Abstract:
This research studies the impact of the growth of the sports economy on the limitation of the autonomy of sports organisations, taking into account the driving role of the sovereign power of public orders to fight against corruption. It illustrates the idea according to which the economic governance of sport is based on the specific governance of the International Sports Movement and it verifies how and to what extent the public orders are affecting the regulatory autonomy of sport’s transnational legal orders. The study analyses, firstly, the legal status of the sporting organisations, arguing that the fundamental operational and organisational requirements of sporting organisations have international sources and transnational effects. Secondly, it considers the economic competences of sporting organisations, detecting the limits of sport autonomy due to the exercise of economic activities. Thirdly, it points up the international convergences on managerial transparency and some examples of national and international monitoring of economic activities in sporting organisations, delineating the emergence of a specific international legal framework for economic sports governance. The analysis, finally, identifies the limits of the recent developments at international level, exposing the potential role of the European authorities and the legitimate ways to justify the international limitation of the autonomy of sport. Abstract:
Establishing rules lies at the heart of sport. Furthermore, it can be said that legal order allows only such sporting activity that is carried out according to defined rules. This is mostly followed by foundation of associations and organisations dedicated to particular sport. Acknowledging sport by the public authorities as a space suitable for autonomous arrangement of sports organisations gives special importance to sports rules. However, in order to have autonomy of sports organisations complementary to the role of public authority in the area of sport, it must be grounded in the principles of democracy, solidarity and good management in sport keeping sport independent of any political or economic manipulation including excessive commercialisation. Since contemporary sport is dominantly based on pyramidal structure or federal system based upon recognised sports associations (federations) organised at national and international level by the principle „one sport – one association“, it is quite understandable that sports rules adopted by sports association ranked at international level on the top of the pyramid have monopolistic position as a support for autonomous functioning of whole system of particular sport, as well as considerable limiting factor in making autonomous decisions at lower levels of sports organising. Sports associations use sports rules often followed by serious sanctions to preserve their dominant status. In his paper, the author considers legal nature and legal enforceability of international sports rules at national level for sports organisations, public authorities, as well as judiciary. The author particularly points out to the problem of so-called dynamic addressing to sports rules of international sports associations through statutory provisions of national and lower sports associations and the position of German case-law on impossibility of such way to provide legal obligatoriness of international sports rules at the national level.

Abstract:
European, national and local public policies have a crucial role when it comes to social and economic development. Based on European and national frameworks, local public administration develops and implements local public policies based on the community needs in order to reach a high level of local development. Among other sectors, sport plays a major role in the local development. Our paper aims to outline the role of local public authorities from Oradea, Romania, in supporting high-performance sport at a local level through local public policies. In Oradea a high-performance sport is represented by the Municipal Sports Club; therefore, our analysis focuses on the impact of local public policies on the sports activity of the club. The study methodology is mixed, based on document analysis and individual interviews. Research results show a clear link between the decision of local public authorities to get involved in local sports activity and the achievement of outstanding results by local sports teams. Consistent financial support, high quality sports infrastructure, transparent public-private partnerships, as well as strong partnerships between various local public authorities are the keys to developing performance sport.

Purpose The purpose of this paper is to overcome the traditional general approach to sport policy by taking an entrepreneurial perspective. This helps link the fragmented literatures of entrepreneurship, public policy and sport entrepreneurship in order to develop a new perspective of sport entrepreneurship and public policy. Design/methodology/approach A literature review is conducted that highlights the need for public policy to focus on entrepreneurship in sports contexts. Findings In the past, sport policy focused more on governance and political elements but these can be embedded into a policy entrepreneurship perspective regarding sport. This helps to redefine and bridge the literature on sport entrepreneurship and public policy. Originality/value Most sport policy research has tended to take a more organizational behavior or political science approach. Thus, this paper takes a new perspective by incorporating the nascent sport entrepreneurship literature into public policy debates. This is helpful to public policy planners but also sports managers who need to work together to build better policy initiatives.

This study analyzed changes in access to sports facilities before and after implementation of the long-term planning for the balanced arrangement of public sports facilities in order to derive implications for the efficient supply of sports facilities for the expansion of sports facilities infrastructure. As a result of the analysis of changes in access to sports facilities by city type, the effectiveness of the long-term planning for balancing public sports facilities with the goal of increasing the walking use rate of public sports facilities in all city types and improving access to sports facilities centered on residential areas within the target required time was proven. However, considering the standard deviation, it was confirmed that service blind spots still exist, so it is necessary to prepare countermeasures for this.

