Abstract:
In the master’s work I analyze and systematize pension system classifying methods of different Lithuanian and foreign authors, present pension provision models, disclose problems of single-stage pension systems (applied till 2004) and mark out the advantages of the system, based upon accumulation. I analyze in detail experience of the foreign countries in pension fund creation. I perform analysis of the readiness of the Lithuanian residents for funds accumulation in the 3rd stage pension funds. I confirm the scientific investigation hypothesis, formulated by myself, that the previous experience of participation in the financial market predetermines better the ability of the people to select the pension fund that meets the required interests best of all regarding the investment direction, taking into consideration age, income and gender of the pension fund participants.

Abstract:
The first part of the thesis describes the history of the Slovak pension scheme until its recent reform, within an international context. The second half of the paper is split into two parts, first one devoted to the macroeconomic and microeconomic analysis of the Slovak republic with respect to the ageing population. The second part analyses the Czech case. In both cases I applied the one-country General Equilibrium Overlapping Generations Model (OLG). I show the impact of a changing population structure on the respective economies in the long run and how the possible reform scenarios (PAYG, Defined Contribution and Fully-Funded system) would alter these results.

Abstract:
This thesis consists of three essays, which all concern the dynamics of pension reform. The first essay evaluates the financial balance and the demographic adjustability of the reformed Swedish pay-as-you-go pension system. The main findings are that the demographic adjustability of the system is poor. Furthermore, the financial balance and pension levels are, to a large degree, dependent on the pension fund and its returns. Making some alterations to the system's benefit formula may improve the adjustability of the system, as well as decreasing its pension fund dependency. It is also shown that the new public system imposes an age-dependent implicit tax on labor earnings that is falling with age. Within the pay-as-you-go system, this tax is large for younger workers for whom almost the whole contribution is regarded as a tax. By introducing a public defined contribution system, the total implicit tax may be reduced since the defined contribution system implies a negative implicit tax because savings are subsidized within the defined contribution system. In the second essay a three-generation OLG model for analyzing a privatization of PAYG old-age social security is developed. Furthermore, it proposes an explicit reform for how the privatization transition may be undertaken. The set of government policy instruments is limited to debt issuing and proportional labor income taxation. The possibilities of a Pareto-improving privatization, given the proposed reform, are then analyzed. Contrary to models where a two-generation OLG framework is used, the three-generation framework creates possibilities for a Pareto-improving privatization of old-age social security, since the PAYG system induces a non-optimal implicit tax over the life cycle. By shifting to an optimal tax policy cannot only the pension claims accrued under the PAYG system be financed, but the shift will also be Pareto-improving. In the third essay the performance of the reformed Latvian pay-as-you-go pension system is evaluated against the background of an exceptional projected decrease in the Latvian labor force. The pension system is designed to handle the upcoming difficulties, and special attention has been given in the design to keep the expenditures low relative to the revenues, by introducing rules dampening the increase in the pension expenditures. In the light of the pessimistic projection of the Latvian demography, the newly reformed PAYG system performs remarkably well. The expenditure reducing rules introduced have significant effects on the system's financial balance. The pension reform also includes the launch of a publicly run defined contributions pension system. It is shown that the resulting implicit tax imposed by the public pension system imposes on labor earnings is negative and increasing with age. That is, savings are subsidized in the public pension system. It is also shown that private savings are fully crowded out as individuals try to offset their savings in the pension system. Since individuals are capital constrained, they will have no private assets at all. From a welfare perspective, this suggests the overall contribution rate to the public pension system to be too high.

