Abstract:
The purpose of the article – highlight the features of the relationship between the concepts of organization, organization, administration, and justify the need for system-professional administrative influence (coercion, motivation) for the effective functioning of organizations of various legal forms, forms of ownership and activities. Research methods. During the research, the following methods were used: abstract-logical (the analysis of the peculiarities of the relationship between the concepts of organization, organizing, administration, and the interdependence between organizational size, activities and complexity of tasks, competitive market positions); dialectical knowledge of processes and phenomena (substantiated the need to use in practice procedures and tools of direct (indirect) and indirect (indirect) influence, which will meet the criteria and subcriteria of business excellence, in order to ensure the effectiveness of the basic system of administrative management; analysis and synthesis (for the formation of definitions of organization, organizing, administration, administrative procedure, fundamental system of organizational leadership; to establish objects that characterize the main tasks and functions of managerial motivation, composition and content of its main tools, their hierarchy, sequence of development and implementation, as well as measures that require unification of forms of administration, to determine the elements and subsystems of the model of the basic system of administrative management, to generalize and draw conclusions); structural and functional (analysis of the influence of the elements of the basic outline of administrative oversight on the choice and content of individual administration tools and the peculiarities of their practical use); graphic (allowed to clearly reveal the results of research). Research results. The relationship between the concepts of organization, organizing, administration is shown. It is substantiated that for the effective functioning of the organization as an effective system, it is necessary to establish perfect structures and processes of organizing through the use of unified or professionally selected adapted-applied procedures and tools for the administration of direct and mediate influence. It is noted that together they characterize the content of elements and subsystems of the basic system of administrative management, which ensures the effectiveness of use of the general organizational management system. The visualized model of the basic system of administrative management of the organization is demonstrated. Attention is focused on the need to take into account the criteria and sub-criteria of business excellence in the selection and / or formation of administrative resource of prompting to ensure organizational and economic benefits in conditions of global market transformation. Definitions of the concepts of organization, organizing, administration, basic system of administrative management, administrative procedures, business excellence are given. In addition, the composition is presented and the content of the main administration tools is briefly described, as well as the logically substantiated sequence of their development and implementation is visualized. At the same time, conceptually revealed the features of the use of procedures, provisions, organizational structure of management, regimes, bylaws, norms, rules, instructions, orders, prescriptions, guidelines, control mechanism of work in the practical activities of the organization. At the same time, for a full analysis of organizational influence resources, examples of individual documents are given, according to the main directions of the organization's work, the processes of development and signing of which are subject to administrative requirements, as well as examples of procedures for administrative and documentary provision of staff interaction with individual stakeholders. As a result, the main measures are summarized, which, as a rule, require unification of forms of administration. Scientific novelty. For the first time the interrelation between the concepts of organization, organizing, administration is substantiated and the peculiarities of interrelation of organizational sizes, directions of activity and complexity of tasks of organization, basic system of administrative management and general organizational system of management are characterized. Improved scientific approach to defining the concepts of organization, organizing, administration, administration procedure, as well as on establishing a list of reference characteristics of business excellence and assessing their impact on ensuring the competitive advantages of the organization. Gained further development the content of the definition of the concept of basic system of administrative management and the list of elements of its visualized model, as well as the scientific approach to determining the features of the use, in cooperation with stakeholders, documents of administrative support of the organization. Practical significance. The fact that the results of the research are argued, on specific examples, convince the need for objectively-adapted perception of the interdependence of effective organization activity from a professional approach to organizing its operation through the use of administrative procedures and tools that comprehensively reflect the effectiveness of the basic system of administrative management as basis of organizational management system.