The underlying problem is that there are still many sports teachers who do not know about cricket. One area that lacks knowledge about cricket is Bogor Regency. While this cricket sport has a very large opportunity to support one's achievements. Cricket is a team sport that can be played by all ages, both children, teenagers and the general public. This cricket sport is usually competed in regional and national sports events. Currently, the sport of cricket in Indonesia is in the socialization stage so that the development of cricket is important to be promoted and introduced to all circles, especially to sports teachers. Introduction to sports teachers is very important because cricket needs to be instilled in children from an early age. The purpose of this activity is to provide an overview and rules of the game of cricket to sports teachers in order to get an understanding and practice well according to the theory and rules of the game in the game of cricket.

The physical movement and the athletic movement and, furthermore, the whole of the physical activity, are distinct from other activities due to the organization on the basis of which it is practiced, to the way it is conducted and implemented and to the objectives which it involves. The legal entities in general and the ones of the sports sector in particular have been constituted so as to cover specific social needs, in accordance with the provisions of the applicable regulations and the ones of the Constitution. In Physical Education and Sport there are many interesting legal entities, some governed by Private Law and some by Public Law. This athletic action and particularly the sports contest can be achieved only within a specific framework of rules governing the contest and of rules of law, so as for all the above mentioned issues to be regulated. The physical and the athletic activity, as sports’ manifestations, regulated by legal rules, constitute a specific cognitive field for both the sports science and the legal one. Sports rules are established in order to cover public and private interest in sport in the context of national and international sport activity. Sports rules, as the rules of the game, prevail over ordinary rules of law since they have been specially enacted for specific sports activities. The rules of ordinary law apply in sports for many issues. They may apply directly due to the lack of special sports rules or indirectly by absorption with analogous adaptation and implementation where appropriate.

In order for the student to have easy access to information about her UKM E-Sports, we need a website that can be accessed from any internet-enabled device. The purpose of this study is to design the UKM E-Sport UNHAS website. At the stage of building this sistem, sistem development tools such as data flow diagrams (DFD), context diagrams, entity relationship diagrams (ERD) and flowcharts are used, and PHP and HTML programming languages ​​and MySQL are used as databases. This web-based information sistem design covers many segments of the population. By using the website, visitors from anywhere can see information from this organization. Sport is an important necessity of life that is often underestimated today. Of course, this web-based E-Sports has the specific purpose of raising public awareness that technology is growing.

Omani sport is still searching for new methods to identify its problems and achieve a vision regarding the economic problems in sport, the short-term solutions to revitalize it, and long-term solutions to maintain its stability. It hopes to rise and find an end to its funding problems in order to take off toward international winners’ podiums, especially after the good results achieved lately in several sports. Therefore, the researcher deems it necessary to identify the areas of investment in Omani sport, as potential for investment in the presence of self-finance that covers its financial needs. The researcher used the descriptive method as it is suitable to the nature of the study, and a sample of 273 subjects representing the research population. He used a questionnaire as a data collection instrument, and rank, frequency, percentage in statistical treatment. The main finding of the research was a list of the areas of investment in Omani sport in the following order: launching sports channels, TV streaming, sports professionalism, establishing sporting camps centers, academies of different games, and investment in sporting facilities. The main recommendations were to authorize Omani sporting authorities to launch TV channels to stream their matches, be based on competition with each other, and according to the rules stipulated by the Ministry of Sports Affairs and the Public Authority for Radio and Television

Sport is a complex social activity that encompasses various areas. Some of these activities come within the category of public needs, which implies that sport is an activity of wider social interest and requires public intervention in its financing. These needs are determined by law and are an integral part of state and local budgets. It is also indisputable that the sport is an activity of exceptional significance for the society and it is equally clear that the investment into sport in Croatia is not proportional to that significance and top scores, which are achieved by the Croatian athletes. Sport can be in a partner relationship with the economy and the promoter of social changes and habits, but in order to become and remain that, general public has to be truthfully interested into sports.

The financial support to the Elite Sports carried out historically through tax exemptions to the sports entities, in recent years has been added to a series of governmental actions, with emphasis on the agreements, the granting of scholarships to athletes and the Sports Incentive Law. This paper aims to describe the investment of federal public resources from agreements in paralympic sports, in addition to identifying their main beneficiaries and the types of expenses incurred. In order to do so, a descriptive research was carried out, using documentary research, in the National High-Performance Sport Secretariat of the Ministry of Sports (SNEAR), for the cataloging of agreements, onlending and decentralization agreements entered into by the federal public administration via SNEAR, to finance Paralympic sports from 2008 to 2016. It has been verified that Brazil has invested resources in the Paralympic sport with greater intensity between 2008 and 2014. However, it was evidenced that the Federal Government does not have systematized information or method to systematize the information on the transfer of financial resources through agreements, which was developed in this study. Other public entities, committees, confederations, leagues, federations, clubs and educational institutions are the destinations of the financial resources of the agreements, which can be applied in 12 different ways. Between 2008 and 2016 there was an increase in the amount of funds invested in Paralympic sports, mainly for the preparation of the Rio 2016 Games. The investments made through agreements are mainly in facilities and sports materials. It is concluded that financial resources of the Federal Government are spent without classification of the actions, entities or public to which such resources are destined. Thus, the systematization of this information, presented in this work, can substantially collaborate with the evaluation and formulation of government policies and actions.

