Abstract:
This paper analyzes how a key conflict in Australia's pulp and paper industry became generalized to other sites through environmental action, government regulation, and industry initiative. From 1987–91, Australians debated construction of a new, world-class, export-oriented pulp mill in Tasmania. Rural residents, fishermen, and environmentalists, allied with the Australian Labor Party, succeeded in scuttling the project. Subsequently, the national government launched a major research program, state governments tightened regulations, and industry reduced elemental chlorine use. Any new mills constructed in Australia today would be among the cleanest in the world. This paper is part of a larger, comparative study of technological innovation in the pulp and paper industries of Australia, Indonesia, Malaysia, and Thailand. The author interviewed industry officials, government regulators, research scientists, and environmentalists; visited pulp and paper mills; attended technical conferences; and conducted archival work in these countries during a 12-month period.

Environmental Impact Assessment (EIA) is presented as a specialised tool for project management. Environmental assessment in different phases of the project cycle is discussed. Different approaches to the EIA process in some countries are briefly reviewed, and especially the possibilities for public participation are discussed. A number of examples of EIA in Australia, Canada, France, Germany and Spain are characterised and compared. The comparison includes four kraft pulp mills and one paper mill, and the main features of each EIA are presented.

This article examines the Australian Pulp and Paper Mills Ltd. (APPM) dispute which took place in Burnie, Tasmania between March 3 and June 10, 1992. The dispute is placed within the context of major changes in Australian industrial relations, which have been in process since 1986. Management and unions throughout Australia are still experimenting with a variety of industrial weapons to achieve their aims and goals within the parameters of the “Structural Efficiency Principle” and “enterprise bargaining”, constructed in Accords III through VI, from 1986 to the present. It is argued that the crucial change during the past six years has been the ability of companies to re-establish managerial prerogative through litigation. This has provided management with the power to confront secondary issues and agents of change such as the Accord, the Australian Industrial Relations Commission, Structural Efficiency, Enterprise Bargaining and Restructuring with a new vigour, toughness and effectuality. Increasingly docile, debilitated and legally disabled union officials and workers seem to be coming to the view that a union victory occurs if the company agrees to abide by the law while directing its workforce, and recognises the workers' right to be represented by a “third party”.

The overall objective of the work reported in this paper is to minimize the cost of power generation in thermal power stations utilizing pulverized coal combustion processes for steam generation. The strategy of achieving this objective is based on an “on-condition maintenance” philosophy and vibration based diagnostic signature analysis techniques. The coal pulverizers reported on here are 783 RP (roll pressure) and 823 RP combustion engineering (CE) bowl-roller coal pulverizers (bowl mills) installed at the State Energy Commission of Western Australia (SECWA) power stations. This paper reviews the design philosophy, operational principles, and system dynamics and establishes the procedures for identifying the potential malfunction of bowl mills and their associated components. The influence of operating parameters, such as coal flow, primary air flow, and operating temperature, on mill vibration are investigated. The effects of journal spring force variation, such as magnitude, uneven spring force, and broken springs, are also studied. Special attention is also given to the diagnosis of the top radial bearing problem due to its remoteness from the bowl mill external structure. A spectral recovery technique utilizing the inverse frequency response function was developed for trend analysis and diagnostic purposes.

A number of functions were investigated that related the costs of thermomechanical pulp (TMP) and high-brightness newsprint production, using Pinus radiata D. Don, to important pulp and paper quality (breeding objective) variables, including specific energy consumption and pulp handsheet tear and tensile strength, brightness, and opacity. Pulp handsheet quality traits were considered to be reasonable two-dimensional predictors of paper quality traits in this context. A specific production process that requires the use of a reinforcement kraft pulp and an artificial clay filler to improve the quality of paper produced from the bleached TMP fibres was investigated, similar to the production process used by Australian Newspaper Mills' Boyer Mill in Tasmania, Australia. Pulp and pulp handsheet quality variables could be explained by significant (P > 0.05) wood traits using multiple linear regression equations. This provided a method to predict the economic importance of each wood trait in relation to the thermomechanical production process investigated. The results showed that tracheid length, wood density, wood brightness, and tracheid coarseness were the best predictors of costs. Increases in tracheid length, wood density, and wood brightness and decreases in tracheid coarseness resulted in decreasing the total costs of TMP and high-brightness newsprint production.

