Abstract:

The representation of women in numbers in national legislatures is an issue of great importance to Feminist researchers around the world. While the representation of women is an accomplishment in its own right, what remains to be said is whether or not the representation of women in national parliaments affects the level of gender equality present to a great extent. In this paper, gender equality is measured in terms of general working conditions in parliament, such as the distribution of women among standing parliamentary committees, and the attitudes of parliamentarians towards the issue of gender equality. In this multi-strategy research design a combination of qualitative and quantitative methods is used in the form of questionnaires, interviews and statistical analyses in order to establish the significance of the representation of women in the national legislatures of Sweden and Canada. The national legislatures in Sweden, the Riksdag, and Canada, the House of Commons, were compared as the Riksdag represents a progressive case in terms of the presence of women with 45 percent women, while the House of Commons represents a less progressive case with only 21 percent women. The Politics of Presence theory represents the theoretical framework for this study and is tested in order to determine whether the presence of women truly matters.

In this study it is found that the presence of women in national legislatures does not signify gender equality as conditions of gender inequality are found in the attitudes and working conditions in the Canadian House of Commons and in the working conditions of the Swedish Riksdag. It is concluded that the representation of women does not matter with regards to gender equality as situations of gender inequality exist in both national legislatures investigated.

Abstract:
The European Parliament (EP) has evolved into a powerful legislative actor over the past 40 years. In order to exercise its hard won legislative competencies in an efficient and effective manner the EP has developed an extensive and influential committee system. The Treaty of Lisbon (ToL) recognised its equal status as co-legislator with the Council of the EU and introduced the Ordinary Legislative Procedure (OLP) as the default EU legislative procedure. Despite the fact that after the introduction of the OLP all EP committees formally operate under the same legal procedure, disparities remain in the levels of influence that each committee commands. This state of affairs demonstrates that if we are to understand what drives committee influence we need to explore the informal sources of influence that committees draw on in addition to the formal rules. This project addresses the lack of understanding of how the committees establish legislative influence by identifying and testing the different resources which committees may be utilising to establish their influence. The thesis puts forward four hypotheses concerning the factors that can account for how committees establish influence. These are developed and tested within three case studies. The case studies comprise the highly influential committees on, firstly, the Environment, Public Health and Food Safety Committee, secondly, the Budget Committee and, thirdly, the International Trade Committee. The research project adopts a qualitative approach to complement and create a different perspective from the quantitative studies which dominate the field. It draws on extensive primary material from thirty semi-structured interviews held with MEPs, advisers, EP staff and party officials active in the 7th legislative term (2009-2014). A number of the current conventions concerning the way in which expertise, partisan dynamics, and policy outputs affect how committees establish legislative influence are challenged and new insights regarding their relative importance are offered. Overall, these original findings, contained within this dissertation, have highly significant implications, not only with regard to the committee system of the EP but, also, for the wider field of legislative politics.

Abstract:
The thesis deals with the personal stability of the Czech Parliament in the period after 1993 when the Czech Republic was founded. The author assumes a better orientation in both organizational and procedural issues of reelected representatives. The aim of this thesis is to explore what factors have influenced the rate of reelection of MPs and Senators and how these are subsequently reflected in the personal structure of both Chambers. Using a quantitative analysis, the author tests the hypothesis that the rate of reelection will be higher in the Senate due to the majority voting system which is more personalized than the proportional one used in the Chamber of Deputies. The hypothesis was tested in the Committees analogically. Furthermore, the author tests if the current level of voter turnout influences the final election results and the rate of reelection, respectively. The text is divided into three chapters. The thesis is composed of a common structure heading from a theoretical background towards empirical analysis.

