Abstract:
Object of research: risk management processes of enterprises of the oil and fat industry in Ukraine. Investigated problem: to assess the efficiency of the implementation of the mechanism of innovative risk management for enterprises of the oil and fat industry in Ukraine Main scientific results: the paper proposes a scientific and methodological approach to quantifying the effectiveness of the implementation of the mechanism of innovative risk management (MIRM) of enterprises of the oil and fat industry in Ukraine, based on comparing the net present value before and after the MIRM implementation and consists of a number of successive interrelated stages, which include: comparative analysis and integrated assessment of unsystematic (financial, production, investment and other types) risks before and after the MIRM implementation at the enterprise; expert assessment of systematic risks that form the environment of the enterprise and can’t be controlled; determination of the total risk value as an arithmetic weighted average non-systematic and systematic component for each type of risk; determination of discount rates taking into account risk before and after the MIRM implementation at the enterprise using the CAPM model (capital assets pricing model) for calculating and comparing the net present value before and after the MIRM implementation at the enterprise (NPV and NPV', respectively). Efficiency assessment of the implementation of the mechanism of innovative risk management (MIRM) was carried out on the example of eleven processing enterprises of the fat and oil industry in Ukraine. The scope of practical use of research results: the risk management system of processing enterprises of the fat and oil industry in Ukraine, which should be the object of constant monitoring of the feasibility of implementation and assessment of the effectiveness of MIRM functioning by management and top management. Innovative technological product: a scientific and methodological approach to quantifying the effectiveness of the implementation of the mechanism of innovative risk management for enterprises of the oil and fat industry in Ukraine, based on comparing the net present value before and after the MIRM implementation (NPV and NPV’, respectively) using the CAPM model (capital assets pricing model) to determine the discount rates taking into account the risk before and after the MIRM implementation (d and d', respectively), which makes it possible to determine the expected amount of reduction in losses at the processing enterprises of the oil and fat industry of Ukraine from the implementation of a set of risk management measures and make informed management decisions on the appropriateness of their application. Abstract:
Purpose. The purpose of the article is to develop a system for evaluation the state of financial security of operating activities of enterprises in oil-and-fat industry based on the coordination of the interaction of the main factors of influence and levels of its components. Methodology / approach. In the process of writing the article the following research methods were used: abstract-logical (at the systematization of scientific publications on the problems of management of enterprises in oil-and-fat industry, financial security of enterprises), grouping (by clustering enterprises depending on the obtained results), comparisons (by developing a model for assessing the degree of financial stability of operating activities of enterprises), coefficient (by developing a model for assessing the degree of liquidity of enterprises), formalization (by developing a matrix for diagnostics of the state of financial security of operating activities of enterprises), generalization (by formulating research conclusions). Results. In the process of research, the system of complex evaluation of degrees and levels of the main components of financial security of the operations activities of the enterprises in oil-and-fat industry was substantiated: a model for assessing the financial stability of operating activities and a model for assessing the liquidity of an enterprise. A diagnostic matrix for the financial security status of the operational activities of the enterprises in oil-and-fat industry was developed to define the security boundaries of the operation activity of enterprises. Approbation of the proposed system for assessing the financial security of operating activities on the materials of the selected group of enterprises in the oil-and-fat industry made it possible to analyze the dynamics of the state of the financial security of their operating activities. Originality / scientific novelty of the research is to develop tools for a comprehensive evaluation of the financial security of the operating activities of the enterprises in oil-and-fat industry. The method of determining the impact of the degree of financial stability and liquidity of the enterprise on the level of financial security of current activities was improved. For the first time, a nine-quadrant matrix of the state of financial security of operating activities of enterprises depending on the ratio of the degrees of the above factors was substantiated. Practical value / implications. The use of the proposed system of financial security evaluation of operating activities of the enterprise, according to the authors, can serve as an effective mechanism for managing the financing current activities of enterprises in oil-and-fat industry and become an informative tool for factor analysis in managing their overall financial security.

Abstract:
Relevance of the research topic. Since competition and innovation are interrelated, at the current stage of development of the Ukrainian economy the problem of increasing the profitability and competitiveness of sunflower seed production based on the development of innovative processes in the industry remains highly relevant. Those producers of sunflower seeds, who were the first to apply innovations, have the opportunity to reduce the cost of manufactured products, which contributes to strengthening their position in a competitive environment and increasing their survival in the modern market. Formulation of the problem. The downturn of business activity, the domestic economy is experiencing, is usually accompanied by a decrease in the cost of developing innovations. However, an analysis of the activities of large firms, especially in oligopolistic markets, both high-tech and less technologically advanced, shows that for many of them the development of innovation retains its priority value even during periods of unfavorable economic conditions. This allows you to achieve strategic advantages, enter new markets and consolidate positions in the industry after the end of the crisis. Selection of unexplored parts of a common problem. The oil and fat complex represents a wide range of products, the use of new technologies, a high level of profitability and competitiveness, the attraction of foreign deposits, and an orientation towards the export of raw materials. Investment in the development of oil-producing enterprises, entrenched in the market, in fact creates additional natural barriers to their entry into the market, which leads to a change in the concentration and degree of competitiveness and provokes the emergence of new phenomena that require further research. Statement of the problem, the objectives of the study. The purpose of the study is to determine the theoretical aspects of innovation in the activities of agricultural enterprises of the oil and fat complex. The goal defines the following tasks: to consider the categories of enterprises, covers the oil and fat complex; provide a scheme for the extensive development of the industry; explore the basic conditions for the long-term development of the enterprise and consider a scheme for meeting prospective market needs; highlight the benefits of innovation; to substantiate the main trends and directions of development of innovation and investment activities of enterprises producing oil and fat products. Method or methodology of the study. The methodology of the study is to identify approaches to the definition of "innovation", to determine the totality of the methodological components of the appraisal apparatus and justify and highlight their advantages, given the logistics infrastructure of the oil and fat complex. The presentation of the main material (results). The categories of enterprises are considered, covers the oil and fat complex. The scheme of extensive development of the industry. A necessary condition for the long-term development of the enterprise has been described and a scheme for meeting prospective market needs has been considered. Highlighted the benefits of innovation, stimulate agricultural producers to introduce innovations. The logistics infrastructure of the oil and fat complex and the main trends and directions for the development of innovation and investment activities of manufacturing enterprises are presented. Conclusions according to the article. The consumption of “healthy” natural vegetable oils is increasing in the world, particularly in Europe, Asia, and North and South America. The current trends towards an increase in the volume and qualitative changes in the structure of consumption of edible vegetable oils and fats make it possible to predict the future shortage of them in both developed and developing countries. The constant growth of the global demand for edible vegetable oils creates the prerequisites for the activation of the search for new investment and innovative solutions by the subjects of this market. Domestic producers of oil and fat products should take into account the global development trends of the global oil and fat complex in the development of an innovation strategy plan, investing in new products, such as high-viscosity sunflower, rapeseed or soybean oil.

