Abstract:
Institutional charity is a charity trustee body appointed by the Islamic government for a state or country aimed at governing the collection and distribution of zakat and all related recipients. In Malaysia, zakat management is under the responsibility of His Royal Highness (HRH) Sultan or King. However, for those states that do not have the monarch as Melaka, Sabah, Sarawak and Penang, zakat management is under the responsibility of His Majesty the Yang Di-Pertuan Agong (SPBA). In most states, the management and administration of charity performed by the State Islamic Religious Council (MAIN) and the state government as a representative of each of the sultan or king. Even so, the state of Malacca, Kuala Lumpur, Pahang, Negeri Sembilan, Selangor and Penang, management and administration is carried out by the institution's corporate charity. Out of the total of the country, the management and administration of the zakat institution in Penang is unique because the Penang State Government administration headed by a non-Muslim. The question is, how is the political economy of charity institutions in Penang under the administration of the state government led by the non-Muslim? Are the Penang state government plays a role in determining the direction of zakat institutions governance in Penang? Based on these issues, the study was conducted to identify and analyze the political economy of charity institutions in Penang. This study was performed using two methods of data collection, namely the first, methods study the document; and second, the interview method. The data collected is then analyzed using content analysis. The results of the analysis, it can be concluded three things. First, the establishment of Zakat Pulau Pinang (ZPP) is a strategy Majlis Agama Islam Negeri Pulau Pinang (MAINPP) to strengthen the political economy of charity institutions in Penang. Second, the economy and politics mutually need each other in charity governance institutions in Penang. Third, the political economy of charity institutions in Penang has made zakat governance in Penang more systematic and professional and have a positive impact on the improvement of collection and distribution of zakat in Penang.Keywords: Political Economy, Political Economy Institutions Zakat, Zakat Institution in Penang

Heritage culture and building in Penang have become among value asset in Malaysia. George Town inner cities most treasure architecture are located and can divided into several zone, it culture has been moulded by the succession of civilization that arrive and shaped its urban growth. Heritage building in the inner city exposes the sense of compromise between the pioneers, earlier settlers and later immigrants. The significant heritage character of George Town, Penang is reflect upon the predominant pre war buildings, the heritage buildings dates back to between late eighteen century and early nineteenth century. This paper will consider on Penang as World Heritage City, the conservation of the buildings in Penang and also legal provision related to conservation of heritage buildings in Penang.

Abstract:
This paper presents detection of climate change in Penang Island by using precipitation data based on interpolation technique. Climate change brings about vast and everlasting effects on all living creatures on the Earth. These effects are especially detrimental towards heritage sites, landscapes and businesses based in Penang Island, Malaysia. This study focuses mainly on investigating the indication of climate change in Penang Island over the period of 2003-2018 by utilising sound application procedures of proven analysis methods. Two deterministic interpolation methods are used to produce new estimation points based on the precipitation data to enrich the monitoring network of rainfall stations in Penang Island. Monthly and monthly-average precipitation maps for Penang Island are produced by using inverse distance weighting interpolation method. Results reveal that seven out of twelve months of a year show increasing precipitation trends over the period of study and March is the only month that shows a decreasing trend in precipitation. Monthly-average precipitation in Penang Island also displays a gradual trend of precipitation increase over the period of study, further conforming the finding of monthly precipitation increase over the period of study. The finding of this study provides insight for local agriculturists and ministry to make better decision in response to climate change in Penang.