The dissertation investigates support by economists for the global policy shift away from unfunded public pension schemes towards funded private pension schemes. Influential economists and institutions, including the World Bank, present a suite of economic arguments that suggest that this shift will have positive effects on national economies, particularly in the context of aging. The arguments may be categorised according to their relation to the operation of three sets of institutions: capital markets, labour markets and political systems. In capital markets, the transition is purported to increase private and national saving, increase the quantity and quality of investment, and provide more efficient private administration. In labour markets, it is claimed that the shift will reduce labour market distortions associated with public pensions, which inhibit competitiveness, produce unemployment and encourage early retirement. According to the World Bank, public pensions systems cause these distortions without achieving their stated objective of reducing inequality. In the political sphere, the shift is purported to insulate the pension system from political pressures, which otherwise inevitably lead to crisis. The thesis provides evidence which refutes these claims. The best research, including studies by orthodox economists, indicate that the shift does not increase savings or investment, or improve the quality of financial investment. The main effect of tax concessions associated with private pension systems is to divert to private pension funds savings that would occur in any case via other mechanisms. The tax concessions are also regressive, even in systems with compulsory elements. Private administration of pensions, particularly in a plural consumer market setting, is highly inefficient, with customers at a disadvantage in dealing with providers due to the complexity and opacity of products and pricing. A negative relationship is found between public pension spending and levels of elderly poverty, suggesting that reducing public pension spending increases levels of elderly inequality. Public pensions are found not to explain differences in economic growth between regions. Elements of system design which distort labour markets, such as by encouraging early retirement, can easily be adjusted. However, such elements are explicit government policy in several countries. A review of public and private pensions finds that examples of public system crisis are associated with instances of economic and political collapse, rather than system design. Private funded systems are found to be more vulnerable, not less, to the same external influences. Relatively generous universal public pension systems are found to be financially sustainable despite demographic change, assuming modest levels of economic growth.

In 1981 Chile was the fi…rst country in the world to privitise its pension system moving from a pay-as-you-go scheme (PAYG) to a De…fined Contributions (DC) scheme. Individuals in the labour market at the time of the reform were given the choice to either stay in the PAYG system or to opt-out to the DC scheme. New entrants must join the DC system. Exploiting the wide differences in pension formulas across schemes, I …firstly fi…nd that the reform signi…ficantly increased expected pension wealth for most of those who opted-out. I then investigate the extent to which households substitute this increase by decreasing accumulation of other wealth. As the decision to either stay or to opt-out was not random, I gain identi…fication through an instrumental variable approach. I …find a pension offset of around 30%. Among the possible reasons for the incomplete offset are imperfect information, the desire to compensate for new risks faced and habit formation. Lastly, through a non-linear random effects dynamic model that allows for state dependence and unobserved heterogeneity, I estimate the effect of pension system design on individuals' formal/informal labour market decisions. Results indicate that individuals in the DC scheme are 23% more likely to be formal than those in the PAYG scheme at any one period. Further, simulations show that the boost in formality caused by the reform lasts throughout the life cycle. State dependence is even more important indicating that labour market past decisions do affect future ones. The unobserved heterogeneity is also high and signifi…cant but it is only a …fifth of the state dependence. The results on state dependence and initial condition suggest that there is scope for public policy to affect formality decisions.

Viešojo sektoriaus ekonomikos magistro baigiamojo darbo tema aktuali tuo, jog Lietuvos visuomenė senėja, išlieka dideli emigracijos mastai, o gimstamumo lygis žemas. Todėl valstybei vis sunkiau spręsti pagyvenusių žmonių gerovės klausimą. Be to, cikliniai ekonomikos svyravaimai sukelia nedarbo lygio ir valstybės skolos augimą bei darbo užmokesčio mažėjimą. Nestabilios tampa ir finansų rinkos, todėl pablogėjusi fiskalinė padėtis, savaime suprantama, trikdo pensijų sistemos finansavimą, o investicijų grąžos ir turto vertės sumažėjimas trumpuoju laikotarpiu veikia (has implication – impact) pensijų kaupimo sistemų finansinę grąžą bei mokumą. Iki šiol nei vienai šaliai nepavyko sukurti pensijų sistemos, kuri neturėtų rimtų trūkumų, todėl tęsti studijas ir ieškoti geriausių sprendimų reformuojant pensijų sistemas yra prasminga. Šio darbo tikslas buvo įvertinti Lietuvos pensijų sistemos rezultatyvumą ir jos tvarumą ilgalaikėje perspektyvoje bei nustatyti sistemos tobulinimo kryptis. Siekiant įgyvendinti tikslą buvo identifikuotos esminės socialinės politikos modelių charakteristikos ir jų pritaikymas Lietuvai, aplinkos veiksniai, keliantys pensijų sistemos reformų poreikį,esamos pensijų sistemos spragos ir problemų sprendimo variantai. The theme of Master‘s Work in Public Sector Economics deals with topical issues concerning ageing, emigration, low birthrate problems in Lithuania. Because of these factors the assurance of citizens social welfare is a complicating task for a State. Moreover, cyclical economics fluctuations cause the rise in public debt and unemployment level, also the fall in wages. Consequently financial markets become unstable and the worsen fiscal situation disturbs the sponsorship of pensions system. Moreover, the fall in investments change and value of assets in short run has impact on financial change of pensions funds and its paying capacity. Until now all of the states failed to create pensions system without serious drawbacks, so the extension of studies in search of best solutions for pensions system is still meaningful and even essential. The goal of this paper work was to evaluate the effectiveness of Lithuania‘s pensions system, its stability in the long run, and to sattle the improvement directions. In order to implement the goal the main characteristics of social policy models and its adaptability to Lithuania‘s pension system have been identified, the external factors causing the need of pensions systems reforms have been characterized, the drawbacks of present pensions system have been pionted out and the recommendations to eliminate it have been proposed. Abstract:
As demographic and economic contexts have shifted, the need for pension systems to reform has increased. Often, however, these systems have proved difficult to change – especially in continental Europe. Despite this, Germany, by many considered particularly reform resistant, succeeded in reforming its pension system; while France, with its strong executive power, has not. As research has yet to find a consensus on what factors makes welfare retrenchment possible, this field requires more attention. Therefore, the aim of this thesis is to analyse the developments of the German and French pension systems, from 1990-2010, and to unearth what factors made successful reform possible in Germany while it failed in France. Using a comparative case study, all major pension reforms in the two countries during the time period, are analysed from four institutionalist perspectives. The results point to three main factors explaining Germany’s successful reform. Firstly, the shock brought on by the reunification of East and West Germany forced politicians to act. France on the other hand, experienced no such shock. Secondly, the subduing of the unions removed the main veto player against reform. In contrast, the French unions, whose political power lies in their ability to call for manifestations and shift public opinion, could not be outflanked. Lastly, the new liberal ideas that permeated German politics around the turn of the century provided a locus for change that was lacking in France. These results suggest the importance of external pressure, veto players and ideational factors to major welfare reform.