This study aims to identify the profile of the public sports manager working at the municipal level in different Brazilian states. The Northeast, Centre-West, Southeast, and South regions were considered as the sample, through the states of Bahia, Ceará, Espírito Santo, Minas Gerais, Mato Grosso do Sul, Paraná, Rio Grande do Norte, Santa Catarina, and Sergipe, for a total of 1.955 municipalities in this research. The analysis was based on data relating to the "Human Resources" axis of the Sports Management in States and Municipalities (GEEM) instrument. The results showed a predominance of males, differences in Race; Age; Schooling; Level of School; Remuneration, both for each state and each region of the country. The conclusion is that there is a need for the academic and professional training for public managers in the field of physical education, combined with sports management, in order to make public policies more effective, as well as the continuation of public service programmes independent of the region. The article proposes to make additional amendments to some legislative acts in order to further improve the organization and conduct of mass events, strengthen measures to ensure the safety of citizens and public order during their conduct, ensure the legality of the actions of internal affairs bodies and the National Guard during their conduct on the basis of laws and other established normative legal acts. The general concept of a mass event is defined by the author as socio-political conferences, congresses, cultural and entertainment programs of musical, literary and other festivals, concert, theater, sports, advertising events, folk festivals, circus, national performances and games with the participation of 100 or more people, as well as the participation of citizens organized at the venue of a mass event in order to hold national, religious, professional holidays.

Abstract Athletes are not just sports people; they are certainly among the most prominent figures of their present time, playing an important role in shaping opinions with their power to inspire. For this very reason, athletes’ freedom of expression is strongly limited by the sport authorities in light of the fundamental principle of sport neutrality. This study analyses and questions the traditional constraints to athletes’ free speech by taking into consideration the role of human rights in sports legal order and in sporting affairs. By assuming an emerging relativization of sport political neutrality, the essay investigates the case-law concerning athletes’ freedom of expression identifying limits and perspectives of the current evolutions on athletes’ public statements, establishing to what extent a reform of the present sporting regulation on freedom of expression is needed.

Sport is considered as an important service sector with its protective features for personal and public health, and developed countries regard sport as an indispensable part of their social life. The main purpose of this study is to assess factors affecting views of high school and university students towards sports. Within the scope of the study, the sample of the study is composed of 8546 students chosen with random method throughout Turkey. 5-point Likert scale consisting of 19 questions was used in order to determine views of the participants towards sports within the framework of the research. For analysing data, frequency analysis, reliability analysis and explanatory factor analysis were used in order to determine attitudes of students towards sports while structural equation model analyses were used in order to determine the relationship among the said factors regarding views towards sports. According to significance values of test statistics, all measured questions were statistically found significant for social- psychological attitude factor and physical mental attitude factor. According to the result of the model, there is a same-oriented and statistically significant relationship between social- psychological attitudes of students and their physical-mental attitudes. According to this result, when the views of students tend to be positive socially-psychologically towards sports, their physical-mental attitudes also become positive in parallel with this change. In line with the acquired result, it is necessary to demonstrate positive effects of sports on individuals socially, psychologically, physically and mentally in order to enable students to become more inclined to sports.

In this article we analyze the patterns of retention in SportsClasses of promising young athletes in Denmark. Since 2005, SportsClasses have provided extra training for potential elite athletes in Grades 7–9 in designated Danish public schools. They were introduced after the Danish Ministry of Culture lowered the age of recruitment for athletes from 15 to 12 in response to increased competition in the world of elite sports. The SportsClasses attempt to balance collaboration between two different organizations: Danish public schools; and sports clubs. Using a survey of the student population in 2013 and a follow-up sample in 2015, we explored the respondents’ social backgrounds and experiences in order to understand their likelihood of retention during the program and their career aspirations. Focusing on socioeconomic status (SES), the role of having parents in elite sports, gender, and type of sport, we studied what key experiences and relationships lead students to abandon or sustain their interest in careers related to sports and how this differed for boys and girls. By applying Bourdieu’s concepts of habitus and types of capital, we concluded that the program produced elements of both reproduction and opportunity but that the patterns strongly favored the retention of boys compared to girls. Our findings also suggest that the overlap between school and sport may have lead students from higher SES background to focus on education rather than sports.