The way of life of the Malay community cannot be separated from its traditional kampong or rural life, which forms the earliest template of life as family, community and nation, from the earliest stages to the developments of today. Changes over time have given rise to corresponding changes in the kampong, transforming them into advanced, modern towns and cities. This phenomenon occurred in Singapore and Penang, two cosmopolitan states of the Straits Settlements with close historical links. What occurred in Singapore may be discovered in Penang as well. The phenomena or dilemma of “cultural aridity” in Singapore may have similarities with the problem of “urban sprawl” in Penang. On this premis, initially the article discusses Hadijah Rahmat’s Kilat Senja . Do the socio-cultural issues of the Malay community in Singapore also occur in Penang? The answer to this question may be explicitly and implicitly resolved in Azmi Iskandar Merican’s work, Aci Patmabi . Subsequently the article raises and explores a variety of questions on the course of socio-cultural developments of the Malay community in Singapore and Penang. A new, diminutive species of Rock Gecko, Cnemaspis shahruli sp. nov. from Penang Island, Penang; Pulau Jerejak, Penang; Pulau Pangkor, Perak; and the adjacent mainland at Sungai Sedim, Kedah was previously confused with juveniles of the sympatric, endemic species C. affinis (Stoliczka) on Penang Island. Cnemaspis shahruli sp. nov. is diagnosed from all other Southeast Asian Cnemaspis on the basis of several unique aspects of squamation, coloration, and body size. It is proposed that this new species has a more extensive mainland distribution than is presented here based on its southernmost record on Pulau Pangkor, Perak. A pattern of resource partitioning on the basis of body size, habitat, and activity period among sympatric species pairs of Cnemaspis is discussed.

The conflict in registration of waqf land in Malaysia has been prolonged for such a long time particularly in Penang. This conflict has contributed to the major setback in development of waqf land. This paper aims to examine the procedure in registration of waqf land from legal perspective with reference to provisions in National Land Code 1965 and the state law under Administration of The Religious of Islam (State of Penang) Enactment 2004. The methodology used in this paper wasqualitative and content legal analysis method. This paper found there were inadequacy and insufficiency in administration and registration of waqf enactment in Malaysia. There were also lacuna in National Land Code 1965 and obscure and uncertain in creation and registration of waqf land. This paper concludes that Penang State Islamic Religious Council (SIRC) is in dire need to enact a specific law relating to administration and registration of waqf land in Penang together with a major plan to reform and strengthen the power of Syariah Court in addressing the issue of registration of waqf land in Penang.

Abstract Since the escalated industrialisation and urbanisation process began traffic congestion has been a serious problem in many Malaysian cities. One of the solutions for the traffic congestion is by promoting public transport. Public transport is needed to manage the transport in cities. In 2007, a corporate body owned by the Malaysian Government named Prasarana Malaysia, introduced the Rapid bus service in Penang. Currently, Rapid bus is the main public transport operator in Penang. However, the bus service had some setbacks and passengers had publicly voiced their dissatisfaction. Therefore, to encourage more people in using the public transport, a better public transport system should be provided and improved occasionally. Previous comprehensive studies were inadequate, and thus a detailed analysis of the bus service performance in Penang is needed. The Transit Capacity and Quality of Service Manual (TCQSM) was chosen for guidelines. Based on reviews from journals and papers three (3) objectives which focused on service frequency, on time performance and passenger load factor were chosen for the study. The study was conducted to evaluate the bus service performance in Penang. The study results obtained the quality of service (QOS) of D for the Rapid bus service performance in Penang, which was regarded as satisfactory. This showed that buses in Penang needed to be greatly improved to change the passenger’s perceptions.

Since Penang, Malaysia was recognized and given World Heritage status by UNESCO in year 2008, the growth in tourist arrivals has been found increasing. More hotels are seen mushrooming to accommodate for the increasing number of hotel guests. Surprisingly, hotel room price in Penang are found to vary largely across different hotels despite the close proximity. This study aims to examine the significant hotel attributes associated with the hotel room price in Penang. The data are about 83 different hotels in Penang and are obtained from an internet hotel reservation website and the attribute, lowest hotel room price is used as the dependent variable. The results of the analysis show that multiple linear regression and quantile regression share common characteristics and differences in some aspects. The empirical results are hoped to serve as a reference for hoteliers to develop effective strategies to maximize hotel revenue.

AbstractBeing the concluding part of the study on the Chinese in the nineteenth-century Straits Settlements, the inquiry has a twofold aim: to construct a social alignment pattern of the Chinese in Penang, and to compare the pattern with those in Singapore and Malacca. Altogether 14,500 names of donors from epigraphic sources were processed.The Penang Chinese exhibited a rather unique social alignment pattern in that the Hokkiens had been very active in a number of community oriented associations. Cases of cross-dialect-group participation were few, as compared to the other two settlements, for the various dialect groups in Penang, particularly the Hokkiens, were largely attracted to the inter-provincial associations. This was a unique social alignment pattern.The findings from Penang, together with those in Singapore and Malacca were used to reconstruct an unidimensional scale for measuring the system rigidity of Chinese voluntary associations.

