Abstract:
We examine the role of delivery of subsidized seeds and fertilizers in the form of agricultural minikits by local governments in three successive farm panels in West Bengal spanning 1982–1995. These programs significantly raised farm value added per acre, accounting for almost two-thirds of the observed growth. The estimates are robust to possible endogeneity of program placement, controls for farm and year effects, other programs of agricultural development, local weather, and price shocks. The effects of the kits delivery program overshadowed the effects of other rural development programs, including the tenancy registration program Operation Barga. (JEL O13, Q12, Q16, Q18)

The Great Lakes Ballast Technology Demonstration Project has investigated the effectiveness of automatic backwash screen filtration of ballast water during its uptake as a means of minimizing the potential for the introduction of nonindigenous species. The Great Lakes Protection Fund; the State of Minnesota, upon the recommendation of the Legislative Commission for Minnesota Resources (LCMR); the LakeCarriers' Association; Northeast-Midwest Institute; Federal agencies and universities have supported this project. Initial testing during the 1997 operating season involved testing onboard the Seaway-sized bulkcarrier MV Algonorth during operations between the Gulf of St. Lawrence and Great Lakes ports. Thistesting provided important information on system design, operations, and filtration biological effectiveness, but the mechanical test results were of limited value as benchmark experiments. During the summer of1998, the modular system was installed on a barge located in the Duluth, Minnesota, harbor to permit more controlled, intensive mechanical and biological testing. The overall design of the shipboard and the bargeballast water filtration test installations are briefly summarized. The barge mechanical test program involved extended testing with 25 micron, 50 micron, and 100 micron filter screens at a nominal 1500 U.S.gpm using an operating profile that approximates normal ship ballast operations. The results of this test program are reported. Lessons learned in the system design, operation, and test program are discussed.

Usual specially designed barges are involved in the off-shore operations that have to be evaluated by several criteria, inclusive of the seakeeping capabilities. The paper includes a comparative seakeeping study of two constructive versions for a large off-shore barge with a length of 189 m, having different breadths 40 m and 50 m. Both constructive versions are on the full cargo 23000 t condition. The seakeeping analyses are done with our own software DYN-OSC, developed by linear potential Lewis’s strip theory. The seakeeping studies are done in oblique irregular waves with a maximum height of 12 m and for the off-shore barge maximum operation speed of 7 knots. The results of this comparative study reveal the differences in the seakeeping operation capabilities for the two off-shore barge constructive versions.

<p>The operation of dust suppressor and dust collector was operating semi-manually by pressing the power button on the local panel during the initial unloading of coal material from the barge or stockpile, where local operators manage several large areas. This research is carried out on the implementation of Automatic Dust Detector for Dust Suppression operational at Paiton Unit 9 power plants with the aim of increasing the efficiency of operator and equipment performance. We use House of Quality (HOQ) as a determinant of the priority scale for technical response to be implemented, namely the addition of an Automatic Dust Detector. The results obtained showed a decrease in the calculation of the dust suppression operating time, i.e. from 5 hour 54 minutes to 5 hour 6 minutes, from 1005,36L/barge to 869,04L/barge for water consumption, and 1L/barge to 0,86L/barge for chemical use. Furthermore, the implementation of the Automatic Dust Detector can significantly increase efficiency at least 15% from operating time difference. </p>

ABSTRACT The tank barge Morris J. Berman grounded on January 7, 1994, spilling at least 750,000 gallons of low API fuel oil onto the most heavily used beaches of San Juan, Puerto Rico, at the height of tourist season. The vessel's condition deteriorated rapidly due to heavy ocean swells. Most of the discharged oil was blown directly ashore into three natural containment basins. The rest beached in varying quantities along 65 kilometers of shoreline on the north coast from Loiza to Punta Borinquen. On January 8, lightering and salvage operations commenced, the barge was removed from strand on January 15, towed offshore, and scuttled approximately 28 kilometers north of San Juan in 1,000 fathoms of water. Response operations were complicated by the large quantities of oil that sank while retaining its original viscosity and remaining highly mobile. This required a technically, logistically, and financially demanding cleanup operation involving diving, dredging, sand removal, sand washing, sand replacement, and biodegradation.

Abstract Autonomous and unmanned shipping is revolutionizing the maritime industry by introducing a paradigm shift on how to design the vessels and supporting land-side infrastructure. Currently, there is a lack of formalisms on how to plan for such operations, determining the varying degrees of autonomy and human responsibility, whilst ensuring safety and security. This paper describes fundamental concepts of autonomy in the context of ships. These are then applied in a methodology used to create systematic and structured descriptions for the operation of autonomous ship systems. The examples we use are based on ongoing efforts related to a planned autonomous inland waterway (IWW) barge operation. Finally, we show how the descriptions can be used in conjunction with existing safety and security analysis techniques. Our experience with this methodology is that it allows for a smooth transition from the autonomous ship system design phase to the assessment of the same system using UML notations. We believe that the same methodology can be easily applied to the other use cases and similar systems elsewhere.

