‘Odds, evens, and shells’ considers the fundamental property laws governing nuclear structure. It explains element stability and abundance, as well as the quantum rules, magic numbers, shells, and binding energy that explain atomic and element structure. An effective guide to stability, and the pattern of radioactive decays, is given by the semi-empirical mass formula. As nature seeks stability by minimising energy, a nucleus seeks to lower the total mass or increase the binding energy by emitting an alpha particle cluster, by beta decay, or by splitting in two, as in uranium fission. Alpha decay and technetium, the lightest element that is totally radioactive, and thus without any stable isotopes, are also described.

Abstract:
This chapter provides an overview of youth unemployment. Widespread job destruction and losses in earnings precipitated by the Great Recession (2007–2009) have had an unprecedented impact on American teens and young adults. In spite of a partial economic recovery, American youth continue to experience significantly higher levels of unemployment and underemployment than older adults. Indeed, employment prospects for youth have been declining for more than two decades as a result of significant changes in the structure and nature of work. The rise of the “24/7 economy” and nonstandard work schedules, polarization between “good” and “bad” jobs, the replacement of routine manual work with automation, the steady decline in manufacturing jobs, and the rise in low-wage insecure jobs without benefits all contribute to diminished employment prospects. At the same time, the “American dream” remains a deeply embedded cultural ideology often at odds with actual problems that are increasingly encountered. Ultimately, youth face heightened socioeconomic precariousness and insecurity not only in the realm of work but also in school as the cost of a college education continues to skyrocket.

Disaffected Parties reveals how alienation from politics effected crucial changes to the shape and status of literary form. Recovering the earliest expressions of grumbling, irritability, and cynicism towards politics, this study asks how unsettled partisan legacies converged with more recent discontents to forge a seminal period in the making of English literature—and thereby poses wide-ranging questions about the lines between politics and aesthetics. Reading works including Laurence Sterne’s Tristram Shandy, James Boswell’s Life of Johnson, the novels of Maria Edgeworth and Jane Austen, and the satirical poetry of Lord Byron in tandem with print culture and partisan activity, this book shows how these writings remained animated by disaffected impulses and recalcitrant energies at odds with available party positions and emerging governmental norms—even as they sought to imagine perspectives that looked beyond the divided political world altogether. ‘No one can be more sick of—or indifferent to politics than I am’, Lord Byron wrote in 1820. Between the later eighteenth century and the Romantic age, disaffected political attitudes acquired increasingly familiar shapes. Yet this was also a period of ferment in which unrest associated with the global age of revolutions (including a dynamic transatlantic opposition movement) collided with often inchoate assemblages of parties and constituencies. As writers adopted increasingly emphatic removes from the political arena and cultivated familiar stances of cynicism, detachment, and retreat, their estrangement also promised to loop back into political engagement—and to make their works ‘parties’ all their own.

This book argues that the United States now has, for the first time in American history, a genuine two-party system, with two fully-sorted, truly national parties, divided over the character of the nation. And it is a disaster. It is a party system fundamentally at odds with our anti-majoritarian, compromise-oriented governing institutions. It threatens the very foundations of fairness and shared values on which democracy in the United States depends. The book tells the story of how American politics became so toxic and why the country is now trapped in a doom loop of escalating two-party warfare from which there is only one escape: increase the number of parties through electoral reform. As it shows, American politics was once stable because the two parties held within them multiple factions, which made it possible to assemble flexible majorities and kept the climate of political combat from overheating. But as conservative Southern Democrats and liberal Northeastern Republicans disappeared, partisan conflict flattened and pulled apart. Once the parties became fully nationalized—a long-germinating process that culminated in 2010—toxic partisanship took over completely. With the two parties divided over competing visions of national identity, Democrats and Republicans no longer see each other as opponents, but as enemies. And the more the conflict escalates, the shakier America’s democracy feels.

American Opinion on Trade: Preferences without Politics explains how American voters form opinions on trade policy and why those preferences can remain at odds with policy choices of political actors and parties who depend on their votes. The book shows that Americans weave together distinct and at times countervailing beliefs about trade’s effect on themselves, their communities, and the country. Initial chapters describe gender, race, and community based sources of protectionist sentiment. Later chapters focus on media and campaign portrayals of trade and their influence on Americans’ continued negative perception of the effect of trade on American jobs even as the United States continues to promote policies sustaining globalization. The final chapter discusses the difficulty faced by politicians and parties navigating these diverse and malleable sources of trade sentiment, particularly when encumbered with voting histories supportive of trade liberalization. It identifies party convergence on trade as a source of the diminished salience in American politics and compares the American experience with that of eight other advanced industrial economies. The book concludes by noting the potential for the reemerging influence of trade policy, particularly in light of the return of trade discourse in the 2016 Presidential campaigns.