AbstractFrom the early days when the Chinese immigrants started to arrive in Penang, until as recently as the first part of the 20th century, the Chinese had participated actively in the economic, social and political development of Penang. Among these pioneer immigrants, there was a group which was small and little noticed, compared to the commercially active traders, planters and laborers. Although not much written about, this group of individuals who contributed significantly to the educational and cultural development of the Chinese community in Penang was remarkably well captured in the book, Nanyang yingshu haixia zhimindi zhilüe (Gazetteer of the Nanyang British Straits Settlements), compiled by Song Yunpu, a Minguo (Republican period) merchant, and published around 1930. This article aims to study this particular group of Chinese in Penang by examining their aspirations and actions, to bring about an awareness of their influence and contribution.

The second Penang Bridge is a new bridge under construction in Penang, and will become the longest bridge in Malaysia and Southeast Asia. The purpose of this test is to estimate the bearing capacity of the form travelers in the second Penang Bridge. The pre-loading test simulates the construction stage of the typical edge beam and slab section. By observing the strain and deformation data of the form travelers, stress and displacement were analyzed to ascertain the performance and safety of form travelers and to provide evidence for the main beam alignment control in construction.

One of the healthy behaviors can be realized by removing human waste (feces) / defecate in a healthy way or in place, such as a toilet. Early data collection in Banglandek Hamlet, Gunung Kesan Village, Karang Penang Subdistrictshows that in 15 families there were 10 families who had a habit when defecating in the river. The problem of the lack of use of latrines is influenced by the lack of environmental health behavior in the community. This study aims to describe the behavior of the community in using clean and healthy latrines in Banglandek Hamlet, Gunung Kesan Village, Karang Penang Subdistrict. This study used a descriptive research method. The population in this study was all family leaders in Banglandek Village. There were 87 respondents in this study. Data collection using a questionnaire. The research was conducted in Banglandek Hamlet, Gunung Kesan Village, Karang Penang Subdistrict in December 2018. The results showed that the community behavior of Banglandek Hamlet, Gunung Kesan Village, Karang Penang Subdistrict in using clean and healthy latrines of 87 respondents was (59%) or 51 respondents behaved negatively, while almost half (41%) or 36 respondents behaved positively .To increase ownership, use and use of clean and healthy toilets in the Benglandek Hamlet, Gunung Kesan Village, Karang Penang Subdistrict, motivation and guidance are needed.

In Penang, all waqf properties are under the sole trusteeship of the Penang Islamic Religious Council (MAINPP). To date, Mohamed Hashim Waqf Land has already been productively developed in accordance with the waqf givers wishes. However, there are significant issues and challenges remain in the waqf property development process of Mohamed Haji Hashim Waqf Land. Hence, this study was conducted to analyze lessons learnt from Mohamed Haji Hashim Waqf Land development. This study uses qualitative research methodology. The data was collected via library research method and semi-structured interview. Later, the data was analyzed using thematic and content analysis method. The findings prove that there are several issues and challenges that arise and need to be addressed by MAINPP to ensure the development of waqf lands in Penang can be proceeded without hitches. The results of the study consist of valuable lessons that can be proposed to MAINPP and the developer in improving the process of waqf land development so that waqf properties can be developed optimally and provide profitable returns to the Muslim community in Penang.

Salah satu bentuk transformasi yang ditemukan di Penang adalah hotel cagar budaya. Kehadiran status World Heritage Site (WHS) – Situs Warisan Dunia di George Town, Penang menjadi pendorong utama untuk mempromosikan keberadaan bangunan cagar budaya ke dunia melalui pariwisata. Untuk mencapai dan mewujudkan peluang besar tersebut, pemugaran menjadi salah satu langkah jitu yang dilakukan pemilik untuk mengubah (adaptasi) fungsi bangunan cagar budaya. Penelitian ini menggunakan metode kuantitatif dan kualitatif. Hasil penelitian menunjukkan signifikansi peremajaan pada hotel cagar budaya ketika pendekatan prosedural pedoman WHS diterapkan secara ketat, sedang atau lemah yang akan membuat nilai yang berbeda untuk metode perbaikan bangunan.

