Die Folien skizzieren einen Projektantrag, der (2008 und überarbeitet 2009) bei der Deutschen Forschungsgemeinschaft DFG eingereicht wurde. Absicht der beiden Antragssteller, des Instituts der Gesellschaft zur Förderung der Angewandten Informationsforschung (IAI, http://www.iai.uni-sb.de/iaide/index.htm) und der Saarländischen Universitäts- und Landesbibliothek (SULB, http://www.sulb.uni-saarland.de), war es, die am IAI entwickelte Software AUTINDEX zur halbautomatischen Verschlagwortung in Open-Access-Repositories einzubinden. Da Autoren große Mühe mit der Verschlagwortung ihrer Dokumente nach der Schlagwortnormdatei (SWD) haben, sollten sie, ganz im Sinne des "Easy Submission"-Postulats, beim Enspielen der Dokumente unterstützt werden. Mit Hilfe einer linguistisch intelligenten Software sollten automatisch Schlagwörter aus der SWD zu einem eingereichten Dokument erzeugt und dem Autoren angeboten werden. Dieser hätte anschließend entschieden, welche der angebotenen Schlagwörter er dem Dokument zuweisen möchte. Der typische Workflow beim Einspielen von Dokumenten verlangt vom Autor das Ausfüllen eines Metadatenformulars, idealerweise inklusive der Beschreibung mit SWD-Schlagworten. Da die SWD den Autoren nicht vertraut ist, vergeben diese meist unexakte, zu grobe oder falsche Schlagworte - oder solche, die in der SWD nicht existieren. Daher wird ein aufwändiges Nachbearbeiten seitens des Serverbetreibers nötig, der zwar über Expertise in der SWD-Nutzung verfügt, allerdings das Dokument nicht so exakt beschreiben kann wie es dem Autoren möglich wäre. Für ein exaktes Retrieval wäre es sinnvoll, wenn die Wissenschaftler selbst eine exakte Verschlagwortung vornähmen. Die im mittlerweile leider abgelehnten Antrag geplante prototypische, offene und nachnutzbare Einbindung einer Software zur automatischen Vergabe von SWD-Schlagworten hätte eine erhebliche Erleichterung des Veröffentlichungs- und Bearbeitungsprozesses einerseits und eine Verbesserung der Metadatenqualität andererseits gesichert.

Abstract:
A criação da Organização dos Países Exportadores de Petróleo (OPEP) foi um marco para o mercado internacional de petróleo. Para a opinião pública a OPEP é um cartel devido aos choques do petróleo ocorridos na década de 1970, porém na literatura econômica não existe consenso sobre a OPEP ser ou não um cartel. Sob a ótica da teoria dos cartéis, esta pesquisa tem como objetivo evidenciar o papel da OPEP e verificar se a mesma exerce poder de mercado, demonstrando aspectos históricos que desencadearam na sua criação e suas principais ações ao longo do tempo. No primeiro artigo, através de uma análise fundamentada na distinção entre os países da OPEP e os Não-OPEP, foram utilizados indicadores sobre o mercado internacional de petróleo, destacando os principais detentores das reservas provadas, os produtores, os consumidores, a evolução dos preços, o comércio internacional, as emissões de CO2 geradas a partir da combustão do combustível fóssil e a ascensão dos biocombustíveis. Os resultados mostraram que a dotação natural é fator determinante na produção e no comércio internacional de petróleo, e que os países membros da OPEP são altamente dependentes das divisas geradas das exportações de petróleo para sustentação de importações de outros bens. Verificou-se que os países da OPEP vêm aumentando seu consumo interno de petróleo, gerando maiores emissões de CO2, o que reforça ainda mais a dependência do petróleo como principal fonte na matriz energética destes países. Neste cenário, os biocombustíveis vêm ganhando espaço principalmente nos países Não-OPEP. A OPEP é uma Organização formada por países, assim seus objetivos vão além da maximização de lucros. Entretanto, as diferenças macroeconômicas entre os membros relacionadas aos diferentes regimes políticos, com objetivos destoantes de curto e de longo prazo, são fatores limitadores na ação coordenada entre os membros. No segundo artigo desta pesquisa, através do modelo estático da Nova Organização Industrial Empírica (New Empirical Industrial Organization - NEIO) foi identificado o grau de poder de mercado no comércio internacional de petróleo no período de janeiro de 2003 até março de 2015. Os resultados mostraram que o mercado internacional de petróleo está distante da estrutura de monopólio ou cartel perfeito, e não são estatisticamente descartadas as hipóteses de competição via Cournot e de competição perfeita.
The establishment of the Organization of Petroleum Exporting Countries (OPEC) was a historic milestone for the international oil market. For the public opinion the OPEC is considered as a cartel due to the oil shocks in the 1970s, but in the economic literature there is no consensus if OPEC really acts as cartel. However, we use the theory of cartels to highlight the role of OPEC and identify if there is market power exercise in the international oil market. We present historical aspects that led in OPEC creation and its main actions over time. In the first chapter, we use an analysis based on the distinction between the OPEC and non-OPEC countries. We identify the main countries which holds proven reserves, the major producers, consumers, the trend of price, the international trade, the CO2 emissions generated by the fossil fuel combustion and the rise of biofuels production. The results indicate that the natural endowment is a key factor to the production and international trade of oil, and OPEC members are highly dependent on oil exports revenue to sustain other goods imports. OPEC countries increased domestic oil consumption, generating more CO2 emissions, which demonstrates the increase of oil dependency in the energy matrix of these countries. According to the current scenario, the biofuels production has increased mainly in non-OPEC countries. OPEC is an organization formed by countries and their goals are not only to maximize profits, and so, OPEC is a political union that has stability over the years. However, macroeconomic differences among members related to different political regimes with different shortterm and long-term goals that are limiting factors for coordinated action. Therefore, according to the theory of the cartel formation and sustainability, OPEC has difficulties to fix prices or quantity on the international oil market, the Organization does not behave like a cartel most of the time. In the second chapter the static model of the New Empirical Industrial Organization (NEIO) is used to identify the degree of market power in the international oil market during the period from January 2003 to March 2015. The results indicated that the international oil market is not characterized by a cartel, but are not statistically rejected the hypothesis of Cournot competition nor perfect competition.