Abstract:
In the 1940s–1960s, the USSR made an ideological turn from leftist sports politics to the struggle for Olympic achievements. How has this U-turn affected the social order in Soviet sport and its artistic repre-sentation? The article offers a systematic review of Soviet sport fiction films. The study of sport and fit-ness imagination is conducted through a correlation between artistic performance and social context. Fo-cusing on the 1950s–1980s, we found three different types of representation: № 1 is the creating of a hero (for an elite athlete). This is the lion’s share of all sport movies where the “Myth of a Hero” in Olympic sport was constructed. In praising elite sport, modern Russian movies continue the well-known Soviet tradition; № 2 is the laughing at clowns (for mass sportsmen). These are mostly episodes in feature films on themes, where mass sport (i.e., non-elite, grassroots, recreational, fitness, and ordinary) is mentioned. Surprisingly, this sport is presented in a comic sense (except hiking and mountaineering); №3 is sport reality. This type comprises the tiniest selection of movies where art reflects the real situation inside the Soviet sport industry. Elite athletes are presented here as antiheroes with social adaptation problems; ad-ditionally, such issues as shamateurism are severely criticized. The conclusions are following: since the 1970s, sport films ceased to function as propaganda of fitness and recreational sport. On the contrary, elite sport (as an art branch), its representations in official arts and media jointly constructed the great “evan-gelical myth” about itself, which became the part of public consciousness. However, this myth had little to do with a new reality. Elite sport’s positive representation acted only as a propagandist tool that created a fictional social world. The existing social order’s irrationality was critically reflected only by the comedy genre.

Addiction to online games is a case that causes a decrease in public interest in e-sports and has an impact on the low development of e-sports. This research shows the results that the desire to play e-sport is basically an encouragement from yourself and an invitation from friends. At the productive age of e-sports, it is just a hobby and entertainment for a while. Facilities and infrastructure are the dominant factors to support talents in participating in e-sport competitions. The participation of the master person is also a facility that must be taken into account because the perception of parents also affects the skills and abilities of gamers. People's negative views of games can prove that games can be a productive hobby. In this paper, we are focusing on the conceptions of femininity, female bodies, and beauty in sport that women high-level karate fighters and their coaches developed in order to perform in a traditionally male-oriented sport. With so much higher public profile for women in sports (e.g., soccer, rugby, cricket, traditionally male sports), has anything changed in the traditional order of the male preserve? Thus, our aim here is to reflect on the set of shown conceptions and assumptions in order to add to the produced literature on women's sports studies and hopefully contribute to sought advancements, claiming change. We interviewed the 14 women athletes and their four men coaches composing the women's Spanish Olympic karate squad in preparation for the 2020 (2021) Tokyo Olympic Games. Two open-ended semi-structured interviews were carried out with each of the participants. We conclude that the sportive-martial environment is still strongly male-oriented, even though female participation has been increasing; nevertheless, girls and women still face several challenges to achieve belonging. They enter the environment and reach the status of black belts, or elite athletes. Notwithstanding, we argue that the amount of power they truly exercise is limited and submitted to the male hierarchy.

Abstract The organization of Latvian sports has come a long way since its foundation in the period of independence between the first and second World Wars. The following situation has developed in the organisational structure in sport in Latvia, individual sports and training expenses for individuals in these disciplines are financed by the state, whereas, team sports depend on funding provided by local governments, private sponsors and contributors. Subsidies to enable the participation of national teams in international games are allocated from the state budget, but there is no support system for the best representatives of team sports in order to develop their individual skill, as with individual disciplines. A support system for team athletes can facilitate success of a particular kind of sport at an international level. The youth sports system is mainly based on sports schools, which are maintained by local governments and are developing the most talented future athletes. The necessity for the establishment of specialized boardingschools, to bring together the best representatives in each kind of sport, in each age group nationwide, as well as the best professional coaches, is being frequently accentuated. Deficiencies in the public system can be remedied by attracting private capital investors. Organizations operating under the aegis of the Ministry of Education and Science have developed criteria for the allocation of funding to provide training for athletes. The respective allocated funding is intended just for the improvement of the individual skills of athletes. Due to the current economic situation, it is obvious that funding is insufficient to achieve all goals.

Sports disputes resolution has a private legal nature and therefore per se should not be based on the principles of a branch of public law such as criminal law. At the same time sport sanctions sometimes have a negative effect comparable with administrative law and even criminal law. However, does this lead to the conclusion that it is necessary to extend to sports liability the guarantees provided by criminal law principles? The use of general principles of law in sports jurisprudence, at first view, should not cause the slightest doubt. At the same time, doubts in the said conclusion may suddenly appear by the reflection of certain principles of criminal law of fundamental values. Is this indeed the case, or does the practice of sports dispute resolution (un)intentionally maintain ambiguity and selective recognition of general principles? One can give the example of the principle nulla poena sine culpa, the desire to extend it to any sporting legal order is quite obvious. The heterogeneity of the institute of sports liability demonstrates several variants of such without taking into account the fault of the subject of sport, and raises reasonable questions about the inconsistency of this example with the piety of the general principles of law. Let us turn to the practice of the Court of Arbitration for Sport (CAS), which in this brief review will allow to reveal features of the current sports jurisprudence on a global level and offer some answers to the questions we have mentioned.