Abstract:
The article examines theoretical approaches to achieving the competitive advantages of Ukrainian oil and fat enterprises in modern market conditions. Special attention is paid to the peculiarities of the use in business management of marketing concepts of business organization, which are oriented at the market, needs of consumers, society and other stakeholders. The most effective results for the enterprises are provided by the implementation of marketing management concepts that are oriented at identifying and meeting consumer demand as well as consideration of the interests of all other stakeholders in the supply chain of oil and fat products, the individual, community and society, i.e. concepts of marketing interaction and holistic marketing. The supply chain of oil and fat products includes the economic interests of business entities that develop varieties of oil and fat seeds, machinery and technology, supply of resources, production of raw materials, processing, storage and transportation, etc. A key position in the supply chain is occupied by the consumer. The success of the marketing strategy of the enterprise depends on the degree of consideration of the interests of the individual, communities, society and the state. It is concluded that oil and fat companies in the food industry can gain sustainable competitive advantages due to integration efforts aimed to form agricultural and food clusters in local geographical areas from all stakeholders and relationships in the supply chain of oil and fat products including suppliers, manufacturers, intermediaries, consumers, government and other organizations, etc. Keywords: oil and fat business, marketing orientation, competitive advantages, supply chain, stakeholders, interests, oil and fat cluster.

Abstract:
The article proves the decisive role of the oil and fat sector for the national economy. The current state of activity of processing enterprises of oil and fat industry allows to state that extensive directions of growth and development are almost exhausted for them, since there is already a tendency to exceed existing production capacities every year compared to available volumes of raw materials for processing. This is a consequence of an increase in the volume of oilseeds exports while at the same time insufficient capacity of production capacities of processing oilseeds enterprises. One of the measures that can partially solve this problem is the use by enterprises of the domestic oil and fat sector of such direction of development as diversification of production. Although it is advisable to note the presence of certain differences in the use of diversification between Ukrainian and foreign enterprises. The use of kinship diversification at oil and fat enterprises is associated with the transition from mono structural forms of technological lines of plants to the universal ones capable of working with various types of raw materials. One of the promising areas of diversification for domestic enterprises of the oil and fat complex is the market of oilseeds processing products, where only several companies currently operate. Also, the priority direction of diversification of the activities of oil processing enterprises can be the production of such a refining product as phosphate concentrate. Significant potential and reserve for the development and expansion of oilseed processing enterprises lies in the intensification of biofuel production, in particular the production of pellets. Also, an additional direction of diversification of activities of enterprises that produce and use pellets for their own needs can be the production of thermal energy, which is aimed not only at providing their own technological needs, but also at providing such services to others. Thus, by diversifying its activities, oil and fat enterprises are able not only to improve their technical and economic performance, but also to intensify and stimulate the further development of enterprises of other related and connected sectors of the national economy, accelerating their modernization and more harmonious integration into the global economic space.

The article studied modern cleaning methods and technological schemes of enterprises of the fat-and-oil industry. Based on literary sources, the effi ciency of wastewater treatment by physicochemical treatment methods has been investigated. Reagent pretreatment of wastewater is widely used, and research focuses on the selection of optimal reagents and doses. A modern method for the treatment of fat and oil containing wastewater is biomembrane technology. Classic treatment schemes are often unable to achieve regulatory requirements for the quality of treated wastewater; therefore, the use of membrane bioreactor technology may be in demand for treating food wastewater. The problems of using various methods of purifi cation of fat-and- oilt wastewater are identifi ed. The economic effi ciency of the proposed cleaning methods is determined.

Abstract:
Utilization of fruit seeds plays a special role, since they are a valuable raw material for the oil and fat industry, at the enterprises of which the complex processing of seeds is carried out: oil is obtained from kernels, crumbs and powder are obtained from shells. Before placing the seeds in the oil and fat enterprises, they must be cleaned of impurities and dried, since the seeds extracted from the fruits have an increased humidity of 25-60% and contain a significant amount of impurities in the form of pulp and squeezes. However, due to the lack of specialized equipment for drying fruit seeds in canneries, their supply to the kernel oil plants is declining every year. In this case, tons of seeds are simply destroyed. Attempts to use existing industrial dryers proved to be ineffective, since they do not take into account the structural features of fruit seeds, and are also not very adapted to significant fluctuations in the moisture of raw seeds and the unevenness of their receipt on drying. The most appropriate method of drying fruit seeds is the use of infrared radiation and a vibro-boiling layer.

