As the retail industry grows more popular, ABCD, a world-class electronic commerce (e-commerce) business, is increasingly building new Fulfillment Centers (FCs) to support this rapid demand growth. It is integral for ABCD to validate the installation quality and functionality of Material Handling Equipment (MHE) in these newly built FCs so operations can avoid errors. To achieve this objective, ABCD introduced the Installation and Operational Qualification (IOQ) process in late 2014. While the IOQ process reduces early operational failures, it does not completely eliminate them. Inadequate IOQ and tighter installation timelines are leading to degraded installation quality, resulting in operational issues and costs for ABCD. As the FC network continues to grow, there is a need to improve installation quality to reduce early operational issues and enhance the FC start-up experience.
This project is a part of the ABCD Operation Engineering teams' effort to improve the existing IOQ process and the FC start-up experience. This initiative consists of three main phases. The first phase - the research phase - is dedicated to understanding the current processes and problem statement. It also includes a study of available data sources to discover failure patterns across different FCs. The second phase involves developing analytical frameworks and machine-learning models to uncover the most problematic equipment in the FC. The third phase focuses on evaluating the effectiveness of the current IOQ process based on Phase 1 and 2 findings, and identifying opportunities to better the process. The thesis summarizes the outcomes from all of these phases. The project focuses on improving IOQ coverage, efficiently reprioritizing the testing schedule, introducing threshold metric for installation quality, and exploring predictive and preventative maintenance opportunities.
This thesis also includes recommendations for refining the data-gathering process to improve future model outcomes. The ultimate goal is to improve FC installation quality and enhance the IOQ process to eliminate start-up issues. The approach taken and the recommendations proposed seek to approximate the ideal state as closely as possible. Incremental adoption of these recommendations will help deliver better-installed FCs, reduce early operational issues, improve start-up experiences, and strengthen ABCD's infrastructure.

Full textThis work aims to highlight the challenges of cultural diversity and linguistic plurality, facing the willingness emergence of the Southern Francophone countries, expressed after year 2000. Deconstruction and reconstruction of the concepts of emergence, cultural diversity, linguistic plurality, solidarity, development and global governance, under the different views of political literature, political economy, political philosophy and international relations were necessary. A step to better apprehend the behavior of the Francophonie within globalization, as well as Southern francophone countries over recent decades. A comparative evaluation was conducted in a context of action-research and following a multidisciplinary approach, which ultimately shows the level of the political, economic, social and cultural environments delays which are present in these southern Francophone countries. This delay which is characterized by an incorrect societal governance model, a financing of the economic development model based on poor foundations, lack of suitable language policy, and a presence of constitutional texts on complete phase shift with the advance of globalization. Thus, at the end of the story, a real feedback for the Francophonie is still awaited. What are today’s and tomorrow’s conditions in order to actually catch up the delay recorded in the Southern French-speaking countries? How could Francophonie react in front of this intricate situation? Some proposals are presented at the end of this research, which intends to go beyond issues of cultural diversity and linguistic plurality, as a way to lay the foundations of fair cards redistribution in the current and future of globalization, on behalf of the diversity principles, effective solidarity, practical universalism and operational humanism

Abstract Cultural properties preservation regeneration of the public concept of the gradual recognition and support in Taiwan .Since the" reuse vacant space" plan to implement cultural policy. At the same time conform to the "Cultural Tourism" new forms of tourism and afterwards many the unused spaces most proportion transform were available for local cultural museums, but also extends certain issues such as the function characteristic, operate funds, personnel training, industry consolidation. This study provides some suggestions through literature to summarize the conclusions and recommendations made .In this study that focused attention on study provides through literature analysis and read, after analysis and comparison of various patterns cases. After comprehensive analysis of the conclusions that in hastily the establishment of local cultural museums in many places, be faced situation facing the lack of funds and manpower not tourist arrivals, not popularity premises