Installing a large deck onto a platform, such as a spar, using the floatover method is gaining popularity. This is because the operational cost is much lower than other methods of installation, such as modular lifts or a single piece installation by a heavy lift barge. Deck integration can be performed on land, at quay side and will not depend on a heavy lift barge. A new concept for a floatover vessel has been developed for operations in the Gulf of Mexico and West Africa. In this application sea state conditions are essential factors that must be considered in the Gulf of Mexico, especially for transportation. In West Africa, swell conditions will govern floatover deck (FOD) installation. Based on these two different environmental conditions, Technip Offshore, Inc. developed the FOD installation concept using semi-submersible barge type vessels. A significant amount of development work and model testing has been done on this method in recent years on spar floatover. These tests have validated our numerical methods. Another test was conducted to investigate the feasibility of a deck float-over operation onto a compliant tower for a West Africa project. The project consists of a compliant tower supporting a 25,401metricton(28,000s.ton) integrated deck. This paper will describe comparisons between model test data and numerical predictions of the compliant tower floatover operation.

Abstract:
A pesquisa faz um histórico da Operação Urbana Água Branca, como instrumento de transformação urbana da região da Barra Funda em São Paulo. Após debates ao longo da década de 1980, a Operação Urbana é adotada como instrumento urbanístico no Brasil, e especificamente em São Paulo, no Plano Diretor de 1985. Sua adoção definia como objetivo a transformação de lugares estratégicos da cidade por meio da captação de recursos advindos da iniciativa privada em momento de diminuição do investimento público. Nesse sentido, as formas de relação entre poder público e capital privado são abordadas pela pesquisa, procurando-se definir os resultados derivados de políticas, posturas, estratégias e mecanismos urbanísticos diversos, adotados no período 1995-2015, ao longo do qual a Operação Urbana Água Branca adota progressivamente as características de projeto urbano, voltado para o redesenho do bairro. O trabalho constrói inicialmente um panorama da evolução do bairro anterior à criação da Operação Urbana, após o que analisa a fundamentação teórica do instrumento e finalmente sua adoção pelo Executivo municipal paulistano. Discute-se também o processo de formulação, adoção e posterior abandono, em 2006, do projeto vencedor do Concurso Bairro Novo pelo poder público, e como as características dos cenários político, urbanístico e econômico-financeiro naquele momento contribuíram para o desfecho do processo. A dinâmica de desenvolvimento imobiliário da Barra Funda, posterior ao descarte do projeto do Bairro Novo, é examinada, com foco especial para o projeto e construção do empreendimento Jardim das Perdizes, mini-bairro construído pelas incorporadoras Tecnisa e PDG em espaço central ao bairro. O trabalho procurou igualmente avaliar quais modificações no uso e ocupação do solo no mesmo período são de fato induzidas pelos instrumentos previstos na lei e quais destes resultados independem ou dependem em grau menor da existência da Operação Urbana. Por fim, a pesquisa concentrou-se no detalhado processo de revisão da Operação Urbana Água Branca e sua transformação em Operação Urbana Consorciada, com maior participação de representantes da sociedade civil por meio da formação de um Grupo de Gestão e foco mais acentuado em construção de Habitação de Interesse Social. O processo mais recente é também caracterizado por estratégias múltiplas de interação entre poder público e capital privado consubstanciadas na criação de instrumentos urbanísticos diversos na nova Lei, que oscilam entre atuação direta do Executivo municipal na urbanização, parcerias público-privadas, e mecanismos de indução de adoção pelos incorporadores de características urbanísticas pretendidas pelo poder público. A transformação da Operação Urbana Água Branca é vista também como associada à adoção de princípios derivados do Estatuto da Cidade. O trabalho permitiu avaliar as possibilidades do instrumento da Operação Urbana Água Branca e de sua versão Consorciada para transformar positiva e criativamente o bairro da Barra Funda por meio de necessária e complexa interação entre poder público e capital privado, ainda que este instrumento deva ser continuamente aprimorado pela participação intensa da sociedade civil em seu processo.
The research is a history of the Urban Operation Água Branca, as an urban transformation tool in the Barra Funda district in São Paulo. After debates throughout the 1980s, the Urban Operation is adopted as an urban instrument in Brazil, specifically in São Paulo, in the Master Plan of 1985. Its adoption defined the objective of transforming strategic places of the city through fundraising coming from the private sector at a time of decreasing government investment. In this sense, forms of relationship between government and private equity are covered by the dissertation, seeking to define the results derived from policies, attitudes, strategies and different urban mechanisms adopted in the period 1995-2015, over which the Urban Operation Água Branca gradually adopted urban design features, aimed to redesign the neighborhood of Barra Funda. The work initially builds an overview of developments in the previous years of the creation of the Urban Operation, after which analyzes the theoretical basis of the instrument and finally its adoption by the São Paulo Municipal Administration. We also discuss the formulation, adoption and subsequent abandonment in 2006 of the winner project of the competition Bairro Novo, and how the characteristics of political, urban, economic and financial scenarios in that time contributed to the outcome of the process. The dynamics of the real estate development of Barra Funda, after the competition, is examined with a special focus on the design and construction of the project Jardim das Perdizes, a mini-neighborhood built by developers Tecnisa and PDG in a central space to the neighborhood. The work also sought to assess which changes in land use and occupation in the same period are indeed induced by the instruments provided for by law and also which results do not depend or rely to a lesser extent on the Urban Operation existence. Finally, the research focused on the detailed process of revision of the Urban Operation Água Branca by the municipality and its transformation into an Urban Operation Consortium, with greater participation of representatives of civil society through a Management Group and a sharper focus on social housing. The most recent case is also characterized by multiple strategies of interaction between government and private capital embodied in the creation of many urban instruments in the new law, ranging from direct action of the municipal executive in urbanization and public-private partnerships to mechanisms for the induction of adoption by developers of urban characteristics required by the government. The transformation of the Urban Operation Água Branca is also seen as a reflection of the adoption of principles derived from the the Brazilian federal urban development law known as Estatuto da Cidade. The research allowed to evaluate the possibilities of the Urban Operation Água Branca and its Consortiated version to transform positively and creatively the Barra Funda district through necessary and complex interaction between government and private capital, although this instrument should be continuously enhanced by the participation of civil society.

