Abstract:
The monograph summarizes the legislative and regulatory framework, as well as shows the theory and practice of energy saving and energy efficiency development in Russia and in the world with the actualization of the use of a breakthrough domestic high-energy-efficient technology based on molecular heat generators Termaron. These devices use the principles of hydrolysis, cavitation, magnetism, resonance and synergy of these processes. The results of research conducted with the participation of specialists from Dubna state University, as well as the practice of using the Termaron ATP, showed that its operation provides a high efficiency in the use of electric energy, equal to 0.98, and the coefficient of conversion of electric energy to heat is from 2.3 to 4.6 (on average, 3.45). At the same time, the cost of heat energy and hot water supply is two to three times lower compared to traditional types of heat generating devices. It is intended for representatives of government authorities, University teachers, scientific and practical specialists in the field of design, construction and operation of energy-efficient residential and commercial real estate, state and municipal employees, managers and employees of development companies, students, masters, postgraduates and other specialists interested in improving their competencies in the field of energy efficiency based on domestic innovative breakthrough technologies in Russia and abroad.

Emergency echocardiography refers to the use of echocardiography in the assessment of patients with suspected cardiovascular disease requiring immediate diagnosis and treatment. The European Association of Cardiovascular Imaging (EACVI) has recently set standards for adequate education and training for the safe and efficient use of echocardiography in emergency cardiac care. The level of competence in echocardiography required for emergency cases is at least the same as for elective cases and competence requirements for emergency echocardiography are the same for cardiologists and non-cardiologists. The EACVI recognizes two levels of competence in emergency echocardiography: the independent operator level and the expert operator level. This chapter discusses general considerations as well as requirements and levels of competence regarding training for emergency echocardiography.

The Governor’s Dilemma develops a general theory of indirect governance based on the tradeoff between governor control and intermediary competence; the empirical chapters apply that theory to a diverse range of cases encompassing both international relations and comparative politics. The theoretical framework paper starts from the observation that virtually all governance is indirect, carried out through intermediaries. But governors in indirect governance relationships face a dilemma: competent intermediaries gain power from the competencies they contribute, making them difficult to control, while efforts to control intermediary behavior limit important intermediary competencies, including expertise, credibility, and legitimacy. Thus, governors can obtain either high intermediary competence or strong control, but not both. The empirical chapters demonstrate that the competence–control tradeoff, and the governor’s dilemma, are common conditions of indirect governance, whether governors are domestic, international, or supranational, democratic or authoritarian; and whether governance addresses economic, security, or social issues. The empirical chapters analyze the operation and implications of the governor’s dilemma in cases involving the governance of violence (e.g. secret police, support for foreign rebel groups, private security companies), the governance of markets (e.g. the Euro crisis, capital markets, EU regulation, the G20), and cross-cutting governance issues (colonial empires, “Trump’s Dilemma”).

Evidence for and against the idea that “two heads are better than one” is abundant. This chapter considers the contextual conditions and social norms that predict madness or wisdom of crowds to identify the adaptive value of collective decision-making beyond increased accuracy. Similarity of competence among members of a collective impacts collective accuracy, but interacting individuals often seem to operate under the assumption that they are equally competent even when direct evidence suggest the opposite and dyadic performance suffers. Cross-cultural data from Iran, China, and Denmark support this assumption of similarity (i.e., equality bias) as a sensible heuristic that works most of the time and simplifies social interaction. Crowds often trade off accuracy for other collective benefits such as diffusion of responsibility and reduction of regret. Consequently, two heads are sometimes better than one, but no-one holds the collective accountable, not even for the most disastrous of outcomes.

The present contribution discusses the US hostage recuse operation in Iran in 1980. After the presentation of the relevant facts and context of the (eventually aborted) operation, including the official positions of the US and Iran as publicly expressed at that time, the present contribution assesses the legality of the operation, taking into account the reactions of other states and competent international organizations. The legality of the operation is assessed under Article 2(4) and 51 of the UN Charter and other possible exceptions under customary international law such as self-help. It concludes that it is doubtful that the operation was in conformity with international law.