Abstract:
Along with comparing public administration affairs in traditional political, genuinely religious, patrimonial, and charismatic systems, we deal with decision-making problem, and along with mentioning decision-making methods in modern mathematics, the decision making process on the basis of personal value system will be under considerations. If the human beings’ value system moves from caring material affairs towards concerning spiritualties, the consequences of decision-making process would be improved. In establishing management and making hierarchical organization, the more the rate of discipline and ration, the organization framework would become more consolidated. The basic skeleton of an organization includes division of labor, authority, and responsibility, hierarchical relationships of different job categories in the organization, and the qualifications of relationships are of the other items that are being considered in this paper. Mutual understandings and beliefs of members of the organization in approaching organizational goals and their moral commitments to preserve organization's benefits would reduce the costs of supervision and control in organizations including visible and invisible costs, and methods for providing these conditions in Sufism are achieved via purification of the self for every single of the individuals. Meritocracy and favoritism are other discussed topics in this paper. In conclusion, fifty rules for public administration affairs are presented which have been raised by His Excellency Haj Zein ul-Abedin Shirvani, a Sufi Master of two centuries ago.

Abstract:
An evolutionary continuum on which a modern and mature road administration develops is proposed. The five phases that appear necessary in this evolution are outlined: (a) the establishment of traditional construction and maintenance organization, (b) separation of client and producer functions, (c) separation of client and producer organizations, (d) corporatization or privatization of the producer organization, and (e) corporatization of the (client) road administration. The change management process—the framework process and its constituent cores— is addressed. The framework process is the flow of activities in change management when they move from one organizational phase to another. The core activities are those that the road administration must address in the change process. Both of these are discussed in detail. It is asserted that a quick reorganization of road administrations is neither possible nor desirable. The exact path to be taken depends critically on the initial conditions from which the road administration embarks on its development path.

Abstract:
The primary purpose of this study is to explore financial management strategies among administrators of small nonprofit social services organizations. This study addresses the gap in empirical literature with a specific focus on small nonprofit organizations. This study avers that the available literature on social service organizations is fundamentally flawed. It argues for a reevaluation of the available literature based on apparent errors in methodology and research design. The literature reveals that nonprofit organizational empirical research excludes small nonprofit organizations and disproportionately presents a representation of large- and medium-sized nonprofit organizations as the norm for social service organizational financial operations. Previous studies that explore nonprofit organizational sustainability select organizations with annual revenues or assets at a minimum of $100,000. Furthermore, the empirical research excludes small non-profit organizations by design and offers findings that include generalizations that are erroneously attributable to all nonprofit organizations. This dissertation outlines the aforementioned errors in the first two chapters. In order to appropriately investigate the aforementioned, this study draws upon the Afrocentric Perspective to supplement the dominate focus of the available literature on small nonprofit financial management. In chapter three, this study explains the study’s design rationale and presents this study’s significance to the field of social work administration. Additionally, chapter three elucidates this study’s contributions to nonprofit social service organizational research and knowledge. The research questions consider possible correlations between small nonprofit organizations’ sustainability strategies and social work mangers’ education and experience. The study’s research questions also consider how financial management strategies affect organizational sustainability. The research design notation O occurs through the developed questionnaire titled “Nonprofit Organization Sustainability Survey.” Statistical procedures examined grouped questions by themed content and computed the group variables scales: financial management, business experience, educational influence, organization sustainability strategies, entrepreneur activities, and budget planning. More than two-thirds of respondents reported that they had experiences with establishing a nonprofit organization; however, they are more comfortable working with clients than conducting financial management tasks. Additionally, while nearly all of the respondents believed that they can secure funding for the organization, 60% reported that their organization had challenges with securing funding.

Abstract:
This dissertation explores and examines various foundations for thinking about organizational systems, i.e., organizational epistemics. There are several ways to examine "systems" and several levels at which criteria apply to systems. First, the study establishes the minimum demands on "systems" and formulates what is essentially a system for systems or an organizational system for selecting organizations' designs. By adopting a generic model, one that stipulates minimum requirements for assessing organizational designs, each administrative organization is evaluated in terms of the theoretical justification used to ensure an effective and efficient organizational structure. The future effectiveness of organizational designs is contingent on changes in society, in education, and in the private sector, e.g., responses to social, economic, and cultural exigencies. This dissertation explores possibilities for the future as organizations respond to new and unusual variables. The format suggested in this study may well provide a glimpse of what the future holds for organizational designs in the world of tomorrow.