Syftet med vår uppsats är att genom kvalitativa intervjuer studera hur de som arbetar som utryckningspersonal inom Räddningstjänsten ställer sig till att få in kvinnor i sina arbetsgrupper. Brandmän inom den kommunala Räddningstjänsten i Västra Götaland upplever att en jämnare könsfördelning skulle kunna påverka den dagliga arbetssituationen gällande arbetsmiljö, arbetsuppgifter och relationer. Genom teorier från Daniel Levi och Erving Goffman resonerar vi kring hur män inom den operativa utryckningsstyrkan beskriver hur gruppsammanhållning och språk konstrueras på arbetsplatsen samt hur dessa individer anpassar sina liv efter olika roller beroende på vilken situation de befinner sig i. Enligt några av våra respondenter finns det aktörer på marknaden som anser att den svenska kommunala Räddningstjänsten bör bli en mer jämställd arbetsplats för att mer spegla det samhälle vi idag lever i. Våra resultat visar att män inom den operativa utryckningsstyrkan mer än gärna välkomnar kvinnor i organisationen under förutsättning att de deltar på lika villkor och inte särbehandlas på grund av sitt kön. Det finns inga absoluta hinder till att kvinnor kan arbeta inom den operativa utryckningsstyrkan i Räddningstjänsten och heller inga motstånd bland de respondenter vi tillfrågat.

Syftet med studien var att undersöka hur och varför motiven för att arbeta med jämställdhet kan skilja sig åt på olika organisatoriska nivåer inom äldreomsorgen i en offentlig organisation. För att besvara syftet användes följande frågeställningar: ”Hur motiveras jämställdhetsarbetet på olika organisatoriska nivåer inom äldreomsorgen i en offentlig organisation?” samt ”Hur kan de bakomliggande motiven för att arbeta med jämställdhet förklaras?”. Studien har genomförts genom en kvalitativ metod, där jag har genomfört enskilda intervjuer med HR-strateger, enhetschefer och fackliga representanter för medarbetarna. Jag har även genomfört fokusgruppsintervjuer med enhetschefer ochmedarbetare. De teorier som jag använt mig av är dels genusteorier som doing gender, Hirdmans genusordning och synen på kvalitativ och kvantitativ jämställdhet, men jag har också använt mig av teorier som bidrar med att förklara motstånd och uppslutning kring organisationsförändringar. Studien visar att motiven för att arbeta med jämställdhet skiljer sig åt mellan den operativa och den strategiska nivån. På den operativa nivån diskuteras jämställdhet främst ur ett rättviseperspektiv, medan det på den strategiska nivån diskuteras mer ur ett utvecklingsperspektiv. Studien visar att respondenterna har olika syn på vad jämställdhet är och innebär, och att när dessa skilda synsätt inte diskuteras leder det till olika uppfattningar om var det är och inte är jämställt i organisationen. Studien stöder tidigare forskning som konstaterat att det ofta finns en skillnad mellan det jämställdhetsarbete som diskuteras på strategisk nivå och det jämställdhetsarbete som sedan sker på praktisk nivå. Men studien bidrar även med en förklaring till detta. Det visar sig i undersökningen att motiven för att arbeta med jämställdhet kan delas upp beroende på om det är det allmänna jämställdhetsarbetet i hela organisationen som avses eller om det är det verksamhetsnära jämställdhetsarbetet i den egna arbetsgruppen som avses. Om jämställdhet diskuteras ur etträttviseperspektiv, och chefer och medarbetare anses att det är rättvist i den egna arbetsgruppen, gör det att jämställdhet blir till något av en ickefråga på den operativa nivån. Det gör att även om det finns frågor som skulle kunna drivas med ett genusperspektiv så görs inte det, och de skillnader och orättvisor som lyfts fram av den operativa nivån riskerar att bestå.

