Abstract:
The relevance of the topic touched upon in the article is due to the need to preserve the national musical heritage of the Chuvash Republic as part of the Russian Federation, to perpetuate a brief study of the creative activity of the Honored Artist of Russia, People’s Artist of Chuvashia Alevtina Vasilyevna Sergeeva-Zinkina in the history of the vocal art of Chuvashia and Russia. A.V. Zinkina is one of the most talented singers in the history of professional vocal art of Chuvashia, the owner of a dramatic soprano voice rare in strength and beauty, a graduate of Moscow State Conservatory named after P.I. Tchaikovsky. The aim of the work was to systematize versatile information about the creative path of the opera singer. The article provides basic biographical information, including the beginning of singing classes, information about teachers (K.Z. Shcherbinina, E.D. Kruglikova) who brought up the young singer. The beginning of A.V. Zinkina’s creative path is described. The article provides information on main roles in classical Russian and foreign operas, operettas, children’s performances, in national productions performed on the stage of the Chuvash State Musical Theater and the Opera and Ballet Theater, indicating the year of the first appearance in the role. Significant premieres of performances (“Tosca”, “Faust”, “Iolanta”, “Troubadour”, etc.) are noted, the versatility of the singer’s repertoire, including concert and chamber repertoire, is emphasized. The features of A.V. Sergeyeva-Zinkina’s idiom are given prominence to. The names of famous conductors and directors with whom the singer worked closely are given (V.A. Vazhorov, M.N. Adamovich, S. Lapirov, etc.). The history of pedagogical activity of current professor of the Chuvash State Institute of Culture and Arts Alevtina Vasilyevna Sergeeva-Zinkina is described in detail: at the Arts Department at I.N. Ulyanov Chuvash State University (which was the first in Chuvashia to start training vocalists with higher education since 1995), at the Vocal Art Department at the Chuvash State Institute of Culture and Arts (since 2000). The list of the most famous students – graduates of solo singing class headed by A.V. Zinkina is given, her most notable scientific and educational publications in the period of pedagogical work are indicated.

AbstractThe 1993 Russian Constitution and 1994 Federal Constitutional Law “On the Constitutional Court of the Russian Federation” define the jurisdiction and activity of the Federal Constitutional Court of the Russian Federation. However, these pieces of legislation do not comprehensively address all the issues, and there has been some broadening of the Court's power through interpretation and the effect of some other legislation. This article examines the Court's jurisdiction and some of the issues that arise in the exercise thereof, as well as the relative role of the constitutional or charter courts of the subjects of the Federation, and the relationship between the Constitutional Court and the other courts in the Russian federal system. Issues of the methods of constitutional interpretation are addressed. The importance of the Constitutional Court as the federal agency of constitutional court supervision (review) in ensuring the effective application of the Russian Constitution is highlighted in the context of this growth of a comparatively new branch of law in the Russian legal system.

Abstract:
The sets by M. V. Dobuzhinsky for the operas by Mussorgsky and Tchaikovsky based on Pushkin’s works represent an attempt to reconstruct Pushkin’s world and Pushkin’s attitude to history. The libretto required a stylization and standardization of scenography, but Dobuzhinsky continued to interpret the images of St. Petersburg and central Russia, correlating the plots of operas with a new national upsurge. Thus, the plot of The Queen of Spades was understood as part of Pushkin’s view on the successes and failures of the Petrine reforms, about the connection between adventurism and the imperial style, which corresponded to the general cultural myth of Petersburg but was supplemented by a number of observations on the Pushkin text. The plot of Boris Godunov was read not as a Russian story, but as a common one for countries inheriting the Polish-Lithuanian Commonwealth and Russia. The plot of Eugene Onegin was brought closer to the dacha plots of Russian literature, becoming part of the integrated image of a lost Russia. It is proved that Dobuzhinsky in his decisions followed not the structure of the libretto, but a close reading of Pushkin’s texts.