Les théories de la démocratie délibérative admettent deux modèles, dialogique et rhétorique, réservant chacun au Parlement un rôle central : élaborer les décisions par la discussion délibérative ; contribuer à la formation du jugement des citoyens par le débat contradictoire. Cette thèse explore les fondements empiriques de ces modèles. A travers l’analyse argumentative des débats en séance publique et l’observation ethnographique des échanges en commission, elle compare l’idéal normatif aux pratiques du Parlement français. Discussions délibératives et débats contradictoires se révèlent alors faire partie intégrante des interactions parlementaires. La discussion délibérative se déploie principalement au Sénat et en commission, bien qu’elle émerge parfois à l’Assemblée nationale et en séance publique. Son influence sur la législation demeure limitée, sans être pour autant négligeable. L’hémicycle de l’Assemblée nationale apparaît, lui, comme l’espace privilégié du débat contradictoire. Ces résultats plaident en faveur du bicamérisme, qui permet de concilier les rôles pédagogique et législatif des débats parlementaires. Ils mettent également en avant l’incertitude de la séance publique : loin de se contenter d’enregistrer les décisions gouvernementales, celle-ci se révèle fréquemment comme un espace d’arbitrage et d’élaboration des décisions. Cette étude est enfin l’occasion, à travers l’analyse inductive des données recueillies, de proposer une contribution à la théorie politique : identifier les caractéristiques argumentatives de la discussion délibérative, confirmer et préciser les vertus du débat contradictoire, affiner l’effet du huis clos sur les discussions
Deliberative democracy theories allow two different dialogical and rhetorical models which both give a central role to the Parliament: elaborating decisions by way of deliberative discussion and contributing to the formation of the citizens’ judgement by way of contradictory debates. This thesis explores the empirical foundations of these models. Through the argumentative analysis of public session debates and the ethnographical observation of exchanges in committees, it compares the normative ideal to the practices of the French Parliament. Deliberative discussions and contradictory debates thus reveal themselves to be an integral part of parliamentary interactions. Deliberative discussion is mainly deployed in the Sénat and in committees, even though it sometimes emerges at the Assemblée nationale and during public sessions. Its influence on legislation remains limited though not entirely insignificant. On the other hand, the hemicycle of the Assemblée nationale appears to be a prime space for contradictory debate. These results advocate for a bicameral system, which allows the educational and legislative aspects of parliamentary debates to be reconciled. They also highlight the uncertainty of public sessions: far from being restricted to the registering of governmental decisions, these sessions are frequently used to arbitrate and elaborate decisions. Finally, through the inductive analysis of the collected data, this study is the opportunity to put forward a contribution to political theory: identifying the argumentative characteristics of deliberative discussion, confirming and pointing out the virtues of contradictory debate, and clarifying the effects of an in camera environment on discussions

Abstract:
This paper examines the legislative impact of committee review in Canadian provinces. Traditionally, legislation in Westminster systems has been scrutinized by a Committee of the Whole House. Today, four of Canada's ten provinces have moved this committee stage into the separate committee system. The British House of Commons and Canada's Federal Parliament have also made similar reforms. These reforms consistently received cross-party support, as reformers believed that the changes would both increase efficiency and also create more legislative influence for committees. I test for these effects by measuring both the ability of committees to amend legislation and the efficiency of the legislative process in Canada's provinces from 1983 to 2013. Results show that while legislation is amended more frequently when reviewed in the committee system, there are no measurable gains in efficiency. This finding has important implications for questions about legislative-executive balance and the effects of institutional reform in Westminster-style parliaments.

Abstract:
The Commonwealth parliament's Public Accounts Committee (PAC) was established in 1913 and to the end of 1995 had produced 397 reports on government expenditure and administration, with almost all its recommendations implemented by government. However despite the Committee's prominence among the instruments parliament has used to oversight the executive, not only does it lack clear legislative authority for major areas of its activities but its specific purpose is not defined in its legislation. Among other things the latter omission renders proper evaluation of the PAC's effectiveness impossible, as objectives are a necessary prerequisite to assessment. This thesis establishes the de facto purpose of the Committee by tracing the development of standing public accounts committees generally, and by analysing the PAC's work as shown by its output of tabled reports. In that development, six evolutionary phases are identified: the PAC's roots in the move to a parliamentary control of the administration of government expenditure in Britain from the 1780s; its genesis in the 1850s with the concept of the standing public accounts committee, to be concerned with regularity and probity in government expenditure; its origins in the establishment of the British standing public accounts committee , in 1861, stressing high standards of government accounting, audit and reporting; its establishment in the Commonwealth, concentrating on information on departmental activities, efficient implementation of government programs and provision of policy advice; its re-establishment in 1951, stressing parliamentary control of government financial administration; and its operations from 1980, pressing for economic fundamentalist change in the public sector. Their output shows that in these phases the committees concerned displayed characteristic standing public accounts committee activism and independence in utilising the wording of their enabling documentation to adapt themselves to changes in their environment by pursuing a corresponding different mix of one or more of the following concurrent immediate aims: ensuring adequate systems of government accounting, audit and reporting; ensuring probity and regularity in departmental expenditure; obtaining and disseminating information on departmental activities; ensuring high standards of departmental administration and management; providing policy advice to executive government; and ensuring economic, efficient and effective government spending. Together these attributes and practices have made the PAC a parliamentary instrument of unequalled flexibility with a single continuing underlying aim - a purpose not concerning the public accounts per se, but directed at achieving high standards of management and administration in government by calling the Commonwealth's public service to account for its expenditure and activities.