Command and control (C2) and maneuver are basics in the use of tactics and theories about warfare. This study aims to understand them better by conducting a case-study on the battle of Leyte and find if the use of them can explain the outcome of the battle. Wayne P Hughes theory about command and control and maneuver will be used. These variables were found in Hughes theory about C2: distribution of effect, conducting (of C2), aids, planning and time and timing. Regarding maneuver these variables were found: Position, time and speed. The result of the study is that the use of distribution of effect, conducting and planning as C2 and position in maneuver gave a positive outcome for the Americans. The misuse of time and timing in C2 by the Japanese and a misuse of time in maneuver gave a negative outcome.

Dados de sensoriamento remoto são capazes de prover informações qualitativas e quantitativas sobre sistemas aquáticos. Em vista da disponibilidade dos dados gratuitos do sensor Operational Land Imager (OLI) a bordo do satélite Landsat-8, o presente trabalho teve por objetivo analisar o seu potencial para estimar sólidos suspensos totais no reservatório de Barra Bonita, sendo este o primeiro de uma série de reservatórios em cascata do Rio Tietê, no estado de São Paulo. Além de sua produtividade energética, o sistema aquático faz parte da hidrovia Tietê-Paraná, responsável pelo transporte de produtos agrícolas no Brasil. A modelagem de sólidos foi realizada quantitativamente por meio de modelos bio-ópticos, os quais expressam matematicamente a relação entre dados limnológicos e radiométricos. Além dos dados do sensor OLI/L8, os sensores Moderate Resolution Imaging Spectroradiometer (MODIS) e Ocean Land Colour Instrument (OLCI) a bordo dos satélites Aqua e Sentinel-3, respectivamente, também foram analisados. Os resultados obtidos demonstraram que, para alguns modelos bio-ópticos, não há diferenças estatisticamente significativas quanto ao uso dos sensores MODIS, OLCI ou OLI. Em vista da melhor resolução espacial, o sensor OLI foi utilizado para mapear a dinâmica de sólidos em suspensão. Remote sensing data can provide quantitative and qualitative information about aquatic systems. Regarding on freely availability of Operational Land Imager sensor on board Landsat-8 satellite, this study aiming to analyze its potential to estimate total suspended matter in Barra Bonita hydroelectrical reservoir, which is the first reservoir in Tiete River cascade, in São Paulo State. Besides its energy productivity, this aquatic system is part of Tietê-Paraná hydroway, which is responsible to transport the Brazilian agricultural products. Suspended matter modelling was made based on bio-optical models that are able to use mathematical relationships between radiometric and limnological data. Besides OLI/L8 data, MODIS and OLCI data, sensors on board Aqua and Sentinel-3 satellites, respectively, were also investigated. The results showed that some bio-optical models can estimate suspended matter with MODIS, OLCI and OLI data without significant statistical difference. Based on better spatial resolution, OLI was choose for mapping suspended solid dynamic. OLI time-series, from 2013 to 2015, after being atmospherically corrected, allowed evaluating suspended matter dynamic. The dry periods showed lower suspended matter concentrations than wet periods, considering that in dry periods the main responsible to increase suspended matter levels are Piracicaba and Tiete Rivers, while in wet periods, this increase could be attributed to the others tributaries among the Barra Bonita channel. Furthermore, higher concentrations occurred in January and December months. Obtained results confirmed the initial hypothesis, which was based on the premise that OLI radiometric and spatial resolutions are able to provide data to map suspended matter in Barra Bonita reservoir

