Abstract:
We present a novel online inspection method for manufacturing processes that automatically adapts to variations in part and environmental properties. This method is based on a developmental learning architecture comprising a procedure that focuses attention to apparently defective regions, a recognition method that performs automatic feature derivation based on a set of training images and hierarchical classification, and an action step that controls attention and further decision processes. The method adapts to variations incrementally by updating rather than recreating the training information. Also, the method is capable of inspecting and training simultaneously. Addressing new inspection tasks requires neither re-programming and compatibility tests, nor quantitative knowledge about the image set, from a human developer. Instead, automatic or manual training of the inspection system according to simple guidelines is applied. These attributes allow the method to improve online performance with minimal ramp-up time. Our system performed inspection of three applications with low error rate and fast recognition, confirming its suitability for general-purpose, real-time, online inspection.

SUMMARY: In 2002, the peer review auditor program was replaced with independent inspections of audit firms by the Public Company Accounting Oversight Board (PCAOB). The PCAOB inspections differ from the peer reviews in several key areas including the independence level of the reviewers, the nature and timing of the reviews, and the content and timing of the findings' disclosures. This study focuses on the informational value of the quality control criticisms disclosure included in Part II of the PCAOB inspection reports. After each inspection, the PCAOB issues inspection reports that include a public portion (Part I) of identified audit deficiencies, and most include a nonpublic portion (Part II) of identified quality control weaknesses. Part II of the report only becomes public if the firm fails to satisfactorily remediate the quality control deficiencies in a 12-month period. This study examines the change in audit firms' market share following the public disclosure of Part II of the inspection report. The results find that audit firms lose a significant amount of market share following the public disclosure of quality control criticisms, and suggest that such a disclosure provides a credible signal of auditor quality to audit clients.

Abstract:
An inspection game is a mathematical model of a non‐cooperative situation where an inspector verifies that another party, called inspectee, adheres to legal rules. The inspector wishes to deter illegal activity on the part of the inspectee and, should illegal activity nevertheless take place, detect it with the highest possible probability and as soon as possible. The inspectee may have some incentive to violate his commitments and violation, if observed, will incur punishment. Therefore if he chooses illegal behaviour, the inspectee will wish to avoid detection with the highest possible probability. Three examples of applications are presented. The first one deals with random controls in public transportation systems. The second one describes the problem of verification of arms control and disarmament in a very general way. The third one deals with inspections over time which are important in the context of non‐proliferation verification.

Abstract:
The paper analyses the assessment of the technical condition of vehicles at technical inspection stations in the Slovak Republic in the period of 2007 – 2019. There are described the legislative conditions for assessment of the technical condition of vehicles at technical inspections stations in the Slovak Republic. Data from technical inspections and defects within all technical inspection stations was recorded in the nationwide information system. These data was used as base for the next analysis. This paper also describes the possibilities for detection of deficiencies at technical inspection stations, and in the final part the impact of expert supervision on the operation of the selected technical inspection stations was analysed. The paper also examines significant factors affecting the assessment of the technical condition of vehicles at technical inspection stations in the Slovak Republic. The first factor represents legislative measures introducing more sophisticated technical means to control technical inspection stations, and the second factor is technical supervision by supervisory authorities over technical inspection stations.

Inspection of mining assets is a crucial part of the maintenance process and is of interest to several stakeholders (e.g., OEMs, owners, users, and inspectors). Inspections require an inspector to verify several characteristics of the assets onsite, typically using legacy and poorly digitized procedures. Thus, many research opportunities arise from the adoption of digital technologies to make these procedures more efficient, reliable, and straightforward. In addition to cloud computing, the ubiquitous presence of modern mobile devices, new measurement tools with embedded connectivity capabilities, and blockchain technologies could greatly improve trust and transparency between the stakeholders interested in the inspection. However, there has been little discussion on integrating these technologies into the mining domain. This paper presents and evaluates an end-to-end system to conduct inspections using mobile devices that directly interact with constrained IoT sensor devices. Furthermore, our proposal provides a method to integrate constrained IoT devices as smart measuring tools that directly interact with a blockchain system, guaranteeing data integrity and increasing the trustworthiness of the data. Finally, we highlight the benefits of our proposed architecture by evaluating a real case study in a mining inspection scenario.

