Abstract:
Historical legacies play an important role in the rise of radical right parties in Central and Eastern Europe. This article conducts an in-depth study of the trajectory of a particular radical right party, the League of Polish Families, in a particular Central and East European country, Poland. The central objective of the article is to highlight that, although there are important similarities between the League of Polish Families and other radical right parties in both Central and Eastern Europe and Western Europe, the League of Polish Families differs in some respects, such as the composition of electorate and ideology from these parties. The article shows that the observed differences have their roots in the Polish historical legacy, that on some accounts deviates from the historical legacies present in other Central and East European countries.

Abstract:
The research objective of this paper is to analyse trends in contemporary nationalist and conservative political thought from the system and problem-based perspectives through the lens of Poland's international status in the 21st century. The subject of the analysis is the political thought of two parties − the League of Polish Families (representing the nationalist trend) and Law and Justice (the conservative trend) in two dimensions. First − in the ideological dimension, covering political views with the greatest degree of generalisation. Second − in the programme dimension, understood as a set of specific political proposals, creating concepts and defining the conditions for their fulfilment in the future. The research objective was contingent on the following research questions: How did the League of Polish Families and the Law and Justice Party define and describe international order? What values were assigned key roles in shaping Poland's international position? What international roles were assigned to Poland?

Abstract:
The League of Women (Liga Kobiet), until 1949 operating under the name of the Socio-Civic League of Women (Społeczno-Obywatelska Liga Kobiet), was a mass women’s organisation functioning in the Polish People’s Republic. Throughout the whole period, one of the priorities set by the organisation was to build up its mass character and, thus, to influence different social, professional and environmental groups of Polish women, fitting into the general agenda of implementing the communist regime in Polish society. Most League of Women’s members were also members to the Polish United Workers’ Party. The League of Women tried to play a role of a “utilitarian” organisation, supporting in a genuine and diverse way the Polish women’s environment. The period between 1945 and 1975 was the first stage of organisation’s activity; in the communist Polish People’s Republic it was a period of “isolation” of the Polish society from the Western world and of a significant influence of the Soviet Union’s policy on the social relations in the country. The League of Women was an example of an East European women’s organisation in the communist era.

Abstract:
The study focuses on spatial analysis of the general election results in Lower Silesia, Lodz and Lesser Poland voivodeships in a period between 2001 and 2015. Primary subjects of the analysis are political parties Law and Justice, Civic Platform, Polish People´s Party and Democratic Left Alliance, but particularly works also with the results of another parties (Self-Defence, League of Polish families, Modern). Standard electoral geography methodological methods, such as cartographic display of election results, correlation analysis and concentration of the election results measurement have been used on the local level and along with Polish and Czech literature review are included in the study. Main goal of the study was to find out if there are structural differences in terms of electoral support for the parties on both regional and voivodeship level. The analysis proved deeper context of the election results in the eastern regions along with a changing spatial structure of the Law and Justice support in the first decade of the 21st century and related deepening differences between voter bases of the Law and Justice and the Civic Platform- strongest parties in Poland. Findings of the analysis might be useful for upcoming research of the analysis of the electoral support in terms of regional differences.

Abstract:
Transfer and redistribution of wealth accompany most violent conflicts throughout the world, yet the local-level political and economic effects of this phenomenon remain unexplored. We address this omission by examining the long-term impact on the surrounding communities of the Nazi death camp Treblinka in Poland, where nearly a million Jews were murdered. The assets of murdered Jews sometimes ended up in the hands of the local population. We are able to identify the enduring impact of these property transfers on local economic and political outcomes because the exact location of Treblinka was exogenous to the characteristics of surrounding communities. We find that communities located closer to the camp experienced a real estate boom but do not exhibit higher levels of economic and social development. These communities also showed higher support for an anti-Semitic party, the League of Polish Families. Our findings speak to an important but overlooked challenge to post-conflict reconstruction and reconciliation.

