Abstract:
The Papuan Student Alliance (AMP) is a Papuan student organization that voices problems in Papua, especially politics. AMP has goals for Papuan independence which are contained in the organization's vision and platform. AMP itself is divided into seven committees in various cities, one of which is the Yogyakarta City Committee. The results of this study conclude that the Papuan nationalism that has developed within the Yogyakarta KK AMP is due to several reasons, among others; 1) Indonesia is considered a failure in carrying out nation-building in Papua; 2) Experience of violence experienced by the Papuan people; 3) The basic needs of the Papuan people are not fulfilled. Apart from the historical factor of Papua which has a strong connection with Papuan nationalism, the failure of nation-building by Indonesia in Papua is also a factor that makes Papuan nationalism continue to develop in the Yogyakarta KK AMP. In the construction of Papuan nationalism, the Yogyakarta KK AMP builds a shared identity through shared psychology regarding the oppression experienced by the Papuan people so far. The joint history that was formed by the AMP KK Yogyakarta is about Papua which has made efforts to become independent and then this independence was annexed by Indonesia. For the AMP KK Yogyakarta, the Papuan people have experienced violence (memoria passionis), land grabbing, exploitation of natural resources, discrimination, marginalization, and the crisis of freedom. Therefore, the common goal of AMP KK Yogyakata is Papuan independence as an initial stage towards a better Papua.

The pig is an integral part of the culture in the highlands of Papua. Nevertheless, to this day still happening cross of opinion among experts about when the first swine entered in Papua. This paper will discuss the beginning of pigs in Papua and Papuan cultural values associated with the presence of a pig. Data was collected with a literature study, in this paper used descriptive qualitative method. Beginning of the presence of swine in Papua brought by Austronesian speakers. Pig bones found in cave sites north coast of Papua. The presence of pigs in Papua are very influential in Papuan culture. ABSTRAKBabi merupakan bagian yang tak terpisahkan dari budaya di daerah dataran tinggi Papua. Meskipun demikian, sampai hari ini masih saja terjadi persilangan pendapat antar para ahli mengenai kapan pertama kali babi masuk di Papua. Tulisan ini akan membahas awal mula babi di Papua dan nilai-nilai budaya Papua yang terkait dengan keberadaan babi. Teknik pengumpulan data dilakukan dengan studi kepustakaan, dalam tulisan ini digunakan metode deskriptif kualitatif. Awal mula keberadaan babi di Papua dibawa oleh penutur Austronesia. Tulang-tulang babi ditemukan di situs-situs gua pesisir utara Papua. Keberadaan babi di Papua sangat berpengaruh pada budaya Papua.

Abstract:
This article explores contemporary development of a minority of Muslim in the largest Muslim country Indonesia. It closely examines the minority Muslim Papuan and looks at the construction and the institutionalisation of Muslim identity in post-special autonomy (otonomi khusus) of Papua. Through a series of fieldwork in Jayapura, the capital of the Papua Province, in 2016 and reviews of documents, the article argues that the Council of Papuan Muslim (Majelis Muslim Papua/MMP) serves not only a the association of minority Muslim Papuan but also as a political instrument for the minority to fight for equality in Papuan public sphere. Importantly, the Muslim Papuan try reconcile the popular, but contradicted, notion of Muslim -and Islam- as newcomer -if not to mention as the colonial- in Papua and the presence of Muslim as a symbolic expectation for progress of the Papuan in general. Thus, the institutionalization of Islam, through the establishment of The Majelis Muslim Papua in Papua resorts as an ample case where multiculturalism is tested in contemporary Indonesia.

Karenanya, tulisan diawali dengan ulasan ringkas tentang latar belakang sejarah dan situasi konflik di Papua. Keluasan dan menyejarahnya kekerasan yang dialami perempuan Papua memberi gambaran akan pentingnya metode penelitian yang dapat memulihkan dan memberdayakan perempuan korban kekerasan di Papua dan Papua Barat. Akhirnya, pendekatan yang berasal dari akar rumput beserta catatan-catatan kritis dan rekomendasi dari riset aksi partisipatif sangat perlu diperhatikan oleh para penyusun kebijakan dan berbagai stakeholder yang terkait dalam perencanaan dan inisiatif pembangunan di Papua. Kata Kunci: Perempuan, Papua, Papua Barat, Penelitian Aksi Partisipatif, refleksi Abstract: The article is a reflection on the Participative Action Research done with the Papuan and West Papuan women. Looking back and acknowledging the history of Papuans is an important step for reconciliation and collective healing in Papua. Because of that, this article starts with a brief review about the historical background and conflict situation in Papua. The breadth and history of violence experienced by Papuan women show how important is a research method which is able to heal and empower women victims of violence in Papua and West Papua. Finally, an approach coming from the grass-root along with critical notes and recommendations from the research is very much needed to be considered by policy makers and various related stakeholders in the planning and development initiative in Papua. It provides an historical background to the West Papua conflict and PNG’s relationship with Indonesian-ruled West Papua and it presents the results of a comparative content analysis of three PNG newspapers—Post-Courier, The National, and Times of Papua New Guinea—on their coverage of West Papua, in-depth interviews with journalists and West Papuan refugees in Papua New Guinea.