Abstract:
Safety in a Nuclear Power Plant (NPP) is of utmost importance, as the implications of a nuclear event have dire consequences on people, animals, and the environment and on unborn generations. This dissertation is about Open Phase Conditions (OPCs), which occur when one or two of the three electrical phases are lost or open circuited, e.g. one circuit breaker phase doesn’t open or close. The study of this condition is important, as it can affect important-to-safety equipment, which is critical to the safe shutdown systems of the reactor in a nuclear power plant. The OPC can occur in the transmission (TX) switchyard or at the transformers connected to the nuclear plant. It also has the capability to make the offsite supply inoperable, which is the alternate source of power for the nuclear safety systems. As many as sixteen (16) cases of Open Phase events have occurred in different countries worldwide from 1994 till 2015. An event also occurred in the Koeberg Nuclear Power Station (KNPS) in South Africa on the 11th November 2005. When these events occurred, the protection schemes did not “see” nor isolate the condition, as this was discovered to be a design vulnerability. This was due to oversight in the design of the protection to detect this condition. This dissertation seeks to answer the following research question: Is it possible to prevent or mitigate an open phase condition from occurring in the switchyard of a nuclear power plant? Previous work has attempted to address the lack of awareness of people working in close proximity to a Nuclear power station i.e. amongst staff working in the switchyard and operators in a nuclear plant, by sharing the operating experience (OE) of OPC occurrences. The approach to answer the research question lies in the analysis of the awareness of the people involved, as the condition cannot be prevented if it is not known. Case studies of the documented OE were categorised and analysed using a simplified root cause analysis method. A survey was conducted to assess the OPC awareness and perceptions of people in the system operator, i.e. TX division and at the Koeberg nuclear power station, within the Eskom Holdings utility. The results demonstrate that there is insufficient overall knowledge and understanding of this condition within the system operator. Operators in the nuclear plants all over the world have been required by the US Nuclear regulator, to be trained and to be aware of this condition. The results of this dissertation highlight the focus areas in people’s awareness that need attention. And that educating the system operator through training will strengthen the relationship between transmission and the nuclear plant within Eskom holdings.

Chesbrough (2003) argued for cooperating between competitors or allies in his article “The era of open innovation”. (ChesbroughH.W, 2003) This research is about open innovation with customer participation. Many organizations built platform to motivate customers to participate the product development process. Hence, we selected three different types of platforms which are full-open, semi-open and closed platform for case study. To compare different perspective from organizations and customers, we will use both of case study of the organizations who opened competencies to the customers and survey of the customers who are creating derivative products. From that case-study and survey result, we aim to figure out what to open and what to close for the organizations that are implementing open innovation strategy. We will suggest a competency pyramid model that helps organizations to divide their competencies into two different sectors: open competency and closed competency. And finally, we will find out what factors are important to make a platform successful.

Abstract:
An instruction set architecture (ISA) is an abstract interface between the hardware and the lowest level software, describing the operations a processor must be able to execute. Most commercially successful ISAs are propitiatory, meaning that hardware designers are limited to the design and have to pay for a license if they wish to use it. A new open-source ISA called RISC-V has emerged in order to allow for designers to design and implement their own processors for free. This thesis explores RISC-V as well as the new open-source hardware description language Chisel. A 32 bit RISC-V core nicknamed the "Anhyzer core" is designed and implemented, showing how one can model a RISC-V core in Chisel. The core is limited to the RV32I instruction set, and it was simulated using the hardware simulator Verilator in order to make sure it was functional. This was done by loading instructions into the instruction memory and then running the simulation. The core was able to execute the RV32I instructions, but since it a single-cycle CPU the throughput was low. Experiments showed that there was no difference in performance between theoretically slower instructions and faster ones. The core serves as a proof of concept which can be expanded upon in the future.

Abstract:
This paper looks at the topic of immigration from a philosophical standpoint and concludes that an open border policy is morally obligatory. I first argue that immigration cannot act as a corrective to the problems of global poverty as many philosophers have suggested. I then look at two common defenses for restrictive borders, one resting on the cultural community and one on the political community, and conclude that these two defenses are inadequate. The fact that a restrictive policy is morally unjustifiable coupled with my argument that people ought to be able to enjoy a freedom of movement suggests that an open border policy is necessary.