Abstract. The capacity growth of the edible oil enterprises at the present stage of development leads to the formation of huge amounts of used water, which form the production wastewater. The main pollutants are organic substances, mainly fat. The existing treatment plants are not able to remove them from the water up to the level of sanitary requirements. These pollutants cause the processes of decay, water blooming, infection with pathogenic bacteria and, as a result, adversely affect the fauna and flora. For many enterprises in the industry, proper wastewater treatment is a significant problem. In industry, in order to reduce the amount of water used, and improve the quality and/or quantity of the effluent, it is strongly recommended that a ‘best practice’ approach is adopted, where avoidance of water usage is the most desirable, and disposal of wastewater the least desirable practice. Aim of the study. To propose measures for reducing the impact of edible oil industry on the state of surface wa-ter basing on the Best practice approach. 132 Вісник ЛДУБЖД, №19, 2019 As a result of the studies, the increase of the pollutants content in river water after the wastewater discharge of the edible oil production was revealed. In particular, the content of nitrite, nitrate and ammonium nitrogen, hydrocar-bons, chlorides and sulfates, fats and oils increased; the total iron content increased 10 times. The phosphates, petrole-um products and surfactants were defined.Suggested measures for optimising water efficiency in the edible oil industry include: physical refining, continuous deodorization, cleaning in place, recovery of heat condensates, equipment upgrade, dry clean-up techniques, cooling towers, blowdown wastewater recycling, installation of water meters, education of staff, re-use water, re-use treated effluent.

Abstract:
The article discusses the problem of the reducing life quality of Russians in the new conditions of the market economy. The Russian phenomenon of the use of “palm oil” as a priority raw material in food production is analyzed against the decrease in its use in the EU countriesand against the expansion of the daily diet of the Chinese due to increased dairy food consumption. Opposing points of view of key industry associations (the Dairy Union of Russia and the Fat and Oil Union of Russia) have been identified and are presented in the context of palm oil use in dairy food production. The results of a statistical study of the demand for palm oil from Russian importers against the background of an increase in the value-added tax rate from 10 to 20% in October 2019 are presented. The data of customs statistics on palm oil imports were analyzed in the context of countries of origin, nine codes of the commodity nomenclature of foreign economic activity, months and years within the five-year period of 2016–2020, as well as in the context of the importing regions of Russia. The results of statistical processing of data by the Federal Customs Service revealed no effect of the sharp increase in the VAT rate on the volume of palm oil imports. The analysis of foreign statistics revealed a significant presence of actors in the chemical industry among transnational companies that are the largest consumers of palm oil. The model of entrepreneurial behavior based on consumption in palm oil production, formed and widely spread in the Russian food industry market, is criticized. 98% of palm oil and its fractions imported into Russia goes to the needs of food industry enterprises, and the authors consider that the foreign ownership of these enterprises plays an important role. In the authors’ opinion, in many respects, the latter fact determined our country’s ranking first in the food chemistry sector in the distribution of published patent applications by technology field for the top 10 origins in 2014–2016. In this respect, Russia is far ahead of China, the USA, Japan, South Korea, Germany, the UK,France, and Switzerland. In China, systematic research is being carried out on the ratio of palm oil use in the food (primarily, instant noodles, other fast food) and non-food (chemical industry, including cosmetics production) sectors.

Abstract. The system diagnostics of enterprise financial security developed by the authors are based on taking into account the combined effect of the main elements of the financial stability management process. On the basis of the justification of the interdependence of the main components of an enterprise’s financial security (on the one hand, the types of financial stability and the liquidity of the balance sheet, on the other hand, their correlative effect on the level of financial security) the authors proposed a model for its evaluation. It has been proposed that the type of financial stability of an enterprise should be determined on the basis of the identification of the financial situation in accordance with the scale developed on the basis of the values of the main financial stability ratios. The type of liquidity on the balance sheet is based on a comparison of liquidity-based items of assets with maturities. The unified impact of types of financial stability and balance sheet liquidity on the level of financial security became the basis for the development a matrix for diagnostics the general position of financial security of the enterprise. Based on the established relationship between the degrees of financial stability and liquidity of an enterprise on the one hand, and the level of financial security of operating activities on the other, a model has been developed to assess the level of financial security of the enterprise’s operating activities. It has been proposed that the financial stability and liquidity of an enterprise should be determined on the basis of a three-tiered indicator by classifying financial situations within the established indicator scale: depending on the priority of selecting funds to finance the tangible portion of a negotiable asset and the sufficiency and composition of a negotiable asset to meet current liabilities. On this basis, a diagnostic matrix of the financial security position of the enterprise’s operational activities has been developed. The interconnection of the positions of the financial security of the enterprise and the unification of its level enabled the authors to develop a matrix of zones of the general position of the financial security of an enterprise where, depending on the combination of financial security levels, zones are distinguished from absolute financial security to financial danger. The testing of each element of the proposed enterprise financial security diagnostic’s system on the materials of a selected group of enterprises of the oil-and-fat industry confirms the practical significance of the developed tools in the process of managing their general financial security. It is based on the fact that small-scale coconut oil processing in micro-scale businesses is facing serious threats and competition with palm oil produced by large and medium-sized entrepreneurs, resulting in a downturn in business as well as weakening the motivation of coconut farmers to process coconut production into coconut oil. As a result, coconut farmers in their daily lives actually buy palm oil processed by large and medium entrepreneurs, while their businesses are getting worse. In line with this, through this research, an analysis of the obstacles and opportunities for the development of the people's coconut oil processing industry was carried out. The purpose of this study was to analyze the barriers to developing the people's coconut oil processing industry on a micro-scale business and to analyze the opportunities for developing the people's coconut oil processing industry on a micro-scale business. The research method is through a Focus Group Discussion (FGD) to identify obstacles and opportunities for developing the coconut oil processing industry, followed by Analysis Hierarchy Process (AHP) to determine priority problems and priority opportunities that should be carried out by multi-stakeholders for the development of the coconut oil processing industry. The results showed that the priority obstacles to the development of the coconut oil processing industry in micro-scale businesses in Konawe Islands Regency were product marketing problems, financial capital, and business funding problems, production equipment problems, skilled labor issues, raw material problems, micro-business protection policy issues, business organization, and management problems, as well as problems in the use of information technology and innovation. This article is devoted to the development of a small-sized technological line for the production of safflower oil in small enterprises of the grain processing industry. The relevance of the oil and fat industry is outlined, including signs of the increased popularity of safflower oil in Kazakhstan and in the world. Achieving a high quality of the final product directly contributes to the urification of safflower from impurities and husks. The main disadvantages of the known lines are the bulky design, significant material costs and energy costs which make it impossible to use the equipment in a mini-oil production; difficulty in operation. To solve this problem, a technological line was proposed as part of a peeler-press of an original design for separating the husk from the kernel and pressing oilseed raw materials, which ensures the production of a high-quality and biologically valuable product. The proposed technological line for the production of safflower oil is to reduce material and energy costs in the conditions of mini-production of obtaining oil by pressing, increasing ease of operation without reducing the quality of the resulting oil. In addition, the technological and schematic diagrams are given, the characteristics of the main components of the equipment and the principle of its operation are presented.

