Artikel ini merupakan hasil penelitian mengenai Kebijakan Pemerintah Kota Bima dalam Upaya Pengembangan Ekonomi Penyandang Disabilitas dari Perspektif Indeks Pembangunan Ekonomi Inklusif. Metode yang digunakan dalam penelitian ini adalah metode penelitian Hukum Normatif. Beberapa pendekatan digunakan, termasuk pendekatan Perundang-undangan, pendekatan konseptual, pendekatan filosofis, pendekatan perbandingan, dan pendekatan analitis. Kebaruan penelitian ini adalah pengungkapan kebijakan pemerintah daerah Kota Bima dalam mengembangkan ekonomi penyandang disabilitas dari perspektif indeks pembangunan ekonomi inklusif yang sebelumnya belum pernah ditemukan. Diskusi menunjukkan bahwa pemerintah daerah Kota Bima belum sepenuhnya mampu memenuhi hak-hak penyandang disabilitas di sektor pembangunan ekonomi. Indikasinya adalah masih banyak penyandang disabilitas yang tersebar di berbagai tempat dalam kondisi sulit. Dalam kehidupan sehari-hari, mereka terpaksa mengemis dan mengharap belas kasihan dari orang lain untuk memenuhi kebutuhan harian mereka. Kondisi seperti ini bertentangan dengan tujuan mencapai indeks pembangunan ekonomi inklusif di Indonesia. Kesimpulan, kebijakan pemerintah daerah Kota Bima dalam pengembangan ekonomi bagi penyandang disabilitas dapat mempengaruhi peningkatan pertumbuhan ekonomi dan kualitas sumber daya manusia, namun hal ini belum diimplementasikan secara optimal. Tidak ada kebijakan konkret dari pemerintah daerah yang dapat mendukung peningkatan kapasitas sumber daya manusia penyandang disabilitas untuk mengurangi kemiskinan dan ketidaksetaraan. Begitu pula, upaya pemerintah daerah Kota Bima dalam mengembangkan ekonomi penyandang disabilitas dari perspektif indeks pembangunan ekonomi inklusif belum diimplementasikan secara optimal. Kebijakan ekonomi yang tidak diimplementasikan secara optimal mengakibatkan kualitas hidup penyandang disabilitas lebih rendah dibandingkan dengan anggota masyarakat lainnya. This article is the result of research on Bima City Regional Government Policy in Efforts to Develop the Economy of Persons with Disabilities from the Inclusive Economic Development Index Perspective. The method used in this research is the Normative Law research method. With several approaches used, including approximation Legislation, conceptual approach, philosophical approach, comparative approach, and analytical approach. The novelty of this research is the revelation of the Bima City regional government's policy in developing the economy of people with disabilities from an inclusive economic development index perspective that has never been found before. The discussion shows that the regional government of the city of Bima has not been fully able to fulfill the rights of persons with disabilities in the economic development sector. The indications are that there are still quite a lot of people with disabilities scattered in various places in dire conditions. In their daily lives they are forced to beg and expect mercy from others to fulfill their daily needs. Conditions like this are contrary to the goal of achieving an inclusive economic development index in Indonesia. Conclusion, local government policy Bima City in its economic development for people with disabilities can influence increased economic growth and the quality of human resources, however this has not been implemented optimally. There are no concrete policies from the regional government that can support increasing the capacity of human resources for people with disabilities to reduce poverty and inequality. Likewise, the Bima City regional government's efforts to develop the economy of people with disabilities from the perspective of the inclusive economic development index have not been implemented optimally. Economic policies that are not implemented optimally result in a lower quality of life for people with disabilities compared to other members of society.

SummaryThis article examines the effects of UK welfare reform since 2008 on people with mental health conditions and disabilities. The results have been profound, particularly during a time of economic austerity, damaging the social safety net and pushing many vulnerable people into poverty and hardship. It has perpetuated inequalities and increased the social exclusion of disabled groups. The holes in the safety net require repair, alongside extensive social policy reform to both protect and empower people with disabilities and long-term conditions.

Abstract:
The evolution of the concept of human capital from the beginning of political economic teachings to the present day is revealed. the elements of human capital and their definition by various scientists under the influence of change and transformation of economic and social relations are indicated. It is indicated that in the conditions of transition from industrial to post-industrial economy, the role of social factors of production has significantly increased. It was this that gradually gave rise to the development of the theoretical foundations of intangible forms of capital, among which human, intellectual, and social capital began to occupy a special place. The importance and, at the same time, lack of a solution to the problem of personality marketing in the economic culture of modern Ukraine is determined. The dilemma of assigning human capital to intellectual (intangible) and to material, i.e., that is the source of income and the formation of expenditure items of an individual or the company in which he works, is described. It is also emphasized the complete absence of the concept of marketing and employment management, professional growth of an individual, the so-called personal marketing, because these concepts are currently applied either to an individual political figure or to very public persons in the field of business, acting, and art. The problem of employment of people with congenital disabilities is described. Their classification and employment opportunities are disclosed. Their social significance in the system of forming economic relations, building connections at the macro-level and at the micro-level is highlighted. The combination of the institute of human development with the capabilities of people with special needs, who should develop and form the added national product, participate in its growth and distribution, is described. Regarding the professional marketing of an individual, and even more so, an individual with disabilities, there are no studies.

Disability is a complex multidimensional condition and poses a number of challenges for measurement. This study seeks to identify the issues and challenges on disabilities management and socio economic and demographic aspects of person with disability. Similarly, this study has also explored the health problems and economic opportunities of disable people of Bhaktapur district. This study is based in Bhaktapur district and concentrate to person with disability. Primary data was collected from the field study through sourcing at study side. Sampling procedure is Census and quantitative nature of data was collected through questionnaire and interviews tools. Conclusion of this study is disabling people are living with low socio economic and poor health condition. Descriptive research design was used in this study. In the study side just 97 persons with disability are recorded at the study time. Among 97 respondents nearly 15% are involved in service. Only 36.84% are literate and 97.89% of the respondents get treatment received against disability. 63.16% of the respondents are not participating in social activities because of disability. Out of 97 respondents, 35(46.06%) are not engaging in economic activities Findings of this study is that, they are denied access to essential services. People with disabilities are greater risk of being neglected and excluded from their family. It is imperative for the government to ensure access to education and healthcare services for all citizens. Additionally, the government should adapt policies to ensure equal opportunities for the disabled in economic participation, thereby improving their socio-economic status.

