Full textThe thesis analyses the institution of the European Capital of Culture from an anthropological perspective on the basis of the ethnographical inquiry of Pafos, a small town in the south-west coast of Cyprus, that held the title during 2017. The research embraces the suggestion of the anthropology of policy; so that It intends to discover and highlight the self-legitimation discourse of the institution and its subjectivation practices. Though, the analysis focus on the point of view of the insiders of the institutions and the people related to it (bureaucrats, artists, politicians, volunteers etc.) who act as a connection between the local and European dimension of the event. The word “city” has been pinpointed as one of the major symbolic knots in the discourse of the institution, through which it describes its action and mission; in addition, it is a critical point of the self-representation of the pafians who think about their own town as a quasi-city. Therefore, we can say Pafos2017 acts specifically to turn Pafos into a proper city, so its project is told as an urban (re)generation. The transforming of Pafos play an important role into the post-colonial situation of the island. The European hegemony that affect Cypriot society, in fact put Pafos at the very last position of a chain of hegemony and subalternity relationships. This situation prevents the Pafos community from the possession of their own identity, exposing them to ne necessity of continuous confirmation of their status of modern. So, the ECoC’s goal is to redeem the city from the marginality in which it has fallen through modernization. Therefore, the model that give shape to the policy’s action is analysed. It is the one of the creative city, that serves both as category to understand the reality and as a model for the development of the Pafso2017 urban policy. The making of a new and proper city then it requires culture as a tool for impacting the perception of places and on the identity of the pafians. At first, the research analyses the placemaking practices towards the spaces of the town, that aim to change the relationship they’re having both with the citizens and the city’s imago that is being provided to the outside. The thesis shoes how Pafos2017 reshapes the relationship between spaces and the memories of the interethnic war and the partition of the island through the analysis of the renovation of the neighbourhood of the Moutallos. The history has been turned from the ground of a struggle between two opposite nationalistic narratives to a supply of cultural diversity to produce creative artefacts. At the same time, the work shows the artistic program’s polito-poietic project, that aim to turn the Pafos inhabitants into proper citizens. This process is described through the expression of “opening their minds” and consists in the removal of all the obstacles that are preventing or postponing modernity, that comes from outside, to reach Cyprus and Pafos. So, Pafos2017 makes the pafians pass through a subjectivation process that turns them into cultural consumers, in order to carry out its goal. At last, Pafos2017 is understand as part of the wider program of the EU cultural policies. Therefore, it could highlight its role in creating an European cultural space, based on the logic of “unity in diversity”. This new identity structure challenges the national one, indeed it looks at internal differences as assets for the community instead of weaknesses. From this perspective, the discourses about Europeanization and polito-poiesis can correspond to each other and becomes tool for the creation of an European semiotic community.
