Abstract:
The aim of the current study is to examine the impacts of gambling among four different ethnic groups within New Zealand (i.e., Maori, Pakeha, Pacific peoples, and Chinese and Korean peoples). Four thousand and sixty-eight Pakeha, 1,162 Maori, 1,031 Pacific people, and 984 Chinese and Korean people took part in a telephone interview that assessed their gambling participation and their quality of life. Results showed a number of differences between ethnic groups. For the Maori and Pacific samples, there were significant associations between gambling participation (especially time spent on electronic gaming machines) and lower ratings in a number of life domains. In contrast to the findings for the Maori and Pacific peoples, which showed predominantly negative associations between gambling modes and people's self ratings of their domains of life, the findings for Pakeha and for Chinese and Korean peoples were more mixed and the associations predominantly positive.

ABSTRACTINTRODUCTIONPacific populations in New Zealand are aging, but little is known in the health-care environment about their experiences with cognitive impairment.AIMThe aim was to explore the needs of Pacific peoples affected by age-related cognitive decline from the perspectives of health-care providers.METHODSSix health-care service providers from organisations focused on Pacific patients were interviewed to determine services available to aged Pacific peoples, access, and whether they met Pacific people’s needs.RESULTSThree areas of concern were identified by all participants: access to services; getting a diagnosis; and communication and language. Many experienced a lack of information and poor access to services. Diagnosis of cognitive impairment was frequently made difficult by inconsistent access to general practitioners in lower socio-economic areas. Communication was hindered by poor access to information in Pacific languages.DISCUSSIONCommon themes noted by all participating health-care providers indicated the needs of aged Pacific people experiencing cognitive decline were often not being met.

Introduction: Pacific health models that centre Pacific values, can serve as a tool to address Pacific disparities in healthcare. In this study, we broadly draw upon the health concepts of these models to determine how Pacific values are translate across Pacific health and wellbeing. Methods: Using data from the New Zealand Attitudes and Values Study, we identified proxy indicators of common Pacific values. With these proxy indicators we developed a LP Latent Profile Analysis A to uncover subgroups of Pacific peoples based on their orientation towards each proxy indicator and their association with psychological distress. Findings: We identified four subgroups of Pacific peoples: (1) 65% of Pacific peoples identified strongly with Pacific values with low associated psychological distress (2) 18% of Pacific peoples identified moderately with Pacific values with medium associated psychological distress (3) 5% of Pacific peoples identified less with Pacific values with low associated psychological distress (4) 12% of Pacific peoples identified ambivalent with Pacific values with high associated psychological distress. Conclusions: These results suggest that Pacific values and the utility of Pacific health models are an appropriate way of framing health and wellbeing for a vast majority of our Pacific population. However, we also need to recognise the incredible diversity among our Pacific community and be understanding and accommodating of the diverse ways that Pacific peoples can express what they consider valuable.

AbstractPacific peoples hold a unique place as an ethnic community within Aotearoa-New Zealand. The largest immigrant minority population in New Zealand brings a different culture to that of the dominant Pakeha (European). One implication is the need for acculturation into New Zealand society. Leadership, when characterised here as a process through which Pacific elders model the “Pacific way” to guide their youth, is critical to manage the tension between maintaining traditional ways and integrating into a dominant culture different from the people's own. This paper reports an empirical study conducted with Pacific professionals working in the public sector of New Zealand. Recognised for their potential to influence Pacific peoples, the participants were sponsored by the ministries of Health and Pacific Island Affairs to attend a three-day leadership development course that included a careers component. The scarcely researched links among leadership, careers and social cultural issues are explored. Intelligent career theory is introduced and the processes associated with eliciting subjective and inter-subjective career data are explained The results reflect the interdependence of motivation, skills and knowledge, and relationships, which together strongly influence the career and leadership behaviour of Pacific peoples to enhance the outcomes for Pacific peoples in New Zealand. Theoretical and practical implications are discussed.