Communication is usually seen as a tool for success with organizational change. What makes communication so important is that it lays the foundation for the understanding and perception of the organization and the process of change. This study is about communication between the manager and the employee at times of change. The purpose of this study is not primarily to streamline communication in organizational change, but first and foremost to understand how communication works, what perceptions and reactions create communication between both the manager and the employee. The most important lessons come from six people: three managers and three employees' experiences and perceptions of communication in organizational change in a public organization.  In this study, I explore how managers and employees perceive organizational change, what roles they have in change itself, how their communication works. Here I also discuss what it means to lead change for a manager and to follow the leader for an employee. The results of this study show that there are uncertainties in communication and the desire to improve it. Thanks to this study, it is possible to understand how a lack of communication affects the employee in organizational change, while good communication creates the conditions for successful organizational change.

Abstract:
Business organizations are decreasing funding for training. The problem investigated in this study was to determine if there was a relationship among the leadership behavior of training leaders, the use of newer methods of training, and organizational profitability. A sample of 57 organizations from the Fortune 500 was surveyed to determine leadership behavior and the use of newer methods of training. The Leadership Practices Inventory was used to measure leadership and the Affective Communication Test was used to measure charisma. Profitability data were obtained from the literature. Return on assets, return on equity, the Moody's Corporate Bond Rating, and the Standard and Poor's Opinion were used as profitability measures. Correlation and regression analyses were used to analyze the data. No relationships were shown between leadership behaviors and training methods or between leadership behaviors and profitability. A positive relationship was shown between the number of newer training methods used and organization profitability as measured by return on assets. The following were the newer training methods: (a) accelerated learning, (b) case study methods, (c) computer-based training, (d) experiential exercises/games/simulations, (e) interactive video instruction, (f) multimedia, (g) non-computerized self-study, (h) problem-based learning, and (i) video teleconferencing.

Abstract:

The study of leadership in wide range of organizational settings has demonstrated the advantage the Full Range Leadership (FRL) of transformational leadership approach over other leadership styles in predicting organizational performance and other outcomes. Research has found that leadership is one of the most significant contributors to organizational performance. However, very little research has been completed on the link between FRL and organizational performance at American Muslim Organizations (AMOs). This lack of empirical research, the increase use of FRL in assessing pastoral leadership (Rowold, 2008), and its positive and strong association with effective organizations as shown in literature were the primary motivators for this study. The Multifactor Leadership Questionnaire (MLQ-5X), a proven leadership assessment test, was administered to 320 congregants at 12 AMOs in the greater Dallas area, TX, USA to determine preferred leadership styles and whether there is a significant correlation relationship between senior leadership styles and organization performance. Created and updated by Bass and Avolio (2004), the questionnaire measure three objective indicators of organizational performance: congregants’ satisfaction with leadership, motivation toward extra effort, and perceived leadership effectiveness. Results of descriptive analysis showed that senior leaders at AMOs scored relatively high in the average of all responses and in six of the nine leadership factors, suggesting that Full Range Transformational Leadership Model (FRLM) was the style practiced by senior leaders at targeted organizations.

The results of multiple regression analysis of aggregated leadership factors scores revealed that blended specific elements of the (FRLM) led to higher satisfaction, motivation toward extra effort and perceived leadership effectiveness among congregants.

Multiple regression analysis for separate leadership factors scores revealed the following findings: (1) Contingent Reward leadership style (CR), which requires performance measurements to reward achievement beyond meeting standards, is inextricably linked with the Transformational leadership style. (2) FRLM consisted of nine hierarchal factors on a continuum basis and strongly proffered as the most effective leadership approach at the studied context. (3) Idealized influence, attribute and behavior, did not reach significance, suggesting that AMOs are shifting from religious leadership to secular one. (4) Intellectual stimulation did not reach significance either, suggesting that leadership at AMOs does not empower followers nor facilitate creativity and independent thinking among them.

