Abstract:
A Methodenstreit is a debate in economics concerning the philosophy of social science. It involves the issue of which is the property method to pursue in the dismal science. Although this type of debate had its origins two centuries ago, the present paper is a contribution to a more modern Methodenstreit begun by Caplan (1999). It addresses some of the fundamental issues in economics: is this discipline best to be thought of along the lines of an empirical science, such as physics or chemistry (the view of the logical positivist school), or is it more properly described as a branch of logic or mathematics (the perspective of Austrian economics)? Is the argument synthetic a priori a coherent concept (the praxeological perspective), or a mere trivial tautology? Can empirical work (e.g., econometric regression equations) test economic axioms (are there any such things?), or merely illustrate them? These issues underlay the present debate over such issues as indifference (can there be any such thing in economics?), cardinality (is there room in economics for cardinal numbers, or is only ordinality to be tolerated?), continuity (are neoclassical findings the result of an artificial smooth curve assumption, or do they stem from real elements of the economy?), income and substitution effects (can there be backward bending supply curves and upward sloping demand curves?) and demonstrated preference and welfare economics (can government involvement in the economy possibly improve matters, or is this a logical contradiction in terms?)

Abstract:
Abstract: There are many approaches to the RTL design Verification. The different types of approach can be software simulation based, hardware accelerated simulation, formal verification etc. It helps to verify the correctness of the design, functional implementation and enhancing the design at every stage. Transition to Systemverilog has been done to cope up with the shrinking size of technology nodes and Time to market. In advanced times, the systems are to be designed in a generic way. The number of registers in the architecture increases as the number of combinations increases. Additionally, memory size is increasing as a result of the increased market need for data storage. An innovative approach is needed to access and validate the large variety of registers and the memory. A SystemVerilog class library called UVM was created specifically to support the creation of modular, reusable verification components and test-benches. Since it is an industry standard, you can use UVM IP that you obtain from other sources in your environment. You'll need to construct everything from scratch if you don't utilise UVM.

Abstract:
Abstract While recognized as a causative agent of illness in animals and humans for some time, the foodborne role of Listeria monocytogenes is a new and emerging one. This review briefly summarizes the historical developments in methodology used to detect the presence of L. monocytogenes. Although clinical procedures exist, these procedures do not consider isolation of Listeria from heavily contaminated environments. Federal agencies such as the U.S. Food and Drug Administration and the U.S. Department of Agriculture have defined protocols for the isolation of Listeria from dairy and meat products, respectively. Each of these protocols, and current problems common to all methods for the isolation of Listeria from food products, are discussed. Finally, future challenges with respect to improvement in our abilities to recognize, isolate, and rapidly identify Listeria in foods are presented

Abstract:
In the EU countries, South Korea, China, Russia and India, smart city technologies are being introduced that allow improving the efficiency of critical infrastructure management. In large systems with many critical components, such as smart cities, there are always a huge number of threats and vulnerabilities. Often in such cases, a security system is built against a limited number of threats and vulnerabilities. It is necessary to control not how vulnerable, but how thorough, high-quality, reliable security systems are. And if they are not controlled, then large cognitive distortions can appear in security management. Criteria modeling methodology) allow us to solve this problem and ensure the efficient functioning of a smart city. Criteria modeling methods make it possible to significantly facilitate the control of security and stability of the entire set of cybernetic systems and smart city technologies. The article describes a criteria modeling methodology that allows you to identify and take control of all threats and vulnerabilities, and above all those that cannot be eliminated. This methodology is described and the benefits of using it in smart city security management are given. The application of this methodology makes it possible to prevent the occurrence of cognitive distortions in security management, control existing vulnerabilities and timely redistribute resources allocated to security.

Abstract:
Purpose The literature lacks a single and universally accepted definition of major and megaprojects: usually, these projects are described as projects with a budget above $1 billion and a high level of innovation, complexity, and uniqueness both in terms of physical infrastructure and stakeholder network. Moreover, they often provide fewer benefits than what were originally expected and are affected by delays and cost overruns. Despite this techno-economic magnitude, it is still extremely hard to gather lessons learned from these projects in a systematic way. The purpose of this paper is to present an innovative methodology based on benchmarking to investigate good and bad practices and learn from a portfolio of unique megaprojects. Design/methodology/approach The methodology combines quantitative and qualitative cross-comparison of case studies and statistical analysis into an iterative process. Findings Indeed, benchmarking offers significant potential to identify good and bad practices and improve the performance of project selection, planning, and delivery. Research limitations/implications The methodology is exemplified in this paper using the case of Nuclear Decommissioning Projects and Programmes (NDPs). Originality/value Indeed, due to their characteristics, NDPs can be addressed as megaprojects, and are a relevant example for the application of the methodology presented here that collects and investigates the characteristics that mostly impact the performance of (mega)projects, through a continuous learning process.