Seit der Jahrtausendwende prägt das Schlagwort Open Access die Debatten um wissenschaftliches Publizieren. Je nach Kontext geht es dabei um handfeste Strategien angesichts der Zeitschriftenkrise, um ein mehr oder weniger einheitliches Programm zur Verabschiedung des Gutenberg-Zeitalters oder um visionäre Vorstellungen digitaler Wissenskulturen. Die Untersuchung verfolgt zwei Ziele: Zunächst erklärt sie, auf welche Konzepte sich der Begriff Open Access bezieht, wie sich diese Konzepte entwickelt haben und wie sie zusammenfassend beschrieben werden können. Diese Betrachtungsweise ermöglicht es, Open Access in einem zweiten Schritt aus seiner strategischen und programmatischen Funktionalisierung zu lösen und medien-/kulturwissenschaftlich zu deuten: Nicht zufällig entsteht die Open-Access-Bewegung zu einem Zeitpunkt, da sich die medientechnischen Infrastrukturen der Gesellschaft und damit auch der Wissenschaft tiefgreifend verändern. Die Untersuchung analysiert Open Access als den Versuch der Wissenschaftsgemeinschaft, durch die Beeinflussung des Mediensystems auch unter veränderten medialen Bedigungen wissenschaftliche Öffentlichkeit herstellen zu können und dabei Verwerfungen für wissenschaftliche Arbeitsabläufe und für das gesamte Wissenssystem zu vermeiden. Dabei wird deutlich, dass verschiedene Disziplinen unterschiedliche Anforderungen an wissenschaftliche Öffentlichkeit haben und dass daher Aushandlungsprozesse nötig sind. Gleichzeitig reflektiert die Untersuchung, dass es sich bei den gerade entstehenden neuen Medieninfrastrukturen genau wie beim sich wandelnden wissenschaftlichen Publikationswesen um fragile, grundsätzlich kontingente Strukturen handelt, deren Zukunft keineswegs gesichert ist: Statt Open Access könnten sich auch andere Organisationsformen wissenschaftlicher Öffentlichkeit im digitalen Zeitalter etablieren, die aber nicht unbedingt im Sinne eines offenen und produktiven wissenschaftlichen Austausches und einer breiten gesellschaftlichen Partizipation an wissenschaftlicher Kultur sein müssen. Open Access erscheint vor diesem Hintergrund als vorsichtiger und vergleichweise schadensarmer Aushandlungsprozess, nicht als radikale Revolution des Wissenschaftssystems an der Schwelle zum digitalen Zeitalter. Methodisch knüpft die Untersuchung an die Mediologie an, die durch die Beschreibung von Wechselwirkungen zwischen technischen Medien und kulturellen Praxen die Konstruktion einseitiger Kausalzusammenhänge vermeiden will. In einem Exkurs wird untersucht, worin sich die Konzepte von Open Access und Open Source bzw. Freier Software unterscheiden. Der Anhang der Arbeit enthält den Volltext der drei Erklärungen von Budapest, Bethesda und Berlin, in denen wichtige Prinzipien von Open Access niedergelegt sind.

ABSTRACT Broken Open is a collection of short stories, four of which deal with culpability and the unexpected transformations that occur when blame, either unintended or deliberately invoked, is exposed and finally understood. The remaining two stories concern relationships that turn out to be gifts, as well as painful learning experiences. In "Other Living Creatures," one family contends with post traumatic stress disorder as another implodes following the death of a young soldier in Vietnam. "Hunters" deals with the unconscious motivations that leave a father resentful and unable to forge a relationship with his son. In "Bardenbrook," an accidental death is the impetus for blame and, finally, forgiveness. Rage acts as a catalyst in "The Summoning," the story of a lesbian couple's struggle to accept the reality of breast cancer shortly before one of the partners undertakes a transformative journey as her death approaches. The two remaining stories in Broken Open deal with the protagonists finding their voices. In "Sunday Wars," a girl begins to think for herself, and in "Beyond the Parking Lot," a woman comes to terms with the restraints, self-imposed and otherwise, that have held her captive for most of her life. Each character in Broken Open struggles, perseveres, grows and, ultimately, flourishes. Despite sorrow, pain, and unexpected loss, being broken open leads them, as it does us all, if we let it, to the richest places within.

Abstract:
In diploma thesis Open Call I focus on unequal position of artists in current art world in which, despite the transparent practices like open calls, still persists the cult of name, the power of networking and personal recommendation. This topic I artistically process in form of practical artistic intervention, which is close to the tactics of 1:1 scale of Arte Útil - specifically by creation of software tool called Nomin. Its purpose is to support weakened or marginalized groups of artists. Nomin uses properties of email protocol SMTP to allow its users-spectators to send fake self-recommending emails - from email addresses of famous curators to the inboxes various galleries or other art institutions. During development of program Nomin and its technical background (software documentation, web page etc.) I followed the paradigm of free, libre, open source software (FLOSS) and also the methodology of agile software development in order to provide in this gesamtsoftwerk the users-spectators with fully functional, user-friendly software and give them possibility to influence further development of Nomin or directly participate on it. Created artwork is thus not a single artefact but rather a set of interconnected objects and practices grounded in the network of social bonds and behaviours which balances on the edge of institutional critique, useful art, participatory art and collective performance.

Abstract:
The question posed in this work is how one would model and predict the rotational spectrum of open-shell open-shell van der Waals complexes. There are two secondary questions that arise: the nature of radical-radical interactions in such systems and the modelling of the large amplitude motion of the constituent molecules. Four different systems were studied in this work, each providing part of the answer to the main question. Starting with the large amplitude motion, there are two theoretical approaches that may be adopted: to either model the whole complex as a semi-rigid molecule, or to perform quantum dynamical calculations. We recorded and analysed the rotational spectrum (using Fourier transform microwave spectroscopy) of the molecule of tertiary butyl acetate (TBAc) which exhibits a high degree of internal rotation; and of the weakly-bound complex between a neon atom and a nitrogen dioxide molecule (Ne-NO2). We used the semi-rigid approach for TBAc and the quantum dynamical approach for Ne-NO2. We also explored the compatibility of these two approaches. Moreover, we were able to predict and analyse the fine and hyperfine structure of the Ne-NO2 spectrum using spherical tensor operator algebra and the results of our dynamics calculations. To explore the nature of the interactions in an radical-radical van der Waals complex we calculated the PESs of the possible states that the complex may be formed in, when an oxygen and a nitrogen monoxide molecule meet on a plane using a number of high level ab initio methods. Finally, our conclusions were tested and applied when we performed the angular quantum dynamics to predict the rotational spectrum of the complex between an oxygen and a nitrogen dioxide molecule, and account for the effect of nuclear spin statistics in that system.