Abstract In sports environment there is a whole range of different types of wrongful conduct sanctioned not only by disciplinary bodies using specific rules accepted by the executive authorities of sports organizations but also more serious cases that have to be judged in accordance with criminal law. There has been a long debate whether criminal law should intervene into the area of sport, i.e. whether sport and its environment is in itself such an autonomous system that it could deal with all the matters of criminal nature on its own. The area of sport environment involves a whole range of illegal acts, ranging from criminal liability of sportsmen responsible for injuries inflicted upon others in the area of sport, the issues of hooliganism in sporting events, breach of the public peace as far as the issue of match-fixing including the crimes of bribery and illegal betting. Generally speaking, we are of the opinion that there is no good reason why the criminal law should not be allowed to intervene into the area of sport in certain cases. The basic argument to be used is the fact that every social activity must be carried out in accordance with the legal order of the country, the area of sport being no exception. The area of sport or to be more precise the specific types of sports activities are regulated by special internal and statutory rules introducing certain sanctioning mechanisms in the form of disciplinary rules which can be enforced by different disciplinary bodies.

Knowing the negative effect of sports manipulation for the sport and society, as well as the problems that is facing the Macolin Convention in its ratification, I decided to do this research in order investigate the phenomenon of match-fixing, controversial issues about the online gambling and potential effect of ratifycation of the convention and its entry into force. I was totally surprised when I found out so many International business law issues are covered in this topic. The sports betting markets are similar to the stock market, where odds movement de- pends on the performance of the teams and players. The insider trading is similar to the match-fixing, where a pre-match information for the result is used in order to achieve a great profit. Memorandums of understanding between betting companies, sports governing bodies and public authorities are used to cover the lack of regulation in this area. In the same time there is a need of acceleration of negotiations for the ratification of the convention due to the spreading of the phenomenon of sports manipulation. Consistent and uniform improvement and in additional to consistent achieving and winning are allusions of athlete compensation and repayment, which as a result put into organizational and team effectiveness (Simon, 2020). Therefore, thisdescriptive and comprehensive study was conducted to investigate the coaching competence of public school teachers as input to student-athlete performance. A sample of 100 student-athletes(male = 51 female = 49)from different public junior high school in Nagcarlan, Laguna participated in this research. The research focused on the responses given by student-athletes about the coaching competence of their sports coaches and their own athletic performance in terms of the highest level of competition they have reached, number of athletic awards they have received, and rate of winning records (%). Along with the problems of this research on the coaching competence of teachers, the student-athletes was also examined and based on the data gathered and computed, the study found out that most of the student-athletes are fourteen to fifteen years old and there are about equal number of female and male of them in this research. Majority of the student-athletes that competed in different athletic meets are grade ten students. Secondly, among the nine sports participated and competed, volleyball was the first leading sport followed by sepaktakraw and basketball as the third leading sport. Based on the overall statistical analysis, the coaching competence of public junior high school teachers is very high. It was also found out that some of the student-athletes have reached only district-based competitions while few of them have reached inter-division and higher athletic meets. Looking at the number of athletic awards received by the students, it was shown that majority received one to five athletic awards in their overall sports participation. Speaking of participation, among the number of sports competitions participated, the rate of win of student-athletes is high resulted to a high performance in overall in terms of rate of win. The overall relationship between the teachers coaching competence and students athletic performance showed a significant correlation. Looking forward to the findings of this study, coordinators and school-sports program developers should widen sports and extend training programs or experiences relative to other unfamiliar sports in order to offer more opportunities to students who want to excel and develop themselves for different field of sports. Additionally, the coaches should continue their training programs or regime and develop further enhancement that will consistently benefits the success and performance of their subordinates or athletes. Also, the researcher would like to extend his great concern for future researchers to conduct a study not just on the athletic but also on the academic performance of student-athletes to see balance results both as a student and athlete.

According to the investigation, 29.4% of the randomly asked citizens have high satisfaction, 32.3% have no experience, and 16.5% are dissatisfied, which shows once again that Nanchong people have low awareness of the sports public service platform. It has long been stated that children have the rights to protection from, e.g., abuse and to the provision of age-appropriate leisure, play, and recreational activities along with participation in all matters that concerns them. Yet, the full range of children’s rights to and in sport has not yet been explored in detail. To do so, it is relevant to turn to the Scandinavian countries, which are praised for promoting children’s rights and well-being, with organized sport forming part of the daily lives of many children and youths. In this paper, we examine the organizational policies in Scandinavian sport in order to develop foundational knowledge about how the range of children’s rights to and in sport may be supported. Comparing key policy documents of the major sports confederations in Denmark, Norway, and Sweden, these analyses identify great variety in the following: 1. when and how children’s rights to and in sport have been made explicit in the three countries; 2. whether the emphasis is on protection and/or provision of sport to children and youths or their participation in shaping sporting activities; 3. the degree to and ways in which such rights are regulated. In sum, our findings reflect a disparity between organizational policies in the three countries, with a more liberal and individualistic approach to public policy in the Danish context, providing some explanation of the only recent development in and scattered enaction of regulations to support children’s rights to and in sports. Furthermore, we identify that political attention has mainly been drawn to the protection and provision of sports to children and youths, while their participation in shaping sport is a shared challenge for sport confederations in the Scandinavian countries and beyond.

