Abstract:

Management practices in the rehabilitation and criminal justice system are primarily concerned with how employees sense, collect, organize, and process information regarding the criminal offender. The purpose of this quantitative study was to measure parole and probation officers’ perceptions regarding management support and effectiveness in the workplace, with particular emphasis on communication, collaboration, and conflict resolution. Herzberg’s 2-factor theory of motivation served as the theoretical framework for the study, supporting the concept of participatory management as a central factor in job satisfaction. A researcher-designed, Likert-type questionnaire was administered to a randomly selected sample of 31 parole and probation officers in Baltimore County. The sample size was determined using a power analysis for the 2-sample t test. The power analysis was completed with alpha levels of .05, and a .80 level of statistical power. Participants had been employed for at least a year as parole and probation officers who supervised African American criminal offenders. Results from the questionnaires were analyzed using t tests, frequency distribution analysis, and comparison of means analysis, with mixed findings. The majority of participants felt that managers provide a positive overall work environment and effectively communicate with parole and probation officers. At the same time, the majority of respondents also believed that managers do not collaborate with employees and do not resolve conflicts with employees in a timely manner. Possible reasons for these contradictory perceptions are discussed. The study contributes to positive social change by providing leaders with improved methods for measuring parole and probation officers’ perceptions regarding managerial support for and effectiveness in the rehabilitation of reentry offenders.

Abstract:
In a wide range of counselling situations, including those involving offenders, researchers have bemoaned the lack of consensus about outcome. Some researchers have argued that a lack of consensus is due to the fact that the different sources retain unique points of view, which can never be amalgamated into a common outcome. The current paper argues that, while sources will have their own unique perspective, it is possible to develop a meaningful consensus, if it is done very carefully. The factors which need to be taken into consideration are: measuring different outcomes; the different interpretation of the question by each source; and bias. An important outcome in correctional settings is an offender's current level of criminality, or likelihood of reoffending. It was hypothesised that the 12 Probation and Parole Officers' predictions about the likelihood of recidivism of 368 offenders would correlate with fresh charges recorded within 12 months by the Magistrates Court. This hypothesis was supported. It was also hypothesised that the Level of Service Inventory - Revised (LSI-R) would also correlate with fresh charges and that the former correlation would be different to the latter. While the LSI-R did correlate significantly with fresh charges, the predictions of the Probation and Parole Officers were not significantly different. The use of correlation coefficients to assess predictive validity has been criticised as they are affected by base rates of offending and selection ratios of offenders to high and low risk categories. However when a more appropriate statistical tool, the area under the Receiver Operating Characteristic curve (ROC) was employed, the results were not substantially different. The predictive abilities of offenders was also tested against the same criterion and Intersource Agreement on the Prediction Recidivism were found sorely wanting, failing to correlate with fresh charges or any of the other predictive measures. It is argued that the offenders failed to predict accurately because of bias and/or poor ability to predict their own behaviour. The ability of the Probation and Parole Officers to predict reoffending to a much greater level than usually recorded in the criminological literature was ascribed to the higher level of information about their own predictive abilities, through a natural feedback mechanism which does not usually apply to professionals making clinical predictions about recidivism, and to training in predictors of reoffending which they received when they were trained in the administration of the LSI-R. It was also found that the ability of the LSI-R to predict recidivism was improved by incorporating offender age through linear regression. Suggestions were made for improving consensus among sources in counselling outcome studies. In particular, it was noted that sources do not necessarily interpret the question in the manner the researcher desires and it may be necessary to test the subjects' ability to distinguish between similar questions when this distinction is important.

Abstract:
Prison management and key stakeholders lack an understanding of how institutional obstacles interfere with probation officers and parole agents' ability in managing offenders to reduce recidivism in a Midwestern state. In 2014, 1 out of 52 adults in the U.S. were under the supervision of probation officers or parole agents. The purpose of this descriptive phenomenological study was to identify the institutional obstacles that exist for probation officers and parole agents in terms of their lived experiences in their jobs. The participants were 5 probation officers and 6 parole agents from a municipal district in a county in a Midwestern state. The conceptual framework that grounds this descriptive phenomenological study is Meadows' three concepts of systems thinking (elements, interconnections, and purpose). The data collection process involved in-depth interviews and field notes. One hundred percent of the participants identified several themes as institutional obstacles including: lack of community programs, lack of jobs, and heavy caseloads. The implications for positive social change for the key stakeholders identified in the study to reduce recidivism in the criminal justice system were to remove the institutional barriers outlined in the themes and improve institutional practices. Making policy reforms that included drug and alcohol treatment, addressing the issue of prison authority and the creation of rehabilitation programs that feature cognitive development would aid in reduction of recidivism.