Abstract:
The aim of the article is to indicate potential causes for formation of a government coalition with the extreme right-wing League of Polish Families (LPR) in Poland in 2006. The aim is to determine the motivation of the right-wing mainstream Law and Justice party to cooperate with LPR, but also to indicate potential reasons why the coalition was not concluded until nine months after the elections. The goal is therefore to highlight potential constraints in the formation of the coalition. The analysis uses theories of coalition formation based on the rational choice paradigm (office, policy and vote) combined with an empirical approach to coalition research, with particular emphasis on factors such as the structure of competition in the party system and the internal dynamics of parties. The starting point for this analysis is the result of research on the causes of cabinet collaboration with the extreme right in Western Europe. The aim is to indicate whether the motivations for forming a coalition with the extreme right in Poland are based on similar premises and mechanisms. The analysis combines the deductive approach resulting from the theory of coalition formation with the inductive analysis of facts and factors that accompanied the formation of the coalition. In order to achieve the assumed goals, the article uses quantitative and qualitative methods and systemic analysis.

Poland’s accession to the European Union determines future membership in the Economic and Monetary Union (EMU). The subject of the research is the analysis of Polish policy towards EMU membership during the first 15 years of Poland’s membership in the EU. The research is political nature and intentionally does not focus on the economic benefits and challenges associated with Poland’s membership in the EMU. The aim of research is to focus on changes taking place in the policy towards Poland’s membership in the EMU conducted by the ruling parties, successively by the coalition of the Civic Platform (PO) and the Polish People’s Party (PSL) – PO-PSL in years 2007–2015 and then by the Law and Justice (PiS) in years 2005–2007 in consultation with the Self-Defence (Samoobrona RP) and the League of Polish Families (LPR) as well as 2015–2019 in the coalition with the Jarosław Gowin’s Agreement (Porozumienie Jarosława Gowina) and Zbigniew Ziobro’s Solidary Poland (Solidarna Polska). The main research questions relate to how has Poland’s membership in the EMU been perceived by the ruling parties since 2004 and what are the reasons for the fact that joining the eurozone by Poland until recently had been the strategic goal of the ruling elite of the country, and nowadays the strategic goal has become non-entry into the EMU. The main research methods were the analysis of the content of documents and a comparative method. The first method allowed presenting the perspective of Poland’s entry into the euro area from the side of the ruling parties policy. That is why the text was mainly based on source materials, i.e. reports, government documents, political speeches, party election programs and press articles. The second research method allowed to compare the concept of Poland’s membership in the EMU presented in various programs of the ruling political parties. The result of the conducted research indicates the radicalisation of the views of the Polish political scene. It also proves that date of adoption of the single European currency depends not only on meeting the convergence criteria, but also on which political option will rule in Poland.

Abstract:
Among the numerous functions of political parties, the role of creating the governance system is highly significant. It manifests itself in the ability of political parties to establish permanent relations with the other parties and in this way provides the essence of a party system. The purpose of the present paper is to demonstrate the role the Law and Justice party (PiS) plays in the creation of the governance system. Since 2005, PiS has been one of the two dominant political parties struggling to win the parliamentary and presidential elections. In order to determine the scope of this party’s influence on the shape of the party system, their achievements in elections, parliament and Cabinet activity need to be analyzed. Such a quantitative analysis allows us to grasp PiS’s development trends in political competition. The paper discusses the reasons for their electoral success in 2005 as well as their defeat in 2007 and the aftermath of both these elections for the party’s competition to the government. The achievements of PiS confirm that this party has won the status of a party that structures the political competition, a status that has not been lost irrespective of the five elections at different levels that the party has lost. PiS has successfully adopted the postulates of the Left in terms of the economy and social issues, whereas it has maintained the image of a right-wing party in terms of the shape of the state and its moral foundations. PiS has managed to form an electorate that differs from other parties’ electorates in terms of its social and demographic properties as well as its political attitudes, which reinforces the position of PiS in the electoral struggle. Yet PiS has failed to establish a permanent coalition government. The elimination of Self-Defence (Samoobrona) and the League of Polish Families (LPR) from the Sejm has practically deprived PiS of any coalition potential, or has at least significantly reduced this potential. This, coupled with a continuously growing negative electorate, may turn out to constitute the main obstacle to PiS regaining power.