The article examines certain issues of normative regulation of the procedure for organizing and holding social-political, sports, cultural and entertainment events. The authors point out that the Constitution of the Russian Federation guarantees every citizen a number of rights and freedomsthat include the opportunity to express their thoughts and participate in the political life of the country discussing, accepting or rejecting certain ideas and opinions, participating in meetings, rallies, demonstrations and processions. Realizing the constitutional right to rest citizens participate in cultural and entertainment events, in sports competitions and contests. All these events are close in terms of normative regulation and are defined by legislative acts as wide-scale public actions. It is publicity and mass character, according to the authors, that manifestthe unity of these areas of public life. At the same time, the analysis of existing normative documents in this area carried out in the article reveals a number of existing gaps in the normative regulation of the procedure for organizing and holding cultural and entertainment eventswhich differ in their content from political actions and sports competitions. The revealed problem pointsand the current situation served as a starting point for writing this article, and as a conclusion the authors come up with their solution to the problem of normative regulation of the procedure for organizing and holding mass cultural and entertainment events, maintaining public order and ensuring public safety in the course thereof.

This paper analyses the role of global sport within Qatar’s international strategy, most notably through the successful bid to stage the 2022 football World Cup. The article investigates how sport is used as a foreign policy tool to build relations with as many countries and people in the world as possible to gain soft power. I see the hosting of sports mega-events as the practice of public diplomacy: host states may use these events to change their international image. I examine issues of reputational risk with regard to critical comment surrounding Qatar’s hosting of the 2022 World Cup. In order to illustrate Qatar’s image problems, I will use examples from the Polishlanguage Internet media.

In the context of population aging, we have witnessed an increased interest in studying the participation of older persons in cultural and sport activities. The aim of this paper is to identify the participation rate in cultural and sports activities among Romanian older adults and the sociodemographics/behavioral variables that correlate with the participation rate in cultural and sports activities. In order to answer our research questions, we employed a questionnaire-based survey, and we used a nationally representative sample. Results point to low participation in both cultural and sports activities. Gender, residence, education, income, degree of mobility, internet connection, and availability of financial resources are significant variables that correlate with the engagement of older people in cultural and sports activities. Our study could serve as a base for concrete policy measures in the field of health and social inclusion of older persons.

China has a large number of sports intangible cultural heritage tourism resources. Especially in the Yellow River Basin, as the accumulation of history and the crystallization of human civilization, sports intangible cultural heritage is of great significance for maintaining cultural diversity. This paper studies the integration development and protection of sports intangible cultural heritage and cultural tourism in the Yellow River Basin Based on GIS. In order to enrich the protection and inheritance path of sports intangible cultural heritage, and reveal its spatial distribution and causes, this paper uses GIS spatial analysis method to analyze "points" (excellent tourist cities, 5A scenic spots), "lines" (national trunk lines, railways), "points" and "lines". The results show that: the Yellow River Basin is a natural and cultural tourism destination, ethnic cultural experience and religious and historical holy land, which has strong attraction for tourists. Therefore, making full use of the rapid development of tourism in these areas, scientific protection and utilization of high-level sports intangible cultural heritage resources can promote the sustainable development of sports heritage and sports tourism in the Yellow River Basin.