Factor analysis findings (PCA) suggested that the nine factors of FRLM can be represented by three main factors to explain 75.4 of the variability in the original data. The findings of this study provided strong support for FRLM to work well with the senior leadership at AMOs. Discussion of the implications and recommendations was provided.

Purpose : The purpose of this article is to describe how do employees of multinational textile industry organizations implement the sustainability of an organization in accordance with the sustainability vision of the organization itself. Theoretical Framework : The theoretical framework will be based on sustainability development which will be used to give an understanding of the implementation of sustainability in an organization by the employees following the vision of the organization and which will function as a framework to then be able to analyze the data empirical evidence from this study. First, sustainability development will be presented as a general framework for analyzing sustainability and its various factors. Subsequently, more specific literature on the various sustainable practices of the textile industry will be presented. Finally, the obstacles to sustainable development in the textile industry will be highlighted with green washing, which is a scourge today, consumer attitudes and the challenges of implementing sustainability. The sustainability is necessary and primoridal these days, it is important to understand why, how to meet this growing demand while overcoming the obstacles previously identified to combine performance and sustainability development in the implementation of actions on the part of employees in the textile industry. Methodology : The data analyzed and discussed in this study consists of primary data in a qualitative research collected during online focus groups and secondary data through annual report, academic papers, and books. Findings : Although employees are trying through many very promising actions that allow H&M to move closer day after day to its own goals of becoming 100% climate positive is 100% fair and equal, 100% leading change and 100 % circular and renewable, it is however impossible for the organization to be from all points of view and within its entire supply chain to be 100% sustainable.

Abstract:
Administrative activity, in addition to the classic ones, includes more and more non-authoritative activities, and their effectiveness largely depends on the organization of the administration, distributed at different levels of territorial and political organization. The constitutional framework implies that the establishment of the system in various areas of the economy is in the competence of the state, while the autonomous provinces and local self-government units have certain competencies. Legal identification and standardization of administrative affairs and tasks in the field of tourism should be such that it does not endanger the freedom of private initiative, but do provide protection of the public interest. The analysis of the constitutional and legal framework includes the system of distribution of competencies in the field of tourism, the nature of administrative affairs and organizational forms of their implementation in the Republic of Serbia and a comparative review.

Abstract:
The modern state administration and its bodies and special organizations should act in the field of the rule of law. It is a term that originates from the Anglo-Saxon legal world, but it is also a category and a principle of the Constitution of Serbia from 2006. The paper points out the different understandings of the rule of law and briefly looks at the position of the administration or the phase in its historical course until its subsumption under the principle of legality. In Serbia, state administration bodies consist of ministries, administrative bodies within the ministry and special organizations. Administrative or special organizations are formed by the state in order to perform professional and related administrative tasks. In order to permanently and unhinderedly perform the professional work of these organizations, they can act authoritatively. Special organizations have numerous and diverse administrative powers. The paper points out both the similarities and differences of special organizations in relation to administrative bodies. A review of the activities and organizational structure of all special organizations (secretariats, institutes, directorates and one center) established by the Law on Ministries from 2020 was performed. It was also pointed out that all institutes: the Republic Institute of Statistics, the Republic Hydrometeorological Institute, the Republic Geodetic Institute and the Intellectual Property Institute are special organizations that provide services to interested parties. In one part of the final considerations, the author states that for special organizations (as part of the state administration) it could be concluded that they really operate in the field of rule of law as an order with positive properties as characterized by the Constitution, it is necessary to strictly respect the principles organization of state administration prescribed by the Law on State Administration: independence and legality; expertise, impartiality and political neutrality, effectiveness in exercising the rights of the parties, proportionality and respect for the parties; publicity of work.