The tax avoidance cases in Malaysia increased year by year. The tax avoidance led to country revenue under collected. Therefore, this study aims to investigate the factors that lead to tax avoidance among SME taxpayers in Penang, Malaysia. The study is performed by adopting the Approach-Avoidance Theory model. This model widely used to explain the decision making by the taxpayers to involve in tax avoidance activities. The framework of the study focused on four level factors namely tax complexity, tax compliance costs, tax rate and government transparency spending and tax education and tax knowledge. The objectives of this study are to determine the level and the relationship of tax complexity, tax compliance costs, tax rate and government transparency spending and tax education and tax knowledge and tax avoidance. This study employed the quantitative method by distributing the surveys to the SME taxpayers in Penang state. The total sample of this study was 420 respondents. Collected data were analyzed by using SPSS statistic version 25. As a result, the findings from the regression analysis revealed that tax complexity, tax compliance costs and tax education and tax knowledge significantly on the tax avoidance activities among SME taxpayers in Penang state. However, the study discovered that there is an insignificantly relationship between tax rate and government transparency spending with tax avoidance activities in Penang state. The results of this research are used to develop awareness among the SME owners and to reduce the tax avoidance cases in Penang, Malaysia.

This study investigates the impact of justice’s dimensions: distributive justice, procedural justice, interactional justice on performance appraisal satisfaction, and artificial intelligence utilisation to improve employee performance in Penang multinational companies (MNCs). They are grounded with Organizational Justice Theory as the theoretical framework to examine the relationship between Artificial Intelligence utilisation in enhancing justice to improve employee performance. Of the eleven states in West Malaysia, it may be said that Penang presents a somewhat different situation from the other ten in terms of demography, economics, geography and politics, to mention a few basic features. Situated in the northern part of the country, the state of Penang (which comprises the island and a narrow strip, Province Wellesley, on the mainland) does not exhibit the features of a typical Malay state—a Malay-majority population, a predominantly Malay agricultural economy and a Malay Mentri Besar (Chief Minister) leading a Malay-dominated State Assembly which governs the state for the sultan, the symbol of Malay political power. Instead it has a Chinese-majority population, an economic infrastructure based primarily on commerce and trade rather than agriculture and a Chinese Chief Minister leading a Chinese-dominated State Assembly.In contrast to the other Malay states, the central political role in Penang is played by the Chinese community. Whichever political party is aspiring to come to power in the state must have significant Chinese electoral support.Against the background of a Malay-dominated Federal Governmentstriving to ensure uniformity of political, cultural, linguistic and socio-economic goals, Penang poses a challenging situation.

The study investigates apartment’s façade thermal performance with neo-minimalist architectural style in Penang, Malaysia. Neo-minimalist style is considered as the most popular style in Malaysia in 2010s. The style is rediscovering from early modern minimalist movement with a design concept “less is more”. It applies minimal and efficient design of architectural character in defining form and space. Penang Island the second most important city in Malaysia after Kuala Lumpur. It is located at the north-western part of the country. The first case studies is the Light Linear apartment which has sixteen stories located on the east cost of Penang Island at Pantai Street, Penang. The second case study is BayStar apartment building, the eleven stories building tis located in Bayan Lepas at the seaside facing Jerejak Island. In order to conduct this study Fluke Ti20 thermal imager was used to capture thermal images for the west facades of the selected case study hourly from 12:00 to 6:00 pm on 15th March 2017. The study finds that the recessed wall, balconies and the shading devices were the important elements to provide shades on the façades for good thermal performance.

