Abstract:
Institutional charity is a charity trustee body appointed by the Islamic government for a state or country aimed at governing the collection and distribution of zakat and all related recipients. In Malaysia, zakat management is under the responsibility of His Royal Highness (HRH) Sultan or King. However, for those states that do not have the monarch as Melaka, Sabah, Sarawak and Penang, zakat management is under the responsibility of His Majesty the Yang Di-Pertuan Agong (SPBA). In most states, the management and administration of charity performed by the State Islamic Religious Council (MAIN) and the state government as a representative of each of the sultan or king. Even so, the state of Malacca, Kuala Lumpur, Pahang, Negeri Sembilan, Selangor and Penang, management and administration is carried out by the institution's corporate charity. Out of the total of the country, the management and administration of the zakat institution in Penang is unique because the Penang State Government administration headed by a non-Muslim. The question is, how is the political economy of charity institutions in Penang under the administration of the state government led by the non-Muslim? Are the Penang state government plays a role in determining the direction of zakat institutions governance in Penang? Based on these issues, the study was conducted to identify and analyze the political economy of charity institutions in Penang. This study was performed using two methods of data collection, namely the first, methods study the document; and second, the interview method. The data collected is then analyzed using content analysis. The results of the analysis, it can be concluded three things. First, the establishment of Zakat Pulau Pinang (ZPP) is a strategy Majlis Agama Islam Negeri Pulau Pinang (MAINPP) to strengthen the political economy of charity institutions in Penang. Second, the economy and politics mutually need each other in charity governance institutions in Penang. Third, the political economy of charity institutions in Penang has made zakat governance in Penang more systematic and professional and have a positive impact on the improvement of collection and distribution of zakat in Penang.Keywords: Political Economy, Political Economy Institutions Zakat, Zakat Institution in Penang

Heritage culture and building in Penang have become among value asset in Malaysia. George Town inner cities most treasure architecture are located and can divided into several zone, it culture has been moulded by the succession of civilization that arrive and shaped its urban growth. Heritage building in the inner city exposes the sense of compromise between the pioneers, earlier settlers and later immigrants. The significant heritage character of George Town, Penang is reflect upon the predominant pre war buildings, the heritage buildings dates back to between late eighteen century and early nineteenth century. Abstract:
This paper presents detection of climate change in Penang Island by using precipitation data based on interpolation technique. Climate change brings about vast and everlasting effects on all living creatures on the Earth. These effects are especially detrimental towards heritage sites, landscapes and businesses based in Penang Island, Malaysia. This study focuses mainly on investigating the indication of climate change in Penang Island over the period of 2003-2018 by utilising sound application procedures of proven analysis methods. Two deterministic interpolation methods are used to produce new estimation points based on the precipitation data to enrich the monitoring network of rainfall stations in Penang Island. Monthly and monthly-average precipitation maps for Penang Island are produced by using inverse distance weighting interpolation method. Results reveal that seven out of twelve months of a year show increasing precipitation trends over the period of study and March is the only month that shows a decreasing trend in precipitation. Monthly-average precipitation in Penang Island also displays a gradual trend of precipitation increase over the period of study, further conforming the finding of monthly precipitation increase over the period of study. The finding of this study provides insight for local agriculturists and ministry to make better decision in response to climate change in Penang.

The way of life of the Malay community cannot be separated from its traditional kampong or rural life, which forms the earliest template of life as family, community and nation, from the earliest stages to the developments of today. Changes over time have given rise to corresponding changes in the kampong, transforming them into advanced, modern towns and cities. This phenomenon occurred in Singapore and Penang, two cosmopolitan states of the Straits Settlements with close historical links. What occurred in Singapore may be discovered in Penang as well. The phenomena or dilemma of “cultural aridity” in Singapore may have similarities with the problem of “urban sprawl” in Penang. On this premis, initially the article discusses Hadijah Rahmat’s Kilat Senja . Do the socio-cultural issues of the Malay community in Singapore also occur in Penang? The answer to this question may be explicitly and implicitly resolved in Azmi Iskandar Merican’s work, Aci Patmabi . Subsequently the article raises and explores a variety of questions on the course of socio-cultural developments of the Malay community in Singapore and Penang. A new, diminutive species of Rock Gecko, Cnemaspis shahruli sp. nov. from Penang Island, Penang; Pulau Jerejak, Penang; Pulau Pangkor, Perak; and the adjacent mainland at Sungai Sedim, Kedah was previously confused with juveniles of the sympatric, endemic species C. affinis (Stoliczka) on Penang Island. Cnemaspis shahruli sp. nov. is diagnosed from all other Southeast Asian Cnemaspis on the basis of several unique aspects of squamation, coloration, and body size. It is proposed that this new species has a more extensive mainland distribution than is presented here based on its southernmost record on Pulau Pangkor, Perak. A pattern of resource partitioning on the basis of body size, habitat, and activity period among sympatric species pairs of Cnemaspis is discussed.

Abstract:
The conflict in registration of waqf land in Malaysia has been prolonged for such a long time particularly in Penang. This conflict has contributed to the major setback in development of waqf land. This paper aims to examine the procedure in registration of waqf land from legal perspective with reference to provisions in National Land Code 1965 and the state law under Administration of The Religious of Islam (State of Penang) Enactment 2004. The methodology used in this paper wasqualitative and content legal analysis method. This paper found there were inadequacy and insufficiency in administration and registration of waqf enactment in Malaysia. There were also lacuna in National Land Code 1965 and obscure and uncertain in creation and registration of waqf land. This paper concludes that Penang State Islamic Religious Council (SIRC) is in dire need to enact a specific law relating to administration and registration of waqf land in Penang together with a major plan to reform and strengthen the power of Syariah Court in addressing the issue of registration of waqf land in Penang.

Abstract:
Ethnicity has always been regarded as a central issue in Malaysia’s socio-political and economic spheres. Whilst it is true that the country has been able to sustain a relatively stable political economy, at least since the Malay-Sino Riot of 1969, Malaysian inter-ethnic relationships remain fragile and delicate. This thesis explores the importance of ethnicity for Malaysians by focusing on the relationships between Malay and Chinese students in Penang and Glasgow. Drawing upon data acquired from fifty-five interviews, observations and secondary data analysis, the thesis locates the importance of ethnicity within a dialectical relationship between the State (Malaysia’s societal structures of family, education, occupation and politics) and the everyday actors (understanding, experiences and challenges). In this way, the thesis presents an analysis of the complex ways in which ethnic identification and categorisation are practised at the macro-structural level, and explores their intersection with a wide range of individual and collective identities. The thesis also seeks to challenge the identity of the Malaysian ethnic and nation-state epistemology, arguing that the knowledge which it produces contributes to the formulation and maintenance of ethnic boundaries in the Malaysian everyday understanding. In contrast to the primordial understanding of ethnicity, this thesis argues from an instrumentalist standpoint for an understanding that the boundaries were socially constructed for instrumental ends led by the State elites. The findings suggest that the importance of ethnicity in Malaysia is beyond the everyday manifestation of identity. It involves several overlapping concerns of the boundaries – religious and cultural – which by habitus were built to become the essence of Malay-ness and Chinese-ness. Its practicality, however, is contextual and situational depending on locations, needs, regionality and interlocutors. The results were seen in the diversity of choices made by respondents in their spouse or partner preferences, social networks, education, occupation and political views.