The article by analyzing the history of the formation of the state innovation policy of the Russian Federation, substantiated the idea that at the present stage of development of the state plays a leading role as a source of demand for innovation, and the chief mediator of innovative processes. It is argued that in times of crisis, it is the state first is interested in the fact that the products of domestic producers-telya was competitive and that it is the state has the best cart-mozhnosti to stimulate innovation processes, both in terms of financing innovation, and the organization of infrastructure, economic environment favorable to the development of innovation, which today are an indicator of the country´s development. In modern conditions, taking into account the priorities of socio-economic development in Russia achieved some positive results towards the formation and implementation of state management of innovation processes at both the federal and regional levels. The state innovative policy in Russia is generated to reflect the changes in the global high-tech markets, changing vectors of scientific, technological and industrial devel-opment of the world´s leading countries in the innovation process. In 2013, the Russian Federation has changed the direction of the state innovation policy: the beginning of the translation of scientific and technical sector of the "traditional" model on the principles of the "new" model of NIS; there was a correction of the "new" model of NIS. The main document defining the state policy in the field of innovation, is the strategy of innovative development of the Russian Federation for the period until 2020. The implementation of a policy document recognized qualitatively change the structure of Russia´s economy and quality of life. However, much remains to be implemented, taking into account the experience of foreign countries and the need to move away from commodity mo-Delhi economy, as well as the current process to date - importozamesche-tion. The main mechanism for achieving targets in the direction indicated by Innova-tional development programs are state of the Russian Federation.

Abstract:
The article analyses the historical policy of the Russian Federation and its modern memorial culture areas. The study applies the case studies methodology, i.e., «study of individual cases», «analysis of a single case». The object of study is a socio-political situation associated with the 150th anniversary of V.I. Lenin. An analysis examines the transformation of the contradictory Leninist image in the Russian Federation and the attitude of various social and power structures, based on specific sociological surveys. A thorough study of empirical material allowed us to analyze the basic functions of the historical policy of the Russian Federation at the present stage. It became possible to analyze the interaction and mutual influence of the corporation of professional historians and Russian power structures, the behavior of state and public actors in the process of forming and implementing historical politics and memorial culture. The goal and objectives of the elites and other social strata in the implemented historical policy may coincide, partially correlate or contradict, but in the “Lenin case”, the situation was complicated by the absence of a scientifically defined object of this policy. Both the authorities and society expressed their attitude not to the existing V.I. Ulyanov (Lenin), but to those legendary (or mythical) images that were created in different periods with completely different goals.

Abstract:
Many scholars stress that teaching about the shared past plays a major role in the formation of national, ethnic, religious, and regional identities, in addition to influencing intergroup perceptions and relations. Through the analysis of historic narratives in history textbooks this paper shows how the governments of the Russian Federation and Ukraine uses state controlled history education to define their national identity and to present themselves in relations to each other. For example, history education in Ukraine portrays Russia as oppressive and aggressive enemy and emphasizes the idea of own victimhood as a core of national identity. History education in the Russian Federation condemns Ukrainian nationalism and proclaims commonality and unity of history and culture with Russian dominance over “younger brother, Ukraine”. An exploration of the mechanisms that state-controlled history education employs to define social identities in secondary school textbooks can provide an early warning of potential problems being created between the two states.

In 2021 scientific and naval public celebrates an important data – 100th anniversary of Special Diving Works Expedition’ formation in Russian Federation. Special Diving Works Expedition’ formation has been lasted during 1921–1923 when Soviet of People Commissars had declared the special decrees about diving works’ organization. In December, 1923 Special Diving Works Expedition’ foundation had been occurred de jure. Many works at ships’ lifting, most of which were outstanding in the sphere of shipbuilding as well as Russian science and technique, were associated with that organization. Some works belongs to heroic and extraordinary. However, the history of Diving Works had started long before Special Diving Works Expedition was foundation, and the main periods of Diving Works’ development in Russia from Peter the Great to Nicolas the First are being reviewed and analyzed in proposed article. Besides, on based the archival sources with first publication and special literature are setting out the events connecting with engineering structures, underwater medicine, different low acts and other documents. In the article are given the most resonant and significant events on ships’ lifting.