Abstract:
The exile years of Janusz Jędrzejewicz (1939-1951), a prominent and reputed educator of the inter-war Poland, deserve much of our attention. After the outbreak of the war, Jędrzejewicz initially took some effort to return to active military duty but these attempts failed to be successful. Along with the evacuation of the government, the Jędrzejewiczs had to leave Poland for Romania and had to remain there as exiles. Dull, everyday routine in exile in Romania was interspersed with Jędrzejewicz’s involvement in teaching maths and in meetings with fellow exiles, the followers of Józef Piłsudzki. The years from July 1940 until the end of the year, Jędrzejewicz and his family spent in Turkey. In the dire straits he was in at the time, to minimize stress and inconvenience in housing, he managed to find some balance and relief in his political and social activity. Jędrzejewicz managed to establish contacts with other exiles, notably Tatar, Caucasian and Ukrainian exiles. As a result of the meetings with the non-Polish émigrés, the concept of the so-called “Międzymorze – Intermarum”, a proposed federation of countries stretching from the Baltic Sea to the Black Sea, emerged. The years between 1940 and 1942 Jędzerzejowicz and his family spent in Tel-Aviv in Palestine. The local Polish political and military circles were closely associated with former “colonels” and Gen. Sławoj-Składkowski’s supporters and were labelled as “steadfast” or “unyielding”. In a straightforward way, the leadership of this group fell to Jędrzejewicz as the one who was the highest ranking Pilsudski-ite among them. The group became the core of the political movement founded upon a concept that underlined the ideas of the late marshal and represented their supporters in the Near East. Jędrzejewicz was very active in writing articles on social and political subjects and in giving lectures, including notably the one delivered on March 19, 1941 and entitled “On the occasion of the anniversary of the name day of First Marshal of Poland” He was also involved in talks with leaders of local Jewish and Arabic population. The presented concept of “Intermarum” was received with interest by politicians in exile from the Baltics, Slovakia, the Czech Republic and Hungary. It also formed an alternative to the realpolitik exercised by the government in exile.An important initiative of the group of the Pilsudski-ites was to publish Biuletyn Informacyjny (News Bulletin), and then to transform it into the official monthly Na Straży (On guard). The editor-in-chief of the periodical was Jędrzejewicz himself (from issue 18th onwards). In the course of time, still in Tel-Aviv and Jerusalem, the Piłsudski-ite groups grew more and more members. These circles, physically far from the government in exile in London and its influence, were thus more independent and formed a sort of a mutation and an alternative to the London-based Związek Pracy Państwowej (State Labour Union). Under the leadership of Janusz Jędrzejewicz, the Piłsudzki-ites in Palestine organized themselves in Związek Pracy dla Państwa (Union of Work for the State). The Polish political scene in exile was going through many dramatic changes and transformations. Political tension was aggravated further by Prof. Kot’s action who had returned from the Soviet Union in mid-1942. He perceived the activity of some of Polish exiles in the Near East as politically detrimental and anti-government. As for Prof Kot’s intense dislike for Jędrzejewicz, it was guided by the two following reasons: the latter’s influence in circles overtly reluctant to accept the stance adopted by the government represented by Gen. Sikorski, and, secondly, his personal grudge and resentment towards the former minister of religious affairs and education (Polish: MriOP). The political situation of the years 1944-1946 was decisive in creating the atmosphere less negative and more cooperative, and ultimately led to the emergence of the idea of a common platform for reconciliation and understanding for all splinter groups of Piłsudski followers. The common denominator for all was to be the Independence League, a political party in exile, of which, until 1947, Jędrzejewicz knew very little about. From 1942 the Jędrzejewiczs lived in Jerusalem, where they enjoyed good rapport and relations with local Arab leaders. Despite some health problems, Jędrzejewicz engaged himself in a series of lectures and continued to edit the periodical Na Straży. Soon, however, he was forced to step down this post due to aggravating health problems. Towards the end of 1946, the former prime minister was transferred to the reserve. This helped Jędrzejewicz to obtain a decision to be moved to Great Britain. Before he left Jerusalem, however, he spent half a year with his family in harsh conditions of El Kantara field hospital, which was also a transit camp for war refugees. The circles of the London-based Pilsudski-ites were very much counting on Jędrzejewicz’s Związek Pracy dla Państwa. The promoters of the Independence League also viewed the former prime minister, who was a one-time trustworthy aide to Marshal Piłsudski, as their potential leader. Jędrzejewicz himself was quite aware of his assets and the position he enjoyed within the hierarchy of values as a Piłsudski-ite and, despite bad health, was ready to support the League. In the first half of 1948, with the help of Jędrzejewicz, the fundamentals of the political program of the Poland’s Independence League were established. However, the following infightings and quarrels as to who was to head the League made Jędrzejewicz step down