As transformações administrativas que ocorreram no Brasil nas últimas décadas tornaram o Estado mais acessível ao cidadão, promovendo, na gestão educacional, práticas de participação e exercício da autonomia. Este estudo de caso tem como objetivo analisar a adequação do modelo de gestão implantado no campus pesquisado aos princípios e critérios de uma gestão participativa. Para tanto, foi feita a revisão da literatura sobre o tema, extraindo os principais critérios discutidos na atualidade, os quais serviram de base para a construção dos instrumentos de pesquisa. A aplicação das entrevistas e questionários foi feita na equipe gestora e em uma parcela representativa da comunidade escolar, respectivamente. A análise dos dados utilizou análise de conteúdo para as entrevistas e construção de tabelas para os questionários. Desta forma, analisando comparativamente os resultados, concluiu-se que a gestão pesquisada ainda está em construção, contendo algumas características de um modelo participativo.
The administrative changes that occurred in Brazil in recent decades have made the state more accessible to citizens by promoting in educational management, participation and exercise of autonomy practices. This case study aims to analyze the appropriateness of the management model implemented on campus researched the principles and criteria of participatory management. Therefore, the review of the literature on the subject was done by extracting the main criteria discussed nowadays, which served as the basis for the construction of the research instruments. The application of interviews and questionnaires was made in the management team and a significant portion of the school community, respectively. Data analysis used content analysis for interviews and build tables to the questionnaires. Thus, comparatively analyzing the results, it was concluded that the studied management is still under construction, having some characteristics of a participatory model.

Participative management increasingly gained momentum in the management of public institutions, such as schools after the 1994 democratic elections held in South Africa. The democratic values enshrined in the Constitution of the Republic of South Africa Act 108 of 1996 seemed to be critical in the management of schools, since they created the basis for staff participation in decision making. In this study the researcher investigates participative management practices at various secondary schools in the Uthungulu district of KwaZulu-Natal province in South Africa. The objectives of the study were to: To find out conditions which make participative management appropriate in secondary school; To determine the management development needs of school managers; To examine the factors which inhibit participative management in secondary schools, and To establish models which promote participative management in secondary schools. This investigation was undertaken to find out conditions which make participative management appropriate in secondary schools, and to examine the factors that inhibit participative management in secondary schools. The mixed method approach (qualitative and quantitative) was used in this study to collect data from principals and heads of departments in the Uthungulu district. The empirical study based on the findings of questionnaires and interviews confirmed that there is a need for vigorous and ongoing management development programmes for school management teams and that participative management is not a way of life in some secondary schools in the Uthungulu district. The main recommendations of this study included the need for the Department of Education to develop and strengthen organisational cultures which favour participative management practices, and to establish clear organisational structures which allow for staff participative management practices.

Abstract:
Após o processo de redemocratização do Brasil e da promulgação da Constituição de 1988, diversas instituições e instrumentos de gestão e planejamento do Estado implementaram em sua estrutura organizacional canais de participação popular. Na gestão das cidades essa tendência foi muito expressiva sobretudo após a elaboração do Estatuto das Cidades e muitas vezes foi acompanhada de medidas de descentralização administrativa. Considerando esse contexto, esta pesquisa tem o propósito de discutir os limites e possibilidades da participação popular na gestão urbana institucional por meio da análise dos conselhos participativos municipais (CPM) das Prefeituras Regionais do Município de São Paulo. Os CPM são instâncias que propõem políticas para os territórios paulistanos, além de apoiar e fiscalizar a administração descentralizada das prefeituras regionais. Para realizar essa investigação executou-se duas etapas metodológicas principais. Primeiramente, analisaram-se alguns indicadores de condições geográficas dos territórios paulistanos de modo a identificar prováveis desigualdades de possibilidades de participação da população nos CPM, em razão de piores ou melhores condições de vida nos distritos e locais de residência. Em seguida, buscou-se identificar os resultados práticos da ação dos CPM em medidas de planejamento e produção da cidade. O detalhamento do funcionamento concreto dos CPM foi obtido a partir de visitas a reuniões ordinárias em algumas prefeituras regionais e por meio de relatos e entrevistas semiestruturadas realizadas com conselheiros presentes nessas reuniões. De modo geral, observou-se que a pouca autonomia administrativa e orçamentária das prefeituras regionais tem impacto negativo sobre as possibilidades de intervenção dos CPM. Além disso, a própria normatização dos CPM que restringe sua atuação a um caráter meramente consultivo associada a frequente falta de apoio dos gabinetes das prefeituras regionais, acaba por desmobilizar os participantes, muitos deles passando a se ausentar das reuniões por se sentirem ignorados e sem poder efetivo. Contudo, apesar dos desafios e limitações de atuação dos CPM, grande parte dos conselheiros ativos destacam a importância do órgão, e alguns atribuem certas ações nos territórios à pressão dos conselhos. Os limites da atuação dos conselhos expõem contradições inerentes a uma sociedade em que os rumos da produção da geografia das cidades são restritos a círculos políticos e econômicos privilegiados. A resolução da demanda social por maior participação política acaba sendo efetivada apenas no plano formal.
After the process of redemocratization in Brazil and the promulgation of the Constitution of 1988, several institutions and instruments of state management and planning implemented in their organizational structure ways of popular participation. In the management of cities, this tendency was very expressive especially after the elaboration of the Estatuto das Cidades (City Statute) and was often accompanied by measures of administrative decentralization. Considering this context, this research aims to discuss the limits and possibilities of popular participation in institutional urban management through the analysis of Municipal Participative Councils (MPC) of São Paulo Regional Prefectures. MPC are instances that propose policies for São Paulo territories, in addition to supporting and supervising the decentralized administration of regional prefectures. To carry out this research was executed two main methodological steps. Firstly, some indicators of geographic conditions in São Paulo territories were analyzed in order to identify probable inequalities of possibilities of participation of the population in the MPC, due to worse or better living conditions in the districts and places of residence. Next, we sought to identify the practical results of the action of MPC in the planning and production measures of the city. The detailing of the operation of MPC were obtained from visits to ordinary meetings in some regional prefectures and through semi-structured reports and interviews with counselors present at these meetings. In general, it was observed that the low administrative and budgetary autonomy of regional municipalities has a negative impact on the possibilities of MPC intervention. Moreover, the regulatory standards of MPC, which restricts their activities to a merely consultative nature, associated with the frequent lack of support from the regional governments offices, demobilize the participants, many of whom are absent from meetings because they feel ignored and unable to participate effective. However, despite the challenges and limitations of the MPC, most active counselors emphasize the importance of the institution, and some attribute certain actions in the territories to the pressure of the councils. The limits of the council\'s performance expose contradictions inherent in a society in which the directions of the production of the geography of cities are restricted to certain privileged political and economic circles. The solution to the social demand for greater political participation ends up being carried out only in the formal plane.

Abstract:
This thesis is a record of research exploring the limitations to successful policy implementation. Using Community Care as the illustrative example, it asks what these limitations might be, casting a particular light on the part played by care managers, the front-line policy implementers responsible for "needs assessments" which is a key activity in the implementation of Community Care. There is a tension in care management between the influence of procedures and the degree of discretion necessary for needs assessment to be completed effectively. In what ways, then, are policy intentions affected by the activities of care managers? Community Care is an illustration of a public policy imposed by central government through a top-down process of implementation in what is argued as a rationalist endeavour to simplify the complexities of community care and reduce it to questions of technique and structure. This attempt to present a unified conceptualisation of community care is backed by managerial procedures referred to in the public management and policy literature as "managerialism". Social work practice theory provides a third example of the rationalist attempt to simplify processes involving complex social interactions. The limitations to rationalist explanations of community care implementation and the necessity for a different kind of analysis are explored. There is a parallel with the research methodologies employed for this research. The initial interviews were helpful in revealing the degree to which policy implementation was being thwarted by care managers, but this resistance was mirrored in their rejection of my interpretation of their practice. The common thread running through the normative approach to policy implementation, management, social work practice and research methodology is an adherence to positivist forms of knowledge. The implementation of Community Care raises questions of epistemology and ontology that undermine these powerful forms of knowledge. The claim is that a different epistemology suggests practices more likely to lead to effective outcomes. An organisational orientation to effectiveness is revealed in the degree to which outcome has become wedded to techniques of scientific rationalism. A service orientation would define outcome by the degree to which the needs of vulnerable adults were met through reflection upon key relationships. The first of these is an exercise in objectivity which is not well equipped to take account of the subjective experiences of practitioners exploring needs in relationship with vulnerable adults. The service orientation suggests an experiential and participative epistemology in which people engage in the process of learning and understanding most successfully when it is collaborative rather than imposed. The second phase of fieldwork was an experiment using a method built upon a participatory epistemology and gives the reader a glimpse of what might be possible in direct contrast to rationalist approaches. Work with two co-operative inquiry groups has led me to new understandings about the nature of learning for individuals and organisations. The thesis concludes that an effective learning environment facilitating positive and reflective use of discretion can be created through co-operative inquiry, although any approach would need to include other important participants, notably managers and service users, if it is to maximise its effectiveness in the long term.

Abstract:
The purpose of this study is to examine the root causes of the organisational inequity in the conventional retail banking sector in the Kingdom of Bahrain. It aims to recommend practical motivational and participative strategies to curb this problem. A critical review of three interdisciplinary fields (motivation, participation and leadership) has been conducted to identify inherent limitations in the key motivation theories and determine the main gaps in the existing knowledge. Although there is a broad literature providing useful insights, their applications remain untested and inconclusive. The current literature does not provide enough scope to understand the motivational process as an open system from a business perspective because psychoanalysis and behaviorism dominated the developmental process of most of the motivation theories. In addition, the extant literature provides a great deal of information about the explicit relationship between satisfaction and motivation but very little about the implicit relationship between dissatisfaction and motivation. This study uses mixed methods approach (quantitative and qualitative). Questionnaire and semi-structured interviews are used to collect the required numerical and non-numerical data. The main findings of this study confirm the existence of organisational inequity in the conventional retail banking sector in Bahrain, there is high demand for participative management due to lack of clear and effective motivational and participative strategies, although personal factors mitigate the negative impact of organisational inequity on motivation, inadequate monetary factors and ineffective non-monetary factors play a major role in determining the level of the organisational inequity, finally the motivational process in the conventional retail banking sector is an open system because it is exposed to changes in a wide spectrum of situational factors. The findings help raise awareness for decision-makers to introduce measures to promote and develop an Integrative Motivational Framework from which six practical recommendations are derived to integrate employees’ needs and expectations with the organisational objectives in order to address the organisational inequity.