Given that in modern economic conditions, the main thing is to ensure the interests of the owner, the main purpose of internal control is to prevent shortcomings. One of the most important objects of control are production costs, since control over them is a necessary element of enterprise management, without which it is impossible to fully implement other management functions. In our opinion, the organization of internal cost control in modern conditions should be considered as a process that follows and is derived from the financial structure of the enterprise. The paper discusses automated control systems for technological processes (APCS) of oil and gas producing enterprises of the Russian Federation. The history of the development of automated process control systems in oil and gas production is described. At the moment, the efficient operation of technological facilities is not possible without the use of automated control systems. Special attention should be paid to the fact that almost all oil production facilities are currently characterized by a high level of depletion and are mainly at the late (third or fourth) stages of operation. Under these conditions, the average production rate falls, the costs of technological procedures for oil and gas production increase significantly. In this regard, in the current conditions, the effective development of process control systems for oil and gas enterprises is an extremely urgent task. The paper provides a typical block diagram and classification of automated systems that provide control of technological processes in oil and gas production. The necessity of using an automated dispatch control system (ADCS) is substantiated and its main tasks are considered. The need for an automated process control system in oil and gas production to reach the next level of functional development, which can be provided by modern automation and communication means, is clearly demonstrated, thereby giving a new impetus to the digital transformation process. The concept of "smart" well is considered, comparative characteristics of different levels of oil fields are presented: standard, digital and intelligent. The concepts of big data (Big Data), cloud technologies (Cloud Storage), augmented reality are considered in relation to the specifics of the industry. A qualitative assessment of the readiness and development prospects of the APCS in the context of the transition to digital technologies in oil and gas production is carried out. The digital transformation of the industry must be economically substantiated and justified.

Indicators determination that characterize the state of competition at the market give an opportunity for market players to make good decisions for all participants. Purpose. The article aims to determine the state of competition at the fat-and-oil production market of Ukraine according to the given approaches with the use of “large numbers law” and formulation of recommendations of further industry development. Method (methodology). The general scientific and empirical methods of scientific research have been used in this article. They are the system method, method of generalization and description. Results. In order to estimate the competitive situation of fat-and-oil market in Ukraine the market share of competitors has been determined. The market concentration index, four-particle index of concentration, Herfindahl-Hirschman Index and Rosenbluet Index have been calculated. During the research of competitive indicators, it has been determined the necessity to apply “large numbers law” for defining the shares of large number of small enterprises in the market, without losing accuracy and correct calculations of competitive indicators. Investigation of competition indicators of fat-and-oil products in Ukraine in 2016-2017 showed the market had not been monopolized. Its main characteristics are low concentration and high intensity of competition. This situation meets interests of all participants of the market and needs the same support in future.

The logistics system is one of the most important subsystems of the production enterprise. This system is responsible for the timeliness and efficiency of logistics activities at the enterprise. Creating the logistics system for the company is based on solving a set of problems, where the development of an algorithm for its design is key one. The article proposes an eventual model of the algorithm for designing the logistics system of a production enterprise. The design algorithm was developed taking into account the activities of oil and fat industry enterprises. Structurally, the algorithm consists of three phases - the formation of an information array for the design of the logistics system, the design of the logistics system, the installation of the logistics system project at the enterprise. The optimal number of stages was substantiated for each design phase. According to the design stages, a list of works that must be performed in the process of project development and installation was described. Information on the time spent on each job at the stages of design and installation of the logistics system was provided. It is indicated that the development and installation of a logistics system at a manufacturing plant can take three to four months. The obtained research results are important for the top management of enterprises. They will allow to be guided in productivity of process of designing and installation of logistic systems. In the future, this will provide an opportunity to correctly draw up a logistics plan and adjust the development strategy of the enterprise. The material presented in the article is useful for researchers in terms of further consideration of improving existing or developing new algorithms and techniques for designing logistics systems of industrial enterprises.

Relevance. In the current context, the cost of coal products is growing. Labor productivity in coal mines and open-pit mines is significantly lower than the corresponding indicator in North America and Australia, a significant proportion of unprofitable enterprises, despite the fact that a third of the world’s coal resources and a fifth of the proven reserves are concentrated in the Russian Federation. In these circumstances, the substantiation of the strategic development of the coal industry on the basis of a SWOT analysis is of great importance. Purpose of the study is to substantiate the strategic vision for the development of the coal industry, priorities for the functioning of coal mining enterprises. Research methods are scientific generalization, method of system analysis and analogies. Results. In the course of the study, the possibilities of functioning of coal mining enterprises, threats to the coal industry, strengths and weaknesses of their activities were identified. The ability to function is determined by the presence of huge coal reserves in Russia, the leadership in its production and export, and a significant share of coking coal grades. The identified threats include: a significant decrease in prices on the world market and coal consumption in the domestic market, an increase in the average transportation distance and the risks of introducing environmental restrictions. The weaknesses in the activities of coal mining enterprises, requiring appropriate measures to be taken to liquidate them, come down to the following: increased operating costs, low labor productivity, a significant number of small mines and open-pit mines that hinder the effective development of the industry as a whole. At the same time, the strategy for further development should focus on the strengths of the coal mining enterprises. These include lower capital investments based on conventional fuel, significantly lower than in the oil and gas industry, therefore, during the period of ensuring sustainable development of the economy as a whole, the development of the coal industry will require lower costs, which creates conditions for the development of other related industries, the possibility of introducing an economic mechanism of inter-fuel competition, as well as the effective functioning of the market structure within the “free” oligopoly. Increasing the competitiveness of coal mining enterprises requires the use of accelerated depreciation methods at export-oriented enterprises, the introduction of problem-solving technology at large coal mining enterprises, the establishment of a rational ratio of the used imported and Russian equipment, and the containment of the growth in the cost of railway transport services. The focus on the implementation of the concept of creating a digital industrial enterprise in the industry plays a special role. A number of measures should be taken to improve financial stability. Conclusions. The identified opportunities and threats, as well as the strengths and weaknesses of the activities of coal mining enterprises, serve as the basis for substantiating the “Strategy for the development of the coal industry”, determine promising directions for the future of coal mining enterprises.