Abstract:
Much of the development in constitutional reform that took place between 2010 and 2015 might be described as an accident of circumstance, particularly those in the early years that were widely regarded as a compromise intended to bind the Conservative-Liberal Democrat Coalition Government together. It was this unique context of a Coalition Government in office, with a specific constitutional reform policy brief accorded to the Liberal Democrat leader as Deputy Prime Minister, that gave rise to the House of Commons Political and Constitutional Reform Committee being established in 2010. The creation of this Committee, and the passage of the Fixed-term Parliaments Act 2011 shortly after providing a fixed five-year term for the working of the Committee, formed the genesis and basis for this PhD study. This particular Committee was, in the words of its Chair, a ‘bolt-on’; it was an ‘experiment’ with a finite lifespan. The conditions in which the PCRC emerged enabled it to carve out a unique position for itself, adopting a strategic and focused five-year plan. This thesis studies the PCRC not only for its working and impact in the evolving process of constitutional reform in the UK, but as a case study assessment of House of Commons Select Committees more widely. It considers the strengthened and more wide-reaching role that a Select Committee was able to perform during the 2010-15 Parliament, especially with respect to the development of public policy both in terms of scrutiny of Government action and proposals and the initiation of its own policy ideas and proposals. Conclusions are drawn about the aims, quality and effectiveness of the Committee’s work, particularly in influencing government and parliamentary thinking on constitutional affairs, and the legacy of the PCRC is examined. This in-depth case study of the work of the PCRC is the first of its kind to examine this unique Select Committee, and provides an original contribution to a scholarly understanding of the working and impact of the Select Committee system. It serves to identify best practice in working methods and innovations of a Select Committee, and suggests there is scope for some of these working practices to be adopted more widely, adding to the evolving structural reform that has taken place in recent years designed to improve the effectiveness of Select Committees at Westminster.

This thesis focuses on the European Parliament’s Temporary Committee on Climate Change and its function as a political actor in the context of European governance. It illuminates the role of the Committee as a policy-shaping instrument vis-à-vis standing parliamentary committees and elaborates on the significance of its actorness within the EU. The CLIM Committee’s unique horizontal mandate, ability to cut across typical institutional boundaries and considerable influence allowed it to achieve its political objectives. A discussion about CLIM’s creation is presented in the context of institutional spillover, as a dominant aspect of the neo-functional theoretical framework of European integration. An examination of the organization and structure of EP’s committee system as well as the EP’s position in the EU provides a foundation for analysis and evaluation of its accomplishments. The dialogue surrounding the publication of CLIM’s groundbreaking final report also helps to shed light on how the Committee greatly influenced climate change policy in the EU. In addition, CLIM’s innovative structure and operation fostered cooperation between committees that was previously unheard of. This resulted in a new paradigm for information gathering and the addressing of multidisciplinary issues such as climate change that can only be tackled on a supranational plane.

Abstract:
This thesis aims to map what arguments are used by the two biggest parties in Swedish politics, The Social Democratic Party and the Moderate Party, when discussing European politics in the European Affairs Committee (EAC) of the Swedish parliament. In order to realise this, frames used by the party representatives in the committee have been analysed. With the typology of Helbling et. al. (2010), a categorisation of four frames is applied, where each frame corresponds with a side of the left-right or the GAL-TAN-dimension. The study is structured by a number of hypotheses constructed based on findings of previous research, comparing both between the parties and changes over time. The results are assessed in relative terms, meaning that the study focuses on the parties’ relative use of frames rather than the absolute. All hypotheses find full or partial support, confirming expectations of previous research made on other European countries. However, some surprising results are found, highlighting new potential research questions for future studies.