In any organisation it is of the utmost importance that employees form part of the decisions made by management that influence them personally as well as those decisions that have an influence on their daily responsibilities. A sound principle that could be practised by managers to address this aspect is that of participative management. Although it will depend on the type of manager there is legislation in South Africa that forces managers to ensure that their personnel are managed in a participative manner. There are formal and informal methods to practice participative management in an organisation and certain factors that will have an influence on the successful implementation of this type of management style. In this research the focus will be on participative management at the police stations in the Eastern Metropole, Western Cape as well as a benchmarking with the police departments in Wyoming, United States of America. The methods that will be used to gather information to evaluate participative management will entail a questionnaire that has to be completed by the employees at the identified police stations and personal interviews with the individual Station Commissioners and Chiefs at the police departments in Wyoming. The analysis in relation to the questionnaires, interviews and literature review has been used by the researcher to formulate the findings and recommendations. The employees who work at the police stations in the Eastern Metropole are satisfied with the amount of responsibility and accountability that is delegated to them by the management. The employees are therefore adequately empowered to render a professional service to their respective clients. There is a need for the management at the police stations in the Eastern Metropole to improve on the following: to make use of the ideas, talents and suggestions of employees; to obtain commitment from employees before embarking on a course of action; to utilize the ideas on how to solve problems and improve service delivery by employees; the identifying of critical outputs and goals by the employees for their work, although the Performance Enhancement Process has ensured the opportunity it seems that the negotiation of the outputs in the individual performance plans of employees still need improvement; to create a working environment where employees are treated as stakeholders and democracy is enhanced by means of participative management; and the dispute settlement between management and unions. That the management at station level: do not always consult with employees in relation to decisions that affect them; and there are not always opportunities created for employees to participate in decisionmaking. The legislation and collective agreements that relate to participative management in the SAPS are not always adhered to by the management at the police stations in the Eastern Metropole, Western Cape. Shop stewards should get more involved at station level in the representation of their respective employees. Participative management is being practised at the police stations in the Eastern Metropole, but there is a need for the improvement thereof. The police departments in Wyoming do not have legislative prescriptions to formal participative management as the Police Service of South Africa. The organisational The informal methods used in Wyoming to practice participative management are very similar to that of South Africa, despite the fact that there is no legislation or prescriptions to the adherence thereof. The researcher is of the humble opinion that a clear policy in relation to the practice of participative management in police organisations at station level should be compiled that will incorporate existing legislation and collective agreements in the SAPS as well as the methods to practice participative management. The shop stewards that represent their employees at the police stations in the Eastern Metropole, Western Cape should be sensitised on their role and responsibilities. Managers at the police stations in the Eastern Metropole, Western Cape should again be sensitised on the legislation and collective agreements that relate to participative management and that a suggestion box, quality circles and a participative management forum be implemented at station level.

Abstract:
Participative management, a key theme in contemporary management literature, is one of the central aims of the decentralization policy in Namibian education. Current perceptions of participative management on the part of teachers in Namibia are therefore of topical interest. This study set out to explore such perceptions among teachers in a Namibian primary school. The study is an interpretive case study focusing on six individual teachers’ understanding and experience of participative management within their place of work, a primary school in the Oshikoto region of Namibia. Semi-structured interviews, observation and document analysis were used to gather data. The study revealed a strong sense of commitment among the respondents to participative management and its accompanying practices, such as shared decision making and broad stakeholder involvement. Participative management was implemented chiefly through a committee structure for school organisation and government. Respondents also highlighted challenges facing participative management, such as the persistence of autocratic leadership, conflicts of interest in decision making, laziness and unwillingness among staff members, and a lack of understanding among parents concerning their role in the schooling of their children. HIV/AIDS was also seen to pose challenges to the free and frequent participation of stakeholders. The chief recommendation arising from these findings is that school leaders and managers’ understanding of tenets of participative management, such as site-based management and democratic management approaches, requires improvement and development.

Abstract:
The purpose of this research was to investigate three principals’ perceptions and experience of participative management and to gain insight into and understanding of the dimensions involved in participative management from the perspective of the three principals. The research was conducted within the interpretive paradigm, since I was interested in understanding the subjective experience and individual perceptions of three principals with regard to participative management and the meaning they attach to it in their natural settings: how they describe, interpret and make sense of participative management. Data were collected by means of questionnaires, interviews and observation. The findings indicate overwhelming support for the notion that participative management (collegiality) does have a positive influence with regard to creating a sense of common goals, shared vision, a sense of ownership, commitment and improved human relations. The respondents emphasized the critical role of the leader in facilitating the implementation of collegiality as well as an increasing awareness of the potential of participative management to improve human development through delegation. The responses revealed interesting paradoxes with regard to the tensions between leadership and leaderless organizations, as well as between autonomy and interdependence. Responses also reflect the sentiment that participative management should be selective, involving only those with the necessary skills and expertise in the decision-making process. While there is an appreciation of the benefits to be derived from collegiality, critical statements about participative management include the time-consuming nature of participative management, and the notion that participative management impinges on the authority of the principals.

Este estudo de caso resulta de inquietações sobre as concepções de lazer apresentadas nas políticas públicas desenvolvidas no país e seus modelos de gestão. Apresentou o objetivo de analisar, a partir das ações de lazer da Secretaria Municipal de Educação - SEMEC / Coordenadoria de Esporte e Lazer- CEAL de Belém (PA), os métodos e estratégias de gestão pública implementadas no centro comunitário COMBAT, questionando a promoção da participação popular na construção de políticas na cidade. A investigação norteou-se pela seguinte questão: As ações de lazer, do poder público municipal no Centro comunitário COMBAT de 2001 a 2004 promoveram uma gestão participativa com a comunidade? Nossa opção teórico-metodológica foi pela utilização das matrizes teóricas marxistas, representadas principalmente por Gramsci. Ouvimos Sujeitos da comunidade e da equipe gestora que vivenciaram as ações dos projetos “Felizcidade” e “Lazer: Porque Esta Rua é Minha” (bairro da Castanheira, centro comunitário COMBAT). Os resultados revelaram que a participação na gestão, efetivou-se em algumas etapas e com graus de decisão em nível da consulta e deliberação, não chegando ao nível da formulação das políticas de lazer. Estes aspectos indicam que a metodologia utilizada para a articulação entre os dois projetos “Felizcidade” e “Lazer: Porque Esta Rua é Minha”, oportunizou possibilidades do exercício de construção coletiva tanto para equipe gestora como para a comunidade (ação-reflexão–ação).

Esta pesquisa parte da Carta das Cidades Educadoras para avaliar como o espaço urbano das periferias pode também ser usado como espaço para a educação e construção crítica dos alunos para não se configurar, no imaginário construído, apenas como espaços de exclusão e violência. O estudo aborda duas iniciativas no estado do Rio de Janeiro como paradigma: uma, anterior ao conceito de? Cidades Educadoras?, os Centros Integrados de Educação Pública, e outra, posterior e atual, o PEU Bairro-Escola de Nova Iguaçu. Os CIEPs foram utilizados como paradigma arquitetônico, principalmente por terem sido espaços diretamente pensados para o Programa Político Pedagógico da época e também por terem, ao longo de todos esses anos após sua criação, passado por sérias modificações em seu estado físico e em seu PPP, o que possibilitou uma reavaliação de sua posição como equipamento educacional e cultural. O PEU Bairro-Escola, e seus respectivos projetos, em aplicação no município de Nova Iguaçu, revelam uma iniciativa pública de reestruturação e requalificação urbanística de periferia, avaliando a relação ensino-aprendizagem dos discentes, dentro e fora dos edifícios escolares, procurando elencar os principais novos territórios onde estão acontecendo as ações educativas nas periferias.

Abstract:
This study examines the perceptions and experiences of school stakeholders about the practices of participative management in a Namibian Secondary School. Data was collected by using interviews, observation and document analysis. The study revealed that participative management has some benefits for the school such as it promotes democracy in school management, school as an open system, sharing of ideas and skills, teamwork and that ownership and commitment enhance the chances for organization change. Participatory decision making and shared leadership are the practices of PM that emerged from this study. However the school does experience challenges such as lack of knowledge on the practice and potential of PM in school management and leadership, illiteracy among parents that prevent them from participation in management and autocratic management practices from some members in formal leadership. The study suggests that trust, relationships and openness are good interpersonal skills that can help enhance the practices of PM in the school. Other strategies were to sensitize stakeholders on the practices of PM.

A participação dos trabalhadores nas decisões das corporações tem sido evidenciada na literatura acadêmica como solução para uma democratização das relações de trabalho e para que o processo decisório leve em consideração os interesses dos trabalhadores. O objetivo deste estudo é refletir sobre as práticas participativas cotejando a literatura com a percepção dos empregados egressos no PDV de uma empresa brasileira de economia mista. Em termos metodológicos, a pesquisa se fundamentou em extenso levantamento bibliográfico de modo a apoiar a construção de um instrumento de um roteiro de entrevistas para aplicação junto a 32 empregados egressos, sem condições de aposentadoria, de uma empresa brasileira de economia mista. Como principais resultados, foi evidenciado que quanto maior o nível hierárquico da decisão, mais limitada era a participação dos trabalhadores; as práticas participativas da empresa não proporcionavam mudanças sistêmicas; as limitações na participação influenciaram a saída e provocaram impactos deletérios sobre o egressos; foram observados indícios de discriminação na participação dos trabalhadores, principalmente por gênero; os impactos da participação observados na literatura convergiram com impressão dos entrevistados; as condições para participação verificadas na literatura eram insuficientes na empresa; foram apontados como principais pontos de melhoria a maior efetividade dos mecanismos de consulta e melhor preparo dos empregados e gestores, sendo que uma parte almejava o gerenciamento conjunto das decisões. Complementarmente, foram identificados 39 subatributos inéditos da gestão participativa no estudo empírico, além dos 34 observados na literatura.
The participation of workers in corporate decisions has been evidenced in the academic literature as a solution for a democratization of labor relations and for the decision-making process to take workers' interests into account. The objective of this study is to reflect on the participative practices comparing the literature with the perception of the egress employees of a brazilian state-owned company. In methodological terms, the research was based on an extensive bibliographical survey in order to support the elaboration of an interview questionnaire for application to 32 employees who left the company without retirement conditions, of a brazilian state-owned company. As main results, it was evidenced that the higher the hierarchical level of the decision, the more limited was the participation of the workers; the participative practices of the company did not provide systemic changes; the limitations in participation influenced the exit and caused deleterious impacts on the egress; evidence of discrimination in the participation of workers was observed, mainly by gender; the impacts of participation observed in the literature converged with the interviewees' impression; the conditions for participation verified in the literature were insufficient in the company; the main effectiveness points of the consultation mechanisms and the better preparation of employees and managers were pointed out as main points of improvement, and one part aimed at joint management of decisions. In addition, 39 unpublished sub-attributes of participatory management in the empirical study were identified, in addition to the 34 observed in the literature.