Purpose – This study aimed to analyse the role of the Waqf Fund Scheme, by taking Penang (or Pulau Pinang) as one of the states in Malaysia as a sample of the study. Waqf Fund Scheme was established by the Islamic Religious Council of Penang, Majlis Agama Islam Negeri Pulau Pinang (MAINPP), in an effort to develop the economy of the Muslim community in the state. Design/methodology/approach – This study analysed the contribution that this endowment fund makes towards a comprehensive scheme of economic development, namely, in terms of the economic, spiritual and social welfare of the Muslim community in Penang. The primary source of data was obtained through interviews conducted by the researcher with the Manager of the Waqf Fund Scheme, the Head of Administration and Finance Section and the Account Executive of MAINPP. The researcher also interviewed respondents from four institutions that were beneficiaries of the Waqf Fund Scheme. Findings – The findings of this research show that the endowment fund scheme plays an important role in the economic development of the Muslim community in Penang. The Waqf Fund Scheme contributes by way of providing a financing facility towards the acquisition of waqf assets or through cash support channelled to associations or committees of a masjid. Research limitations/implications – This study only focuses on Waqf Fund Scheme which was established by MAINPP. Practical implications – This study is expected to contribute to the improvement of the Waqf Fund Scheme management. Originality/value – The paper is the first attempt to address the Waqf Fund Scheme contributions by MAINPP, particularly in Penang.

The market which is a means of improving the community's economy is a meeting place between sellers and buyers and conduct transactions of goods or services. The market is a mechanism for exchanging goods and services that is natural and has been going on since the beginning of human civilization. In Islam the market is very important in the economy. In this study, researchers used qualitative research methods, namely research that intends to examine the phenomena experienced by the subject with this type of field research or field research. Sources of data obtained through interviews, observation and documentation. The informants are the people of Karang Penang Sampang, starting from sellers, buyers, suppliers of goods or market guards. The results showed that the implementation of the market mechanism in the Penang Sampang coral market went naturally, both in the procurement of goods and in determining prices. The view of sharia economics on the implementation of transactions in the Penang coral market is in accordance with sharia economic principles. Hasil penelitian menunjukkan bahwa bahwa pelaksaan mekanisme pasar di pasar karang Penang Sampang berjalan secara alamiah, baik dalam pengadaan barang ataupun dalam penentuan harga. Adapun pandangan ekonomi syariah terhadap pelaksaan transaksi di pasar karang Penang telah sesuai dengan prinsip ekonomi syariah. A World Heritage listing for Penang highlights this question by revealing a vibrant civil society network that has made heritage conservation an issue for public discourse and policy agenda. This paper discusses how the marginalized trajectory of Penang is related to the development of its civic realm, social cohesion and local identity, which are sources of Penang's voluntarism. It then examines the engagement pattern of the Penang Heritage Trust, a leading association, which has mounted resistance against the state's failure in heritage provision. This bottom-up approach has preserved Penang's cultural heritage and associated identity, and reveals the distinct nature and capacity of Penang's voluntary sector that goes against the general pattern in Malaysia.

Long-term water contamination, including heavy metals, may harm the reputation of the location. Because of this, it is necessary to do regular water quality checks. In light of the high expense of instrument monitoring, biomonitoring based on enzymes is rapidly gaining popularity around the world. For the purpose of this investigation, a molybdenum-reducing enzyme from the Serratia marcescens strain DRY6 that is sensitive to the heavy metals was used to build a quick inhibitory enzyme assay. The bacterium's molybdenum-reducing activity is extremely vulnerable to heavy metals. With the help of the established assay, heavy metals were detected in water samples collected in Malacca, Penang, and Perak. A number of sampling locations in Penang were found to be inhibiting enzyme activity, while all sampling locations in Malacca and Penang were confirmed to be free of high heavy metal concentrations. The Malaysian Department of Environment has set a maximum permissible limit for the suppression of Mo-reducing enzyme activity in Penang. Detection of heavy metals can be done in less than ten min at room temperature. The entire procedure takes less than 20 min. a first screening procedure or even a near real-time method for routine monitoring of heavy metals, assay is quick and straightforward.