Abstract:
Since the implementation of Special Autonomy in Papua, various policies have been implemented by the central government to resolve conflicts in Papua. This policy is carried out through several regulations regarding the acceleration of welfare development in Papua as a way to resolve the Papuan conflict. The method used in this paper is juridical-normative with a conceptual approach to researching library materials using the object of the study of writing in the form of existing libraries. The purpose of this paper is to find out the policies of the Central Government in resolving the Papuan Conflict in Indonesia (Papua Special Autonomy Perspective). With the results of his research that the Central Government's policy in resolving the Papuan conflict in Indonesia (Papua Special Autonomy Perspective) is to solve the root problems in Papua with a welfare and security development policy under the legal umbrella of the Papua Special Autonomy Law and its derivatives regulations. However, this policy has not had a significant impact on resolving the conflict in Papua because it has not resolved the roots of the conflict that occurred in Papua. So one of the steps that must be taken is to open a space for peaceful dialogue to resolve the conflict thoroughly, thoroughly and with dignity.

Abstract:
The Indonesianization of Papua project, which has been going on since 1963, has not yet reached the ideal stage. The rise of the post-2000s separatist movement indicates a need to re-read the relationship between Indonesia and West Papua, an examination of past and current events. This study aims to examine the dynamics of Indonesia's attitude and policy towards West Papua, the discourse, and the tension between Indonesia and the Papua freedom movement. This study uses a historical approach by diachronically reviewing how the Indonesian occupation and the Indonesianization project began and its relation to resistance from the Papuan community with the manifestation of the existence of the Papua Freedom Organization. In addition, to capture the synchronic dimension of the current situation, the writer also interviewed several key figures in the integration-and-disintegration of Papua as the primary data source. Indonesia has had a very monochromatic perspective of Papua throughout history, and they tend to ignore Papua as an entity with a will. The military approach and inappropriate development carried out by the Indonesian Government caused the strengthening of the Papuan independence movement. At this point, the Indonesian Government needs a new approach to negotiate its position with the West Papuan community and change the militaristic approach still being used in West Papua. The development approach taken by the current President of Indonesia, Joko Widodo, towards West Papua does not seem to be reflected when we see how the stigmatization of Papua continues in the Government's political communication practices related to Papua.

Abstract:
This paper aims to illustrate Papuan coffee made by indigenous Papuans (OAP) as part of creative industries in the era of Special Autonomy Papua. The facts show that 96 percent coffee plantation in Indonesia is a coffee plantation owned by around 1.7 million farmers families in Indonesia with production of about 0.72 tons per hectare. Based on the above description, half the coffee in Papua need revitalization because the coffee crop is not productive. The total area of coffee is 9,400 hectares in Jayawijaya, Tolikara, Puncak Jaya Lanny Jaya, Dogiyai, Deiyai and Paniai, 50 percent are unproductive. In terms of planting area is indeed an increase of 100 to 200 hectares per year. However, from the production side, Papua’s coffee is only 1,900 tons per year or the productivity of coffee is only 300 kilograms per year. The development of creative industries through Papuan coffee aims to (1) encourage the creation of the creative and socio-cultural sectors of the nation in the dignified Papua Land, and (2) contribute to the productivity of Papuan coffee.

Undang-Undang Nomor 21 Tahun 2001 yang telah dirubah dengan UU Nomor 35 Tahun 2008 tentang Penetapan Peraturan Pemerintah Pengganti UU Nomor 1 Tahun 2008 tentang Perubahan Atas UU Nomor 21 Tahun 2001 tentang Otonomi Khusus Bagi Provinsi Papua Menjadi Undang-Undang menempatkan orang asli Papua dan penduduk Papua pada umumnya sebagai subjek utama. Penjabaran dan pelaksanaan UU ini seharusnya juga dilakukan secara proporsional sesuai dengan jiwa dan semangat berbangsa dan bernegara yang hidup dalam nilai-nilai luhur masyarakat Papua, yang diatur dalam Peraturan Daerah Khusus dan Peraturan Daerah Provinsi. UU Nomor 21 tahun 2001 menyebutkan orang asli Papua adalah orang yang berasal dari rumpun ras Melanesia yang terdiri dari suku-suku asli di Provinsi Papua dan/atau orang yang diterima dan diakui sebagai orang asli Papua oleh masyarakat adat Papua. Hal-hal mendasar yang menjadi parameter kepentingan asli Orang Papua termaktub dalam Penjelasan UU Nomor 21 tahun 2001. Law Number 21 Year 2001 which has been amended by Law Number 35 Year 2008 Concerning Establishment of Government Regulations Substitute Law Number 1 Year 2008 Regarding Amendments to Law Number 21 Year 2001 Concerning Special Autonomy For Papua Province Becoming Laws places indigenous Papuans and Papuans at generally as the main subject. The elaboration and implementation of this Law in Provinces and Regencies/Cities should also be carried out proportionally in accordance with the spirit and spirit of the nation and state that live in the noble values ​​of the people of Papua, which are regulated in Special Regional Regulations and Provincial Regulations. Law Number 21 of 2001 concerning Special Autonomy for the Province of Papua states that the Orang Asli Papua are people who come from the Melanesian race which consists of indigenous tribes in the Papua Province and/or people who are accepted and recognized as indigenous Papuans by the Papuan indigenous people. The basic things that become parameters of the original interests of the Papuan people are contained in the Explanation of Law Number 21 of 2001 concerning the Special Autonomy of Papua and the human rights constitution.