This survey takes some rural residents in Linxi Town and Jingzhou Township, Jixi County, Anhui Province as the research objects, with the aim of understanding the most authentic survival status of rural elderly disabled people. The self-made "Rural Elderly Disabled Person Survival Status and Support Needs Survey Questionnaire" is used to explore the survival status and support needs of rural elderly disabled people. Through investigation, it was found that the survival status of elderly disabled people in rural areas is still poor, with problems such as poor economic and living conditions, difficult travel, insufficient medical resources, employment difficulties, low education level, and small social circles. In order to improve the survival status of elderly people with disabilities in rural areas, it is necessary to mobilize social forces, provide strong economic support, establish and improve accessible facilities, meet the travel needs of elderly people with disabilities in rural areas through various means, safeguard their right to education, improve the special education system, reduce employment discrimination, promote supportive employment for people with disabilities, improve rural grassroots medical care, ensure that elderly people with disabilities in rural areas have access to medical treatment, and coordinate various departments, Develop community-based services.

The article is devoted to the analysis of the socio-economic reasons for the disability of the population in modern society, the substantiation of the basic terms and concepts that reveal the essence of the theoretical, methodological and substantive foundations of the concept of “disabled”. It examines the main reasons for the emergence and spread of disability as a social phenomenon. An important point of the article is a section describing the socio-economic barriers faced by people with disabilities in modern socio-economic conditions and associated with a lack of understanding on the part of the relevant government agencies of the need to show genuine concern for the intellectual, economic and emotional development of disabled people. At the present stage of development of the social structure, despite the presence of a sufficient number of regulatory and legal sources, as well as research on the problem of the rights of persons with disabilities, there is a tendency that many of them do not know their rights, in particular of a socio-economic nature. Consequently, the problem of studying the socio-economic reasons for the disability of the population in the conditions of modern society is very topical, since disabled people of all categories must know their rights, and the relevant social service bodies must fully guarantee the observance of the socio-economic rights of disabled people.

The vast majority of scientific research states problems with the scientific and practical organization of inclusive education. At the current stage of the development of society the problem of social protection and state support for people with disabilities is particularly relevant and requires reform and improvement. Ukraine, as a country aspiring to join the European Union, should take into account the best foreign experience of the leading countries of the world in the field of state policy to support people with disabilities and its implementation. The process of reforming the national healthcare system demonstrated the ineffective policy in this area, the high level of corruption and the inability to transform this system to the level of world standards of medical care, especially for people with disabilities. The problem of disability in Ukraine is becoming particularly acute. The goal of this article is to investigate the system of economic means of state administration of the rights of people with disabilities to healthcare, to identify the areas of budgetary management and the formation of a new mechanism of economic administration. Scientific analysis was carried out by using the method of systematic approach and analysis, which enabled us to study theoretical aspects of economic methods of state administration of the right of people with disabilities to healthcare, formation of the budget management in Ukraine for the economic security of the rights to healthcare, and features of the new mechanism of the economic administration of the right of people with disabilities to health care. It has been researched that along with administrative methods of state management of the right to health protection of people with disabilities the economic group of methods is important. These include programs of economic development of health care, rehabilitation programs for people with disabilities, implementation of pilot projects to change the mechanism of financial support for operative treatment, etc. Methods of regulating influence (indirect management) are becoming increasingly important, and economical methods of management belong to them. Implementation ensures that the financial and material interests of the management objects are satisfied through the activities of its subjects, which create favorable conditions for achieving the goals and objectives of management. For example, local self-government bodies, within the limits of their competence, can finance local programs for the development and support of community healthcare institutions. In 2019, a new mechanism of rehabilitation support for children with disabilities was introduced based on the principle of "money follows the people", which should ensure targeting, transparency and improve the quality of rehabilitation services. Resources are divided vertically among regional bodies, which divide budgetary funds among local bodies in proportion to the number of children who require rehabilitation measures, according to the place of their residence (location). The national legislation also reflects the norms that created the conditions for the implementation of the right to work of people with disabilities, as well as ratified Convention on the Rights of Persons with Disabilities and the ILO Convention on professional rehabilitation. From the point of view of the Ministry of Healthcare of Ukraine, the funds allocated by the state are extremely insufficient for the uninterrupted functioning of the medical system. In its budget memorandum for 2021 the ministry has allocated twice as much – 296 billion UAH, 225 billion UAH of which for the implementation of the medical guarantee program (which is 5% of GDP, as required by the Law of Ukraine "On State Financial Guarantees of Medical Services to Population"). But the proposals of the Ministry of Health both at the time of formation of the state budget and at the time of its approval were not taken into account. The requirement of the Law of Ukraine "On State Financial Guarantees of Medical Services to the Population" for the establishment of financing of the program of medical guarantees at the level of 5% of GDP was lengthened for one more year.

Abstract:
Ukraine has taken significant steps towards integration into the European space during its period of independence. On February 21, 2019, the strategic course of Ukraine towards EU and NATO membership was defined in the Constitution of Ukraine, and as of June 23, 2022, Ukraine is a candidate for membership in the EU. The chosen course of entry into the European space requires changes and improvements in the economic, public, scientific space, and all areas of Ukrainian society. It is important to improve all components of the living environment, namely natural, production, housing, information and media environments, recreation, and daily commuting. At the same time, there is a problem of humanizing the living environment to provide equal conditions and opportunities for full living, work, and leisure for people with disabilities who have long been deprived of this opportunity. The main tasks of the legal framework in the construction industry are to ensure the reliability and safety of construction objects and to establish requirements that ensure healthy and safe working, living, and domestic conditions for all segments of the population. These tasks have been declared in regulatory documents both during the Soviet period and in the period of Ukraine's independence. However, in practice, not all requirements for architectural and planning solutions for people with disabilities and people with limited mobility were fulfilled. The Ukrainian society's aspiration to integrate into the European space should forever leave behind such phenomena as legal nihilism, especially when it comes to complying with state norms and rules in construction. A comprehensive approach is needed to create a fully inclusive living environment for all members of society, and simply making changes to building practices is not enough. It is necessary to make radical changes to Ukraine's transportation infrastructure, including retrofitting public transport and improving sanitary transport services to serve people with disabilities and other mobility-impaired groups in society. Creating comfortable conditions for people with disabilities, particularly those with hearing and visual impairments, requires changes in the information and media environment, including the creation of special training programs and visual and media information. It is also necessary to develop a state program for the rehabilitation and employment of war veterans with disabilities.

Recreational sport and social activity of visually impaired people. A case study: The Center of Adaptive Technologies of the Regional Nonprofit Organization of Persons with Disabilities “Nadieżda”Totally blind and partially sighted people have to confront threats that decrease their quality of life. The whole world is structured by people who do not challenge visual impairments, and these structures often are not accessible for persons with vision loss. Such conditions thwart active participation in social, economic and political life, and people with visual disabilities are often excluded. It also applies to recreational sports. Blind and partially sighted people often do not have a chance to do sports. Recreational sports are considered to be an effective and necessary tool of rehabilitation. A research that was conducted in the Center of Adaptive Technologies of the Regional Organization for Persons with Disabilities “Nadieżda” showed that people with visual disabilities who do recreational sports can become more active socially and recreational sports can have a positive infl uence on their health.