Penang Youth Development Corporation took the “Penang Young Digital Talent Program” initiative to bridge the gap between Malaysian youth’s current digital skills and emerging technologies market demands. The program comprises different online courses such as web design, digital marketing, etc. The objective of this study is to understand the level of participants’ digital competency and, secondly, investigate the impact of participants’ digital competency on their perceived employability and examine the mediating role of course quality. This study employed a cross-section design method, and data were collected using purposive sampling. The participants (Nn= 385) of this program range from 18 to 22 years old, either born in Penang or have resided in Penang for a minimum of 3 years. The data were analyzed using Smart PLS 3.0. Post-online course findings show that digital content creation, information and data literacy, and problem-solving have a significant and positive relationship with perceived employability. Moreover, course quality significantly mediates the impact of communication and collaboration, digital safety and information and data literacy on the perceived employability of Malaysian youth. The findings of this research have implications for policymakers responsible for education, emphasizing youth’s acquisition of digital skills to help them succeed in the current workplace.

AbstractTotal suspended sediment (TSS) plays a significant role in the environment. Many researchers show that TSS has a high correlation with the red portion of the visible light spectrum. The correlation is highly dependent on geography of the study area. The aim of this study was to develop specific algorithms utilizing corrected MODIS Terra 250-m surface reflectance (Rrs) product (MOD09) to map TSS over the Penang coastal area. Field measurements of TSS were performed during two cruise trips that were conducted on 8 December 2008 and 29 January 2010 over the Penang coastal area. The relationship between TSS and the surface reflectance of MOD09 was analysed using regression analysis. The developed algorithm showed that Rrs are highly correlated with the in-situ TSS with R2 is 0.838. The result shows that the Rrs product could be used to estimate TSS over the Penang area.

Previous researchers’ general impression inferred that western colonialists contributed to the decline of waqf practice in the Muslim world. However, whether this statement is accurate in the case of the British colonial rule in Penang is uncertain. This research paper reviewed waqf practice in Penang under the British colonial rule. This paper also discussed how the colonial rule influenced and impacted waqf development in the state. Due to the nature of the study, doctrinal legal research methodology was employed, which involved examining law cases, legal provisions, policy documents, books, journal articles, and working papers. This study found that the British colonialists did not abolish waqf but improved its practice according to English trust and charitable laws. Unlike other colonialists, waqf practice under British rule in Penang had flourished, albeit with some flaws. The authors are convinced that this writing will provide a balanced perception of the colonialists and their hidden purpose in occupying the Malay states.

Until recently, it was believed that Hydrilla verticillata, a widespread aquatic weed, did not generally produce seeds. There were reports that the monoecious biotype from the U. S. was sometimes capable of producing viable seeds, although these were not described in any detail. Recent work at the USDA ARS Aquatic Weed Research Laboratory, Ft. Lauderdale, FL, identified a monoecious biotype of H. verticillata from Penang Island (Malaysia) that is self-fertile and reliably produces viable seed. This biotype may also be crossed with other biotypes including the female dioecious plant from Florida. This work was undertaken to describe the anatomical characteristics of seeds and developing seedlings, using light and electron microscopy.Seeds and seedlings of the Penang Island biotype and Florida X Penang Island cross were processed for light and scanning electron microscopy (SEM). Fixed and fresh material was used. Seeds and seedlings were fixed in 2% paraformaldehyde and 0.1% gluteraldehyde in 0.1M phosphate buffer, pH 7.0. and dehydrated to 100% ethanol.

The city of Penang is failing to cope with the old transportation infrastructure due to the rapid economic growth and the boost of migration for work. The involvement of stakeholders in the deliverance of mass transport services is necessary to meet public needs. The findings from the case study reveal that Penang is in an acute need for a well-connected and robust sustainable transport system. The current structure of creating government policies is inadequate for the handling of the congestion along with policies it needs integration of the transport systems with rail systems. The authors propose that the adoption of a Public Value measurement framework can significantly improve the desired outcomes. The framework enables public managers to understand the needs of citizens and deliver a right balance of infrastructure development and amendments needed in policy that can help Penang achieve a value-based sustainable transportation system.

