Abstract:
Relevance. At the end of the 19th - beginning of the 20th century, Russia was undergoing a transition to the third technological order based on the use of electricity, which led to the use of the telephone and telegraph for the conclusion of civil law contracts. The use of technical means for the remote (remote) conclusion of contracts in civil circulation required a scientific understanding of the theoretical and practical problems arising in connection with this. Currently, the world is undergoing a transition to a new technological order based on the digitalization of social relations. Contracts are concluded remotely through the use of the digital environment, which requires a doctrinal understanding of the issues of using digital means of communication in civil law relations. Scientific concepts about the remote conclusion of contracts using technical means, formulated by Russian pre-revolutionary civilists, can be used in the science of civil law at the present time. Their application is possible for the development of theoretical provisions regarding the conclusion of contracts using digital communication tools.The purpose of the study is a comprehensive review of the scientific views of Russian civilists of the late XIX - early XX century on the conclusion of contracts using the telephone and telegraph.Objectives: analysis of scientific concepts on the genesis of the development of theoretical ideas about the conclusion of civil law contracts using telephone and telegraph in the works of pre-revolutionary Russian civilists: on the legal nature of actions when concluding contracts using telephone and telegraph; about the features of the conclusion, content, subject composition, form of contracts concluded using the telephone and telegraph; on solving the problems of legal liability associated with telegraph errors in pre-revolutionary civil law.Methodology. In the process of working on the study, methods of synthesis, analysis, induction, deduction, historical and legal, comparative legal, and logical were used. Results. In the course of the study, the scientific views of Russian pre-revolutionary civilists of the late XIX - early XX centuries on the problem of concluding contracts using the telephone and telegraph were revealed.Conclusin. The issue of concluding contracts using the telephone and telegraph in the late 19th - early 20th century was debatable and was the subject of a comprehensive study in Russian pre-revolutionary civil law.

Abstract:
The study presents the great progress made by the institution of post, telegraph and telephone in Bukovina, especially in the 19th century, when, established on solid foundations, these institutions reached the level of organizations abroad and became important factors of modernization of society. Postal services emerged from the need for long-distance communication, which involved finding quick solutions for transporting or transmitting messages. Since the time of the military administration, a mail service on horseback was organized in Bukovina for military-administrative purposes. The first regular civil post office, with regular postal connections to Galicia and Transylvania, was opened in Chernivtsi on January 1, 1783, by the Viennese Johann Paul Vogel. The postal service has developed at a sustained pace in relation to population growth and ever-expanding business relations. In 1908, 213 post offices were operating. Relative to the area and number of inhabitants, a postal service covered 49 km2 and served 3 428 inhabitants. The steady, thoughtful and consistent development of the postal system over the decades was supplemented very early on by the introduction of the telegraph and, somewhat later, the telephone service. The first telegraph office that included Bukovina in the European telegraph network was established in Chernivtsi in 1855. At the end of 1896, the telegraph network had a total length of 764,34 km and 45 stations. In 1908, there were 104 post offices with telegraph service and 44 authorized railway telegraph stations. The first telephone exchange in Bukovina was built in 1883, in Chernivtsi, and then a fixed telephone network was extended in and between the cities and towns of Bukovina.

Abstract:
The role and importance of information and communication infrastructure in the modern world is growing, which increases the relevance of studying the history of the formation and development of postal, telegraph and telephone communications in Russia, primarily regional features of the social component of this process. Based on interdisciplinary approaches, involving a wide range of historical sources, the work explores the problems of the postal, telegraph and telephone service in the Tambov Governorate in the second half of the 19th – early 20th centuries. The issues of the number and staff of employees in communication institutions (post office, telegraph, telephone) of the Tambov Governorate are studied. We reveal the peculiarities and problems of the development of institutions staff of the postal and telegraph department. The problems of professional mobility of postal and telegraph employees are analyzed; the requirements for them, their official duties are described. In the second half of the 19th – early 20th century in the social and economic life of the Russian province, the information and communication component began to play a prominent role, which was reflected in the increase in the number of communica-tion institutions in the Tambov Governorate and employees in them. There were acute issues of human resourcing, first of all, qualified specialists. At the beginning of the 20th century the pro-portion of women who served in the institutions of the postal and telegraph department of the go-vernorate increased.

Abstract:
Gene transcription is the central part of life process and has been a hot topic in life science research for many years. In this work, we discuss the dynamics of inactive genes in two conditions for telegraph model. We obtain the decaying dynamical distribution for the inactive genes. Furthermore, we find that the dynamical distribution is almost horizontal in the beginning region, if the synthesis rate is appropriately large. And we give some simulations to instruct the results. Keywords: Telegraph model; generating function; inactive gene; distribution.