This article examines the curiosity of journalists in West Papua about the notion of human rights. The selection of this theme as a focus of research can be seen as a concern for the role of journalists in the enforcement of human rights. The selection of West Papuan journalists for research departs from the position of journalists as perpetrators of journalism activities. The author has proposed four disciplines of writing news about human rights violations in West Papua: 1) the level of curiosity of the notion of human rights by West Papuan journalists; 2) the intellectual attitude of West Papuan journalists; 3) the terms of reference for practising journalism skills in writing news about human rights violations in West Papua; and 4) news about human rights violations in West Papua. To test the level of curiosity about human rights of West Papuan journalists, the author carried out indepth interviews with Benny Mawel (a journalist with tabloidjubi.com) and Arnold Belau (a journalist with suarapapua.com). The findings are discussed in terms of journalists as professionals. The author argues that that the focus on the notion of human rights in West Papua has begun to diminish.

At a glance, the Papuan conflict is a vertical conflict that has lasted more than 50 years. The main cause of this conflict is the desire for “Free Papua” which is supported by the Free Papua Movement (OPM). Conflicts also escalated over the issue of race and discrimination against Papuan students in Surabaya and Malang in August 2019. Negotiation is the Indonesian government's best option for resolving disputes in Papua. The main purpose of this article is to find the best solution for dispute resolution in Papua in terms of the terms that must be carried out and the negotiation process. This study uses a qualitative methodology to investigate social phenomena in society that occur naturally without engineering or laboratory work. This approach provides descriptive data in the form of descriptive or verbal words that describe conditions, situations, or certain different variables. The data collection technique is to use a literature search to obtain the required data. As a result, the Papua conflict negotiation process involved internal parties (central/regional government, KKB/OPM, traditional/religious leaders, civil society) and external parties (freeport), and became the main demand. Indicates that it is an independent Papua. Negotiations have been time consuming and faced many obstacles, but we continue to strive to reach a mutually beneficial solution. Dialogue between Jakarta and Papua should better reflect the cultural values of the Papuan people.

Kekerasan, diskriminasi, dan rasisme masih menjadi isu besar yang dihadapi masyarakat Papua sejak Indonesia merdeka dan bergabungnya Papua ke dalam wilayah Indonesia. Analisis fenomena ini dapat ditarik ke berbagai macam aspek. Salah satu aspek penting yang menentukan eksistensi sebuah negara adalah aspek nasionalisme. Dalam kerangka negara kesatuan Republik Indonesia, tidak dapat dipungkiri bahwa eksistensi nasionalisme Papua tetap hadir dan hidup, sekalipun nasionalisme Indonesia tetap menjadi bagian penting dalam menjaga pilar berbangsa dan bernegara Indonesia. Tulisan ini berusaha mendiskusikan kembali bagaimana posisi nasionalisme Indonesia terhadap masyarakat Papua dan sebaliknya. Pertanyaan yang ingin dijawab dalam penelitian ini adalah, apakah identitas bangsa Papua merupakan bagian dari identitas kebangsaan Indonesia? atau kepapuaan justru bagian yang terpisah dari nasionalisme Indonesia? This phenomenon can be seen through various aspects. One of those is the determinant aspect of a country’s existence: nationalism. Within the framework of the unitary state of the Republic of Indonesia, the existence of Papuan nationalism is undeniably still present and alive, even though Indonesian nationalism is the central one in maintaining the pillars of the Indonesian nation and state. This article discusses how Indonesian nationalism positions Papuan people, and vice versa. Furthermore, this article questions whether the Papuan identity is a part of Indonesia’s. The discussion of this article focuses on the developing nationalism discourse, in the hope to overcome the ‘double-nationalism’ in Indonesia when it comes to Papua’s issue, by using Benedict Anderson’s concept of nationalism. This article aims to analyze the response of the people in Tanah Papua regarding Special Autonomy. Special autonomy in Papua both in Papua Province and West Papua Province is part of the realization of the 1945 constitution and Pancasila. Whereas with equitable justice and the level of welfare of the people in Indonesia, it must become a shared responsibility, both from the central government to the regional governments. The problem was focused on the influence of Special Autonomy in the land of Papua which had an impact on conflict and its development towards improving the welfare of the people in Papua through the responses of the people in assessing this special autonomy. In order to approach this problem, the theory of implementation of public policy by Abdul Wahab Solichin was used. The data were collected through a literature method or approach and were analyzed qualitatively. This study concludes that with the response from the people in Tanah Papua, it will make this Special Autonomy better with autocritics from every element of Papuan society with an appropriate implementation pattern so that it has an impact on the level of prosperity and quality of the indigenous Papuan people.