This diploma thesis inquires into the system of retirement pensions in Czech Republic which is based on two pillars. The first pillar comprises of mandatory elemental pension insurance which provides for over 94 % of incomes of today's retirees. The second pillar mainly comprises of additional voluntary retirement insurance with benefits and some products of life insurance. Considering actual setting of the pensions system based almost solely on pay as you-go funding (PAYG), though substantially demographically reliant, this situation won't be sustainable in the long term. The main goal of the diploma thesis is to find out approximate retirement pension income for different groups based on different amount of wages and connected drop in income especially considering actual changes which are in effect since October 2011. The crucial part of the thesis is subsequently focused on options for private saving through the third complementary pillar with concentration on development of selected indicators in additional retirement insurance with benefits and calculation of the amount of lifelong pension.

We examine the effects of changed eligibility rules to disability pension by the 1979 Swedish pension reform on immigrant retirement behavior. The reform made disability pension in the form of basic pension available to a wider group of immigrants. By using the LINDA database in a “difference-in-difference” model we estimate the effects of the reform on the probability of retirement in the age group 40-64. We find a positive impact of the reform on immigrant retirement behavior among women. Our results also indicate that naturalization may have been a way to get access to disability pension for those who, before the reform, had no legal right to basic pension.

Further, this section deals with the reasons for the reform of the pension system and demographic developments and general trends in pension protection system. The second part deals with analyse the so-called "small" and "large" pension reform, then analysis of the current pension system in Czech Republic for each column of the pension system in particular. At the end thesis represents a model calculation of the expected cash income at retirement age from three columns of the pension system based on specified parameters adaptable to a wide range of subjects which can be calculated for each pillar in particular. Thesis concludes that participation in second column of pension system is advantageous for those, who have salary above average or for people, who have restricted access to save on retirement.

Networks have been widely adopted in political science, particularly in connection with governance and with the process of policy formation. Every study, if it forms part of this universe, bases itself on adopting a network 'world view': all studies start with the assumption that 'there is a network here'. Dispiritingly few go on to explain, justify or discuss the implications of this assumption with reference to the assumption; in contrast this thesis intentionally regresses back to a detailed look at first principles. This thesis develops and presents a new and valuable approach to the formal analysis of networks that form policy. The approach is drawn out of a theoretical consideration of the policy process and examined in the context of existing policy network literature. A test of the usefulness of the approach is made by application to a case. There are therefore two intertwined threads of content built around the topic of pension reform. The formal analysis of a network of actors is presented alongside a 'traditional' case- study approach to the policy-making process for the UK and France. These two analyses contribute to an assessment of the comparative advantages of the two methods. The thesis is constructed with the intention of clearly presenting a new analytical approach that can be adopted by other researchers and ensuring that it is adequately justified so that it will be adopted.