The article is devoted to the theoretical and methodological provisions of the study of foresight, aimed at the prospects of balanced development of domestic enterprises of the food industry. The publication highlights the benefits of using foresight as a way to achieve economic change and provide opportunities to anticipate the management of enterprise development prospects. It is substantiated that the foresight method is close to the method of building scenarios, because they both use the same forms of work and are aimed at managing change events. A link relationship is built, which operates in a single system between the foresight and the scenario approach and determines the analytical, strategic, control directions and is based on the application of the same factors. Methodological principles of foresight are considered. The advantages of crowdfunding, which combines the technology of prediction and scenario planning with the use of different knowledge, are proved. For the development of food industry enterprises, the stages of formation of development scenarios on the basis of crowdfunding are considered and the necessary tools for their implementation are identified. The advantages of determining the effectiveness of the formation of sce-narios based on crowdfunding using each of the considered tools are determined. Thus, for the first stage, the application of the SMART-method is proposed, which allows determining specific goals and objectives. For the second – the analysis of functioning is substantiated that allows to define dynamics of activity of the enterprises and to define efficiency of manufacture, and it gives the right to outline the directions which need transformation. The third stage “Choice of priorities” is based on the components of SWOT-analysis; fourth – on the components of PEST-analysis. The fifth stage uses methodology of strategy planning. For the sixth – the STEPLE-analysis is carried out that allows revealing opportunities and threats in relation to the enterprise. At the last stage the road map which defines technological priorities of development of the enterprise and acts as a method of representation of results of a foresight is formed. A road map has been developed for PJSC “Odessa Oil and Fat Plant”, which allows choosing the best ways in terms of balanced development of the enterprise.Keywords: foresight and foresting, scenario approach, crowd foresight, food industry enterprises, roadmap. Стаття присвячена теоретико-методологічним положенням дослідження форсайтингу, спрямованим на перспективи збалансованого розвитку вітчизняних підприємств харчової промисловості. В публікації висвітлено переваги використання форсайту як способу досягнення економічних змін та забезпечення можливостей передбачення управління перспективами розвитку підприємств. Обґрунтовано, що форсайт-метод є близьким до методу побудови сценаріїв, адже вони використовують однакові форми роботи та спрямовані на управління подіями змін. Побудовано ланковий взаємозв’язок, що діє в єдиній системі між форсайтом і сценарним підходом. Розглянуто методологічні принципи форсайту. Доведено переваги краудфорсайту, що поєднує технологію передбачення і сценарного планування з використанням неоднакових знань. Для розвитку підприємств харчової промисловості розглянуто етапи формування сценаріїв розвитку на базі крауд-форсайту та виділено необхідні інструменти для їх реалізації. The authors suggested the use of maple syrup as a flavor component in the production of sweet dessert oil of a dessert type. Maple syrup is a sweet syrup made from juice of a tree of sugar maple, red maple, black maple or horseradish maple. Has found its application as an additive for ready meals and as a recipe component of sweet dishes. An important advantage of maple syrup in front of other sweeteners (brown sugar, stevia, agave syrup, honey, etc.) is that it contains a very small amount of oxalates and purines, and therefore does not cause food allergy. Thus, it also possesses antibacterial, antidiabetic properties, improves the functioning of the cardiovascular system, etc. The analysis of the vitamin and mineral composition of maple syrup showed a high content of vitamins В1 and В2, potassium, calcium, magnesium, manganese, zinc. The work was carried out on the selection of optimal dosage of vegetable syrup in the production of sweet and sour oil with flavor components. The mass fraction of syrup varied in the range of 0.5 to 10%. The optimum dosage is set to 8%. The technological scheme of the soda oil with maple syrup involves the following operations: acceptance of raw components; milk separation and cream production; pasteurization of cream; Cream separation and preparation of high-fat cream; introduction of maple syrup; normalization of high-fat cream; conversion of a normalized mixture into an oil; oil packing. The indexes of quality of oil of a sweet-soup with maple syrup are studied. The conformity of oil to the requirements of GOST 32899–2014 is established. The expiration date of the product packed in aluminum foamed foil has been determined for 15 days at a temperature of (3 ± 2) °С. On the basis of the data obtained, it is possible to draw a conclusion on the expediency of developing and implementing the technology of the sweet and sour album oil with maple syrup at the enterprises of the oil and fat industry.