This chapter surveys the ordinary differential equations (ODEs) that occur in classical and quantum mechanics, and describes both numerical algorithms and appropriate software design for solving them. Systems of ordinary differential equations, together with a few constants of integration, can in most cases be regarded as a means of defining a function (the “solution”). In this chapter, we develop an object-oriented architecture that applies integrators of the Runge-Kutta family to create these functions. Together with an automatic derivative system for generating partial derivatives from functions of one or more variables, the differential equation solver becomes a powerful tool for solving a variety of few-body problems in classical Hamiltonian systems. This chapter presents a blend of numerical algorithms, physics, and computing techniques. The phenomenon of energy drift is discussed and used to motivate symplectic solvers. Techniques such as adaptive step size and possible problems with stability and multiple scales are also discussed.

During the 1940s, Bester scripted comics, radio mysteries, and teleplays, and developed a fast-paced, highly visual style that, along with an emphasis on psychological depth and language play, would later define his approach to SF. He also adopted writing practices (such as allowing ideas to gestate and recombine over time in a “gimmick” book) that fueled his explosive return to SF at the end of the decade. This chapter examines Bester’s growth into a seasoned writer and the circumstances of his return to SF. Particular attention is given to his parting of ways with John W. Campbell, to his budding relationship with Fantasy and Science Fiction editors Tony Boucher and J. Francis McComas, and to the stories “Oddy and Id” and “Of Time and Third Avenue.”

The passage of the Clean Air Act and the creation of the Environmental Protection Agency (EPA) in 1970 marked a sweeping transformation in American politics. In a few short years, the environmental movement pushed Republican and Democratic elected officials to articulate a right to clean air as part of a bevy of new federal guarantees. Charged with delivering on those promises, the EPA represented a bold assertion that the federal government had a responsibility to protect the environment, the authority to command private business to reduce their pollution, and the capacity to dictate how they did so. But revolutions are always contested and the starburst of environmental concern that propelled the Clean Air Act and the EPA coincided with economic convulsions that shook the liberal state to its core. As powerful businesses pressed to roll back regulations, elected officials from both parties questioned whether the nation could keep its environmental promises. Pushing on, the EPA adopted a monetized approach to environmental value that sat at odds with environmentalist notions of natural rights but provided a critical shield for the agency’s rulemaking, as environmental protection came to serve as a key battleground in larger debates over markets, government, and public welfare. The EPA’s success and the potential limits of its monetary approach are evident in the very air we breathe today—far cleaner and healthier as a result of the EPA’s actions, but holding new threats in a rapidly changing climate.

Abstract This book demonstrates that economic exchange and legal contract rest on a moral relationship by which each party recognises the autonomy of the other. Through this relationship of mutual recognition, the parties each pursue their legitimate self-interest by the persuasion of the other. Consciousness of this essential relationship is in stark contrast to the alienated belief in solipsistic self-interest that is central to the classical law of contract. Given such belief, it seems justified to take a purely instrumental attitude towards the other party to a contract. But such an attitude is not morally defensible, nor does it enhance economic welfare; and it is for these reasons that the classical law is legally incoherent. The fundamental shortcomings of the classical law arise because it cannot comprehend the way that the doctrines of the positive law do, in fact, give effect to the relationship of mutual recognition. The welfarist criticism of the classical law has, however, failed to develop a workable concept of self-interest, and so is at odds with what must be retained from the classical law, and, behind this, what is welfare enhancing about the market economy. The relationship of mutual recognition can and must be derived from an immanent critique of the classical law that restates self-interest in a morally, economically, and legally attractive manner. The law of contract which emerges is the law of liberal socialism and the social market.