This thesis analyses the effects of current and proposed pension policies for the UK, and critically assesses the arguments for different forms of intervention. It aims to contribute to the pension reform debate in four main ways. First, it presents an original typology of four 'ideal type' pension systems - targeting, basic income, social insurance and compulsory saving - which allows the plethora of different reform proposals to be grouped into manageable bundles, and brings out the key choices facing pension reformers. Second, it aims to make the debate better informed by providing estimates of future pensioner incomes and fiscal sustainability using the relatively new techniques of dynamic microsimulation and generational accounting. In particular, an extended version of the dynamic model PENSIM is used to project pensioner incomes in 2066. Third, it provides an assessment of one particular pension reform - the replacement of the State Earnings-Related Pension Scheme by a new State Second Pension - through describing the rationale for and effects of the new scheme. Finally, it adds to broader theoretical debates about the rationale for, and effectiveness of, different forms of retirement income provision, supplementing the economics and social policy literatures on the role (if any) for compulsory earnings-related pensions and the trade-off between incentives and redistribution. The analysis shows that the UK is an exceptional case. In contrast to most developed countries distributional concerns rather than cost dominate. The government's reforms will do relatively little to improve these distributional outcomes. This reflects the fact that, although the government (correctly) reject compulsorily linking benefits to earnings, connections between entitlements and contributions have not been severed entirely. This thesis argues that it is this linkage which undermines current policy, and that future reforms should move away from the idea of pensions as insurance towards a more rights-based approach.

This thesis analyses pension reform strategies since the 1990s across the OECD using a new approach. The thesis utilises existing data available in Pensions at a Glance and ISSA Country Profiles to construct a new dataset which allows us to explore pension reforms both comparatively and historically among OECD countries. Using fuzzy-set ideal type analysis (FSITA), this thesis constructs a new categorisation that captures trends towards the socialisation and individualisation of social risks for pension reforms across the OECD from the 1990s to the mid-2010s. Based on contextual and empirical analysis, this thesis reveals the following findings. First, the fuzzy-set analysis reveals that individualisation reforms were the most dominant trend for the last 25 years. However, this was not the whole story. Both the socialisation of social risks and stability was observed. Secondly, deterministic path-dependence was not observed in pension reforms as reform strategies converged regardless of regimes or pension typologies. Lastly, the relationship between old-age poverty and pension reforms are identified. Building up on Bonoli and Shinkawa’s (2005) findings, the study indicates that the poverty levels of older people could be one of the influential factors that shape pension reforms within the prevailing pressure of fiscal austerity.

O Brasil experimentou um aumento de quase sete pontos na Razão de Dependência de Idosos, de 7,0 em 1990 para 13,8 em 2020. As projeções estimam que suba para 36,2 em 2050, o que significa que haverá aproximadamente 36 indivíduos com 65 anos ou mais por 100 indivíduos em idade produtiva. Em 2019, a situação das finanças públicas brasileiras era muito grave e, pelo sexto ano consecutivo, estava deficitária. O desequilíbrio foi causado principalmente pelo déficit previdenciário. As dúvidas sobre a sustentabilidade do sistema previdenciário são muito pertinentes nos dias de hoje, uma reforma foi aprovada e começou a ser implementada em 2019. O objetivo é projetar a receita e os benefícios até 2100, no âmbito de alterações alternativas de pensões paramétricas e também no âmbito de uma reforma sistemática, nomeadamente a passagem para um sistema de CD. Os custos de transição e outras despesas, e os custos relacionados com a pensão mínima garantida, também são contabilizados. Os achados comprovaram que a reforma iniciada em 2019 melhora o equilíbrio e permite que o déficit do RGPS diminua nos próximos dez anos, mas um aumento será observado a partir de então - embora em valor bem menor do que seria em um cenário de reforma pré-2019. Portanto, é muito provável que a discussão sobre a sustentabilidade do sistema volte a estar na ordem do dia em alguns anos. Explorarando as alternativas propostas, mudar para o esquema NDC parece resolver o problema a longo prazo.
Brazil has experienced an increase of nearly seven points in the Old-Age Dependency Ratio, from 7.0 in 1990 to 13.8 in 2020. Projections estimate it will rise to 36.2 in 2050, which means that there will be approximately 36 individuals aged 65 and over per 100 individuals of working age. In 2019, the condition of the Brazilian public finance was very serious and for the sixth year in a row it was in deficit. The imbalance was mainly caused by the social security deficit. Doubts about the sustainability of the pension system are very pertinent nowadays and a reform was approved and started to be implemented in 2019. The goal is to project the revenue and the benefits until 2100, under alternative parametric pension changes and also under a systematic reform, namely the shift to a DC system. Transition costs and other expenses, and the costs related to the minimum guaranteed pension, are also accounted for. The findings proved that the reform started in 2019 improves the balance and allows the deficit in RGPS to decrease for the next ten years, but an increase will be observed from that time on - although of a much less amount than it what would be in pre-2019 reform scenario. Therefore, it is very likely that the discussion about the sustainability of the system will be again the order of the day in a few years. Exploring the proposed alternatives, switch to NDC scheme seems to solve the problem in the long run.