The blank of large complex surface parts such as aircraft skin parts is formed by roll–bending process, which always introduces a big shape deviation between actual blanks and the desired ones. The cutting tool path for the blank machining planned based on the nominal digital model of the part may scrap the part due to the shape deviation. In order to address this issue, laser inspection method is used to inspect the blank before machining to obtain the actual shape of the blank which can be used as a reference for cutting tool path generation in addition to the nominal digital model of the part. While the laser inspection device posture adjustment is an important factor for inspection precision, it should be intensively focused. The difficulty of the laser inspection device posture adjustment optimization is that it can only be performed based on the nominal digital model of the part, while the real inspection object is the actual blank whose real shape is unknown, which may lead to the inspection precision disqualification. In order to address the above difficulty, the actual blank profile is first constructed with a few of laser inspection points obtained by rough inspecting. An inspection path planning method is proposed based on the actual blank profile. A genetic algorithm is used to optimize the pendulum angles of the laser inspection device based on the inspection path and the actual blank profile, and the optimized postures of the actual blank can be calculated based on the pendulum angles. The proposed method of this article is verified by the inspection of an aircraft skin part, and the experiment results show that this method can ensure the final inspection precision.

BACKGROUND: Ambulance inspections make up part of the emergency medical services (EMS) to keep operations running smoothly as well as to maximize and maintain the safety of vehicles used for delivery of both staff and patients. The EMS of Srinagarind Hospital has been using an ambulance inspection report application since January 2020. Nevertheless, there has been no comparative study of the benefits associated with the use of this specification. AIM: The aim of this study was to compare the advantages of an ambulance inspection report application and paper checklist. METHODS: This cross-sectional study was conducted amid the EMS at a university hospital in Thailand. Data gathering was carried out by employing the Srinagarind Hospital database and ambulance inspection report application throughout January 1, 2019, and December 31, 2020. RESULTS: A total of 2350 ambulance inspections were recorded during the 2-year study period. Recognition times for ambulance inspections incorporating paper checklist and inspection with application were 35.5 ± 9.4 min and 1.02 ± 0.5 min, respectively (P < 0.001). Action times were 25.2 ± 5.1 min and 1.04 ± 0.2 min, respectively. Ambulance inspection compliance rate with the application was 95.3% and 70.1% with a paper checklist. CONCLUSION: Ambulance inspections carried out with an application can reduce recognition and action time, and increase ambulance inspection compliance rate.

This article mainly studies the path planning of part manufacturing quality inspection based on models. Therefore, this paper optimizes the inspection path planning by combining the deep learning of the BP neural network in the neural network model, then improves the recognition efficiency of parts with various shapes through the collection of surface point information, and then combines the basic principles of model inspection and quality control principles to improve the accuracy of quality inspection. In order to better design this optimal path, this paper also designs welding basic formation parameter experiments and robustness analysis experiments to verify the influencing factors of the welding process and the specific results of image processing; this paper also designed the part outer diameter quality inspection test analysis to verify the accuracy and coverage of model-based part manufacturing quality inspection. The results obtained through the collection of experiments are finally compared with the traditional part quality inspection path; the experimental results show that compared with the traditional part quality inspection path, the new part quality inspection path can improve the accuracy rate of 5%-17%, the coverage rate of 9%-20%, and efficiency of 3%-17%.

Visual inspection of deteriorating reinforced concrete structures is an integral aspect of routine assessment practices. Data collected through visual inspection is primarily qualitative and subjective because it rarely involves. This article provides structural inspectors and facility engineers the methodology for visually inspecting any civil structure in a systematic way. The subject article is not prescribing any repair, retrofitting and rehabilitation methodologies. With help of basic design, technical and geographical information, inspectors can add value to the evaluation of deteriorated condition of structures. It is primarily for evaluating general civil structures, like buildings, retaining walls, transmission line towers, this study includes all the civil concrete structures, steel structures and pre-fabricated structures.

In this paper, we have designed and integrated an automatic optical inspection system, emphasizing on software implementation of the image processing, measurement and analysis utilities. As for the hardware equipments, we design an LED illumination unit and the custom-tailored machinery. By comparing the support functions of several main import brands of the optical inspection machine, we propose an optical inspecting procedure. By using the Windows-based user interface, we implement nine inspecting software tools, namely, the average gray level tool, the thresholding tool, the positioning tool, the edge detection tool, the binary large object (BLOB) tool, the template building tool, the smart matching tool, the inspection sequence tool, and the platform operation tool. All these tools can be used in an inspection with single operation and can also be arranged in a proper sequence of operations to fulfill a complicated inspection procedure. We use several part sample images with defects provided by the supplier to verify our fulfilled system.