Even though Pacific peoples in tertiary education in Aotearoa New Zealand strive to achieve milestones which bring honour and prestige to their families and communities in New Zealand and the Pacific, socio-economic factors still hinder many from achieving their set goals. This article begins by relating the author’s own narrative as a Sāmoan living in the Pacific diaspora and working in tertiary education in Auckland. It then outlines the diverse aspirations of Pacific peoples living in New Zealand, with a focus on the educational hopes of recent migrants as well as New Zealand-born members of Pacific communities. These aspirations are presented with reference to the existing literature on Pacific success within tertiary education in Aotearoa New Zealand. We discuss how education providers support Pacific students, and the ways in which institutions are working to improve Pacific educational outcomes. It is argued that even if the New Zealand Tertiary Education Strategy (TES), the Action Plan for Pacific Education 2020- 2030 (APPE), and Unitec's Pacific Success Strategy 2019- 2022 are aligned in their goals, more effort is needed to ensure that these initiatives are implemented effectively through multi-disciplinary and value-based approaches. This article adds value by providing an insider’s perspective of migration and a first-hand account of the challenges facing students in higher education in Aotearoa New Zealand. Moreover, the analysis contributes to the repertoire of academic studies and publications that help to understand and improve the Pacific experience in tertiary education in Aotearoa New Zealand.

INTRODUCTION: Access to primary health care services has been identified as a problem for Pacific peoples. Although cost is the most frequently cited barrier to Pacific service utilisation, some research has indicated that access may also be influenced by features of mainstream primary care services. This study aimed to identify features of mainstream general practice services that act as barriers to accessing these services for Pacific peoples in order to explore strategies that providers could adopt to enable their practices to be more welcoming, accessible and appropriate for Pacific peoples. METHODS: Pacific participants were recruited through Pacific networks known to Pegasus Health and via ‘snowball’ sampling. In total, 20 participants participated in one of three focus groups. A semi-structured interview explored the participants’ views and experiences of mainstream general practice care. Thematic analysis was utilised to interpret the data. FINDINGS: The analysis revealed five themes highlighting non-financial features of mainstream general practice services that may influence the availability and acceptability of these services to Pacific peoples: language and communication; rushed consultations; appointment availability; reception; and Pacific presence. CONCLUSION: The findings indicate that all personnel within the primary care setting have the ability to directly engage in the improvement of the health status of Pacific peoples in New Zealand by developing cultural competency and incorporating flexibility and diversity into the care and service they provide. Abstract:
INTRODUCTION: Pacific people suffer disproportionately poorer health and reduced life expectancy at birth compared to the total New Zealand population. AIM: To assess causes of excess morbidity in the Pacific population, and identify lesser known or previously unknown causes which require further investigation. METHODS: We obtained public hospital discharge data from July 2000 to December 2002. The population data were from the 2001 Census. Standardised discharge ratios were calculated to compare Pacific peoples with the total New Zealand population. RESULTS: Pacific peoples were six times more likely to have a diagnosis of cardiomyopathy and gout, and four to five times of rheumatic fever, gastric ulcer, systemic lupus erythematosus (SLE), and diabetes. Respiratory diseases, skin abscesses, heart failure, cataracts, cerebral infarction and chronic renal failure were also significant causes of excess morbidity. Unexpected causes of excess morbidity included candidiasis, excess vomiting in pregnancy (hyperemesis gravidarum) and pterygium. DISCUSSION: The magnitude of established causes of excess morbidity among Pacific peoples were similar to our findings. Other causes of excess morbidity are less widely known, or are identified here for the first time. These are systemic lupus erythematosus, hyperemesis gravidarum, cardiomyopathy, gastric ulcer, candidiasis and pterygium. The findings draw attention to specific causes of excess morbidity in Pacific communities where effective interventions are available in primary care, and where further research may identify preventive or curative interventions. Abstract:
The importance of marine versus terrestrial foods in prehistoric Pacific and New Zealand diets, and the adaptation of the Polynesian diet to new enviroments, is examined through the analysis of the ratios in human bone of the stable isotopes of carbon, nitrogen and sulphur. In particular, this study seeks to obtain quantitative information which could provide answers to five main questions, relating to the subsistence focus of the early Lapita colonists in the Pacific, the significance of suger cane in the diets of early Pacific populations, the proportions of reef versus open ocean and terrestrial versus marine foods in these diets, and the identification of populations with pronounced marine or pronounced terrestrial diets. One hundred and nineteen samples of human bone from 13 sites throughtout the Pacific and New Zealand were processed. Nitrogen values were obtained directly from bone powder, while carbon values were determined from collagen produced by digesting bone powder in phosphoric acid. Sulphur evaluations were determined from a BaSo⁴ precipitate, produced after combustion of the collagen samples in a Parr bomb. Interpretation of results is approached from a comparative point of view, which enables the proportions of marine and terrestrial foods in the diets of each study group to be assessed in relation to the diets of all the other groups. Additional information on the composition of the diets is gained by comparing the stable isotope values obtained in this study with published values of other human populations, and of marine and terrrestrial plants and animals. The potential of stable isotope analysis to identify the composition of prehistoric New Zealand and Pacific diets is confirmed. A unique marine adaptation is revealed from the analysis of the Chatham Islands Moriori who appear to have focused almost exclusively on marine resources. In contrast, a highly terrestrial diet is suggested for groups from Nebira in Papua New Guinea and Lake Rotoiti in New Zealand.