Abstract:
Several scholars have addressed the locational factors necessary for the best installation of industries or services; among them, one finds the costs with transportation of products and raw materials, labor-related costs, benefits deriving from the agglomeration of companies, as well as place-environment associations. Some agglomeration types stand out in this context, each one of them has its specific features, although they share the same goal. The agglomeration of companies is an increasingly frequent trend observed in production centers. Companies belonging to the same production chain remain close to each other in order to reduce costs with product transportation, storage and distribution processes. Consequently, they get to optimize their processes and increase their profits. The proximity between companies belonging to the same branch increases competitiveness between them. In addition, there is significant presence of skilled labor in these regions, a fact that favors logistics operations such as the transportation of inputs needed to enable companies’ production, and cost reduction. Thus, the aim of the present research is to create a methodology capable of identifying the variables necessary to develop a logistics cluster based on concepts such as productive economic agglomerations, by taking into consideration aspects addressed in a survey conducted with key cluster policy-development actors. Moreover, Interpretive Structural Modelling (ISM) was used to create an ontology to help better understanding the association among all variables necessary to structure logistics clusters.

Abstract:
The article attempts to adapt the BEP analysis methodology to assess the viability of agricultural machinery. It was assumed to treat the machine depreciation cost as a fixed cost, but only to the rational use threshold. Above this threshold, it was considered that depreciation should be calculated using the active method and treated as a variable cost. In this case it’s a technical potential and its wear becomes a bottleneck. In addition, it was considered reasonable to take into account the cost of interest on the capital employed, which would be a fixed cost. So far research on the efficiency of machinery utilization has focused on the quantitative analysis of their use, and the financial aspects are ignored. The proposed use of the BEP methodology allows not only quantitative and qualitative yield thresholds for the analyzed machine, but also the calculation of the limit values of the variable component costs (fuel prices, repairs) and fixed costs (garage, maintenance, interest rates).

Abstract:
To improve gas turbine performance, it is essential to decrease back flow gases in the high-temperature combustion region of the turbo machine by reducing the shroud/rotor gap. An abradable seal coating will function effectively. The present work described an advanced detection technology and test rigs to study abradability of the seal coatings. Several early used analytical methods were also reviewed in the work as comparison, like NASAPWA and Sulzer Innotec, have developed abradable test rigs and specified different experimental parameters by simulating the determined working conditions. Thence, suggestions to further develop evaluation methods for seal coatings were proposed and discussed.

The author analyzes bibliography, presents various approaches towards conceptology, formulates main conclusions of recent research on the indicated problematic, as well as provides specific examples. Research of the concepts presented in different linguistic worldviews, including Russian linguistic paradigm of the world, is first and foremost substantiated by the importance of intercultural communication in the current context. The relevance of this topic is defined by the significance of studying the dialogue of cultures, language, culture and mentality. The selected topic is of interest to the philosophers, linguists, culturologists and foreign language pedagogues. In anthropological linguistics, cognitive linguistics, psycholinguistics, sociolinguistics, ethnolinguistics, linguoculturology and other fields, the subject of research is the concept of the dialogue of cultures along with interaction between language, culture and mentality. The development of Russian relations on international arena over the past decade led to active cooperation in the area of education, economy, trade and tourism. Therefore, there is an urgent need for studying communication in the situation of interaction between the representatives of Russian and foreign cultures from the perspective of teaching languages as a means of intercultural communication. The need to study communication is justified by different communication behavior in Russia and other countries in the cultural aspect. Insufficient understanding of the language of communication can result in communication failures and even initiate cross-cultural conflict. In the following paragraphs of this article, the author gives detailed attention to specificity of the concept in the linguistic worldviews.

Abstract:
This paper intends to validate the application of magnetic techniques, particularly magnetic susceptibility, as sampling tools on a copper tailings terrace, by correlating them analytically. Magnetic susceptibility was measured in both the field and laboratory. Data obtained allowed for designing spatial magnetic susceptibility distribution maps, showing the horizontal variation of the tailings. In addition, boxplots were used to show the variation of magnetic susceptibility and the concentration of the elements analyzed at different depths of the copper tailings terrace. The degree of correlation between magnetic and chemical variables was defined with coefficient R2. The horizontal and vertical variations of magnetic susceptibility, the concentration of elements, and the significant correlations between them show a relationship between magnetic susceptibility and the chemical processes occurring in the tailing management facility, such as pyrite oxidation. Thus, the correlation functions obtained could be used as semiquantitative tools to characterize tailings or other mining residues.