Abstract This work proposes a sampling inspection framework for point measurement non-destructive testing of pipelines to improve its time and cost efficiencies. Remaining pipe wall thickness data from limited dense inspection are modelled with spatial statistics approaches. The spatial dependence in the available data and some subjective requirements provide a reference for selecting a most efficient sampling inspection scheme. With the learned model and the selected sampling scheme, the effort of inspecting the residual part of the same pipeline or cohort will be significantly reduced from dense inspection to sampling inspection, and the full information can be reconstructed from samples while maintaining a reasonable accuracy. The recovered thickness map can be used as an equivalent measure to the dense inspection for subsequent structural analysis for failure risk estimation or remaining life assessment.

The article is devoted to the problem of teaching module Shipboard Inspections in Maritime English course for master’s degree navigation faculty students. It is stated that the module is studied by future masters in the second semester being a part of a student’s book Extramiler. As Maritime English syllabus is compiled in accordance with STCW requirements, professional materials suggested in the module are intertwined with grammar and vocabulary items to make students able to speak on professional issues, demonstrating English language proficiency required. Teaching Shipboard Inspections should be organized in accordance with the communicative approach and active learning strategies. The module contains two sections: Know it and Do it. Section Know it comprises 3 parts: Part A What do shipboard inspections check?, Part B What inspection documents should you be aware of? and Part C What types of surveys can your ship undergo? Do itis a part providing the case to summarize knowledge on the module studied. Each part is aimed to achieve certain skill, altogether they are grouped around essential competency: to make students able to describe shipboard inspections and surveys procedures, their requirements and documents referring to them. Part A includes general overview of inspections, descriptions of Port State Control, Flag State Control, internal and external audits procedures and requirements.Part B contains the abstracts from different inspection documents, guidelines for masters, reports on inspections conducted, that include the deficiencies revealed, and checklists. Part C is aimed at familiarization with the types of surveys, their purpose and frequency. The module is enriched with cases adapted by the author that are a source of authentic information to form critical thinking, integrate various language skills and generate own ideas.

Abstract:
Purpose As part of their inspection of care homes in England, the statutory inspector (the Care Quality Commission [CQC]) makes a judgement on the quality of the home’s leadership. Their view is critical as it is intended to inform consumer choice and because the statutory nature of inspection means these views hold considerable authority. The purpose of this paper is to look at the content of a selection of reports and seek to determine what the CQC understands by the concept of “good leadership”. Design/methodology/approach A purposive sample of recent CQC inspection reports was selected and subjected to a qualitative content analysis. Inspections are structured around five main questions. The resulting themes describe areas of focus within the section of reports that feature the question “Are they well-led?”. Findings Inspection reports were found to focus on four main themes: safety and quality of care; day-to-day management of staff; governance and training in the home; and integration and partnership working. In the discussion section, the authors reflect on these themes and suggest that the CQC’s view of leadership is rather limited. In particular, while an emphasis is placed within the literature and policy on the importance of leadership in delivering change and quality improvement, little attention is paid to this within the leadership section of inspection reports. Research limitations/implications The authors’ research is based on a small-scale sample of inspection reports; nevertheless, it suggests a number of avenues for further research into the way in which leadership and management capabilities are developed and monitored in the sector. Originality/value The analysis in this report offers a view of how the inspection regime implements its own guidance and how it assesses leadership. The reports, as public-facing documents, are artefacts of the inspection regime and critical not just as evidence of the practice of inspection but as influence on care home operations and the choices of care home residents and their families.

Key technologies of dimensional inspection system of thin sheet part based on machine vision are investigated, and an entire machine vision inspection system is developed. A cad information-based line scanning step adaptive optimization method used for image grabbing of inspected part is proposed. A rectangle lens subpixel edge detection method based on cubic spline interpolation used for edge detection is advanced. A planar contour primitive recognition method based on curvature and HOUGH transform used for image recognition is raised. The inspection accuracy of the inspection system can reach to 1μm, and the inspection time can satisfy the requirements of on-line real-time inspection, so the inspection system is feasible.

The article deals with the issue of inspections and evaluations as part of the internal oversight of the United Nations. It is described the powers and activities of the Inspection and Evaluation Division (IED), which operates within the structure of the Office of Internal Oversight Services. In particular, it is indicated that the Inspection and Evaluation Division conducts programme evaluations to conduct analytical and critical assessments of programme implementation and legal frameworks, checking whether changes in them require a review of implementation methods and the relevance of administrative procedures. The main functions of the Division include: preparing a report on programme implementation at the end of each biennium containing qualitative and quantitative information; assessing, on a systematic and objective basis, the relevance, effectiveness, efficiency and efficiency of the Organisation’s activities in achieving its objectives; submitting a report to the UN General Assembly on strengthening the evaluation function and related oversight activities within the UN; conducting special inspections of programmes and organisational units to identify problems affecting the efficiency and effectiveness of the implementation of programmed activities and recommending corrective measures to improve programme delivery; providing internal management advisory services to programme managers, upon request etc. It is stated that the Division carries out several types of evaluation activities, including: programme evaluations; thematic evaluations; inspections; biennial studies on evaluation; evaluation dashboard etc. Themes covered by evaluations include: peace and security; sustainable development; human rights and humanitarian assistance; and organisational management and support. The main target audiences and users of the IED evaluation materials are: the Secretary-General, UN programme managers and staff, member states, primarily the Committee for Programme and Coordination (CPC) and the Administrative and Budgetary Committee (Fifth Committee) of the General Assembly and Security Council, UN stakeholders and partners.