from the position of the leader of the League. From that time on, his activity was limited to writing articles and the participation in the work for the board of trustees of the London Piłsudski Institute. Jędrzejewicz’s last years of his life were undoubtedly influenced by his poor health (1948-1951). He was repeatedly hospitalized, which was taken advantage of by his political opponents in 1948. His physical state was very much influenced by his mental condition, which was a result the victimization and persecution he experienced between 1939-1943. An emotional shock for him was undoubtedly the news about his son who had been shot by the Germans in 1943, and the death of his former wife, Maria Stattler, in 1944. Eventually, all his energy was directed at administrative and research work. With his participation, or at his initiative, four research institutes were established at the time. The intention was to conduct historical or political science research there. Janusz Jędrzejewicz died on March 16th 1951. In exile, he was unfortunate enough to experience ostracism from fellow Poles, both as a politician and as a man. Still, he was far from shunning the world and, with dignity, he carried out his mission of executing the tasks once set by his Commander. As an exile, he was just as well a good representative of a Piłsudski-ite with a characteristic appropriate system of values that determined his life style. The ongoing internalization of the imponderables of his beloved Commander was though respected in the multi-faceted realities of Polish exile life.

Abstract:
Covid 19 – living the experience As I sit at my desk at home in suburban Brisbane, following the dictates on self-isolation shared with so many around the world, I am forced to contemplate the limits of human prediction. I look out on a world which few could have predicted six months ago. My thoughts at that time were all about 2020 as a metaphor for perfect vision and a plea for it to herald a new period of clarity which would arm us in resolving the whole host of false divisions that surrounded us. False, because so many appear to be generated by the use of polarised labelling strategies which sought to categorise humans by a whole range of identities, while losing the essential humanity and individuality which we all share. This was a troublesome trend and one which seemed reminiscent of the biblical tale concerning the tower of Babel, when a single unified language was what we needed to create harmony in a globalising world. However, yesterday’s concerns have, at least for the moment, been overshadowed by a more urgent and unifying concern with humanity’s health and wellbeing. For now, this concern has created a world which we would not have recognised in 2019. We rely more than ever on our various forms of electronic media to beam instant shots of the streets of London, New York, Berlin, Paris, Hong Kong etc. These centres of our worldly activity normally characterised by hustle and bustle, are now serenely peaceful and ordered. Their magnificent buildings have become foregrounded, assuming a dignity and presence that is more commonly overshadowed by the mad ceaseless scramble of humanity all around them. From there however the cameras can jump to some of the less fortunate areas of the globe. These streets are still teeming with people in close confined areas. There is little hope here of following frequent extended hand washing practices, let alone achieving the social distance prescribed to those of us in the global North. From this desk top perspective, it has been interesting to chart the mood as the crisis has unfolded. It has moved from a slightly distant sense of superiority as the news slowly unfolded about events in remote Wuhan. The explanation that the origins were from a live market, where customs unfamiliar to our hygienic pre-packaged approach to food consumption were practised, added to this sense of separateness and exoticism surrounding the source and initial development of the virus. However, this changed to a growing sense of concern as its growth and transmission slowly began to reveal the vulnerability of all cultures to its spread. At this early stage, countries who took steps to limit travel from infected areas seemed to gain some advantage. Australia, as just one example banned flights from China and required all Chinese students coming to study in Australia to self-isolate for two weeks in a third intermediate port. It was a step that had considerable economic costs associated with it. One that was vociferously resisted at the time by the university sector increasingly dependent on the revenue generated by servicing Chinese students. But it was when the epicentre moved to northern Italy, that the entire messaging around the event began to change internationally. At this time the tone became increasingly fearful, anxious and urgent as reports of overwhelmed hospitals and mass burials began to dominate the news. Consequently, governments attracted little criticism but were rather widely supported in the action of radically closing down their countries in order to limit human interaction. The debate had become one around the choice between health and economic wellbeing. The fact that the decision has been overwhelmingly for health, has been encouraging. It has not however stopped the pressure from those who believe that economic well-being is a determinant of human well-being, questioning the decisions of politicians and the advice of public health scientists that have dominated the responses to date. At this stage, the lives versus livelihoods debate has