A publicação “Agenda 2030 para abastecimento de água, esgotamento sanitário e higiene na América Latina e Caribe - Um olhar a partir dos direitos humanos” foi elaborada em coordenação com o centro colaborador FIOCRUZ, do Ministério da Saúde do Brasil, sob a supervisão geral da Equipe Técnica Regional de Água e Saneamento (ETRAS) da Unidade de Mudanças Climáticas e Determinantes Ambientais do Departamento de Doenças Transmissíveis e Determinantes Ambientais da Saúde da Organização Pan-Americana da Saúde (OPAS). Este documento foi inspirado pela necessidade de promover ações abrangentes na gestão de serviços de água e esgotamento sanitário com um enfoque dos direitos humanos no âmbito dos Objetivos de Desenvolvimento Sustentável (ODS); além disso, ratifica os resultados relatados em um estudo da OPAS (2016)1 sobre as profundas desigualdades entre áreas urbanas e rurais no acesso aos serviços de água e esgotamento sanitário, e a correlação com características como sexo, idade, renda, escolaridade, entre outros. O foco principal deste estudo é analisar as possibilidades de cumprimento das metas dos Objetivos de Desenvolvimento Sustentável 6.1 e 6.2 e dos direitos humanos à água e ao esgotamento sanitário nos países da América Latina e Caribe, incorporando a questão da desigualdade como eixo transversal, identificando os espaços onde está concentrada; portanto, este estudo também identifica onde esses direitos são mais violados e onde é necessário intervir. Neste exercício, uma avaliação institucional é incluída, do ponto de vista dos recursos humanos disponíveis, do nível de regulamentação e do financiamento necessário para o cumprimento dos mesmos, enfatizando desigualdades e outras características que determinam se há grupos populacionais excluídos ou invisíveis no desenho de políticas públicas específicas para o setor de água e esgotamento sanitário. Nesse sentido, o estudo apresenta evidências para que os Estados Membros levem em conta essa situação e garantam que “ninguém seja deixado para trás”, insistindo que o relatório dos indicadores dos ODS seja necessariamente discriminado por renda, sexo, idade, raça, etnia e localização geográfica, alinhando-se com os atributos que exigem o cumprimento dos direitos humanos à água e ao esgotamento sanitário.

O êxodo rural, que ocorreu no Brasil e que teve seu auge entre as décadas de 1960 e 1980, fez com que o desenvolvimento das cidades ocorresse de maneira desgovernada, ou seja, sem planejamento de médio e longo prazos. Lembramos ainda que na época de grande desenvolvimento de muitas cidades brasileiras não se conhecia o conceito de desenvolvimento sustentável, ou seja, “o desenvolvimento que atenda às necessidades do presente sem comprometer a capacidade das gerações futuras de atender às suas próprias necessidades”. Como consequência, muitos problemas são hoje enfrentados pelos gestores. Por outro lado, promover uma gestão urbana sustentável só é possível com o entendimento dos problemas existentes e com a implantação de planos, programas e projetos também sustentáveis, ou seja, que promovam a qualidade de vida do cidadão, que protejam o ambiente e que permitam desenvolvimento econômico. A gestão urbana sustentável é um tema muito amplo; assim, nessa coletânea optamos por focar no Objetivo de Desenvolvimento Sustentável (ODS) 6 – Água Potável e Saneamento e no ODS 11 – Cidades e Comunidades Sustentáveis. Neste contexto, no Capítulo 1 discorremos sobre o conhecimento da dinâmica das vertentes e dos efeitos da urbanização sobre elas, para fornecer subsídios para um planejamento urbano sustentável. No Capítulo 2, apresentamos alguns instrumentos de planejamento urbano e sua relação com a gestão urbana sustentável. No Capítulo 3, discorremos sobre a gestão intermunicipal de saneamento básico, com ênfase para os municípios de pequeno e médio porte brasileiros. No Capítulo 4, apresentamos a gestão dos resíduos sólidos urbanos como ferramenta do planejamento municipal. No Capítulo 5, buscamos apresentar os recursos e usabilidades que as ferramentas de geoprocessamento possuem e que podem ser utilizadas na gestão urbana. No Capítulo 6, focamos no tratamento de efluentes e nos processos oxidativos avançados, que promovem mineralização total ou parcial dos compostos orgânicos biodegradáveis e refratários. Por fim, no Capítulo 7, contamos um caso de rompimento de uma estação de tratamento de esgoto com consequente poluição de uma lagoa urbana e apresentamos o uso do biomonitoramento como parte da solução. Esperamos que esse conteúdo contribua para auxiliar aqueles que enfrentam esses desafios em suas profissões e que novas coletâneas possam ser criadas a partir dessa e que abordem outros aspectos de uma gestão urbana sustentável, tais como mobilidade urbana, aspectos sociais como direito à moradia, à saúde, à educação e à segurança, e erradicação da pobreza, entre outros.