Resumo: Dados de sensoriamento remoto são capazes de prover informações qualitativas e quantitativas sobre sistemas aquáticos. Em vista da disponibilidade dos dados gratuitos do sensor Operational Land Imager (OLI) a bordo do satélite Landsat-8, o presente trabalho teve por objetivo analisar o seu potencial para estimar sólidos suspensos totais no reservatório de Barra Bonita, sendo este o primeiro de uma série de reservatórios em cascata do Rio Tietê, no estado de São Paulo. Além de sua produtividade energética, o sistema aquático faz parte da hidrovia Tietê-Paraná, responsável pelo transporte de produtos agrícolas no Brasil. A modelagem de sólidos foi realizada quantitativamente por meio de modelos bio-ópticos, os quais expressam matematicamente a relação entre dados limnológicos e radiométricos. Além dos dados do sensor OLI/L8, os sensores Moderate Resolution Imaging Spectroradiometer (MODIS) e Ocean Land Colour Instrument (OLCI) a bordo dos satélites Aqua e Sentinel-3, respectivamente, também foram analisados. Os resultados obtidos demonstraram que, para alguns modelos bio-ópticos, não há diferenças estatisticamente significativas quanto ao uso dos sensores MODIS, OLCI ou OLI. Em vista da melhor resolução espacial, o sensor OLI foi utilizado para mapear a dinâmica de sólidos em suspensão. Abstract:
Syftet med den här studien är att analysera vilka initiala och operationella normer som har använts vid översättningar till tyska av sångboksuppslag till visor skrivna av Astrid Lindgren. Modellerna som har använts är hämtade från Franzon (2009), Franzon (2016) och van Meerbergen (2010). Frågeställningarna berör musikalisk rytm, retoriska stilmedel inom texterna samt interaktionsgraden i text och bild med läsaren. Syftet är även att se hur aktiva respektive passiva huvudpersonerna i böckerna är. Resultaten visar att översättningarna av beskrivande visor med långa verser tenderar att bli kortare och mycket förändrade i jämförelse med översättningarna av visor med korta verser och en mindre beskrivande natur. Interaktionsgraden med läsaren är för det mesta låg i både text och bild i käll- och måltexterna. Huvudpersonerna i de tyska översättningarna är även mer aktiva i det tyska översättningarna än i de svenska originalen.
The aim of this study is to analyse which initial and operational norms that were used in the German translation of pages from a songbook written by Astrid Lindgren. The models that are used are taken from Franzon (2009), Franzon (2016) and van Meerbergen (2010). The research questions concern musical rhythm, rhetorical methods within the text, the interaction level between images and text and the reader. The purpose is also to see how active or passive the main characters in the books are portrayed. The results show that translations of describing songs with long verses tend to become shorter and very changed compared to translations of songs with short verses and with a less describing nature. The interaction level with the reader is mostly low in both source and target texts and images. The main characters are also more active in the German translations than in the Swedish originals.

In the late 1970s and 80s, a handful of Indian filmmakers forged an alternative philosophy of cinema that was markedly distinct from run-of-the-mill Bollywood romances. As the founding father of this realistic ‘new wave’ cinema, Benegal consciously engaged with urgent political matters, such as class struggle, in his films. Arohan (The Ascent, 1983) is one such filmic experiment in which he faithfully documents the triumph of class struggle, assisted by a state government committed to Marxist-Leninist ideology.The objective of this chapter has been to analyze the resilience of the Indian proletariat class, namely the sharecroppers (bargadars) and landless laborers, to overcome the impediments to land rights laid both by the landlords (jotedars) as well as the cumbrous administrative and judicial systems. Set in rural West Bengal between 1967 and 1980, the film charts the journey of a poor peasant, Hari Mondal, caught in a predicament where his options are either to accept the brutal conditionality of the jotedar or to get embroiled in the violent anti-establishment Naxalite movement, to establish his land rights. In this connection, the chapter draws references to institutionalized peasant empowerment through the policy of Operation Barga launched by the Left Front Government in 1977.

The airport cluster plays a pivotal role in the highly-growing market of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) through achieving bundling of cargo flows via multimodal transport and higher connectivity to the rest of the world via frequent transport services. Due to the uncertainties of cross-border logistics, as well as limited and expensive space at the airport cluster, it is increasingly popular to build cross-border logistics parks in the Pearl River Delta region for cargo consolidation and storage, where customs clearance, security screening, and other services for exports could be completed before transporting cargoes to the airport cluster by sea for air transshipment to worldwide destinations, and vice versa. This paper studies the design of cross-border scheduled transport service by barge between a logistics park and multiple airports in the airport cluster for both imports and exports. The barge service is operated by a third-party logistics company who visits multiple airports to pick up and drop off cargoes in milk-run mode. In addition to the barge service, the operator offers the more expensive truck service for supplementary and expediate transport. We model this scheduled transport service design problem with the objective of minimizing the total operating cost considering transport cost, flight schedules, and capacity limits. A series of numerical experiments are conducted to illustrate the effectiveness of the scheduled transport service and generate managerial guidelines for the GBA multimodal transport development.