A steel pipeline of about 60 m long containing several pipes and structural singularities (bends, welds, clamps, etc.) is inspected in this work using a guided-waves technique. The inspection system is a pair of transducer-rings operating with the torsional mode T(0,1) and allows the long-range fast screening of the structure from defined measurement points. Recorded signals have submitted some numerical treatments in order to make them interpretable. The wavelet analysis is one of them and serves for denoising the raw signals. Besides, the Hilbert transform (HT) is applied in order to obtain the wave signals' envelopes leading to simplified curves easy to interpret. The processed signals are analyzed to identify defects' reflections from structural-singularities' echoes in the pipeline. The inspection system prove its efficiency for a global screening of such a long-range pipeline by detecting and localizing the defects.

According to the two indices of inspection accuracy and inspection speed, a planar contour primitive recognition method of thin sheet part dimensional inspection system based on curvature and HOUGH transform is proposed. A contour point classification algorithm based on neighborhood values is developed, and a curvature threshold method is selected to filter the contour points, and a projection height method is selected to distinguish the property of the primitive and classify the contour points, and the straight line primitive and arc primitive segmentation and merging algorithms are constructed respectively by HOUGH transform. The inspection accuracy and inspection speed of the proposed method are compared and analyzed by contrast experiments between the proposed method and four dominant point detection methods such as Chung & Tsai method and so on. The dominant point detection ability of the proposed method is tested by a simulation planar contour which includes all kinds of dominant points. The experimental results indicate that the proposed method can recognize primitives exactly, the inspection speed is fast and the universality is good.

These aerial robotic systems are highly extensible and agile enabling safer, faster, and better inspections. Robotic inspection systems are forecast to grow exponentially this decade and beyond, as asset owners and service providers realize their economic value creation, increased data collection, and safety contributions.

Abstract In recent years, productivity and competitiveness have played a major role in manufacturing. To improve these aspects, many companies use computer-aided inspection (CAI) technologies. Inspection of parts, using 3D scanning technologies, is one the most modern and competitive ways to ensure the quality control of products. This paper presents a study on the assessment of the machined parts’ dimensional accuracy. An Atos Core device for 3D scanning of the part was used. The Atos device allows a non-contact inspection of the part’s entire surface, generating a very dense point cloud, which stores, with great accuracy, all the details of the inspected object. The machined part is compared with its numerical model, obtained by computer-aided design (CAD). The accuracy of the machining was proven to be very good, and the inspection’s result proves that the dimensions of the piece fall within the tolerance limits. A complete inspection of the piece, using 3D scanning, guarantees a fast and accurate quality control, thus reducing the production times.

Due to the delayed construction and commissioning of a German repository for intermediate- and low-level radioactive waste, waste inventories from several decades are now located at the interim storage sites, the safe custody of which must also be ensured for an indefinite period of interim storage. The usual practice in the interim storage facilities is recurrent inspections, which are carried out almost exclusively manually and without electronic comparative recordings as well as without mechanical documentation and archiving. Remote or automated inspection does not take place. The inspections are carried out visually and are therefore very subjective and thus subject to errors. Manual performance is labor intensive and requires the use of personnel exposed to radiation. Neither are uniform inspection criteria of the visual inspections applied, nor are the inspections performed uniformly between sites. Based on these facts, the Institute for Technology and Management in Construction, Department of Deconstruction and Decommissioning of Conventional and Nuclear Buildings, together with the Institute for Photogrammetry and Remote Sensing, is developing an automated drum inspection system as part of the funding measure FORKA – Research for the Deconstruction of Nuclear Facilities. EMOS is a mobile inspection unit that remotely and automatically records the entire surface of the drum, including lid and bottom, optically; evaluates it analytically; and both stores it electronically and outputs the results in the form of an inspection report. In this way, recurring inspections of the drum stock can be completed under the same inspection conditions each time. A decisive advantage is the possibility of carrying out the inspection remotely in order to reduce the radiation dose to the employees on site. The optical evaluation, display and output of the results will ensure a more precise inspection and analysis of the drum surfaces through software to be specially developed than is possible through manual and visual inspections as currently performed in the interim storage facilities. The continuous monitoring of the stored drums will be facilitated and also the tracing of possible damage development through the comparison of archived measurement results is a novel and powerful tool that helps to increase and ensure the safety aspects of interim storage in the long term. Changes in drum geometry as well as in the surface condition (e.g. corrosion formation, etc.) can be identified at an early stage with the help of the inspection unit, and measures can be taken at an early stage to counteract the loss of integrity of the storage containers.