The Western Australia (WA) State Barrier Fence stretches 2,023 miles (3,256 kilometres) and divides Australia's largest state. The original 'Rabbit Proof Fence' fence was built from 1901–1907 to stop the westbound expansion of rabbits into the existing and potential agricultural zone of Western Australia. Starting as a seemingly straightforward, albeit costly, solution to protect what was considered a productive landscape, the fence failed to keep out the rabbits. It was subsequently amended, upgraded, re-named and used to serve different purposes: as Vermin Fence and State Barrier Fence (unofficially also Emu Fence or Dog Fence) the fence was designed to exclude native Australian animals such as emus, kangaroos and dingoes. In the Australian 'boom and bust' environment, characterised by extreme temperatures and unpredictable rainfall, interrupting species movement has severe negative impacts on biodiversity – an issue aggravated by the fact that Australia leads in global extinction rates (Woinarski, Burbidge and Harrison, 2015). The twentieth century history of the fence demonstrates the agrarian settlers' struggle with the novelty and otherness of Western Australia's ecological conditions – and severe lack of knowledge thereof. While the strenuous construction, expensive maintenance and doubtful performance of the fence provided useful and early environmental lessons, they seem largely forgotten in contemporary Australia. The WA government recently commenced a controversial $11 million project to extend the State Barrier Fence for another 660 kilometres to reach the Esperance coast, targeting dingoes, emus and kangaroos – once again jeopardising habitat connectivity. This paper examines the environmental history, purposes and impacts of the State Barrier fence, critically discusses the problems associated with European farming and pastoralism in WA, and touches on alternative land-use perspectives and futures.

ABSTRACT In the early hours of Sunday, July 21, 1991, the laden tanker Kirki was approaching the Australian coast in heavy weather when the bow section broke away from the main structure and sank. The vessel was on passage from the Middle East to Australia loaded with light crude oil. Fire was seen to break out forward, and the master transmitted a Mayday signal, which resulted in a successful rescue by the Australian authorities. At the time of the incident, the vessel was some 55 miles off the coast of Western Australia. The initial loss of oil and the threat of severe pollution of the coastline required the activation of the Australian National Plan to Combat Pollution of the Sea by Oil and its associated state and oil industry plans. This paper details the actions taken, addresses the lessons learned by the authorities and agencies involved, and lists the recommendations arising out of the actions taken to respond to the pollution aspects of the incident. It does not deal in detail with the distress and rescue details, but touches only on those areas that provide background to the subsequent pollution response.

Purpose – There has been virtually no explication of poetry-writing pedagogy in historical accounts of Australian distance education during the 1930s. The purpose of this paper is to satisfy this gap in scholarship. Design/methodology/approach – The paper concerns a particular episode in the cultural history of education; an episode upon which print media of the 1930s sheds a distinctive light. The paper therefore draws extensively on 1930s press reports to: contextualise the key educational debates and prime-movers inspiring verse-writing pedagogy in Australian education, particularly distance education, in order to; concentrate specific attention on the creation and popular reception of Brave Young Singers (1938), the first and only anthology of children's poetry written entirely by students of the correspondence classes of Western Australia. Findings – Published under the auspices of the Australian Council for Educational Research (ACER) with funds originating from the Carnegie Corporation, two men in particular proved crucial to the development and culmination of Brave Young Singers. As the end result of a longitudinal study conducted by James Albert Miles with the particular support of Frank Tate, the publication attracted acclaim as a research document promoting ACER's success in educational research investigating the “experiment” of poetry-writing instruction through correspondence schooling. Originality/value – The paper pays due critical attention to a previously overlooked anthology of Australian children's poetry while simultaneously presenting an original account of the emergence and implementation of verse-writing instruction within the Australian correspondence class curriculum of the 1930s.