a long way still to run. Of some particular interest has been the musings of the opinion writers who have predicted that the events of these last months will change our world forever. Some of these predictions have included the idea that rather than piling into common office spaces working remotely from home and other advantageous locations will be here to stay. Schools and universities will become centres of learning more conveniently accessed on-line rather than face to face. Many shopping centres will become redundant and goods will increasingly be delivered via collection centres or couriers direct to the home. Social distancing will impact our consumption of entertainment at common venues and lifestyle events such as dining out. At the macro level, it has been predicted that globalisation in its present form will be reversed. The pandemic has led to actions being taken at national levels and movement being controlled by the strengthening and increased control of physical borders. Tourism has ground to a halt and may not resume on its current scale or in its present form as unnecessary travel, at least across borders, will become permanently reduced. Advocates of change have pointed to some of the unpredicted benefits that have been occurring. These include a drop in air pollution: increased interaction within families; more reading undertaken by younger adults; more systematic incorporation of exercise into daily life, and; a rediscovered sense of community with many initiatives paying tribute to the health and essential services workers who have been placed at the forefront of this latest struggle with nature. Of course, for all those who point to benefits in the forced lifestyle changes we have been experiencing, there are those who would tell a contrary tale. Demonstrations in the US have led the push by those who just want things to get back to normal as quickly as possible. For this group, confinement at home creates more problems. These may be a function of the proximity of modern cramped living quarters, today’s crowded city life, dysfunctional relationships, the boredom of self-entertainment or simply the anxiety that comes with an insecure livelihood and an unclear future. Personally however, I am left with two significant questions about our future stimulated by the events that have been ushered in by 2020. The first is how is it that the world has been caught so unprepared by this pandemic? The second is to what extent do we have the ability to recalibrate our current practices and view an alternative future? In considering the first, it has been enlightening to observe the extent to which politicians have turned to scientific expertise in order to determine their actions. Terms like ‘flattening the curve’, ‘community transmission rates’, have become part of our daily lexicon as the statistical modellers advance their predictions as to how the disease will spread and impact on our health systems. The fact that scientists are presented as the acceptable and credible authority and the basis for our actions reflects a growing dependency on data and modelling that has infused our society generally. This acceptance has been used to strengthen the actions on behalf of the human lives first and foremost position. For those who pursue the livelihoods argument even bigger figures are available to be thrown about. These relate to concepts such as numbers of jobless, increase in national debt, growth in domestic violence, rise in mental illness etc. However, given that they are more clearly estimates and based on less certain assumptions and variables, they do not at this stage seem to carry the impact of the data produced by public health experts. This is not surprising but perhaps not justifiable when we consider the failure of the public health lobby to adequately prepare or forewarn us of the current crisis in the first place. Statistical predictive models are built around historical data, yet their accuracy depends upon the quality of those data. Their robustness for extrapolation to new settings for example will differ as these differ in a multitude of subtle ways from the contexts in which they were initially gathered. Our often uncritical dependence upon ‘scientific’ processes has become worrying, given that as humans, even when guided by such useful tools, we still tend to repeat mistakes or ignore warnings. At such a time it is an opportunity for us to return to the reservoir of human wisdom to be found in places such as our great literature. Works such as The Plague by Albert Camus make fascinating and educative reading for us at this time. As the writer observes Everybody knows that pestilences have a way of recurring in the world, yet somehow, we find it hard to believe in ones that crash down on our heads from a blue sky. There have been as many plagues as wars in history, yet always plagues and wars take people equally by surprise. So it is that we constantly fail to study let alone learn the lessons of history. Yet 2020 mirrors 1919, as at that time the world was reeling with the impact of the Spanish ‘Flu, which infected 500 million people and killed an estimated 50 million. This was more than the 40 million casualties of the four years of the preceding Great War. There have of course been other pestilences since then and much more recently. Is our stubborn failure to learn because we fail to value history and the knowledge of our forebears? Yet we can accept with so little question the accuracy of predictions based on numbers, even with varying and unquestioned levels of validity and reliability. As to the second