that In the popularize policy of the ministry of culture. Secondly as the concepts that local cultural properties are the reality of the common memory have been change into cultural properties preservation regeneration and local residents unite to save the collective memory field, It is unable to operate independently from the local development for the local cultural museums. The local cultural museums most important thing is the face of rapid globalization of tourism under development that it must be issued by the local characteristics of the development of the business model, not just become important cultural assets in the local , but also to attract more tourist crowds of the local cultural museums. The purposes of this study was to explore the Operational issues and Needs of the itinerant teachers in preschools in Kaohsiung. The participants were 84 itinerant teachers from Kaohsiung. We adoptedthe questionnaires from”The study of the Operational issues and Needs in case of the preschool special education Itinerant Teachers in Kaohsiung”to survey. Among 84 copies of questionnaires, 75 copies were received. 75 of the copies were in effect.We analyzedthe Operational issues and Needs of itinerant teachers with descriptive statistics.Furthermore, ANOVA,Scheffé Method, and t-test wereadopted , and importance-performance analysis by us to explore the effects ofdifferent background variables on their Operational issues and Needs. The major findings wereidentified as follows. 1. The Pre-School itinerant teachers had highest problem in “Administrative support services”. 2. The Pre-School itinerant teachers had highest demand in “Administrative support services” . 3. There were not significant differences among “Age of teacher”, “Highest education”, “Seniority”, “Knowledge background”,“Job identity” , “itinerant Category”, “Professional teamwork experience” at Operational issues . 4. There were not significant differences among “Age of teacher”, “Highest education”, “Seniority”, “Knowledge background”,“Job identity” , “itinerant Category”, “Professional teamwork experience” at Operational Needs Finally, this study also provides educational institutes, related professionals , preschool Itinerant teachers and future study with some constructive suggestions as the references.

Abstract After joining the WTO in 2002, the Financial Institutions in Taiwan has to face global competition. Both the government and the business sector understand the urgency in facing the changes and the importance of making adjustment of the financial industry. As a consequence, the Financial Institutions Merger Act was enacted in 2000 for the purpose of expanding the economies of scale of local banks through merger and acquisition. In addition, six other financial-related laws were amended or enacted in 2001. Among them, the Financial Holding Companies Act (hereinafter referred to as “FHCA”) provides that financial holding companies may be set up and cross-sector business activities may be engaged for the purpose of enhancing the competitiveness of financial institutions. However, the existence of financial holding companies can really meet the overall challenges and respond effectively? Can it bring the effects of synergy into full play and achieve the so called 3C effects, cross selling, cost saving and capital deployment? It is a very interesting question worth in depth discussion. The cross-sector operating models in the financial industry may be divided into four types: strategic alliance, establishment of subsidiary, universal banking, bank holding company or financial holding company. The FHCA in Taiwan is modeling after the structure of U.S. Financial Modernization Act of 1999. It has been ten years since the enactment of FHCA. Sixteen financial holding companies have been established under the FHCA. Does the financial policy and goal of FHCA have been served? Does the content of FHCA require further amendment? The main topics of this thesis will be concentrated on the operational synergy and cross-sector business of Financial Holding Companies. This thesis is divided into six parts. Chapter I deal with the motivation and research methods of this thesis. Chapter II brings up the history of regulation and de-regulation of the financial industry for the purpose of understanding the background we discussed. Chapter III introduces the legal structure of cross-sector operating models of the financial industry in U.S., Japan and United Kingdom. Chapter IV illustrates the contents and the characteristic of FHCA and reviews the effects of the profit-making synergy of the Taiwanese financial holding companies. Chapter V considers the relevant legal issues caused by cross-sector operation, such as the compulsory transformation, separation of banking and commerce, merger and acquisition, enforcement of the Personal Information Protection Act and loopholes in the relevant laws and regulations in the supervision of financial institutions. At the end of this thesis, several suggestions are made, recommending that Taiwan should adopt different cross-sector operating models to strengthen the profit-making synergy and competitiveness of Taiwan’s financial holding companies.