Abstract:
This study consists of two surveys administered sixteen months apart in a large (1000 employee) Fortune 100 organization which was sold to a Japanese company during the period under study and underwent several other chaotic changes. The purpose of the study was to assess the perceived differences brought about by training and participation. Six factors that were assessed for differences were: productivity, communication, employee participation, work teams, management leadership, and mergers/acquisitions. Results were compared from the two time periods across all six factors. Productivity and communication proved statistically significant at p(.05, while employee participation and work teams prove statistically significant at p<.10. Management leadership showed a slight difference but no statistical significance. Mergers/acquisitions showed no difference or statistical significance. Pertinent responses from each factor are categorized to identify the important perceptions that contributed to significance. The items categorized specify areas that employees believe most important relative to the factor assessed. The results of the study support training and participation as a means to improve organizational performance. Although this organization which had previously gone from authoritarian to participative management and moved again, the trends appear to support the value of training and participation. This study exposes some concrete factors that organizations can develop and measure to improve organizational performance.

O objetivo deste trabalho é identificar o sentido das instituições participativas, como espaço de deliberação, participação e controle social - em face do frequente diagnóstico de mau desempenho dos seus mecanismos de funcionamento. Inicialmente, buscou-se contextualizar o período que vai do final da década de 1960 adiante, para que se possa compreender os efeitos da crise do sistema fordista na economia, na sociedade e no Estado. Depois foi abordada a teoria democrática, desde a Grécia, para que ficassem claros os efeitos do poder e da riqueza nas relações entre Estado-sociedade. É a relação dialética entre Estado-sociedade, ou seja, entre a necessidade de desemancipação das classes dominantes (Estado) para que as demais se emancipem, que explica muito dessas contradições e ambiguidades, que perduram até hoje, sob o prisma da crise de representatividade. Foi utilizada a Teoria da Democracia Deliberativa de Jürgen Habermas para analisar os estudos múltiplos de caso, cujos objetos empíricos foram: o Conselho Municipal de Política Urbana de Niterói (COMPUR) e o Fórum de Política Urbana de Niterói (FOPUR). Na tentativa de compreender como os governos eleitos após o período da redemocratização brasileira, de forma direta, se relacionaram com essas instituições, um dos capítulos se ocupa de caracterizar esse período até chegar à década de 1990, quando entra em cena no Brasil uma disputa entre dois projetos políticos: o gerencial e o societal. Através dos estudos empíricos e da revisão bibliográfica foi possível não só responder aos objetivos do trabalho, mas verificar o quão subjugadas à economia estão a política e a sociedade, em virtude dos efeitos de uma ideologia hegemônica internacional. Assim, observa-se através da análise de discurso das entrevistas e da observação não-participante das reuniões, várias das respostas que esse trabalho pretendia encontrar, como compreender, que apesar das dificuldades, essas instituições têm um papel de suma importância para o desenvolvimento da sociedade como um todo.
The aim of this work is to identify the sense of participative institutions as an area of deliberation, participation and social control due to the frequent diagnosis of their mechanisms of working. Initially we sought to contextualize the period that goes from the 60´s on, to understand the effects of the crise in the fordist system in economy, society and State. After it was addressed the democratic theory, since Greece, to get clear the effects of the power and richness in the relations between State and society. It was the diacletical relation between State and society, in other words, between the necessity of disenfranchisement of the dominant classes (State) for the others to emancipate, which explains lots of these contraditions and ambiguities that last until now, following the perspective of the crise of representativeness. It was used the theory of deliberative democracy of Jürgen Habermas to analyse the multiple studies of the case whose empirical objects were: the Municipal Council of Urban Politics of Niterói (COMPUR) and Forum of Urban Politics of Niterói (FOPUR). In an attempt to understand how the governaments elected after the period of Brazilian redemocratization, in a direct way, had a relation with these instituitions. One of the chapters aims to characterize this period until the 90´s, when a dispute between two political projects, the managerial and societal, happens in Brazil. Through the empirical studies and bibliographical review were possible not only to reply the aims of the work but also to verify how subdued to economy, politics and society are, due to the effects of an international hegemonic ideology. Therefore, we observe through the analysis of the discourse of de interviews and non-participant observation of the meetings, lots of the answers that this worked intended to find, like understand that, in spite of difficulties, these instituitions have an important role for the development of the whole world.

This thesis explores employee participation in the management of workplace change through an organisational justice framework within the context of the Australian Higher Education (HE) sector. The thesis examines the extent to which the Australian HE sector makes provisions for participative workplace change, the extent to which participants within the sector perceive participative workplace change as providing fairness, and practices that can facilitate and foster participative workplace change. The provisions for participative workplace change are examined through a longitudinal study of enterprise bargaining agreements across all public universities in Australia for the period of 1997-2006. The research findings identify a decline in both the degree and form of employee participation in workplace change across this decade. The perceptions of participative workplace change are examined through an altitudinal survey of management and union executives within all public universities in Australia. The research findings identify considerable divergence between management and union executives in relation to employee participation, workplace change and organisational justice. The practices for participative workplace change are examined through twenty semi-structured interviews with management and union executives drawn from amongst the respondents to the attitudinal survey. The research findings identify areas of convergence around organisational justice dimensions and workplace change practices between management and union executives. The thesis concludes that it is a combination of fair processes and fair interactions which are most effective in facilitating workplace change and fostering employee participation in the Australian HE sector and which in turn are seen to be able to contribute to shared perceptions of organisational justice.

The purpose of my research was to investigate participative management at the Albany Museum with a view to generating knowledge and insights that can be used to support senior management’s engagement with participative management at mid-management level. My interest was to investigate participative management with regards to five HODs of the Albany Museum with a view to generating knowledge and insights that can be used to support senior management’s engagement with participative management at mid-management level. The research was informed by the interpretive paradigm. The interpretive paradigm does not concern itself with the search for broadly applicable laws and rules but rather seeks to produce descriptive analyses that emphasise deep interpretation and understanding of social phenomena through the meaning that the people assign to them. This study is mostly descriptive and presents the reality of participants from their own experience. Semi-structured interviews and observation capture ‘insider’ knowledge that is part of an interpretive methodology. The study found that participative management was both understood and generally accepted as a good way to manage an organisation, and even members who were critical of it could see its benefits. However, the fractured and diversified structure of the organisation calls for a particularly skillful application of this management approach, one which would also demand leadership and a greater sense of working towards what are called collegial models of management. Whether this is in fact desirable for a museum is debatable.

A crescente complexidade e interdependência dos problemas associados à expansão imobiliária, saneamento e demanda por água promoveram o aumento de conflitos entre os diversos atores sociais. Nas últimas décadas foram criados mecanismos de descentralização político-administrativa, que permitiram a participação social na gestão das políticas públicas como os comitês, colegiados e conselhos. Partindo da apresentação e discussão do conceito de Governança, investiga-se a viabilidade do emprego deste conceito na análise dos processos de gestão desenvolvidos em Unidades de Conservação de Uso Sustentável, através dos respectivos Conselhos Gestores. Para a compreensão do tema é apresentado um levantamento do histórico, arcabouço legal e instrumentos de gestão, previstos na legislação ambiental brasileira para as áreas protegidas, dando ênfase para as Áreas de Proteção Ambiental (APA) categoria com maior extensão territorial no país. Em seguida é apresentado o estágio de desenvolvimento das APAs no Estado de São Paulo, com dados acerca dos Conselhos Gestores e Planos de Manejo. Com base no referencial teórico o texto Governance Principles for Protected Areas in the 21st Century, de Grahan, Amos e Pluptre (2003), aplicou-se uma estrutura metodológica, que emprega pesquisa documental e entrevistas semiestruturadas, aplicadas aos membros do Conselho Gestor da APA Itupararanga, para a avaliação dos processos de governança. Os resultados obtidos pretendem contribuir ao desenvolvimento e aprimoramento de ferramentas para gestão de Unidades de Conservação de Uso Sustentável e servir de subsídio para construção dos Programas de Ações instituídos no Plano de Manejo da APA Itupararanga.
The increasing complexity and interdependence of the problems associated with the real estate expansion, sanitation and waters demand, promoted a growth in the conflicts between different social actors. In the last decades, mechanisms of political and administrative decentralization were created, which allowed social participation in the management of public polices, such as committees, boards and councils. Starting from the presentation and discussion of the concept of Governance, this paper investigates the viability to use this concept in the analysis of management processes developed in the Protected Areas of Sustainable Use, through its respective Managing Councils. In order to comprehend the subject matter, a survey of the history, legal structure and management instruments as provided by the Brazilian environmental legislation for protected areas, with emphasis on Areas of Environmental Protection (APA) category with the largest territorial extension in the country is presented. Next is displayed the development stage of the APAs in the state of São Paulo, with data about Management Councils and Management Plans. With basis in the theoretical reference presented by Graham, Amos e Plumptre (2003), in the text \"Governance Principles for Protected Areas in the 21st Century\", a methodological framework that uses document researches and semi structured interviews applied to the Management Council members of the APA Itupararanga in order to evaluate the processes of Governance. The achieved results aim to contribute to the development and improvement of the management tools for Protected Areas for Sustainable Use and serve as a subsidy for construction of the Action Programs instituted in the APA Itupararangas Management Plan.

