Abstract:
The relevance of the study is due to the fact that, according to the estimates of the Organization for Economic Cooperation and Development (OECD), over the next 10–20 years, 14% of jobs will be fully or partially automated, and another 32% will undergo significant changes. Educational systems need to adapt to these changes. This is possible with the latest technologies that can significantly improve the quality of educational solutions. The results of testing conducted immediately after online training are presented. It is determined that such courses compete with books, lectures, and other traditional sources of knowledge.

Online education has flexibility and cost advantages over in-class teaching and these advantages will grow with improvements in information technology. We consider likely market structures given that the quality aspects of online education exhibit endogenous fixed costs. Concentration in the market for courses could be high, as it is currently in the market for textbooks. The not-for-profit sector will exhibit lower costs, lower concentration, and possibly zero price.

Abstract:
Introduction. In recent years, an online education market has emerged in Russia with proven technologies and significant financial turnover. The range of courses offered to the consumer is quite wide (marketing, management, humanities, IT, etc.). The purpose of the article is to present a classification of the online courses offered on the Russian market by subject matter and technical tools on the basis of the results of the study conducted, as well as to trace the dynamics of the market capacity for 2014–2021. Materials and Methods. Russian online education market at the present stage of its development was the object of the research. The empirical material included: a statistical analysis of the thematic diversity of online courses on the Russian market; a secondary analysis of the Online Education Barometer questionnaire for 2019, RBC’s ranking of the 35 largest Russian private companies providing services in the field of online education; education market studies for 2017, 2018 and 2020. Results. The Russian online education market capacity rapidly rose on 90 times for 2014–2019, from 0.4 to 36.5 billion rubles, which indicates the explosive growth of online education popularity. The thematic diversity of online courses is determined by the main educational society needs (programming, it-technologies, marketing and business administration). The thematic focus on the Russian “state” platforms corresponds to the education areas of the Russian offline universities. Discussion and Conclusion. The market for online education in Russia exponentially grows. On the one hand, the high demand for online courses can be explained by increasing of knowledge-intensive work number. On the other hand, labor realizes that knowledge and skills are a guarantee of employment. The diversity of online disciplines correlates with the idea of mutual incentives of supply and demand. Indeed, the most of courses are business, IT and design orientated. The article will be useful to universities’ chiefs and private educational companies planning to expand their online courses; for those who are planning to enter the Russian online education market and looking for perspective directions; for researchers and business analytics of the education market.

Abstract:
With the further spread of the new crown epidemic and the enactment of the "double reduction" policy in 2021, the online education market is challenged by ice and fire. This paper collects data on the size of the online education market and related influencing factors, and introduces multiple linear regression analysis for comparative analysis. I found that is effective in estimating the online education market in the new environment, with significantly higher model accuracy. This has important implications for how to develop a quality online education market, which in turn has significant practical implications for the country's response to the epidemic affecting offline education, meeting people's educational needs, and improving the education system.