This paper elaborates on the Papuan People's Assembly Electing Non-Muslim Leaders in Non-Muslim Majority Areas in the Perspective of Mashid Syari'ah in Jayapura City, Papua Province. The results of this study indicate that the Papuan People's Council (MRP) elects leaders in non-Muslim majority areas in the perspective of maqasid syari'ah in Papua, in its role in the process of organizing the selection of prospective leaders in Papua, has taken away the rights of citizens in general. it is decided by the competent authority of the Papuan People's Assembly (MRP) following what has been decided by formal institutions, such as the General Election Commission (KPU) and traditional institutions that have been given authority according to law. In the provisions of Law No. 21 of 2001 on Papua Special Autonomy, there is no room or space for immigrants. As for the recruitment process for prospective leaders such as Governors and Deputy Governors based on Law No. 21 of 2001 The basic matters that constitute the contents of this Law include the arrangement of authority between the Government and the Provincial Government of Papua and the application of this authority in Papua Province which is carried out with specificity. This law places indigenous Papuans and the population of Papua in general as the main subjects. The existence of the Government, Provincial Government, Regency / City Government, as well as the apparatus under them, are all directed at providing the best service and empowering the people.

Papuan batik is batik originating from the Province of Papua, Indonesia. The batik was produced by the Phokouw Faa batik center in Papua Province. The batik center of Phokouw Faa realizes that the batik that he manufactures is not evenly recognized in Papua Province, so that efforts are needed to inform the existence of the Papua batik. The method used in this research is an experiment on the application of elements and principles of visual communication design using non-conventional media (non-print), namely on time-based digital media in the form of documentary videos. Data to design a visual communication about Papuan batik was obtained during a field survey by observing and interviewing. This research analyzes the ICT Competencies of Pre-services Teachers in Papua, including the Region of Sorong, Merauke, Jayapura, and Manokwari. This research aims to discover the students of Teachers' Training Faculty spread in Papua competencies on ICT. The measurement of ICT competencies is carried out using a model developed by Tondeur for preservice teachersusing questionnaires that consisted of 19 items. Questionnaires were distributed to Papua Region covering Jayapura and Merauke, West Papua region covering Sorong and Manokwari. Sixty-eight respondents became the data in this study. Data were analyzed using XL Stats to find the mean and standard deviation. The findings in this study were; the low competencies were found on Papuan Indigenous Pre-service teachers, and the high competencies were found in science discipline compared to non-science in Papua and West Papua Indonesia. The low ability of native Papuan students in managing information in the digital world is indicated by the lack of awareness of preservice teachers in developing a sense of responsibility in using ICT as a communication medium and activities involving ICT use.

ABSTRACT The approach to developing apua throughout the years of Indonesia's national leadership has brought considerable improvement to the island of Papua. Indonesia’s First President, Soekarno has laid the foundation of Indonesia's geopolitics in the world political order stretching from Sabang in the west to Merauke (Papua) in the east. Sustainable development in Papua continues to date in various sectors, from infrastructure to the socio-cultural development of the Papuan people. A development program focusing on a respect to-diversity (kebhinnekaan) approach establishes Papua as an integral-nationalistic part of Indonesia under the outline of total sovereignty. Paradoxically, there are still small groups that raise the issue of Free Papua as a manifestation of separatism, either the armed movement in Papua or the dissemination of political issues in international forums. This phenomenon then becomes the focus of this paper and launched the main question, on how Indonesia manages to develop Papua within the frame of diversity from the perspective of national defense. The qualitative approach uses in-depth analysis based on the theory of national defense and theory of development to explain the emerging phenomena. Inquiries toward Papua-related negative issues found that they have the spirit and goal to separate Papua from Indonesia. Through this paper, it is revealed that a constructive development with the mentioned approach has gradually succeeded in building up minds and hearts of the Papuan people under nationalistic ties, as well as becoming the main bulwark for national Defence and eliminating separatism activities. The government and the house of representatives of the Republic of Indonesia have approved the establishment of new autonomous regions namely South Papua Province, Central Papua Province, and Papua Mountains Province. The plenary meeting of parliament was set up on 30 July 2022. This establishment of 3 (three) provinces is accommodated in Law Number 2 of 2021 concerning special autonomy for Papua. Before the law was revised, the authority to form a new autonomous region was proposed by The Papuan People’s Assembly or Majelis Rakyat Papua and The Papuan People’s Representative Council or Dewan Perwakilan Rakyat Papua. This research aims to study the government’s communication strategy in conveying the goals of establishing the new autonomous regions in Papua. This study uses a descriptive analysis approach. Data was collected through interviews with informants involved in the formation of new autonomous regions and Papua community leaders. Secondary data was collected from media publication, official government websites, scientific publication, and reports. Laswell’s communication model is used for the evaluation of the government’s communication strategy. The study recommends that the government’s communication strategy should be more intensive through the ministry of home affairs to local government affected by the establishment new provinces, group communication between government and indigenous group, and interpersonal communication among Papuan’s elites who can influence public perception