Šiandien beveik visi Lietuvos pensininkai, kaip ir daugelyje Europos šalių, pensijas gauna iš valstybės, t. y. valstybė turi finansuoti beveik visą pensininko vartojimą. Dėl ilgėjančio senų žmonių amžiaus ir mažėjančio gimstamumo didėja valstybės išlaidos senatvės pensijoms. Vienas iš siūlomų valstybės išlaidų mažinimo būdų – padidinti asmeninių santaupų vaidmenį senatvės pajamose. Manoma, kad ateityje daugelis pensinio amžiaus žmonių beveik visą savo vartojimą turės finansuoti iš asmeninių santaupų. Vadinasi, pensijų sistemos reforma padidins asmeninių santaupų svarbą. Asmeninių santaupų struktūra – esminis pensijų reformos klausimas. Lietuvos gyventojai, galėdami laisvai pasirinkti investicijų formas (vyriausybės taupymo lakštai, banko indėliai ir pan.) ir investicijų horizontą, dažniausiai savo santaupas laiko trumpalaikių banko indėlių forma. LR Vyriausybė įvedė privalomąjį kaupimą pensijų fonduose, dalį socialinių draudimo įmokų perduoti į privačius pensijų fondus. Šie fondai pradėjo veikti 2004 metų pradžioje. Pensijų fondų finansavimo šaltinis – privalomos darbuotojų įmokos. Privalomojo kaupimo pensijų įmoka yra atimama iš valstybinio socialinio pensijų draudimo įmokos.
According to the currently effective system in Lithuania funds collected from currently employed persons are immediately paid out to the existing pensioners (the solidarity principle of generations). Pensions currently paid are too low to maintain a “normal” living standard. The practices of well-developed Western countries suggest that an old age pension should make at least 70 per cent of the average wages previously earned by the person in order to maintain a similar living standard (now it represents about 40 per cent of average wages). In the future pensions are likely even to decrease in relative terms as life expectancy is getting longer and employed persons will have to maintain more and more pensioners. In order to ensure a higher living standard for future pensioners the pension reform has been launched recently. It may help to take care of one’s future and have a possibility to receive higher income when retired. Participation in private pension funds provides a possibility to accumulate pension funds in one’s personal account. Pension funds invest contributions paid by employed persons in shares, bonds and bank deposits. By investing part of income of individuals in the pension funds the Government is changing the structure of personal savings, and that influences the importance of certain segments of the financial sector (banks, capital market, insurance, etc.) in the Lithuanian economy.

This thesis uses a computable Overlapping Generation (OLG) model to examine the Chinese pension reform. The research involves two steps: calibrating an OLG model for the Chinese economy; and undertaking policy evaluations. Model calibration involves choosing a set of household and firm parameters to capture the key features of the Chinese economy and pension system. Policy evaluation involves using the calibrated model to compare economic variables under alterative pension policies. The major pension policy focus is a comparison of Pay-As-You-Go (PAYG) and full funded social security designs. The thesis examines the effect of pension reform on the economy from both economy-wide and inter-generational dimensions. On the economy-wide variables, the thesis finds that economic outputs would eventually (at steady state level) increase substantially if the pension system switched to full-funding from a PAYG scheme. This outcome mainly results from the difference in capital stock under alterative pension schemes, as the thesis assumes labor inputs and technological progress grow exogenously. On the inter-generational aspect, the results from the thesis suggest that if pension reform occurred, household wages would be much higher than under the PAYG scheme, which is taken to be the existing policy structure, as would lifetime income and household saving. I find that consumption initially declines at the time of reform, but recovers to a higher level. Finally the thesis concludes that the utility of the generation born just before pension reform would fall by between 0.4 and 0.6 percent, but the utility of future generations would eventually increase by between 2.4 and 4.3 percent. Based on the simulation results the thesis argues for two conclusions. Firstly, China??s economic output would increase if the pension reform occurred, as the capital stock under the full funded scheme is higher than under the PAYG scheme. Secondly, the thesis finds that the losers are the older generation at the time of the pension reform but that all other generations would benefit from the reform. Declaration