Abstract:
Advertising has always played an important role in creating visibility for educational institutions. In today’s time, digital marketing is the sought-after mode as there has been a significant shift from offline to online advertising. With the evolving times, flexibility and convenience take significant importance and it is critical for educational institutions to shift gears and adapt to the new formats. In order to stay relevant and have a competitive advantage, digital advertising helps higher educational institutions go that extra mile in engaging with their potential customers. It also helps in building awareness and attract good quality of students. In the world of digital advertising, ‘Google Advertisement’ is an online advertising platform developed by Google, where advertisers bid to display brief advertisements, service offerings, product listings, or videos to web users. It can place advertisements both in the results of search engines like Google Search and on non-search websites, mobile apps, and videos. Google AdWords offers the most pragmatic solutions and tools to all strategic issues of digital advertising. Click Through Ratio (CTR) stands out as the most significant index of reflecting its influence and impact. Amongst the array of choices, the right strategy requires an academic and strategic backing. The objective of this paper is to assess on the impact of Google Adwords is used in digital advertising campaigns promoting business schools in specific. This research concentrates on CTR as a measure of the campaign’s effectiveness. This paper try’s to understand CTR in the context related to the type of content embedded in these digital advertisements; the structure of this content; and hence identify and suggest new strategies. This paper identifies and proposes the right online advertising strategy that can be used by a Business School (B School).Purposive/non-probabilistic sampling was carried out to choose the specific of Business Schools (B-schools) for this study. The business schools selected were based on the National Institution Ranking Framework (NIRF) 2018 of the Indian Human Resource Development. The data was analyzed using to the Social Sciences Statistical Suite (SPSS). There was only access to publicly available and publicly displayed advertisement with no access to user profile data. CTR was utilized to measure total and proportional engagement. The advertisements were then categorized based on their content and analyzed through a one-way ANOVA test. For the purpose of an operationalizing, CTR was utilized as defined by Pak et. al. (2018): “A ratio showing how often people who see your advertisement end up clicking it.” The main components analyzed are the characteristics of an effective advertisement appearing on the digital platform measured through its Click Through Ratio. One-way ANOVA has been conducted to assess the Click Through Ratio of advertisement segregated in twenty categories based on their format, content and time of appearance. The analysis reflects that Click Through Ratio differs for different format of advertisements, the information that they contain and for the time and day that they appear. Strategies based on these findings are suggested along with discussion, limitations and further scope of research.

Abstract:
Spreading in Special Region of Yogyakarta (DIY) since March 2020, the Covid-19 pandemic has slowed down economic activities. Activities in traditional markets decreased due to restricted operating time and people movement. Traders should use online transactions to reach potential consumers. Expanding market segments is also necessary to target the younger generation who regularly use online transactions. Unluckily, traders were not well-trained in online transactions. This activity was aimed to encourage well-implemented online transaction services by traditional market traders in Sleman Regency. Four measures were taken: 1) identifying conditions of traders, 2) formulating online transaction models for traders and potential consumers, 3) online transaction training, and 4) Disseminating/promoting online transaction services. A survey was done in 22 of 37 markets to identify market conditions. Collected data were analysed using the interactive model. Formulated online transaction model includes offer, order, payment and delivery of products. Traders in 25 markets received the training. Service marketing activities include publications on social media, data presentation of markets and traders on Google Maps page, and webinar. All activities were conducted under the tagline "LOPIS (Layanan Online Pasar Ing Sleman)", which means Online Services by Traditional Markets in Sleman Regency. Monitoring is planned for three months after the training is conducted. However, this monitoring could not be carried out due to a significant increase in Covid-19 cases, hence the limitation of this community service activity.

Abstract:
Many Chinese students seek an international education and they are often a target for international universities. These universities utilize online platforms for advertising to reach students. Various domestic and international intermediaries join to facilitate this online informing as well. On the market combined of the universities and the intermediaries, the online education search service is one of the most popular witnesses. The purpose of this thesis is to investigate the gap between Chinese students and the existing market, and to express how international online education search services should best approach the market. Key value propositions will also be formulated to detail these international services. The research method in this thesis is qualitative, and based on a case study of an international company in Sweden. This company is active in the online education search service and interested in the Chinese market. The case study comprises a pilot launch in China, as well as qualitative semi-structured interviews with employees within the company and with sample students in China. Two additional expert interviews have been conducted external to the case company, in order to increase the reliability of the study. The analysis of this empirical material in conjunction with the literature leads to my conclusion that Chinese students favor complete resources and integrated information, as well as a combination of online and offline practices. Furthermore, the Business Model Canvas is utilized as a theoretical foundation for investigating relevant elements of the value propositions. Finally, I propose a model of approach in both theoretical and practical formats to guide how international online education search services should approach the Chinese market.