The implementation of Electronic Chart Display and Information System (ECDIS) on board merchant ships involves several parties responsible for its proper use. These include inspection and maritime training institutes. Since ECDIS system is a new system and differs significantly with respect to different manufacturers, the question is how successfully inspections monitor the use of the ECDIS system. The results of concentrated campaigns by the regional port State control, previous research studies and reports produced by the International Hydrographic Organization were all analysed in this paper. The last part of the paper analyses the part of the international questionnaire that answers the question of how often respondents come across the ECDIS inspection, and what is the nature of that control. The results point to the lack of frequent control and oversight of some essential elements of the system by inspections. The results of the conducted questionnaire were compared with those of the concentrated inspection campaigns and with the results of previous research. A degree of coincidence between the obtained results reveals the need to further refine the ECDIS training process. The last chapter proposes activities aimed at improving the training of parties involved in the process for the purpose of improving navigation safety.

Generally, three sorts of quality inspection methods can be selected according to the specific requirements. This paper studied a combining quality inspection method for the quality inspection of a plastic molded part with multiple geometry shapes. Only incomplete point cloud is available because of the characteristics of the part material. Shape fitting and template matching methods are applied for deformation detection with respect to different shapes. Experiment result shows the proposed method can accomplish the quality inspection task for the part with multiple geometry shapes.

After a brief outline of the simplified and generic approach to reliability- and risk-based inspection planning, focus is set on a recent application of the methodology for the planning of in-service NDT inspections of fixed offshore steel jacket structures in the Danish part of the North Sea. The study includes a sensitivity analysis performed for the identification of relevant generic parameters such as the bending to membrane stress ratio, the design fatigue life, and the material thickness. Based on the results of the sensitivity analysis, a significant number of inspection plans were computed for fixed generic parameters (predefined generic plans) and a database named iPlan was developed from which inspection plans may be obtained by interpolation between the predefined generic plans. The iPlan database facilitates the straightforward production of large numbers of inspection plans for structural details subject to fatigue deterioration, as illustrated by an example in the paper.

The problems of forensic tactics of inspections and searches are analyzed and the ways to overcome them are suggested in the article. The article establishes that among special investigative actions a special place is occupied by a search, which, on the one hand, is one of the most effective and most popular investigative actions in practice, and on the other hand restricts individuals’ constitutional rights and freedoms. According to the Articles 223 and 237 of the Criminal Procedure Code (CPC) of Ukraine, the review is an investigative action aimed at obtaining (collecting) evidence or verifying already obtained evidence in a particular criminal proceeding, which is conducted within the pre-trial investigation of criminal proceedings. The analysis of the current legislation made it possible to establish that the search is carried out on the basis of the decision of an investigating judge of the local general court (Part 2 of Article 30 of the Constitution of Ukraine and Part 2 of Article 244 of the CPC of Ukraine), if there is sufficient evidence that property, information is in a certain place or in a certain person. Also, in order to identify and record information about the circumstances of a criminal offense, an investigator, prosecutor conducts such an investigative action as an inspection of the area, premises, things and documents. The article notes that in practice there are problems with the legal regulation of inspection, search and personal search, and therefore it is necessary to improve the legislation governing this issue. In particular, to consolidate the definition of “search”, “personal search” and to define a clear list of grounds for application. After examining the problems of forensic tactics of inspections and searches, considering the tactical experience of conducting inspections and searches in European countries, changes to the legislation in order to improve the legal regulation of inspections and searches are proposed. In the conclusions it is offered to make changes in Part 1 Article 237 of the CPC of Ukraine, established the need to amend Part 1 of Article 234 of the CPC of Ukraine. The development and testing of the roadside Inspection Selection System (ISS) have been in progress for more than 2 years. The ISS was developed as part of the Aspen roadside inspection software system in response to a 1995 congressional mandate calling for use of prior carrier safety data to guide in selection of commercial vehicles and drivers to undergo roadside inspections. The Aspen system includes software that helps conduct roadside inspections with portable microcomputers. Ten states were involved in the initial testing of the ISS, but a majority of states throughout the United States are now using the system. An analysis of almost 40,000 inspections conducted in 1996 revealed that the vehicle out-of-service (OOS) rate was 33.7 percent for those vehicles the ISS recommended for inspection versus 20.0 percent for those it did not. The driver OOS rate was 13.5 percent for those drivers recommended for inspection versus 9.9 percent for those not recommended. The ISS will thus help in targeting relatively unsafe carriers (as well as those for which there are insufficient data) and reduce the inspection burden on carriers proved to be safe. This means that more efficient use will be made of scarce resources by focusing on less safe vehicles and drivers. In addition, use of the ISS offers substantial benefits to society in safety and to safe motor carriers in cost savings. Presentations of the system and results of an evaluation survey completed by inspectors show the ISS to be well accepted by both inspectors and the motor carrier community.