Abstract:
The research studies conciliatory justice in modern Russia. Its formation and peculiarities in the institution of alternative ways of resolving legal conflict on the example of mediation are considered. Various views regarding the mediation definition are analyzed, and the author's vision of this category concept is given. The origins of mediation history abroad and in Russia are studied. The essence and peculiarities of mediation application as an alternative method of economic disputes settlement are characterized. The benefits of using conciliatory procedures in a business environment are revealed. The main aspects of the procedural legislation reform initiated by the Supreme Court of the Russian Federation concerning the change in the legal regulation of conciliatory procedures application in the settlement of legal conflicts are outlined. It is noted that the beginning of procedural reform in Russia with regard to dispute settlement through conciliatory procedures was triggered by the resolution of the plenum of the Supreme Court of the Russian Federation ‘On submission to the State Duma of the Federal Assembly of Russian Federation a federal law draft ‘On amendments to a number of legislative acts of the Russian Federation in connection with conciliatory procedure improvements’ adopted on 18 January 2018 and the resolution of the Government of the Russian Federation. Statistics on the ratio of dismissals agreed, dispute settlement through the mediation procedure, as well as plaintiff-triggered dismissals are provided. Methodology: the study is carried out on the basis of the universal method on scientific study of the social development principles –dialectical materialism provisions, as well as general and specific scientific methods: dogmatic, regulatory legal, legal comparative, fragmented historical and legal, case studies (statistical data and judicial statistics analysis), logical (hypotheses, analogy, modeling, analysis and synthesis methods), philosophic (axiological, derivation methods on the basis of priori and axiomatic provisions), generalization and abstraction methods. Conclusions: To date, entrepreneurs are increasingly using conciliatory procedures when settling disputes. This way of dispute settlement becomes very convenient, businessmen are not in the need to spend their time on litigation, often protracted, but can settle issues more quickly and effectively. Today, conciliatory justice in the Russian Federation is going through the stage of formation and development and in the future is to become a demanded institution of judicial law.

Abstract:
This article considers “The Concept of Teaching the ‘History of Russia’ Course in Education Institutions of the Russian Federation Implementing Basic General Education Programs” which was drafted by the Russian Historical Society and adopted in 2020 by the Collegium of the Ministry of Education of the Russian Federation. The role played by this document in the current process of education was assessed by reviewing a number of expert opinions about it published by prominent Russian lecturers of history. The results obtained point to significant weaknesses of both the document and the Historical and Cultural Standard included in it. The potential harm and threat that the latter two can cause to the quality of teaching history to Russian schoolchildren were discussed. It was concluded that any negligence in drafting and adopting such documents might have a considerable influence on the teaching and studying processes, as well as on the educational background of the younger generation. Therefore, they must be designed and approved with participation and input from a larger team of experts in the field.

AbstractIn this article, the author discusses contemporary Russian judicial practice concerning the legality of attorney's conditional fees. He starts with a brief overview of foreign practice and distinguishes various kinds of conditional fees. The author provides a classification of conditional fees, through the prism of which he evaluates judicial practice in Russia. He distinguishes and, in particular, contrasts the contingent (or contingency) fee from (with) the conditional fee per se (the conditional fee in the narrow sense). The main focus is on a landmark 2007 Decision of the RF Constitutional Court in which the Court ruled against conditional fees in Russia. The author provides a detailed analysis of the Decision. He supports a view which is in clear opposition to the Constitutional Court, finding the Decision facile, criticizing its motivation and questioning its feasibility. The author describes the claims submitted to the Court, the findings of the Court, and the conclusions reached by the Court. Furthermore, he considers the impact which the Decision may have on judicial practice. The author concludes by discussing the possible future of conditional fees in the Russian Federation and notes that the Decision of the RF Constitutional Court may not constitute the final word on the issue. He advocates further and more in-depth research on the nature of conditional fees.