Resumen: El panorama económico y social actual, caracterizado por una elevada incertidumbre y por la rápida sucesión de acontecimientos (geopolíticos, climáticos, sociales, etc.), está obligando a replantear aspectos de la economía pública en nuestro país. La sociedad española ha progresado sustancialmente desde la década de los ochenta del siglo pasado. Esto ha sido gracias a modelos de desarrollo adecuados para el contexto económico y social de aquel entonces. Sin embargo, en pleno siglo XXI es necesario plantear cambios en algunos de estos modelos, como es el caso del modelo deportivo no profesional. Este texto hace una recopilación del marco normativo sobre el que se sustenta la oferta deportiva local en España. También realiza un repaso de la evolución de la actividad física en nuestro país desde la década de los ochenta del siglo XX, y analiza el impacto de la crisis de 2008 sobre la provisión pública deportiva; todo ello con la finalidad de reflexionar acerca del modelo deportivo actual y su necesidad de adaptación a las circunstancias económicas y sociales actuales. Abstract: The current economic and social panorama is forcing us to reconsider aspects of the public economy in our country. Spanish society has progressed substantially since the 1970s. This was due to appropriate development models for the economic and social context of that time. However, in the 21st century it is necessary to consider changes in some of these models, such as the non-professional sports model. The aim of this work is to determine to what extent the 2008 crisis could have affected the practice of amateur sports in Spain, as well as the local public sports provision. Based on information from secondary sources, it is determined to what extent said crisis affected the practice of sport by citizens and the expenditure items of local administrations destined to the provision of sport. The results of the work show the consolidation of amateur sports in Spain, consistent with the social and economic development of the last four decades. The results also reveals the level of vulnerability of local sports policies in a recession period. The paper concludes with a reflection on the need to adapt the Spanish sports ecosystem through a set of actions in order to obtein greater economic efficiency during periods of recession. ABSTRACT With the improvement of the quality of life, the residents’ requirements for the construction of urban public sports services have gradually improved. In order to improve the current urban public sports service system, this study analyzes the existing public sports service through the construction of public sports service model. The results show that the current construction of public sports service has some defects, such as single construction subject, unbalanced regional development of sports service, lack of perfect performance evaluation mechanism of sports public service, and so on. Therefore, in the process of public sports service construction, we need to pay attention to the diversification of construction subjects, the cultivation of residents’ awareness of physical exercise, the improvement of performance evaluation mechanisms of sports public services, and the broadening of investment channels. These measures can improve the urban public sports service system from the perspective of public health, and create better quality public sports services. This study analyzes the problems existing in the construction of public sports service by building a model, and puts forward some suggestions for improvement, hoping to provide ideas for scholars who study related experiments.

ABSTRACT In order to strengthen the physical education of college students, it is necessary to reasonably allocate university sports public service resources. In order to improve the allocation of university sports resources, this study constructs the Data Envelopment Analysis (DEA) model by analyzing the proportion of public sports service facilities in colleges and universities. Through the selection of input index and output index of sports public service facilities in colleges and universities, as well as selecting 20 colleges and universities as decision-making units, this paper constructs a DEA model, and studies the use of the DEA Tobit two-stage method to evaluate the matching efficiency of public sports service facilities in colleges and universities. The results show that the pure technical efficiency of sports public service facilities in colleges and universities is effective, and the scale efficiency of most colleges and universities is relatively high, and the proportion of sports facilities is relatively reasonable. However, there are still large problems in the proportion of public sports service facilities in colleges and universities, so it is necessary to adjust the proportion and scale of sports facilities allocation reasonably. This study verified the effectiveness of the DEA model in evaluating the proportion of public sports service facilities in colleges and universities, hoping to provide certain reference for improving the proportion of public sports service facilities in colleges and universities.

This study aimed to identify the significant overarching sports coaching competencies and their underlying components in contemporary Korean society and into the future. In addition, the hierarchical order of these competencies and components was investigated to assess their relative importance. This knowledge can improve pre-service and in-service sports coach training programs and their sustainability. A literature review in Korean and English related to sports coaching was performed initially to understand which competencies and components have already been researched and recognized. The subsequent study surveyed 20 experts using the Delphi process and 28 experts using the analytic hierarchy process (AHP), considering seven sports competencies and 23 components based on the literature. All the competencies and components were considered appropriate sustainable measures of a sports coach’s competence based on the Delphi content validity ratio (CVR) > 0.500. The AHP results ranked “pedagogical” competence the highest, with a weight of 0.329 in the competence hierarchy, while “operational and managerial” competence ranked at the bottom with a weight of 0.057. In relation to the rank order of the components under each competence, “pedagogical communication” (0.136) and “sport-specific skill performance” (0.086) ranked first and second, respectively. In contrast, “facilities and equipment management” (0.008) ranked at the bottom and “public relations and marketing” (0.008) ranked right above it. The values of the consistency index and the consistency ratio were <1.000, indicating that the competencies and components hierarchies were reliable. The results confirm that in Korea’s pre- and in-service sports coach training programs, comprehensive and in-depth pedagogical knowledge, as well as sports knowledge in areas like sports biomechanics, sports physiology, and sports nutrition, need to be reinforced for ongoing success.

Purpose Based on Haidt's social-intuitionist theory, this study analyzes the differences in ethical decision-making between sport athletes and the general public in order to understand the ethical judgment tendencies of athletes and examine the determining factors influencing their judgment from the perspective of their environment. In so doing, this study hopes to motivate education for enhancing ethical consciousness as well as institutional policy. Methods To this end, 200 elite athletes in their twenties registered for more than 10 years at the Korean Sports Association and 200 college students in their twenties from five universities in Seoul were selected for comparison. Response trends for each item were analyzed by percentage, and differences between groups were confirmed by the χ2 test method. Results The results are as follows. First, in general ethical situations, athletes usually showed a compulsory ethical view that emphasized principles, whereas in a sports situation, they showed a double consciousness and revealed a very strong consequential ethical view which put much emphasis on outcome. Second, athletes strongly maintained a Confucian ethical view that recognized ethics as a norm compared to the general public and, as a result, it was found that paternalism was relatively stronger than rationalism in their ethical decision making. Third, athletes regarded other people's thoughts and group interests as important criteria for ethical decision-making rather than individual thoughts and interests, and showed a group-centered mindset which emphasized group harmony and relationship. Fourth, while the general public viewed excellent athletes as those with excellent skills and good personality, and valued their morality, athletes thought relatively little of the influence and importance of morality in their success. Finally, it was found that coaches and managers were fundamental to the formation of the athlete’s moral view. Conclusion An in-depth understanding of sports participants' ethical awareness should come first in order to enhance ethical consciousness in sport. I hope this study will work as a catalyst for research which approaches athletes' ethical consciousness from a socio-cultural context.