Abstract:
The U. S. criminal justice system has used risk assessment tools in an effort to reduce recidivism and risk assessment tools are now commonplace. Correctional organizations, however, have struggled with officers' resistance to these tools in spite of the evidence for their utility. There is limited research that explores the impact of resistance to organizational change within the context of correctional agencies. To address that gap, this correlational study used organizational change theory to examine officers' resistance to the use of risk assessment tools based on officers' opinions of the risk assessment tool being used in North Carolina. Data were collected through an online survey of 109 North Carolina probation and parole officers. Multiple linear regression analysis was used to examine the statistical relationship between officer use of risk assessment tools and the dependent variables which included officers' opinions of the risk assessment tool, knowledge of risk assessments, training for use of risk assessments, risk assessments in the sentencing process, and officers' length of time employed. Findings indicated that opinions of the risk assessment tool and training to use the tool statistically impact officers' use of the tool in daily supervision of offenders. Organizational change theory predicted these findings as officers' resistance to policy change was manifested in their opinions of that policy. Implications for positive social change include recommendations for corrections agencies to refine training regarding risk assessments in efforts to minimize officer resistance of properly applying risk assessment tools in daily job duties with the intended outcome of reducing recidivism, and therefore preventing future harms to the community.

Examines the attitudes and perceptions among parolees, and police officers on why inmates join prison gangs, how powerful they are, and their power and control in prison. Data was gathered from 250 surveys distributed to a group of parolees at an undisclosed southern California municipal police department jail, and 250 surveys distributed to police managers attending the FBI National Academy in Quantico, Virginia. Results of this study validated the hypothesis that there is a significant difference in attitudes and perceptions of parolees and police officers of why inmates join prison gangs and the power and control gang inmates have in prison.

Cette étude explique pourquoi et comment le monde de l’éducation populaire laïque favorisa l’émergence d’un genre de film, appelé « film-parabole », dans le cadre d’un cinéma de propagande en France dans l’entre-deux-guerres. En concurrence avec les œuvres du patronat et de l’Église, les instituteurs de l’école laïque encadraient les loisirs des familles ouvrières ou paysannes au sein d’associations fédérées par la Ligue de l’enseignement. Des Offices du « cinéma éducateur » avaient constitué un vaste réseau qui faisait la propagande de la culture française et des idées politiques du Cartel des gauches, puis du Front populaire [Partie I]. Selon leurs visées récréatives et éducatives, ces Offices privilégièrent des longs-métrages de non-fiction, des films à la fois narratifs et argumentatifs, tels qu’ils étaient réalisés par Jean Benoit-Lévy. Ces « films-paraboles » sont étudiés selo! n une méthode d’analyse qui ouvre des perspectives théoriques concernant l’étude des genres [Partie II]. This study explains why and how the popular State Education contributed to the emergence of a genre, called “parable film”, within the context of a propaganda cinema in France between the interwar years. Competing with the charities of the Employers and of the Church, the teachers of the State Education took in hand the leisure of the working-class and farming-class families within associations federated by the Ligue de l’enseignement. Offices of the “educational cinema” constituted a vast network which did the propaganda of French culture and of the political ideas of the Cartel des gauches, and then of the Popular Front [part I]. With their entertaining and educational aims, these offices favoured narrative and argumentative non-fiction feature films, such as those directed by Jean Benoit-Lévy. Those “parable films” are studied according to a method of analysis which offers theoretical viewpoints on the study of the genres [! part II]. Eventually, this work consists in leading in a complementary way history of “educational cinema” and the study of the “parable film” genre in order to consider how a sociocultural context popular State Education cinema and a mode of production of meaning the parable are linked with propaganda aims