This manual builds on the information provided by the Chainsaw Operator’s Manual. Tree felling is a high risk activity. Many fatalities and serious injuries have occurred as a result of being struck by falling trees, dislodged tree limbs or other dangers in the area. Most of these accidents are caused by using unsafe felling techniques and not following safe work procedures. This manual will guide the faller to safer work techniques. The manual is based on the national competency standards for the forest and forest products industry where tree-felling is covered using three categories: basic, intermediate and advanced. Basic tree felling applies to trees that are relatively small, with a single stem and no defects. Intermediate tree felling covers trees with single or multiple stems, limited defects, and lean and weight distribution that can be adapted to felling direction. Advanced tree felling applies to larger and more complex trees and includes trees deemed to be more hazardous. Workplace safety, risk assessment and site preparation are included along with the theory, techniques and tools for each of the tree-felling categories.

Please check back later for the full article.The Austrian Outer Space Act, which entered into force in December 2011; and the Austrian Outer Space Regulation, which has been in force since February 2015, form the legal framework for Austrian national space activities. The elaboration of national space legislation became necessary to ensure compliance with Austria’s obligations as State Party to the five United Nations Space Treaties when the first two Austrian satellites were launched in 2012 and Austria became a launching state on its own. The legislation comprehensively regulates legal aspects related to space activities, such as authorization, supervision, and termination of space activities; registration and transfer of space objects; recourse of the government against the operator; as well as implementation of the law and sanctions for its infringement. One of the main purposes of the law is to ensure the authorization of national space activities. The Outer Space Act sets forth the main conditions for authorization, which inter alia refer to the expertise of the operator; requirements for orbital positions and frequency assignments; space debris mitigation, insurance requirements, and the safeguard of public order; public health; national security as well as Austrian foreign policy interests; and international law obligations. The Austrian Outer Space Regulation complements these provisions by specifying the documents the operator must submit as evidence of the fulfillment of the authorization conditions, which include the results of safety tests, emergency plans, and information on the collection and use of Earth observation data. Particular importance is attached to the mitigation of space debris. Operators are required to take measures in accordance with international space debris mitigation guidelines for the avoidance of operational debris, the prevention of on-orbit break-ups and collisions, and the removal of space objects from Earth orbit after the end of the mission. Another specificity of the Austrian space legislation is the possibility of an exemption from the insurance requirement or a reduction of the insurance sum, if the space activity is in the public interest. This allows support to space activities that serve science, research, and education. Moreover, the law also provides for the establishment of a national registry for objects launched into outer space by the competent Austrian Ministry. The first two Austrian satellites have been entered into this registry after their launch in 2012. The third Austrian satellite, launched in June 2017, will be the first satellite authorized under the Austrian space legislation.

This chapter considers the comparative method, arguing that scholars concerned with parallels between ancient Near Eastern and biblical literature have frequently operated without considering the crucial means of the transmission of the traditions, encompassing the availability of the texts in questions to the biblical scribe, and the linguistic competence of that scribe to read and translate Akkadian texts. This sets the stage for a new examination of the means of the transmission of Esarhaddon’s Succession Treaties to Deuteronomy, with a study of cuneiform culture in Iron II Judah. By showing that the evidence for the existence of such a tradition is essentially lacking, it will be proposed that Aramaic may have served an intermediary function between the literatures of East and West, given that the language functioned as a lingua franca during this period.

This chapter examines the idea of separating distinct governmental functions into at least three branches (horizontal separation) as a means to safeguard individual liberty. The three branches of government have different functions: the legislature legislates, the executive branch executes the laws, and the judiciary administers justice. This corresponds to the functional distribution of essential governmental tasks and competences. The chapter explores how governments based on separated (or at least divided) powers work, in a perpetual balancing exercise as a result of the operation of checks and balances. Finally, it discusses independent agencies that are now routinely added to the old constitutional mix of powers and the problem of outsourcing public powers to private actors.

