Abstract:
Road maintenance outsourcing is now the foremost strategy by which road authorities procure maintenance works. Despite growing application of road maintenance outsourcing, there are conflicting estimates on the effective­ness of road maintenance outsourcing and shortage of appropriate models to align over optimistic expectations of road authorities from road maintenance outsourcing with substantiated benefits. This paper investigates the efficacy of road maintenance outsourcing. In this paper, the different variants of road maintenance outsourcing and road maintenance works are evaluated with a SWOT analysis and a comprehensive literature review respectively. In addition, a road main­tenance outsourcing alignment model based on a decision tree and Balance Score Card is proposed and illustrated with a Nigerian trunk road network authority as a case study. The result of the SWOT analysis and comprehensive literature review establishes fresh insight into road maintenance outsourcing dynamics. The presented road maintenance outsourc­ing alignment model provides adequate pathways that could assist road authorities identify the most appropriate road maintenance outsourcing variant for road maintenance procurement. In addition it aligns actual benefits and expectations of road maintenance outsourcing and facilitates development of SMART metrics for effective assessment of road main­tenance outsourcing. The proposed model is applicable across other infrastructures.

Przetrwanie na rynku i zdobycie przewagi konkurencyjnej wymagają efektywnego zarządzania gwarantującego sukces przedsiębiorstwu. Jedną z metod jest outsourcing. Określenie outsourcingu pochodzi z języka angielskiego i jest skrótem wyrażenia outside resource using oznaczającego wykorzystanie zasobów zewnętrznych. Outsourcing powinien się koncentrować na optymalizacji kosztów i zatrudnienia. Główną korzyścią powinno być dążenie do zwiększonej elastyczności struktur, dostęp do wykwalifikowanej kadry pracowniczej oraz innych zasobów przedsiębiorstwa. Niepowodzenia outsourcingu mogą wynikać zarówno ze strony przedsiębiorstwa zlecającego i świadczącego usługi transportu kolejowego ładunków. Badania empiryczne dotyczące problemów decyzyjnych odbiorców usług outsourcingu transportu kolejowego ładunków pozwoliły zidentyfikować korzyści, ryzyko, sposób komunikacji oraz problemy we współpracy partnerskiej.

Pasal 65 ayat (2) huruf a UU tentang ketenagakerjaan telah menentukan bahwa pekerjaan penunjang saja yang dilakukan dengan outsourching baik melalui outsourching pekerjaan maupun outsourching pekerja. Perusahaan yang mempekerjaan Pekerja dengan sistem Outsourcing, senantiasa membuat para pekerja resah, karena masa kerjanya dibatasi dengan waktu tertentu,<br />sehingga kadang-kadang sering terjadi demo mengakibatkan situasi perusahaan tidak kondusif. Penggunaan tenaga kerja dengan sistem outsourcing masih banyak persoalan sehingga tenaga kerja sering pada posisi yang lemah. Purpose – The study aims to examine consumer attitudes toward offshore-outsourcing of professional services in the USA. It focuses on the services of accountants, attorneys and doctors to provide a framework for discussing policy and marketing implications. Design/methodology/approach – The study reviews a review of the literature on consumer decision-making under uncertainty and attitude formation, and a focus group study to examine consumers’ attitudes toward offshore-outsourcing of professional services. Findings – Contrary to reports in the popular press, this paper suggests that consumers do not have a generalized negative attitude toward offshore-outsourcing of all forms of professional services. While consumers do not mind offshore-outsourcings of the services of medical doctors and attorneys, they seem to be concerned about offshore-outsourcings of accounting or financial services. These results suggest that persons engaged in offshore-outsourcings of tax and other related services must re-strategize. Research limitations/implications – While the results of this study offer a window into the US consumers’ feelings about offshore-outsourcings of professional services, the results lack generalizability, as they are based on an exploratory study. Practical implications – Even though outsourcing has received a lot of media attention and some limited attention from academics, no study, to the best of the authors’ knowledge, has specifically investigated US consumers’ attitudes toward offshore-outsourcings of professional services. Given the fact that the trend is growing instead of abating, a study, such as the current one, that investigates how consumers feel about the practice is not only timely but will also provide valuable information to managers for strategy reformulation and to lawmakers for regulation purposes. Originality/value – This paper, to the best of the authors’ knowledge, is the first to specifically examine consumer attitude toward offshoring of the basic professional services – the services of doctors, accountants and attorneys.

