Abstract:
The article deals with theoretical and practical problems of the intellectual property protection of original works of art. The specifics of copyright of works of art in national law are explored, particularly the law of Ukraine “On copyright and related rights” of 1993 and some norms of the Civil Code of Ukraine. For the purposes of the study, such international treaties and documents as Directive 2001/84/EC of 2001 on the resale right for the benefit of the author of an original work of art, some provisions of Association Agreement between the European Union and Ukraine, norms of Berne Convention for the Protection of Literary and Artistic Works of 1886 were examined and analyzed. It is found out that basic economic rights of norms of original works of art authors are the exclusive right to use a work, particularly its components such as reproduction of works, public demonstration and public display of works, distribution of originals of works and their specimens by the first sale and the exclusive right of authorizing any communication to the public of their works, by wire or wireless means, including the making available to the public of their works in such a way that members of the public may access these works from a place and at a time individually chosen by them. It has been determined that the exclusive right of original works of art authors to use is mostly violated in Ukraine. The right to have access to a work of fine art is examined separately. It has been determined that the right to have access is a moral right that shouldn’t be transferred. Particular attention is paid to the resale right of the author of an original work of art. The author identifies some contradictions about the resale rights objects between the law of Ukraine “On copyright and related rights” and of the Civil Code of Ukraine. It is claimed that Ukrainian resale right legislation needs significant changes. It is claimed that Ukrainian resale right legislation needs significant changes. On the basis of analysis of scientific literature, legal acts, court’s decision author developed and substantiated some conclusions, which are new and have theoretical and practical significance.

A focus on continued year-on-year economic growth was beginning to be seen as unsustainable even before the COVID-19 crisis forced many tourism destinations to rethink their marketing and branding. This paper adopts a critical marketing stance to explore the relationship between place branding and two recent extreme conditions affecting the tourism industry: overtourism, as exemplified when the issue became headline news in popular media from the summer of 2017, as many examples were offered of places struggling to cope with their success; and the COVID-19 crisis that effectively brought global tourism to a standstill in 2020, as the industry attempts to rebuild from this current unprecedented crisis. This article is not designed to suggest normative place-branding strategies. Rather, through the presentation of an original model that conceptualizes the cyclical process of rebuilding from crises and coping with success, it aims to provide a warning that whatever place-branding strategies are implemented in a post-pandemic world, for whatever type of tourism, in whatever type of destination, a rein must be employed in order that the drive for recovery from undertourism through successful place branding does not lead to the return of overtourism.

Abstract:
In the present condition, customer demand has increased gradually due to technological development and globalisation in this world. So this made the industrialist to deliver the products at right quantity at right place at right time with shorter lead time. But due to high rejection rate the industries fails to meet the customer demand which in turn reduces the customer satisfaction. Hence, this research an attempt was made to reduce the defects of casting components in an original equipment manufacturer. The study was carried out in a foundry of brake drum manufacturing industry. The problem was inside that the industry could not meet the customer demand due to high rejection rate and the major contributor for high rejection is found to be sand drop. Hence, proposed solutions have been implemented to achieve the objectives. After implementation of proper lean tools it was observed from the results that, the rejection rate was reduced by about 4% and the quality level was increased by about 4.4%.

I found Professors Wohl's and Schmiechen's replies informative and stimulating. Unfortunately I do not think they would upset the dreadful Laing. Before I go on to explain why, however, I should correct two misunderstandings.Firstly: I offered “Laing's theorem” as a hypothesis, not necessarily as my view. Nowhere in my original article did I indicate my “acceptance” of it (Wohl). It is simply an idea to be tested, as a possible explanation for what I do regard as high Victorian Britain's artistic poverty, of which more in a moment. Secondly: I do not regard myself as a “basher” of Victorianism, of the kind that used to be common a few years ago. That is Professor Schmiechen's charge. As I understand and indeed remember it, the old bashers deplored Victorian taste. I on the contrary have a consuming passion for it. In particular, I have a high regard for Victorian architecture, which is one of the two areas I specifically exempted (though Professor Wohl has missed this) from my strictures against the quality of the high Victorians' cultural achievement. For what it is worth — and it is not worth much, being only my own personal opinion, but I feel I need to establish my credentials here — I would place All Saint's, Margaret Street, London, by Butterfield, high on my list of the most inspiring buildings anywhere in the world, and St. Mary's Church, Studley Royal, Yorkshire, by Burges, among the half-dozen most beautiful. There is dedication for you. This may lower one or two philo-Victorians' hackles. I hope so.