Given the fact that the oil and gas sector are the main suppliers of tax revenues to the Russian budget, the topic is very relevant. The system of taxation of oil production has been a major change in the transition from a flat, uniform tax rate on mining to a complex formula that takes into account the specific conditions of production of hydrocarbons (tax reform 2014). In addition, for the oil has increased base rate of mineral extraction tax and reduced the export duty on oil. Most of the existing taxation has become burdensome especially for the oil companies, contrary to the task of stimulating the production and entails risks of production decline and develop new fields. In addition to the changes at the legislative level, addresses the issue of a tax on financial result or the tax on additional income, which will be aimed at the withdrawal of the windfall profits of these companies. The object of research: technology for the production of waffles of increased consumer value with a fat filling using non-traditional plant raw materials. Investigated problem: the problem of the production of new waffles is solved by using a mixture of vegetable-butter and coconut oil, dry skim milk, carob powder, apple powder, cinnamon and ascorbic acid. Main scientific results: The use of non-traditional raw materials in the fatty filling of waffles increases the organoleptic properties of the products. Waffles have a pleasant taste and aroma due to the content of carob powder, apple powder and cinnamon in the filling. Due to the introduction of unconventional raw materials and herbal additives into the formulations of new products, the amount of total sugars was reduced. The mass fraction of fat also decreased due to the replacement of confectionery fat for waffle fillings with a vegetable-butter mixture and coconut oil. The moisture content of new samples of waffles and waffle sheets is within the established norms. It was found that the finished waffles meet the requirements of the state standard for physical and chemical indicators. The developed score helped to establish that the quality level of the developed waffles is 0.97. The area of practical use of the research results: food industry enterprises specializing in the production of confectionery. An innovative technological product: the technology for the production of waffles with a fat filling using non-traditional plant raw materials makes it possible to obtain a new confectionery product of increased consumer value with a balanced composition and high organoleptic properties. On the basis of production and financial plans, analysis of project risks, an assessment of the economic efficiency from the introduction and implementation of the developed technological solutions was made. The production plan includes the following structural elements: the volume of capital investments, the capacity of the enterprise, the program for the production and sale of products, wages, the cost of fixed assets, the cost of production and sales of products. The article highlights the need of the control of the quality of grain raw materials, because the increasing of the competitiveness of the grain industry is one of the leading in the national agrarian economy of Ukraine and largely its determines the place in the global agrarian market. In competition, only those enterprises retain and improve their position in the market, which consistently work to support and improve the quality of the products according to the important indicators for consumers. The main indicators of the grain quality are: protein content, and also humidity, smell, impurities, crude fat, ash content, etc. Todays, domestic enterprises introduce into the manufacturing the unique scientific and technical developments, which allow quickly and qualitatively conduct the research of raw materials and finished products. However, sometimes when controlling grain raw materials on such enterprises where the modern (spectrometric) research methods are used, some physico-chemical parameters do not coincide with the normative (arbitration) research methods. Therefore, in a comparative aspect were investigated samples of soybean, corn, barley and rapeseed by some qualitative indicators, such as humidity, crude protein and fat. By comparing two methods, it was found out that in the soybean and corn samples, both the arbitrage and the spectrometric methods were almost identical. In some rapeseed and barley samples, the difference between the same samples was small and was not more than 4.8 %. In determining the crude protein in the same samples in soybeans, the difference was from 0.9 to 5.1 %, corn grains – 2.6–5.6 %, barley grains – 0.9 to 5.8 %, rapeseed – 1.4–9.8 %. In determining the fat content of identical samples in soybeans, the difference was small and ranged from 3.8–6.2 %, corn grains 2.6–4.8 %, barley grains – 4.2–6.4 %, seeds rapeseed – 7.1–11.6 %. In the conducted interlaboratory researchers, in determining moisture, crude protein and fat in grain and oil raw materials, by both arbitration and spectrometric methods it was found out, that the results of the studies were within the statistically probable error, which indicate on the high efficiency the last one. In addition, the values of qualitative indicators of the researches samples responses the requirements of regulatory documents.

Abstract:
The paper studies the dynamics of the relative production efficiency of the main agricultural crops in Ukrainian enterprises for 2017 – 2019 years, in particular sunflower. It has been established that price instability restrains the intensification at which oilseed yield increases, but the degree of risk increases due to the simultaneous trend of convergence of price indicators and production costs. It is concluded that the capacity building of the oil and fat industry should have scientifically sound limits. The work is innovative in terms of its approaches and recommendations, as well as in a new perspective of researching topics. The issues and provisions given in it may be used to analyze existing theoretical positions. In addition, the theoretical significance of the paper is it can become a motif and a major base for further studies in the given direction. The practical implementation of the conclusions, recommendations and suggestions obtained from the research will contribute to the stability of oilseed production after the Covid-19 pandemic.

Purpose. To determine the impact of accounting for the activities of economic entities on the general state of financial and economic activities of mining enterprises on the basis of the statistical method of analysis. Methodology. The theoretical and methodological basis of this study includes scientific works by national and foreign scientists in terms of formation of the accounting system of enterprises (economic entities), legislative and regulatory documents which regulate accounting. The study used a set of general and special methods of cognition: content analysis, logical generalization, quantitative and qualitative comparison, scientific abstraction and systematization. Findings. It is established that in the conditions of the growing national economy there occurs dynamic strengthening of the influence of science and R&D on the socio-economic development of the country. It is proposed to consider accounting as a component of financial and economic evaluation of business entities. The financial analysis of activities of 40 leaders of the mining industry market of the world is provided. Originality. The study analyzed the financial and economic condition of economic entities and provided recommendations in terms of management and accounting. In contrast to the existing ones, these recommendations are as follows: formation, composition, powers and procedure of enterprise committees; the role of the works council in ensuring the effective functioning of the internal control system at the enterprise; implementation of an effective remuneration policy; disclosure of corporate management information by enterprises. It has been proven that the mining industry, along with the oil and gas industry, distributes more of its revenues to the state than any other sector of the economy. This is due to the fact that in addition to direct and indirect taxes, mining companies pay significant amounts of royalties in the form of resource rents for non-renewable resources. Practical value. The results of the study can be used by practitioners, scientists, civil servants (the Ministry of Education and Science of Ukraine and its structural units, local governments in the field of education and science) to monitor economic development and improve state regulatory impact on economic entities.

