia who in the 1945 Constitution are guaranteed to have the same position, rights, obligations and roles as other citizens. Inpatient Puskesmas Katibung South Lampung is a health center that has the widest working area compared to other health centers in Katibung, South Lampung. So the Katibung Inpatient Health Center, South Lampung, plays an important role in providing health services for all people in the working area of the health center, without exception for people with disabilities. The formulation of the research problem is how to the right to health services for persons with disabilities from the fiqh siyasah perspective at the Katibung Inpatient Health Center. This study aims to determine how the implementation of the fulfillment of the right to health services for persons with disabilities in the fiqh siyasah perspective at the Katibung Inpatient Health Center. As for this writing, using field research methods means that this research is carried out by going directly to the field that will be the object of research. Sources of data used in this study are secondary data such as books, journals, government publications and primary data such as observations and interviews, so as to obtain primary data it is clear that a population and sample are needed in this study. The total population in this study was 159 people and took a sample of 10 people using purposive sampling technique. In this study, it was revealed that health services for persons with disabilities were still not fully fulfilled due to the absence of information and data collection, stigmatization and socio-cultural factors.

Disaster resilience is vital to everyone, including people with disabilities. However, teaching people with disabilities requires special techniques, and there is scant literature in the area. This case study designs and implements disaster preparedness training at a school for children with intellectual disabilities in Padang, Indonesia, an area prone to earthquakes and tsunamis. The training utilizes a blended learning approach called ‘Monster VIPs’ that combines various learning methods such as storytelling, posters, videos, puzzles, and disaster simulations to facilitate students to understand disasters responses. The training involves university teachers and disaster preparedness volunteers (Taruna Siaga Bencana/TAGANA) of the city’s social services.

This study aims to develop an ethics index of education services at universities in Indonesia with an approach to marketing education services. This is because service ethics is a long-term investment to build trust by providing services that can create ethical education. This research was calculated using the “weighted average value” of each indicator of service ethics, with a population of students from State and Private Universities in Banjarmasin and Makassar. Based on findings obtained from two major groups of the University, namely Higher Education in the City of Banjarmasin and Higher Education in the City of Makassar, the University has a Good Higher Education Ethics Performance (KEPT). Each University, whether Higher Education in Banjarmasin City or Higher Education in Makassar City has different characteristics, for Higher Education in Banjarmasin and Makassar City have similarities with the highest aspects in the Education Service Ethics Index in Higher Education, namely Lecturers provide opportunities for students to apply the lowest questions and aspects, namely the campus building does not provide facilities for students with disabilities or special needs (there are no block or road markers, there are toilets for people with disabilities, names or room numbers using braille).

ABSTRACT Disability is a condition that causes people with disabilities to be vulnerable to discrimination, harassment, and violence. This includes being vulnerable to violence and sexual harassment. Sexual activity has an impact on a woman's reproductive health. Therefore, it is necessary to have adequate accessibility for women with disabilities to be able to access health facilities and obtain adequate sexual and reproductive health services. This is a disability right. This study aims to see how the condition of accessibility of women with disabilities in fulfilling sexual and reproductive health rights in Indonesia, especially in Bekasi. The method used is a qualitative method with an observation approach so that the data used is primary data. Data analysis was carried out by inductive analysis. The results showed that in Bekasi the provision of access to women with disabilities was quite good, only there was a lack of accommodation. The Bekasi City Government continues to carry out quite a few policies that are responsive to people with disabilities and will continue to be improved. It can be concluded that the accessibility of women with disabilities in fulfilling sexual and reproductive health rights for women with disabilities in Bekasi City is quite good. Keywords: Disability, Health, Sexual, Reproductive, Women ABSTRAK Disabilitas merupakan suatu kondisi yang menyebabkan penyandangnya rawan mendapatkan diskriminasi, pelecehan, dan kekerasan. Termasuk juga rentan mendapatkan kekerasan dan pelecehan seksual. Aktivitas seksual tersebut memiliki dampak terhadap kesehatan reproduksi seorang perempuan. Oleh karena itu, perlu adanya aksesibilitas yang memadai bagi perempuan disabilitas untuk bisa mengakses fasilitas kesehatan dan mendapatkan pelayanan kesehatan seksual dan reproduksi yang memadai. Hal tersebut merupakan salah satu hak disabilitas. Adapun penelitian ini bertujuan untuk melihat mengenai bagaimana kondisi aksesibilitas perempuan disabilitas dalam memenuhi hak kesehatan seksual dan reproduksi di Indonesia khususnya di Bekasi. Metode yang digunakan adalah metode kualitatif dengan pendekatan observasi sehingga data yang digunakan adalah data primer. Analisis data dilakukan dengan analisis induktif. Hasil penelitian menunjukkan bahwa di Bekasi pemberian akses kepada perempuan penyandang disabilitas sudah cukup baik hanya terdapat kekurangan pada akomodasi. Pemerintah Kota Bekasi terus cukup banyak melakukan kebijakan yang responsif penyandang diasbilitas dan akan terus ditingkatkan. Dapat disimpulkan bahwa kondisi aksesibilitas perempuan disabilitas dalam memenuhi hak kesehatan seksual dan reproduksi pada perempuan disabilitas yang ada di Kota Bekasi sudah cukup bagus. Abstract:
A literature review examines how mental health difficulties may differ for people with learning disabilities (PwLD) and the general population; with respect to their vulnerability to mental ill-health and the definition, presentation and treatment of mental health problems. Factors which have been found to positively impact on the mental health of PwLD are then explored. The review considers methodological limitations and gaps in our understanding, highlighting a need for further research focusing on mental health recovery for individuals with learning disabilities. Section B presents a study exploring what recovery means for people with learning disabilities and mental health difficulties. Interviews were conducted with nine individuals and Interpretative Phenomenological Analysis used. A model was developed which described participants’ entry to the therapeutic service and their progression towards recovery. The model firstly describes how participants felt entering the service, their Mental Health/Therapy Experience, and explains how these experiences were validated and the recovery process enabled through the therapeutic alliance. Once enabled, the second dimension of the model is detailed, that of the Client Recovery Experience which extends across three phases of recovery. The first phase, Feeling Better describes elements perceived as integral to improved mental health. The second phase, Recovery Ongoing identifies that more input is required. Thirdly, Attainability?: Reality, Ideals and Fantasy, reveals PwLD’s perceptions of recovery and the techniques used in striving to achieve this. Salient features of recovery specific to PwLD are recognised as important to clinical practice, and results suggest there is a need to openly discuss LD identity, and address idealisations surrounding a non-LD one. This would involve setting realistic goals and managing expectations accordingly and focussing on social integration as a way of enabling ongoing recovery.