Abstract:Kant is regarded as one of the most influential cosmopolitan thinkers. Indeed his legacy still influences the contemporary legal and philosophical debate on this issue. But what is the Kantian conception of cosmopolitan law? In which terms does it arise out of his notion of a ‘right to visit’? How does it contribute to the construction of a ‘cosmopolitan constitution’? In this article the view is advanced that Kant was a legal constructivist. The argument assumes also that within Kant’s view of an ‘original community of interaction’, the justification of a cosmopolitan notion of authority allows exercises of freedom under a general scheme of right. Kant’s ‘cosmopolitan constitution’ depends therefore upon such rationale, as well as on the jurisdictional link that the right to visit determines in allowing individuals with the possibility to have a ‘place on earth’.

AbstractFor all of the rhetoric about the central place of authors in the copyright scheme, our copyright laws in fact give them little power and less money. Intermediaries own the copyrights, and are able to structure licenses so as to maximise their own revenue while shrinking their pay-outs to authors. Copyright scholars have tended to treat this point superficially, because – as lawyers – we take for granted that copyrights are property; property rights are freely alienable; and the grantee of a property right stands in the shoes of the original holder. I compare the 1710 Statute of Anne, which created statutory copyrights and consolidated them in the hands of publishers and printers, with the 1887 Dawes Act, which served a crucial function in the American divestment of Indian land. I draw from the stories of the two laws the same moral: Constituting something as a freely alienable property right will almost always lead to results mirroring or exacerbating disparities in wealth and bargaining power. The legal dogma surrounding property rights makes it easy for us not to notice.

The hammer forging forming process of TA15 titanium alloy girder is taken as an example on this study. When girder were formed at different original temperature as 850 °C、900 °Cand 950 °C, the needed hammering times and each hammer’s stroke and varieties of damage factor were researched respectively based on software Deform. By simulation analysis, the needed hammering times is 7 times, 5 times and 4 times in order, and the damage factor which dangerous place located at the right top fillet of girder reached the highest point at about 86mm stroke ,and the original temperature 950 °C gave the best answer. The results are significant theoretical foundation for the practical production and study of TA15 titanium alloy.

The development of the state institutional theory requires that it no longer seals every State institution only to depend on 3 (three) branches of power as the teaching of the new separation of power theory. On the other hand, the decision of the Constitutional Court and the Revision of the KPK Law are placed as executive institutions. So it is debated whether the KPK is a subject that can be rounded up, because it is an executive institution or the KPK cannot be made a subject of questionnaire rights because of its position as an independent agency agency? This study aims to determine and analyze the authority of the DPR's questionnaire rights to the KPK and the constitutionality of the DPR's Questionnaire Rights to the KPK Perspectives on the revision of the KPK Law and Comparison in Various Countries. This type of research is the type of normative legal research. The approach used is the legislation approach and comparative law (comparison approach), the philosophical approach to the law (philosophical approach).The results of the study showed that the constitutionality of the DPR questionnaire rights was based on the original intent of the questionnaire right norm in a comprehensive draft amendment to the Basic Law, the questionnaire right was only aimed at state institutions of the executive family. In addition, Constitutional Court Decision No. 36-40 / PUU-XV / 2017, which categorizes the Corruption Eradication Commission as a group of executive institutions is in conflict with other Constitutional Court decisions, namely Decision of the Constitutional Court Number 012-016-019 / PUU-IV / 2006, 19 / PUU-V / 2007, 37-39 / PUU-VIII / 2010. 5 / PUU-IX / 2011, places the KPK as an independent agency and is categorized as faste jurisprudence (permanent jurisprudence). In addition, theoretically, the teaching of the new theory of separation of power teaches that it is no longer appropriate to place State institutions based only on 3 (three) branches of power. While the constitutionality of the DPR's questionnaire rights to the KPK Perspective of the revision of the KPK Law and Comparison in Various Countries is based on the results of research by researchers that the KPK's position in various countries is independent or dependent. For example, in South Africa, Zimbabwe, Egypt and Thailand. Likewise with the subject of state institutions that can be researched, there are no countries that address the right of questionnaires to these independent institutions. For example, the United States of America, Philippines, South Africa, all of whom address the questioning right of inquiry only as an executive state institution.