The proven practices that contribute to positive outsourcing outcomes can be summarised as contractual governance, relational governance, client retained capabilities, and provider capabilities. Despite outsourcing's maturity, some enduring contractual challenges remain, particularly in the areas of incentive pricing and contract adaptability.

The valuation of options is an important research topic of modern options pricing theories. In this paper, an outsourcing decision model is built based on options valuation theory. We classified the cost of outsourcing into three independent spheres including strategic, managing, and executive. Then, we quantified these notional costs by the means of options valuation. Furthermore, we get the boundary qualification of outsourcing in the framework of “cost-benefit” by comparing outsourcing’s general cost with its benefit on the point of numerical cost of risk. A numerical example is given to illustrate the feasibility of the decision-making model.

In the increasingly fierce business competition, the outsourcing system is felt to be more effective for the company. On the other hand, the outsourcing system opens opportunities for employers to carry out Termination of Employment (PHK) actions easily. In the outsourcing system, there are weaknesses, there is no guarantee of continuity of work for workers. Law Number 6 of 2023 of Job Creation has regulated legal protection for outsourcing workers against arbitrary actions by employers in carrying out layoffs, through the principle of Transfer of Undertakings Protection of Employment (TUPE). But in practice, the TUPE principle is still not running effectively. The purpose of this research is to find out and understand the principles of the employment relationship between outsourced workers and employers so that unfair layoffs do not occur and legal protection for outsourced workers from employers' arbitrariness in implementing layoffs. This study uses a normative juridical approach. It is necessary to develop regulations regarding outsourcing in which legal protection for workers is further enhanced, determine sanctions and law enforcement for those who commit violations, and carry out more intensive supervision of the implementation of outsourcing. Keywords: Legal protection, outsourcing, continuity of work

We develop a conceptual framework that integrates and extends existing explanations of outsourcing’s effects on the government workforce and organizational performance. We then test our logic using 5 years of panel data (2010-2014) from U.S. federal agencies. The evidence presents modest negative effects of outsourcing on organizational performance as perceived by employees. The analysis also reveals that outsourcing affects perceived performance through its influence on job satisfaction.

Dalam penilaian kinerja karyawan outsourching di Bank BNI Cabang Cirebon terdapat beberapa kriteria yang menjadi penilaian. Penilaian ini berdasarkan penilaian kehadiran, motivasi kerja, komunikasi & kerjasama, pemahaman pekerjaan, pengembangan diri, pencapaian target kerja. Hasil dari penilaian tersebut dapat digunakan sebagai pendukung keputusan-keputusan tertentu oleh manajemen Bank BNI Cabang Cirebon terhadap para karyawan outsourching. Dengan aplikasi yang dirancang ini diharapkan dapat memudahkan manajemen Bank BNI Cabang Cirebon dalam melakukan penilaian kinerja terhadap karyawannya. This assessment is based on an assessment of attendance, work motivation, communication & cooperation, understanding of work, self-development, achievement of work targets. The results of the assessment can be used to support certain decisions by the management of Bank BNI Cirebon Branch for outsourcing employees. With this designed application, it is hoped that it can facilitate the management of Bank BNI Cirebon Branch in assessing the performance of its employees. Penelitian ini bertujuan untuk menganalisis analisis faktor-faktor penentu kepuasan kerja karyawan outsourcing pada BRI Perseroan Terbatas Cabang Bangkoand pengaruh terhadap kinerja. Penelitian ini menggunakan variabel kepuasan kerja dan kinerja untuk menganalisis faktor-faktor penentu kepuasan kerja karyawan outsourcingat BRI Perseroan Terbatas Cabang Bangko. Selain itu, untuk menganalisis pengaruh pada kinerja. Populasi dalam penelitian ini adalah semua karyawan outsourcing di BRI Perseroan Terbatas Cabang Cabang Bangkok dari seluruh divisi perusahaan. Keduanya memiliki masa kontrak kurang dari satu tahun atau lebih dari satu tahun. Populasi ini berjumlah 63 karyawan termasuk frontliner berikut ini (Custumer service dan teller), PAU, IT, TKK, Sekretaris, payment point, driver, servant, dan security. Dalam penelitian ini menggunakan metode survei yaitu dengan memberikan kuesioner kepada seluruh populasi yaitu sebanyak 63 karyawan terdiri dari karyawan outsourcing di seluruh bagian perusahaan. Pengumpulan data menggunakan metode kuesioner dengan memberikan daftar pertanyaan atau kuesioner langsung kepada responden. Analisis teknis dari data dalam penelitian ini menggunakan analisis faktor dengan program SPSS. Hasil penelitian menunjukkan bahwa analisis faktor ditemukan sebagai faktor utama yang mempengaruhi kepuasan karyawan outsourcing pada perusahaan terbatas BRI adalah lingkungan kerja. Hasil pengujian hipotesis kedua menemukan bahwa job satification tidak signifikan terhadap kepuasan karyawan outsourcing pada perusahaan terbatas BRI. This diploma thesis tries to give an overview of the outsourcing questions. The aim of the work is primarily to gain insight into the experience of the private sector with the outsourcing in the Czech Republic, and describe the methods of evaluation of the outsourcing effectiveness, which serve as a basis for deciding on the use of outsourcing in enterprises. The theoretical part of the thesis describes the basic concepts and importance of outsourcing, opportunities and risks of outsourcing and the reasons for the use of this tool. To gain practical experience of Czech firms with the outsourcing there have been made the research by means of the questionnaires. Obtained and processed data are listed in the practical part of this work. The experience with outsourcing abroad are described as a comprehensive knowledge of experts dealing with the issue of outsourcing. The part of the work is a comparison of the experience of the private sector with the outsourcing in the Czech Republic and abroad. At the conclusion of the work there is a summary of the most important observed results of this research and knowledge.