Australia’s future submarine operation missions are guided by the 2009 Australian White Paper with the specification being able to carry out covert patrols at very long distances with long operating times. Submarines that meet these specifications are nuclear-powered submarines, especially the Astute Class Nuclear Submarine with high technology. The submarine specifications are 97 m long and will displace 7,400 tons of seawater when stored. The submarine can fully circumnavigate the globe without ever surfacing and, armed with tomahawk cruise missiles, can target military facilities on land from thousands of miles away. This new payload will significantly increase the Australian navy’s conventional strike power. The Smart Submarine Astute can pinpoint accuracy to strike targets up to 1,200 km from the coast. According to the AUKUS Alliance (Australia-UK-US), nuclear submarines are an effort for world stabilization and security, especially in the Indo-Pacific Region. Considering the Natural, Energy and Food Wealth of the Indo-Pacific Region is the spearhead of the survival of the global community. The assembly of super-advanced nuclear submarines will not be ready until around 2040, so this cooperation will last quite a while.

Abstract:
For the majority of Australian gas pipelines it is not practical to remove them from service for extended periods of time. This rules out hydrostatic testing as a means of confirming the integrity of older pipelines including those that may contain Stress Corrosion Cracking (SCC). The Moomba to Sydney pipeline (MSP) at 864 mm (34 inch) nominal bore and 1299 km (807 miles) in length is the largest diameter onshore gas transmission pipeline in Australia. Commissioned in 1976, it has a history of susceptibility to SCC and, in 1982, six years after commissioning, suffered a SCC initiated rupture. Since this time the pipeline owners have operated and maintained the pipeline to ensure no further SCC initiated failures. Maintenance for SCC has included a targeted excavation program which, between 2000 and 2004, found significant SCC colonies. This created the need to develop a more comprehensive approach to locate and identify every significant SCC colony in the pipeline. Several options were considered but the one that was selected as best meeting the performance criteria was the use of an ultrasonic intelligent pig running in a liquid medium. This pigging operation had to be carried out while the pipeline continued in operation with minimal disruption to gas transmission operation. This had never been done before in Australia. The initial intelligent pigging program of the first 162 km (101 miles) of the pipeline was conducted in early 2005 with an additional 292 km (181 miles) pigged in early 2006. This paper provides information on the approach taken to overcome the many technical, operational and commercial challenges of this operation. Water was chosen as the liquid medium and a major issue was the introduction and removal of water from the pipeline while it remained in operation. This could not have been achieved without the co-operation of producers, shippers, network owners, network operators, technical regulators and contractors. The paper also looks at the how the results obtained from the pigging will be used to enable the SCC to be managed in a safe and efficient manner and confirming the safety and fitness for purpose of the MSP now and into the future.

As an alternative to conventional tracking trough systems, one may use line focus Fresnel reflector systems. Before the current Australian work, each field of Fresnel reflectors was directed to a single tower. However, efficient systems of very high ground utilisation can be set up if a field of reflectors uses multiple receivers on different towers (Mills and Morrison, 1999). This paper describes an Australian line focus system, called the Compact Linear Fresnel Reflector (CLFR) system and a project to produce an initial 25MWe solar array. The array will be used as a retrofit preheater for a coal fired generating plant. Future use of such arrays as stand alone high capacity factor powerplants in New South Wales are discussed.

Abstract:
The Nabarlek uranium mine is located in the Alligator Rivers Region of the Northern Territory of Australia. The site lies in the wet/dry topics with an annual rainfall of about 1400mm, which falls between October and April. The site operated as a “no release” mine and mill between 1979 and 1988 after which time the facility was mothballed until decommissioning was required by the Supervising Authorities in 1994. The dismantling of the mill and rehabilitation earthworks were completed in time for the onset of the 1995–96 wet season. During the operational phase accumulation of excess water resulted in irrigation of waste water being allowed in areas of natural forest bushland. The practice resulted in adverse impacts being observed, including a high level of tree deaths in the forest and degradation of water quality in both ground and surface waters in the vicinity. A comprehensive environmental monitoring programme was in place throughout the operating and rehabilitation phases of the mine’s life, which continues, albeit at a reduced level. Revegetation of the site, including the former irrigation areas, is being observed to ascertain if the site can be handed back to the Aboriginal Traditional Owners. A comprehensive review of proximal water sampling points was undertaken in 2001 and the data used to provide a snapshot of water quality to assist with modelling the long term prognosis for the water resources in the area. While exhibiting detectable effects of mining activities, water in most of the monitoring bores now meets Australian drinking water guideline levels. The paper reviews the history of the site and examines the accumulated data on water quality for the site to show how the situation is changing with time. The paper also presents an assessment of the long term future of the site in respect of water quality.