question, many writers have been observing some beneficial changes in our behaviour and our environment, which have emerged in association with this sudden break in our normal patterns of activity. It has given us the excuse to reevaluate some of our practices and identify some clear benefits that have been occurring. As Australian newspaper columnist Bernard Salt observes in an article titled “the end of narcissism?” I think we’ve been re-evaluating the entire contribution/reward equation since the summer bushfires and now, with the added experience of the pandemic, we can see the shallowness of the so-called glamour professions – the celebrities, the influencers. We appreciate the selflessness of volunteer firefighters, of healthcare workers and supermarket staff. From the pandemic’s earliest days, glib forays into social media by celebrities seeking attention and yet further adulation have been met with stony disapproval. Perhaps it is best that they stay offline while our real heroes do the heavy lifting. To this sad unquestioning adherence to both scientism and narcissism, we can add and stir the framing of the climate rebellion and a myriad of familiar ‘first world’ problems which have caused dissension and disharmony in our communities. Now with an external threat on which to focus our attention, there has been a short lull in the endless bickering and petty point scoring that has characterised our western liberal democracies in the last decade. As Camus observed: The one way of making people hang together is to give ‘em a spell of the plague. So, the ceaseless din of the topics that have driven us apart has miraculously paused for at least a moment. Does this then provide a unique opportunity for us together to review our habitual postures and adopt a more conciliatory and harmonious communication style, take stock, critically evaluate and retune our approach to life – as individuals, as nations, as a species? It is not too difficult to hypothesise futures driven by the major issues that have driven us apart. Now, in our attempts to resist the virus, we have given ourselves a glimpse of some of the very things the climate change activists have wished to happen. With few planes in the air and the majority of cars off the roads, we have already witnessed clearer and cleaner air. Working at home has freed up the commuter driven traffic and left many people with more time to spend with their family. Freed from the continuing throng of tourists, cities like Venice are regenerating and cleansing themselves. This small preview of what a less travelled world might start to look like surely has some attraction. But of course, it does not come without cost. With the lack of tourism and the need to work at home, jobs and livelihoods have started to change. As with any revolution there are both winners and losers. The lockdown has distinguished starkly between essential and non-essential workers. That represents a useful starting point from which to assess what is truly of value in our way of life and what is peripheral as Salt made clear. This is a question that I would encourage readers to explore and to take forward with them through the resolution of the current situation. However, on the basis that educators are seen as providing essential services, now is the time to turn to the content of our current volume. Once again, I direct you to the truly international range of our contributors. They come from five different continents yet share a common focus on one of the most popular of shared cultural experiences – sport. Unsurprisingly three of our reviewed papers bring different insights to the world’s most widely shared sport of all – football, or as it would be more easily recognised in some parts of the globe - soccer. Leading these offerings is a comparison of fandom in Australia and China. The story presented by Knijnk highlights the rise of the fanatical supporters known as the ultras. The origin of the movement is traced to Italy, but it is one that claims allegiances now around the world. Kniijnk identifies the movement’s progression into Australia and China and, in pointing to its stance against the commercialisation of their sport by the scions of big business, argues for its deeper political significance and its commitment to the democratic ownership of sport. Reflecting the increasing availability and use of data in our modern societies, Karadog, Parim and Cene apply some of the immense data collected on and around the FIFA World Cup to the task of selecting the best team from the 2018 tournament held in Russia, a task more usually undertaken by panels of experts. Mindful of the value of using data in ways that can assist future decision making, rather than just in terms of summarising past events, they also use the statistics available to undertake a second task. The second task was the selection of the team with the greatest future potential by limiting eligibility to those at an early stage in their careers, namely younger than 28 and who arguably had still to attain their prime as well as having a longer career still ahead of them. The results for both selections confirm how membership of the wealthy European based teams holds the path to success and recognition at the global level no matter what the national origins of players might be. Thirdly, taking links between the sport and the world of finance a step further, Gomez-Martinez, Marques-Bogliani and Paule-Vianez report on an interesting study designed to test the hypothesis that sporting success within a community is reflected in positive economic outcomes for members of that