The Barguzin River flows out of the Barguzin Mountains, through the town of Barguzin and then the coastal community of Ust-Barguzin before it finally loses itself in a broad cove of Baikal known as Barguzin Bay. The only way across the river for miles upstream from the lake is a ramshackle little wooden ferry with a tiny, corrugated steel shed with a wood stove in it and room on its deck for about half a dozen cars. The ferry slips noiselessly away from the end of the road on the south bank, and looking west toward the lake, two ghostly, rusting timber loading cranes loom on the horizon while the river spills over into a grassy marsh on its north bank. Turning back to the east, there’s a small motorboat laboring to get upstream—laboring because it’s attached to a tow rope, which is attached to the ferry. The ferry, it turns out, is just a hapless little barge, at the mercy of the river without the guidance of the motorboat pilot on the other end of the towline. Our crossing takes less than five minutes, and connected to it by nothing but that single strand, the pilot directs the barge into place perfectly on the far side. But the deckhand fails to secure it, the ferry swings wide in the current, spins ninety degrees, and slams butt-end into the dock. The pilot scowls as he turns the motorboat around and uses its blunt bow, covered in a tractor tire, to push the barge back into place, where the deckhand finally lashes it to the dock. The Barguzin is Baikal’s third largest tributary, after the Selenga to the south of here and the Upper Angara to the north. It carries about six percent of the water flowing into the lake, along with migratory fish like omul and sturgeon, born in the shallow gravel beds upriver before wandering downstream to spend most of their lives in the lake. And even though it flows through only two towns between its headwaters and the lake, the Barguzin carries a significant pollution load into Baikal, as well, especially organic chemicals from timber operations.

Tambora field is a mature gas field located in a swamp area of Mahakam delta without artificial lift. The main objective of this project is to unlock existing oil resources. Most oil wells could not flow because there is no artificial lift, moreover the network pressure is still at Medium Pressure (20 Barg). Given the significant stakes, the option to operate the testing barge continuously as lifting tool is reviewed. The idea is to set the separator pressure to 1-3 Barg, so that the wellhead flowing pressure could be reduced to more than 15 Barg which will create higher drawdown in front of the reservoir. The oil flows from the reservoir into the gauge tank, where it is then returned to the production line by transfer pumps. The trial was performed in well T-1 for a week in November 2017 and successfully produced continuous oil with a stable rate of 1000 bbls/d. What makes this project unique is the continuous operation for a long period of time. Therefore, it is important to ensure the capacity of the gauge tank and the transfer pump compatibility with the rate from the well, the system durability which required routine inspection and maintenance to ensure the testing barge unit is in prime condition and to maintain vigilance and responsiveness of personnel. This project started in 2018 for several wells and the cumulative production up to January 2020 has reached 158 k bbls and will be continued as there are still potential oil resources to be unlocked. Innovation does not need to be rocket science. Significant oil recovery can be achieved with a simple approach considering all safety operation, production and economic aspect.

Special station-keeping requirements must be defined for a safe operation of a DP pipe-laying and crane barge. When a pipe is being laid in shallow waters, small displacements of the launching ramp may induce large forces on the pipe or even to deviate it from the defined route. Offshore crane operations are performed in close proximity with other vessel or platform, and large loads are transported in a pendulum configuration. Again, a precise positioning of the barge is required, in order to avoid unsafe relative motions, as well as keep the load being transported on a stable position. Due to these special DP requirements, it has been shown in the present work that a simple static analysis of the DP System is not adequate in this case. Dynamic effects related to wind gusts, slow drift forces, propellers response, DP filtering and time-delay must be considered since the initial stages of DP specification. The common approach of considering an amount of 20% extra power to compensate for dynamic effects may underestimate the necessary power. A fully non-linear dynamic simulator was then used to carry out a complete analysis of the barge. Thrust utilization capability plots were obtained for the DP design environmental condition, considering the occurrence of a single failure. After that, an analysis of the environmental conditions in the Brazilian waters was carried out, and a comprehensive set of more than 1700 conditions were obtained. Dynamic simulations were then used to define the operational window of the barge as well as the estimated downtime for each operation. The barge is also able to operate in a DP-mooring assisted mode. The simulations were used to define under which operational and environmental conditions that such mode must be used.

Jack-up barges are commonly used for marine operations in the offshore oil and gas, and offshore wind industries. A critical phase within the marine operation activities is the positioning of the jack-up legs onto the seabed. During this process, large impact velocities and forces may arise from the barge’s heave, roll and pitch motions, and structural damage of the legs can occur. This paper numerically investigates the effect of a flopper stopper (FS) on the motion responses of a jack-up barge from the offshore wind industry. The FS is known as a passive roll compensation device. It is suspended from the side of the barge by means of wire ropes and cantilever beams. A simple geometry of an FS is proposed, and the working principle introduced. For the loading condition before the leg-soil impact occurs, global dynamic analyses of the coupled system are conducted. Characteristic values of impact velocities are used to establish the jack-up operational limits in terms of the significant wave height and peak period. By comparing the operational limits for the barge with and without FS, it is found that FS should be placed on the weather side. At beam seas, the current FS can lead to a maximum increase in the operational wave height limit of 35%, whereas for the other wave headings, it may not be beneficial to use FS.