The aim of the e-book is to present the theoretical, cognitive and practical aspects of the essence and complexity of operational management in a production company. The presented modern production methods together with the challenges and problems of contemporary enterprises should better help to understand the issues of sustainable development, with particular emphasis on waste. The book consists of six chapters devoted to relevant and topic issues relating to the core business of an industrial enterprise. Chapter 1 The nature of the industrial enterprise is an introduction to further considerations and deals with the essence of the basic aspects of the company. Both popular and less known definitions of an enterprise, its features, functions and principles of operation are presented. An important part of the chapter is the presentation and formulation of strategic, tactical and operational goals. Moreover, the division of enterprises is presented with the use of various criteria and the features of the industrial market, which make it distinct. Chapter 2 The operational management evolution and its role in the industrial enterprise discusses the evolution and concept of production and operational management. The management levels were also presented, indicating their most important functions. An integral part of the chapter is the essence of the production system, viewed through the prism of the five elements. Chapter 3 Functions and role in operations management presents the issues concerning the organization of production processes, production capacity and inventory management. This part also presents considerations on cooperation and collaboration between enterprises in the process of creating value. Chapter 4 Traditional methods used in operational activities focuses on methods such as benchmarking, outsourcing, core competences, JIT, MPR I and MRP II, as well as TQM and kaizen. Knowledge of these methods should contribute to understanding the activities of modern enterprises, the way of company functioning, the realization of production activities, as well as aspects related to building a competitive position. Chapter 5 Modern methods used in production-operations management discusses the less common and less frequently used production methods, based on a modern and innovative approach. In particular, it was focused on: Shop Floor Control and cooperative manufacturing, environment-conscious manufacturing (ECM) and life-cycle assessment ( LCA), waste management and recycling, Electronic Data Interchange (EDI), virtual enterprise, World Class Manufacturing (WCM), Quality Function Deployment (QFD) and House of Quality (HOQ), theory of constraints (TOC), Drum Buffer Rope (DBR), group technology (GT) and cellular manufacturing (CM), Demand Chain Management and competitive intelligence (CI). In the last section discusses: the role of sustainable statistical process control and Computer-Aided Process Planning in context formatting of information management. In particular, attention was paid to the threats related to changes in global warming, the growing scale of waste, or the processes of globalization. Metamemory refers to one’s knowledge and understanding of how learning and memory operate, as well as the interplay between the monitoring and controlling of one’s own memory and learning. This chapter reviews and evaluates the current state of metamemory research—basic, applied, and survey—with respect to its educational implications. Among the relevant aspects of metamemory discussed are the growing number of findings that, although people’s beliefs and ongoing assessments of their own learning can be sometimes quite accurate, they can also be very much at odds with their actual learning and create illusions of competence that can lead to the adoption of ineffective learning strategies. The chapter gives special consideration to procedures that might help foster metamemorial sophistication, with the goal of optimizing self-regulated learning. It concludes with some general remarks regarding the educational implications of metamemory research and offers some promising directions for future research.

Drawing upon progressive pedagogical theorists and her own experiences, the author examines the potential effects and ethical responsibility of the health humanities workshop/classroom. Is it possible to search for oppositional knowledge—as described by Talpade Mohanty—within the health humanities disciplines; what does it mean to crip, queer, or un-home these many fields? In what ways might narrative work pose risks to students when it is practiced without attention to the operation of power and privilege? The author describes the evolution of her own pedagogical approach and proposes three pedagogical pillars to guide socially just narrative practices: narrative humility, structural competency, and engaged pedagogy. By embracing the state of being “un-homed”, the health humanities may strive to become a multiply layered space and time that both affirms difference and provides an alternative to authoritarian power and oppression.

Im vorliegenden fünften Band der Reihe MimaSch werden Entstehung, Realisierung und Ergebnisse einer immer wieder geforderten Zusammenarbeit zwischen Schule und Universität dokumentiert. Im Zuge der themen- und kompetenzorientierten Vermittlung Mittelhochdeutscher Sprache und Literatur des Lehrstuhls für Deutsche Philologie des Mittelalters wurde zusammen mit dem E.T.A-Hoffmann-Gymnasium Bamberg in der gymnasialen Oberstufe ein wissenschaftspropädeutisches Seminar zum Heldenbegriff durchgeführt, an dessen Ende erste wissenschaftliche Arbeiten verfasst und präsentiert wurden. In einer Einführung wird u.a. das mittelhochdeutsche Nibelungenlied als Ausgangstext für eine schulische Auseinandersetzung mit dem Heldenbegriff diskutiert. Darüber hinaus wird aus der Sicht der betreuenden Lehrkraft der Mehrwert einer Ko-operation zwischen Schule und Universität gerade im Hinblick der aktuellen Kompetenzorientierung dargelegt. Abschließend werden die Qualifikationsarbeiten der Schüler:innen gesammelt, die eindrucksvoll die Lernprozesse und erzielten Lernerfolge verdeutlichen. In this fifth volume of the MimaSch series, the development, realization and results of a collabo-ration between school and university that has been repeatedly called for are documented. In the course of the topic- and competence-oriented teaching of Middle High German language and literature of the Chair of German Philology of the Middle Ages, a scientific propaedeutic seminar on the concept of the hero was carried out together with the E.T.A Hoffmann Gymnasium Bam-berg in the grammar school upper level, at the end of which the first scientific papers were writ-ten and presented. In an introduction, the Middle High German Nibelungenlied is discussed as a starting text for an educational examination of the concept of the hero. Furthermore, from the perspective of the supervising teacher, the added value of a cooperation between school and uni-versity is demonstrated, especially with regard to the current competence orientation. Finally, the qualification works of the students are compiled, which impressively show the learning processes and achieved learning successes.