Due to significant shifts in the political, economic and demographic environment the imperatives for change within South African organisations are becoming increasingly more urgent. One strategy that organisations are adopting in the face of increased pressures is to create and maintain diverse workforces. This trend is matched on a global basis and the need to manage diversity has become commonplace. While increased workforce diversity presents a challenge to traditional organisational management it also holds the promise of providing innovative strategies for a changing work environment. Whereas there is an abundance of literature on managing diversity there is a paucity of work on the psychological, experiential aspects of working in a diverse workforce. The principal objective of this research was to develop a conceptual framework for understanding the experience of working in a diversifying workforce. The researched followed a case study approach focusing on the committee section of the South African Parliament. Data were collected from twenty committee clerks through open-ended, in-depth interviews. The data was analysed using qualitative data analysis techniques. Five major themes emerged from the interviews comprising: Confronting a Changing Workplace, Meeting and Engaging with the 'Other', Stimulating Growth and Development, Learnings and Coping Mechanisms. Each theme is made up of a series of sub-themes. The study presents these results in a diagrammatic from and provides an extended discussion of the themes and sub-themes. Analysis of the results demonstrates that working in a diversifying workforce has an enormous impact on the participant's experience of work and the quality of their working lives.

Abstract:
This research essay examines the emergence and development of the Joint Standing Committee on Foreign Affairs, Defence and Trade and its attempts to influence foreign policy. Established as the Joint Committee on Foreign Affairs in 1952, it was the first committee to have a specific portfolio alignment. The purpose of the committee was to ensure that a considerable number of parliamentarians could become informed about foreign affairs issues. The establishment of a committee for such a purpose was surprising in that proponents of parliamentary reform at that tune were strongly advocating that a comprehensive system of committees be created for the purposes of financial scrutiny of government expenditure and consideration of legislation. Against this background it is interesting that the new committee was not given - and indeed showed no intention of assuming - the role of scrutinising the activities of the Department of External (and later, Foreign) Affairs. It is also interesting that Prime Minister Robert Menzies instigated the committee despite the fact that the government - and particularly the Minister for External Affairs R G Casey - feared the committee might go beyond its terms of reference and attempt to exert influence on government policy. Consequently the government imposed severe restrictions on the committee's activities which resulted in the Opposition steadfastly refusing to participate in the work of the committee for 15 years. Once some of these restrictions were removed, the committee began to operate as a bipartisan committee in 1967 and promptly set about attempting to influence government policy in foreign affairs. Casey's worst fears were realised. Over the years the brief of the committee expanded into the areas of defence and trade. Eleven of the committee's reports address significant defence issues and since 1987 the committee has conducted extensive inquiries into trade matters. For the purposes of this research essay however I have focused on the development of the committee's interest and influence in the area of foreign affairs. Chapter One of this essay describes the background of parliamentary reform which resulted in the establishment of a comprehensive system of committees within the Australian Parliament. Against this background the emergence of the Joint Committee on Foreign Affairs is outlined in Chapter Two. Chapter Three identifies the major trends in the work of the committee while Chapter Four examines the influence and some of the mechanisms through which the committee has exerted pressure on foreign affairs policy. The conclusions of my research are addressed in Chapter Five. This research essay is based on an analysis of official committee documents which address foreign affairs issues from 1967 to the present. The major sources for the essay therefore are the reports of the committee, government responses to those reports and parliamentary debates. Other works consulted include academic journals and monographs. I have also gained numerous insights into the powers and limitations of committees through informal discussions with members of various committees and colleagues. To these people I am indebted for their thoughtful and provocative remarks. In particular I thank Professor John Halligan of the University of Canberra for his assistance and encouragement in bringing this research essay to its conclusion.