Abstract. Introduction. The main challenge of the world community, affecting every seventh person in the world is disability. Disability is characterized as a social phenomenon, which is a priority of every civilized and legal state to deal with. Recognized in society, as well as in various scientific studies on the effectiveness of measures to integrate persons with disabilities, is the gradual involvement of children and adults of this category in physical culture and sports. This path allows people with disabilities to develop personal skills, sports skills, build relationships with other people, achieve significant achievements in sports, increase their own self-esteem, and reach professional heights in various fields. Purpose. The purpose of the article is to study organization of physical culture and sports of persons with disabilities in the current conditions at the regional level, in particular: the analysis of state regulation of the organization of physical culture and sports of persons with disabilities in Ukraine is carried out; the state of organization of physical culture and sports of persons with disabilities at the regional level is studied and directions for improving the level of their social integration are determined. Results. The study of the state of organization of physical culture and sports of persons with disabilities at the regional level in the conditions of today, allowed to determine the directions of increasing the level of their social integration, in particular: to provide in the State target social program for the development of physical culture and sports a separate direction "Physical culture and sports for persons with disabilities", which will allow to make more reasonable approach to the organizational and regulatory conditions for the development of physical culture movement among persons with disabilities by state institutions; to identify tasks related to the development of mass sports and active involvement of persons with disabilities in physical culture classes in the Program of development of physical culture and sports in the Mykolaiv region and in the city program "Physical culture and sport" (Mykolaiv); to form and implement a strategy of informing society about the opportunities of persons with disabilities and popularizing their achievements, including sport ones. Conclusions. The course of society humanization chosen by Ukraine should contribute to the formation of respect for people with disabilities and ensure their high-quality integration into all spheres of life, including the field of physical culture and sports. State institutions, together with public volunteer organizations of disabled people, have significant opportunities in practical solution of physical, social and economic problems of persons with disabilities, which allows to make more reasonable approach to organizational and regulatory conditions for the development of physical culture movement among persons with disabilities.

The article describes the issue of social, professional, complex adaptation, integration of people with disabilities into socio-economic relations. It is indicated that the Ukrainian society is not ready to accept people with disabilities in the workplace after they complete the educational process and obtain a certain profession by specialty. Society is not ready, because no one has prepared it so far in the inclusive direction of accepting people with special needs. It is indicated that the acceptance of people with disabilities into society at an adult age encounters problems from both sides. On the part of society, there are no levers for the implementation of legally defined guarantees of observing the rights and freedoms of people with disabilities to obtain a workplace. On the other hand, the presence of people with disabilities in social isolation due to their constant special needs for care and guardianship affects their relationship to the real world: interest is extremely rare, the desire to be included in possible processes is almost always, ignoring society and focusing on one's own illness. often. In such conditions, the task of society is determined by the creation of an inclusive environment for the integration of people at workplaces. It was emphasized that in Ukraine, the Ministry of Social Policy created the platform "FREE! [employment]" and the pilot project "Helping Hand", which are aimed at creating an inclusive socio-economic space for people with disabilities. In the course of the research, general methods of scientific study were used, namely: comparison, description, observation, analogy. Also, special methods of study were applied, namely a systematic approach and structural-functional analysis, synthesis, generalization.

Abstract:
BACKGROUND: Despite the series of public policies being implemented to strengthen vocational rehabilitation (VR) services, individuals with disabilities remained at the substantial deficit in employment outcomes compared with individuals without disabilities. OBJECTIVE: We aimed to examine effects of vocational rehabilitation services on the employment outcomes for people with disabilities while accounting for individual characteristics and state economic conditions. Findings had implications for VR program improvement. METHOD: We used the RSA-911 data covering cases from 2015 to 2017, in addition to state unemployment rate and poverty rate in 2017 to address the research questions. A logistic regression model was estimated with Generalized Estimating Equations to predict the probability of successful case closure by individual demographic characteristics, number of VR services received, and state economic conditions. RESULTS: State economic conditions were not associated with employment outcomes among VR participants. Being female, Black, having physical disabilities, and not having a job at application were disadvantageous in employment outcomes. The more varieties of vocational services that individuals received, the higher odds of successful case closure. CONCLUSIONS: VR services have significant beneficial impact on individual employment outcomes. The strongest beneficial impact may be achieved by providing a combination of different types of services that are designed to help individuals find or sustain employment.

The various stigmas surrounding People with Disabilities (PWDs) make it difficult for them to find employment. Therefore, entrepreneurship is a way for PWDs to carry out economic activities. This study aims to analyze the employment conditions, the importance of entrepreneurship, and the entrepreneurial conditions carried out by PWDs in Indonesia. The source of data for this study is the 2018 Indonesian National Socio-Economic Survey (SUSENAS). The analysis techniques for this study include cross-tabulation, Pearson’s chi-square, and Likelihood Ratio (LR) for statistical tests. The results show that PWDs face major obstacles with participating in employment, with Women with Disabilities (WWDs) facing even more significant obstacles than Men with Disabilities (MWDs). Most PWDs, both men and women, have equal chances of becoming entrepreneurs. The vital role of entrepreneurship is also shown by the nature of entrepreneurship, as an independent effort that unnecessarily depends much on other parties so that PWDs have extra opportunities. The majority of PWDs who become entrepreneurs, with low education levels, live in rural areas and work in the agricultural sector, indicating that their businesses are small scale. Small companies tend to be vulnerable to competition, so that at any time, PWDs have the risk of losing their businesses.

Pointing to the importance of the main socio-economic reforms in the country, the activation of social policy towards democratization and humanization of society, the author emphasizes that the change in the learning conditions of people with disabilities is aimed at the creation and development of the individual with the skills of social and adaptive behavior in relation to the economy.Materials and methods:The author emphasizes that one of the ways to implement this task is the educational inclusion, which is considered as a means of social rehabilitation of the student. These conditions ensure equal rights, accessibility, and the possibility of choosing the educational route of the student with the LHO.Research result:The article discusses new conditions for the development of students with disabilities (LHO) by means of economic education, the importance of distance learning. Implementation of the process of economic knowledge formation in students with LHO consists of the following stages: diagnostic; analytical; strategic; forming; developing; final diagnostic. The author identifies interactivity as a key indicator of DL, which: provides interactivity between the student and the teacher; it provides the opportunity of group training; provides feedback; forms and supports motivation; provides a choice of the content of the program module, which allows the trainee to realize their progress from module to module, allows the choice of any module.Discussion and conclusions:The article offers the option of creating conditions for quality education, students with LHO through the implementation of economic education means.

