Abstract:
The rapid updates of the resources and media in the big data age provide new opportunities for oversea Chinese education. It is an urgent task to effectively use the big data to boost the development of oversea Chinese education. However, very few studies are conducted in this area. Map-Reduce is a programming model of cloud computing used for the parallel computing of the large-scale data sets and this model enables programmers to run their own programs in the distributed system. In this paper we proposed a personalized overseas Chinese education model based on Map-Reduce mechanism , which can analyze the behavioral habits and personal preferences of users from a large pool of Chinese educational resources. In this way, the customer needs can be accurately grasped and their favorite resources are recommended from huge amounts of resources. The proposed model has a good application prospect for overseas Chinese education .

China’s oil resource consumption is in the forefront of the world, but the per capita storage capacity of the oil resources is inadequate. With the improvement of the strategic position of the oil resources and the progress in exploitation technology, China has implemented the “go out” strategy, and is continuously seeking cooperative exploitation overseas. However, considered the great cultural difference between China and foreign countries, the oversea cooperation has many obstacles. The recent oil spilling incident of Penglai 19-3 was a minor accident, but finally it has become a major one. So the cultural gap between China and foreign countries really exists, and even more, it is very important. This paper is based on the Penglai19-3 accident and is trying to discuss how to reduce the cultural gap between two countries, so that the oversea cooperation can develop successfully.

Abstract Compared to other ethnic groups, oversea Chinese constitute a smaller portion of the Austrian population. However, they still share many common values, while leading a diverse social and cultural life. This paper focuses on Chinese associations as a significant part of the Austrian Chinese community. First, we introduce the history of overseas Chinese associations in Austria, especially the first two founded in Austria in the early 1990s. Then, we discuss the general characteristics and main functions of overseas Chinese associations, followed by an overview of other Chinese associations in Austria. Lastly, we propose a classification system of overseas Chinese associations based on selected characters, including shared provenance, profession, ideology, natural characteristics, and hobbies.

This paper uses the relevant data of China’s listed companies from 2010 to 2018 to test the impact of overseas investment on corporate environmental protection and further examines whether the heterogeneity of the company and the heterogeneity of the host country changes this effect. The research results show that the environmental protection of overseas investment companies is significantly higher than that of other companies. The impact of overseas investment on corporate environmental protection is dynamic, and it only helps improve corporate environmental protection after three years of investment. This article is conducive to causally identifying the logical relationship between overseas investment and corporate environmental protection. The policy significance is that the government can rationally guide companies to invest abroad, and oversea investment will help enhance corporate environmental protection.

Environmental liability rules are crucial in a country such as South Africa. The issue of liability pertaining to pollution of or harm to the environment is a critical area in our law as environmental liability is not adequately addressed in terms of South African law.1 Liability law is thus directed towards the objectives of damage prevention and the distribution of loss in accordance with considerations of social justice. Liability law is necessary in order to prevent environmental pollution or degradation. An example of pollution to the environment is when goods are transported and a traffic accident occurs, which results in the spillage of harmful substances. Harmful substances may for instance be easily transmitted to surface water or underground water. These substances may have adverse effects on human health and the environment.

Mainland China students have been allowed to study in Taiwan since 2011. Most research in the past had only focused on the implementation of the Taiwan education policy and evaluation, while little attention was given to how these students adapt to the difference between Taiwan and Mainland. Considering the special history between Taiwan-Mainland from 1949, this study examines how migratory experience impacts the configuration and transformation of national identities. In particular, we explore how these students negotiate their ambiguous subject positions in discourses that are interwoven between ROC and PRC, Taiwan as imagined and reality, homeland and foreign country. There are three parts in our study: the first study uses the Chinese In-Group Trend Scale to survey students in Taiwan, Mainland Chinese students who came to Taiwan for higher education, and Chinese students. It was found that Mainland Chinese students have significantly reduced Chinese in-group trend compared with Chinese students who had no migratory experience. Based on the in–depth interview with Mainland Chinese and textual analysis of books written by these students, study two found that the students who are in the process of integration into Taiwan society had encountered two different types of emotional conflicts between “Chinese overseas” and “Oversea Chinese”. Using an experiment designed with three scenario contexts, “political China”, “economic China”, and “cultural China” contexts, study three found that Mainland Chinese students preferred using the instrumental strategy in equity rule on political and economic contexts, while they are more prone to use expressive strategy in need rule on cultural context. These results showed that although there are different identities (Chinese/Oversea Chinese/ Chinese overseas) in different perspectives, Mainland Chinese students prefer to be oversea Chinese regarding Taiwan as member of Chinese, rather than Chinese overseas.