Abstract:
This research details the use of Open Design to enable participation in the conceptualisation, design and development of medical products for those who are excluded by their chronic health condition. The research was directed according to the Action Research methodology outlined by Checkland & Holwell (1998); Action Research being highlighted by Archer (1995) as a method compatible for practice-led design research. Open design directed the design practice, which consisted of a long case study spanning 18 months from February 2012, through to July 2013. This case study, dubbed AIR involved the creation of a bespoke online social network, recruitment of people living with cystic fibrosis, and the facilitation of collaborative design work resulting in prototype medical devices based on the lived experience of the participants. The work involves research into design within health as the context for this research. In order to place design in this wider context, it has been tempting to adopt the mantle Evidence Based Design (Evans, 2010) - however in this research the position of design as phronesis, in a similar manner to health practice (Montgomery, 2005) is adopted. This allows for an alignment of the work done in both fields, without the problematic associations with an evidence hierarchy (Gaver & Bowers, 2012; Holmes, Murray, Perron, & Rail, 2006).The contribution to knowledge is an Open Medical Products Methodology, consisting of the artefacts supporting the evidence of the methodology's ability to foster genuine participation amongst those who are excluded from traditional participatory design. The artefacts constituting this submission are this thesis, the reflective log kept during the research (Appendix A), the prototypes from the collaborative research (Appendix B), and the online social network that contained the work (AIR1). The Open Medical Products Methodology is expected to be of interest primarily to designers of medical products, design management and policymakers, although Open Design as a product methodology has appeal to other sectors and the future work into standardisation, regulation, distributed manufacture and recruitment detailed at the conclusion of this thesis has application broader than the medical field.

Semantic Web und Linked Data sind in aller Munde. Nach fast einem Jahrzehnt der Entwicklung der Technologien und Erforschung der Möglichkeiten des Semantic Webs rücken nun die Daten in den Mittelpunk, denn ohne diese wäre das Semantic Web nicht mehr als ein theoretisches Konstrukt. Fast wie das World Wide Web ohne Websites. Bibliotheken besitzen mit Normdaten (PND, SWD) und Titelaufnahmen eine Fülle Daten, die sich zur Befüllung des Semantic Web eignen und teilweise bereits für das Semantic Web aufbereitet und zur Nutzung freigegeben wurden. Die Universitätsbibliothek Mannheim hat sich in zwei verschiedenen Projekten mit der Nutzung solcher Daten befasst – allerdings standen diese zu diesem Zeitpunkt noch nicht als Linked Data zur Verfügung. In einem Projekt ging es um die automatische Erschließung von Publikationen auf der Basis von Abstracts, im anderen Projekt um die automatische Klassifikation von Publikationen auf der Basis von Titeldaten. Im Rahmen dieses Beitrags stellen wir die Ergebnisse der Projekte kurz vor, möchten aber im Schwerpunkt auf einen Nebenaspekt eingehen, der sich erst im Laufe dieser Projekte herauskristallisiert hat: Wie kann man die gewonnenen Ergebnisse dauerhaft und sinnvoll zur Nachnutzung durch Dritte präsentieren? Soviel vorweg: Beide Verfahren können und wollen einen Bibliothekar nicht ersetzen. Die Einsatzmöglichkeiten der generierten Daten sind vielfältig. Konkrete Einsätze, zum Beispiel das Einspielen in einen Verbundkatalog, sind aber aufgrund der Qualität und mangelnden Kontrolle der Daten umstritten. Die Bereitstellung dieser Daten als Linked Data im Semantic Web ist da eine naheliegende Lösung – jeder, der die Ergebnisse nachnutzen möchte, kann das tun, ohne dass ein bestehender Datenbestand damit kompromittiert werden könnte. Diese Herangehensweise wirft aber neue Fragen auf, nicht zuletzt auch nach der Identifizierbarkeit der Ursprungsdaten über URIs, wenn diese (noch) nicht als Linked Data zur Verfügung stehen. Daneben erfordert die Bereitstellung von Ergebnisdaten aber auch weitere Maßnahmen, die über die gängige Praxis von Linked Data hinaus gehen: Die Bereitstellung von Zusatzinformationen, die die Quelle und das Zustandekommen dieser Daten näher beschreiben (Provenienzinformationen), aber auch weitere Informationen, die über das zugrunde liegende Metadatenschema meist hinausgehen, wie Konfidenzwerte im Falle eines automatischen Verfahrens der Datenerzeugung. Dazu präsentieren wir Ansätze auf Basis von RDF Reification und Named Graphs und schildern die aktuellen Entwicklungen auf diesem Gebiet, wie sie zum Beispiel in der Provenance Incubator Group des W3C und in Arbeitsgruppen der Dublin Core Metadaten-Initiative diskutiert werden.