Den ökade konkurrensen gör att det blir viktigare för företagen att effektivisera och speciali-sera sin verksamhet för att skaffa sig fördelar mot konkurrenter och för att överleva på en allt hårdare och mer globaliserad marknad. Att lägga in ett värde utöver produktens fysiska attri-but kan göra att man skiljer sig från konkurrenterna. Man talar om att leverera abstrakta vär-den snarare än enbart fysiska produkter.

Uppsatsens syfte är att, genom studier av fyra företag, analysera och utvärdera vad företagen gör för att fortsätta skapa mervärde när de outsourcar en del i produktionen. Vi valde att göra en kvalitativ studie med en deduktiv ansats. Teorierna vi har valt behandlar skapande av mer-värde och outsourcing.

I undersökningen kom det fram att företagen, i jämförelse med teorin, gör det som krävs för att bibehålla mervärdet vid outsourcing.

Undersökningens slutsats blev bland annat att faktorer som att inte lägga ut sin kärnverksam-het och att ha rätt relation till sina leverantörer är relevanta för att fortsätta skapa mervärde vid outsourcing.

IT-outsourcing blir bara mer vanligt och därmed blir det även mer nödvändigt att uppmärksamma de risker som kan uppstå i samband med outsourcing. Denna studie identifierar olika risker med IT-outsourcing och applicerar dessa i en kvalitativ undersökningsform för att ta reda på riskmedvetenheten hos småföretag i Göteborg. Studien har påvisat att det inte finns några genomträngande drag gällande om småföretag har bra eller dålig riskmedvetenhet. Det studien har påvisat är att det är väldigt blandat och att företagen i många fall är väldigt spridda kring vetskap av de olika riskerna som behandlas i denna studie. Denna studie bidrar även med en lista med punkter som är viktiga att tänka på vid IT-outsourcing och denna lista baseras på vad som framträdde som bristande hos vissa företag vid deras riskmedvetenhet.

This work contributes to the theme of ICT outsourcing to PRC. It brings main themes of contemporal chinese economy and society which can enter outsourcing relation and influence it positively or negatively. These complex themes are presented with cultural, socioeconomic and historic relations. Thereof brings the framework for outsourcing to PRC. Themes, problems and opportunities of ICT outsourcing to PRC are based in research of international and local literature as well as own research in enterprise practice. First part of the work deals with term definition and description of ICT market in China. It brings the goal of this work, specify structure, and mentions important information regarding transcription of chinese characters in roman alphabet. Second part specify drivers and risks of outsourcing relations to PRC according to contemporal theories of respected academic authorities. It localise these theories to chinese reality based on statistical reading of international institutions. Third and fourth part deals with problematic of outsourcing relations based on relation lifecycle and case study. He lifecycle comes from MMDIS methodics and is supplemented with problems defined by international literature research. Case study is based on qualitative research and questioning of HP Enterprise Services employees. This part brings new views not included in literature and enrich this work. Fifth part deals with description of typical outsourcing relations. It assess it's suitability for outsourcing to PRC. Assessment is based on the facts and information in previous parts. The final part brings the framework for ICT outsourcing to PRC. It respect facts mentioned in previous parts. Based on that it defines the procedure, roles and documents which are suitable during outsourcing process.