This thesis provides a range of analyses to examine the current Chinese pension reform in both provincial and national contexts, with special emphasis on coverage increase and its long term financial implications. Quantitative assessment includes econometric analysis of survey data initiated and organized by the author and her colleagues. Special models are designed to reflect the transitional characteristics of the current Chinese pension system. The results confirm that the coverage increase delays the system-aging process, through labor migration and urbanization, by about 20 years. But a funding crisis is inevitable if no parametric reforms could be made in the current system and if the system is not well managed. Policy suggestions are made in line with the empirical analysis and model results. In addition, some structural pension reform options are discussed. Two Notional Defined Contribution (NDC) applications are presented and simulations indicate that an NDC system may be effective in smoothing the financial pressure for government while maintaining adequate levels of individual retirement benefit. In the final part of the thesis, a hypothetical safety net is assessed in the context of the current policy framework, and its cost is examined. The thesis introduces new data and first hand information about Chinese pension reform in a provincial context to reflect the features of the national system.

My diploma dissertation concerns the theoretical introduction of the retirement system, economic theories and the cause of the retirement reform in the first part. The second part represents the analysis of so-called small retirement reform and is focused on the retirement system since the beginning in 2013 with the accent to newly established retirement saving. The aim of my diploma dissertation is the evaluation of the existing functioning of the second pillar and the reasons of the low interest of the inhabitants. The comparison with the chosen states where the retirement saving already operates is a part of the second pillar analysis. Slovakia and Hungary are the European representatives with the similar schema of the retirement system and Chilean system is based on the fund financing. The opinion of the population was checked with the questioning. The pivotal part of my diploma dissertation and its main goal is the analysis of the second pillar accession availability from the age, income, family situation, investment strategy point of view and other criteria. The strategy with the low earning is suitable for the higher incomes only as resulted from the calculation. The more aggressive investment strategy with higher earning is convenient for the younger people with lower income and the older the more suitable access contingent on the higher income. As there is no interest in the second pillar participation the goal of my diploma dissertation is the proposal of alternative methods as investment or saving products of the bank institution for the old age security.

Instead of describing such systems comparatively in detail, rationale of some of the system design choices is discussed. Main focus is on institutional design, cost containment and investment regulation. It is argued that given the mandatory nature of such systems, governments should seek to regulate them in ways that promote cost-effectiveness, while allowing for meaningful investment return on system assets. Also, where sound, adequate use should be made of existing industry and regulatory structures as a cost-containment and confidence-building measure.