Pagrindinis darbo tikslas buvo nustatyti ir įvertinti šunų skrandžio ir dvylikapirštės žarnos opų susirgimų dažnumą, priežastis, klinikinių simptomų pasireiškimą, efektyviausius diagnozavimo bei gydymo metodus. Pasiekti šį tikslą, pirmiausiai mes išanalizavom virškinamojo trakto ligų bei skrandžio ir dvylikapirštės žarnos opų dažnumą. Antra, mes statistiškai isanalizavome labiausiai išreikštus klinikinius simptomus, budingus kraujo morfologinių ir biocheminių rodiklių pakitimus. Galiausiai, nustatėme efektyviausia diagnozavimo metodą bei taikomą gydymą. Nustatėme, kad 2012 metais, 16,66 proc. visų šunų ligų sudarė virškinamojo trakto ligos. Iš šių virškinamojo trakto ligų 3,04 % buvo skrandžio opaligė, tuo tarpu dvylikapirštės žarnos opų nebuvo nustatyta 2012 metais. Labiausiai išreikšti skrandžio ir dvylikapirštės žarnos opų klinikiniai simptomai buvo vėmimas (90,48 % pacientų) ir viduriavimas (57,14 % pacientų). Išanalizavus kraujo morgfologinius tyrimus buvo nustatyta neutrofilija (79,31 ± 0,9875 proc.), tuo tarpu kiti kraujo morfologiniai rodikliai buvo fiziologinėse normos ribose. Išanalizavus kraujo biocheminius tyrimus buvo nustatytas nežymus bilirubino kiekio padidėjimas kraujyje (8,59 ± 0,9549 µmol/l) ir sumažėjęs ALT (67,03 ± 9,7915 U/l). Endoskopinis tyrimas buvo nustatytas kaip efektyviausias diagnozavimo metodas. Naudojant šį metodą buvo diagnozuota 90,47 proc. pacientų. The main goal of this thesis was to determine and evaluate the frequency, ethiology, clinical symptoms, the most effective diagnostic and treatment methods for gastroduodenal ulcers in dogs. To achieve this goal at first we analized the frequency of gastrointestinal diseases and the frequency of gastroduodenal ulcers in dogs. Secondly, we statistically analized the most expressed clinical symptoms, the characteristic morphological and biochemical abnormalities of blood in dogs with gastroduodenal ulcers. Finally, we determined the most effective diagnostic and treatment methods. We determined that during 2012 years 16,66 % of all dogs diseases were gastrointestinal diseases (3,04% gastric ulcers, duodenal ulcers were not determined). The most expressed clinical symptoms for patients with gastroduodenal ulcers were vomiting (90,48%) and diarrhea (57,14%). Blood morphology showed high percentage of neutrophils (79,31 ± 0,9875 %), other morphological parameters were in physiologically normal range. Blood biochemistry showed little rise in bilirubin (8,59 ± 0,9549 µmol/l), and low ALT (67,03 ± 9,7915 U/l). We determined that the endoscopic method is the most effective method in diagnosing gastroduodenal ulcers. 90,47 % of gastroduodenal ulcers were diagnosed by using the endoscope. Detroit is often regarded as America's largest city in decline, a metropolis that has failed to recover from an insidious cycle of deindustrialization, racism, suburban flight and laggard politics. This image of the city highlights the tragic aspects of Detroit's urban development and obscures the numerous initiatives and opportunities for social and spatial development that have emerged as a result of the city's particular evolution. This thesis examines the recent transformations in Detroit's urban environment to provide a more nuanced picture of the city and to develop new planning tools that address its ills. To do this, I explore the major forces that have affected the city over the last 100 years and survey the efforts of 10 ocal initiatives engaged in the process of urban reconstruction. This analysis informs the final component of the thesis, a collection of strategies for urban design, spatial management, and social-cultural development that illustrate ways in which Detroit could reprogram vacant and, bolster ailing public schools, reorganize its planning processes, improve communication and discover the opportunities lurking in its human and physical landscape.

Wikis are lightweight, community-editable, web-based hypertext systems, which can be described as a website that anybody can edit. From this collaborative base has grown significant efforts at large-scale knowledge management such as Wikipedia. Recently, ‘semantic’ wiki systems have been developed with typed links, such that the structure of nodes and links is analogous to an RDF graph of resources and arcs: a machineprocessable representation of the relations between articles which can form part of the web of linked data. Despite this, the hypermedia side of wiki systems has so far largely been constrained to the web model of simple embedded, unidirectional links. This research considers the hypertext origins of wiki systems, asks, and answers how the technologies developed during decades of hypertext research may be applied to better manage their document, and thus knowledge, structure. We present experimental evidence supporting the hypothesis that additional hypermedia features would be useful to wiki editors on both macro- and micro-scales. Quantitative analysis of editing logs from a large-scale wiki shows that hyperstructure changes form a substantial proportion of editing effort. Conversely, qualitative user studies show that individual user editing can be better supported by classical but since overlooked hypertext features such as first-class links and transclusion. We then specify an extensive model for a ‘open semantic hyperwiki’ system which draws from these fields, based around first-class links with support for transclusion and advanced functional link types, with defined semantics for the role of versioning and parametric nodes in the linked data world, while mindful to preserve the core simplicity that allows non-expert users to contribute. This is followed by a practical approach to its implementation in terms of an existing experimental modular wiki foundation, and the actual prototype implementation, which has been made available as open source software. Finally, we work through applying the system to a set of real-world use cases which are currently employing classic, non-semantic wiki software, and evaluate the implementation in comparison to a conventional semantic wiki in a user study.