Abstract:
Extensive research suggests that the collective behavior of humanity is on an unsustainable path. As the evidence mounts and more people awaken to this reality, increased attention is being dedicated to the pursuit of answers for a just and sustainable future. This dissertation grew from the premise that effectively moving towards sustainability requires change at all levels of the dominant Western culture, including deeply held worldviews. The worldviews of many indigenous cultures offer alternative values and beliefs that can contribute to addressing the root causes of problems related to sustainability. In the bioregion defined by the Pacific Salmon runs of North America there is a rich heritage and modern day presence of diverse indigenous cultures. In-depth semi-structured interviews were conducted with 13 indigenous leaders from within this bioregion to explore their mental models of sustainability. These interviews followed a general structure that covered: (a) the personal background and community affiliation of each interviewee; (b) the meaning of the concept of sustainability from their perspective; (c) visions of a sustainable future for their communities; and, (d) how to achieve such a future. A content analysis of the interviews was conducted and summarized into a narrative organized to correspond with the general interview structure. A process oftestimonial validity established that most participants found the narrative to be an accurate representation of their perspectives. Participant feedback led to several phrasing changes and other identified issues are discussed, including one participant's critique of the narrative's use of a first-person plural voice. Major themes from the interviews include the role of the human being as caretaker actively participating in the web of life, the importance of simultaneously restoring culture and ecology due to their interdependence, the need to educate and build awareness, and the importance of cooperation. Understanding who we are as a living species, including our profound connection with nature, along with a holistic and intergenerational perspective are suggested as prerequisite for balancing and aligning human modes of being with the larger patterns of life. The closing discussion addresses the importance of social action and going beyond a conceptual understanding to an embodiment of sustainability.