One of the mechanisms available to them is an intercorporate learning network. This paper reports on the way a learning network— National Petroleum Management Programme (NPMP)— was set up and institutionalized to address the strategic needs of the petroleum industry in India. It focuses on the external and internal drivers for change and describes the key challenges encountered in translating change. It also demonstrates the advantage of collaboration between oil and gas companies as a strategy to deal with competitive times. The objectives of setting up NPMP was to: develop among the enterprises a shared understanding on the strategic advantage of collaboration in the competitive environment to help the industry in meeting its objectives of growth and vitality act as a catalytic agent for initiating macro level changes in the policies and practices in petroleum enterprises provide a range of learning opportunities and services. The dynamics of the Network provide a critical lens for analysing how change is impacted and dealt with in the petroleum industry in India. The paper presents the assessment of the fat – and-oil industry of Ukraine. Leaders of the largest producers of sunflower oil in Ukraine were determined in percentage terms; they are LLC "European Transport Stevedoring Company" (6.6% of total production), LLC Optimus Agro Trade (6.1%), LLC Pridneprovsky SEZ, Ltd (4.7%) and PJSC "Vinnitsa OZHK" (4.7%). The development of oil and fat enterprises of Ukraine was analyzed and the main problems were identified, which include the choice of transportation means of vegetable oils from factories to the seaport and the territorial location of factories producing vegetable oils. It is established that at present the currently relevant type of transportation of bulk cargo has become tank containers, as transportation in them is carried out without intermediate overflow of the product when changing the mode of transport, which ensures the increased safety of transportation and cargo, as well as contributing to the environmental security during the transportation process. The article includes the classification of tank containers and identification of the main world manufacturers of chemical and food tank containers. It is determined that the construction of the tank container should withstand the action of its own forces of inertia, which occur during the movement of the vehicle, as well as under impact of wagons that occur during shunting operations, including gravity marshalling yard, emergency braking and other emergencies that may occur during operation under the following accelerations: in the longitudinal direction Pпр it is 2 g; in transverse direction Pп it is 1 g; in the vertical direction Pв it is 2 g; under impact: for a loaded container with dangerous goods the acceleration is 4 g; for a loaded container with a safe cargo it is 2 g; for an empty container (to check the fittings) it is 5 g. The paper describes the procedure for obtaining dynamic characteristics of a tank-container for transporting vegetable oils placed on a platform car under impact tests. The presented example of obtaining the values of accelerations that act on the load-bearing structure of the tank-container under impact shows that the designed construction of the tank-container meets the regulatory requirements for strength characteristics.

The development of the global economic system leads to the fact that modern production is becoming more technological and capital intensive, requires highly skilled labor and cannot provide work places for a large number of low-skilled workers. In addition, each high-tech work place creates several additional work places in other industries. Many technologies that were first used in industrial production were later used in other industries, increasing their efficiency and competitiveness and thus ensuring the overall economic development. Scientific research and development for the industry are becoming more transdisciplinary; hybrid research areas as well as cross-disciplinary technologies appear. The main problem is that the Russian industrial complex is not ready for unconditional acceptance of these global technological challenges for the most part organizationally, not economically. We need a simple and well-defined organizational and economic mechanism of technologizing of domestic production. Despite the current economic difficulties, there are enough sources of such technological transition funding. They are: entry into the large-scale investment and infrastructure projects on a national scale; participation in projects of field development of the leading oil and gas companies; the programmes of innovative development and R&D programmes of state companies, industrial state programmes; subsidies and grants of development institutions; private funds of enterprises, etc.

The article considers the main features of the high-tech sphere and the possibility of trade cooperation therein. Technological progress has completely changed the structure of the modern world economy. Thanks to the technologies, novel activities have been developed, many of which are efficient and highly profitable. A classic example of the impact of the introduction of high technologies in everyday life is the emergence and use of new information technology. Due to the widespread use of new communication technology, the transmission cost of voice, data, text, images, as well as international fees for the transmission of information have sharply decreased. Fast data transfer (e.g. e-mail, via the Internet) and teleconferences have provided economy with modern communication and the ability to do business around the world, allowing to significantly increase the speed of operations and thus receive increased profits. According to the Ministry of Economic Development, Trade and Agriculture of Ukraine, trade cooperation in the high-tech sphere can be divided into several directions: IT industry, defense industry, energy complex, aerospace industry. Thus, about 85% of energy and oil and gas equipment is exported during a year. The main export destinations are Russia, Kazakhstan, Turkmenistan, Uzbekistan, Azerbaijan and the UAE. Therefore, energy, oil and gas companies are less susceptible to the crisis in the economy over the past few years. This is due to the fact that the work of enterprises in these sectors is mainly based on long-term contracts, most of which serve projects for the construction of gas pipelines, oil pipelines and the reconstruction of power plants. Such projects continue to be financed by Central Asian countries. Despite some significant successes in such industries as aerospace, energy equipment production, heavy and transport engineering, and some others, the state of the industry in general does not meet the modern requirements of both the domestic and the world economy. First of all, Ukraine lacks a number of high-tech industries that determine export positions. The quality and technological solutions of electronic products, household appliances, agricultural and road-building machines, as well as a number of other goods are significantly inferior to foreign counter-parts. Technological exchange or trade cooperation in the high-tech sphere in a broad sense can be understood almost the entire range of international economic relations, including the purchase and sale of patents and licenses, trade in goods and services.

Abstract:
The article examines the largest Russian corporations’ role in the exports of goods to the EU countries. The author examines the Eurostat data, concerning Russian exports to the EU within several industries and compares them with the data on the biggest Russian TNC’s exports to the EU countries. It is concluded that the largest companies’ share in the general Russian exports to the EU dominates in all strategic export-oriented industries: oil and gas exports, metallurgy and chemical industry. The lack of diversity and competition together with EU’s biased approach against big state-owned companies makes Russian exporters vulnerable to EU’s open and latent protectionism, which significantly hampers the mutual trade. Russian companies’ position is worsened by the fact that almost all of them follow the price competition strategy. Their product’s advantage is low price so antidumping measures widely used by the EU regulating institutions against Russian exporters are extremely painful and can hardly be avoided or compensated. It is concluded that dozen of the dominating companies are not able to promote Russian trade interests. On the opposite, they contribute to the growth of trade imbalances between the EU and Russia. The most possibly successful way to redirect this development is to involve into mutual trade more Russian small and medium enterprises operating in a wide range of industries. This would diminish the current mutual trade imbalances and release political tension on the European side. It would also create a great opportunity for the Russian economy to raise its efficiency. Some rights of Russian exporters became guaranteed after Russia’s accession to WTO, but structural measures to stimulate Russian SME’s exports to the EU are still needed. It is suggested that the Russian authorities should pay special attention to chemical industry and engineering as these industries’ production is being already exported from Russia to the EU, but the variety and quality of goods are still far from desired.

