Abstract:
The need to adapt the length of the working day to meet the interests of both firms and workers is a reality that has imposed itself on work relationships throughout the whole of the European social space. The maximum number of work hours per day set out in the current labour regulations of the Member States is completed with part-time work. Faced with the need to bring the national legislations on this matter into line, the European Union issued the Council's Directive 1997/81, of 15 December 1997, concerning the framework agreement on part-time work drawn up by UNICE, CEEP and ETUC. Spain has adapted its regulations to the requirements and interests of both workers and employers by introducing corrections and modifications into each and every one of the labour reforms that have been brought in since the Workers' Statute was adopted in 1980. This study deals with the regulatory process and the legal system concerning part-time work currently applicable in Spain and came into force with the enactment of the Real Decreto-Ley 5/2001, of 2 March.

Abstract:
Part-time employment rates are increasing in Australia, for both women and men. However, gendered patterns in part-time employment status are typically associated with mothers’, rather than fathers’, transition to parenthood. This study uses data from the 2006 Negotiating the Life Course survey to investigate whether part-time employment reduces time pressure for women compared to men, when temporal job quality is considered. Our results show that women employed in shorter part-time hours had better time pressure outcomes, overall and at work, than women employed in longer part-time hours. Yet findings show that a lack of access to temporal flexibility and irregular work schedules negatively impact time pressure outcomes for both men and women. We conclude that time pressure benefits gained from being employed part-time, may be diminished when there is poor temporal job quality.

Kısmi süreli iş sözleşmesiyle çalışanların böylesine önemli bir haktan yararlanıp yararlanamayacakları tartışma konusudur. Zira hafta tatiline ilişkin yasal düzenlemeler tam süreli iş sözleşmesiyle çalışanlar dikkate alınarak hazırlanmıştır. Bunun neticesinde kısmi süreli iş sözleşmesiyle çalışanların hafta tatiline hak kazanıp kazanamayacakları belirsiz hale gelmiştir. Öğretide konuya ilişkin farklı görüşler ileri sürülmüştür. Ayrıca konuya ilişkin yargı kararları da çeşitlilik göstermektedir. Yargıtay yakın zamana kadar kısmi süreli iş sözleşmesiyle çalışanların hafta tatiline hak kazanamayacakları görüşündeydi. Yeni tarihli kararlar ise kısmi süreli iş sözleşmesiyle çalışanların hafta tatiline hak kazanabilecekleri yönündedir. Çalışmada kısmi süreli iş sözleşmesiyle çalışanların hafta tatili hakkı karşısındaki durumları incelenecektir. Bunun için öncelikle hafta tatili ve kısmi süreli iş sözleşmesi hakkında genel bilgiler verilecektir. Ardından hafta tatiline hak kazanma koşulu incelenecektir. Son aşamada ise kısmi süreli iş sözleşmesiyle çalışanların hafta tatiline hak kazanma koşulunu sağlayıp sağlamadıkları üzerinde durulacaktır.

Abstract:
Theoretically, those classified by the Bureau of Labor Statistics as involuntary part-time workers are individuals who would like to work full-time but have been unable to obtain full-time employment. To empirically test the accuracy of that definition, the author employs simple probit models of employment preferences and employment opportunities estimated with data from the March 1990 Current Population Survey. The results confirm that those classified as involuntary part-time workers were indeed employed part-time “involuntarily.” Furthermore, those classified as involuntary part-time workers in 1990 were at least 50% more likely to be in the full-time labor force in 1991 than were those who were classified as voluntary part-time workers in 1990.

This article examines whether the recent growth in part-time employment has had any ramifications for decisions about participation in higher education. Using data drawn from four waves of the Australian Longitudinal Survey, binary logit models of both the decision (by Year 12 students) to participate in higher education and the decision to remain in higher education beyond the first year of study are estimated. The results indicate that part-time employment while studying at university (or similar level institutions) has not been a factor critical to continuing studies. Employment while at secondary school, however, is found to reduce the likelihood of continuing education for girls but not for boys. It is argued that this result may reflect either a greater preference for current income or lower rates of return to education for girls.

Abstract:
Purpose Combining trends in employment flexibility, organizational learning, need for improved leadership and entrepreneurship is important in managing today’s organizations. This study aims to explore these relationships within a single media firm in one of the Baltic States. Design/methodology/approach The subject for this exploratory case study is a small Estonian media company having a total of 43 members/employees. Data for the study were collected using two questionnaires (organizational leadership capability and dimensions of learning organizations) and by in-depth interviews. Assessment and analysis of the data included: measurement of organizational leadership (OL) and learning organization; measurement of entrepreneurial behavior; and analysis of the results gained from studying the issues pertaining to OL, learning organization and entrepreneurial behavior. Findings The results of this study reveal that part-time versus full-time employees have more positive attitudes toward the organization’s decentralized leadership and of six of seven learning characteristics. It appears that the entrepreneurial orientation of the part-time employees (PTEs) helps explain the differences observed. Practical implications The implications for practice based on this study is that firms should consider their PTEs as a valuable asset not only because of the flexibility they offer to the workforce but also because of the special skills and outlooks they bring to the organization. Originality/value This paper explores the relationships among organizational learning, OL and entrepreneurship in context of part-time employment.