Abstract:
This thesis looks into the relationship between the People’s Republic of China (PRC) and the International Monetary Fund (IMF) since the PRC regained its IMF membership in 1980. It initially analyzes the China-IMF relationship with socialization theoretical framework, attempting to explore how the IMF has socialized China into accepting neoliberal international economic norms. The research borrows Alastair Johnston’s ‘microprocesses’ of socialization to assess the processes of IMF socialization via financial assistance, technical assistance, and surveillance and policy advice for China. The research shows socialization has taken place to a moderate degree, as IMF programs have had some impacts on China’s domestic economic and financial liberalization. Yet no evidence shows the IMF has convinced China to fully redefine its economic principles and norms. Socialization turns out to be an inadequate analytical approach to analyzing the China-IMF relationship in the long run. The research continues with a supplementary theoretical framework: principal-agent theory. Principal-agent theory overcomes some of the technical deficiencies in socialization theory, and helps us understand more thoroughly China’s role in the IMF and the governance of international financial economy in general in the long run. China is regarded as the principal, and the IMF as China’s international organization agent. Driven by its objective of acquiring a larger influence in the governance of international financial economy, China delegates several tasks to the IMF so that the Fund can accomplish these tasks more efficiently than if China took other cooperative or unilateral approaches. China-IMF interactions are assessed following a four-stage analytical approach based upon the key concepts of principal-agent theory. China’s and the IMF’s institutional features and functions are examined as important factors of the China-IMF relationship. They include China’s preferences regarding IMF operation, China’s role in IMF governance, and China’s impact among IMF staff. Based on this examination, the consequences of China’s delegation of tasks to the IMF are assessed. This dissertation indicates that the IMF plays a limited role in assisting China to access larger influence in the governance of international financial economy, because of the IMF’s westerndominated staffing rules, unbalanced governance structure, preference deviation from China, inadequate resources, and China’s incapability to facilitate strict controls on the IMF. The thesis contributes to the so far thin literature on the China-IMF relationship with selected case studies such as IMF Article IV Consultation for China, China’s role in IMF quota and voting share reforms, IMF staff with Chinese nationality, and so on. The research provides a model for analyzing the relationship between China and international organizations with a combination of socialization and principal-agent theoretical frameworks. Last but not least, it extends the research subject of principal-agent theory in international organization Studies to include an emerging market economy state as the principal, which correctly implies the increasing influence of emerging market economies in the governance of international political economy.

Museums house collections of miniature objects produced by the indigenous peoples of the American Pacific Northwest. Overlooked and subjected to academic seriation which categorised them as expressions of transcultural inauthenticity, they have never previously been the subject of systematic study. This project develops a new methodology for the study of these miniatures, viewing miniaturisation as an imaginative agent of communication in human social relations, which uses combinations of affordances and semiotics to distribute ideological information to knowledgeable audiences. Through a detailed affordance study in combination with fieldwork in four indigenous communities, miniaturisation becomes understood as an effective method of communicating threatened cultural information across long distances and time spans, incorporating diverse commercial, pedagogical, cultural and magical motivations. By understanding miniaturisation in this way, this project can fundamentally change how museums approach imaginative material culture, generate substantial new insights into the ideological aspects of Native Northwest Coast material production and provide tantalising glimpses of emotion and motivation among historic carving traditions.

In a day when governments, judicial systems, businesses, and religious and social organizations are increasingly faced with such issues as population growth, crime, political correctness, and economic and environmental instability there is a correspondingly increased demand for able, responsible and inspired leaders. Though prominent historical figures took their stand in an era much different from our own, they faced many problems which share a common root with those of any age. A closer look at such individuals not only illuminates the strengths and weaknesses of their characters but offers valuable insights regarding the nature of their failures and successes. It also provides an example or standard from which to measure present and prospective leaders. The purpose of this study is to take such a look at John McLoughlin, who served as chief factor for the Hudson's Bay Company at Fort Vancouver between the years of 1824-1846. Though much has been written of the man, the intent herein is to examine his leadership qualities in view of the various relationships he maintained with the individuals and groups he associated with in the course of his duties. For example, what was his method in dealing with the Native Americans whose way of life was increasingly threatened by the advance of civilization and whose business was important to the success of the fur trade? How did he handle the threat posed by trappers and entrepreneurs who competed openly with the HBC? What was his level of tolerance toward the missionaries and how did he meet the challenge posed by the settlers who came on their heels? Finally, how did he deal with fellow employees, both subordinate and superior, and how did all of this influence his ability to manage company affairs? In examining such questions, enough is revealed about Dr. McLoughlin to render a favorable impression of the balance of his leadership and make a valid estimation of the impact he had on the history of the Pacific Northwest.