Particularly the past two decades have witnessed the integration of people with disabilities into mainstream society. This is one of the top political issues in many countries. For a long time disabled people have been excluded from mainstream education, employment and various community activities on the grounds of individual disabilities. As a result many of them have been left unproductive and dependent. That society to some extent has a negative attitude towards disabled people cannot be disputed. Until recently all attention to disabled people had focussed on their physical wellbeing rather than on how to integrate them effectively into mainstream society. This negative attitude coupled with less integration has in many respects prevented disabled people from developing their potential and using their ability to live an independent life. In this respect library services for disabled people are regarded as part of the integration of disabled people into mainstream society. Especially public libraries can be seen as the most important institutes for the integration of disabled people into society. The purpose of this research is to identify current problems faced by mainstream libraries for the provision of library services for disabled people and also to present practical solutions that are appropriate to the Korean situation. Although the study covers other disabilities such as hearing and mobility impairment, it is mainly concerned with visual impairment. Visually impaired people are the most disadvantaged in libraries because they are unable to read printed materials.For purpose of data collection, the study relied on literature review, observation and interview. The study is organised into three parts. The first part outlines the background information about the integration of disabled people, the characteristics and difficulties of disabled people, and the development of library services for disabled people from earliest time to the present. The second part presents the findings of research in the areas of physical, technological and human factors. The last part proposes solutions to problems and draws conclusions. The emphasis throughout the study is to create awareness among library professionals in Korea about the need of library services for disabled people in mainstream libraries.

Abstract:
Prior research examining persons with intellectual disabilities who have committed criminal offenses has focused primarily on correctional populations, or those who reside in secure forensic settings in the United Kingdom and Australia. This study describes 235 persons with intellectual, developmental, and cognitive disabilities who reside in a secure forensic psychiatric hospital in the Midwestern United States. Participants were further divided into groups of persons with pervasive developmental disorders (n = 35), fetal alcohol syndrome (n = 18), traumatic brain injuries (n = 52), or IQ scores falling within the range of moderate (n = 20) or mild (n = 55) mental retardation or borderline intellectual functioning (n = 55). These participants presented with significant histories of childhood maltreatment and adversity, serious psychiatric impairment, criminal histories marked by multiple arrests and serious violent behavior, and frequent histories of institutionalization and out-of-home placement. Their adaptive functioning within the community was characterized by limited histories of normative intimate relationships; sporadic, unskilled employment; and difficulties with maintaining residential and psychiatric stability. Important commonalities and future research needs are discussed. Important differences and similarities between groups are discussed and compared with other available literature.

In what way and how can models for personalised support such as personal budgeting strengthen the implementation of the UN Convention on the Rights of Persons with Disabilities? Personal budgeting refers to a sum of money that is granted to the individual on the basis of an assessment of the need for service and calculation of a budget for this purpose. The individual can buy the service he needs for his budget. Personal budgeting is in use in social and health care in several countries. In the Nordic region, personal assistance is the main example of such solutions, but other models have also been tried and adopted in social and health care, such as systems of freedom of choice and increased opportunities for users to choose a provider. The report presents a number of personalised systems for support for people with disabilities that have been implemented in the Nordic countries and their experiences. The mapping was carried out jointly by the Nordic Welfare Center and the Finnish Institute for Health and Welfare (THL). The report will be considered when forming a proposal for a future reform of support and services for people with disabilities in Finland.