Since the democratic election in 1994 and the publishing of the SA Schools Act on the 16th of November 1996 the South African education system has undergone a fundamental transformation. Pupils are regarded as a specific interest group that stands in a partnership relationship with other interest groups (stakeholders) in the school. The principle of partnership advocated by the South African Schools Act invites pupils to partake in and share responsibility for the governance, organising and funding of public schools. To participate in school management pupils have to be part of participative structures. Two such structures for pupil participation and representation exist in South African schools, namely SRC's and the governing body of the school. The aim of this research is to develop a model for pupil participation in the management of schools and specific attention was given to participative management of pupils on the SRC and governing body of the school. In order to operationalize the above mentioned aim an analysis of the nature of participative management by pupils was done on the basis of theoretical approaches to participative management. Participative management by pupils can only be successful if the following participative management techniques namely pupil participation, pupil empowerment, influence. participative decision-making, delegation, democracy, decentralization, committees and meetings are interwoven with the participative management process. Pupil participation can also be successful if the advantages of such participation is realised by all school interest groups. The structure and functioning of pupil participation in the management activities of the school is reviewed firstly by giving attention to the practices of pupil participation in the education systems of a few international countries. This is done by analizing the structure of each education system, the statutory directives for pupil participation and the structures for pupil participation in these education systems. Secondly the managerial involvement of pupils in the management activities of SRC's and the governing bodies of schools was reviewed, while certain lacunas that resulted from the lack of information were addressed by empirical research. As a result of the preceding criteria a model for pupil participation in school management was developed and certain findings and recommendations were derived from it.

Ao longo da planÃcie costeira de Icapuà foi definido um complexo conjunto de unidades geoambientais originado pela interdependÃncia evolutiva dos variados componentes morfolÃgicos e regida pelos fluxos de matÃria e energia orientados pelas flutuaÃÃes do nÃvel relativo do mar e mudanÃas climÃticas durante o QuaternÃrio. Para definir a integraÃÃo destes componentes elaborou-se uma proposta de zoneamento geoambiental dessa planÃcie localizada no extremo leste do Estado do CearÃ, nordeste do Brasil. O principal objetivo foi o de, atravÃs dos mapas temÃticos em escala de detalhe (geolÃgico, geomorfolÃgico, unidades de paisagens), definir as bases geoambientais para gestÃo planejada dos sistemas naturais. Esses resultados foram alcanÃados atravÃs da realizaÃÃo de um amplo levantamento bibliogrÃfico, atividades em campo para o mapeamento e a utilizaÃÃo de imagens de satÃlite de alta resoluÃÃo. Aliado à elaboraÃÃo dos mapas temÃticos e zoneamento ambiental foi possÃvel realizar estudos quanto à dinÃmica dos elementos socioeconÃmicos e ambientais, os quais possibilitaram a elaboraÃÃo de um diagnÃstico socioambiental com Ãnfase em Ãreas que foram consideradas de risco potencial. This dissertation analyzes the sustainability of the carcinoculture in the city of Fortim-CearÃ, taking into consideration environmental, social and technological aspects. The research aimed at identifying the main handlin g practices and the technology that has been adopted in the shrimp culture farms, and its contribution to a sustainable development of the activity. The study presents some forms of technology and handling practices that can be adopted by the farms, which are considered less environmentally impacting, and it also identifies the main impacts generated by the activity. Primary and secondary data were used. The primary data were obtained by means of an empirical research carried out in the city of Fortim, during the months of April and August, 2005. During these visits, questionnaires were applied, with semi-structu red and open questions. It was also possible to carry out interviews with representatives of governmental agencies and the business community. Secondary data were obtained by means of bibliographical research comprising theses, books and articles on the issue, as well as documents such as reports, Codes of Conduct, Federal and State govern ment directives, and assessments made by governmental agencies in charge of regulating and supervising the activity. In this study, tabular and descriptive analysis techniques and a modified version of the âForest Service of United States Agricultural Department (1986) methodology were applied. These methods made it possible to transform the qualitative variables into quantitative ones, through numerical values and weights so as to obtain a Significance Index of the technological, environmental and social variables. Upon the results obtained by these Indexes, it was possible to assess that the carcinoculture in the region is not developing on a sustainable basis, rejecting, therefore, the proposed hypothesis, according to which the handling practices and the technology that has been used in these farms are contributing for the development of the activity in a way that is in harmony with the environment. In spite of the existence of some initiatives that suggest that the sector is starting to take into consideration environmental matters, it is possible to affirm that the actions carried out by the sectorâs main entities have not been able to effectively promote the necessary changes in the behavior and conduct of the business, neither has it been able to call the attention to the importance of preserving the environment.

Abstract:
The primary purpose of this research was to investigate the extent to which rural schools understand and perceive the concept of participative management. The concept of participative management has been viewed as an ideal style of leadership and management for school development purposes. In South Africa’s case, it is an educational policy which is expected to reign in all school management bodies. Many theorists envisaged participative management as enhancing active involvement of relevant stakeholders and it has been advocated by many scholars who believe it is the best leadership style in implementing democratic values to education, particularly South African rural education, which is still in a transitional stage. As an interpretive orientated study, this research had an interest in understanding the research participants’ subjective experiences as well as their general perception of participative management. As case-study-driven research, it sought to investigate their understanding of the concept in their natural setting. This included various meanings they aligned with and attached to participative management, their attitudes, their interpretations and feelings towards it. The study employed a focus group data gathering technique in collecting data. The findings of this study suggest that participative management has been embraced by rural school management to a certain extent. There are potentially positive aspects that have been brought by participative management to the school, namely, shared vision, common goals, shared decision-making and general involvement of relevant stakeholders. However, the study has depicted a lack of ethical values on the side of some stakeholders and this hinders the smooth implementation of participative management. The study has also revealed that there are challenges facing rural schools in terms of parental involvement in school governance. Challenges such as lack of commitment to the school, illiteracy among adults and communication breakdown between the school and its parents are still rife in rural schools. Besides these challenges, the blood of participative management is flowing steadily in the veins of the rural school communities.

The management policies of education and school management policies for the 20 (twenty) years have gained a prominent role in discussions, research and other educational and social public spaces. The education reform that occurred during this period recognized the school as a privileged space for realization of the educational policies and by extension the policies of school management. In contemporary reform in primary education in Brazil reflects the influences of national and international contexts. In Brazil, the context of educational reforms occurred between the paradox of implementing the management approach of public management on the one hand and societal approach to public management, on the other. The paradigm of public management does not apply managerial mechanisms of democratic management as a mean of social control of education policies. The societal approach of public administration encompasses education as a social right and uses the instruments of democratic management approach-participatory approach as a mean of guaranteeing the social rights established in the Federal Constitution (FC) 1988 and other supplementary laws. Thus, school boards are instruments of democratization of public education and guarantee of social rights. Therefore, this research has as its object of study, the school boards of the Municipal School of Joao Pessoa, whose purpose is to analyze its performance. This study used a qualitative approach to the application of exploratory and descriptive levels. The exploratory level is justified in light of the unveiling of more explicit about the role of school councils in teaching units that comprise the sample of this research. The descriptive level complements the first characterizing the phenomenon under analysis. For collecting and analyzing data, we applied the following techniques of qualitative research: observation, semi-structured interview and the method of content analysis. We interviewed 17 (seventeen) members of school councils. Investigation showed that the manner of operation of school boards has this gap between what is proposed and diagnosed the distortions in their way of functioning in the classroom. It was found that the boards were turned into wards of the school governing bodies, so they need to make urgent changes to assume its central role, which is to contribute to the promotion of decentralization policies, sharing of activities and / or skills in different doings of the educational process. The school councils as instruments of autonomy of school management, need to work collaboratively for the effectiveness to constitutional principle, with the democratization of public education for all.
As políticas de gestão da educação e as políticas de gestão escolar, nos últimos vinte anos, vêm ganhando papel de destaque nos debates, nas pesquisas e nos demais espaços públicos e sociais. A reforma da educação ocorrida nesse período reconheceu a escola como espaço privilegiado para materialização das políticas educativas e, por extensão, das políticas de gestão escolar. Na contemporaneidade, a reforma na educação básica brasileira reflete as influências dos contextos nacionais e internacionais. No Brasil, o contexto das reformas educativas ocorreu entre o paradoxo da implementação da abordagem da gestão pública gerencial e a abordagem da gestão pública societal. O paradigma da gestão pública gerencial não aplica mecanismos de gestão democrática como forma de controle social das políticas educacionais. A abordagem da administração pública societal compreende a educação como um direito social e utiliza os instrumentos da abordagem da gestão democrático-participativa, como forma de garantir os direitos sociais estabelecidos na Constituição Federal (CF) de 1988 e demais leis complementares. Desse modo, os conselhos escolares constituem instrumentos de democratização do ensino público e garantia dos direitos sociais. Sendo assim, esta investigação tem como objeto de estudo os conselhos escolares do Sistema Municipal de Ensino de João Pessoa, cuja finalidade consiste na análise de sua atuação. O estudo recorreu à aplicação da abordagem qualitativa nos níveis exploratórios e descritivos. O nível exploratório justifica-se em função do desvelamento de forma mais explícitas sobre a atuação dos conselhos escolares nas unidades de ensino que compõem a amostra desta investigação. O nível descritivo complementa o primeiro caracterizando o fenômeno em análise. Para a coleta e a análise dos dados, foram aplicadas as seguintes técnicas da pesquisa qualitativa: a observação, a entrevista semiestruturada e o método de análise de conteúdo. Foram entrevistados dezessete membros dos conselhos escolares. A investigação constatou que a forma de atuação dos conselhos escolares apresenta distanciamento entre o que este se propõe e as distorções diagnosticadas na sua forma de funcionamento no cotidiano escolar. Constatou-se que os conselhos foram transformados em órgãos tutelados da gestão escolar, portanto, precisam realizar mudanças urgentes para assumir sua função central, que é a de contribuir para o fomento das políticas de descentralização, partilhamento das atividades e/ou competências nos diferentes fazeres do processo educacional. Os conselhos escolares, como instrumentos de autonomia da gestão escolar, precisam atuar de forma colaborativa para a efetivação do princípio constitucional, democratização do ensino público com qualidade para todos.