Based on the provisions of the current Ukrainian legislation and the legislation of the European Union, the legal nature of the Catch-up right and the Time Shift right is investigated, and their place among other ways of using objects of copyright and related rights is determined as a combination of the right of reproduction and the right of communication to the public. The right of reproduction is applicable in the case of Catch-up right and Time Shift because when recording on the server of the software service provider of the broadcasting and (or) broadcasting program, theirnew fixation is created. The right of communication to the public is applicable in the case of Catch-up right and Time Shift because it combines «an act of communication» — uses a specific technical means different from that of the original communication, and is aimed at the «public.» In the case of Catch-up right and Time Shift, it is irrelevant whether the potential recipients access the communicated objects through a one-to-one connection because this technique does not prevent a large number of persons from having access to the same work at the same time.It was determined that these rights are granted to program service providers and other persons who retransmit programs of a broadcasting organization based on license agreements, which are paid and additional to the main contract for retransmission of a broadcasting organization's program. Moreover, the rights to Catch-up and Time Shift are limited in time (usually up to 7 calendar days for Catch-up and 24 hours for Time Shift from the moment of live broadcast). In the absence in the agreement of the conditions regarding the type of license, territory, and term of the agreement, the general provisions set out in Part 4 of Art. 1109, part 7 of Art. 1109 and part 3. Art. 1110 of the Civil Code of Ukraine, are appliable respectively. But usually these conditions may be different and more limited from the main license agreement for retransmission, for example Catch-up and Time Shift are geo-targeted to a specific area.Key words: Catch-up, Time Shift, communication to the public, reproduction, IPTV

Many public health and social issues faced by society today are multifaceted and require joint and collaborative efforts through health promotion partnerships. Community-based participatory research (CBPR) is one strategy that consists of engaging community stakeholders from various sectors to pool their expertise and resources in addressing health and social issues holistically. The literature indicates that the effectiveness of partnerships, such as those established within CBPR initiatives, is influenced by collaborative mechanisms that promote the creation of synergy among partners. There is, however, a lack of knowledge with regards to synergy and its key determinants in the context of health promotion partnerships. This qualitative thesis study is conducted as part of The EnRiCH Project, a CBPR initiative conducted in four communities across Canada, which aims at enhancing resilience and preparedness for disasters among high-risk populations. It explores the creation of synergy through the study of dynamics of collaboration shaping the EnRiCH-Québec City partnership and influencing its ability to leverage community resources for emergency preparedness. Emergent themes highlight that optimal collaboration in the EnRiCH-Québec City partnership is about having the “right people, in the right place, at the right time”. These findings provide evidence to inform community stakeholders, researchers and decision-makers on the dynamics of synergy creation and its implications for partnership growth and effectiveness.

My creative writing full master’s thesis, entitled Townships, Shacks and Suburbs, is a collection of poems that explores the role played by place in shaping identity. Poems in this collection seek to examine the interplay between identity and place, particularly the influence that environmental settings or contexts have in shaping how individuals define who they are. The theme of place is divided into three environmental contexts, namely the township, the rural context and the urban context. The poet navigates between these three environmental contexts, observing how each influences the way people define who they are and also how they identify with that particular environmental context. This definition of self, which forms part of identity, encompasses the day-to-day life, emotions, struggles, memories and a variety of other aspects that are linked to place and are inherent in identity-formation. The observation of how identity is shaped by place includes the poet and extends to people around him. This collection of poems can be viewed as a man’s attempt at finding out who he is, by exploring the history of his life, as well as reflecting on the intricacies of growing up or being exposed to a variety of environmental settings. It can also be viewed as an attempt at learning who people around him are and how their identities are shaped by the place(s) they live in.

When working with a complex AI or robotics system in a specific application, users often need to incorporate their special domain knowledge into the autonomous system. Such needs call for the ability to manage autonomy. However, managing autonomy can be a difficult task because the internal mechanisms and algorithms of the autonomous components may be beyond the users' understanding. We propose an approach where users manage autonomy indirectly by managing information provided to the intelligent system hierarchically at three different temporal scales: strategic, between-episodes, and within-episode. Information management tools at multiple temporal scales allow users to influence the autonomous behaviors of the system without the need for tedious direct/manual control. Information fed to the system can be in the forms of areas of focus, representations of task difficulty, and the amount of autonomy desired. We apply this approach to using an Unmanned Aerial Vehicle (UAV) to support Wilderness Search and Rescue (WiSAR). This dissertation presents autonomous algorithms/components and autonomy management tools/interfaces we designed at different temporal scales, and provides evidence that the approach improves the performance of the human-robot team and the experience of the human partner.