Pensijos yra tam tikra taupymo forma, kuri leidžia sulyginti pajamas per visą gyvenimo laikotarpį. Kiekvienas dirbantis žmogus gali taupyti tam tikrą einamųjų pajamų dalį, taip užtikrindamas sau išmokas iš÷jus į pensiją. Todėl išsivysčiusiose šalyse pensijos ir pensijų fondai vystėsi jau nuo senų laikų – jų užuomazgų galima rasti jau XVII amžiuje. Pirmosios valstybinės pensijos įvestos, generolo Oto fon Bismarko dėka, Vokietijoje 1889 metais. Daugumoje Europos Sąjungos valstybių praktikoje išryškėjo tendencija II pensijų sistemos pakopą daryti kaip privalomąją. Lietuvos Respublikos privalomąjį pobūdį išlaikė tik pirmoji pakopa, tuo tarpu antroji ir trečioji yra savanoriškos. Nuo 2004 m. sausio m÷n. 1 d. Lietuvos Respublikos gyventojai dalį įmokų “Sodrai” turi teisę pervesti į pensijų fondus, o taip pat gali savanoriškai kaupti papildomai pensijos daliai pensijų fonduose ar gyvybės draudimo įmonėse, mokėdami tam tikro dydžio įmokas. Lithuanians, since 01/01/04, a part of their payments to “Sodra” can remit in pension funds. All pension accumulation enterprises are strictly controlled and supervised by the Stock Commission. Pension is a particular way on saving, which allows dispensing lifetime income. Every working person can put aside a certain part of his income, thus guaranteeing allowance when the person retires. In wealthy countries pensions and pension funds have existed for a long time, their origins dating as far back as the 17th. First retirement was instituted by Otto von Bismarck in Germany 1889. There is a tendency that in most of European Union states II level’s of the pension system are compulsory. In Lithuania only I level is compulsory, while II and III are voluntary. Lithuanians, since 01/01/04, a part of their payments to “Sodra” can remit in pension funds, also they can accumulate voluntary for subsidiary part of the pension in pension funds or insurance enterprises, by making certain payments. To become a participant of the pension fund may a person, who is compulsory insured with the social retirement insurance, to get main or subsidiary part of pension. Person, who is already turned the retirement age, have no right to participate in the second level. In 2006 the pension payment is 4.5 percent, since 2007 – 5.5 percent of participant’s income, from which the national social security payments are countable. Abstract:
This thesis offers forward a new analysis of the UK pension crisis. It argues that the crisis is an artificial one, manufactured by an economic elite, in order to justify reform of pensions (and welfare more broadly) along neoliberal lines. This neoliberal construct of the crisis is supported by three discourses, that of ageing population, responsibility and affordability. These neoliberal discourses conceal the fact that the pension crisis is not only an artificial crisis, but indeed is a consequence of the implementation by government, in the past thirty years, of economic and welfare reforms, based upon neoliberal ideology. Exposing the rhetoric used by elites demonstrates that the proposed (neoliberal) solutions will only worsen the crisis. Neoliberal economic policies are justified through recourse to a neoliberal discourse that excludes discussion of the real causes of the crisis, and therefore allows only neoliberal solutions to appear workable. Placing the crisis in historical perspective it will be seen that the shift of responsibility for ensuring a living pens ion from government and the employer to the individual is part of a wider neoliberal project. David Harvey (2005) argues that neoliberalism is best understood as the re-assertion of ruling class power, and it is in this spirit that this thesis utilises the concept. This thesis will argue that trade unions have demurred from challenging the neoliberal construct of the crisis in the current period and that their silence on key pension issues has created an ideological vacuum that has allowed neoliberalism to become not only the dominant discourse, but also indeed the discourse. As such unions must shoulder some responsibility for the current hegemony of neoliberal ideology on pension provision. Interviews were conducted with key trade unionists and their responses form part of the analysis offered forward in this thesis

After parametric reform in mandatory state pay-as-you-go pillar a mandatory funded pillar was set up and changes in voluntary private funded pillar were approved. The goal of this diploma thesis is to describe and analyse impacts of these changes in pension system.

Resumo: Atualmente, a parcela de idosos no total da população tem aumentado em todo o mundo. Proporcionalmente, cresceram as reivindicações por sistemas públicos de pensão, gastos com saúde e orçamentos governamentais. Como resultado, países que implementam apenas pensões "(pay-as-you-go) se deparam com déficits fiscais. Minha tese se foca particularmente no esquema financiado denominado multi-pilar ou multi-camada ou projeto de pensão de três camadas avaliando maneiras de melhorá-lo. A tese fornece um panorama geral da economia e atividade econômica de Gana, e a discussão teórica sobre combinação entre prestação de previdência privada e pública na forma de pensão de Gana, preparando um sistema de pensão de três camadas completado em 2008. O novo sistema de três camadas apresenta uma primeira camada de pensão pública do tipo "pay-as-you-go" que consiste em diferentes partes, incluindo uma parte relativa a contribuições, uma pensão obrigatória de gestão pública e privada de segunda camada e uma terceira camada de poupança de pensões voluntária. A análise desta tese se foca na escolha de seguro de renda, retornos de investimentos e a viabilidade de futuras reformas. Também traz à tona alguns problemas irresolutos e aponta possíveis problemas que podem surgir em decorrência do novo sistema de pensões e analisa se o sistema será capaz de atingir os objetivos estabelecidos a principio. Abstract: In recent time the share of old in the total population has been increasing around the world. Proportionally growing are claims on public pension systems, health care expenditures, and government budgets. As a result, countries which implement only pay-as-you-go pensions face fiscal deficits. My thesis focuses in particular on the funded scheme referred to as the multi-pillar or multi-tier or three tier pension schemes and appraises ways to improve it. The thesis gives an overview of Ghana's economy and economic activity, then the theoretical discussion on combining public and private pension provision in the form of three-tier pension scheme, followed by a description and analysis of the Ghanaian pension reform, setting up a three tier pension system completed in 2008. The new three tier system features a first tier of public P.A.Y.G pension consisting of different parts including a contribution related part, a mandatory second tier privately and publicly managed funded pension and a third tier of voluntary pension savings. This thesis analysis focuses on the choice of income security, investment returns, and the feasibility of further reforms. It also brings up a number of unsettled issues then points to potential problems that may arise from the new pension system and looks at whether the system will be able to achieve the goals stated at the outset. Even though the new pension scheme has been successfully implemented in 2010, it is possible that some groups could be left out