In response to the liberalization of global telecommunications and observance of undertakings for accession to World Trade Organization (WTO), a national telecommunication company was established to replace the government controlled telecommunication monopoly by referring to the experiences of industrialized countries. The liberalization of telecommunications was phased in 1997 in relaxation of the wireless mobile telecommunications businesses till 2000 for relaxation of investment in facilities-based service, which is called the fix network operator at present stage. The business triggers the redistribution of these very few resources by taking advantage of natural resources, such as radio frequency and operation on very few lands, in the process of government controlled monopoly through to oligopoly that relaxes the market territory. The conflict of interests cannot be avoided growing, yet the dilemma of redistributing resources is even more difficult to handle, comparing to that of resource distribution. For instance, the facilities based channels are monopoly that the business owners have to build up their own channel facilities with zero albeit the relaxation of fix network operation. Each business is required to establish with paid-up capital of forty billion new Taiwan dollars and with a minimum system capacity of a million phone’s numbers or ports, and to start business with 150 thousand phone’s numbers at the threshold of operation in order to achieve the goal set by the government that broadband network shall be widely established. Under such circumstances, the business owner shall finish the layout of facilities channel and broadband networks within the specified time frame. At this stage, the incumbent business owners who own the majority of infrastructure become the market dominator, while the entrants encounter the challenge of establishing new infrastructure and fail to cross the threshold of market possession, therefore, the disputes arise. The specifications for the telecommunication infrastructure in the Republic of China are established in accordance with the EU network and operation on sharable facilities. With a view of the uniqueness concerning the time frame and adopted measures for liberalization of telecommunications industry in this country, and in consideration of nationalization of foreign laws, it is required to conduct study in-depth and widely on local telecommunication market and its environment. So, the study to explore this issue. The study is conducted based on analysis and argument in four areas and come to conclusion as follows: 1. Induction in the disputes on operation in “telecommunication facilities” (construction, use and maintenance): the study attempts to discover the essential qualities of “telecommunication facilities” based on its “originality”, the causes that the issues incur, and classification of various “sharable” basic and changeable type telecommunication facilities according to “Type” methodology. 2. Assumption and analysis on major operational issues of sharable “telecommunication facilities” in the process of telecommunication liberalization. The management issues are set in respect of: (1) property right; (2) scarcity of resources; (3) public interest; (4) operational efficiency; (5) fair play. 3. Proposition of principles for recognition and review: based on the five operational issues as mentioned in previous paragraph, the following four principles for recognition and review will be induced and proved: (1) absolutely sharable; (2) flexibly sharable; (3) non-declinable sharable; (4) non-sharable. 4. Based on the recognition of “Type” specified in previous paragraph, a system of perational structure for “sharable telecommunication facilities” will be proposed: such as a sharable infrastructure being established on basis of existing sharable facilities and newly constructed facilities, and procedure for inference and implementation on business sharing, as well as the code for sharable and cooperative duties and obligations for business owners. The study is conducted on the issues regarding the operation of construction, use and maintenance of sharable telecom facilities in the process of liberalization of telecommunications in this country in terms of operational system. The study attempts to explore and analyze the operational issues, and propose a system of “operational structure for sharable telecom facilities” that might decrease the disputes among business owners and facilitate to establish a fair play environment through liberalization.