Digital Libraries (DLs) are software systems specifically designed to assist users in information seeking activities. Stemming from the intersection of library sciences and computer networking, traditional DL systems impose library philosophies of structure and management on the sprawling collections of data that are made possible through the Internet. DLs evolve to keep pace with innovation on the Internet so there is little standardization in the architecture of such systems. However, in attempting to provide users with the highest possible levels of service with the minimum possible effort, many systems work collaboratively with others, e.g., meta-search engines. This type of system interoperability is encouraged by the emergence of simple data transfer protocols such as the Open Archives Initiative?s Protocol for Metadata Harvesting (OAI-PMH). Open Digital Libraries are an extension of the work of the OAI. It is proposed in this dissertation that the philosophy and approach adopted by the OAI can easily be extended to support inter-component interaction within a componentized DL. In particular, DLs can be built by connecting small components that communicate through a family of lightweight protocols, using XML as the data interchange mechanism. In order to test the feasibility of this, a set of protocols was designed based on a generalization of the work of the OAI. Components adhering to these protocols were implemented and integrated into production and research DLs. These systems were then evaluated for simplicity, reusability, and performance. On the whole, this study has shown promise in the approach of applying the fundamental concepts of the OAI protocol to the task of DL component design and implementation. Further, it has shown the feasibility of building componentized DL systems using techniques that are a precursor to the Web Services approach to system design.

Plus, a modularframe has been designed and tested with computer-aided and simulation tools. Bei aller Aufmerksamkeit, die das Thema Open Access seit einigen Jahren erfährt, ist die praktische Nutzung längst noch nicht so weit gediehen, wie es von den technischen Voraussetzungen her möglich wäre: Nur 0,8 % aller Zeitschriften in Deutschland oder 2 % der wissenschaftlichen sind frei zugänglich. Es mangelt an Akzeptanz seitens der Autor/inn/n. Auf der Basis einer Befragung von ca. 1000 Personen, die bereits mindestens einen Aufsatz in einer Open-Access-Zeitschrift veröffentlicht haben, werden Maßnahmen entwickelt, wie die Akzeptanz verbessert werden kann. Bei der Analyse der Antworten erweisen sich die Unterschiede für mögliche Fördermaßnahmen zwischen den einzelnen Fachdisziplinen als längst nicht so ausgeprägt, wie es aufgrund des unterschiedlichen Standes von Open Access in den verschiedenen Fächern zu erwarten wäre. Von elementarer Bedeutung ist vielmehr die Frage, welche Ziele der/die einzelne beim Open-Access-Publizieren verfolgt; daraus ergeben sich Ansatzpunkte für fördernde Maßnahmen. Die größte Barriere für die Durchsetzung des Open-Access-Publizierens stellt das etablierte System der Forschungsevaluation dar, das sich fachübergreifend im Begutachtungsverfahren und in den Naturwissenschaften und der Medizin im Impact Factor manifestiert. Hieraus entstehen Akzeptanzhindernisse, die sachlich nicht gerechtfertigt sind und kritisch hinterfragt werden müssen. Mittelfristig ist der Ersatz des Impact Factors durch Verfahren anzustreben, die modernen Publikationsformen besser gerecht werden. Ein internationaler Vergleich zeigt, dass die Schwellenländer nicht nur durch Open Access unterstützt werden, sondern ihrerseits bemerkenswerte Aktivitäten und Erfolge vorzuweisen haben, die weltweit Vorbildcharakter haben und Anregungen für Maßnahmen zur Akzeptanzsteigerung in Deutschland bieten können. Bezüglich Open Access ist daher anstelle der Förderung der Dritten Welt eher ein Eine-Welt-Denken angebracht, bei dem alle Beteiligten voneinander lernen können
Although open access has been discussed intensively for some years, it is far away from being practised to a degree that would meet the actual technical standard. Only 0.8 % of all journals produced in Germany or 2 % of all German scientific journals are in open access. The problem to be overcome is the lack of acceptance by authors. As result of a survey among about 1000 persons who have already published at least one article in an open access journal, measures are suggested how acceptance can be improved. Considering the varying status open access has reached, differences between possible measures in the discliplines prove to be less distinctive as expected. The core question rather is which are the aims of the authors publishing in open access journals. Knowing their aims, measures to enhance acceptance can be derived. The highest barriere for open access is the established system of evaluating scientific research. Accross all disciplines the most important practise is peer reviewing of articles, in sciences and medicine the impact factor is of special importance. This is why the acceptance of open access journals without impact factor is low even if these journals may be characterized by high quality. Therefore the system of evaluation should be reviewed critically, and the impact factor might be substituted by other methods that take into account the specific qualities of modern forms of publications. An international comparison shows that open access does not only support the developing countries in their academic development. Rather, these countries offer considerable activities and achievements that can serve as models for the rest of the world and provide incitations for the improvement of the situation in Germany. This taken as a fact, we should not speak of less developed countries that need support, but rather of one world in which all countries are partners who can learn from each other.

The internal unity of the themes in a sonata-allegro movement and the external unity of the movements in a sonata cycle are crucial elements of Beethoven's compositional aesthetic. Numerous theorists have explored these aspects in Beethoven's sonatas, symphonies, quartets, and concertos. Similar research into the independent variation sets for piano, excluding Opus 120, has been largely neglected as the result of three misconceptions: that the variation sets, many of which were based on popular melodies of Beethoven's time, are not as worthy of study as his other works; that the type of hidden internal relationships which pervade the sonata cycle are not relevant to the variation set since all variations are, by definition, related to the theme; and that variations were composed "additively," that is, one after another, without any particular regard for their order or relationship to one another. The purpose of this study is to refute all three of these incorrect assumptions. Beethoven was concerned with the order of variations and their relationship to one another, and he was able to transcend the additive tendency in a number of ways. Some of his methods included registral connection, registral expansion, rhythmic acceleration, textural expansion, dynamics, articulation, and motivic similarities. Chapter I contains a discussion of the role of the variation set in Beethoven's overall output. The teachers, composers, and works which may have influenced him are also discussed as well as his training in variation composition. Finally, those factors which Beethoven employed to unify his sets are listed and explained. Chapters II-V are devoted to detailed analyses of four striking variation sets: Opus 34, Opus 35, WoO 80, and Opus 120. Chapter VI presents a summary of the findings. It suggests that each of the sets investigated has a unique form and that each variation has a distinct place and purpose.