Abstract:
This thesis investigates selected seventeenth century writings from England and New England to explore the varying significances afforded to the Biblical figure of Adam in theories of the polity. It notes the strong impulse in this period of political upheaval to find foundations and patterns for the polity by returning to the original of Adam’s existence in the Garden of Eden as recorded in Genesis and reinterpreted in Christian tradition. An overview of the times and their political and religious order identifies contemporary preoccupations – legitimacy of sovereignty, security of person and property, freedom of religious conscience, direction of history, expansion to new parts of the world and encounters with new people – that coloured interpretations and political applications of Adam. Against this background, the thesis presents contemporary conversations in which interpretations of Adam played a significant part, proposing a categorisation of Adam as state (the pattern and condition of man and polity) and Adam as story (Creation, Fall, Redemption, Restoration). Under the general heading of Adam as State the conversations include discussions about patriarchalism, natural law and rights, covenant and conscience; under Adam as Story they are concerned with millennial expectation, mystical discourses of the inner man, and the incorporation of the American Indian into a shared narrative that begins in Eden. These themes are developed in detailed studies of selected works by individual authors; Roger Williams, John Eliot, Gerrard Winstanley, John Milton and John Locke. In these works varied approaches are observed as the authors interrogate, expand or contract the story and traditions of Adam in their interpretations of its significance to their times and nation; in particular distinctions are made between theories that use man’s natural state or fallen condition as the foundation of the polity, and those that give eschatological significance to the actions of men, to events and political change. The diversity of methods and theories that result demonstrates the creativity and wide ranging possibility of Adamic political thought at this time.

This paper presents an overview of the concepts and strategies in the original composition, The Harbour of Incense, a cycle of three movements for different groups of instruments. Each movement addresses an aspect of the musical cultures of Hong Kong. The first movement Taan Go for Harp Solo explores the sound world of the folk genre saltwater song; the second movement Jat1 Wun2 Sai3 Ngau4 Naam5 Min6 for Flute and Piano highlights the musicality of Cantonese language; the third movement Daa Zaai for Oboe, Clarinet in B-flat, Bassoon, and Percussion, is inspired by the keyi music used in the Taoist funeral. The paper discusses how to bring together Southeast Asian aesthetics and contemporary Western compositional techniques, as well as how to communicate this unique cultural experience to performers and audiences from other backgrounds. It provides the transcriptions of two saltwater songs and an excerpt of keyi music, and illustrate how they inform the structures, textures, and melodic gestures of the composition. The nine tones of Cantonese language are also explored for generating melodic materials, metric plans, and articulation writing.

Diploma thesis tests the existence of luck premium on U.S. CEOs' compensations. Luck premium means that in case of high principal-agent costs, CEOs are rewarded for random luck and not only for their productivity. Thesis uses financial crisis in 2008 as a breaking event after which attention and control of CEOs' remuneration by owners, public, and media intensified. Using regression with fixed effects on panel data between years 2004 and 2012 thesis proved impact of luck premium before 2008 while the influence was not significant after 2008. Results were not robust for other model specifications, which might be caused by selectivity of the dataset. Thesis then presents overview of theoretical approaches to CEOs' compensation analysis and recommendations for optimal compensation set-up.

AbstractThe women who served in Japan’s military brothels across Asia during the Second World War are a focus of the politics of memory in East Asia as well as a touchstone for international human rights and sexual violence against women. By the 1990s, the “comfort women” had become a “traveling trope,” which like the Holocaust, both recognized and transcended its original time and place. Gluck traces their “coming into memory” through changes in five areas of the evolving postwar “global memory culture”: law, testimony, rights, politics, and notions of responsibility. She shows how the ideas and practices of public memory changed over time, in the course of which the comfort women became “global victims” in a transnational memoryscape.