As the health of the population improves, life expectancy increases, science and technology develops, and lifestyles change, the health economy sector is becoming increasingly active and both sport and healthcare will contribute to the development of the regional health economy. Big data, as a new management mindset and technical tool, brings new opportunities and challenges to the integrated development of sports economy and health industry. Based on the basic characteristics of big data, this paper provides a strategy for the development of the sports and health integration industry by using research methods such as grey correlation analysis, expert interviews, and agglomeration measures, starting from the problems faced by the integration development of China’s sports industry to guarantee the construction of conditions. The experiment is analysed through the big data presentation of the health industry and the big data modelling ideas of grey correlation analysis, which provides new ideas to expand the application research of grey correlation analysis in the field of integration development.

This paper examines and analyzes the problems and dilemmas associated with the pursuit of health and sport-specific intensity in school sports and combines theories of health and exercise, physical education, training, and moral education through literature review, logical analysis, and value analysis. The purpose of this paper is to clarify the different logics and orientations of specific sport intensity regulations, school sport health pursuits, and school sport teaching and to clarify and correct related issues, so as to provide theoretical and practical support for school sport to better implement the concept of “health first” and further promote school sport reform and sound development. In this paper, we analyze the relationship between exercise and health in physical education programs of teachers and schools from the perspective of natural dialectics and find out some outstanding problems that may exist in them, so as to effectively promote the development of students’ physical and mental health.

Study purpose. In sports, just like in everyday life, motivation plays an important role in achieving individual goals. Motivation is an individual’s decision to engage in certain activities and make various efforts to do so. Sports require a continuous, constant effort from individuals, so it is even more important here that the athlete has the necessary motivation. Without motivation, it is not possible to do sports at a high level in the long term. The aim of the study was to examine the sports motivation factors of handball players in the Hungarian junior classes. Handball is one of the most popular sports in Hungary. As a result, it can be said that, from the point of view of the long-term success of the sport, it is essential to know the factors that motivate youth athletes. Materials and methods. We collected the data required for the research using a questionnaire. The research took place in the fall of 2022, with 190 youth athletes interviewed. During our research, we established that internal and external motivational factors are equally important for Hungarian youth handball players. Results. With statistical calculations, we show a significant relationship between the athletes’ motivation and the joy caused by sports, the avoidance of disappointment caused to the environment due to the cessation of sports, and the sports results achieved. Conclusions. The results of the study will be a useful resource for those interested in the sport of handball, to better consider the motivational factors that help to understand the motivation of young athletes and which are important in order to consistently provide a high level of performance.

The article discusses the features of esports and the differentiation of the specified concept is carried out with the term “computer sport”. The authors conclude than the term “computer sport” is the category of public law and doesn’t feature the use of such a result of intellectual activity as videogame during the esport competitions. The article indicates that esport differs from computer sport because of the format of competition not the equipment, i.e. that the competitions are conducted in the virtual space. The authors justify that not any game may be the basis of esport, but only the online multiplayer game because it meets the criteria as common playing field. The authors substantiate the complex nature of the relations that make up esports, which have independent legal regulation. These relations are at the junction of public and civil law: the norms of public (sport) law regulates the order of the competition and the legal status of the sportsmen; the norms of civil law establishes the features of videogame use as the object of intellectual property.

ABSTRACT With the rapid development of public health construction, the supply of public sports services and the demand of residents at this stage are gradually divergent. In order to solve the contradiction between the supply and demand of public sports services, this study, from the perspective of public health, combined with the current situation of demand for public sports services, used the fuzzy analytic hierarchy process to build the supply-side optimization model of public sports services, and to verify it. The results show that the weight of the model optimization index from high to low is service level > resource conditions > public degree > service content > location and type of facilities; the fuzzy comprehensive evaluation result of the model is 85 points, which shows that the index of the optimization model has good applicability. The supply-side optimization model constructed in this study is evaluated by community residents and experts in related fields, so the evaluation results are closer to the residents' demand and have high practical value. The results of this study have reference significance for the supply-side reform of public sports services, and fundamentally ensure the close relationship between the supply-side reform measures and the actual demand of residents.