Full textThe prevention of environmental deterioration and the concept of sustainable development has become a major concern worldwide. However, increasingly affluent lifestyles along with continual commercial and industrial growth have led to the rapid increase in waste production (Renoua et al., 2008). The most common method of dealing with this production of waste is the disposal thereof by landfill, although this technique is widely viewed as unsustainable. Landfilling is critical to integrated waste management in South Africa due to its simplicity and cost effectiveness (Allen, 2001). Thus, there is a great need for environmentally acceptable landfill management practices. This research is primarily concerned with landfill management strategies and their effect on operational and management issues. A comparative analysis of the Marie Louise and Rooikraal landfill sites was carried out to distinguish differences in landfill management strategies and their outcome on operational and management issues. A concept, indicator, variable approach was used as comparative framework, while external audit reports, landfill management plans, and interviews were used as data sources identifying indicators and variables for analysis. Findings revealed that the Rooikraal landfill has been performing at a high standard, while the Marie Louise landfill has been underperforming due to a number of management failures. Factors that could have contributed to this failure include: external factors and its strain on effective management, capacity of local governments to deliver services with regard to waste management, issues surrounding co-operative governance, legal enforcement and compliance, and lack of control and awareness over landfill operations. These issues are direct consequences of landfill management and operation through municipal entities, making landfill management through municipal entities a key area of concern for effective landfill operations.

The purpose of this study is to probe into the organization positioning and operational issues of Senior Citizen Institute from the perspective of education and social welfare. This study was conducted by using focus group discussion method, inviting experts and scholars discoursed and combined with the researcher’s personal experiences in the operation of Senior Citizen Institute. The discussion started with the background and history of Senior Citizen Institute, its organization positioning of Senior Citizen Institute between senior education and social welfare. In addition examine the problems Senior Citizen Institute encountered and hence the possibility of making changes. With limited senior educational specialties and government resources, the integration of Senior Citizen Institute and Senior Academy is to be expected. The results found Senior Citizen Academy was still considered a social welfare category in terms of the evolution of history, the existing system, and the participant's opinion. In view of the attributes of the Senior Citizen Academy and the provisions of the welfare for the elders, Senior Citizen Academy shall be subordinate to the Ministry of Education. Currently, Taiwan’s Evergreen Institutes have the tendency to run by BOT model with the principle of operating independently both on administration and finance. Most students at Senior Citizen Institute are retired veterans and retired civil servants. In contrast, societal low status of the people rarely participated. Due to no graduation certificate resulting in low student turnover rate. Therefore, exploring the feasibility of integration of Senior Citizen Institute and Senior Academy is a new bright spot and worth of further investigation. This study presents the following conclusions based on this study purpose: 1. Although currently Senior Citizen Institute belongs to the domain of social welfare, the trend is taking a step toward to the professional domain of senior education in terms of regulation and operation. 2. There are different perspectives on the orientation of Senior Citizen Institute organization. Therefore, more discussions are needed to reach consensus. 3. Three major problems revealed after taking an analysis of current issue that Senior Citizen Institute encountered in Taiwan. They are: Insufficient tuition cannot meet operating costs, inadequate curriculum planning to meet aging students and lacking of teacher evaluation system. 4. Elderly education theory, professional basis, and practical experience have been developed. Senior Citizen Institute operation has advanced to age education institution with the feasibility; however the policy support is a must. 5. The integration of Senior Citizen Institute and Senior Academy should be feasible. However, a specific integration approach should have complementary strategies Based on the results of this study, following suggestions are recommended: 1. To the supervisor of Senior Citizen Institute a. Assistance should be provided to help organizations become independent. b. A system of subsidizing Senior Citizen Institutes should be wisely distributed. c. The right of those who under privileged to learning should be well looked after. 2. To the government operation team of Senior Citizen Institute a. Offer a variety of classes to meet the trend and needs. b. Establish a system to recruit more new students. c. Hire or train personnel with senior education expertise. d. Construct an operation model that is sustainable. e. Set up clubs and help those who have learned to continue their learning. 3. To senior education policies maker a. Integrate current policies and subsidies regarding senior education that are scattered. b. Establish organizational models and senior education evaluation systems. 4. To seniors a. Willingly to take different classes and expand learning and makeing new friends. b. Contribute to be a teacher for Evergreen Institute. c. Participate in clubs and public affairs. 5. Future research suggestions a. Local and central government management and organizing units should engage in discussions. An interactive model needs to be set up and explored. b. Future developments from the educational perspective, including curriculum design, teacher qualification evaluation and learning effects, are worth of investigating.
