This thesis aims to study the role that public and territorial communication can play in the qualification and protection of the cultural and natural heritage of the Central African Republic, a country in conflict for several years. The research was based on the assumption that the development of a communication strategy in the Central African conflict environment is only possible through consultation between actors and non-actors, facilitated by mediation of third parties, whether physical or moral. The work was based on empirical data collected through semi-structured interviews with a sample made up of eighteen (18) individuals chosen from the entities that intervene directly or indirectly in the course of the conflict. As the research is of a qualitative type, the thematic analysis of the content of the respondents' speeches has made it possible to better understand the root causes of political and security instability in the Central African Republic

Congolese cultural heritage law is recent due to the young age of legal tools. In fact, this law that is inspired by French law because of cultural assimilation from French colonization. Instituted in a particular historical context, current conception of cultural heritage in Congo has been an emanation of colonial administrators and missionaries. This conception is essentially based in French cultural values. As a metropolis, France instituted the application of its laws in the colonies. An application not followed of actions because of the lack of heritage in the western understanding in Congo. When Congo got its independency in 1960, new Congolese elite graduated in French schools opted for a legal and institutional imitation to rule the State but also to protect cultural heritage. Consequently, first laws that illustrate this imitation are the Law 32/65 of August 12th 1968 providing the state with the possibility to create organs to develop culture and arts and the Decree 68-45 of February 19th 1968 fixing the operation procedures of the Law32/65 of August 12th 1968. This imitation revealed gaps because Congolese social and cultural conditions have not been taken into account. Therefore at the end of the 1970’s, there has been an attempt to come back to the traditional conception of cultural heritage, with for example the affirmation of Congolese cultural heritage. Congo still emphasizes this interest for the protection of cultural heritage by cultural development policies and adoption of two laws: the Law N°8-2010 of July 26th 2010 on the protection of national cultural and natural heritage and the Law N°09-2010 of July 26th 2010on the orientation of cultural policy in Congo. This is an additional walk towards the protection of cultural heritage, although this is still embryonic and very insufficient. However, it must be stressed that protection of cultural heritage encounters many difficulties linked to human and financial resources. This is why this work proposes some measures and initiatives in favor of an effective protection and management of Congolese cultural heritage

The Nzakara and Yakoma people live in the southeast of the Central African Republic and according to mythical accounts share common origins. Their musical heritages convey their cultural specificities which resonnate in their musical practices. Within their identity construction processes, it is possible to identify very different roles played by the forest and the river: the forest promotes closure and the river, opening.The Nzakara way of live is linked with the forest, which constitutes their main musical source of inspiration. They tend to be conservative, are not ready to move away from their sources, unaware of the realities of the fast-changing world. This pre-colonial society was strongly hierarchical. The music used in most cases by the poets is closely linked to the sociopolitical organization of the dynasty Bandia. The Yakoma way of live, conversely, is usually described as the "civilization of the river", which also constitutes their musical source of inspiration. They tend to be more open and adapt more easily to social changes. Their society is not organized hierarchically.The arrival of the colonists accompanied by Catholic and Protestant missionaries resulted in a virulent struggle against their religious symbols, musical practices and the musical instruments. This situation destabilized and disillusioned the Nzakara, leading them to abandon their cultural practices

Cultural heritage is by its own nature an exposition of national identity as well as a symbol of sovereignty. Thus a comparative study on it would give rise to implications beyond the relevant institutions. The cultural heritage system of France, a culmination of the Revolution, has indeed held an enduring reputation as the most sophisticated one in the world. Korea, on the other side of the globe, has been pursuing ambitious reform measures, ever since the enactment on the Protection of Cultural Property in 1962. Emphasis in the present work has been placed on the cultural heritage and the land. The reason is that the unique relationship of the two is believed to be fertile ground for comparison. Traditional attachment in France to the land in case of tangible or material cultural “patrimoine” would very well bring about fresh perspectives to Korea. It is to be noted that those cultural properties, not classified as “protected” ones thus falling out of the umbrella, are also dealt with rather extensively. One may find that state intervention or engagement is much more conspicuous in case of cultural heritage, as compared to other areas of culture. Decentralization epitomizes the administration of cultural “patrimoine” in France since 1980s, whereas role of the central government dominates in Korea, although foundations, associations and MECENATs are on the rise in numbers and activities. The development of the natural ressources and cultural is one of the national priorities being able to contribute to the eradication of poverty. It is within this framework that our proposal for a thesis is. After a brief presentation of the geographical and scientific contexts, methodology was approached, as well as the conceptual framework, the assumptions and the problems. Two pennies - prefectures seem to us particularly interesting: sub-prefecture of Mbaïki and that of Bayanga. Indeed, they belong to the main forest of Central African South-west, one of richest of Africa. At the sides of the cultural patrimonial potentialities, they constitute tourist potentialities. The forest was always one of the basic components of the medium of life of the populations because of the products of gathering, hunting and wood that they collect there and of the cultural inspirations that they draw there. These sanctuaries became major stakes. It is a reflection which we approached in our thesis entitled: “Tourist potentialities and heritages at the rural communities of Bayanga and Mbéko in Central African Republic: representations of the various actors and challenges”. The term of tourist potentialities is the whole of the resources whose development could in the future being source of Major Results the protection and the definition of a new use of these natural resources. For this, the development of the tourist éco activities were retained; the management of the heritage is also made economic manner and of a social interest. These is a creative and plain choice which are guided by directors and values, and also an ambition shared by the all community. In order to achieve this goal, the community uses all the existing levers for the development. It seems important to be aware of the present congolese situation and to learn about its potentialities in perspective. After independence, tourism was almost inexistant in congo. Yet the country has a great deal of natural and cultural resources. Nothing but the lack of exploitation of these resources prevents congo to develop an outstanding competitive position on the international market. Great financial efforts are required to enhance these touristic features by creating necessary infrastructures in terms of reception and supplies. The governement should have its priority objectives in the satisfaction of mostly european customers'needs. Therefore, every efforts should be made to get fair accommodation distributed on the whole country, and to develop the means of information for the customers. Measures in terms of cooperation with the tower operators, the formation of skilled labour contribute to the profitability of services, and to the development of the country. Despite some good effort, perspectives still depend on the governement'will to carry out the different projects under consideration