Nowadays, state and public authorities all over the world try to direct their social policy and public activity toward the creation of a complex of legal, economic, psychological, educational, medical, rehabilitation, and other measures aimed at improvement of the quality of services, social adaptation and return to a full-quality life of people with disabilities. The article aims to reveal the main tendencies of scientific works in psychological and pedagogical support for the life quality of people with disabilities. Also, we should clarify practical aspects and perspectives of psychological and pedagogical support for this category of people, including, during extreme situations, martial law. Methodology. To write the article, we analyzed the works of scientists carrying out theoretical and practical research on the effectiveness of work with disabled persons. Also, we studied the results of a questionnaire poll of specialists in social services and disabled persons. Results. Dilanjutkan denganpendampingan pendaftaran legalitas dan pengembangan usaha khusus untuk penyandang disabilitas. Followed by an analysis of assistance in legality registration and special business development for persons with disabilities. The results of community service show that assistance related to copyright registration and individual legal entities and digital marketing training provide the knowledge and skills needed to protect creative works and participate in economic activities. The mentoring program related to copyright registration and individual legal entities produce first, 3 (three) certificates of business identification numbers, second, 9 (nine) certificates of registration of the establishment of individual companies, third, 2 (two) certificates of copyright registration. The results of this service can be evidence for the government, related institutions, and the community that universities are here to support Sustainable Development Goals, especially economic and social empowerment of people with disabilities.

The survey shows that people with disabilities in todays society are still vulnerable groups in society, and some families with a certain economic foundation are unable to manage the property left by their parents due to their children's disabilities, resulting in the inability to guarantee their basic life. Based on mobile phone data and literature summary, this paper analyzes the difficulties encountered by the disabled, and combined with current policies and domestic and foreign solutions to this problem, comes up with a solution in line with Chinas domestic conditions. The main objective of this paper is to find reliable products or models that guarantee the living needs of people with disabilities, and the main method of qualitative research is used. This study mainly concludes that the problems faced by people with disabilities include insufficient institutional supply, lack of dedicated custodial supervisors, and insufficient protection of other safeguards. This paper puts forward the idea of investing the amount people use to buy trust products and forming a variety of dif-ferent investment methods, which are mainly composed of stable investment and risk in-vestment, in order to fully guarantee the safety of investment and the rate of return of en-terprises, and ensure the normal life needs and rehabilitation expectations of the disabled.

Sheltered employment centres are social enterprises where at least 70% of their workers have disabilities. They are a way of helping people with disabilities to work in good working conditions and of allowing disadvantaged people to live a full life. However, some people criticise these businesses for being ghettos where public subsidies are used inefficiently. Our paper aims to test if this criticism is valid by analysing whether these companies provide social and economic value to society in return for public funding and are also economically sustainable over time. Using a sample of 997 Spanish sheltered employment centres, a descriptive analysis of the main variables has been carried out. Additionally, the results of a PART algorithm show the relationship between these companies and economic sustainability. Our findings corroborate that these firms are economically sustainable and, at the same time, socially sustainable. These results highlight the great work that such companies perform for society and the country’s economy.

The definition of «social protection of persons with disabilities» is contained in the Federal Law «On Social Protection of Persons with Disabilities in the Russian Federation», which means a system of economic and legal measures, as well as social support measures that are guaranteed by the state, and are aimed at providing people with disabilities with conditions to overcome and replace restrictions life, and also aimed at creating equal conditions with other citizens and opportunities for participation in society. Since ratification, the UN Convention on the Rights of Persons with Disabilities, the Russian Federation has undertaken to take appropriate measures to ensure that persons with disabilities have access, on an equal basis with others, to the physical environment, to transport, as well as to other facilities and services open or provided to the public, as appropriate normative legal acts. At the same time, in the Russian Federation there is no normative legal act containing a clear mechanism for implementing measures aimed at adapting social infrastructure facilities to ensure unhindered access for people with disabilities and other people with limited mobility, which allows officials to evade the implementation of measures creation. The purpose of this study is to study and analyze the legal regulation of the basic rights of persons with disabilities and administrative responsibility for their violation. To achieve this goal, the following tasks were set. Firstly, to analyze the judicial practice for dealing with complaints regarding the implementation of the rights of persons with disabilities. Secondly, to establish typical shortcomings in the consideration of these complaints and determine the causes of their occurrence. The study was carried out using the methods of materialistic dialectics, statistical, comparative, as well as formal legal. The study revealed the shortcomings of legal regulation in the field of protection of the rights of persons with disabilities, as well as formulate recommendations for addressing these shortcomings.

Human health and well-being largely depend on a sufficient standard of living, educational opportunities and participation in social and social life, and successful professional activities. It should be recognized that in the surrounding society it is in these areas of life that people with disabilities and disabilities are especially disadvantaged, but not neglected by society and the state. Currently, in the Russian Federation, the State programme Accessible Environment is being implemented to support and assist persons with disabilities and disabilities, with the aim of creating legal, economic and institutional conditions conducive to the integration of persons with disabilities into society and improving their quality of life. Most people with disabilities in Indonesia still live in vulnerable, backward, or poor conditions due to restrictions, obstacles, difficulties, and reduction or elimination of the rights of persons with disabilities. In realizing prosperity for all Indonesian people, it should be fair and not contain discriminatory elements, including persons with disabilities. For this reason, a measure of the achievement of the welfare of persons with disabilities is needed as evaluation support material in making plans and policies. This study aims to obtain the welfare factors of persons with disabilities and compile them into the Welfare Index of Persons with Disabilities (WIPD). The construction of the WIPD was carried out using the exploratory factor analysis method. Based on the results, 20 indicators formed five factors, namely accessibility, housing and access to information, physical and spiritual well-being, social relations and sanitation, and economic well-being. From the WIPD scores, it is known that there is a gap in WIPD achievement between the Western and the Eastern Region of Indonesia. For this reason, the government needs to prioritize inclusive development in provinces with very low and low WIPD achievements.

In Ukraine there are about 3 million people with disabilities who are not able to overcome the consequences of disability without the help and special care of society. All disabled people have the right to appropriate social, psychological, medical, professional and labor rehabilitation. The purpose of the research. The purpose of the study is to find out the economic and social benefits of home work of disabled people in Ukraine. Methodology. The analysis of the current Ukrainian legislation on the promotion of the disabled people employment is carried out. The organizational and legal principles of the home work application, the substantiation of home work as a type of social and psychological rehabilitation are revealed, recommendations for conducting home work for the social support of people in difficult straits have been identified. Results. It has been determined that labor rehabilitation is a system of measures developed with regard to the inclinations, physical and mental capabilities of the person and aimed at mastering the labor skills of labor activity providing the productional adaptation, including through the creation of special or specially adapted workplaces. It should be noted that the legal data framework on social and rehabilitation services of a professional and labor direction in the current legislation of Ukraine confirms to the UN Convention on the Rights of Persons with Disabilities and the UN Convention on the Professional Recovery and Employment of Persons with Disabilities. At the same time, employment of such groups of population provides them with additional elaboration of pensions and additional financing for the development of social and rehabilitation services of the professional and labor direction. Practical meaning. It is established that labor activity, employment of disabled people is one of the most effective means of their social and psychological rehabilitation, aimed at renewal of the disabled persons’ social relations and relationships, their emotional stability, active social life, integration into an open society, expansion and deepening of social contacts, renewal of professional qualities and skills, creation of favorable conditions for development and assertiveness of the person. Prospects for further research. It is necessary to define a nomenclature list of specialists in the field of professional rehabilitation and social assistance to the persons with disabilities in accordance with the international standards, to identify their need, to provide an organizational and methodological basis for their training and further employment.