In a strategic document of EU for Road safety improvement, up to 2030, "safe vehicle" is recognized as one of the pillars of a stable Road safety system. The part of the "safe vehicle" pillar is technical vehicle ispection, where parameters important for road safety are periodically checked. The aim of this work is to determine the quality of the measurement data and the ability to repeat measurements of some parameters during technical vehicle inspection, or more precisely, to determine whether measured data of turning wheel resistance and brakes ovality differ depending on the inspection place. The research is done by inspecting ten vehicles at five inspection places with different levels of resources use. The results show that the spread of measured data of turning wheel resistance is statistically significant and that it depends on the inspection place, as well as that measured data of turning wheels resistance significantly vary between inspection places. The measured percentage of brakes ovality is different from one inspection place to another, but the differences are statistically significant only for right wheels. The impact of inspection place, although less than in turning wheel resistance measurement, is still significant.

Presently, parts having intricate custom-made profiles are mostly fabricated using additive manufacturing (AM) processes. It becomes an essential task to verify the accuracy of AM parts so that they meet customer’s need and requirement. In product quality control, quick error comparison of manufactured part and an original CAD model is usually laborious but still a critical issue. Noncontact inspections using 3D scanners were preferred over conventional coordinate measurements, due to the significant amount of point data capturing in very short span of time. One of the important step of the noncontact inspection procedure using the 3D scanner is the correct localization of the datum reference frame. This step would help in the effective alignment of the digitized point data. This paper takes into consideration various 3-2-1 alignment approaches and investigates their influence on the inspection results. The result provides an evidence that an incorrect description of the product reference frame can lead to erroneous estimation of actual part deviations. The results show higher distance distribution for most of the point data of third alignment as the distance distribution is influenced by the worst description of the part reference frame. On the contrary, second alignment shows least distance distribution among point data due to correct reference frame definition.

Growing demand for raw materials forces mining companies to reach deeper deposits. Difficult environmental conditions, especially high temperature and the presence of toxic/explosives gases, as well as high seismic activity in deeply located areas, pose serious threats to humans. In such conditions, running an exploration strategy of machinery parks becomes a difficult challenge, especially from the point of view of technical facilities inspections performed by mining staff. Therefore, there is a growing need for new, reliable, and autonomous inspection solutions for mining infrastructure, which will limit the role of people in these areas. In this article, a method for detection of conveyor rollers failure based on an acoustic signal is described. The data were collected using an ANYmal autonomous legged robot inspecting conveyors operating at the Polish Ore Enrichment Plant of KGHM Polska Miedź S.A., a global producer of copper and silver. As a part of an experiment, about 100 m of operating belt conveyor were inspected. The sound-based fault detection in the plant conditions is not a trivial task, given a considerable level of sonic disturbance produced by a plurality of sources. Additionally, some disturbances partially coincide with the studied phenomenon. Therefore, a suitable filtering method was proposed. Developed diagnostic algorithms, as well as ANYmal robot inspection functionalities and resistance to underground conditions, are developed as a part of the “THING–subTerranean Haptic INvestiGator” project.

Therefore, non-contact infrastructure inspection and monitoring techniques received increasing interest in recent years, and they are widely used in all aspects of infrastructure life, owing to their convenience and non-destructive properties. This paper provides an overview of vision-based inspection and vision–laser-based monitoring techniques and applications. The inspection part includes image-processing algorithms, object detection, and semantic segmentation. In particular, infrastructure monitoring involves not only visual technologies but also different fusion methods of vision and lasers. Furthermore, the most important challenges for future automatic non-contact inspections and monitoring are discussed and the paper correspondingly concludes with state-of-the-art algorithms and applications to resolve these challenges.