Malcolm Rorty is best known to historians of economics as the primary organizer and founder of the National Bureau of Economic Research. This article situates Rorty’s interest in economics against the backdrop of his early career in telephone engineering at American Telephone & Telegraph. I argue that distinct structural features of telephone engineering in general, and AT&T in particular, created overlaps between the practices of engineering and economics, and also opened space for Rorty to craft a broader vision for the “statistical control of business” through quantitatively informed management.

Abstract:
The process of Information and Communication Technology (ICT) diffusion today is one of the major determinants of a country's economic growth and development. A greater understanding of the factors driving this is therefore critical in developing countries. Whilst the literature presents a range of potential factors that explain the difference in diffusion rates across countries, it is the relative level of economic development in one country compared with another that is cited most frequently. This would suggest that the diffusion of the telegraph and the telephone in Argentina should have been decidedly faster than in Mexico, given the former's significant inherent economic advantage throughout the period. This was not found to be the case. Instead, Argentina underperformed while Mexico outperformed, giving rise to an interesting historical episode which I dub the 'Double Paradox'. This unexpected result is verified via the application of the 'Flexible Logistic Growth Model' (FLOG) and linearisation techniques, which demonstrated that both technologies diffused at strikingly similar rates. The quantitative and qualitative analysis established that the 'Double Paradox' is best explained by the role and actions of the state, rather than the countries' economic development, or the intrinsic traits of the given technology. The findings showed that state action can act as a substitute to the otherwise commonly held prerequisites for fast diffusion, such as economic drivers, thus allowing for Gerschenkronian style catch up. Further investigation determined that Mexico's closed political system was supportive of successful diffusion while Argentina's more open, decentralised and quasidemocratic structure was not, indicating that the state can act as both a promoter and an inhibitor of diffusion. The thesis contributes to the literature on the comparative history of traditional ICT diffusion and growth. This is important both in understanding the economic history of developing countries, and because it has valuable implications for political planning in developing countries regarding future ICT diffusion. The thesis concludes that not only is the choice and implementation of the right reform paramount in inducing faster diffusion, but also the degrees of stability, autonomy and concentration of power within the state. In the discovery and examination of the 'Double Paradox', the overwhelming impact of the role of the state in the traditional ICT diffusion process is illuminated, which lays a framework from which to stimulate and develop further research.

This thesis contains an analysis of the role of the state in the privatization of two of the world's largest telecommunications operators, British Telecom (BT) and Nippon Telegraph and Telephone (NTT), illustrated by a comparative examination of the different means of intervention of the state at the three stages of the process, and the impact that state intervention has on the corporate governance of the enterprises concerned.
Chapter 1 clarifies the notions of privatization and control. The subsequent chapters are organized on the basis of the percentage of shares held by the state. Chapter 2 analyzes the legal problems accompanying "complete control" of the state during the corporatization stage of privatization, in which there is a one-man stock company with the state as sole shareholder. Chapter 3 outlines the different private and public law devices used by the state in order to exercise "internal control" on the company after the sale of part or all of the government-owned ordinary shares. Chapter 4 focuses on the "external control" which is the last weapon of the state to monitor enterprises that are already deemed to be "privatized" from an ownership point of view. Using the tools of structural and network analysis developed by Ronald R. Burt and others, this study investigated the communication patterns among corporate officers of American Telephone and Telegraph Corporation (A.T. & T.) and United Telecommunications Corporation (Sprint). Data on contacts, efficiency, network density, and constraint indicate that opportunities for power and constraint have remained relatively stable at United Telecommunications between 1980 and 1990. A. A.T. & T., on the other hand, was more affected by the drastic changes in the telecommunication industry. The span of A.T. & T. has grown smaller and the potential for constraining relations among A. T. & T. and financial institutions has increased during the period 1980 and 1990.

Abstract:
In the paper, the authors point out the illegally carried out transformation, privatization, and confiscation of contractual private ownership over “Hrvatski Telekom” (HT). Namely, until the 1990s, citizens financed the construction, through the PTT, TT network, node, local, long-distance, and main telephone exchanges. Proof of this are the Agreements on pooling funds for the construction, expansion, or reconstruction of telecommunications facilities with the company PTT (Post-Telegraph-Telephone), then HPT (Croatian Post and Telecommunications), and today HT (Hrvatski Telekom). Based on the contractual purchase and sale relationship, the citizens became the owners of ideal shares in the ownership of HT. The enactment of the Act on the Separation of Croatian Post and Telecommunications into Croatian Post and Croatian Telecommunications stipulates that the privatization of these companies will be carried out according to a special law. However, in the privatization process, citizens were deprived of their property, contrary to the Constitution and international documents.