The aim of the study is to put forward proposals for improving the mechanism for restoring physiological capital in disabled people capable of working and facilitating their employment. The scientific novelty consists in focusing on the absence of important components in the mechanisms, tools and structures currently used in state federal and regional programs, including in regulatory documents that facilitate the employment opportunities for disabled people. The research methods include analysis, systematization, structuring, and organizational modeling of the management process in facilitating employment for people with disabilities. The subject of the research is the period of validity of the guarantee and the scope of measures in rehabilitation, in social, labor and organizational-legal relations provided for in national and regional projects. The research tasks are to analyze the data of official statistics of recent years, reflecting the employment of people with disabilities of working age, including publicly available scientific and journalistic publications on the topic and correlating with them. The object of the study is the mechanisms for rehabilitation and facilitation of employment for disabled people. The author concludes that it is to revise existing state programs in facilitating employment opportunities for people with disabilities on the basis of integrated areas, such as “labor rehabilitation of people with disabilities”, approval of the “All-Russian guaranteed standard (regulation) of rehabilitation services for people with disabilities of working age for the nosological approach ". The component “physiological capital” is singled out as a fundamental basis for the development of human capital and the author’s definition of this term is presented. The author substantiates the creation of the “Employment Agency for Disabled People” and the “Personal Interactive Roadmap for the Employment of Disabled People” in the structure of regional employment services. Accordingly, the proposed approaches will help step-by-step and targeted assistance in providing comprehensive rehabilitation of people with disabilities in an actively developing labor market.

The normative and legal framework on the issues connected with employment of this category of citizens was analysed, the organizational and legal principles of homework application were revealed, economic and social benefits of disabled persons’ employment at home were determined. The purpose of this research was to substantiate the effectiveness of homework as a type of social and psychological rehabilitation of people with disabilities. To reach the article objective we used the following research methods: analysis of international and Ukrainian legislation on the promotion of disabled people’s employment; survey, which involved 70 disabled persons having different nosologies; analysis of the employment status of people with disabilities in Ukraine and further development of recommendations for homework introduction into domestic practice to support people who are in difficult living conditions. Due to this, the normative and legal framework on the employment of this category of citizens was analysed; the economic and social advantages of homework were determined. The present study is intended to provide a detailed analysis of socio-demographic characteristics and desire for education and welfare services from adults with physical disabilities, and, building upon these results, propose policy tasks related to education and welfare support according to their life cycle. To this end, the author collected data about adults with physical disabilities from original data in the government-led “survey on current situation of people with disabilities” conducted in 2020 for research and went into secondary analysis. The key results are stated as follows. First, as adults with physical disabilities grow older, the rate of emergence witnessed a spike. It was surprising to see that old women showed the highest rate of physical disabilities, and that the number of people with disabilities with moderate disability grew steadily as they become older. The serious finding was that older people suffering from physical disabilities with under secondary-level educational background represented 53.4 percent and households whose average monthly income worth under 2 million won accounted for 68 percent. As such, they were at risk of educational level and economic conditions. Second, 40.5 percent of young adults, 37.2 percent of middle-aged adults, and 47.3 percent of old adults generally said that there are not many convenient facilities for people with disabilities and they feel difficulty in doing outdoor activities due to absence of helpers. Another notable finding was that young adults with physical disabilities were discontent with culture and leisure activities. Third, 83.8 percent of adults with physical disabilities mentioned that there exists no lifelong-learning programs to join. They demanded a priority in strengthening making public programs on the need for support with an aim to encourage their participation in lifelong-learning programs, while calling for support measures to guarantee their income from communities and the government.

Employment of people with disabilities is an important socio-economic issue for every country. In the conditions of constant growth of the number of people with persistent disabilities, due to the increasing share of the population with chronic diseases, industrial and domestic injuries, military conflicts, etc., the problem of socio-economic safety of people with disabilities, increasing their welfare becomes relevant from year to year. The choice of workplace, as well as the necessary measures for its adaptation for worker with disability should be made taking into account the level of injury risk, which can be determined by certain statistical indicators: frequency, severity, etc. Thus, the development of effective management decisions to ensure safety of workers at the workplace, in particular with disabilities, is based on an appropriate information base, which can be formed using both traditional and innovative methods of data analysis. The use of near-miss incidents as indicators of danger at the workplace is the modern proactive method of studying the state of occupational injuries, which has significant advantages over traditional methods of analysis of occupational injuries. This approach is optimal when planning workplace safety measures for workers with disabilities, as it allows taking into account the functional limitations of different groups of workers, and thus - to develop effective solutions to prevent the growth of occupational injuries. This contributes of increasing the level of employment of vulnerable groups and solving a number of important socio-economic problems. The article describes the results of the study of near-miss incidents on the example of an enterprise in the machine-building industry in the context of comparing of data for workplaces of workers with disabilities and workers without persistent disorders of the functional state of the body. It is shown that the presence of disability among workers in most cases affects on the increasing of the frequency of near-miss incidents at the workplaces.

The paper proves the need to change approaches to personnel management in modern conditions, since there is a change in certain factors influencing the organizational behavior of employees of enterprises, namely: the number of people with disabilities is increasing in Ukraine, the labor potential of the social sphere is decreasing due to the mobilization and forced migration of specialists from various spheres of economic activity. It has been proven that it is also necessary, among other work with the personnel of enterprises based on the concept of sustainable development, to highlight as a separate component the formation of sustainable tolerance for people with disabilities, as well as laying the foundations for inclusive employment when concluding employment contracts with them. Inclusive employment should be understood as the process of employment of persons with disabilities. The executive and legislative power in Ukraine take care of employment of people with disabilities, but this initiative should be supported by business and the public. The objective of managers in this field is to develop staff development programs, which should include not only tools for employees to acquire professional and specialized competencies. Such programs should be aimed at forming a holistic view of both the technical and economic aspects of interaction in the process of realizing their knowledge and skills in order to achieve the goals of the organization, and about the social and environmental consequences of their behavior. Therefore, staff training and education should be carried out taking into account the latest scientific achievements in the field of sustainable development, in particular, in terms of encouraging ethical behavior of staff in relation to employees with disabilities.