Poverty and corruption are problems that developing countries fight everyday. Politicians andleaders abuse their influence to gain property and wealth by unacceptable means. Open data is away to challenge these problems and make a positive change in the society. Open data can be freely accessed, used, reused and re-distributed by anyone. Open development isabout providing the means for organizations to share open data. The process for open developmentin Uganda has just begun and there are many reasons to have an open development platform thatgathers open data, which the society demands when the government are not willing to share theirdata. The Uganda government denied invitation to join Open Government Partnership, that wouldmean a commitment to open development. This leaves non government organizations to take thefirst step to introduce open data to the society and other organizations. The Uganda OpenDevelopment Partnership Platform is an initiative by non government organizations that combinestheir knowledge to promote open development. The development of this platform has just begunand it needs further assistance to be ready for the public. The available data sets and documents onthe platform are released in proprietary formats, without the alternative of open formats. A portalfor open development that releases documents and data sets in proprietary formats alone aresomething that collides in the platform's purpose of being a portal for promoting openness. The purpose of this report is to promote open data with an overview about the subject and explainimprovement proposals on flaws in the Uganda Open Development Partnership Platform. Theinitiatives and organizations that practice open data can get initial guidelines from this report onhow to apply open data. The research should display the current state of the platform to identify theflaws and get an understanding how the platform works. The research was performed throughinterviews that were conducted in Kampala, Uganda, for three weeks in the beginning of 2013. Thisgave the chance to meet numerous citizens of this developing country which offered information ofinterest for the research. Observations were made by visiting the partners of the platform, in order tosee how they work with current means of visualization and to get an understanding of what can beimproved. The Uganda Open Development Partnership Platform can be improved with thepresented proposals to introduce the open license, multiple formats for material and structured datasets.

"Systems" goods-such as computers, telecom networks, and automobiles-are made up of multiple components. This dissertation comprises three essays that study the decisions of system innovators in mobile computing to "open" development of their systems to outside suppliers and the implications of doing so. The first essay considers this issue from the perspective of which components are retained under the control of the original innovator to act as a "platform" in the system. Based on detailed review of leading systems in this industry in data spanning 1984-2004, I find that platform boundaries expand and contract over time as a means for platform suppliers to promote the adoption of the platform (by end-customers, downstream manufacturers, and suppliers of complements) and simultaneously to ensure the continuing innovation of the system. The second essay provides a systematic empirical investigation of how the extent of openness chosen by the platform supplier affected the rate of innovation of mobile computing devices. I measure openness in relation to both the boundaries of the platform and the extent to which actions were taken by platform suppliers to promote entry by hardware device manufacturers.

I find regular relationships across multiple measures of innovation that suggest that the whether openness increases or decreases innovation depends on the nature of innovation and the intensity of competition between device makers. The third essay moves from device hardware to the applications software developer networks that form around opened platforms. I investigate the effect of platform suppliers' aggressive promotion of entry of software developers around their platforms. I find that while large developer networks are associated with a wide selection of software titles, that very large developer networks in fact lead to less software output. I interpret this result as revealing the importance of maintaining investment incentives-even in a context with network effects.

Since Chesbrough (2003) first coined the concept of open innovation it has attracted a growing attention both in academia and in practice. Despite the increasing efforts to explore open innovation, many questions remain unanswered. Academic research has spread its focus into different topics such as innovation management, business strategy, organizational behavior and public policies. Practitioners, on the other hand, have been exploring the concept of open innovation in diversified ways. Taking into account the variability of open innovation practices, this study seeks to provide microfoundations for open innovation by adopting the effectuation theory. Effectuation theory was originally developed in the field of entrepreneurship research and can be defined as a set of teachable and learnable decision-making principles that together form an overall logic that expert entrepreneurs are observed to employ in situations of uncertainty in order to create new ventures and new markets. (SARASVATHY, 2001; 2008). We have shown that the effectuation theory has the strength to provide strong contribution to build a consistent micro level conceptual basis for open innovation practices. By performing an extensive case study of an open innovation management organization dedicated to foster collaborations between Brazil and Sweden, we examine the decision-making processes of 13 expert R&D and innovation managers representing eight different entities involved in the startup of this new organization. As a result of our research we identified and described a decision-making methodology used by expert innovation managers involved in the creation of an open innovation management organization. The research insights that emerged from this case study enabled us to develop a decision-making framework based on effectuation and open innovation theories that could support managers to start-up new organizations dedicated to open innovation.
Desde que Chesbrough (2003) cunhou o termo inovação aberta, o conceito tem atraído uma atenção crescente tanto no meio acadêmico quanto no mundo empresarial. Apesar dos esforços crescentes em explorar práticas de inovação aberta, muitas perguntas permanecem sem resposta. A pesquisa acadêmica expandiu o foco abordando o tema de forma bastante ampla como gestão da inovação, estratégia empresarial, comportamento organizacional e políticas públicas. Ao mesmo tempo, gestores também têm explorado na prática o conceito de inovação aberta de formas muito diversificadas. Levando em conta a variabilidade das práticas de inovação aberta, este estudo visa fornecer microfundamentos para a inovação aberta, adotando a teoria de effectuation. A teoria de effectuation foi originalmente desenvolvida no campo da pesquisa sobre empreendedorismo. Pode ser definida como um conjunto de princípios de tomada de decisão que pode ser ensinado e aprendido, formando uma lógica global empregada por empreendedores com expertise frente a situações de incerteza durante a criação de novos empreendimentos e novos mercados (SARASVATHY, 2001; 2008). Nós demostramos que a teoria effectuation tem a consistência para fornecer uma contribuição sólida no nível micro das práticas de inovação aberta. Neste trabalho, realizamos um estudo de caso extensivo sobre uma organização de gestão da inovação aberta destinada a promover a colaboração entre Brasil e Suécia. Examinamos os processos de tomada de decisão de 13 especialistas em R&D e gerentes de inovação que juntos representam oito diferentes entidades envolvidas em sua criação. Como resultado de nossa pesquisa, identificamos e descrevemos a metodologia de tomada de decisão utilizada pelos gestores de inovação envolvidos na criação de uma organização dedicada à gestão da inovação aberta. As percepções frutos da pesquisa realizada nos permitiu desenvolver um quadro de tomada de decisão com base nas teorias de effectuation e inovação aberta, capaz de apoiar gestores na criação de novas organizações dedicadas à gestão da inovação aberta.