Denna studie behandlar de två koncepten outsourcing och business process outsourcing samt möjligheter och risker med nämnda koncept. Genom studier av ämnena business process outsourcing samt traditionell outsourcing har författarna påträffat sådan information som indikerar och tydliggör sådant som i litteraturen uppfattas som centralt då det kommer till möjligheter och risker då med de båda koncepten.

Syftet med studien är att beskriva dessa koncept och jämföra dess risker och möjligheter. Någon förförståelse av det studerade området har inte författarna. Med anledning av att leverantörerna av ovanstående tjänster inte haft möjlighet att delge författarna vilka deras kunder är har studien begränsats till skriven litteratur samt leverantörernas uppfattning om risker och möjligheter med dessa tjänster. Studien är utformad dels med en deduktiv metod vilket inneburit litteraturstudier, samt med en kvalitativ metod som inneburit tre djupintervjuer.

Genom att studera outsourcing- och BPO-branschen har författarna kommit fram till tre respondenter vilka anses representativa och väl anpassade för studien, då dessa levererar båda ovan nämnda former av tjänster. Arbetets teoridel är strukturerad på ett tydligt sätt som belyser risker och möjligheter med de båda koncepten, samt en kortare förklaring av faktorer som påverkar valet om att köpa in dessa tjänster eller ej. Studiens slutsats är att riskerna och möjligheterna med de båda koncepten liknar varandra och flertalet av de identifierade är helt identiska.

Aim/Purpose: During an evolutionary time for Iran the purpose of this research study was to establish the outsourcing best practices in the area of supply chain by investigating in the construction firms in Iran, which is identified as the most successful industry in outsourcing. Background: Clarifying outsourcing decisions have been a difficult and challenging task because the outsourcing itself is complex. Meanwhile, the construction industry is recognized as one of the most complex and vibrant industries, although no concentration was set to outsourcing practices and its approach in construction firms in Iran. This paper aims to address this gap. Methodology: Based on a combination of academic literature, screening interviews, and survey, data was collected from Iranian construction firms involved in outsourcing. Participants were senior managers and CEOs from twenty one large construction firms in Tehran. The analysis methods in this study were centered on comparative analysis, factor analysis, Pearson correlation, and relative important indices. Contribution: The paper offers insight into outsourcing decisions, focusing on Iranian construction firms. Findings: The findings identified that construction firms regularly choose to outsource their operation functions/processes to find operational expertise, a wider pool of knowledge and experience, and cost restructuring. The study revealed that selective outsourcing was the popular practiced outsourcing type in construction firms. On the other hand, the study has acknowledged that construction firms mainly practiced strategic outsourcing as a level of outsourcing. The study established that conducting a need analysis prior to making the outsourcing decision is the outsourcing success element for Iranian construction firms. Lastly, the result shows that nearly two thirds of the large construction firms were identified as successful at outsourcing process. Recommendations for Practitioners and Researchers: The outcomes of this research offer practical value for construction managers and researchers to choose the best outsourcing practices method. Impact on Society As the sanctions are removed, it is predicted the economic settings in Iran will become more firm and the findings of the study will assist the successful implementation of outsourcing in economic growth of Iran. Future Research: To further development of this study, an in-depth investigation into risks involved in outsourcing, reasons to insource, economical and environmental effects on outsourcing process, cultural and social effects, as well as the result of sanctions on the process of outsourcing can provide more insight to the outsourcing practitioners.

This paper seeks to study outsourcing from the standpoint of its evolution as well as the benefits and drawbacks that come with it. On the other hand, this research essay aims to define the concept's foundations and explore its applicability to the public sector. Overall, research on outsourcing has shown that outsourcing can provide significant benefits in terms of cost savings, flexibility, and quality, but it also presents challenges in terms of managing relationships, maintaining control, and managing the human resources aspects of outsourcing. Companies need to carefully consider the potential benefits and risks of outsourcing before deciding whether to outsource specific functions or processes.