The evolution of approaches to the socio-economic entry of persons with disabilities into the labor market is considered. It was noted that only in the 18th century did the formation of awareness begin that persons with disabilities have certain, but at that time, not equal rights with other persons in society. People with disabilities began to be considered as subjects of economic relations in entertainment programs and shows. In France, they were studied as exhibits for the treatment of deafness, muteness and insanity. Only the First and Second World Wars changed the attitude towards persons with disabilities, as the lost economic potential of Europe during the wars required labor. Since that time, persons with special needs began to enter the same level as all persons of society. Ukraine joined this trend at the beginning of the 21st century with relevant regulatory acts. The work raises the problem of the concept of human capital. The concept of marketing and management of the development of human capital or potential in general and in relation to persons with disabilities is defined. A methodological model is indicated, which should comprehensively form the human potential of persons with disabilities in modern Ukrainian society. Barriers to the entry of persons with disabilities into social relations in general, and into professional ones in particular, have been determined. The beginning of the work of state and public organizations in the direction of an inclusive approach to the development of human capital of Ukraine in modern conditions of war with the help of state programs and public projects is evaluated.

Providing a barrier-free environment for people with disabilities in tourism is a marker of the social development of society and is related to the prospects of the country's economic development. People with disabilities and their family members, guardians and others are concerned about the problems and tasks faced by Ukrainian society. Solving these problems was limited due to the state's financial problems. In connection with the increase of people with disabilities due to war and environmental problems, progress in the activation of social orientation and the development of inclusiveness of communities, Ukraine's accession to the EU - the question of the possibilities of people with disabilities to lead an active social and productive life is being updated. That is why the issue of creating a barrier-free environment in tourism, as one of the directions of social and physical rehabilitation and ensuring the normal life of people with disabilities, cannot be ignored. Research methodology. To achieve the set goal, research and analysis of Ukrainian and foreign scientific literature, including authors from the countries of the EU, the United States, and Japan, was carried out. The main differences in the definition of concepts have been identified, the information obtained has been summarized and the directions for further research have been identified. The results. In the article, the main approaches to the definition of synonymous concepts «barrier-free tourism» are analyzed. The similarity, but not the identity, of the trmins is determined. The main problems and barriers that people with disabilities face due to the lack of a complex approach to solving an actual problem have been identified. Scientific novelty. On the basis of the study of the definition of the concept of «tourism for people with disabilities», the definition of the concept of «barrier-free tourism» is given. The рractical significance. The presented study offers a complex approach to solving the problem of implementing complex accessibility of a barrier-free tourist environment with an emphasis on web, Internet, and software accessibility for people with disabilities.

Particular relevance is the formation of a system for ensuring the quality of education for different categories of students, including persons with disabilities. The purpose of the study is to review the situation with the state of inclusive education, based on foreign experience as an attempt to analyze the situation in other countries, as well as provide recommendations for further improvement in order to make inclusive education a reality for a large number of children and their families. It is possible that these studies will help to create an inspirational climate more conducive to “education for all” in society and make it easier for children who may have been excluded from education in the past.Materials and methods. The methodological basis of the study was activity, personality-oriented, systemic, project and individually creative approaches. The volume of materials can be conditionally divided into several groups - decrees and resolutions of the government of the Republic of Uzbekistan, reports and studies of international organizations, works of scholars and researchers. An analysis of the historiography of the issue showed that despite of a significant number of studies in the field of education, including inclusive education, there are still no studies that analyze foreign experience and integrate that data on study in the field of inclusive education in the Republic of Uzbekistan. This article is an attempt to analyze the situation in Uzbekistan, consider the measures taken in the Republic of Uzbekistan to introduce inclusive education, analyze the experience of other countries and offer recommendations.Results. Significant work is being done in Uzbekistan to create living conditions; education for people with disabilities, a legislative framework has been created to make conditions for the further development of people with disabilities. The article explores the experience of foreign countries and Central Asian countries in the development of inclusive education. Especially, the situation with the education of persons with disabilities in Uzbekistan are being reviewed, besides, the access of children to get education, as well as receiving vocational and higher education is being studied in addition with the legislative framework in this specialty. It is noted that the problem of disabled people with education is one of the central issues for the republic.Conclusion. Thus, we conclude that the social inclusion of children and adults with disabilities requires broad systemic changes and a multisectoral approach that removes institutional and structural barriers, allowing persons with disabilities to meet their basic needs related to health, rehabilitation, economic and social security as well as learning and skills development within living in their communities.In our conditions, which are unfavorable for the most independent life of disabled people, reducing the degree of state responsibility for the well-being of citizens with disabilities is fraught with high social risks. The transition to independent living and inclusion should be carried out using development guidelines by taking into account national interests and socio-economic contexts, the emphasis should be on removing barriers to provide young people with disabilities with education.

Unfortunately, in recent years there has been a significant increase in the number of people with disabilities in the country. Research methods are chosen to take into account the purpose and objectives of the study, its object, and its subject. In the course of the research philosophical, general scientific, as well as special legal methods of scientific knowledge were used. No attempt is made to sum up the costs for each condition across the agencies and individuals involved.ConclusionsOur findings show that learning disability, schizophrenia and neurotic conditions (including depression) are major burdens on the National Health Service; senile dementia and depression in older people impact largely on local authority social services. Senile dementia, schizophrenia and learning disability are also heavy charges on the social security system. It is also notable that the large numbers with less severely disabling neurotic disorders generate a burden that, according to our figures, is comparable to schizophrenia and other psychotic disorders.

The work describes the fundamental difference between the competencies that are necessary for conventional teaching and e-learning of people with disabilities (HIA). Methods of barrier-free employment and organization of the working process of such citizens in the context of digitalization are presented. Using a software product designed for simulation modeling, an algorithm for implementing the submission of educational material for people with disabilities is developed, the main criteria for ensuring the principles of mobility, standardization, individualization in e-learning for this group of citizens are identified. It is hypothesized that with e-learning the process of lifelong education becomes easier, and people with disabilities acquire not only comprehensive access to information and learning materials, but also the possibility of transforming them under the existing physical limitations. Conditions favorable not only for lifelong learning of citizens with disabilities, but also for their remote employment and easy adaptation in the workplace have been created.

Discrimination based on disability is a complex phenomenon that is present in all spheres of social life, especially in the world of work. The reasons that led to this are numerous: living conditions, social and economic policies of different times, but also many social factors such as ignorance, carelessness, neglect, fear and prejudice. Therefore, various documents on the international and national levels are adopted which contain provisions prohibiting discrimination against persons with disabilities and that provide a legal framework for their employment. Accordingly, the Serbian national legislation is now significantly closer to the standards of the international community and the European Union in this field, which opened the way for more effective protection of persons with disabilities. However, one of the main problems is the application of the law in practice. The authors tried to, through the presentation of relevant documents of international and domestic law, point out their individual shortcomings while proposing certain amendments to the existing legal solutions for the purpose of finding effective ways to combat discrimination against persons with disabilities in the labor and employment area, which is the main aim of this paper.