Abstract:
The emergence of China as a dominant force in international politics has challenged the traditional roles states have played in regions such as the South Pacific. The 2006 Fiji coup heralded a new era of competition in the region as PRC policy response conflicted with that of existing powers such as New Zealand. China continued to engage and expand its relationship with Fiji while New Zealand attempted to isolate the interim Fijian administration. This thesis looks at how New Zealand and PRC policy towards Fiji has clashed following the 2006 coup and assesses the implications for these powers as well as the long term stability of the region. New Zealand responded to the coup by placing strict sanctions on Fiji and lobbying the Pacific Islands Forum and the Commonwealth to suspend Fiji’s membership. Meanwhile, the PRC expanded its diplomatic, military and financial ties with Fiji and provided funding for the MSG, a frequent supporter of the Fijian regime.

The Burgess Shale Fossils found in Yoho National Park are some of the oldest, most well-preserved, soft-bodies organisms ever found. These fossils provide valuable knowledge of Cambrian organisms and the origins of multicellular life. The construction of The Canadian Pacific Railway ultimately led to the discovery of these fossils by making the Kicking Horse Valley accessible to tourists, adventurers, and most importantly to our story, geologists. The railway can be seen as a vehicle of exploration, but for the First Nations peoples, it was a vehicle of exploitation that had harmed the natural environment and exploited their artifacts and resources. Abstract Cuttings data has always been neglected or forgotten as a source of information by many operators. In some areas, it is even common practice to throw away cuttings in order to reduce cost. However, cuttings data can yield a great amout of information to provide great value and support to drilling operations, as well as reduce potential downhole risks. This was evident in wells drilled in remote Western regions of China, where wells typically have high temperature high pressure (HTHP) formations with a true vertical depth ranging between 4000-7000 meters and target formation temperature between 150-160 degrees Celcius. Due to severe drilling conditions, the measurement tools of Logging While Drilling (LWD) and Measured While Drilling (MWD) are at high risk of running into holes. Even due to the high formations’ temperatures is over the bottom line of LWD and MWD tools, the sensors of LWD and MWD cannot work efficiently in such circumstances, increasing the drilling risk and expense. Thus, "blind" drilling is the most reasonable economical choice for local operators. Without sufficient real-time formations’ information, the drilling uncertainties dramatically increase. The fluid loss, pipe stuck, as well as drilling bit damages frequently occur. Currently, there is no successful well that accesses to the target reservoir. The data from the wireline logs and cores cannot be available, as the well is the first exploration well in the block; however, during drilling, only drill cuttings are available for peoples. The creative cutting-based petrophysics models are built for the formation analysis that is able to provide rock density, cuttings gamma, Delta Time of Compressional Acoustic (DTC), Unconfined Compressional Strength (UCS) Index, Caliper Index, Brittleness Index, and Hydrocarbon Index from the cuttings samples at the wellsite on a near-real-time basis. This data can help people quantitatively and qualitatively evaluate the downhole formations on a near-real-time basis and can help people to make a more reasonable decision, and therefore, reduce the drilling risk within a controlled level. The authors provide the several cases to study the cutting models into drilling events, and proves the models are consistent with log and core data, and match the drilling parameters and like ROP, and pumping pressure, as well as torque, and bit performance. LWD and MWD are unable to run into the hole due to high formation pressure and extreme risky hole. The field portable XRF instrument is applied, and the mineralogy and elements input into the models. The cuttings petrophysics analysis application can provide the valuable information for drilling engineers to drill the wells to TD.