<p>The article demonstrates thoracic surgery advances in Russia for the last 20 years. The main patterns of thoracic diagnosis for chest pathologies are described. The directions of open thoracic surgery development over the above period are defined, with focus on the challenges waiting to be met. The state-of-the art and perspectives for videothoracoscopic surgery are overviewed. Possible directions for new scientific and clinical avenues of Russian thoracic surgery are outlined: reconstructive surgery, transplantology and bioengineering technologies. On November 1–2, 2022, the International Scientific Congress “XVIII Faizkhanov Readings: Islam in Russia: Past, Present, Future” was held in Moscow. The congress was timed to coincide with the 1100th anniversary of the official adoption of Islam by the peoples of the Volga Bulgaria, the Year of the Cultural Heritage of the Peoples of Russia and the 15th anniversary of the Medina Publishing House. The participants of the XVIII Faizkhanov readings were religious figures, represen­tatives of research institutes, statesmen and public figures from Belarus, Uzbekistan, Kazakhstan, Kyrgyzstan, Turkmenistan, Russia. The organizers were: Spiritual Board of Muslims of the Russian Federation, Moscow Islamic Institute, Center for Islamic Studies of St. Petersburg State University, Press Service of the Spiritual Muslim Board of the Russian Federation. Marjani Institute of History of the Tatarstan Academy of Sciences was one of the co-organizers of the Congress. Issues of the history of the material culture of Islam, written monuments of Islam, the history of Islam in archival sources were discussed within the framework of the Congress. The participants shared the results of their research on the history of Islam in Russia, discussed a wide range of issues on the history of Islam in international relations, the current situation and prospects for the development of the Muslim community in Russia. Employees of the Marjani Institute of History of the Tatarstan Academy of Sciences made presentations at seven sections. In the section “Islam from the Bulgar State to the Russian Empire” the staff of the Usmanov Center for Research on the Golden Horde and Tatar Khanates also made reports.

In 1921 in London, was created by the International Society of Medical Hydrology, which included scientificsocieties of scientists from over 40 countries, in 1928 they were joined by scientists of the Soviet Union. In 1937 wasorganized by the International Federation of the health resort, which in 1947, renamed the "International Federation ofHydrotherapy and Climatology (FITEC). In 1999, Congress in Yalta, it was called "The World Federation ofHydrotherapy and Climatotherapy (FEMTEC). FEMTEC is the most representative association of Spa and healthorganizations in the world. FEMTEC composed of national Spa and health resorts associations and federations, as wellas central state organizations dealing with Spa problems from many countries and continents. FEMTEC functions underthe aegis of the World Health Organization and submits every three years report on its activities. The principal functionsof the Federation are following: representing world thermalism matters and promote them internationally before statesand public organization; international business-like co-operation in health resorts' sector; study, research and experienceexchanges in the sphere of Spa treatments; popularization of Spa and health resorts of the FEMTEC member-countriesin different countries of the world. With a view of organizing fruitful activities of FEMTEC there function 4 permanentcommissions: medical, economic, technical and social. FEMTEC members actively participate in international scientificsymposia, exhibitions, conferences; there are held annual General Assembly, Executive Board and ExecutiveCommittee meetings. Abstract:
Among the latest additions to the Constitution of Russia was the inclusion of the State Council of the Russian Federation in it. Its final status was enshrined in a special federal law. However, this organ has more than two hundred years of history. The article aims to analyze the status and purpose of the State Council, starting from the period of its inception in monarchist Russia at the beginning of the 19th century and up to the present. The scientific novelty of the research lies in the fact that the author, on the basis of a comparative analysis of both historical and modern normative material, made a conclusion about the new role of the State Council in the mechanism of the Russian state at the beginning of the third decade of the twenty-first century. It is substantiated that one of the main vectors of the State Council is the coordination of the activities of all bodies of the unified system of public authority. The use of a variety of methodological tools (methods of dialectical knowledge, historical, comparative legal, formal legal, etc.) made it possible to identify the features of the State Council as a body that strengthens the power of the President and assists in the implementation of the constitutional powers assigned to it.