The Covid-19 pandemic not only has an impact on health but also has an impact on the socio-economic conditions of the community. Persons with disabilities are a group of people who are vulnerable to the dangers of covid and its socio-economic impacts. Policies that favor groups with disabilities are needed to help fulfill and equal rights as citizens. This research specifically discusses the implementation of social assistance policies for persons with disabilities in DKI Jakarta Province. This issue is considered important because DKI Jakarta is the epicenter of the spread of Covid-19 and has become a reference for controlling the spread and economic recovery for other regions. This study uses a policy implementation model that is seen from the dimensions of the level of ease or difficulty of problems to be overcome, the capacity of the structure of the implementation process, and the identification of external variables that affect the implementation process. The research method in this study uses qualitative by exploring secondary data as a data base for analysis carried out by reducing data, presenting data and drawing conclusions. The results of this study are that social assistance policies for persons with disabilities are quite effective for short-term policies in the context of economic protection during a pandemic, but not effective enough as long-term policies for economic recovery. Welfare policy for disabilities is a systemic policy, so it requires the involvement of many actors and aspects to produce policies that are substance and based on outcomes.

The article analyzes the issue of migration as a complex social phenomenon. International population migration in the conditions of growing globalization occupies an important place in the development of modern society and, accordingly, affects young people who, for various reasons, decided to study abroad (in Slovakia). The article reflects knowledge at the theoretical and empirical levels. One of the main tasks of modern higher education is the modernization and efficiency of the professional mobility of future specialists. Student migration is considered as educational migration. We point out that the Slovak Republic is one of the most economically successful countries in Central-Eastern Europe. Economic reforms and accession to the EU, combined with significant inflows of foreign direct investment, have led to sustained economic growth and job creation. Economic development and demographic changes have also created an additional need for skilled labor. At the same time, greater integration into the EU, open borders and a common educational space led to the migration of Slovak students to the neighboring Czech Republic and other EU countries. As a result, Slovakia gradually began to ease migration restrictions and allowed an increasing number of third-country nationals to enter the territory of the Slovak Republic. The integration policy of Slovakia is consistent with the migration policy, and among its priorities is the effective integration of foreigners in the labor market. The purpose of the article is to analyze Ukrainian student migration in Slovakia, focusing on the analysis of personal and social benefits. We analyze the issue of academic mobility as an integral component of the European educational space, which also undoubtedly has a positive effect on the national education system and the national economy. We highlight the issue of effective ethnic-national policy formation, development of theory and practice of social work with ethnic groups, find out directions and forms of social service work with migrants. In the empirical part, we present a quantitative study at all stages of the research process. The content of the study is to find out the reasons that motivate future Ukrainian students to migrate to Slovakia, as well as to find out how the initial decision about migration and arrival to Slovakia takes place. Part of the quantitative research is the analysis of the personal and social benefits of the migration of Ukrainian students to Slovakia.

In Indonesia, the rights of people with disabilities (PwD) have not been fully fulfilled despite vigorous attempts to accommodate human rights for decades. Indeed, the Government has a commitment to fulfill the PwD rights in PwD Law 4/1997 and ratified the Convention on the Rights of Persons with Disabilities. In practice, the Government could not fully fulfill the PwD rights by providing facilities in the health sector. In this context, the Regency of Tulungagung has not set any regulations governing the fulfillment of the PwD rights. This study aimed to assess the PwD rights to access public facilities in health sectors in the Regency of Tulungagung, following factors that impeded the fulfillment of these rights. In doing so, the empirical method and socio-legal analysis probed a gap between law in book and context, elucidated in three main findings. First, the PwD rights in the Regency of Tulungagung to public facilities in health service sectors have not been fully fulfilled since public facilities are not PwD-friendly. Second, most health cares in this region have no staff capable of communicating and handling PwD. Third, the absence of the regulations governing the PwD rights becomes another factor leading to discrimination, coupled with the paucity of knowledge of how to interact with the PwD properly. Human resources and economic issues served as problems in this case. Most PwD in Tulungagung Regency lived in poor economic conditions due to a lack of available jobs that could be accessed. Therefore, the local government should take a more specific measure to fulfill public health access for PwD by allocating more budget, training the health care personnel, and enacting local regulations. Experience in developing countries suggests that People with Disabilities (PWDs) are earning significantly less from self-employment and the share of self-employment income in the total income of their household is lower than for the people without disabilities. This study investigates the economic barriers to the success of Income Generating Activities (IGAs) of PWDs in Iringa Municipal Council, Tanzania. The study adopted a mixed method approach targeting PWDs undertaking IGAs in the study area. A sample size of 60 key respondents and 10 key informants were drawn using purposive sampling technique. Questionnaire, interview and focus group discussion methods were used to collect primary data, while documentary review was used to collect secondary data. The study found that limited access to credits due to existence of unfriendly conditions and procedure; being not trusted by financial providers; lack of entrepreneurship education due to difficulty to reach training location and lack of information; and lack of reliable market for their IGAs commodities were the economic barriers to the success of IGAs undertaken by PWDs in the study area. The study recommends some ways to improve IGAs undertaken by PWDs that include stakeholders’ innovation to allow flexibility in addressing PWDs barriers to credit accessibility, entrepreneurship education, and markets of their business commodities.

The organization of employment of vulnerable groups, including people with disabilities, is an important so-cio-economic issue, because providing opportunities for professional development creates the conditions for im-proving the level of economic protectability of disabled person, as well as has a positive influence on his psycho-logical state. However, the employment of people with special needs at the workplaces is connected with an in-creased risk of injury. This is due to the presence of persistent functional changes in the health state of workers with disabilities, as well as dangerous and harmful factors present at the workplace. Therefore, employers seek to avoid employing people with disabilities, despite the requirements of human rights law, anti-discrimination laws, and programs and services aimed to provide support and employment opportunities for people with disabilities. The purpose of the article is to develop a scientifically grounded approach to taking into account the func-tional state of persons with disabilities in determining the risk of injury at performing production tasks at the workplaces of enterprises of basic sectors of the economy. The novelty of the approach to risk assessment is based on the using individual risk of injury specific to the enterprise of a particular industry, taking into account the functional state of a person with a disability working at a particular workplace, carried out by using the appro-priate coefficient. The value of the coefficient depends on the number of criteria for life activity limitations, which are determined by the medical and social expert commission, as well as the maximum value of the severity of the criteria. Thus, the proposed approach allows taking into account not only the general level of injuries inherent in a particular industry, but also the individual characteristics of a particular employee. The article discusses the peculiarities of stress susceptibility of conditionally healthy young people and young people with disabilities. The relevance of the study is due to the fact that in the modern world, most people experience stress, and this negatively affects the life of people in general. Young people experience stress due to the fact that the social situation of the development of adolescence itself is a stressful factor. Disabled people and young people with disabilities may be more susceptible to stress, as they are in even more unfavorable conditions in contrast to conditionally healthy people. However, we assume that the stress susceptibility of persons with disabilities may not differ much from the stress susceptibility of conditionally healthy young people, since stress susceptibility may depend on various factors, in particular on the internal picture of the disease, on the relationship that a person develops with social reality. The study was conducted on the basis of the Moscow State University of Humanities and Economics, a university where many students with disabilities and disabilities study. The study was conducted during the pandemic. The following methods were used as a research tool: assessment of neuropsychic stress (author T.A. Nemchin), identification of the level of stress susceptibility (author E.A. Tarasov), PSM-25 psychological stress scale (author Lemur-Tessier Fillion). During the study, the hypothesis was confirmed, no significant differences in the stress susceptibility of students with disabilities and conditionally healthy students were found.