Abstract:
Abstract The Comalcalco Fault is a regional discontinuity that can present highly unstable zones when crossing it or its influence zone. This instability can lead to notorious increase in drag forces, cavings, stuck pipe events and ultimately loss of sections or the well. In the 12 ¼" hole of this exploratory well, this fault was present and despite some of the wells in the field managed to cross it without consequences, the influence was more notorious, and the problems lead to catastrophic results. While drilling the 12 ¼" section, the team was able to drill up to 4368 m without any relevant problems. The fault was intersected and drilled pass to section TD with the previous casing shoe at 2966 m. However, when a trip to surface was necessary, abnormal drag forces that avoided further movement of the string were experienced. This event led to the loss of the section and the need to perform a sidetrack, right across the influence zone of the fault at 3200 m. The risk was reassessed, and numerous preventive and mitigation measures were put in place, including drilling the section with a 12 ¼" pilot bit, enlarging the pilot hole to 13 ½" to cover the influence zone and having a contingency plan to run the 11 ¾" liner. Additionally, the formations were reinforced through drilling fluids design, and drilling and tripping strategies were optimized to minimize zonal invasion and influence zone disturbances that could lead to additional cavings. After the successful sidetrack, the section was drilled to 3600 m, 200 m below the fault’s influence zone. Good ROPs and low levels of stick and slip were observed despite several reaming runs while drilling. The contingency liner was run to TD, achieving the objective of isolating the influence zone of the Comalcalco Fault. With the problematic zone placed behind pipes, drilling the remaining of the original 12 ¼" sections with a 10 5/8" × 12 ¼" reamer resulted in the longest and fastest enlarged section to be realized in the field. With all the preventive measures put in place, the original 9 5/8" casing was set at its planned depth, avoiding an additional casing string and a change of the design of the completion.

In the present paper, fundamental frequency optimization of symmetrically angle-ply laminated composite plates is studied using the combination of Elitist-Genetic algorithm (EGA) and finite strip method (FSM). The design variables are the number of layers, the fiber orientation angles, edge conditions and plate length/width ratios. The classical laminated plate theory (CLPT) is used to calculate the natural frequencies of laminated rectangular plates. To improve the speed of the optimization process, the elitist strategy is used in the Genetic algorithm. In the E-GA, the fittest individuals in the generation survive and are automatically reinserted in the next generation, right before the next selection process takes place and the fitness function is computed with a semi-analytical finite strip model developed originally on the basis of full energy method. In addition, from the computational economy point of view, combination of E-GA and FSM provides a much higher convergence and reduced the CPU time. To check the validity, the obtained results are also compared with some other stacking sequences.

The Latvian Civil Law provides for a strict rule regarding the binding force of a contract. The basic rule is that no one has the right to withdraw from the contract due to difficulties in performing the contract at a later date, nor may the withdrawal from the contract take place because the other party is not performing the contract. Thus, the principle of pacta sunt servanda is enshrined in Latvian contract law. However, there are certain provisions in the Civil Law that allow a party to unilaterally withdraw from the contract, if the other party does not comply with it or there are other circumstances that give the right to terminate the contractual relationship, – such as termination of the authorization agreement, early termination of storage, withdrawal from the service agreement in specific cases, etc. Despite the strict regulation regarding the binding force of the contract, there is an article (art. 2108) in the Latvian Civil Law which stipulates that in the case of a supply contract, the customer is entitled to refuse delivery if the circumstances have changed. This right is a unique exception in Latvian contract law, which is additionally supplemented by the customer’s obligation to compensate the supplier for losses. The purpose of this paper is to analyse the historical origins of these exceptions, their rationale, and conclusions as to whether such an exception should be retained in Latvian contract law.