Abstract:
This study highlights that the British had long experiences in the Malay Peninsula before Francis Light’s acquisition and development of Penang, due to the central role of Malayan ports such as Kedah, Takuapa, Langkasuka, Terengganu, Palembang, Siak, and Malacca in global trade between China and India. Under the influence of Islam, Malacca (and, to a lesser extent, Kedah) became a Muslim Sultanate and reached its peak in this trading network, which attracted European traders (and subsequent colonialism), initially from Portugal and Spain, and later France, the Netherlands, and Britain. After the East India Company attained hegemony in India, it was strongly placed to extend its power from its presidencies in Calcutta, Bombay, and Madras. The EIC’s main focus was Bengal, where the Company founded the Fort William College as its headquarters in Calcutta. As trade with China became more important, the Malay Peninsula commensurately became a more attractive destination for investment due to its closer proximity to the Chinese sea lanes, and closer access to the Indo-Malay hinterlands and their products. In 1784, the EIC sent Kinloch to Aceh but he was unsuccessful in negotiating to establish a factory there. Nevertheless, they succeeded in establishing a foothold in Malaya with Francis Light’s embassy to Riau, Kedah, and Penang. Kedah also became prosperous under the Muslim Sultanates. Many Chinese and Indian merchants were settled there, benefitting from the trade in jungle products like camphor, betelnut, bird nests, situated near the Kedah River, was identified as a strategic location. Sultan Muhammad Jiwa Zainal Abidin Muazzam Shah II of Kedah (r. 1710-1778) at that time was facing many internal as well as external conflicts. His son Sultan Abdullah Mukarram Shah (r. 1778-1797) also suffered the same fate. As a result of internal crisis and dynastic intrigues, he agreed to lease Penang to the EIC in exchange for military assistance in 1785. In July 1786, Francis Light sailed from Calcutta and reached Penang in August, and thus Penang became an EIC stronghold.

Abstract:
Management of waqf properties by Penang State Islamic Religious Council (MAINPP) as sole trustee of waqf has faced many challenges that need to be identified before any proposal on the development of the properties can be implemented. Hence, the proposed development may properly be realized and will achieve the waqf purposes. This article focuses on the challenges faced by MAINPP in the management of waqf properties in Penang. The data was collected through an analysis of the Penang State Waqf Report, published by Penang State Mufti Department, and supported by an interview with the Head of Waqf Unit of MAINPP. The study has identified four main challenges: Firstly, misunderstanding in the society regarding the role of MAINPP as sole trustee of waqf properties. Secondly, the leasehold status of endowed lands. Thirdly, legal disputes arising out of endowed lands. Fourthly, interference of heirs in management of waqf properties. The study concluded that it is important for stakeholders to scrutinize these challenges while planning for waqf properties development in Penang. ABSTRAK Pengurusan harta tanah wakaf oleh Majlis Agama Islam Negeri Pulau Pinang (MAINPP) selaku pemegang amanah tunggal wakaf berhadapan pelbagai cabaran yang perlu dikenal pasti sebelum sebarang cadangan pembangunan ke atas harta tanah tersebut dijalankan agar pembangunan dapat disempurnakan dengan baik serta mencapai maqasid wakaf. Artikel ini membincangkan mengenai cabaran yang dihadapi oleh MAINPP dalam mengurus harta tanah wakaf di Pulau Pinang. Data dikumpul melalui analisis Laporan Wakaf Negeri Pulau Pinang yang diterbitkan oleh Jabatan Mufti Negeri Pulau Pinang serta disokong temubual terhadap Ketua Unit Wakaf MAINPP. Dapatan kajian menemui empat cabaran utama: Pertama, salah faham masyarakat terhadap peranan MAIN selaku pemegang amanah tunggal harta tanah wakaf. Kedua, status pegangan pajakan ke atas tanah yang diwakafkan. Ketiga, pertikaian undang-undang terhadap tanah yang telah diwakafkan. Keempat, campur tangan waris dalam pengurusan harta tanah wakaf. Cabaran ini penting untuk diteliti oleh pihak berkepentingan dalam menjalankan perancangan pembangunan harta tanah wakaf di Pulau Pinang.