Abstract:
This article aims to narrate a series of peaceful campaigns conducted by Papua Peace Network (PPN) for Papua Peace Land. This informal network consists of several groups of civil societies, such as religious organizations, ethnic groups, NGOs, and academicians. The PPN has some objectives that are to connect conflicted groups in Papua land, and to help both Papuan people and Indonesian government preparing an inclusive dialogue. This article results from research between 2013 and 2017. The data collection used observation of peaceful campaign of PPN, interviews, and archival research. This research shows that although a series of peaceful campaigns have been conducted by PPN both at the national and local levels between 2013 and 2016, but political violence still increases in Papua land. On another side, the national government only focuses on social and economic development issues, in particular, infrastructure projects, instead of political issues. Government officials involved in peaceful campaigns conducted by PPN had no power enough to implement some peace recommendations due to the national government has no a roadmap to resolve the conflict between Jakarta and Papua peacefully. The article argues that a continuously informal communication between conflicted parties is a necessary condition, but it is not a sufficient condition to create a positive peace. Therefore, the National Government is strongly suggested to implement an inclusive national dialogue with Papuan people.

Syncretism from the past until now is still a topic of discussion in a study. At first syncretism existed only in the fields of religion and philosophy, but now it is developing in the educational aspect. This can be seen in educational institutions in Papua, especially the Papuan Islamic Education Foundation. This study uses qualitative analytical research with a historical approach. The results of this study indicate that Yapis Papua was founded on the initiation of community organizations and Islamic leaders who are in the NU and Muhammadiyah community organizations. The two organizations and Islamic leaders together building the Papuan community through education by establishing the Yapis Papua educational institution and now there are 193 schools and 5 universities in Papua. This collaboration occurs because the existing Islamic schools have not been recognized because they are only local and partial so they do not have a parent foundation throughout the land of Papua.

Consequently, West Papuans have increasingly harnessed social media platforms to broadcast human rights violations committed in West Papua. Through this, Pacific Islanders around the region are increasingly leveraging social media as a political tool for showing solidarity and support for West Papuans. As a result, in recent years there has been a regional groundswell in support for West Papuan demands for self-determination, with prominent political figures such as Peter O’Neill of Papua New Guinea, and Gordon Darcy Lilo alluding to the awareness on West Papuan issues that have been raised through social media. This commentary explores how the rise of West Papua solidarity, is resulting in a heightened Pacific regional consciousness at the community level.

<p><em>Indonesia has many Malay speakers and it spreads to Papua with the influence of Ambon and Indonesian becomes one of the variations in the Papuan Malay dialect. Papuan itself is the home of 275 languages that are 218 non-Austronesian or Papuan (79%) and 57 languages are Austronesian (21%) (Lewis et al. 2013 cited in Kludge, 2014). Moreover, the influence of </em><em>Ambon and the North Moluccan Malay, and Indonesia played an important role especially in the formation of Papuan Malay (Paauw, 2008). </em><em>Papuan Malay language is spoken by the inhabitants of the West Papua and uses as the daily language (Kludge, 2014). The formation of </em><em>Papuan Malay has the uniqueness because it uses deletion some syllables but does not have the impact of the meaning. </em><em>This study aims to know and explain the process of clipping word of Papuan Malay as well as their word classes. The Data come from the video of MOB Papua. Besides that, the method used in this study is a Padan method with comparing other langue. The Trans Papua road infrastructure is not only for physical growth but also for social and economic improvement (social, cultural, and environmental relations). Trans Papua establishes a new economic development center that will boost the community's income but must also reduce social, cultural, and environmental issues. Increasing community and indigenous Papuan engagement reduces social disputes. Trans-development Papua raises environmental problems in addition to economic benefits. Environmental disputes are avoided by not disturbing Lorentz National Park, which has the most comprehensive biodiversity and environment in Asia and the Pacific. To achieve Indonesia's commitment to the Sustainable Development Goals, the policy model for future consequences must be examined (SDGs). This project intends to build a dispute resolution paradigm and cooperative implementation strategies for Trans Papua road development. It starts with bottom-up perception discussions, alternative possibilities, concept creation, and Trans Papua infrastructure execution plans. Temuan arkeologis menunjukkan bahwa manusia mendiami bagian timur New Guinea sekitar 40.000-50.000 tahun yang lalu. With its prehistoric tradition still found to this present day, Papua is considered to have high archaeological potential. Papua and West Papua Provinces offer particularly interesting opportunities for interdisciplinary research in prehistory and cultural diversity. Archaeological findings show that humans inhabited the eastern half of New Guinea (NG) at least 40,000–50,000 years ago. As primary immigration most likely happened from west to east, the western half of the island of NG must have been inhabited even earlier. Archaeological and related research has established only a few sites and other signs of early human occupancy in the Indonesian part of NG. This review describes the potential of archaeological, anthropological, and ethnographic research in the Indonesian Papuan Provinces and specifically discusses recent ethnographic, archaeological, and ethno-archaeological work carried out in the Star Mountain Regency among the Mek and the Ok. The research methods employed in this research were literature review, survey, excavation, and ethnoarchaeological approaches. The findings show that Papuan highlands became one of the earliest centres of horticulture. Until now, there are still prehistoric traditions found in Papua, such as stone adzes, bone tools, and megalithic traditions. These prehistoric traditions are easily found in the highlands and coastal areas. Research sites absolute dating, and archaeological publication related to Papua is still considered low compared to PNG. The reforms that have occurred in Indonesia have changed the joints of the life of the nation and state. One of them is changing the centralistic system of government. The demand for reforms related to the broadest possible implementation of regional autonomy is the beginning of the implementation of the decentralization principle in Indonesia. This principle can be reflected in the presence of the Special Autonomy policy, one of which is in Papua Province. This research uses a normative legal research method with a statutory approach. The results of this research show that the stipulation of special autonomy status for Papua Province is legally based on Law Number 21 of 2001 concerning Special Autonomy for Papua Province. This law is an attempt by the central government to develop Papua to be the same as other regions. There are many specializations and special rights that the Papuan people have obtained through the determination of this status, but they are still not being implemented in real terms in the field. This is due to government inconsistencies, especially when viewed from a good governance perspective. Good governance in the principle of participation in Papua has not been implemented properly because of the existence of considerable power as a cultural representation which has not fully represented the Papuan people so that many rights and opinions and voices of the Papuan people have not been implemented.