A origem da indústria petrolífera moderna sucedeu com a perfuração do famoso poço de Edwin Laurentine Drake em meados do Séc. XIX. Com o desenvolvimento da indústria petrolífera, a exploração do petróleo passou a ser efectuada por um cartel formado pelas empresas multinacionais "chamadas 7 irmãs", que ditavam todas as regras aos países produtores com o objectivo de maximizarem os seus lucros. Desde então, o petróleo tem tido um papel estratégico na economia mundial. O grande interesse do comércio internacional do petróleo, facilitou a adopção de estratégia como um instrumento de política comercial das petrolíferas. A estratégia comercial das empresas petrolíferas bem como da Sonangol, é um conjunto de objectivos estratégicos de exploração, produção, aprovisionamento ou stockagem, transporte, refinação e distribuição de petróleo e produtos petrolíferos, ou seja, um conjunto de objectivos estratégicos desde a prospecção de petróleo até à distribuição ao consumidor final. A estratégia comercial dominante, tem como base, a formação de alianças estratégicas, formação de cartéis e cooperação empresarial entre as petrolíferas.
The drilling of the famous well of Edwin Laurentine Drake in the middle of the XIX century gave birth to the oil industry. With the development of the oil industry, the oil exploitation began to be controlled by a cartel formed by a group of enterprises called "the seven sisters". This group ruled the oil market, imposing their own policies to the producer countries, with the purpose of maximizing their profits. Since then, oil has played a strategical role in the world economy. The importance of oil international trade highlighted strategy as a commercial policy instrument of the oil companies. The commercial strategy of oil companies suchas Sonangol, is a sum of strategic goals in exploitation, production, stocking, transportation, refming and distributing oil and derivatives.

Die derzeitigen Strukturen der überregionalen Informationsservices sind geprägt von Bündniszwängen, die eine technologische Erneuerung der Dateninfrastrukturen blockieren. Ein Lösungsweg liegt in der Rückbesinnung auf die Idee der Offenheit, des freien Zugangs zu Information und Wissen, für die Bibliotheken mit dem Ziel der Bildung und Selbstaufklärung gegründet wurden. Im Idealfall fügen sich durch gemeinsame Wertvorstellungen und damit verbundene technologische Prinzipien die dezentralen Aktivitäten der Bibliotheken in einer Netzwerkstruktur zusammen. Die emanzipatorische Qualität des Semantic Web ist bislang weithin unterschätzt und könnte helfen, Grabenkämpfe zwischen Protagonisten und Antagonisten der Digitalisierung zu beenden. Die Autoren plädieren für Bibliotheken als Sachwalter der Offenheit, die sich für einen freien, uneingeschränkten und globalen Zugang zu wissenschaftlicher Information und für die Weiterverarbeitbarkeit dieser Information stark machen. Am Beispiel von Dateninfrastrukturen werden konkrete Handlungsschritte diskutiert. Die Autoren fordern mit ihrem Beitrag eine breite Debatte und plädieren grundsätzlich für mehr Offenheit, Wahlfreiheit und Konsequenz im eigenen Handeln
The current national information service structures are characterized by alliance constraints and lock-in phenomena that effectively block the development of state-of-the-art data infrastructures. A possible solution could be the return to the principle of openness that used to be at the heart of the concept of libraries as institutions of education and enlightenment. Ideally, shared values imply similar technological frameworks and lead to a complementary network of individual activities and services. Up to now the emancipatory quality of the Semantic Web has largely been underestimated. It could help, however, put an end to the trench warfare raging between proponents and detractors of the principle of digitisation. The authors suggest that libraries assume the role of stewards of openness and fight for free, unrestricted and global access to processable scientific information. Taking the example of data infrastructures, they discuss concrete further steps on the way to Open Science. In their article the authors put the case for a broad-based debate and demand greater openness, freedom of choice and consistency in each institution’s actions

As the performance of PCs is increasing it is of great interest to use these cheap devices as routers,which traditionally consisted of more expensive and customized hardware for that purpose. Thesoftware was also traditionally proprietary and thereby costly, but as the open source communityhas grown there have been development of open source solutions that can perform the task ofacting as a router. However as there are so many solutions out there, it can be hard for the potentialusers to choose which particular solution to use, without having to put in too much work intogetting a fully functional router solution. This study achieved this purpose by benchmarking themost popular open source software routers, in terms of performance and scalability as well asproviding a brief analysis of their basic security features. The routers that were studied wasClearOS, Untangle NG Firewall and IPFire, and after the study was complete IPFire was consideredthe superior with ClearOS as the second and Untangle as third and last.