For centuries, fast-growing species such as reeds and herbs have been used by ancient cultures to build a wide range of objects from handicrafts to huts and rafts. Several communities worldwide still use these kinds of plants as part of their traditional materials and building techniques. One of these species is totora (Schoenoplectus californicus) which grows in lakes and ponds in the Americas from California to Chile and some Pacific Islands. The most important examples of the use of this plant in the world are the group of floating islands of the Uros in Lake Titicaca and indigenous communities of the Andes, where local peoples have been using totora for more than 500 years applying mechanical joining techniques such as weaving and lashing to build their houses, boats, and utensils. This study focuses on developing new strategies supported by current technological possibilities for joining totora stems using mechanical means to produce building elements and study how the different parameters influence the mechanical properties of the parts made with these techniques.

Abstract Digitalization and intelligence are attracting increasing attention in petroleum engineering. Amounts of published research indicates modern data science has been applied in almost every corner of petroleum engineering where data generates, however, mature products are few or the performance are not up to peoples’ expectations. Despite the great success in other industries (internet, transportation, and finance, etc.), the "amazing" data science algorithms seem to be challenged when "landing" in petroleum engineering. It is time to calmly analyze current situations and discuss the methodology to apply modern data science in petroleum engineering, for safety ensuring, efficiency improvement and cost saving. Based on the experiences of several data products in petroleum engineering and wide investigation of literatures, the methodology is summarized by answering some important questions: what is the difference between petroleum engineering and other industries and what are the greatest challenges for algorithms "landing"? how could we build a data product development team? why the machine learning models didn't work well in real world, which are derived by typical procedures in textbooks? are current artificial intelligent algorithms perfect and is there any limit? how could we deal with the relationship between prior knowledge and data-driven methods? what is the key point to keep data product competitive? Several specific scenarios are introduced as examples, such as ROP modelling, drilling parameters optimization, text mining of drilling reports and well production prediction, etc. where deep learning, traditional machine learning, incremental learning and natural language processing methods, etc. are used. Besides detailed discussions in the paper, conclusions are summarized as: 1) the strengths and weakness of current artificial intelligence should be viewed objectively, practical suggestions to make up the weakness are provided; 2) the combination of prior knowledge (from lab tests or expert experiences) and data-driven methods are always necessary and methods for the combination are summarized; 3) data volume and solution portability are the key points to improve data product competitiveness; 4) suggestions on how to build a multi-disciplinary R&D team and how to plan a product are provided. This paper conducts an objective analysis on challenges for modern data science applying in petroleum engineering and provides a clear methodology and specific suggestions on how to improve the success rate of R&D projects which apply data science to solve problems in petroleum engineering.

A number of proposed pipelines in western and northern Canada have highlighted critical path social risks associated with effectively engaging and consulting with impacted Aboriginal rightsholders along pipeline rights-of-way. Opening up new markets for Canada’s oil sands, shale and off-shore gas resources will require an expansion of the pipeline system in northern British Columbia, Alberta and the Northwest Territories. While navigating the regulatory approval process can be a formidable hurdle, a far greater challenge is how proponents manage the process of building relationships and consulting with affected Aboriginal communities. Failing to earn Aboriginal support for proposed projects can be a “show-stopper”. Exploration of new basins in Canada, driven by increased demand for energy in Asia, may compete with other land uses and constitutionally-protected rights and practices of indigenous peoples. Public, media and environmental response to new pipelines is often lead by the reaction of impacted communities. The task of identifying the social risks to a project, understanding the engagement process, fulfilling the regulatory consultation requirements of different jurisdictions, balancing impacts with benefits, managing issues and resolving disputes, communicating with the public and media effectively all require improved skills and approaches. The paper surveys the stakeholder engagement experience and differences in approaches for recently proposed major arctic gas and western oil pipeline projects, as well as pipelines to service Liquefied Natural Gas export facilities on the Pacific north coast, providing practical insights with possibly international application. Utilizing decision and risk analysis and scenario planning methodologies, applied to development of an Aboriginal engagement and consultation strategy, the paper examines how multi-billion dollar investments in new pipelines can be better secured by integrating stakeholder engagement into a project’s risk management design. With greater precision and improved approaches proponents can effectively manage social risks, reduce stakeholder conflict and associate project uncertainties.