The coupled hydrodynamic of a DP Barge operating close to a FPSO is evaluated. Experimental tests in a wave basin were performed to obtain the system dynamic behavior for several relative positions and environmental incidences. Two small scale models with factor 1:48 were tested in three different relative positions, five incidence angles and two irregular seas. The industry experience in operating barges was used to provide the insight to select these configurations. The DP Barge model was equipped with a dynamic positioning (DP) system, in order to keep its position relative to the FPSO. The FPSO model uses a scaled spread mooring system. Motions for DP Barge only were also obtained. Discussions are centered in reduction or amplification of DP Barge motions due the FPSO presence. Results are presented in terms of motions significant amplitude and RAO curves. A numerical model was evaluated and its results compared with the experiments. Some considerations, problems and conclusions about the operation were also obtained. These discussions complement the study presented by Vieira et al. (2011), which explored this operation numerically. A companion paper (Tannuri et al., 2012) will discuss the effects of the hydrodynamic coupling on the DP performance of the barge.

DP crane barges operate in close proximity to FPSO (Floating Production Storage and Offloading) during lifting operations. This operation is critical since small variations of the relative position may result in collision between the bodies or large motion of the lifting load. The hydrodynamic interactions between the units are an important effect that must be considered in the analysis of those operations. The interactions are an intricate problem that cannot be modeled analytically in an appropriate way. Hence, experimental and numerical tools are applied for the definition of the environmental conditions for a safe operation or the optimal relative positioning between the vessels. A research project conducted by Petrobras in cooperation with Brazilian universities aims to develop and to validate numerical tools for aiding the design and analysis of the DP lifting operations. They are based on dynamical time-domain simulations of the operation and can be used for predicting several parameters of the operations. The experimental tests that will be used for validating this numerical model, concerning the DP performance when the crane barge is close to a FPSO, are presented in this paper. The tests were conducted in an ocean basin using the model of a moored FPSO and the DP crane barge. The station keeping ability (relative motion) and the performance of the propulsive subsystem of the DP crane barge (power and thrust utilization parameters) are measured. Several relative positions and wave conditions were considered.

Installing a large deck onto a platform, such as a spar, using the floatover method is gaining popularity. This is because the operational cost is much lower than other methods of installation, such as modular lifts or a single piece installation by a heavy lift barge. Deck integration can be performed on land, at quay side and will not depend on a heavy lift barge. A new concept for a floatover vessel has been developed for operations in the Gulf of Mexico and West Africa. In this application sea state conditions are essential factors that must be considered in the Gulf of Mexico, especially for transportation. In West Africa, swell conditions will govern floatover deck (FOD) installation. Based on these two different environmental conditions, Technip Offshore Engineering developed the FOD installation concept using semi-submersible barge type vessels. A significant amount of development work and model testing has been done on this method in recent years on spar floatover. These tests have validated our numerical methods. Another test was conducted to investigate the feasibility of a deck float-over operation onto a compliant tower for the Benguela Belize (BBT) project. The BBT project consists of a compliant tower supporting a 25,401 metric ton (28,000 s. ton) integrated deck. This paper will describe comparisons between model test data and numerical predictions of the compliant tower floatover operation.

The installation of pipelines is among the most challenging offshore operations. Conventional offshore pipeline installation operations in Brazil have been performed in an S-Lay procedure employing the BGL-1 barge, owned by Petrobras. The BGL-1 is a second generation lay barge and performs installation operations by moving forward using its own mooring lines. The objective of this work is to present the numerical simulation of a pipeline installation operation performed at a particular scenario, Negro river in the Amazon forest. The high current velocity, very irregular bathymetry and heterogeneous soil make this procedure a real challenge. The numerical simulations employ the SITUA-Prosim computational tool, which is able to incorporate the correct definition of the bottom from bathymetric curves. The two crucial points in the performed analyses are: (a) first, to verify if it is possible to move the barge using its own mooring lines in such environmental condition and (b) second, to analyze the pipeline behavior in such scenario.

Submarine pipelines are usually laid from the ocean surface onto the ocean floor using specially designed ships and barges. Lengths of pipes are welded together on board the barge to form the pipeline and then the pipeline is passed over a ramp called a stinger on its way to the ocean floor. A constant tension force is applied to the pipeline on the barge to prevent it from buckling as it approaches the ocean floor. For thin wall pipes, the high stresses could result in local buckling of the pipeline. This report describes ananalytical and experimental research study to determine the effect of buckle arrestors on stresses and buckling behavior of submarine pipelines during their installation.