AbstractAmong the institutional changes brought about or instigated during Vladimir Putin's two terms in office as President of the Russian Federation (RF), the reduction of the number of federal subjects of the RF—i.e., the number of territorial–administrative 'entities' that together constitute the Russian Federation—has perhaps attracted the least attention. However, this policy of reducing the number of subjects by bringing about what is effectively a merger of two or three subjects, thereby creating new federal subjects, is worthy of attention for a number of reasons. This policy is one of the ways in which the Federation's center (re)asserts its dominant position vis-à-vis the 'constitutive parts' of the Federation, which are, indeed, treated as 'subjects' within a more unitary state format. This policy runs counter to what appears to be a trend in many other countries where 'native peoples' (or 'indigenous peoples') are accorded various forms of self rule, often within their 'home territories' ('self-government rights').This article will address the procedures being followed to bring about the reduction of the number of subjects, as well as the reasons for merging smaller subjects, in terms of the number of inhabitants, with larger ones. The possible future of the policy of subject merger will be discussed in the final part of the article. It will be argued that the reduction of the number of subjects of the Russian Federation to merely a few dozen will entail the end of Russia as a federation; by doing so, Russia will reconstitute itself as a unitary state.

History teaches that any territorial changes pose a threat to national security, even if these territorial changes occur within the borders of one state. At the same time, a change in state borders may lead not only to a complication of international relations, but also to an increase in socio-political tension within the country. Therefore, it is extremely important that this process has a pre-established legal framework that would minimize the risks associated with changing the territory of the state. Thus, the subject of this publication is the legal order and experience of changing the territory of the Russian Federation, including the accession of new subjects of the federation to Russia in 2014 and 2022. The publication notes that the gap established by the constitutional legislator in terms of changing territorial borders has not been filled in full. Currently, only the procedure for joining new subjects of the Russian Federation has been established and there is no procedure for separating subjects or territories from the Russian Federation. The absence of a procedure for the withdrawal of the territory from Russia, in fact, deprives the latter of such an opportunity, which ensures the stability of the country's territory and its security. At the same time, the procedure for joining new subjects of the Russian Federation is regulated in detail and includes almost all the highest state authorities in the process of making the appropriate decision. The publication proves compliance with international legal norms in the implementation of the process of the entry of new subjects of the federation into Russia, including relying on the declarative theory of the emergence of states. The author proves the admissibility and legality of national procedures for the accession of new subjects to the Russian Federation. The authors propose to expand the use of direct democracy when new subjects join the Russian Federation.

AbstractIn this article, the author discusses the recent experiences of cooperation between the Ministry of Justice of Finland and the Ministry of Justice of the Russian Federation and the Federal Registry Service regarding the development of a free state legal aid system in Russia. These experiences stem from a pilot project initiated and implemented by the Ministry of Justice in the Russian Federation and associated with the Ministry of Justice of Finland during 2006-2007. The article first addresses the key laws within the Russian legislative system concerning legal aid that had been enacted prior to and during the pilot project, and presents the authorities that are responsible for the provision of legal aid services in Russia. Secondly, it presents some preliminary descriptive results obtained by the year 2006 on the socio-demographic profile of users of the legal aid system that was established for piloting in Russia and on the legal cases addressed during the project. The examples provided in the article are particularly based on the statistics of the State Bureau of Legal Aid of the Republic of Karelia—one of the pilot regions. The article also discusses the experiences of the Finnish experts who were involved in the project and addresses some of the specific problems that were noticed during the pilot work in the Russian legal aid system. The author concludes by identifying a number of subjects that need specific attention and practical implementation, in order to further develop the system of free state-provisioned legal aid in Russia.