This paper describes the routine inspections carried out on the high-temperature, high-pressure steam pipework associated with large electricity generating units owned by PowerGen. The early implementation of the Pressure Systems and Transportable Gas Container Regulations, 1989, has allowed power stations more flexibility to set intervals between outages for inspection compared to the fixed intervals required under the Factories Act, 1961. Part of these inspections includes a detailed examination of high-temperature, high- pressure steam pipework welds and support systems. The method of inspection and analysis carried out to contain the risk of failure at welds due to high system stresses is described in the paper. Details are also included of how pipework flexibility analyses have been used to redesign some systems that have exhibited significant problems.

AbstractModel-Based Definition provides several benefits for communicating between engineering and other downstream stakeholders. Particularly, semantic PMI information included in 3D models benefits both CAM programming and inspection phases. However, the efficiency of generating CAM- and CAI codes automatically according to the semantic PMI information varies due to the compatibility of different systems. This paper focuses on the experiment that we made on inspecting three different parts with the Coordinate Measuring Machine (CMM). We compared four different programming methods and found that the efficiency of inspecting depends on the serial size of the parts. The completely automatic CAI-programming method does not necessarily produce the most effective CAI code compared to the competent human programmer. This is notable, especially in large series due to achieved cumulative time savings in the inspection of each part. With small series, fully automatic PMI method and human-assisted automatic PMIfp method provide significant benefits in the inspection process due to time savings in CAI-programming work.

Abstract Optical measurement systems are important techniques for rapid inspecting additively manufactured parts by techniques such as selective laser melting (SLM). Depending on their application, SLM parts require post-processes such as sandblasting or heat treatment, commonly applied in order to improve their surface finish or mechanical properties, respectively. These post-processes modify the parts surface characteristics, and therefore the suitability for optical inspection. This work evaluates the influence of these SLM post-processes on optical inspection. For this, a test part, manufactured in 17-4PH stainless steel using a 3DSystems ProX100 machine, was optically measured using a structured light scanner and compared to the values obtained from contact measurements (reference values). Both optical and contact measurements were performed under three conditions: as-built, post sandblasting, and post sandblasting and subsequent heat treatment. The analysis results show that applying the sandblasting post-processing provides a surface finish to the SLM parts suitable for optical inspection. This post-process allows precise inspection of this type of parts, reaching values close to those obtained by contact. Likewise, it is concluded that the used structured blue-light scanner is suitable for inspecting SLM parts.

Results. The definition of the in-process inspection of the corporation’s activities was specified, as well as its subject, goals, and related tasks. The subjects and objects of the in-process inspection as well as its principles were determined. The necessity of introducing tools for the in-process inspection as an important element of the management system of a corporate organisation was justified. Conclusions. The proposed approach to the organisation of the in-process inspection can be applied by corporate organisations of various types of economic activity, which will allow considerably reducing production risks.

Abstract:
Purpose The purpose of this study is the use of 3D printing technology to perform maintenance on damaged parts on site. To maintain damaged parts, the user needs experience in the parts design and 3D printing technology. To help users who have little or no experience on 3D printing, a part library-based information retrieval and inspection framework was proposed to support the process of manufacturing replaceable parts using a 3D printer. Design/methodology/approach To establish the framework, 3D printing-based maintenance procedure was first defined, comprising retrieval, manufacturing and inspection steps, while identifying the technical components required to perform the procedure. Once the technical components are identified, part library-based information retrieval and inspection framework was defined based on the technical components and the relationships between the components. For validation of the concept of the framework, prototype system is developed according to the proposed framework. Findings The feasibility of the proposed framework is proved through maintenance experiments on gaskets and O-rings. Originality/value The main contribution of this study is the proposal of the framework, which aims to support the maintenance of damaged parts for the user who has little or no experience in part design or does not know how to operate a 3D printer.

Abstract:
The paper discusses the policy to limit the powers and resources allocated to labor inspectorates in 10 post-Soviet states (Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan and Ukraine). This policy is carried out under the slogans of protecting businesses from excessive regulatory burden and attracting investment. The aim of the study is to determine the extent of restrictions and trends in the development of legislation and law enforcement practices of these states in this regard. The objectives of the study are to identify specific limitations enshrined both in regulatory legal acts and in the practical activities of state bodies and non-state structures in these states. The methodology includes both the study of legal acts, and communication with experts in the countries of the region, as well as field surveys involving participants in labor relations and social partners. The study reveals a significant number of restrictions, some of which are in direct conflict with the requirements of the ILO priority conventions on labor inspection. Some, although not in direct contradiction with them, in combination with other restrictions and the specific approach to their application in practice, destroy the efficiency of the working conditions of workers inspection. Among the most important restrictions of labor inspections are: limiting the subject of inspections only to issues of compliance with safety and health standards; establishing in the legislation of a mandatory requirement to warn the employer on the part of the inspection about the inspection being carried out and / or the obligation of the inspection to coordinate the inspection with other state bodies (prosecutors, courts, etc.); establishing the occurrence of workers’ complaints as a prerequisite for the labor inspectorate, etc.