Abstract:
<p>Racism events that took place in the Papua Student Dormitory, Surabaya, East Java had a long tail by causing mass protests and riots in Papua and West Papua from 19 August 2019 to 23 September 2019. Mass riots by Papuans and Papuan native students were triggered by the problem of spreading propaganda on the issue of racism on a massive scale through social media by exploiting the issue of racism that is happening in the city of Surabaya. This study uses propaganda theory, social conflict theory, and national security theory in analyzing these problems. This study uses qualitative research methods with a descriptive analysis approach. Sources of data obtained through interviews, observation, and literature studies. The results showed that the propaganda issue of racism was the cause of mass unrest and social conflict in Papua and West Papua; the propaganda issue of racism is very effective in achieving its broader goals of changing the attitudes and behavior of Papuan and Papuan indigenous students to be destructive and gaining local and international support by creating negative opinions as material to delegitimize and discredit the Government of Indonesia, and the propaganda issue of racism has resulted in damage to social relations with other Indonesian people and the potential for social conflict that can threaten national security.</p>

Autonomy is often seen as an institutional instrument to manage sub state nationalist conflict. Its implementation is also a key in determining its impact on conflict. After the reform period 1999 “Autonomy and Decentralization” in Indonesia are widely welcomed. While Papua is an inseparable part of special autonomy in Indonesia. Papua as a former Dutch territory which was later handed over to Indonesia has many advantages, both in terms of culture, customary law and natural resources. But on the other hand, the fact is that the indigenous Papuan people does not agree to join as part of Indonesian territory. This rejection was accompanied by separatist actions based on their interest mentioned in the memorandum for Papuan independence. This research is the first to aim to measure whether the special autonomy given to Papua has been effectively carried out in an effort to defend Papua as a part of Indonesia. Second, in the application of this special autonomy related to the existent of customary criminal law in papua. The research used normative legal research by statute approach, the data collected through library research and also analysed used descriptive qualitative. So it is concluded that the application of the special autonomy given to Papua has a big impact on democracy in Indonesia, as well as the Papua regional government given specialization in managing its regional potential. Although there are still problems in its implementation.

Dengan metode penarikan sampel yaitu Non Probability Sampling dan mengunakan teknik sensus dimana seluruh anggota populasi dijadikan sampel yaitu 40 Orang, Dengan mengunakan alat analisis statistik deskriptif maka diperoleh hasil presentase dari peran ganda sebagai peran reproduksi sebesar 83,89% yang sisanya 6,44% dilakukan bersama dan hasil persepsi responden dari peran ganda terhadap pendapatan Keluarga Mama-mama Papua diperoleh presentase sebesar 83,06%, hasil presentase kontribusi Mama (Ibu) Papua pada pendapatan diperoleh nilai presentase sebesar 45,41% ini artinya bahwa peran ganda Mama (Ibu) Papua Pembuat Kapur Pinang terhadap pendapatan keluarga dapat dikatakan baik. The location of the existence of Arowi Village is in the East Manokwari District of Manokwari, Regency, the purpose of this study is to analyze the dual role of Papuan Mama (Mother) Maker Kapur Pinang, to analyze the family income of Mama (Mother) Papuan Lime Maker Pinang per month and To analyze the contribution of Mama (Mother) Papuan Maker of Pinang Lime to family income per month. This type of research is Associative research with Reciprocal relationships or mutually influencing relationships. With the sampling method, namely Non Probability Sampling and using the census technique where all members of the population were sampled, namely 40 people, by using a descriptive statistical analysis tool, a percentage of the dual role as a reproductive role was obtained by 83.89% of which the remaining 6.44% was carried out together and the results of respondents' perceptions of the dual role of the income of the Papuan Mama (Mother) Family obtained a percentage of 83.06%, The result of the percentage of the contribution of Papuan Mama (Mother) to income obtained a percentage value of 45.41% this means that the dual role of Mama (Mother) Papuan Maker Kapur Pinang to family income can be said to be good.