Oversea expedition adventure means living in the wilderness environment for a long time, and engaging in extremely difficult outdoor adventure activities, which is full of challenging and unknown journey. This study aims to understand the effect that oversea expedition adventure brings to adventurers’ lives and the situation of adapting the original lives after oversea expedition adventurers undergoing great physical and psychological challenges. However, only few people have had a chance to engage in oversea expedition adventure, so qualitative research was taken for this study; taking four adventurers who had involved in oversea expedition adventure as research objects, and then to discuss their reentry behavior through semi-structured and in-depth interview. The study finds that when the oversea expedition adventurers return to the original living environment, they often find themselves in “yearning of adventure experience” and “missing teammates” situations. In some cases, they might even feel depressed and mind goes blank. In addition, adventurers need time to adjust not only physiological condition but also psychological. Therefore, adventurers have different understanding of the value of life, and become more modest and contented by realizing the force of nature. Moreover, oversea expedition adventurers regard oversea expedition adventure as the core of life as well as the goal to pursue for the rest of their lives.

The development of Information and Communication Technology(ICT)has changed the ways of education and teaching methods. ICT equipment is the foundation of carrying out the policy of information technology integration into instruction. In 2009, in respond to the Project of “Revitalizing Economy and Expending Public Construction Investment”, Ministry of Education budgets a great amount of budget for establishing ICT equipment in secondary schools and primary schools year by year. Besides public schools in Taiwan, the trend also expands to overseas Taiwanese Schools. In this situation, information technology integration into instruction would lead to increase in power consumption. It would be critical and essential to know how to use ICT equipment efficiently into instruction under the principle of energy saving and carbon reduction. For the reason of observing the power consumption of ICT equipment in oversea Taiwanese schools in current situation. This research adopted the method of practical investigation that focus on one oversea Taiwanese school and measured how much power that ICT equipment actually consume on campus. The ICT equipment usage frequency survey is used to conduct case investigation for all teachers in the school. The questionnaire examines the relevance between the teachers’ backgrounds and the frequency of using ICT equipment. Based on the connection of ICT teaching equipment usage to power consumption, it speculates the total power consumption of ICT equipment on campus is 12,160kWh and EUI value of 1.1kWh/m2.yr,which only accounted for 2.16% of total school energy consumption. This research could be used to advise the object school of energy-saving preference in the long term. This research is also expected to make the better assessment for the object school in carbon dioxide reduction and development of Information technology integration into instruction.