Abstract Less academic: Terrorist, rebel, and insurgent groups face myriad challenges. Between state repression and fears of infiltration and defeat, it is no surprise they are prone to infighting, instability, and division. And these divisions are meaningful: one led the Islamic State to break from Al Qaeda, and others have perpetually plagued the Irish Republican Army, Palestinian militants, and many more. This book analyzes how armed groups fracture and how splinter groups behave. It is the first to look inside these organizations and to understand the specific disagreements leading fractures to occur. It shows how disagreements are commonly driven by disputes over ideology, leadership, and strategy. Drawing on research from organizational studies to social psychology, and by leveraging analogies from business firms to religious sects, the book shows how these disputes uniquely shape the behavior and survivability of breakaway splinters. When motivated by single, shared disagreement, splinters tend to exhibit higher cohesion, clearer objectives, and greater survivability. And when motivated by strategy in particular, splinters typically attract the most hardline operatives and subsequently adopt increasingly lethal tactics and strategies. The book tests these claims comprehensively. Statistical analyses reveal a clear link between internal disagreements and splinter behavior across countries and over time. Case studies of republican militants in Northern Ireland, Basque militants in Spain, and the Islamic State in Syria and Iraq then confirm these trends. As a result, this book demystifies a complex albeit common event with ramifications for counterinsurgency, counterterrorism, and understanding increasingly fragmented conflicts around the globe. More academic: Armed groups are tenuous organizations. They face difficult environments and uncertain challenges that make instability, division, and organizational fractures common. But when fractures occur, what explains how breakaway groups behave? Drawing on social and group dynamics that afflict everything from political parties to religious sects, this book shows how a splinter group’s trajectory is not predetermined, but is in fact shaped by its motivations for breaking away. Splinters emerging from a single, shared internal disagreement form with clear organizational objectives that attract a highly cohesive base of recruits. This lowers the odds of defection and infiltration, making it easier to decentralize operations and ultimately survive. Armed groups also break apart for a variety of reasons. Ideological, strategic, and leadership disputes each uniquely shape the goals and membership composition of breakaway groups. Strategic disagreements create the most radical splinters since they usually attract dissatisfied hardliners away from the parent. These claims are tested using a mixed-methods research design. Statistical analyses of a new data set reveal strong support for the theory across countries and over time, while in-depth case studies of republican militants in Northern Ireland, Basque militants in Spain, and the Islamic State in Syria and Iraq confirm the theory’s more specific implications. As a result, this book refocuses attention away from external dynamics, like state repression and conciliation, and towards internal dynamics that can better explain how armed groups fragment, operate, and survive.

Si bien la Universidad de Zaragoza dispone de varias guías de buenas prácticas (por ejemplo, en materia de investigación, o de la Escuela y Programas de Doctorado), organiza congresos y jornadas (como las Jornadas de Buenas Prácticas en la Docencia Universitaria con Apoyo de TIC de la Cátedra Banco Santander o el Congreso internacional sobre buenas prácticas ODS durante la COVID: Aprendizaje servicio, calidad y equidad educativa) y ha realizado esfuerzos para la creación de repositorios de buenas prácticas específicos (Observatorio de Buenas Prácticas en Gestión Universitaria de la UZ, Buenas prácticas en la BUZ o las Buenas Prácticas POUZ), el repositorio de buenas prácticas en innovación educativa lleva sin actualizarse desde el curso 2014/15 (tras la finalización del proyecto EA2011-0035 del Ministerio de Educación, Cultura y Deporte, en el que estaba enmarcado). Como parte del Plan Estratégico de la Escuela Politécnica Superior 2021- 2024, el objetivo 1 -relativo a la necesidad de impulsar y reforzar la oferta académica y la docencia de calidad- recoge como línea de acción prioritaria para el año 2021 la elaboración de un banco de buenas prácticas docentes EPS. Asimismo, el Plan de Sostenibilidad EPS, dentro de la línea prioritaria 1 (sobre sostenibilidad ambiental en los programas académicos, la investigación y transferencia de conocimiento en la EPS), fija como acción clave la recopilación de experiencias innovadoras en la docencia de la EPS vinculadas con la sostenibilidad, potenciando los Objetivos de Desarrollo Sostenible. El presente dossier de buenas prácticas docentes y experiencias innovadoras responde a los dos compromisos referidos en el párrafo anterior. Esperamos sirva de guía no sólo al profesorado de nuestro Centro, sino al del resto de centros de nuestra Universidad.