This work aims to identify and analyze the determinant factors for the establishment and consolidation of the social participation within the Urban Planning and Management,having as an empirical reference the process of public debate regarding the participative budget developed in the municipality of Olinda in the state of Pernambuco- Brazil. Through the theoretical discussions concerning the participative urban planning and management as well as the empirical studies about the experiences of participative budget in Brazil, are identified the variables which may influence the social participation in the urban management system. These variables are then tested against the study case occurring in the municipality of Olinda, in order to verify the quality and development of the proposed participatory process.
O presente trabalho tem como objetivo identificar e analisar os fatores determinantes para a construção e consolidação da participação social no planejamento e na gestão urbana, tendo como referência empírica o processo de discussão pública do orçamento participativo desenvolvido no município de Olinda-PE. A partir das discussões teóricas sobre o planejamento e a gestão urbana participativos e estudos empíricos já realizados sobre as experiências do orçamento participativo no Brasil e, principalmente, em Porto Alegre, são identificadas as variáveis que explicariam a participação social na gestão urbana e quais as condicionantes fundamentais para a consolidação de uma prática de gestão democrática da cidade. Essas variáveis posteriormente são testadas na experiência do orçamento participativo de Olinda, com o intuito de avaliar a evolução e a qualidade do processo participativo.

This study addresses the importance of neighborhood residents’ participation in environmental management of health units in urban areas facing environmental risks. Public environmental management of basic health systems is discussed, furthermore an epidemiological field study and its relationships with participatory environmental management are presented. The empirical field of this study was the Rosa Elze neighborhood, in São Cristóvão, Sergipe. Forty individuals aged 20 through 75 years participated in this study, being 26 women and 14 men. The research is classified as descriptive and exploratory, and the main data collection instruments were: systematic observation, semi-structured interviews, service satisfaction scale, and photographic analysis. According to the results, neighborhood residents can collaborate to greater efficiency, effectiveness, and directivity regarding environmental problem control in urban risk areas, especially about prevention and direct intervention of epidemiological cases. Additionally, it is pertinent to highlight the need for technical and scientific studies, in the environmental management field, towards the development of participative environmental management instruments to diagnosis, intervention, and prognosis that favor participation, interaction, and collaboration between health basic units and neighborhood residents in urban areas.
Esta pesquisa analisa a importância da participação da comunidade de bairro na gestão ambiental de unidades de saúde em áreas de riscos urbanos ambientais. Discute-se os processos de gestão ambiental pública aplicada aos sistemas de saúde básica, em particular, analisa-se o campo epidemiológico e suas relações com a gestão ambiental participativa. O campo empírico da pesquisa escolhido foi o bairro Rosa Elze em São Cristóvão – Sergipe: 40 indivíduos com faixa etária entre 20 e 75 anos de idade fizeram parte do estudo (26 mulheres e 14 homens foram entrevistados). A pesquisa é do tipo descritivo-exploratória. Os principais instrumentos de coleta de informações foram a observação sistemática, entrevistas semidirigidas, escala de satisfação de atendimento e registro fotográfico. Os resultados apontam que a comunidade de bairro pode contribuir com a maior eficiência, eficácia e diretividade no controle de problemas ambientais em áreas de riscos urbanos, principalmente, no que se refere às questões de prevenção e intervenção direta de casos epidemiológicos. Destaca-se, ainda, a necessidade de estudos técnico-científico no campo da gestão ambiental voltados para a elaboração de instrumentos de gestão ambiental participativa aplicados ao diagnóstico, intervenção e prognóstico que favoreçam participação, interação e maior colaboração entre unidades básica de saúde e moradores de comunidades de bairro em regiões urbanas.

Este trabalho objetivou analisar o Colégio Paz, uma escola estadual do interior do estado do Rio de Janeiro, que obteve uma excelente média no Índice de Desenvolvimento da Educação Básica (IDEB), no ano de 2011. O objetivo principal foi compreender como se realiza o processo ensino-aprendizagem na escola, e como a gestão – exercida por uma única pessoa – efetivamente conduz as atividades. A curiosidade surgiu principalmente devido às estratégias da unidade no que se refere à apropriação de resultados das avaliações em larga escala, em especial do SAERJ, Saerjinho, Prova Brasil e SAEB. A escolha do tema deveu-se, primordialmente, ao fato de, como um gestor escolar, o pesquisador também buscar bons resultados educacionais. Desse modo, este trabalho foi realizado através de pesquisa de campo, observação direta, aplicação de questionários, realização de entrevistas e análise de documentos, a fim de responder às questões norteadoras, utilizando-se, como aporte teórico, principalmente os estudos de Lück (1991, 2000, 2009), Polon (2011) e Burgos (2011). Assim, constatou-se que a diretora realizava múltiplas tarefas na escola, que contavam com a participação dos professores, mas que não havia uma equipe gestora, o que impedia que a gestão fosse efetivamente democrática. Nesse sentido, foram propostas algumas ações que visavam a otimizar a gestão da unidade escolar. Estas ações fazem parte do Plano de Ação Educacional (PAE) que, após detectar hiatos na escola, propôs três ações principais: (i) a criação de um Conselho Escolar, (ii) a reestruturação do Grêmio e (iii) a reestruturação e a ampliação do quadro de funcionários da unidade escolar junto à SEEDUC.
This study aims to analyze the Peace School, a public school localized in the state of Rio de Janeiro, which obtained an excellent average on IDEB (an evaluation applied to all the students from public schools in Brazil that checks the development on basic education), in 2011. The main purpose is to understand how it is performed the teaching-learning process in school, and how the school management – carried by a single person – effectively leads the activities. The curiosity is especially on the school strategies in relation to the results appropriation of the external evaluations, in particular of SAERJ, Saerjinho, Prova Brasil and SAEB. The theme was due primarily to the fact that, as a school manager, the researcher also seeks for good educational outcomes. Thus, this study was conducted through field research, direct observation, questionnaires, interviews and document analysis in order to answer the guiding questions, using as theoretical mainly studies by Lück (1991, 2000, 2009), Polon (2011) and Burgos, et al. (2011). Thereby, it was found that the director performs multiple tasks at the school, with the teacher’s participation, but there is not a manager committee, which prevents a management effectively democratic. In this sense, we propose some actions that aim to optimize the management from the school. These actions are part of the Educational Action Plan (PAE), that after detecting some gaps in the school, proposes three main actions: (i) the creation of a Peel Board; (ii) the restructuring of the School Club (produced by the students) and (iii) the restructuring and the expansion on the staff of this school with SEEDUC (Secretariat of State on Education).

A democracia participativa vem ganhando ênfase no âmbito das administrações públicas. A experiência de maior destaque, até mesmo internacional, é a de Orçamento Participativo, no qual a população delibera sobre as prioridades a serem inseridas no orçamento público. Estudos têm destacado que essas práticas possibilitam aos seus participantes realizarem um exercício da cidadania ativa, desenvolvendo cada vez mais os espaços de participação popular característicos de sociedades democráticas - Freire, Benevides, Gohn, Pontual. Admite-se, também, que essas experiências de Orçamento Participativo vêm contribuindo para o desenvolvimento e integração de outras práticas participativas. Esta pesquisa teve por objetivo estudar o instrumento de gestão democrática denominado \"Orçamento Participativo\", implementado pela Administração Municipal da Prefeitura de Araraquara/SP, trabalhando com a hipótese de que esse mecanismo de participação popular contribui para a educação para a cidadania da parcela de munícipes que participam desse processo, incentivando que estes se insiram em outros espaços de participação e de controle social. O que se pode perceber é que essa participação colabora, de fato, para a formação cidadã, como uma espécie de \"escola de cidadania\", pois a pesquisa mostrou os diferentes aprendizados dos seus participantes, bem como o envolvimento dos mesmos em diversos Conselhos de Políticas Públicas, o que acabou favorecendo a integração entre eles. Para esse desenvolvimento, a pesquisa fez uso da metodologia qualitativa, utilizando, dentre outros instrumentos, a entrevista semi-estruturada, a análise de documentos e a observação participante nas reuniões do OP. Esse estudo possibilita afirmar que essas experiências são importantes para a construção de uma \"cidade educadora\", na qual aconteçam políticas públicas que despertem para valores como a igualdade e a solidariedade e estimulem o exercício da cidadania, despertando cada vez mais interesse em participar e se conceber como cidadão.
Participatory democracy is being emphasized in the sphere of public administration. The most prominent experience, even international, is the Participative Budget, in which people deliberate about the priorities to be inserted in the public budget. Many studies have emphasized that these practices allow their participants to do an active citizenship exercise, developing more and more the spaces of popular participation that are peculiar in democratic societies - Freire, Benevides, Gohn, Pontual. We also admit that these experiences with Participative Budget are contributing to the development and integration in other participative practices. The present research aimed to study the instrument of democratic management called \"Participative Budget\", that was implemented by the Municipal Administration of Araraquara City Hall in São Paulo State, working with the hypothesis that this mechanism of popular participation contributes to the education to the citizenship of the participants in this process, encouraging them to be involved in other spaces of participation and social control. We could notice that this participation contributes, in fact, to the formation of citizens, with a kind of \"school of citizenship\", as the research showed different learning by their participants, as well their involvement in many Public Policy Councils, helping to integrate them. To this development, the research used qualitative methodology, making use of many different instruments as semistructured interview, analysis of documents and participative observation in the \"Participative Budget\" meetings. This study enabled us to say that these experiences are important to build an \"educator city\", in which public policy can happen to awake for values as equality and solidarity and to stimulate the practice of citizenship, in order to interest more and more the participation and the act of being citizen.