Oversea manufacture is a critical factor for Taiwan clothing manufacture to resolve pressures of competition and maintain competitive advantage. No matter what backgrounds the enterprises are from, all desire to seek for the best investment location to enhance their competitive advantage. The most urgent matter for the clothing manufacture is to consolidate resources and to overcome challenges arising from the organizations in the rapid changes of time. By doing so, the enterprises can construct a competitive foresight and achieve the goal of globalization. This research focuses on four backgrounds of middle size clothing manufacturing companies. The research is based on case studying of trade and experiences of outsourcing, adopting comparisons of various cases through observation, interview, and questionnaire survey. The research explores how oversea clothing manufacturing organizations deal with challenges in a complex environment, surrounded by different cultures, and how the enterprises establish values and efficient organizations by dealing with challenges. The case study and strategy analysis are supported by the discussions of missions of organizations, decision-making power, local culture and society, turn-over rate, and marketing strategies. Through the comparisons of multi-cases in various backgrounds of Taiwan clothing merchants, the research finds that the types of challenges that the enterprises face and the degree of the impact that the enterprises receive are no different. The critical factor to overcome challenges is consensus, including between high level management and dispatching mangers, between the head office and the local organizations, between dispatching managers and local employees. The consensus deeply impacts the management of organizations. There is a positive affection between consensus and management. The research further finds that in respect of missions of organizations and decision-making power, the priority for the organization is to complete missions. The authorization cannot focus on the dispatching managers; the enterprises must also authorize local secondary management. In terms of accommodation of local culture and social society, the enterprises must respect the local culture and their systems. To avoid industrial actions, high turn-over rate, and outsourcing faults, it relies on transparent operations. To maintain relationship with the local government so to execute marketing strategies soundly, the enterprises must comply with local regulations. Overall, more specific authorization and fair distributions of profits are, more growing organization could be. The research and the conclusions offer a reference for Taiwan enterprise when they face challenges in the developing oversea manufacturing organizations. The research also intends to provide a new direction and a guild for the study of organization challenges of oversea clothing manufacture.

Out of ~11.000.000 enslaved Africans disembarked in the Americas, ~ 46% were taken to Brazil, where transatlantic slave trade only ended in 1850 (official abolition of slavery in 1888). In the Brazilian inland «capitania» Minas Gerais, slave numbers exploded due to gold mining in the first half of 18th century from 30.000 to nearly 300.000 black inhabitants out of a total ~350.000 in 1786. Due to gender demographics, intimate relations between African women and European men were frequent during Antonio da Costa Peixoto’s lifetime. In 1731/1741, this country clerk in Minas Gerais’ colonial administration, originally from Northern Portugal, completed his 42-page manuscript «Obra Nova de Língua Geral de Mina» («New work on the general language of Mina») documenting a variety of Gbe (sub-group of Kwa), one of the many African languages thought to have quickly disappeared in oversea slaveholder colonies. Some of Peixoto’s dialogues show African women who – despite being black and female and therefore usually associated with double subaltern status (see Spivak 1994 «The subaltern cannot speak») – successfully renegotiate their power position in trade. Although Peixoto’s efforts to acquire, describe and promote the «Língua Geral de Mina» can be interpreted as a «white» colonist’s strategy to secure his position through successful control, his dialogues also stress the importance of winning trust and cultivating good relations with members of the local black community. Several dialogues testify a degree of agency by Africans that undermines conventional representations of colonial relations, including a woman who enforces her «no credit» policy for her services, as shown above. Historical research on African and Afro-descendant women in Minas Gerais documents that some did not only manage to free themselves from slavery but even acquired considerable wealth.

The Population Council, in partnership with the Global Fund to End Modern Slavery and the Norwegian Agency for Development Cooperation, undertook a multicomponent study to better understand the relationship between debt and overseas labor migration from India. The study shed light on: levels and patterns of household indebtedness among migrant households, with a special focus on households with overseas migrants; cost of overseas labor migration from India and the role of debt in financing overseas migration; role of debt in migration-related decisions; differences in work-related choices and experiences and financial vulnerabilities migrant workers experienced by household indebtedness; and migrant workers’ perceptions about financial products that can potentially reduce their financial vulnerabilities. This report describes the levels and patterns of household indebtedness and socio-demographic differentials in indebted international migrant households. It sheds light on costs incurred for overseas labor migration and the role of debt in financing migration, migration-related decisions, work-related choices and experiences, and financial vulnerabilities faced in India and overseas. A description of financial products that can potentially reduce the financial vulnerabilities of overseas labor migrants is included, as are recommendations for programs and research.