The World Health Organization and World Bank (2011) estimate that there are more than 1 billion people with disabilities in the world. To address this population’s diverse needs, the United Nations drafted their Convention on the Rights of Persons with Disabilities (CRPD) in 2006. Article 24 (Education) of the CRPD requires ratifying countries to develop an inclusive education system to address the educational needs of students with disabilities alongside their peers without disabilities. Despite substantive improvements and movement toward inclusive education, many low- and middle-income countries (LMICs) continue to struggle with accurately identifying and supporting students with disabilities, including knowing how to effectively screen, evaluate, and qualify students for additional services (Hayes, Dombrowski, Shefcyk, & Bulat, 2018a). These challenges stem from the lack of policies, practices, and qualified staff related to screening and identification. As a result, many students with less-apparent disabilities—such as children with learning disabilities—remain unidentified and do not receive the academic supports they need to succeed in school (Friend & Bursuck, 2012). This guide attempts to address the lack of appropriate, useful disability screening and identification systems and services as countries look to educate all students in inclusive settings. Specifically, this guide introduces viable options for screening and identification related to vision, hearing, and learning disabilities in inclusive classrooms in LMICs. It also provides guidance on how LMICs can transition from an assessment-center model toward a school-based identification model that better serves an inclusive education system.

COVID-19 pandemic and associated national responses have had ramifications for societies around the world, including South Africa. The marginalisation of people with disabilities is well documented in pre-COVID times, and emerging evidence suggests that the crisis has made this worse, as well as presenting new challenges for people with disabilities. This paper presents a review of published research and grey literature of relevance to the proven or anticipated socio-economic, wellbeing and human right related impacts of COVID-19 on people with disabilities in South Africa and other contexts. Its purpose is to summarise evidence to inform a study on the experiences of South Africans with disabilities during the COVID-19 pandemic and the development of an improved inclusive framework for future management of such crises in South Africa. After a brief introduction, the paper is structured around four main sections. Context is provided by considering COVID-19 and disability both globally and in Africa. Then the literature focused on Humanitarian Disaster Risk Reduction and disability inclusion is discussed. Finally the South African policy and legislation environment on disability and humanitarian action is explored. The review finds that globally there is a limited but growing body of work on COVID-19 and disability. There is a particular dearth of evidence focusing specifically on Africa. The evidence that does exist tends either to be focused on a few particular countries or form part of large global surveys. Much of the global level grey literature published early in the pandemic and subsequently anticipates exacerbated negative experiences for people with disabilities, including exclusion from services, stigma and discrimination and lack of inclusive approaches to relief and support by governments and others. Advisory materials, sometimes focussed on specific subgroups, are generally in agreement about calling for a universally inclusive and disability aware approach to pandemic mitigation across settings and sectors. The limited primary research on COVID-19 and disability is mostly focussed on high income settings and or populations with particular health concerns.

Abstract:
The COVID-19 pandemic has had a tremendous negative impact on economies of most countries around the world. COVID-19 has disrupted the ability of health systems to deliver on essential health services and has also exposed pre-existing vulnerabilities and inequities in public health systems. According to a key informant survey conducted by WHO, over one year into the COVID-19 pandemic, there still exist substantial disruptions to essential health services. This rapid review examines evidence on successful interventions that could enable adaptive approaches to help manage and respond future pandemics and mitigate the risk of collapse of the public health systems. Countries must use the opportunity provided by the deployment of COVID-19 vaccines to strengthen health services and health systems and find long-lasting solutions for similar future challenges. The review notes that there still exist gaps in preparedness and response to the Covid-19 pandemic. New variants of concern threaten the effectiveness of existing COVID-19 vaccines, vaccine hesitancy slowing rollout, including in Africa, and interrupted and limited supply of COVID-19 tools. More funding is required though to scale up adaptive measures which are working, accelerating new approaches and innovations to improve service delivery. This review also highlights briefly the plight of marginalised social groups, people living with disabilities, women and children during the pandemic. According to estimates by Global Fund, Gavi, Global Financing Facility, access to life-saving health interventions for women, children and adolescents in 36 of the world’s poorest countries has dropped by as much as 25% due to COVID-19. Countries must build on the momentum of health innovations during the COVID-19 crisis to build more resilient health systems that can withstand disruptions by future pandemics.

Abstract:
This literature review draws from academic and grey literature, published largely as institutional reports and blogs. Most information found considered global impacts on employment and the labour market with the particular impact for the very high numbers of youth, women, migrant workers, and people with disabilities who are more likely to be employed in the informal sector. There has been a high negative impact on the informal sector and for precariously employed groups. The informal labour market is largest in low and middle-income countries and engages 2 billion workers (62 percent) of the global workforce (currently around 3.3 billion). Particularly in low- and middle-income countries, hard-hit sectors have a high proportion of workers in informal employment and workers with limited access to health services and social protection. Economic contractions are particularly challenging for micro, small, and medium enterprises to weather. Reduced working hours and staff reductions both increase worker poverty and hardship. Women, migrant workers, and youth form a major part of the workforce in the informal economy since they are more likely to work in these vulnerable, low-paying informal jobs where there are few protections, and they are not reached by government support measures. Young people have been affected in two ways as many have had their education interrupted; those in work these early years of employment (with its continued important learning on the job) have been interrupted or in some cases ended.