Состояние земельного покрова является одной из наиболее информативных характеристик при оценке изменений географической среды масштабных географических объектов. Относительно легко фиксируемый, лежащий на (земной) поверхности аспект трансформации естественных экосистем/геосистем это изменение структуры земельного покрова и связанной с этим системы землепользования. Практическая реализация данного подхода для мелкомасштабной оценки крупных регионов предполагает использование информации о состоянии земельного покрова, которая отвечает ряду требований. Информация должна быть, в первых однородной по методу получения, во вторых систематически обновляться. В большинстве стран этим требованиям отвечает в максимальной мере информация, которую продуцируют структуры ответственные за ведение Государственного Земельного Кадастра. В России это Росреестр в Канаде Canada Land Inventory, в КНР Ministry of Land and Resources of the Peoples Republic of China и др. Для формирования генерализованного представления о земельном покрове важен метод интеграции земельноресурсной информации, которая может быть получена при использовании данных Государственного земельного Кадастра. In contemporary conditions, with the intensification of the processes of degradation of natural ecosystems (landscapes), the study of the disturbance of natural ecosystems and dynamics of habitats is becoming increasingly important, especially at the smallscale level. The state of land cover is one of the most informative characteristics in assessing changes in the geographic environment in the course of smallscale geographical assessments. Changes in the structure of land cover and the associated land use system are reflected in the state land inventory statistics. Practical implementation of a smallscale assessment of large regions involves the use of information on the state of land cover, which meets several requirements. Firstly, information should be homogeneous according to the method of its sourcing secondly it should be systematically updated. In most countries, the information produced by the institutions responsible for maintaining the state land inventory meets these requirements. It is Rosreestr in Russia, Canada Land Inventory in Canada, Ministry of Land and Resources in the Peoples Republic of China, and so on. Smallscale assessments of lands means a creation of a generalized image of the land cover of the study area, which can be based on integration of available landresource data from the State Land Inventory. Smallscale characteristics of land resources by administrative districts were used to define various types of land resources patterns in coastal areas of Pacific Russia. The availability of ICT job opportunities within New Zealand is continuing to grow year on year. However, there has been a decrease in the proportion of females, especially Māori and Pacifica, entering into ICT study and pursuing ICT careers. This paper explores factors that discourage participation of Māori and Pacifica high school females in ICT. Semi-structured questions were created based on a STEM cell framework to interview Māori and Pacifica females between the age of 15 and 17 years studying at high school. It was found that by year 11 Māori and Pacifica females lost interest in ICT. This came down to many factors such as perception of the industry not being diverse in people and culture, the subject being dull or boring and the subject not catering for creativity. It was clear from the results that Māori and Pacifica females were discouraged more than encouraged by perceptions and attitudes towards ICT. Māori and Pacifica females had already made their minds up by year 11 that ICT was not the right career choice to follow. Schools need to recognise the students’ journey in ICT in this changing world and start promoting ICT as being creative and imaginative.

There are limited training options for audiovisual archivists, with most formal courses centred in Europe or the United States of America, but high costs can prevent people working in audiovisual archives from accessing these opportunities. However, there are significant collections of audiovisual heritage spread across the globe, not the least in Southeast Asia and the Pacific region, that are at risk of loss due to a number of factors, including sta competencies. In 1996 audiovisual archivists formed the Southeast Asia–Pacific Audiovisual Archive Association (SEAPAVAA) to advocate on their behalf and to provide networking and other assistance to develop and sustain their respective collections. A key part of SEAPAVAA’s work has been to provide training. Over the past 20 years the association has developed and delivered educational programmes on all aspects of audiovisual archiving. Over this time its trainers have developed an analytical approach to prioritizing needs and optimizing delivery methods in a region that has many distinct languages and cultures and where one size does not fit all. This paper looks at how SEAPAVAA went about discovering those needs and developing training priorities around them.