Abstract:
This paper explores fugitive slave advertisements from the pages of the New Orleans Argus in 1828. As the main repository for runaway slave advertisements in New Orleans at the time, the Argus played a critical role in policing and surveillance of the city’s enslaved population just as New Orleans was becoming the largest slave market in the South. Using the Argus as well as historians’ accounts of the city, this thesis argues that as the market in enslaved people grew, slave owners depended upon local jailers in tandem with papers like the Argus, to police the enslaved population. The large volume of these advertisements, however, also testifies to enslaved people’s frequent rejection of bondage. This thesis is designed primarily as an index of the existing ads for 1828 with the aim of assisting further research into these sources.

Abstract:
Over the past decade, the explosive growth of the Internet has led to a surge of interest to understand and predict aggregate behavior of large number of people or agents, particularly when they are connected through an underlying network structure. Numerous Internet-based applications have emerged that are as diverse as getting micro-tasks executed through online labor markets (also known as crowd sourcing) to acquiring new skills through massively open online courses (also known as MOOCs). However, there has been a major inadequacy in existing studies with respect to evaluating the impact of strategic behavior of the agents participating in such networks, crowds, and classrooms. The primary focus of this doctoral work is to understand the equilibrium behaviour emerging from these real-world, strategic environments by blending ideas from the areas of game theory, graph theory, and optimization, to derive novel solutions to these new-age economic models. In particular, we investigate the following three research challenges: (1) How do strategic agents form connections with one another? Will it ever happen that strategically stable networks are social welfare maximizing as well? (2) How do we design mechanisms for eliciting truthful feedback about an object (perhaps a new product or service or person) from a crowd of strategic raters? What can we tell about these mechanisms when the raters are connected through a social network? (3) How do we incentivize better participation of instructors and students in online edu-cation forums? Can we recommend optimal strategies to students and instructors to get the best out of these forums?

Abstract:
Collaboration in Higher Education focuses on the opportunities and challenges created by engaging in collaboration and partnership in higher education. As higher education institutions become ever more competitive to sustain their place in a global, neoliberal education market, students and staff are confronted with alienating practices. Such practices create an individualistic, audit and surveillance culture that is exacerbated by the recent COVID-19 pandemic and the wholesale ‘pivot’ to online teaching. In this atomised and competitive climate, this volume synthesises theoretical perspectives and current practice to present case study examples that advocate for a more inclusive, cooperative, collaborative, compassionate and empowering education, one that sees learning and teaching as a practice that enables personal, collective and societal growth. The human element of education is at the core of this book, focusing on what we can do and achieve together: students, academic staff, higher education institutions and relevant stakeholders.

This chapter explores the rapid growth of online education. It evaluates the likelihood that distance learning will break the rise in college cost and disrupt the traditional model of campus-based programming. There are many ways that the rapid entrepreneurial development of digital learning can change how higher education is provided, and there are many ways that online education may work in the labor market of the future. Although digital techniques will continue to improve and develop, this chapter does not forecast an upheaval in the way higher education is delivered to students in the traditional age range of eighteen to twenty-four. Online education will continue to expand the opportunities for older and returning students, while traditional campus-based programming will continue to offer the best alternative for younger first-time students.

Abstract:
Economists and social scientists are increasingly making use of web data to address socio-economic issues and to integrate existing sources of information. The data produced by online platforms and websites could produce a lot of useful and multidimensional information with a variety of potential applications in socio-economic analysis. In this respect, with the internet growth and knowledge, many aspects of job search have been transformed due to the availability of online tools for job searching, candidate searching and job matching. In European countries there is growing interest in designing and implementing real labour market information system applications for internet labour market data in order to support policy design and evaluation through evidence-based decision-making. The analysis of labour market web data could provide useful information for policy-makers to define labour market strategies as big data, jointly with official statistics, support policy makers in a pressing policy question namely “How to tackle the mismatch between jobs and skills?”. In this regard, the topic of skills gap, how to measure it and how to bridge it with education and continuous training have been tackled by using the big data collection, such as the Cedefop (European Center for the Development of Vocational Training) initiative and the Wollybi Project (made by Burning Glass). In this framework, this contribution focuses on the issues arising from the use (and the usefulness) of on-line job vacancy data to analyse the Italian labour market by using the Wollybi data available for the years 2019 and 2020. Furthermore, the availability of data for the year 2020, will allow us to evaluate whether there has been an impact of COVID19 in terms of needed skills and required occupations in the online job vacancies.