Abstract:
According to the Law on State Administration, inspection supervision is one of the tasks of the state administration, by which the state administration bodies examine the implementation of laws and other regulations by direct insight into the operations and treatment of natural and legal persons. Depending on the result of supervision, the competent authorities are authorized to impose appropriate measures in compliance with the principles of the inspection procedure. Inspection supervision is regulated by a special law. It's about the Inspection Supervision Act of 2015. A review was made of certain aspects of inspection control: defining of; phases of unwinding; areas of social life that are "covered" by inspection; preventive action; types of inspections; initiating the inspection procedure; moderate critical review of individual solutions of the Law on Inspection Supervision. The paper emphasizes the accentualization of organizational aspects in the work of inspection services, with special emphasis on the organization of the Ministry of Trade, Tourism and Telecommunications when it comes to the organization of inspection services. Otherwise, this administrative department supervises the Consumer Protection Law. At the end of the work, as a supplementary conclusion, an analysis of the Inspection supervision was carried out based on the Consumer Protection Act. The author ultimately concludes that inspection supervision was regulated by the Consumer Protection Act as a special form of institutional (administrative) protection of rights and interests of consumers.

"This case engages with the journey of Community Development Centre (CDC), a small non-profit organization operating in the Mahakaushal region of Madhya Pradesh for over two decades. The case demonstrates how CDC has created a resilient and responsive organizational culture in a remote and resource-starved environment to address multiple developmental challenges of the region and in particular, of the most marginalized Baiga tribe within it. It underscores the importance of a firm conviction in the cause as a precondition of talent which works in such a context. It draws attention to the persistence and skill required to develop lasting relations of trust with the community and the challenges involved in balancing constructive contestation as well as support for the local and state administration. This case represents many similar small organizations that carry out credible and often pivotal work in their own contexts. Through the example of CDC, this case aims to build an appreciation of how nurturing such organizations is critical to give due share to those who remain invisible to the mainstream developmental discourse."

The modern understanding of the state as a complex social system allows us to assert that its resilience is based on ensuring systemic homeostasis as a stabilizing dynamic mechanism for resolving contradictions arising in society associated with the threat of losing control over the processes of public administration and legal regulation. Public administration is a kind of social management that ensures the organization of social relations and processes, giving the social system the proper coordination of actions, the necessary orderliness, sustainability and stability. The problem of state resilience is directly related to the resilience of state (public) administration requires a «breakthrough in traditional approaches» and recognition of «the state administration system as an organic system, the constituent parts and elements of which are diverse and capable of continuous self-development». Within the framework of the «organizational point of view» on the control methodology, there are important patterns and features that determine the viability and resilience of public administration and regulation processes in the state and society. These include: W. Ashby's cybernetic law of required diversity: for effective control, the degree of diversity of the governing body must be no less than the degree of diversity of the controlled object; E. Sedov’s law of hierarchical compensations: in complex, hierarchically organized and networked systems, the growth of diversity at the top level in the structure of the system is ensured by a certain limitation of diversity at its lower levels; St. Beer’s principle of invariance of the structure of viable social systems. The study was supported by the RFBR and EISI within the framework of the scientific project No. 21-011-31155.

Nowadays, social media, ICT, mobile technologies and applications are increasingly used as tools for communication, interaction, building up social skills and unique learning environments. One of the latest trends observed in education is an attempt to streamline the learning process by applying educational digital games. Despite numerous research data, that confirms the positive effects of digital games, their integration into formal educational contexts is still relatively low. The purpose of this article is to analyze, discuss and conclude what is necessary to start using games as an instructional tool in formal education. In order to achieve this aim, a complex of qualitative research methods, including semi-structured expert interviews was applied. As the result, the potential of educational digital games to give a unique and safe learning environment with a wide spectrum of build-in assistive features, be efficient in specific training contexts, help memorize studied material and incorporate different learning styles, as well as to be individually adaptable, was determined. At the same time, the need for complex approach affecting the administration, IT departments, educators, students, parents, a strong skill set and a wide spectrum of different roles and tasks a teacher carries out in a digital game-based learning class were outlined. In conclusion and as a vector for further research, the organization of Education Design Laboratory as an integral part of a contemporary educational institution was proposed.