Abstract Additive manufacturing (AM) makes it possible to produce parts on demand, close to operations, with significantly reduced lead times compared to conventional manufacturing. However, without standardization or guidelines, additively manufactured parts could raise the risk of unexpected or premature failures due to inherent variation of mechanical and metallurgical properties associated with this new technology. This is especially true when the reduced lead time is the desired advantage, where speed may be prioritized over quality. A standardised framework is proposed to free up value locked in physical warehouse inventory and reduce inventory management cost through digital warehousing in a safe and cost-efficient way. Through a joint industry project, with participating companies throughout the entire AM value chain, we propose an assurance framework that answers questions such as: can the digital drawing be available when needed? Can the parts be made ‘first time’ right when needed? Can it be made with the same quality at another location next time? Which party is responsible for the different stages? What requirements should be in place for the companies who wish to manufacture on demand? The digital warehouse assurance framework discussed in this work demonstrates that digital warehousing powered by AM could potentially shorten lead times for sourcing parts and reduce the need for costly storage, maintenance and coordination of spare parts that are rarely used. We also discuss the different variants of digital warehousing we may see, and the roles and responsibilities various digital warehouse stakeholders have for facilitating unambiguous communication. AM is already disrupting supply chains in many other industries, but it is in its infancy in the oil & gas, offshore and maritime sectors as they ponder challenges with intellectual property (IP) and usage rights for original equipment manufacturers (OEM) designs, standardization of technology interfaces and the lack of knowledge and trust of the technology. The digital warehouse quality assurance framework proposed and discussed in this work is unique and has potential to not only accelerate adoption of AM in oil & gas and offshore sectors, but also contribute to a significant reduction of emissions, including greenhouse gases.

Fluidic Self-Assembly (FSA) is a newly developed, high productivity method to assemble millimeter and submillimeter size silicon electronic components (blocks) into circuit boards. Large numbers of thin, truncated pyramid shaped components are released in water and move gravitationally down inclined substrates to fall into indentations (receptors) of complementary shape. To increase the rate of receptor filling and improve the process efficiency, the probability of proper alignment between blocks and receptors must be maximized. The present paper reports an experimental study aimed at determining the preferential orientation of the blocks in a practical FSA process. Blocks ranging in size from 1050 to 3050 microns were tested for: (i) in-plane orientation angle during their motion, and (ii) right-side-up (RSU) versus up-side-down (USD) landing upon dispensing. Results indicate that blocks exhibit a high degree of in-plane angular self-orientation, which depends on the block aspect ratio. Spatial orientation of blocks at the release point is a decisive factor on their correct (RSU) landing on the substrate. Based on this observation, an original dispensing strategy was developed that increased the RSU fraction to values typically over 90%.

The experiments of mixed Mode I-II fatigue crack growth with altering loading direction were conducted with compact specimens made of 16MnR steel. The specimens were tested under three loading steps. When the crack reached a certain length in the first step, the loading direction was switched to a certain angle. Finally, the loading direction was returned to the original orientation. The crack grow direction had a tendency perpendicular to the loading axis. Right after the loading direction was changed, the crack growth rate was retarded. A new approach developed was used to predict the crack growth behavior. The elastic-plastic stress analysis was performed using the finite element method with the implementation of a cyclic plasticity model. Based on the stress-strain response, fatigue damage near the crack tip was determined by a multi-axial fatigue criterion. Both the crack growth rate and cracking direction were obtained according to the maximum fatigue damage distribution on the critical material plane. The predictions for the crack growth behavior including the crack growth rate and crack growth path were in agreement with the experimental data.

Abstract With increasing concern for life and environmental safety, and an encouraging upward trajectory in the oil price, there is the need for the government and operators to actively invest in the reactivation of idle wells by putting the right enablers in place. Reactivation of idle wells has been proven to be more economically attractive to add to existing potentials than new exploratory activities. This paper showcased a case study of the reactivation of AKOS-004LS well, and outlined strategies developed by Kenyon International in collaboration with the Nigerian Upstream Regulatory Commission to effectively manage idle wells in Nigeria for economic and social benefits. AKOS-004LS is a dual completed well with a combined potential of about 5,300bopd before it was shut-in due to a previous recorded fire incident that compromised the integrity of the well structure. As part of the reactivation process, the well structural integrity was restored, sustained casing pressure issue investigated and resolved, and a zonal change was carried out in the long string to produce new oil and additional barrels to the operator. The estimated cost for a conventional rig-based workover operation to restore the structural integrity of the well is about $12m but the workover operation was eventually executed at a cost far below $5m with the deployment of the proprietary rigless Integrated Wells Management Plan by Kenyon International. The combined potential of the well was also restored to its original potential of about 5,300 bopd, producing optimally from both strings. This proprietary Integrated Wells Management Plan by Kenyon International is a game changer as it has proven to to be technically efficient, cost effective and has the potential to reduce the number of emerging idle wells, thus, contributed to incremental potential and overall reduction in health and safety concerns.