community. They make a bold attempt to test their hypothesis by examining the relationship of the performance of three world leading clubs in Europe - Bayern Munich, Juventus and Paris Saint Germain and the performance of their local stock markets. Their findings make for some interesting thoughts about the significance of sport in the global economy and beyond into the political landscape of our interconnected world. Our final paper comes from Africa but for its subject matter looks to a different sport, one that rules the subcontinent of India - cricket. Norrbhai questions the traditional coaching of batting in cricket by examining the backlift techniques of the top players in the Indian Premier league. His findings suggest that even in this most traditional of sports, technique will develop and change in response to the changing context provided by the game itself. In this case the context is the short form of the game, introduced to provide faster paced entertainment in an easily consumable time span. It provides a useful reminder how in sport, techniques will not be static but will continue to evolve as the game that provides the context for the skilled performance also evolves. To conclude our pages, I must apologise that our usual book review has fallen prey to the current world disruption. In its place I would like to draw your attention to the announcement of a new publication which would make a worthy addition to the bookshelf of any international sports scholar. “Softpower, Soccer, Supremacy – The Chinese Dream” represents a unique and timely analysis of the movement of the most popular and influential game in the world – Association Football, commonly abbreviated to soccer - into the mainstream of Chinese national policy. The editorial team led by one of sports histories most recognised scholars, Professor J A Mangan, has assembled a who’s who of current scholars in sport in Asia. Together they provide a perspective that takes in, not just the Chinese view of these important current developments but also, the view of others in the geographical region. From Japan, Korea and Australia, they bring with them significant experience to not just the beautiful game, but sport in general in that dynamic and fast-growing part of the world. Particularly in the light of the European dominance identified in the Karog, Parim and Cene paper this work raises the question as to whether we can expect to see a change in the world order sooner rather than later. It remains for me to make one important acknowledgement. In my last editorial I alerted you to the sorts of decisions we as an editorial and publication team were facing with regard to ensuring the future of the journal. Debates as to how best to proceed while staying true to our vision and goals are still proceeding. This book is a monograph, on the political party, that shows the birth, rise and fall of the League of Polish Families. In the chapter I the division was made into individual and collective actors. Chapter II is an attempt to describe the birth and functioning of LPF in the context of a broader national movement. Chapter III focuses on the fields of activities of the national party. Chapter IV is an attempt to recreate the role of LPF on the political scene. Chapter V is an attempt to play the role of LPF on the European political scene. Chapter VI is the description of a research taken on the party groups, surveyed with the usage of a questionnaire technique. Chapter VII is an empirical reflection of the views of LPF deputies and senators about political transformation and Polish integration with European structures. The tool for this method was mainly based on an open interview. As yet another summer approached with little prospect of change, Love Canal residents took more risks to get out of their toxic environment. On May 19, 1980, the LCHA detained two EPA representatives visiting the group’s headquarters. Residents were angered by the results of a much debated genetic test showing that roughly one-third of the thirty-six people sampled may have suffered chromosome damage (a possible indicator of future illness). Angry and confused, residents gathered en masse at the group’s headquarters. Spilling fuel on the lawn, they lit a fire that read “EPA.” Hoping to quell rising discontent, the EPA officials drove over to meet with Love Canal families. When they arrived, however, the two men were told “they couldn’t leave.” While Gibbs explained that she was protecting the men from the chaos outside, others proclaimed that they would be held until the federal government vowed to evacuate all area residents. “If we won’t be relocated, keep them here,” one activist remembered someone shouting. The scene grew increasingly tense. A crowd of residents, some holding two-by-fours, stood guard as police officers arrived. On the phone, Gibbs explained residents’ demands to politicians in Washington. “We’ll keep them fed, we’ll keep them happy,” she also told reporters. But the LCHA would not release the men. The drama ended a few hours later when the FBI phoned LCHA headquarters, darkly warning that agents would storm the home if the hostages were not freed in “six minutes.” The EPA representatives were let go—one thanked residents for serving delicious oatmeal cookies—while LCHA activists were put inside a police car, driven around the corner, and then released. That same month, LCHA figures engaged in a sit-in at the county legislature. The demonstration came after county politicians vetoed a novel plan to “revitalize” parts of Love Canal, including the possible purchase of outer-ring homes.