Se analiza la sentencia que resuelve el proceso de inconstitucionalidad seguido por más del 25% de congresistas de la República contra las disposiciones de la Ley de Reforma del Sistema Privado de Pensiones (ley 29903) referidas a la licitación de la administración de las cuentas individuales, la centralización de los procesos administrativos, y la creación de la comisión mixta (que incluye la comisión por saldo). Los comentarios se centran en analizar, desde la perspectiva de la libertad de contratación y el derecho a la seguridad social (en particular el derecho a la pensión), un aspecto relevante de la sentencia: la obligación de los nuevos afiliados de permanecer durante dos años en la AFP adjudicataria.

Darbe pateikiama samprata apie našlių pensijų sistemą, jos struktūrą, teoriškai pagrindžiami ir pateikiami Lietuvos socialinės saugos teisei būdingų našlių pensijų modeliai.Sistemos reformos kryptys analizuojamos, remiantis našlių subjektinių teisių įgyvendinimo analize. Paliečiami socialinio teisingumo aspektai, skiriant valstybines našlių pensijas bei nustatant valstybinių socialinio draudimo našlių pensijų dydį. Pateikiama našlių namų ūkių disponuojamų pajamų analizė. Socialinės politikos plotmėje nagrinėjami našlių socialinio saugumo užtikrinimo garantai. Reziumuojama, kad didelė našlių dalis iš valstybės negauna socialinės paramos. Lietuvos socialinės apsaugos teisėje n��ra našlių paramos modelio. Darbo pabaigoje pateikiamos išvados ir pasiūlymai iškeltoms teisinio reguliavimo problemoms spręsti.
The paper provides the conception of systems of state social insurance, state and social support benefits applied in the Lithuanian social security system. Based on the analysis of legal acts, the structure of the widows‘ pension system is being defined. The paper gives theoretical substantiation of and provides widows‘ pension models typical for the Lithuanian social security system. Aiming to reveal complexity and problems of the widows‘ pension system, legal regulation of widows‘ pensions and rent are being analysed in detail. There is also a review of conditions and requirements for the deceased and their spouses set out in the legal acts. Assumptions of the reform of widows‘ pension system are based on three problematic aspects: is the support provided realised following the principles of state social insurance and provision of the state and social suppport benefits; are the subjective rights of widows to support in case of widowhood approached to equivalently; is social justice retained in contribution of budget means. Trends of the reform of widows‘ pension system are analysed based on the analysis of implementation of subjective rights of widows. The paper touches aspects of social justice in assignation of widows‘ pensions and in determination of the amount of state social insurance widows‘ pensions. Widows‘ social security assurance is being analysed in the plane of social policy. It may be concluded that a great number of widows receive no benefits from the state... [to full text]

Hardly anyone doubt about the necessity of pension reform nowadays. Opinions how to process the reform differs considerably. The main point of my work is to evaluate preferability of so called opt-out (partial release of financial sources from system based on continuous contribution into fund system) for various income and age groups in order to find out that such measures will not fundamentally threaten stability of pension system in the Czech Republic. Reform changes of pension reform of chosen EU countries are to be characterized in my thesis. I will also evaluate possibilities of aplication of foreign experience in the Czech Republic. The basic methods will be above all the analysis of questionnaire results, mathematical and statistical methods and method of international comparation.