Abstract:
An important task for food processing enterprises is the search, development and implementation of cost-effective, technically advanced and environmentally friendly technologies for the food industry. Recently, a promising direction in the production of food products – treatment and prevention products containing a variety of supplements, including and vegetable. Medicinal properties of food herbs are due to the presence of biologically active substances, including various vitamins, micro-, macronutrients and various enzymes. The purpose of the experiments was to study the optimal ratios of prescription components for the production of processed cheese “Ukrainian” with the use of vegetable spices, study the possibility and methods of using them in the production process of a new type of processed cheese in the enterprise, development of optimal doses of “Ukrainska kuchnia”. According to the research plan, the experiments were conducted in the central laboratory and production shops of Ivano-Frankivsk Dairy Plant, Department of Milk and Dairy Products Technology, Stepan Gzhytskyi National University of Veterinary Medicine and Biotechnologies Lviv. National species “Ukrainska kuchnia” was used for research. As evidenced by the results of the tasting evaluation of these prototypes, the best organoleptic evaluation was received by the recipe № 2 the composition of which provides (per 1000 kg of finished product): 373 kg of rennet Dutch cheese; 63.2 low-fat cheese; 30.6 cow's milk powder; 39.7 kg of peasant oil, salt solution of the ruler 102 kg; 107.2 kg of drinking water and 14.0 kg of spices “Ukrainska kuchnia” per 1000 kg of finished product. Additions to the recipe of the phytospection “Ukrainska kuchnia” led to a certain change in the organoleptics of the prototypes of the proposed salted processed cheese, of course with the acquisition of certain characteristics of the filler – spices “Ukrainska kuchnia”. All experimental samples of cheese were characterized by the same values of mass fraction of moisture – 51.7 % vs. 52 % in the prototype, salt content 2.8 % vs. 3.0 %, and the pH of experimental samples of processed cheese “Ukrainian” was respectively 5.6, which corresponds regulatory requirements. From the results of the tasting evaluation of the samples, all of them met the regulatory requirements and received quite high characteristics (28 and 29 points, respectively). In parallel, a microbiological evaluation of processed cheeses was performed. In evaluating the obtained data, both traditional products and prototypes had regulatory safety indicators. At the same time, no harmful and dangerous microflora was detected. Summarizing the above experimental data, it can be noted that the use as a recipe component for the production of processed cheese spice “Ukrainska kuchnia” based on processed cheese “Hostryi z pertsem” is appropriate, and the resulting product is biologically valuable, has proper product characteristics, safety indicators and expands the range of domestic dairy products for treatment and prevention.

The world market showed that in the field of oil refining and petrochemical companies their consolidation at the corporate level, as a result of which there are no prospects for the development of private oil companies, without which their competitiveness can not be increased. From this point of view, the topic of the article is relevant. Theoretical and practical bases of competitiveness of oil and gas enterprises and its management were considered. This article suggests ways to quickly assess the state of labor protection and ecology by calculating a number of indicators of industrial risk based on the information available in the modules for assessing labor protection by indicators of industrial risk. The efficiency of using the software proposed by the authors for the occupational health and safety management system based on a specific task from the modules "Personnel", "Events", "Equipment" and "Ecology", consisting of four main modules, is proved. In addition, this paper compares the matrix methods of risk assessment in the coordinate system "probability of an event or consequences of an event" of prevention and assessment of occupational risks for employees used in domestic and foreign practice in the occupational safety management system.Work on identifying harmful factors of accidents during the extraction, use and transportation of raw materials at industrial enterprises and assessing compliance with the requirements of the standards of the Republic of Kazakhstan should be carried out continuously. The main goal of the labor protection service is to create safe working conditions for employees at industrial enterprises, as well as to prevent occupational diseases of employees. Abstract:
The article deals with the problems of interaction between oil and gas industry enterprises. Various aspects of applying the system and network approaches are described. The key components of the system approach are highlighted, taking into account industry specifics. The features of the system interaction of enterprises are given. The system theory defines the requirements for establishing and maintaining a balance of interests. The prerequisites for the development and application of the network concept in the formation of interaction systems are determined. Taking into account the industry specifics, the elements of the effectiveness of network interaction of industrial business entities are highlighted. The cognitive and communicative aspects of the development of such interaction are briefly described.

Abstract:
The question of the development of the oil industry in the Kuban regions in the late 1920s and in the first half of the 1930s is considered. Attention is paid to the state of oil production and oil refining at the end of the NEP, the reasons for the difficult situation in the oil industry. The results of a comparative analysis of the potential and activities of the corresponding Kuban refineries that were part of various oil trusts are presented. The classification of enterprises is proposed depending on their profile (oil production and oil refining) and production value. A review of the production life of these enterprises is carried out. Their role in the regional economy and in strengthening interregional economic ties is assessed. The relevance of the study is due to the need to consider the degree of participation of oil industry enterprises in the Kuban in solving important economic problems that go beyond this region. The situation in oil production and oil refining as an important segment of heavy industry located on the territory of an agricultural region is analyzed and reconstructed in the article. Questions are raised about the specifics of the development of the oil industry in the Kuban, about the form of subordination of its enterprises. Particular attention is paid to the problems of staffing, technical equipment of oil producing and oil refineries and their impact on the implementation of complex planned targets. It has been proved that the dynamics of the development of the Kuban oil-bearing regions and the development of oil refineries depended on the introduction of new drilling methods, on the intensification of exploitation of both developed and new oil-bearing regions.