This is a review of recent English-language scholarship on the development of Russian identity since the collapse of the USSR in 1991. The first part examines literature on the economic and political changes in the Russian Federation, revealing how scholars became more sceptical about the possibility of Russia building a Western-type liberal democracy. The second part investigates approaches to the study of Russian national identity. The experience of empire, in both the tsarist and Soviet periods, gave Russians a weak sense of nationhood; ethnic Russians identified with the multi-national Soviet Union. Seeking legitimacy for the new state, President El'tsin sought to create a civic identity focused on the multi-national Russian Federation. The Communist and nationalist opposition continued to promote an imperial identity, focused on restoring the USSR or creating some other formation including the Russian-speaking population in the former Soviet republics. The final section discusses accounts of the two Chechen wars, which scholars see as continuing Russia's imperial policy and harming relations with Russia's Muslim population. President Putin's co-operation with the West against ‘terrorism’ has not led the West to accept Russia as one of its own, due to increasing domestic repression and authoritarianism.

This article is dealing with international relations between EU and Russian Federation after falling of Berlin's wall and decline of communist regimes in countries of Eastern block. Author is trying to emphasize three periods. First period is from 1991. until 2000. During presidency of Boris Jeljcin in Russia. The situation of the Ukrainian diaspora in the Russian Federation (hereinafter – the Russian Federation) in the conditions of the Kremlin's revenge policy towards Ukraine and Ukrainians is analyzed. The policy of the Russian Federation concerning the gradual and purposeful absorption of the non-Russian peoples of the Russian Federation and their final transformation into Russians ("Russians") is described. The place of the Ukrainian diaspora in modern Russia is comprehended, based on the data of population censuses (1989, 2002, 2010). It was found that the Russian Federation pursues a strict aggressive policy of assimilation towards the Ukrainian diaspora, imposes its neo-imperial ideology, closes diaspora associations, Ukrainian churches, applies repressive measures against local Ukrainians, in connection with which they are forced to hide their nationality. It was found that as a result of such an assimilation policy of the central government, the Ukrainian diaspora in Russia loses its identity and uniqueness, forgets its native Ukrainian language, history, traditions and customs, gradually assimilating and merging with the Russian people. It is noted that the Ukrainian state needs to introduce a new effective Program of interaction with foreign Ukrainians, as the Program (2018 – 2020) has lost its relevance. It is proposed to include in the new Program information about various events (congresses, conferences, round tables, seminars, festivals, film screenings), attending which the Ukrainian diaspora from Russia will get acquainted with the Ukrainian language, history, science, literature, customs and traditions, songs, movies ( movies, documentaries, cartoons). It is emphasized that now the Russian authorities, under the guise of a pandemic, do not allow the Ukrainian diaspora to enter Ukraine, so there is a need to involve them in online events (online conferences, webinars, etc.) held in Ukraine, as well as to create YouTube has various channels with Ukrainian content (Ukrainian songs, customs, traditions, legends, lessons in the Ukrainian language, history, etc.) to promote all things Ukrainian on the Internet.

The state of affairs that has developed in the political sphere of the Russian state directly affects not only legal regulation concerning the issues of the country’s territorial organization, but also the strengthening of such a principle as federalism. In addition, the issues of the territorial organization of the state are directly related to various circumstances of a demographic nature and connected to the historical aspect of development, as well as the cultural sphere. This article draws attention to the fact that the problematic aspects of the federal form of the structure of the state itself have a direct impact on the understanding and consolidation of the legal status of the subjects of the Russian Federation. In the article, the authors emphasize that the sovereignty of the Russian state operates on the entire territory of Russia, which, in turn, is inseparable and integral. The article confirms the idea that the subjects of the Federation do not act as sovereign units due to the fact that only the Russian state as a whole is considered sovereign. It is argued that the territorial organization of individual subjects of the Federation as well as the territorial organization of the state of the Russian Federation should be considered on a larger scale, even when it comes to complex subjects of the Russian Federation. Based on the research of Russian representatives of the scientific community, the authors in the present article note that within the Russian Federation there are complex subjects — oblasts (regions), which include an additional subject (or multiple subjects) of the Russian Federation, for example, an autonomous okrug (district). Despite the territorial specifics of the structure of the constituent entities of the Russian Federation, the authors come to the conclusion that the statuses of complex subjects of the Russian Federation are equal. Regarding the research methodology, such general and specific scientific research methods as empirical, dialectical, historical methods, as well as methods of analysis and synthesis, induction and deduction were used.