AbstractAt the time when law graduates are facing new challenges in the constantly changing labor market, the main task of law schools as well as law professors is to educate undergraduates to become above all competent and ethical lawyers. Education should adequately prepare students for the working environment in or outside the legal profession. Curricula (including extra-curriculum activities), in addition to formal legal courses, needs to be enriched with continuous training to develop transversal competences. To meet this aim and to map the gaps of the current (traditional) model of law teaching from the students’ perspective, we have conducted a large-scale online survey with students at the Faculty of Law, University of Belgrade. The empirically obtained results, enabled us to identify and systematize the educational needs of law students that require further improvement. Having in mind that one of the main evaluation criteria of quality and success of the educational and teaching program is the level of graduates’ employability, an additional goal of this explorative research is to provide guidelines for the modernization of legal education, primarily in Serbia, but at the law faculties in the region as well.

AbstractWith changing scenarios in globalization, technologization, and conception of twenty-first-century learners and learning, distance teaching institutions are also gradually changing their delivery strategies and learner support systems. This is more visible in the following: from separation of course design and learner support to both forming an integral part of blended teaching-learning; from physical and geography-based operation to more technology-enabled networked operation; from largely behaviorist model to more of constructivist and connectivist models of course design and learner support; and from a humanistic support system to more of strategic support system. In these changing scenarios, however, the changes in academic practices have not kept pace with technology changes; and technology and market, rather than the scholarship of teaching and support, dominate the support discourse and practice. These developments raise various research questions which need to be investigated further. The analysis in the chapter shows that the future of distance and online learning vis-à-vis learner support is poised to shift from the “course material-tutoring” system to the “networked-interactive-intelligent” system, though both will continue for quite some time to come. Institutional leaders, faculty, and other stakeholders need to engage with further articulation and reflection toward evolving a quality, productive, pedagogy-led, and learner-friendly support system.

Abstract:
AbstractWith the increased dependence on online learning platforms and educational resource repositories, a unified representation of digital learning resources becomes essential to support a dynamic and multi-source learning experience. We introduce the EduCOR ontology, an educational, career-oriented ontology that provides a foundation for representing online learning resources for personalised learning systems. The ontology is designed to enable learning material repositories to offer learning path recommendations, which correspond to the user’s learning goals and preferences, academic and psychological parameters, and labour-market skills. We present the multiple patterns that compose the EduCOR ontology, highlighting its cross-domain applicability and integrability with other ontologies. A demonstration of the proposed ontology on the real-life learning platform eDoer is discussed as a use case. We evaluate the EduCOR ontology using both gold standard and task-based approaches. The comparison of EduCOR to three gold schemata, and its application in two use-cases, shows its coverage and adaptability to multiple OER repositories, which allows generating user-centric and labour-market oriented recommendations.Resource: https://tibonto.github.io/educor/.

Abstract:
In many countries, healthcare professionals are required to participate annually in compulsory continuing medical education (CME). The effort involved in providing wide-scale training led the Italian Ministry of Health to support pilot courses using online distance learning. This article reports the results of a short survey which aimed to gauge the potential of online CME for nurses in Italy. Most of the 152 respondents, all of whom had completed an online course, supported the inclusion of some form of collaborative learning. Three possible market segments for online learning emerged from the study: nurses who prefer to study alone, those who would appreciate collaborative activities well-integrated into course design, and those who would prefer courses that include online collaboration of any kind. The authors conclude that online learning is a suitable mode for enabling participation in CME for accreditation, but caution that further research is required to confirm that the preferences of nurses who have experienced online distance learning are shared by those who have not.