Esta dissertação, desenvolvida no Programa de Pós-graduação Profissional em Gestão e Avaliação da Educação Pública da Universidade Federal de Juiz de Fora, é o resultado de uma pesquisa que investigou as ações desenvolvidas pela equipe gestora da Escola Estadual das Seringueiras (nome fictício) do município de Carauari, Amazonas. O objetivo principal foi analisar como a equipe gestora da Escola Estadual das Seringueiras, com um número reduzido de integrantes, organiza suas atividades e planeja suas ações no âmbito da gestão administrativa e pedagógica no período compreendido entre os anos de 2011 e 2014. A metodologia adotada neste trabalho consistiu-se em uma pesquisa qualitativa, por meio de um estudo de caso, onde se buscou analisar fontes documentais, entrevistas e questionários, fundamentação teórica nos dispositivos legal nacional e estadual, como também, em pressupostos de autores dentre os quais se destacam Heloiza Luck (2009), Vieira (2008), Canário (1997). No primeiro capítulo realizou-se uma contextualização da Rede Estadual de Educação do Amazonas. Buscou-se identificar as práticas de trabalho relativas ao contexto administrativo, pedagógico e funcionamento da escola. Ao mesmo tempo realizou-se o levantado do perfil da equipe gestora, do corpo docente e discente e aprofundou-se na análise do PPP e dos índices de proficiência alcançados nas avaliações externas. O segundo capítulo apresenta uma releitura do conceito de gestão democrática e participativa embasados nas dimensões de Luck de forma que norteiam a dimensão escolar no que se refere ao trabalho e as tomadas de decisões desta equipe, o que forneceu suporte para avaliar como esta equipe gestora cumpre sua agenda de trabalho escolar,como se organiza e planeja suas ações mesmo possuindo uma equipe gestora mínima, pouca participação da comunidade escolar, alta rotatividade de profissionais e, principalmente, como esta gerencia o seu processo educacional tendo um PPP desatualizado e não possuindo um Conselho Escolar. Neste contexto investigativo observou-se que mesmo possuindo problemas nas áreas pedagógico/administrativa, esta escola alcançou índices satisfatórios nas avaliações externas no IDEB e no SADEAM, se firmando na comunidade como uma escola de valor que busca a qualidade no processo educativo. O último capítulo apresenta uma proposta de intervenção para o aprimoramento das ações a serem realizada no contexto escolar de forma que possam minimizar os entraves encontrados no fazer pedagógico e administrativo na escola pesquisada e, também, direciona encaminhamentos que visam a reelaboração do PPP, criação do Conselho Escolar e a elaboração de uma agenda de eventos como forma de fortalecimento do processo de gestão democrática e participativa nesta escola.
This dissertation, developed at the Graduate Program in Professional Management and Public Education Evaluation of the Federal University of Juiz de Fora, is the result of a research that investigated the developed actions by the management team at State School of Seringueiras (fictitious name), in Carauari town, Amazonas. The main objective was analyze how the management team at State School of Seringueiras, with a reduced number of members, organize their activities and plan their actions in the framework of a administrative management and pedagogical for the period from 2011 to 2014. The adopted methodology in this study consists of a qualitative research through a case study, where was analyzed documentary sources, interview and questionnaires, theoretical foundations in national and state legal devices, but also in, preconditions of authors among which stand out Heloiza Luck (2009), Vieira (2008), Canário (1997). In the first chapter there is a contextualization of State Schooling in Amazonas. We sought to identify work practices relating to administrative context, pedagogical and the proper functioning of the school. At the same time management team, faculty and students survey profile was developed, and deepened in analysis about PPP and proficiency index reached in the external evaluations. The second chapter presents a re-reading of democratic and participative management concept grounded in Luck dimensions in a way that guide the educational dimension regarding the work and decisions making taken by the team, what provided support to evaluate how this management team fulfills their school's words agenda, how is organized and planed their actions even though with a minimum management team, very little involvement of school community, professional's hight turnover and, mainly, how manage educational process having a outdated PPP and having no School Council. In this investigative context was noted that even having problems in administrative/pedagogical area, this school reached satisfactory indices in external evaluations at IDEB and SADEAM, staying firm in community as a value school that search for quality in education process. The last chapter presents a proposal for an intervention in actions enhancement to be held in a school context in a way that minimize the barriers found in do pedagogical and administrative at the research school and, also, directs referrals which aim at the reelaboration of PPP, creation of a School Council and the elaboration of an events agenda as a fortification way in the democratic and participative management in the process of school.

Virtual-team professionals have reported experiencing low job satisfaction due to lack of face-to-face interaction leading to stress, miscommunication, and role-confusion. Dissatisfaction among virtual teams has increased turnover and management costs for organizations. Despite these known associations, there was a gap in the literature investigating efficient leadership practices to improve job satisfaction for highly skilled virtual teams. Participative leadership offers an effective approach to increase job satisfaction among face-to-face teams and innovative teams. This study explored the relationship between participative leadership and job satisfaction among highly skilled virtual teams within the global software industry. A quantitative study with a correlational design was utilized among 173 participants from the International Association for Software Architects. Participants took a voluntary online survey by responding to an invitation post on the group LinkedIn page. The questionnaire included participative leadership scale (Ismail, Zainuddin, & Ibrahim, 2010), job satisfaction scale (Wall, Cook, & Warr, 1979), and demographic questions. Correlation analysis indicated that there was a positive relationship between participative leadership and job satisfaction, r(172) = .67, p < .001. Regression analysis revealed that job position had a control effect on job satisfaction, F(2, 170) = 89.46, p < .001, R2 = .51. Higher-ranked professionals enjoyed higher job satisfaction when participative leadership was present. Study results are beneficial for global software organizations to streamline leadership practices for highly skilled virtual teams to ensure high levels of job satisfaction. Ensuring high job satisfaction among skilled global talent helps innovative organizations cut costs, increase competitive advantage, and ensure high work quality.

Wider stakeholder participation is an increasingly important feature of sustainable water resources planning and management. Despite regulatory and commercial recognition of the benefits of wider participation, there is considerable variation regarding interpretation and successful practical application of participative planning activities. Research in this field has concentrated on the identification of alternative methods and tools to improve both the quality of engagement and associated outcomes with Social Learning attracting significant attention. Rather less attention has been paid to the homogeneity and consequently the usefulness of the stakeholder group as a social and professional unit. This thesis explores the constituency concerns of four prominent stakeholder groups relevant to water resource management, namely: lay public, regulators, managers and researchers via a social learning model of participative planning. Based on a collaborative learning framework a conceptual model is developed and used to illustrate and analyse the relationships between individual and group concerns, opinions and intervention preferences. A questionnaire based survey was used to identify how constituency concerns vary, allowing the four groups’ expectations and opinions regarding the planning and management of water resource projects to be compared and contrasted. Results show that there is significant variation of attitude and opinion within stakeholder group communities on a large number of issues. A greater than expected level of agreement between stakeholders from different constituencies on some topics was also observed. The results of the research inform contemporary debates about the design and management of stakeholder engagement processes and challenge existing assumptions about the robustness of a ‘stakeholder group’ in terms of having a distinct set of opinions. The conceptual model is then revised to suggest a more appropriate process and content for participatory planning, based on the social learning model used.

Com relaÃÃo ao novo estilo gerencial, este estudo objetiva analisar a gestÃo participativa, do ponto de vista da gerÃncia mÃdia de uma instituiÃÃo bancÃria, com relaÃÃo ao gerente geral de sua agÃncia. Para tal, utiliza-se de um roteiro que estuda a gestÃo participativa no bojo da reestruturaÃÃo produtiva bancÃria, para que se possa compreender a complexidade do contexto em que està inserida a empresa pesquisada. Da pesquisa bibliogrÃfica, colhe-se a diretriz que enuncia a influÃncia do modelo de racionalidade à percepÃÃo da prÃtica da gestÃo participativa. Desse modo, o roteiro estabelecido vale-se tambÃm do modelo de racionalidade substantiva como referÃncia à gestÃo participativa. A hipÃtese geral do estudo à a de que a percepÃÃo de participaÃÃo està associada ao estilo de gestÃo, que, por sua vez, sofre influÃncia do estilo de comunicaÃÃo e da adoÃÃo de valores Ãticos na tomada de decisÃo. A pesquisa à de cunho exploratÃrio-descritivo e se utiliza da tÃcnica de survey para coletar e analisar os dados da pesquisa de campo, que ocorreu posteriormente à pesquisa bibliogrÃfica. A pesquisa de campo trabalha com amostras paralelas das cidades de Fortaleza e Teresina. O resultado colhido permite descrever que os respondentes de Teresina possuem uma percepÃÃo mais positiva de participaÃÃo, com relaÃÃo ao gerente geral de suas agÃncias, do que aqueles lotados em Fortaleza. Aspectos como estrutura organizacional e comunicaÃÃo ascendente sÃo revelados como fatores que condicionam negativamente a percepÃÃo da gerÃncia mÃdia nas duas cidades. Tanto a discrepÃncia do resultado encontrado entre as duas cidades, como os aspectos que envolvem a estrutura organizacional e a comunicaÃÃo ascendente necessitam ser mais detalhados, o que poderia ser objetivo de futuros estudos.
The productive reorganization provoked a series of organizational changes that made companies search for a new way of work organization, in order to respond to the technological innovations, to the construction of a new profile of workers and new creation of management style. Regarding the new managemental style, the objective of this paper is to analyze the participative management, under the point of view of an average management of a banking institution, with regard to the general manager of the agency. In order to understand the complexity of the context in which the researched company is inserted, a script that studies the participative management in the productive banking reorganization is used. Bibliographical research indicates the influence of the rationality model in the perception of the practice of the participative management. In this manner, the adopted script also uses the substantive rationality model as a reference to the participative management. The general hypothesis of this paper is that the participative perception is associated with the management style, that, in turn, is influenced by the communication style and the adoption of ethical values in the decision taking. The research is explorative and descriptive, using survey technique to collect and to analyze the field research data, that took place after the bibliographical research. The field research works with parallel samples of the cities of Fortaleza and Teresina and it shows that regarding the general manager of the agency, the Teresina respondents have a more positive perception of participation, than those in Fortaleza. Organizational structure and ascending communication are negative perception conditioning factors of the average management in both cities. The discrepancy in the results found in both cities, as well as organizational structure and the ascending communication aspects requests a further study that could be the objective of future papers.