There are two principle sources of sanctions regimes applicable to the UK, this chapter shows: those of the European Union (EU) and the United Nations (UN). The chapter first looks at the EU regime. The EU operates thirty-eight different sanctions regimes as of May 2016. They are of two types: regimes designed to implement UN-mandated sanctions regimes; and the EU’s autonomous sanctions regimes. Current EU policy on sanctions has been continuously updated. As the EU Basic Principles make clear, the EU looks principally to the UN Security Council as the source of sanctions. The UK sanctions regimes, which give effect to UN sanctions regimes, are principally introduced for three purposes: to legislate in the absence of EU competence (for example to introduce financial sanctions against so-called ‘domestic’ terrorists); to give effect to EU regimes (for example to impose penalties for failure to comply with obligations introduced by means of an EU Regulation); and to introduce measures ahead of an EU regime (where by acting unilaterally, the UK can act more speedily) or even independently.

The strategic role of subsidiaries and how they integrate into the overall system have changed and should be considered in the design of the firm—especially the kind of flexibility needed in managing vertical and lateral flows of information as well as integration of various functions. This chapter discusses three different types of design: decentralized federation, coordinated federation, and centralized hub in terms of their significance in accomplishing flexibility, national responsiveness, and the need for global integration. One significant development is the use of global networks and international teams composed of technically competent people who are dispersed across spatial, temporal, cultural, and organizational boundaries.

It is very important for surgeons to determine the optimum timing of surgical intervention, which is usually based on the clinical presentation, coronary anatomy, and biomarkers. Surgeons should be conversant with the different operative techniques, whether off- or on-pump coronary artery bypass graft surgery, that would help in achieving the best possible outcomes in such situations. Early and late survival of patients depends not only on an efficiently executed operation, but also on the competency of the post-operative care delivered. Modern perioperative management is reinforced by the availability of a variety of mechanical cardiopulmonary assist devices, like the intra-aortic balloon pump, the extracorporeal membrane oxygenation, and an array of ventricular assist devices, which aid us in managing very sick patients presenting with cardiogenic shock. The results of coronary artery bypass graft surgery for acute coronary syndrome, as published in the literature, vary significantly, because of the heterogeneity of patient populations, operative timing, and haemodynamic status, making a comparison of surgical outcomes almost impossible. Only one randomized trial has been conducted to that effect, to date. A heart team approach, involving an interventional cardiologist and a cardiac surgeon, is mandatory to determine the best treatment strategy and achieve the best possible outcomes in patients with acute coronary syndrome.

This book offers a political economy explanation for the striking cross-national differences in strategies and performance among East Asia’s automotive industries. Some countries—China, South Korea, and Taiwan—have successfully pursued “intensive” growth strategies by increasing local value added based on domestic inputs and technological competencies. Malaysia has attempted but failed to pursue this path. In contrast, Thailand has become a champion of “extensive” growth, relying on foreign assemblers and their suppliers to achieve an impressive expansion of production, assembly, and exports. Latecomer Indonesia has followed Thailand with some success, whereas the Philippines has remained an automotive backwater. Through cross-case and within-case analyses of the seven countries, the book argues that variation is a function of the institutional and political contexts in which firms operate. Different strategies require different institutions and institutional capacities. Intensive development is especially institutionally demanding. Effective institutions emerge when political leaders face severe claims on resources (security threats and domestic pressures for welfare improvement) in the absence of easily accessible revenues to satisfy such needs. Brief comparisons with Brazil, Mexico, and other developing countries confirm the utility of the analytic framework. This explanation is superior to neoclassical accounts. It is consistent with but provides more insight than other prominent approaches to development: national innovation systems, global value chains, and developmental states. New challenges facing auto assemblers and suppliers, such as the transition to electric and autonomous vehicles, will call heavily upon the institutional capacities highlighted in this book.