Postsecondary education faces underfunding increased competition and governmental pressure to improve student success. At the same time, many nations cannot meet their educational demand for greater access to higher education. This chapter introduces the national and global threats caused by being unable to train workers for the changing job market. The discussion outlines the need and how borderless online degrees can be a solution. Learning has changed. Today, the process may begin with the first tweet at breakfast, followed by blogging, texting, social media, and responses in the course learning management system. Students may assemble on Skype to work in teams. Borderless online degrees can be an inexpensive approach to make educations more accessible and to promote economic growth.

Abstract:
Massive Open Online Courses have become an influential pillar of education and training in the last decade. People around the world use MOOC's to train their already acquired skills or gain new ones through the world wide web. Both educational institutions and official training providers use MOOC's to enhance the standard educational process through online learning. This paper studies the potential usage of (MOOC's) as a part of formal education in Romania, with proper recognition and accreditation from universities, the labor market, and quality assurance institutions. Using existing successful platforms from MIT and Harvard that give such online credentials, the paper focuses on possible implementations in Romania. The exploratory research is based on a qualitative approach using individual interviews at the faculty level in different universities from Romania with teaching staff and students. Given the different profiles and domains of universities, there needs to be a correlation between the demand of the labor market and the offer of these courses and programs. The findings will provide a general point of view on the future of MOOC's in accredited and recognized education and training. Given the advancements being made in the online education sector and digital skills, these courses will become the foundation of lifelong training in the future. Teaching staff and universities need to be aware of the growing need for digital skills that can be acquired and enhanced through e-learning platforms that do not only help learners to graduate but give them the possibility of recognition in terms of accredited certificates.

Abstract:
With rapid expansion of the transnational education market, more and more universities join the ranks of transnational education providers, or expand their transnational education offerings. Many of those providers regard online provision of their programs as an economic alternative to face-to-face teaching. Do the transnational students support this view? This paper discusses the prospects of fully-online provision of education programs in one of the most important transnational markets: Hong Kong. The paper also reports on a study of the perceptions of transnational students in Hong Kong on the importance of face-to-face interaction in their courses. The paper concludes by considering the future of fully-online education in the transnational context.

Abstract:
The paper focuses on the concept of free online education. It took over 100 years for courses sold in America from door to door to reach the stage they are today, but the evolution of the latest educational platforms, Massive Open Online Courses (MOOC) was much faster. MOOC are courses offered by various entities (teachers, departments of universities, museums, institutes) that can be attended online by an unlimited number of people. Most are free and in addition to video and other teaching materials (case studies, written explanations) they make available platforms for interaction between participants so that they can benefit from discussions with people worldwide. The idea of open education has conquered hundreds of educational institutions, especially in higher education and adult education institutions worldwide. “Giving away knowledge for free” is a revolutionary idea that attracts students, scares publishing houses and challenges educational organizations that see knowledge as a product being their core business. A challenge for top universities is to offer the most interesting online courses for free, not only as a service to humanity, but also as a way of investigating how people learn. Some examples of such Romanian platforms are: Mooc.ro, Unicampus.ro. The paper also presents some foreign online initiatives that have the potential to transform life on Earth: Khan Academy, a platform founded by Salman Khan, one of the pioneers of online education; Udacity, the latest attempt to make quality education accessible to all; Coursera, OpenupEd, Europeanschoolnetacademy. The conclusion of the paper is that online education is not a new concept and is certainly not a completed process. The proportions reached in recent years, however, suggest that there is the chance of emerging economies, of many poor communities worldwide, but also the sustainable perspective for the future of global education. If a few years ago higher education offered by top universities of the planet was just a dream for the vast majority, now professors of these institutions teach for free on online platforms. Nowadays, education through online medium facilitates access to resources once reserved for the elite of the world, and also aims to prepare as many employees as possible for the labor market’ demands of the future.