The analysis of the research results provides an overview of the dynamics of the process of drafting the Special Autonomy Law for the Province of Papua. Second, how the Papua Special Autonomy Law can protect the rights of the indigenous peoples of Papua province by analyzing the factors that enable indigenous peoples to exercise their rights effectively.

Abstract: The efforts to improve the quality of education in Papua is done through education scholarship program, and one of them is by sending senior high school students in Papua to other regions for education. The movement of the students to other regions forces them to do social adjustments. In this situation, each individual often experiences shocks to the new cultures (culture shock). This research was conducted to empirically test the relationship of culture shock with social adjustment of Papuan students in Magelang. The hypothesis in this study is that there is a negative relationship between culture shock and the social adjustment of Papuan students who migrated to Magelang. The higher the culture shock is experienced, the lower the social adjustment ability is, and vice versa. The results of this study indicate that the proposed hypothesis is proved, that the culture shock is negatively correlated and very significant to social adjustment. The analysis between the culture shocks and social adjustments shows a strong relationship between the four aspects (stress reaction, cognitive fatigue, role shock, and personal shock) in culture shock with social adjustment. Among those four aspects, role shock aspect has the highest correlation coefficient. This shows that this aspect is the most closely related to the social adjustment of Papuan students in Magelang, and the least related is the stress reaction. Penyesuaian sosial adalah kemampuan individu untuk berinteraksi secara sehat terhadap situasi sosial yang ada, sehingga mencapai kehidupan sosil yang menyenangkan. Dalam situasi ini, individu dapat mengalami kekagetan terhdap budaya yang baru (gegar budaya). Tujuan penelitian ini adalah untuk menguji secara empiric hubungan gegar budaya dengan penyesuaian sosial siswa Papua di Magelang. Abstract: The presence of the special autonomy law in Papua has had an impact on institutions. This can be seen with the formation of the Papua People's Assembly (MRP). This study aims to determine the effectiveness of making specific regional regulations in the province of Papua. This study uses a "triangulation" method that combines qualitative and quantitative methods with data collection techniques, namely interviews, documentation, and questionnaires. The results showed that the Papuan People's Assembly (MRP) in making special regional regulations (Perdasus) was already quite effective, which can be seen from the involvement of the MRP which scored 1,35 (moderate), MRP commitment 2,05 (high), the role of MRP 2,0 (high), and the implementation of the MRP mechanism 2,1 (high).

InkHunter adalah aplikasi simulator tato yang menggunakan metode marker based tracking untuk mengidentifikasi pola atau marker dari motif ornamen pada tato tradisional Papua melalui kamera perangkat mobile (smartphone atau gadget) menjadi objek virtual 3D ke lingkungan nyata secara real time. Penelitian ini termasuk jenis penelitian dan pengembangan (research and development) yang bertujuan untuk mengembangkan perangkat lunak (software) menjadi media pembelajaran dalam prosedur praktikum mata kuliah. Model ADDIE digunakan dalam penelitian pengembangan desain pembelajaran yang terdiri dari lima fase yaitu analysis (A), design (D), development (D), implementation (I) dan evaluation (E). Hasil penelitian ini menunjukkan bahwa teknologi augmented reality dapat digunakan untuk membuat media pembelajaran interaktif, sehingga mampu meningkatkan kemampuan mahasiswa untuk memahami keberadaan tato tradisional di Papua yang terancam punah. Papuan Traditional Tattoo Simulator with Inkhunter Application Using the ADDIE Model Abstract This study aims to explore the development and use of Augmented Reality-based InkHunter applications to optimize students' knowledge and skills in designing traditional Papuan tattoo motifs in ornamentation lectures at the Department of Fine Arts and Design at the Indonesian Institute of Cultural Arts, Tanah Papua. InkHunter is a tattoo simulator application that uses a marker-based tracking method to identify patterns or markers from ornamental motifs on traditional Papuan tattoos through a mobile device camera (smartphone or gadget) into 3D virtual objects to a real environment in real time. This research is a type of research and development which aims to develop software into learning media in course practicum procedures. The ADDIE model is used in learning design development research which consists of five phases, namely analysis (A), design (D), development (D), implementation (I) and evaluation (E). The results of this study indicate that augmented reality technology can be used to create interactive learning media, so as to improve students' ability to understand the existence of traditional tattoos in Papua which are threatened with extinction. This study is an analysis about the strategy of governments economic empowerment for Papuans women traders in the district of Muara Tami, located at the border between the West Papua Province and Papua New Guienea. In addition to the problems of low infrastructure development for women traders in border areas, this study found a more complex reality faced by the Papuan women traders that hindered their economic improvement, the competition between the migrant groups who dominated the economic development in their area. By employing a qualitative methods through observation, interviews, and literature study from secondary materials in the field, this study argues that the empowerment agenda for Papuan women traders needs more concerted efforts of affirmative and inclusive policies to protect the economic position of Papuan women traders, rather than a traditional approach of knowledge transfer and skill building alone. This study shows that affirmative and inclusive policies is an important and necessary part of empowerment agenda for Papuan women traders.