Author: Bodil Hassel and Kristofer Persson Tutor: Emma Svensson Purpose: The purpose of this thesis is to study lobbying towards members of the Swedish parliament. We aim to study their point of view: what experiences and attitudes they have towards the phenomenon. Key questions to be answered are: What experiences and attitudes do the members of the Swedish parliamentary Committee on Environment and Agriculture have towards lobbying? What skills does a successful lobbyist possess, according to the members of the committee? How do the organizations Skogsindustrierna and Naturskyddsföreningen lobby? Method/Material: The material used in this study consists of interviews with nine respondents of the Committee on Environment and Agriculture in the Swedish parliament. Additionally, two informant interviews with the organizations Skogsindustrierna and Naturskyddsföreningen were made. The questions for the interviews were based on a theoretical framework based on policies of lobbying. Main results: The main results demonstrate that all members of the Committee on Environment and Agriculture have a positive attitude towards lobbying. The results further show that a professional lobbyist of choice by the members of parliament is a three-stage rocket consisting of 1) proper preparation, 2) the right way to make contact, and 3) maintenance of the relation. L’usage de la résolution européenne a débuté en 1992, quand un nouvel article, le 88-4, a été introduit dans la Constitution, donnant pour la première fois à l’Assemblée nationale et au Sénat le droit de voter des résolutions sur des projets et propositions d’actes communautaires soumis par le Gouvernement. Le but de cet avantage en faveur du Parlement était de mettre en vigueur un contrôle parlementaire sur la politique européenne du Gouvernement. Au cours des années, la pratique de la résolution européenne montre l’inefficacité du rôle du Parlement au niveau européen. La portée de la résolution européenne demeure en soi non contraignante vis-à-vis du Gouvernement et des institutions européennes. Les cinq révisions constitutionnelles concernant les affaires européennes depuis 1992 ne peuvent pas y contribuer, malgré la dernière révision du 23 juillet 2008 reconnaissant le droit d’adoption d’une résolution européenne sur non seulement les projets ou propositions d’actes européens soumis par le Gouvernement, mais aussi sur « tout document émanant d’une institution de l’Union ». Le temps est venu pour le Parlement de mettre en place un contrôle parlementaire efficace au niveau européen
The use of the European resolution started in 1992, when a new article, 88-4, was introduced in the Constitution, giving for the first time in the National Assembly and the Senate the right to vote on resolutions on projects and proposals for Community acts submitted by the Government. The purpose of this advantage in favor of the Parliament was put in force a parliamentary control over the Government's European policy. Over the years, the practice of the European resolution demonstrates the ineffectiveness of the role of the Parliament at European level. The scope of the European resolution remains inherently non-binding towards the Government and the European institutions. Five constitutional revisions concerning European Affairs since 1992 cannot contribute, despite the latest revision of July 23, 2008, recognizing the right to adoption of a European resolution on not only the projects or proposals of European acts submitted by the Government, but on ' any document emanating from an institution of the Union ' also. The time has come for Parliament to put in place an effective parliamentary control at European level

Abstract:

This paper concerns the freedom of speech in our democracy and the principles underlying the restrictions. The study is aimed at using a descriptive theory to provide a useful basis for analyzing a justification of the role behind freedom of speech and its limitations. The analysis is made on the basis of the Swedish parliament debate in the form of motions and the non-governmental organization Swedish Helsinki Committee's report. The study has a focus on the law of hate speech and will be done with an idea centred analysis. On the basis of democratic theory, the central role of freedom of speech was clarified on the basis of a clear need for a reliable communication. An absence of this process could disrupt the democratic order. The theoretical function of restrictions is to maintain that reliable communication process where, for example, special circumstances, threats of violence and certain types of information were seen as examples of situations where the process could be in danger.

The empirical result was largely in line with the theoretical conclusions. The ability to argue and keep open debates was seen as important building blocks in a democratic society and therefore implies the benefits of a reliable communication process. Justification for the restrictions was made with regard to harmful information, threatening circumstances and xenophobic organizations, who were examples of counter-productive expressions to the democratic order. However, the study showed that parliamentary motions and the Swedish Helsinki Committee often focused their justifications on different fundamental views which partly could be explained by the concepts of positive and negative freedom and the perception of minority rights. The findings indicated that the issue of restrictions on freedom of speech is extremely complex because of the varied opinions in the drafting of the law of hate speech. The dilemma of freedom of expression can therefore be seen as relevant up to this day.