Abstract:
The global pandemic obliged universities as a whole to move their educational activities onto online platforms. Many universities were not primed for such a sudden change, therefore their online teaching-learning methods progressed steadily. The current study is from a research series on online education and training, "The impact of Technology-mediated Interaction: Exploring New Channels for Effective Student-Lecturer Communications in Times of Disruption". The study conducted a survey in which undergraduate and graduate students were asked to share their outlook on different aspects such as perceptions, preferences, and expectations of online education during the pandemic. The research goal was to study the impact of a pandemic on student's perceptions of online classroom versus in-person classroom teaching-learning. The study applied qualitative and quantitative research methods to explore and analyze information. The research process was divided into two main phases: literature review, and survey study with closed and open-end questions. The study began with market research. First, exploratory research was used to discover suggestions, information, and understandings on a pandemic online learning culture. Second, exploratory research was used to define the characteristics of student pandemic perceptions online versus in-person learning. The study received responses from 156 randomly selected students on various study levels. The vast majority of the students agreed that currently, online education is teaching- learning trend. Students positively evaluated the educational process, while indicating that the instructors were getting better with software platforms. Lastly, most of the students believe that online education is second to the in-person classroom experience. Additionally, the major concern identified by the students was the impact of a pandemic on their health and social lifestyles.

Abstract:
Oxfam partners with the Jordanian Hashemite Fund for Human Development (JOHUD) through its Youth Participation and Employment (YPE) programme in order to connect with communities and train local community-based organizations (CBOs). JOHUD’s aim is to build the job-seeking capacity of youth in four governorates in Jordan. The programme organizes informal activities involving peer-to-peer education to help young people engage in the community as volunteers, and links them to various governmental and non-governmental institutions. COVID-19 and the associated lockdowns have altered the organization’s operations, with most projects shifting online. JOHUD has adopted a youth-led initiative aimed at matching young people’s skills with labour-market demand in each governorate where the programme operates. This case study presents examples of how the programme has helped young people transform into professionals, and how youth-led employment centres can contribute to youth development activities.

Accelerating Digital Payments in Latin America and the Caribbean. Inter-American Development Bank, May 2022. http://dx.doi.org/10.18235/0004256.

Full text
Abstract:
Between the first and second quarters of 2020, e-commerce website traffic from five of the regions major markets increased by over 150%. The COVID-19 pandemic has pushed and pulled tens of thousands of businesses in the region to go digital. The impact and advantages of such digitalization are quite telling for small and medium-sized enterprises (SMEs) in particular. SMEs in LAC can diversify their customer base and reach 20 foreign markets when operating online, while those that operate offline can only reach from two to five. As todays digital economy becomes the norm, universal basic services such as education and medical care are also taking place online. Digital payments are critical to enabling this transformation at both domestic and cross-border levels. But many challenges still exist that preclude the broadening of digital payment use throughout the region from a lack of access, regulatory harmonization and affordable payment solutions, to a need for further public and private sector cooperation, consumer protections and an open, inclusive and interoperable payment ecosystem. In 2021, the World Economic Forum and the innovation laboratory of the Inter-American Development Bank, IDB Lab, jointly launched the Payments to Advance Growth for All (PAGA) initiative to address these challenges. This initiative has convened a diverse community of over 100 public and private sector representatives to explore, through dialogue, how to best unlock the true benefits of digital payments in LAC. As digital payments continue to thrive and drive financial inclusion and economic growth, we hope this paper will provide a timely snapshot of the most pressing issues and highlight the importance of public-private and private-private cooperation to advance digital payments for all in an open, inclusive and safe manner. * The opinions expressed in this work are those of the authors and do not necessarily reflect the views of the IDB, its Board of Directors or the countries they represent, nor of the MIF (IDB Lab) Donors Committee or the countries it represents.