Abstract:
Coffs Harbour on the north coast of NSW is a highway city sandwiched between the Great Dividing Range and the Pacific Ocean. For thousands of years it was the traditional land of the numerous Gumbaynggirr peoples. Tourism now appears to be the major industry, supplanting agriculture and timber getting, while a large service sector has grown up around a sizable retirement community. It is major holiday destination. Located further away from the coast in the midst of a dairy farming community, Bellingen has become a centre of alternative culture which relies heavily on a variety of festivals activated by energetic tree changers and numerous professionals who have relocated from Sydney. Both communities rely on the visitor economy and there have been considerable changes to how local government in this region approach strategic planning for arts and culture. The newly built Coffs Harbour Education Campus (CHEC) is an experiment in encouraging cross pollination between innovative businesses and education and incorporates TAFE NSW, Coffs Harbour Senior College and Southern Cross University as well as the Coffs Harbour Technology Park and Coffs Harbour Innovation Centre all on one site. The 250 seat Jetty Memorial Theatre is the main theatre in Coffs Harbour for local and touring productions while local halls and converted theatres are the mainstay of smaller communities in the region. As peak body Arts Mid North Coast reports, there is a good record of successful arts related events which range across all genres of music, art, sculpture, Aboriginal culture, street art, literature and even busking and opera. These are mainly managed by passionate local volunteers.

Abstract:
This review looks at the extent to which LGBT rights are provided for under law in a range of Small Island Developing States (SIDS), and the record on implementation/enforcement, as well as approaches to promote LGBT rights and inclusion. SIDS covered are those in the Caribbean, Pacific, and Atlantic-Indian Ocean-South China Sea (AIS) regions. The review draws on a mixture of grey literature (largely from international development agencies/NGOs), academic literature, and media reports. While the information on the legal situation of LGBT people in SIDS was readily available, there was far less evidence on approaches/programmes to promote LGBT rights/inclusion in these countries. However, the review did find a number of reports with recommendations for international development cooperation generally on LGBT issues. Denial of LGBT rights and discrimination against LGBT people is found to varying extents in all parts of the world. It is important that LGBT people have protection in law, in particular the right to have same-sex sexual relations; protection from discrimination on the grounds of sexual orientation; and the right to gender identity/expression. Such rights are also provided for under international human rights conventions such as the Universal Declaration of Human Rights, while the Sustainable Development Goals are based on the principle of ‘leave no one behind'.

Abstract:
Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

Abstract:
How can education in Aotearoa New Zealand respond to climate change? This report, part of our wider education and climate change project, outlines findings from 17 in-depth interviews with individuals with a range of viewpoints about climate change and the role of education. Five priority perspectives are covered: youth (aged 16–25); educators; Māori; Pacific New Zealanders; and people with an academic, education system, or policy perspective. Key findings are: Education offers an important opportunity for diverse children and young people to engage in positive, solutions-focused climate learning and action. Interviewees shared local examples of effective climate change educational practice, but said it was often down to individual teachers, students, and schools choosing to make it a focus. Most interviewees said that climate change needs to be a more visible priority across the education system. The perspectives and examples shared suggest there is scope for growth and development in the way that schools and the wider education system in Aotearoa New Zealand respond to climate change. Interviewees’ experiences suggest that localised innovation and change is possible, particularly when young people and communities are informed about the causes and consequences of climate change, and are engaged with what they can do to make a difference. However, effective responses to climate change are affected by wider systems, societal and political structures, norms, and mindsets. Interviewee recommendations for schools, kura, and other learning settings include: Supporting diverse children and young people to develop their ideas and visions for a sustainable future, and to identify actions they can take to realise that future. Involving children and young people in collective and local approaches, and community-wide responses to climate change. Scaffolding learners to ensure that they were building key knowledge, as well as developing ethical thinking, systems thinking, and critical thinking. Focusing on new career opportunities and pathways in an economic transition to a low-carbon, changed climate future. Getting children and young people engaged and excited about what they can do, rather than disengaged, depressed, or feeling like they have no control of their future.