Abstract:
Under the United Nations Charter, the U.N. Security Council has several important functions and powers, not least with regard to taking binding actions to maintain international peace and security. The ten elected members have the opportunity to influence this area and others during their two-year terms on the Council. In this paper, we aim to illustrate some of these opportunities, identify potential guidance from prior elected members’ experiences, and outline the key procedures that incoming elected members should be aware of as they prepare to join the Council. In doing so, we seek in part to summarize the current state of scholarship and policy analysis in an effort to make this material more accessible to States and, particularly, to States’ legal advisers. We drafted this paper with a view towards States that have been elected and are preparing to join the Council, as well as for those States that are considering bidding for a seat on the Council. As a starting point, it may be warranted to dedicate resources for personnel at home in the capital and at the Mission in New York to become deeply familiar with the language, structure, and content of the relevant provisions of the U.N. Charter. That is because it is through those provisions that Council members engage in the diverse forms of political contestation and cooperation at the center of the Council’s work. In both the Charter itself and the Council’s practices and procedures, there are structural impediments that may hinder the influence of elected members on the Security Council. These include the permanent members’ veto power over decisions on matters not characterized as procedural and the short preparation time for newly elected members. Nevertheless, elected members have found creative ways to have an impact. Many of the Council’s “procedures” — such as the “penholder” system for drafting resolutions — are informal practices that can be navigated by resourceful and well-prepared elected members. Mechanisms through which elected members can exert influence include the following: Drafting resolutions; Drafting Presidential Statements, which might serve as a prelude to future resolutions; Drafting Notes by the President, which can be used, among other things, to change Council working methods; Chairing subsidiary bodies, such as sanctions committees; Chairing the Presidency; Introducing new substantive topics onto the Council’s agenda; and Undertaking “Arria-formula” meetings, which allow for broader participation from outside the Council. Case studies help illustrate the types and degrees of impact that elected members can have through their own initiative. Examples include the following undertakings: Canada’s emphasis in 1999–2000 on civilian protection, which led to numerous resolutions and the establishment of civilian protection as a topic on which the Council remains “seized” and continues to have regular debates; Belgium’s effort in 2007 to clarify the Council’s strategy around addressing natural resources and armed conflict, which resulted in a Presidential Statement; Australia’s efforts in 2014 resulting in the placing of the North Korean human rights situation on the Council’s agenda for the first time; and Brazil’s “Responsibility while Protecting” 2011 concept note, which helped shape debate around the Responsibility to Protect concept. Elected members have also influenced Council processes by working together in diverse coalitions. Examples include the following instances: Egypt, Japan, New Zealand, Spain, and Uruguay drafted a resolution that was adopted in 2016 on the protection of health-care workers in armed conflict; Cote d’Ivoire, Kuwait, the Netherlands, and Sweden drafted a resolution that was adopted in 2018 condemning the use of famine as an instrument of warfare; Malaysia, New Zealand, Senegal, and Venezuela tabled a 2016 resolution, which was ultimately adopted, condemning Israeli settlements in Palestinian territory; and A group of successive elected members helped reform the process around the imposition of sanctions against al-Qaeda and associated entities (later including the Islamic State of Iraq and the Levant), including by establishing an Ombudsperson. Past elected members’ experiences may offer some specific pieces of guidance for new members preparing to take their seats on the Council. For example, prospective, new, and current members might seek to take the following measures: Increase the size of and support for the staff of the Mission to the U.N., both in New York and in home capitals; Deploy high-level officials to help gain support for initiatives; Partner with members of the P5 who are the informal “penholder” on certain topics, as this may offer more opportunities to draft resolutions; Build support for initiatives from U.N. Member States that do not currently sit on the Council; and Leave enough time to see initiatives through to completion and continue to follow up after leaving the Council.