Most refugees and other migrants have limited opportunities to participate in politics to inform and influence the policies that affect them daily; they have limited voting rights and generally lack effective alternative forms of representation such as consultative bodies (Solano & Huddleston, 2020a, p. 33). Political participation is ‘absent (or almost absent) from integration strategies’ in Eastern European countries, while refugees and other migrants in Western Europe do enjoy significant local voting rights, stronger consultative bodies, more funding for immigrant organisations and greater support from mainstream organisations (Solano & Huddleston, 2020a, p. 33).This rapid review seeks to find out what lessons have been learned about political inclusion of refugees, particularly in European countries.In general, there appears to be limited evidence about the effectiveness of attempts to support the political participation of migrants/refugees. ‘The engagement of refugees and asylum-seekers in the political activities of their host countries is highly understudied’ (Jacobi, 2021, p. 3) and ‘the effects that integration policies have on immigrants’ representation remains an under-explored field’ (Petrarca, 2015, p. 9). The evidence that is available often comes from sources that cover the entire population or ethnic minorities without specifically targeting refugees or migrants, are biased towards samples of immigrants who are long-established in the host country and may not be representative of immigrant populations, or focus only on voting behaviour and neglect other forms of political participation (Bilodeau, 2016, pp. 30–31). Statistical data on refugees and integration policy areas and indicators is often weak or absent (Hopkins, 2013, pp. 9, 28–32, 60). Data may not distinguish clearly among refugees and other types of migrants by immigration status, origin country, or length of stay in the host country; may not allow correlating data collected during different time periods with policies in place during those periods and preceding periods; and may fail to collect a range of relevant migrant-specific social and demographic characteristics (Bilgili et al., 2015, pp. 22–23; Hopkins, 2013, p. 28).

In July 2022, unprecedented demonstrations took place in Uzbekistan’s Autonomous Republic of Karakalpakstan. These demonstrations followed proposed constitutional amendments which would remove Karakalpakstan’s right to freely secede from the Uzbek Republic. Thousands of Karakalpaks joined together for peaceful demonstrations to protest against the changes concerning their homeland. Tashkent reacted in line with what seems to have become a Central Asian formula: military troops were sent to suppress the demonstrations, which led to multiple deaths and injuries; the Internet was shut down; curfews were introduced; and checkpoints were set up around the region. The President of Uzbekistan, Shavkat Mirziyoyev, came to Karakalpakstan to promise that its status would not change as the proposed amendments would be removed. The probability of Karakalpakstan seceding through a referendum remains low: it is the poorest region of Uzbekistan, and Karakalpaks are not even the majority of the population there. However, the status and the right to secede seem to play a significant symbolic role to the Karakalpak people, as their quick and coordinated mobilisation has shown.

Why do individuals preferences for redistribution often diverge widely from their material self-interest? Using an original online survey experiment spanning eight countries and 12,000 respondents across Latin America, one of the most unequal regions in the world, we find significant evidence for an under-explored explanation: misconceptions regarding the distributional effects of current tax policy. Treated respondents who are informed that an increase in the value added tax (VAT) is regressive are significantly more likely to prefer policy reforms that make the tax more progressive. Treatment effects are driven by the large fraction of respondents who underestimate the regressivity of the VAT, even though their misperceptions are linked to fundamental views about the world. These respondents are disproportionately right-leaning and more likely to attribute success to individual effort than luck. Despite the deep-rooted nature of respondents misperceptions, treatment effects are largest among individuals who hold these views of the world. These findings contribute both to understanding the political economy of redistribution and the potential for information interventions to shift support for fiscal adjustment policies protecting the most vulnerable.

We exploit new experimental and quasi-experimental data to investigate voters' intrinsic motivation to engage politically. Does having the right to vote increase engagement or, given significant incentives to free ride, do eligible voters remain rationally unengaged? Does knowledge that ones group is pivotal reduce free riding? And are the politically engaged influenced by election-relevant policy information in the run-up to a major election? To address these questions, we fielded an original survey of 5,400 Mexican high school seniors just prior to the historic 2018 general election. Age-based regression discontinuity results show that the just-eligible score higher on measures of low-cost political engagement compared to the just-ineligible. A first survey experiment reveals that information that the youth vote will be pivotal increases the eligible respondents' interest in the presidential debate and in the election result. In the second experiment, information about current policy outcomes affects future policy priorities in ways consistent with the incentives of eligible respondents to collect relevant information on salient policy issues.