This paper addresses the communicative relationships between those who make up the Committee of Sub-Basin Salgado, in the region of Cariri, Ceara, in light of both language and information sharing, considering the relationship between the members of the collegiate and the government as well as the status of representation within this group and the community. Open interviews and questionnaires were applied to 50% of the members of the Salgado Basin Comittee, who claim to have no problems with the understanding of scientific language, but consider that the information is retained and not shared. The segment represented by the government appears to be the less representative collegiate and demonstrates interest in having a more effective participation in the âlifeâ of the basin. Once the results were analyzed, recommendations were made to ensure the democratization of knowledge and information, respecting the different levels of education and widening the dialogue with the society. After analysing the results, it is concluded that the access to knowledge and information were mechanisms of empowerment, as well as support for the progress of the group. Nevertheless the college has not yet reached a level where sharing takes place completely through the dialogic communication that is described by the authors of the Communication and Education sciences. For this to happen, some recommendations were made, such as offering open courses to the counselors and to the community using new methods of communication that facilitate the understanding of technical content like graphical computer animation. It was also suggested the production of a radio magazine in order to disseminate, in popular language, scientific concepts in the area of water resources, what would ensure the debate and broaden the dialogue with society.
Este trabalho trata das relaÃÃes comunicativas no Ãmbito do Comità da Sub-Bacia HidrogrÃfica do Salgado-CE, no Cariri, buscando avaliar a comunicaÃÃo como estratÃgia de mobilizaÃÃo do colegiado e suas prÃticas entre os segmentos; os membros e seus representados; o colegiado e o Poder PÃblico; e o colegiado e a comunidade. Observou-se o processo comunicativo sob o ponto de vista da linguagem, da partilha de informaÃÃes, do relacionamento institucional e da construÃÃo de vÃnculos com a sociedade. Foram realizadas entrevistas abertas e aplicados questionÃrios a 50% dos membros do CSBH do Salgado, os quais afirmam nÃo ter problemas com a compreensÃo da linguagem cientÃfica, mas entendem que a informaÃÃo nÃo à partilhada completamente. O segmento do Poder PÃblico aparece como o que tem menor representatividade, e o colegiado demonstra interesse na busca de uma participaÃÃo mais efetiva na vida da bacia hidrogrÃfica. Feita a anÃlise dos resultados, conclui-se que o acesso ao conhecimento e à informaÃÃo foram mecanismos de empoderamento, bem como suportes, para os avanÃos do grupo, porÃm o colegiado ainda nÃo atingiu um nÃvel no qual a partilha se realize completamente atravÃs da comunicaÃÃo dialÃgica descrita pelos autores das ciÃncias da ComunicaÃÃo e da EducaÃÃo. Para que tal aconteÃa, foram colocadas recomendaÃÃes, como a oferta de cursos abertos aos conselheiros e à comunidade, utilizando-se de novas metodologias de comunicaÃÃo, que facilitem a compreensÃo do conteÃdo tÃcnico, tal como a animaÃÃo grÃfica por computaÃÃo, e permitindo o acesso semipresencial e/ou à distÃncia. Foi sugerida, ainda, a produÃÃo de uma revista radiofÃnica para difusÃo, em linguagem acessÃvel, de conceitos cientÃficos na Ãrea de recursos hÃdricos, com a intenÃÃo de abrir um debate sobre o assunto e ampliar o diÃlogo com a sociedade.

O presente estudo, que tem como tema a avaliação institucional, objetivou compreender o processo de autoavaliação e seus desdobramentos, na E.E. Bias Fortes, localizada no município de Januária/MG. A partir da descrição e da análise da proposta de autoavaliação contida no instrumento disponibilizado através do Prêmio de Gestão Escolar, busca verificar se essa prática auxilia no processo de transformação da escola em organização que aprende, evidenciando os aspectos intrínsecos da avaliação institucional com a gestão do conhecimento e da gestão participativa da escola. Os resultados encontrados a partir desta pesquisa - incipiente entendimento e compreensão dos fundamentos e princípios da avaliação institucional; inexperiência em análise crítica global da instituição; ineficaz gestão do tempo para desenvolvimento do processo avaliativo, dentre outros - poderão ser utilizados para estimular e instruir outras escolas a adotarem a prática da avaliação institucional em seus espaços educativos. Justifica-se a proposta deste Plano de Ação Educacional, cujo teor sinaliza diferentes direcionamentos para a institucionalização da prática da autoavaliação escolar, destacando as questões de maior relevância no processo de construção da investigação. Pretende-se que a escola tenha, ao seu alcance, orientações e formações específicas que possibilitem a reflexão e a definição coletivas de sua identidade institucional e de análise da sua prática para explicitação dessa identidade. A intencionalidade por trás desta proposta é proporcionar às escolas públicas da S.R.E. Januária a construção de conhecimentos que impliquem a ampliação de sua capacidade diagnóstica, de proposição de ações saneadoras e propositivas, de planejamento, conforme sua realidade e objetivos estabelecidos, além da efetiva execução de ações transformadoras demandadas na e pela comunidade escolar.
This study, which has as its theme the institutional evaluation, aimed at understanding the process of self-evaluation and its consequences, in E.E. Bias Fortes, located in the municipality of Januária / MG. From the description and analysis of the self-evaluation proposal in the instrument available through the School Management Award, aims to verify this practice aids in school transformation process in learning organization, highlighting the intrinsic aspects of institutional evaluation with knowledge management and participatory management of the school. The results from this research - incipient understanding and grasp of the fundamentals and principles of institutional evaluation; inexperience in global critical analysis of the institution; ineffective time management for the development of the evaluation process, among others - can be used to encourage and instruct other schools to adopt the practice of institutional assessment in its educational spaces. This time, justified the proposal of the Education Action Plan, whose content indicates different directions to institutionalize the practice of school self-evaluation, highlighting the most relevant issues in the research building process. It is intended that the school has, at its disposal, specific guidance and training to enable reflection and collective definition of its institutional identity and analysis of their practice to elaborate that identity. The intention behind this proposal is to provide public schools S.R.E. Januaria the construction of knowledge involving the expansion of its diagnostic capacity, the ability to propose remedial actions and purposeful, planning as your reality and goals and the effective implementation of transforming actions demanded in the school and community.

Abstract:
This research was developed with the purpose of evaluating the existence of specific particularities in the management model applied on a solidary economy business. Every organization presupposes the existence of a formal or informal set of management practices, principles, rules and tools that hold their management operations and processes, which are understood as their administration model. This work was developed through the case study method, by means of a qualitative research of exploratory character. The interviewees for the study were all part of the Collegiate Commission that administrates the organization and, with the objective of polishing the model study, the number of people interviewed was broadened to the other collaborators, partners and associates of the Project, totaling 17 statements. The collection of the data was made through semi-structured interviews, direct observation and documental exam. The data were analyzed based in the content analysis. In terms of the result evaluation one should recognize that it is still needed evaluation indicators and that it is much harder to measure and control development and results within non-profit organizations than in companies. Regardless, this work made it possible to identify the principles and practices adopted in the business administration, with the enlightenment of the theoretical fundamentation used for the study case, and to identify the seven particularities of the late management model, highlighting the following: theoretical and practical foundations of the Project constitution, with the adequate adaptations to the local peculiarities; formation practices that will guide the entrance of the associates into the organization; emphasis in the direct commercialization of the production by the own producers, without mediators; collegiate administration through management practices built by the own producers; project administration by means of Commissions; participative administration of the trade points by the own producers plus contribution and importance of the partnerships for the good development of the business
Esta pesquisa foi desenvolvida com o propósito de avaliar a existência de particularidades específicas no modelo de gestão aplicado em um empreendimento de economia solidária. Toda organização pressupõe a existência de um conjunto formal ou informal de práticas, princípios, normas e ferramentas de gestão que sustentam as suas operações e os seus processos de gestão, que são entendidos como o seu modelo de administração. O trabalho foi desenvolvido através do método estudo de caso, por meio de uma pesquisa qualitativa de caráter exploratório. Os entrevistados para o estudo foram todos os integrantes da Comissão Colegiada que administra a organização e, com o objetivo de aprofundar o estudo do modelo, o número de entrevistados foi ampliado para outros colaboradores, parceiros e associados do Projeto, totalizando 17 depoimentos. A coleta de dados deu-se através de entrevistas semi-estruturadas, observação direta e exame documental. Os dados foram analisados com base na análise de conteúdo. Com relação à avaliação de resultados deve-se reconhecer que ainda se carece de indicadores de avaliação e que é muito mais difícil medir e controlar desempenho e resultados nas instituições sem fins lucrativos do que nas empresas. Assim mesmo o trabalho permitiu identificar os princípios e as práticas adotadas na administração do empreendimento, à luz da fundamentação teórica utilizada para o estudo de caso e identificar as sete particularidades do atual modelo de gestão merecedoras de destaque: embasamento teórico e prático da constituição do Projeto, com as adequadas adaptações às peculiaridades locais; práticas de formação que orientarão o caminho de ingresso dos associados na organização; ênfase na comercialização direta da produção pelos próprios produtores, sem intermediários; administração colegiada a partir de práticas de gestão construídas pelos próprios produtores; administração do projeto por meio de Comissões; administração participativa dos pontos de comércio pelos próprios produtores; e contribuição e importância das parcerias para o bom desenvolvimento do empreendimento

A presente dissertação teve como objetivo investigar como as ações adotadas por uma equipe gestora contribuíram para a elevação dos índices de proficiência em uma escola de educação profissional. A relevância da pesquisa se deve ao fato da melhora significativa dos alunos nos índices de proficiência acadêmicos ao longo do triênio 2009 a 2011. Esse fato despertou o interesse em pesquisar se o modelo de gestão adotado contribuiu para os resultados positivos. Para o desenvolvimento da pesquisa, foram descritos os elementos centrais da Política de Educação Profissional implementada no Estado do Ceará; feita a caracterização da escola; apresentado o modelo de gestão adotado, assim como os resultados obtidos. Para a apresentação dessas informações foram investigados os documentos que institucionalizam a política, bem como a documentação, da escola e dados dos questionários aplicados aos alunos, pais e professores. Feita a investigação partiu-se para a análise dos seguintes elementos: Gestão Democrática Participativa, Fatores de Eficácia escolar, e Avaliações em Larga escala. Para fundamentar o referencial teórico foram utilizados os seguintes autores: Lutzki, Ferreira, e Lima com relação à parte conceitual de gestão; Franco, Bonamino, Mintzberg, Senge e Lück, no que diz respeito às escolas eficazes; Becker e Brooke sobre as políticas de educação em larga escala. Após o desenvolvimento da análise foi elaborado uma Proposta de Intervenção como forma de auxiliar outros gestores a buscar inspiração para criarem seus próprios modelos de gestão. O Plano de Ação foi fundamentado em três eixos, a saber: Gestão Democrática Participativa, Eficácia escolar e Clima escolar. Esses eixos foram escolhidos principalmente com base na teoria da Gestão Participativa, porque se entende ser o fio condutor de todas as ações de uma escola que pretende ser democrática; a eficácia escolar, porque se pretende alcançar a excelência; e o clima escolar, porque se acredita ser este um eixo que baliza as demais atividades intraescolares.
The present dissertation had as its goal to investigate how the actions conducted by a management team contributed to the increase in the academic performance levels at a school of professional education. The relevance of the research is due to the significant improvement of the students’ academic performance levels through the years 2009-2011. Such fact awakened the interest to research if the management system adopted contributed to the positive results. In order to develop the research we described the core elements of the Professional Education Policy implemented in the State of Ceará; characterized the school; presented the management system adopted there, as well as the obtained results. To present these pieces of information we investigated the documents that institutionalized the policy, as well as school documents and data from a survey conducted with the student body, parents and teachers. Once the investigation was conducted we began the analysis of the following elements: Participative Democratic Management; Factors in School Efficacy, High Stakes Assessment. In order to fundament the theoretical reference we utilized the following authors: Lutzki, Ferreira, and Lima regarding the conceptual part of management; Franco, Bonamino, Mintzberg, Senge and Lück, in regards to efficacy in schools; Becker e Brooke regarding large scale educational policies. After conducting the analysis we elaborated an Intervention Plan as a way to help other managers to look for inspiration in creating their own management systems. The Action Plan was built on three axis: Participative Democratic Management; School Efficacy and School Climate. Such axis were chosen mainly based on the theory of Participative Management, understood and the thread that ties all the actions of a democratic school; the school efficacy, because of the intention of reaching excellency; and the school climate since we believe it to be an axis which standardizes the other intra school activities.