This thesis examines the status and role of parliamentary committees in democratic theory with a view to critically assessing the performance of one such committee, the South African version of the PAC, SCOPA. It advances a pluralist theory of popular sovereignty according to which there is no single institutional complex or site, which exclusively expresses the will of the people. The latter is the case in monist theories, which reduce democracy to its practice in a single site. Rousseau and Weber are critically examined in this connection. In the pluralist notion advanced in this thesis the popular will is expressed and realized in a plurality of institutional sites and modalities of exercise. On this perspective parliamentary committees perform a function vital to the constitution of popular sovereignty itself. They are indispensable to the formation by the people of an accurate perception by it of what the Executive is doing in its name. Their investigative work is thus constitutive of the formation of a democratic subject and will. Parliamentary committees are thus central to the satisfaction of the conditions of the deliberative dimension of democracy. On this definition, parliamentary committees must in addition themselves conform to the principles of deliberation in their own practice. This specifically deliberative conception of democracy is then further delineated by distinguishing it from the aggregation – majoritarian perspective and defending it against a variety of criticisms, including that of Chantal Mouffe. With this conceptual and normative framework in place, the British and American committee systems are examined in order to establish some reference points in terms of the institutional practice of parliamentary committees. The focus then shifts to the parliamentary committees of the South African Parliament. The constitutional and legal foundation for parliamentary committees (in the South African system) is examined with particular reference to SCOPA itself and the first five years of the new parliamentary committee system identified as a period during which several South African parliamentary committees, including SCOPA, effectively exercised their “oversight” function. Once the Government’s SDP entered the scene all things changed. This thesis examines the formation of the JIT, paying particular attention to the exclusion of the HSIU and the interventions of the Speaker, Hon Frene Ginwala. It identifies in close detail all the flaws in the SDP procurement process as well as the contradictions and lacunae in the final JIT Report itself. These are of such a magnitude as to render unreasonable any claim to the contrary and in endorsing the Report SCOPA thus clearly failed in its essential function. The notion of a threshold concept of reasonable adequacy is introduced as limiting the conditions under which committee decisions can legitimately be taken via majority voting. The argument is advanced that these were clearly not met in the case of the SCOPA decision under discussion. The implications of this “collapse” of SCOPA for South African democracy more broadly are then identified and discussed in terms of deliberative democratic theory.

Since the early days of the colonization of Australia, governments have established commissions and committes of inquiry to investigate and to provide them with advice about solutions to the Aboriginal 'problem'.' These inquiries, as Woenne notes, have also had an educative aspect, informing the general public of the 'true state of affairs' of the Aboriginal situation, (woenne 1979:324-56) The passing of the 1967 referendum and the establishment of Aboriginals as an issue of public interest has seen an increasing reliance by governments on the advisory and educative functions of such inquiries. Current policies of self-determination and self-management have contributed to this trend as governments have established inquiries to consult with Aborigines and provide them with advice that ostensibly reflects Aboriginal needs and desires. Despite this trend there are few studies of such inquiries. (Woenne 1979 and Australian Institute of Aboriginal Studies 1984) This thesis is about one of these inquiries, that of the House of Representatives Standing Committed on Aboriginal Affairs into fringe-dwelling Aboriginal communities.

This thesis deals with the topic of individual parliamentary scrutiny of European affairs in Slovakia. The aim of this thesis is to determine which factors influenced the formally strong system of parliamentary scrutiny in the Slovak National Assembly. 6 factors will be analyzed - Late accession to the EU, parliamentary strength, bargaining strength in the Council of EU, public euroscepticism, euroscepticism of political parties and the frequency of coalition and minority governments. The strength of parliamentary scrutiny can also be influenced by informal aspects. The informal aspects in this thesis will be mainly concerned with the efforts of the members of the European Affairs Committee to acquire additional information about legislative proposals of the EU in an informal way and also their efforts for a better cooperation in parliamentary scrutiny among various political parties. The empirical analysis found, that the factor of late accession to the EU and euroscepticism of political parties had the biggest effect on the formally strong system of parliamentary scrutiny in Slovakia. A partial effect can be also attributed to the factors of public euroscepticism and the frequency of coalition and minority governments. The study was undertaken to determine the influence of the policy of separate development on the establishment, development and disestablishment of the Geluksdal Management Committee. The policy of separate development as implemented by the previous National Party Government led to the establishment of the Geluksdal Management Committee. Acts adopted by Parliament provided the statutory environment for the establishment of the Geluksdal township and the development of the Geluksdal Management Committee. The adoption of the Local Government Transition Act, 1993 (Act 209 of 1993) and the Constitution of the Republic of South Africa, 1993 (Act 200 of 1993) led to the disestablishment of the Geluksdal Management Committee. In terms of the Local Government Transition Act, 1993 (Act 209 of 1993) the Transitional Local Council of Brakpan, that includes the Geluksdal Management Committee, was promulgated.