This paper aims to assess the Papuan government’s policy for preventing the spread of COVID-19 through the shutdown of travel to the region based on the Papua joint statement. Excluding the transportation of goods, Papua was the first province in Indonesia to restrict entry into the region by both sea and air travel. To analyse the Papuan government’s policy, Edwards’ theory of policy implementation was adopted. Using first-hand interviews, observations, and library research, this paper argues that the government of Papua has made the right decision to close its borders, despite challenges, as part of a strict policy to protect the region from COVID-19. It is also worth noting that although five regions selected for this study (Jayapura City, Mimika, Biak Numfor, Merauke and Yapen Regency) reflected variations between one another in policy implementation, they all had expressed how the local government in Papua was doing the best they could to eradicate COVID-19. The use of theoretical frameworks (communication, resources, dispositions, and bureaucratic structures) as part of policy implementation had also been effective, despite that some parts need to be improved. The results of this study include recommendations for effective coordination among policymakers, the availability of laboratory testing, adoption of evidence-based policies and improving the health system in Papua.

This study shows that the long historical process associated with Islam in West Papua has an impact on defining a unique identity, and significantly interrelating Islam, Papuanness and Indonesianness. The data in this study were collected for three months in Fakfak of West Papua eploying methods of observation, interview and documentation. There were some key informants being the data sources consisting of religious leaders, community leaders and government employees. Two impotrant findings are found in this work. First, the presence of Islam in Papua has significantly contributed to the formation of the identity of the Fakfak community in Papua through an intense and strong acculturation process between Islam and local Papuan culture. This process has formed new inclusive and tolerant values that are reflected in the local wisdom of satu tungku tiga batu (one stove with three stones). Second, Islam and Papuanness in Fakfak appear to have certain implications on the formation of Indonesian (national) identity. Theoretically, this research shows that identity is not something fixed and natural, but a process that is constantly changing, with regard to the socio-political dynamics that affect it. That is why Papuan Muslims strive to continue to define themselves amid the construction of Papuan identity which is often defined as Christian and Melanesian.

Abstract:
Tanah Papua, both the Indonesia provinces of Papua and West Papua, is the most diverse linguistic region that has the highest number of indigenous languages in Indonesia. Out of 760s languages in Indonesia, Tanah Papua has about 270s languages. The diversity of languages are not only about the number of languages but also about the linguistic features. Languages is Tanah Papua are divided into two major groups, which are Austronesian and non-Austronesian (known as Papuan) languages. Both major linguistic groups contribute diverse linguistic features ranging from phonological system, word, phrase, clause and sentence structures, as well as diversity of semantic and pragmatic structures. The linguistic diversity is also determined by a contact language history in the region that has been occurred for centuries, especially in the regions of Jayapura and the Bird’s Head of New Guinea. Although the region is linguistically rich, not many linguistic reseach has been doing in the region. We therefore do not have a comprehensive understanding about languages in Papua yet. The purpose of this paper is to give a brief description about grammatical features of languages in Tanah Papua.

Abstract:
Papuan students who are ongoing class at the University of North Sumatra are Papua affirmation students and West Papua having opportunity to continue their education into the State University through affirmation Scholarship Program of Higher Education in cooperation with The Ministry of Education and Culture and research and technology of Higher Education. Different cultures and new environment allow them to acculturate and in its process they have variety of challenges, obstacles and difficulties. Having adaptation to new potential culture lead acculturation stress. This study aimed to know the acculturation stress of Papua students who are ongoing class at the University of North Sumatra. This study used descriptive design, with 56 Papua students as sample. This study used total sampling techniques and questionnaires as instrument. The result of this study showed that Papua students experienced acculturation stress in low category is 52 people (92.9%) and high category is 4 people (7.1%). This result expected to the University, particular for nursing education institutions to provide introduction about culture for new Papua students Affirmations and West Papua when having matriculation so that it makes them easier in adapting and to anticipate the acculturation stress.

Abstract:
The separatism occurs in Papua that comes from the root of complex problems, resulting in ongoing conflict between the Free Papua Organization (OPM) and the state. Separatism and conflict in Papua have had a significant impact on political development. This research uses Tedd Robert Gurr's theory of relative deprivation and Lucian Pye's theory of political development as well as qualitative methods. This research examines conflicts and separatism that occur in Papua and their relation to Papuan political development. The result of this research indicates that political development in Papua has not been successful. The discrepancy between expectations for progress and realities can lead to significant political violence. The strengthening of collective discontent can be politicized and produce radical and even separatist resistance movements. These conditions can hinder the course of the political development process, because of the difficulty of building integration and creating political stability.

This community service aims to provide a social services to a community named Papua Preneur. The member of Papua Preneur were young Papuan running small business in Jayapura City and categorized as poor and vulnerable business man. The reason behind this avtivity was because, most of those business man had lack of knowledge regarding how to make Collaboration Agreement or MOU with business partner which somehow impact to ther business. This activity were conducted throughout 5 months using zoom application. The subject of training were start from planning, training, assesment, practicing (how to make a good colaboration agreement). Hopefully through this assesment, the member of Papua Preneur could understand and finally can make colaboration agreement or MoU by themself.