The present work aims at to bring up the elements that favor the envolvement of educators in collectives projects, as well as contributing for the formation of educators and educational managers. This is inserted in the research line Institucional Evaluation and University Management of the Mastership Program of PUC-Campinas. The methodology used consisted of a bibliographical study on the subject from the 1960, based mainly in Paulo Freire, over the half-structured interviews with educators who participated directly in the projects: Gin?sios Vocacionais (S?o Paulo state schools, 1961 1969), Programa Est?gio Capacita??o Docente (State University of Campinas - Unicamp, 1993 2000) and the Movimento de Pedagogia Waldorf (Campinas, 1987 - 2005). The analysis basis is the historic-dialectic, since it has searched the interests and resistances of the participative democratic process inside a partner-politicianeconomical contexts. The main contribution of the study is in the understanding of how the participation of educators estimates a social positioning, supported for a personal utopia, for the participative management and for a project of education that if proposes to surpass the established neoliberal culture in the individualism, in the competitiveness and efficiency.
O presente trabalho visa desvendar os elementos que favorecem o envolvimento de educadores em projetos coletivos, assim como contribuir para a forma??o de educadores e gestores educacionais. Est? inserido na linha de pesquisa Avalia??o Institucional e Gest?o Universit?ria do Programa de Mestrado da PUC-Campinas. A metodologia utilizada consistiu de um estudo bibliogr?fico sobre o tema a partir de 1960, baseado principalmente em Paulo Freire, al?m de an?lise qualitativa de entrevistas semi-estruturadas com educadores que participaram diretamente dos projetos: Gin?sios Vocacionais (Rede Estadual Paulista, 1961-1969), Programa Est?gio Capacita??o Docente (Universidade Estadual de Campinas - Unicamp, 1993-2000) e o Movimento de Pedagogia Waldorf (Campinas, 1987-2005). A importância de uma gestão participativa, no âmbito do ensino superior, fizeram das fundações educacionais privadas alvo de investigação desta pesquisa. A tese descreve a evolução do ensino superior no Brasil a partir da década de 1980 a 2006, buscando interpretála e discutí-la com base no referencial teórico abordado, ou seja, a gestão participativa e a democratização do ensino, através de um estudo comparado realizado em duas fundações educacionais de cidades do interior do Estado de São Paulo - Assis e Avaré-, tendo como alvo cinco dimensões de gestão no trabalho acadêmico: de pessoas; participativa; pedagógica; de serviços e recursos físicos e de resultados educacionais. Os objetivos da pesquisa foram: verificar se há ou pode haver gestão participativo-democrática em instituições de ensino superior como as escolhida para análise; entender qual o papel da gestão junto ao plano de desenvolvimento institucional e projeto político-pedagógico da instituição de ensino superior; verificar quais as características de uma gestão participativa que possam levar à inovação em um contexto de instituição educacional superior privada (Fundações) e propor, através de estudos em nível micro, as possíveis contribuições ao desenvolvimento de uma gestão escolar participativa. Para a análise optou-se pela pesquisa qualitativa, através de levantamento bibliográfico e aplicação de questionário diretivo. Verificou-se que não há por parte das instituições analisadas uma real participação de todos os segmentos da comunidade acadêmica na efetivação do trabalho como um todo, desde a sua elaboração até sua execução; além do desconhecimento, por grande parte dos docentes, de um planejamento institucional, instrumento fundamental para uma gestão participativa e democrática. The importance of participative management in the field of higher Education has made private Educational Foundations the target of this research. It was described in the present thesis the evolution of academic teaching in Brazil from 1980 to 2006, which was interpreted and discussed based on theoretical framework of this research which is participative management and education democratization . A comparative study of two Educational Foundations: one in the city of Assis and the other in the city of Avaré, both located in São Paulo State was performed having as target five management dimensions of the academic work: people, participative, pedagogical, services, physical facilities, and educational results. The research aimed at verifying whether there is or there may be democraticparticipative management in academic teaching institutions such as the ones chosen to be analysed here, the research also aimed at understanding what is the role of management within Institutional Development Plan as well as in the higher Education Institution Pedagogical Project, finding out what features of participative management may lead to innovation in the private higher education institutional context proposing possible contribution through micro level studies for the development of a participative school management. The present study characterized as qualitative gathering theoretical framework and a directive questionnaire was also used. It has been detected that there isn’t a real participation of all the segments of academic community in performing the work as a whole from elaboration to execution and moreover, a big share of teachers have no knowledge about any institutional planning, which is a fundamental instrument for a participative and democratic management. The school management and the democratic management in particular has been attracting the attention of Brazilian scientists in recent years. The structure of the education is going through several changes influenced by political, social and economic matters bringing up the interest for new ideas and management models. The changes contained in both the 1988 Federal constitution as the 1996 LDB indicate new guidelines for school management. The present work analyzed 17 Brazilian digitalized Ph.D. theses and 135 master dissertations on democratic and participative management in public schools from 1998 to 2010. The aim was to identify and map the origins and trends of those scientific studies and the possible existence of moral psychology concepts related to democratic and participative management. This bibliographic review covers a specific area based on a study of wider coverage. The database chosen for the study was from CAPES (Brazilian national department on higher education). The data selection was based on four steps. The first was based on a digital database. The second was based on studies that addressed the democratic management searching only the abstracts. The third step looked for principles and participative channels based on democratic management and the fourth step focused on those studies related on how to set up a democratic and participative management on public schools. It was found a larger number of master dissertations than Ph.D. Theses on the topic and they were mainly concentrated on the public universities of the southeast region, specifically those located in the state of S?o Paulo. Under qualitative analysis, data were grouped in two: principles and Instruments of participation channels. The first one contains two categories (autonomy and model implementation) and the second group contains three categories (council management, pedagogical and political project and election for directors). The result of the analysis shows a higher concentration of the studies on autonomy followed by those focusing on council management. Important to note that there are very few studies that uses the concept of moral psychology to discuss democratic management. In general it was found that there is an overall consciousness and a democratic discourse in schools. Nevertheless its practice is still distant to the theoretical concept of school management. Assuming that the Brazilian educational management is currently in advanced structural transformations, this study was intended to contribute to the investigations on how the new management is being structured, particularly the democratic and participative management.

A estrutura da educa??o sofre diversas modifica??es influenciadas por quest?es pol?ticas, sociais e econ?micas, despertando o interesse por novas ideias e modelos de gest?o. As mudan?as contidas tanto na Constitui??o Federal de 1988 como na LDB de 1996 apontam novas diretrizes para a gest?o da escola. A partir destes apontamentos, essa pesquisa tem como objetivos pesquisar e analisar a produ??o em teses e disserta??es nacionais digitalizadas, a respeito da gest?o democr?tica e participativa em escolas p?blicas no per?odo de 1998 a 2010, identificar e mapear as origens e tend?ncias presentes em pesquisas sobre a gest?o democr?tica e participativa e identificar se h? a exist?ncia da contribui??o dos conceitos da Psicologia Moral em pesquisas sobre a gest?o democr?tica e participativa. A presente pesquisa, de cunho bibliogr?fico, caracteriza-se como estado do conhecimento, por entendermos que o mesmo representa um estudo de uma determinada ?rea tem?tica de uma pesquisa de maior abrang?ncia. O banco de dados escolhido para o levantamento das pesquisas foi o da CAPES, utilizando a palavra chave: gest?o da escola. O processo de sele??o de dados desenvolveu-se em quatro fases. A primeira constituiu-se do levantamento das pesquisas no banco de dados digital. Na segunda fase selecionamos os trabalhos que abordavam a gest?o democr?tica, utilizando apenas os resumos. Na terceira foram elaboradas categorias (princ?pios e canais participativos) baseadas nos crit?rios que regem a gest?o democr?tica e selecionadas apenas pesquisas que se enquadravam nessas categorias. A quarta e ?ltima parte consistiu-se da realiza??o da an?lise dos documentos, procurando explorar os conte?dos para responder nossa pergunta: como se configura, em teses e disserta??es nacionais digitalizadas, a gest?o democr?tica e participativa? Foram selecionados 152 trabalhos (135 disserta??es e 17 teses). A an?lise quantitativa dos dados aponta maior n?mero de disserta??es do que teses, sendo que as universidades p?blicas da regi?o sudeste, especificamente no estado de S?o Paulo, concentram a maior parte das produ??es. Na an?lise qualitativa os dados foram agrupados em dois eixos Princ?pios e Instrumentos de canais de participa??o sendo que o primeiro cont?m duas categorias (autonomia e implanta??o do modelo) e o segundo tr?s categorias (?rg?os colegiados, projeto pol?tico pedag?gico e elei??o para diretores). A an?lise desses dados aponta maior concentra??o de trabalhos sobre autonomia, seguido dos que abordam os ?rg?os colegiados. Destaca-se, ainda, que raros s?o os trabalhos que utilizam os conhecimentos da Psicologia Moral para discutir a gest?o democr?tica. De forma geral verificou-se que existe uma consci?ncia e um discurso democr?tico nas escolas, entretanto sua pr?tica ainda ? um objetivo distante da gest?o escolar. Partindo do pressuposto de que a gest?o educacional brasileira encontra-se em avan?ado momento de transforma??es estruturais, esta pesquisa pretendeu contribuir com a investiga??o de como est?o se consolidando as novas gest?es, em particular a gest?o democr?tica e participativa.