Abstract:
La misión de los repositorios de buenas prácticas es ayudar al profesorado a aplicar la innovación educativa en sus asignaturas. La posibilidad de conocer qué ha realizado otro profesorado en su área de conocimiento, encontrar información a partir de necesidades concretas o identificar experiencias en función de los resultados que se desean mejorar en las propias asignaturas, son algunos de los aspectos claves que hacen estas herramientas especialmente útiles. Abstract:
A preocupação quanto à Segurança Alimentar (Food Security) surgiu decorrente das sequelas da Segunda Guerra Mundial, causando flagelos humanos e impactos devastadores no meio ambiente. Os países envolvidos nesse conflito de escala global ficaram sem condições de produzir alimentos para abastecer as populações, o que gerou grande desordem social e econômica. Esse momento avassalador na história humana trouxe a conscientização universal que a garantia na oferta de alimentos e água potável para a população mundial ajudaria na busca da paz e harmonia entre as nações de diferentes etnias, culturas e de poder econômico. Os Objetivos de Desenvolvimento Sustentável (ODS), adotado em 2015 pelas Nações Unidas, compreende 17 Objetivos Globais. Foi uma chamada universal para acabar com a pobreza, proteger o planeta e garantir que até 2030 todas as pessoas desfrutem de paz, prosperidade econômica e justiça social. Infelizmente, grande parte da população global ainda consome pouco para atender às necessidades nutricionais básicas, devido às dificuldades de acesso a tecnologias eficientes e práticas resilientes, que levaria a uma economia mais eficiente em termos de gerenciamento dos alimentos, para assim combater a insegurança alimentar. O termo Segurança Alimentar é uma concepção abrangente e intersetorial que define diretrizes e metas para garantia ao direito humano quanto ao acesso regular e permanente de alimentos de qualidade e quantidade adequados, na promoção de uma vida saudável e ativa. A descoberta de novas tecnologias, recurso humano qualificado e apoio financeiro de toda a sociedade, são necessários para alcançar os Objetivos Globais em todos os contextos necessários para prolongar a vida das futuras gerações na terra, com responsabilidade e senso de justiça igualitário. As ações da Segurança Alimentar envolvem projetos em todos os estratos da sociedade civil organizada, precisando de consenso, alinhamento e compromisso com políticas de estado em nível global. As metas são obtidas com recursos e instrumentos de avaliação reconhecidos pela comunidade acadêmica, monitoramento constante, envolvendo programas, ações da gestão pública, da sociedade, instituições de ensino, uma vez que trata-se de participações conjuntas, para garantir a soberania alimentar de sua população. Na perspectiva das ações da soberania, os programas de qualidade e gestão de riscos transmitidos por alimentos devem ser adotados para garantia do Alimento Seguro (Food Safety), porque além de fornecer nutrientes importantes ao organismo, faz-se necessário adotar barreiras sanitárias, para que os alimentos estejam livres de microrganismos patogênicos ou deteriorantes, metabólitos tóxicos, produtos químicos e corpos estranhos em concentrações que possam vir a causar doenças transmitidas por alimentos. A garantia da condição do alimento produzido deve garantir a qualidade desde o campo até a mesa do consumidor. Diante da globalização alimentar atual, o Estado Brasileiro empenha-se na promoção de cooperação técnica com outros países, contribuindo assim para a realização do direito humano à alimentação segura no plano internacional, através de práticas de produção mais sustentáveis. O cumprimento das boas práticas agrícolas, adoção de sistemas de produção resiliente, manipulação de alimentos seguro, garantia de inocuidade e adoção das ferramentas de rastreabilidade, são ações e informações compartilhadas entre os países. Os capítulos deste volume são contribuições científicas atualizadas abordando os Desafios e Estratégias para Segurança Alimentar Mundial, a partir dos diferentes ramos das ciências, compartilhando reflexões multidisciplinares que visam a promoção de estratégias para lidar com os desafios da segurança alimentar no Brasil e no mundo. Desejamos a todos uma leitura proveitosa dos bons frutos acadêmicos que foram gerados e aqui generosamente compartilhados.