Abstract:
Inspection planning is considered an essential practice in the manufacturing industries because it ensures enhanced product quality and productivity. A reasonable inspection plan, which can reduce inspection costs and achieve high customer satisfaction, is therefore very important in the production industry. Considerations such as preparations for part inspection, measuring machines, and their setups as well as the measurement path are described in an inspection plan which is subsequently translated into part inspection machine language. Therefore, the measurement of any component using a coordinate measuring machine (CMM) is the final step preceded by several other procedures, such as the preparation of the part setup and the generation of the probe path. Effective measurement of components using CMM can only be done if the preceding steps are properly optimized to automate the whole inspection process. This paper has proposed a method based on artificial intelligence techniques, namely, artificial neural network (ANN) and genetic algorithm (GA), for fine-tuning output from the different steps to achieve an efficient inspection plan. A case study to check and validate the suggested approach for producing effective inspection plans for CMMs is presented. A decrease of nearly 50% was observed in the travel path of the probe, whereas the CMM measurement time was reduced by almost 25% during the actual component measurement. The proposed method yielded the optimum part setup and the most appropriate measuring sequence for the part considered.

Abstract:
Background—There are various influence factors that affect visual inspection of aircraft engine blades including type of inspection, defect type, severity level, blade perspective and background colour. The effect of those factors on the inspection performance was assessed. Method—The inspection accuracy of fifty industry practitioners was measured for 137 blade images, leading to N = 6850 observations. The data were statistically analysed to identify the significant factors. Subsequent evaluation of the eye tracking data provided additional insights into the inspection process. Results—Inspection accuracies in borescope inspections were significantly lower compared to piece-part inspection at 63.8% and 82.6%, respectively. Airfoil dents (19.0%), cracks (11.0%), and blockage (8.0%) were the most difficult defects to detect, while nicks (100.0%), tears (95.5%), and tip curls (89.0%) had the highest detection rates. The classification accuracy was lowest for airfoil dents (5.3%), burns (38.4%), and tears (44.9%), while coating loss (98.1%), nicks (90.0%), and blockage (87.5%) were most accurately classified. Defects of severity level S1 (72.0%) were more difficult to detect than increased severity levels S2 (92.8%) and S3 (99.0%). Moreover, visual perspectives perpendicular to the airfoil led to better inspection rates (up to 87.5%) than edge perspectives (51.0% to 66.5%). Background colour was not a significant factor. The eye tracking results of novices showed an unstructured search path, characterised by numerous fixations, leading to longer inspection times. Experts in contrast applied a systematic search strategy with focus on the edges, and showed a better defect discrimination ability. This observation was consistent across all stimuli, thus independent of the influence factors. Conclusions—Eye tracking identified the challenges of the inspection process and errors made. A revised inspection framework was proposed based on insights gained, and support the idea of an underlying mental model.

Background—The visual inspection of aircraft parts such as engine blades is crucial to ensure safe aircraft operation. There is a need to understand the reliability of such inspections and the factors that affect the results. In this study, the factor ‘cleanliness’ was analysed among other factors. Method—Fifty industry practitioners of three expertise levels inspected 24 images of parts with a variety of defects in clean and dirty conditions, resulting in a total of N = 1200 observations. The data were analysed statistically to evaluate the relationships between cleanliness and inspection performance. Eye tracking was applied to understand the search strategies of different levels of expertise for various part conditions. Results—The results show an inspection accuracy of 66.8% and 86.8% for clean and dirty blades, respectively. The statistical analysis showed that cleanliness and defect type influenced the inspection accuracy, while expertise was surprisingly not a significant factor. In contrast, inspection time was affected by expertise along with other factors, including cleanliness, defect type and visual acuity. Eye tracking revealed that inspectors (experts) apply a more structured and systematic search with less fixations and revisits compared to other groups. Conclusions—Cleaning prior to inspection leads to better results. Eye tracking revealed that inspectors used an underlying search strategy characterised by edge detection and differentiation between surface deposits and other types of damage, which contributed to better performance.