13 uranium mines operated in the South Alligator Valley of Australia’s Northern Territory between 1953 and 1963. At the end of operations the mines, and associated infrastructure, were simply abandoned. As this activity preceded environmental legislation by about 15 years there was neither any obligation, nor attempt, at remediation. In the 1980s it was decided that the whole area should become an extension of the adjacent World Heritage, Kakadu National Park. As a result the Commonwealth Government made an inventory of the abandoned mines and associated facilities in 1986. This established the size and scope of the liability and formed the framework for a possible future remediation project. The initial program for the reduction of physical and radiological hazards at each of the identified sites was formulated in 1989 and the works took place from 1990 to 1992. But even at this time, as throughout much of the valley’s history, little attention was being paid to the long term aspirations of traditional land owners. The traditional Aboriginal owners, the Gunlom Land Trust, were granted freehold Native Title to the area in 1996. They immediately leased the land back to the Commonwealth Government so it would remain a part of Kakadu National Park, but under joint management. One condition of the lease required that all evidence of former mining activity be remediated by 2015. The consultation, and subsequent planning processes, for a final remediation program began in 1997. A plan was agreed in 2003 and, after funding was granted in 2005, works implementation commenced in 2007. An earlier paper described the planning and consultation stages, experience involving the cleaning up of remant uranium mill tailings and other mining residues; and the successful implementation of the initial remediation works. This paper deals with the final planning and design processes to complete the remediation programme, which is due to occur in 2009. The issues of final containment design and long term stewardship are addressed in the paper as well as some comments on lessons learned through the life of the project.

Some years ago, in 1975, I presented a paper and a slide show at an earlier sailing yacht symposium in Annapolis. The subject was a four-year, 28,000 mile cruise I had made in the years 1965 - 1968 most of the way around the world: Hawaii and the South Pacific, New Zealand, Australia's Barrier Reef, the Indian Ocean, the Red Sea, the Mediterranean, including the Greek Islands, an Atlantic crossing to Barbados from the Canary Islands, the Caribbean, and home to the Chesapeake. The paper I wrote then was entitled "Extended Cruising: An Overview" and contained sketches and data from my logs. It was same 55 pages long and talked about many facets of cruising from my vantage point, primarily as seen from the decks of Mamari, the 28 foot ketch I had bought in New Zealand. Lest Mamari 's size appear too small, which perhaps would make me seen heroic, recognize that in displacement and accomodations Mamari was the equivalent of a 33 foot boat. To dispel one other misconception, be advised that I normally sailed with a crew of two, sometimes more, and only sailed two legs single-handed, of about 500 miles each, one from Tonga to Fiji in the Pacific, the other in the Gulf of Suez and from Port Said to the Greek Islands. The 1975 paper reflected my background as a naval architect, combined with my experience as a sailor. I told of things I learned from others. I analyzed log data, presented photographs, drawings and tables, and wrote a series of "yarns" such as sailors spin about their travels. The paper is touched with a flavor of the sea, a flavor of talk over run or coffee in a snug anchorage or on a shared night watch. That 1975 paper makes good reading, and much of the information is still valid. It could be reprinted and if there is enough interest l will do so (contact me). This present paper is a brief look at my experiences on a series of sailing trips, but in particular a one year voyage in a 37 foot yawl from Turkey to the Chesapeake via the West Indies in 1980-81. The paper answers the question posed at the 1975 symposium, would I do the trip again? Then, I thought so, but could not be sure, now my reply is, "of course."
