Abstract:
All available data for thirteen Pacific Island nations are used in a comparative analysis of suicide levels and characteristics. Age, sex and method of suicide are examined in detail. Global comparison shows Pacific rates are amongst the highest reported. Female youth rates exceed male rates in Western Samoa and amongst Fiji Indians. Method of suicide (paraquat ingestion) is instrumental in determining high rates in Western Samoa, especially in females. The broad causal theme is societal transition. Commonality and diversity are discussed.

Abstract:

Abstract:
The Indo-Pacific, given its economic and geopolitical significance as exemplified by the growing multilateralism in the region, is an incubatory space for innovative legal infrastructure. Against the backdrop of growing tension between the United States and China in the region, I emphasize China's expanding footprint through the “Belt and Road Initiative” (BRI) and its capacity to shape institutions, practices, and norms of international economic law. I begin by providing context and then suggest six ways in which the BRI may offer a novel approach to international economic law, with particular salience for the Indo-Pacific region.

Abstract:
For over five decades, countries in Southeast Asia and its surroundings in Asia, the Pacific Ocean, and Pacific Rim have enjoyed peace and stability, upon which economic growth and welfare have accumulated. The marvel of uninterrupted development has transformed them into a group of countries that are part of the engines of global economic growth. Over the period of 1967 until 2017, Southeast Asian region recorded growth in gross domestic product (GDP) per capita almost thirty-three times bigger, from USD 122 to USD 4,021. In 2016, the region represented 6.2 percent GDP of the world in 2016, almost doubled the share in 1967 at just 3.2 percent. The period also saw an immense trade growth from USD 9.7 billion to USD 2.2 trillion. Right now the region has become the third largest economy in Asia and the fifth largest in the world.

Abstract:
Abstract The eastern Pacific (EPAC) warm pool is a region of strong intraseasonal variability (ISV) during boreal summer. While the EPAC ISV is known to have large-scale impacts that shape the weather and climate in the region (e.g., tropical cyclones and local monsoon), simulating the EPAC ISV is still a great challenge for present-day global weather and climate models. In the present study, the predictive skill and predictability of the EPAC ISV are explored in eight coupled model hindcasts from the Intraseasonal Variability Hindcast Experiment (ISVHE). Relative to the prediction skill for the boreal winter Madden–Julian oscillation (MJO) in the ISVHE (~15–25 days), the skill for the EPAC ISV is considerably lower in most models, with an average skill around 10 days. On the other hand, while the MJO exhibits a predictability of 35–45 days, the predictability estimate for the EPAC ISV is 20–30 days. The prediction skill was found to be higher when the hindcasts were initialized from the convective phase of the EPAC ISV as opposed to the subsidence phase. Higher prediction skill was also found to be associated with active MJO initial conditions over the western Pacific (evident in four out of eight models), signaling the importance of exploring the dynamic link between the MJO and the EPAC ISV. The results illustrate the possibility and need for improving dynamical prediction systems to facilitate more accurate and longer-lead predictions of the EPAC ISV and associated weather and short-term climate variability.

Abstract:
Abstract An increasing number of Japanese ethnographers have conducted fieldwork research in Pacific Islands in the last few decades, which has resulted in a growing corpus of ethnographic literature. This is partly related to the historical role that Japan has played in the Pacific and partly to its geographical proximity to the area. While this geo-historical advantage combines with the availability of ethnographic works produced by non-Japanese scholars, the latter remain largely unable to access anthropological literature only available in Japanese. This not only limits the international circulation of ethnographies produced by Japanese anthropologists of the Pacific, but also the possibility of engaging with a larger body of anthropological traditions and, thus, with the overall project of 'World Anthropologies'. This article discusses the reasons why Japanese ethnographies of the Pacific provide not only a technical advantage for non-Japanese scholars of Pacific Islands but also a qualitative difference in terms of anthropological perspectives. In particular, it examines the differential impact of different colonial and postcolonial debates on Japanese and anglophone anthropology in relation to ethnographies of urban Melanesia.

Abstract:
Historically, alcohol and tobacco use has been the main substance use for Pacific people in New Zealand (NZ).1,2,3 However, more recently, illicit drug use is a new emerging concerning trend amongst Pacific people in New Zealand. Illicit drugs refer to highly addictive and illegal substances such as cannabis, synthetic cannabinoids, heroin, marijuana and methamphetamine. Importantly, Pacific youth have been identified as having higher prevalence rates than other age groups in the Pacific population in New Zealand. 4 Although, Pacific people have higher rates of substance abuse, they tend to have lower rates of accessing health service access compared with the New Zealand general population.5 Very little research has examined illicit drug use for Pacific people. With the emergence of rising illicit drug use, there is an urgent needed to identify why illicit drugs will become an issue for Pacific people in the future.