In this study, persons with disabilities were selected as the main object of inclusive employment. The social, economic and political obstacles that they may face in the conditions of Uzbekistan were highlighted. The relevance of the topic is that disabled people are victims of labor market competition. Inclusion is an indicator that determines the level of development of each country. In these directions, the legal measures taken by our country are analyzed and the existing shortcomings in the field are listed. Significant work is being done in Uzbekistan to ensure inclusive employment. This article analyzes the legal basis of employment of people with disabilities, as well as what subsidies and tax incentives are available for employers. As a result of the research, existing shortcomings in the field were highlighted, and suggestions and recommendations were given to achieve the future.

Abstract:
The paper is intended to show a system of institutional care for people with intellectual disabilities, which is characterized by a kind of ambivalence. The whole disquisition is based on two fundamental and dichotomous categories: control and subordination versus autonomy and independence. Each of these categories is connected with one of two perspectives within which a residential care facility can be captured. The first one arises from Goffman’s vision of a total institution, where a unit is presented as an objectified subject of other people’s actions, revealing a situation of isolation and personal dependence. The second perspective presents a model of relationships between the personnel and their charges; it is characterized by an individualistic approach toward the needs of people with disabilities regarding their right to autonomy and self-determination. The confrontation between these two perspectives and areas of issues is discussed in this paper.

Inclusion issues are becoming increasingly relevant due to the growing number of people with disabilities in Russia. Of particular concern are the processes related to the adaptation of the child population to living and learning conditions in the presence of disability. Inclusive education programs have been implemented in Rus-sia for more than 15 years, but their effectiveness is directly related to the reaction of the social environment to co-study or work with people with disabilities. The article presents some results of a mass survey of students of universities and colleges of Buryatia (2022) to identify their attitudes towards people with disabilities and to as-sess the effectiveness of the introduction of inclusive education in the republic. Based on the analysis of the respondents’ answers, the values of students were identified, as well as the regional issues that cause them the greatest concern. In matters of inclusion, it was revealed that, despite the rather high level of acceptance of this process by young people, there is a problem of low awareness of students of universities and colleges about its goals and objectives, as well as about the barriers and difficulties faced by people with disabilities.

The presence of a child with disabilities is a powerful stressor for his parents, leading to a serious adjustment disorder. Based on a theoretical analysis of the main approaches to the phenomenon of psychological personality resilience, the resilience of parents raising children with disabilities is considered as a subject resource that provides positive adaptation and full-fledged life activity in spite of adverse living conditions. Resilience is characterized by a combination of social and intrapsychic processes that allow a person to be healthy and live a full life in an unfavorable environment. The ability of parents raising children with disabilities to cope with an adverse life situation is influenced by many factors: state policy in relation to this category of people, the media, public moods, school, social institutions, and interactions with people, family dynamics and resilience resources, stress factors, socio-economic characteristics of the family. The main characteristics of the resilience of parents raising children with disabilities are: the possibility of self-expression, general involvement, openness, awareness, a harmonious relationship between caring for the child and the need for attention of other family members. Despite difficult life circumstances, parents raising children with disabilities can find resources to adapt positively to the stress they experience. There are recommendations for certain actions, psychological intervention programs for the development of resilience in such families. In psychological practice, in a situation where a family has a child with disabilities, all attention and care is given to him.

More than two decades after the passage of the Americans with Disabilities Act (1990), people with disabilities continue to live at the margins of American democracy and capitalist society. This persistent exclusion poses a conundrum to political theorists committed to disability rights, multiculturalism, and social justice. Drawing from feminist insights, specifically the work of Nancy Fraser, among others, I examine the necessary conditions for meaningful inclusion to be realized within a deliberative democracy. Using Fraser's concept of “participatory parity” as a proxy for inclusion, I strategize how to overcome informal barriers—economic inequality and misrecognition—that persist even after disabled people are granted the legal right to participate. The analysis concludes that a truly inclusionary and multicultural democracy requires the redistribution of wealth and a more expansive model of political deliberation, one that can recognize unconventional (even nonverbal) modes of communication through practices of translation.

Как правило, ими являются молодежь, люди с ограниченными возможностями и пожилые люди, как наиболее уязвимые категории населения. В тоже время, потенциально они составляют значительную часть экономически активного населения и могут, при создании для них достойных условий со стороны общества и государства, реализовать свое право на труд. В статье освещены некоторые теоретические аспекты проблем неравенства и старения населения, как наиболее острых глобальных вызовов, определяющих социально-экономическое развитие стран и регионов. The problems of inequality, poverty and population aging are among the most painful ones facing the modern world community. They run into limited opportunities to meet their needs of certain segments of the population due to a number of objective and subjective reasons. As a rule, they are young people, people with disabilities and the elderly, as the most vulnerable categories of the population. At the same time, they potentially make up a significant part of the economically active population and can, if society and the state create decent conditions for them, exercise their right to work. The article highlights some theoretical aspects of the problems of inequality and population aging as the most acute global challenges that determine the socio-economic development of countries and regions.

The purpose of this study is to explore the relationship between modes (e.g., frequency and total time) of physical activity and health-related conditions of disabled people on their health-related quality of life (HRQoL) in Korea. This study is a cross-sectional research funded by the Ministry of Health and Welfare. Data was obtained from the 2017 disability survey. A total of 6549 people with disabilities (Mage = 61.92, SD = 17.36; Male = 55.98%) were analyzed in this study. The higher the frequency of physical activity for the disabled in Korea, the more positive the HRQoL (p < 0.001). Among the elderly disabled, the higher the severity of disability and educational degree, the lower the HRQoL (all p < 0.05). Disabled people who had fewer diseases and lived an independent socio-economic and cultural life had a higher HRQoL (all p < 0.001). This study revealed different dimensions of how health-related factors influence the quality of life of people with disabilities. More attention should be paid to supporting people in being independent and active, in order to help them maintain a healthy life. Especially, the barriers to physical activity faced by disabled people are multi-layered and multifaceted. Increasing the frequency of physical activity for disabled people is not only beneficial for their physical function, but also for their HRQoL. This study enables welfare promotion for disabled people through various policies and incentives. Further, this will be an opportunity to reduce the socio-economic burden on medical and health-related services related to the disabled population.