In intercultural communication «their» norms are treated as reference norms, and «others» as incomprehensible, non-motivated and inadequate. The article discusses the cultural codes of Russia and China, examines the influence of national way of thinking on the vision of different reality and mentality, analyzes patterns of behaviour and judgment, which have a negative impact on the effectiveness of communication in various areas of joint activity. The article also describes recent intercultural contacts and highlights the most significant differences between the two countries. The article may be of interest to specialists and teachers in the field of intercultural communication, since it gives an idea of the manifestations of national and cultural identity in the individual, in his behaviour and in his speech. The article explores the reasons for negative impact on intercultural contacts in the recent period.

Abstract:
The purpose of this study is to reconstruct the historical representation of the highest state power in modern Russia (the level of the president) by examining the texts of the presidential messages to the Federal Assembly from 1994 to 2020. As a key research method, content analysis, both semantic and quantitative, was applied. Fragments of messages containing an appeal to events, phenomena, personalities of the past and the historical process as a whole have been examined. The quantitative analysis has revealed the number of usages of the word “history” and the total textual quantity of historical references in the messages. The thinkers of the past quoted by the Presidents associated with various ideological connotations have been considered as a special indicative position. The generalized content analysis data is accumulated in the table in the article, which has the potential for further independent use in studying the dynamics of power discourse in Russia. The results of the study enable to confirm the fact of the paradigm shift in the perception of history at the highest state level in Russia lying in the transition from the liberal version of the theory of modernization to a nationally conservative approach similar to the theory of civilizations. Three Presidents of the Russian Federation — B. N. Yeltsin, D. A. Medvedev and V. V. Putin — despite the coincidence of positions on several issues of interpreting the past, presented different visions of the historical process in the texts of the messages. The integration of the current policy into the general outline of history is characteristic of all the messages, which points to the preservation of the tradition of historiosophical perception of the state activity in the Russian Federation, in spite of different versions of historiosophy. The transformation of historical politics in Russia is an indicator of the ideological inversion of the Russian state as a whole, the transition from a liberal to a nationally conservative model. The attitude of the authorities to the history reveals the potential of using axiological vectors of the current policy as a means of reconstruction.

AbstractThis article explores the current human-rights discourse in the Russian Federation through its relationship with the Council of Europe, the strongest human-rights regime that Russia has signed up for. Against the background of current international-relations theories, the article argues that human-rights scholarship should re-introduce the concept of culture into its research designs in order to be able to explain the interaction between cultural groupings and globally dominant discourses, such as human rights. The article further argues that human rights ought to be conceptualized as symbolic technologies and studied as discursive variables that enter the cycle of national-identity formation. To that end, I use the contestation thesis proposed by Andrei Tsygankov. The article concludes that Russia is currently actively securing itself against the dominant and universal human-rights discourse, which is perceived as hindering independent societal development in Russia. This state of securization is illustrated in the current debates within PACE on topics connected with human rights and Russia.

Abstract:
The article seeks to research the propaganda narratives of the Russian Federation in Europe. The Russian Federation has a long “successful” history of creating propaganda narratives since Soviet times. Even today, it spreads national and grand narratives to influence the external and internal audience. The narrative method is used to analyse both the content and the structure of the stories. The author makes the conclusion that the main purpose of Russia’s propaganda narratives is to convince its citizens and the whole world of Russia’s indomitable greatness and power, as well as to demonstrate the degradation of Europe and the West in general. To form the image of an invincible fighter for Christian values, the only outpost of stability, development, security (at least in Europe), Russia promotes a grand narrative, which is disseminated through daily disinformation, fakes and propaganda messages. The article finds out how the EU counteracts these destructive influences, specifically owing to the activity of the EUvsDisinfo site.