Since Sexual Assault Crime Prevention Act was amended in 2005, the polygraph has been one of the measures that probation and parole officers can take in sex offender supervision. To date, no studies, however, have been carried out to explore how the polygraph is used in sex offender supervision. Hence, the purpose of the present study is to examine how probation and parole officers perceive the role of the polygraph in sex offender supervision, and the ways they use it. Situated within a constructivist paradigm, the author conducted in-depth interviews with seven probation and parole officers recruited by stratified purposeful sampling to collect qualitative data. The inductive thematic analysis of all transcripts revealed five themes: (1) The polygraph is a psychological deterrent; (2) Using the polygraph as a critical but not the only indicator in designing and adjusting a supervision plan; (3) One polygraph, two approaches: A dilemma encountered by probation and parole officers who play a dual role of surveillance and guidance; (4) A continually developing containment team and a power-imbalanced containment triangle; (5) Where to go: The position of the polygraph in sex offender supervision. Implications of these findings are presented. First, for policy development, polygraph examiners and relevant equipments should be added, more lectures on the polygraph should be held, pilot programs should be implemented to establish practical standards and guidelines of the polygraph testing for sex offender treatment, the functioning of local sexual assault prevention centers should be enhanced, and the motivation of therapists for attending containment team meetings should be strengthened. Second, for academic research, more qualitative studies should be undertaken to explore the decision-making process of intervention among probation and parole officers, more quantitative studies should be done to examine the effectiveness of the polygraph in reducing recidivism rates, and periodic surveys should be carried out to getting a thorough understanding of current practices. Third, for practical work, therapists’ knowledge and skills should be enhanced, and the polygraph can be combined with therapy to increase the therapeutic effectiveness.

In recent decades, with the vigorous development of wireless networks, online shopping is getting very popular. This is not just convenient to consumers, but also if one doesn’t want to go out alone or too lazy to go out that will give all a different shopping way. According to Chunghwa Post Taipei branch office, the number of parcels delivery in Taipei via Chunghwa Post is as high as 2 million pieces per year. The rapid, accurate and successful delivery of the new on-board delivered employees is the main primary goal. This research is aimed at the new on-board delivered employees who are unfamiliar with the routes but must be quick to get started can load parcels in cargos in the most simple and fast way. According to the present parcel delivery information, the traditional man-worked separated parcels into different areas will be changed to automatically method then utilized 3-opt algorithm and Google Map API to operate to decide the sequent parcels in different areas. Experimental results show that this study can effectively reduce the time required to deliver parcels, manpower and fuel consumption costs.

"Chunghwa Post Co., Ltd." owned by the Ministry of Transportation and Communications (MOTC) which hold one hundred percent equity interest, was established on January 1, 2003. Before the restructuring, the assets and liabilities of the postal service were owned by the company. The existing postal services must be responsible for its profit and losses by itself as the government did not arrange budget. Moreover, the parcel business in post office encounters the fierce competition against the private couriers and home delivery. This article aims to study and observe the business turnover index and the industrial production index, based on the parcel volume in post office from the period of 2002 to 2012. The main research methods are time series analysis and the two-stage test method, to identify the relationship between business turnover index and the industrial production index. The article found that there is a co-integrating relationship between business turnover index and parcel volume, which means parcel volume and business turnover index have a long-run equilibrium relationship.

Abstract:
The thesis focuses on the socio-educational work methods of the probation and mediation services and of its workers in relation to their clients with imposed probation supervision and on the opportunities for development and support of their healthy social functioning. The thesis is divided into theoretical and practical part. In the theoretical part initially are defined the basic concepts and terms, then it is described the target group of conditionally released from prison clients, which currently are under supervision of a probation officer. The thesis sees the imprisonment as a difficult life situation and it deals with the influence of penitentiary environment on the personality of the convict in relation to his further development. In the second part are described the specific activities of the probation and mediation service workers in relation to clients from the target group. The thesis focuses on the socio-educational work of the probation officers, as well as social workers or other organizations for social prevention and their impact on the social stabilization of individuals, belonging to the target group. Here the concept of social stabilization is concretized and related to individual areas, which should be implemented within the probationary period. The practical part shows...