Since emerging in eastern Libya in 2014, ISIS laid claim to wilayat within Libya’s three regional provinces—Tripolitania, Barqa, and Fezzan—moving fast to establish a quasi-state in the coastal city of Sirte and amassing just a few thousand fighters at its peak strength. Yet, just as ISIS core’s territorial hold in Syria and Iraq withered, its strength in Libya also soon diminished. Sustained domestic and international counterterrorism efforts have severely depleted ISIS in Libya’s (ISIS-L) numbers, operational capacity, and opportunity for safe haven. However, while weakened, ISIS-L’s survivability is driven by a far more complex range of factors than just Libya’s domestic unrest. The apex of ISIS-L’s power from 2014 to 2016 may have been brief, and its current threat low, but the group’s damage to Libya lingers, and the potential for its continued periodic revival should not be understated. För mer än tio år sedan startade kommunal räddningstjänst det första initiativet där civila engagerades som första insatspersoner – Förstärkt Medmänniska i Medelpad. Sedan dess har konceptet – civila insatspersoner (CIP) spridit sig till ett tjugotal räddningstjänster, i glesbygd och på landsbygd men även till urbana miljöer genom ett initiativ taget av Södertörns Brandsvarsförbund. Både de räddningstjänster som tillämpar konceptet och myndigheter som Myndigheten för samhällsskydd och beredskap (MSB) och SOS Alarm är överens om nyttan CIP tillför genom att förkorta responstider, rädda liv och egendom. Trots detta har konceptet inte fått den spridning man hoppats på. Vi vet att hindren är både organisatoriska och specifikt relaterade till utlarmning med hjälp av existerande IT-stöd, appar eller SMS-listor. I den här studien utforskar vi dessa hinder vidare. Vi ger också ett antal förslag på hur de identifierade hindren kan hanteras. Detta genom att genomföra en kvalitativ intervjustudie där vi jämför och kontrasterar perspektiv från myndigheter, räddningstjänst, kommersiella app-utvecklare och de civila insatspersonerna själva (slutanvändare). Vi beskriver både organisatoriska och IT-relaterade hinder och hur de hänger samman. De centrala organisatoriska hindren handlar dels om konkreta utmaningar där det inte finns någon budget eller tid allokerad för att arbeta med CIP-konceptet där det finns viss ovana av förändringsarbete. De handlar också om kulturellt motstånd, det vill säga upplevd konkurrens från CIP vilket gör att initiativen kan sakna stöd både från ledningsnivå i räddningstjänster och från brandmän på operativ nivå. Legala aspekter är också centralt där det för närvarande existerar olika tolkningar av lagstiftning runt ansvar för arbetsmiljö. När det gäller IT-stöden är vissa hinder rent tekniska och relaterar till svårigheter med att få till en korrekt geofencing och att utveckla appar som ska fungera – inte bara på en enhet utan på olika mobila lösningar som ägs av privatpersoner (Iphone, Android i olika versioner). Andra hinder hänger ihop med organisatoriska frågor och konkurrens på den privata marknaden. Exempelvis har SOS Alarm en dubbel roll som privat och statlig aktör och har en app och ett application programming interface (API) under utveckling. De kommersiella leverantörerna kan inte leverera till samma låga kostnad som SOS Alarm och kommer inte åt vissa funktioner (till exempel att dra tillbaka resurser om en situation eskalerar till något farligt). Samtidigt var SOS Alarms app vid tiden för studien inte färdig. Detta sätter räddningstjänsterna i en olycklig situation utvecklingsmässigt och de får fortsätta förlita sig på de SMS-listor som egentligen endast var tänkt som en initial lösning. Vi föreslår ett antal åtgärder för att adressera hindren där de viktigaste är att MSB tar en koordinerande roll, och upprättandet av samverkansgrupper bestående av representanter för samtliga aktörer som ska vara med och driva konceptet, inklusive civila insatspersoner, kommunal räddningstjänst, SOS Alarm, socialtjänst, försäkringsbolag och fastighetsägare. Vi argumenterar också för hur man kan nyttja existerande kunskapsnätverk för CIP mer effektivt erfarenhetsutbyte. När det gäller ett gemensamt API är ett släppande av detta centralt för att utlarmning ska fungera, konceptet expandera – och överleva över tid. Här föreslår vi expertgrupper med representanter för myndigheter, systemutvecklare, app-leverantörer, SOS Alarm och inte minst slutanvändare. Vi ser också att tiden är mogen för dynamisk resursallokering, det vill säga att när CIP:ar blir fler måste det bli möjligt att larma ut på kompetens och specialisering (till exempel för att undvika larmtrötthet i storstadsområden) men att övriga hinder måste adresseras först. Vidare i ett teoretiskt perspektiv diskuterar vi våra resultat i termer av ”digitalized co-production” (digitaliserad samproduktion). Co-production är ett sätt att involvera samhällsmedborgare i tjänsteutveckling i offentlig sektor där expansion och nya former möjliggörs av ökad digitalisering. Här tar vi ett delvis annat perspektiv där vi i stället tittar på när digitalisering och IT blir hinder för samproduktionen. Vi argumenterar också för att CIP är en helt ny, framväxande hybridform av co-production som behöver starkare styrning än traditionell co-production. Här kan vår studie bidra till successiv ackumulering av kunskap.
