Full textThe Marine Corps manpower system has the responsibility of ensuring that the appropriate numbers of trained and experienced Marines are assigned to commanders to perform their missions. The main concern with the current manpower system is that there are many skills that are critically short while others exceed requirements. The questions that are addressed in this thesis are, "can and should the Marine Corps promotion system be restructured, redesigned, or replaced to fulfill the objective of properly structuring the force," and "what would be the policy implications, unintended consequences, and pros and cons of promoting officers by MOS?" The authors explored the issue by first taking a detailed look at the history, statutory basis, and operation of the Marine Corps officer promotion system. The authors then examined the history, statutory basis, and operations of the officer promotion systems of the Navy, Army and Air Force to understand if their promotion systems were engineered to deal with force structuring concerns. The authors conclude the thesis by discussing why restructuring the Marine Corps officer promotion system would not be the best alternative for the Marine Corps and then give recommendations on how the Marine Corps could better implement a force structuring option.

Full textThis study identified a leadership competency model for developing healthcare executives in Mexico based on the National Center for Healthcare Leadership (NCHL) Model. Eleven chief executive officers and chief medical officers were interviewed. They considered 86% of the National Center for Healthcare Leadership (NCHL) competencies as very important or vital and perceived a gap in the performance of these competencies. They also identified additional vital competencies beyond the scope of the NCHL's model. Participants also reported that leadership development and succession planning programs were lacking. Recommendations are to design a leadership development program using the NCHL model as a framework and further customizing the approach per the organization's unique mission, vision, strategy, values, and circumstances. The NCHL is offered as a general strategy for leader development that could be useful in the Mexican private healthcare industry, based on some "best practices" in the design and implementation of the leadership programs.

Vertinama veiksmingumo pokyčio dinamika aštuonių metų laikotarpyje ir jo sociologiniai rodikliai policijos tarnybose, vykdančiose viešųjų vietų patruliavimą, eismo kontrolę ir objektų apsaugą. Full textThe purpose of this Joint Applied Project is to develop and field a Contracting Officer/Team Leader Handbook. Multiple factors have led to an environment that is less than optimal for the accomplishment of the acquisition mission. There has been a significant loss of corporate knowledge in the Communications-Electronics Life Cycle Management Command (CE LCMC) workforce combined with acceleration in promotions to the GS-13 level. The experience level of current Contracting Officers is limited due to rapid promotions. In the past few years the organizational culture focused more on cycle time reductions, versus the quality of the work product in order to satisfy the needs of the customer. In addition, since the supervisory role was raised to the GS-14 level, and GS-13's were relieved of supervisory responsibility, there has been increased confusion as to the role of the team leader. Initial research suggests that Contracting Officers/Team Leaders need another resource to support them in the accomplishment of their varied duties. The C-E LCMC Acquisition Center's strategic plan for the next 12-month period sets forth a vision of a new business culture - one that defines competency at three different levels. The first level is "Do" a complex task (being able to repeat this task consistently), followed by level two, which is "Understand Why" (being able to take learned knowledge and apply that to solving the next problem and doing the next task; being able to improve execution each time and refine), and ending with level three "Explain the Why" (mastering knowledge and skill so that one can do it again and show someone how to do it and why), which leads others to competency. The plan is to enhance the workforce skill sets, ensure contracting is done right, and focus on leadership development. The objective of this project is to align with this plan and provide a guide that supports Contracting Officers/Team Leaders in three key areas: technical competence, leadership, and customer relations.

Full textPolice officers are often the first contact a victim of rape has with the criminal justice system and may be the first people to whom rape victims disclose. To examine the extent to which police officers endorse rape myths, this quantitative study assessed their views about rape victims, along with the effects of demographics and experience. The Illinois Rape Myth Acceptance Scale--Short Form was administered to 66 patrol officers in Southern California. The officers scored in the mid-range of this scale, which addresses seven different categories of common rape myths, such as "she lied" and "she asked for it." For some rape myths, females and ethnic majority officers indicated less endorsement of rape myths. These findings reveal a need for more in-depth research on police officers. Social workers who work with the victims of rape should advocate for increased education of law enforcement personnel about rape and its victims.

Full textOs objetivos desse estudo são (1) estimar o nível de mortalidade masculina para a coorte de oficiais da Força Aérea Brasileira que ingressaram na instituição entre os anos 1947-1960 e foram observados até Junho de 2013; (2) comparar essas estimativas com as taxas nacionais de mortalidade masculina e (3) analisar alguns fatores associados à sobrevivência desses militares. Esses oficiais não apenas são selecionados através de um processo rigoroso com elevados critérios psicológico, cognitivo, físico e de saúde, como também mantêm um treinamento rígido em um ambiente controlado ao longo da sua formação. Uma vez graduados, a instituição demanda exames periódicos anuais de saúde, oferece recursos médicos de alta qualidade para o militar e para a sua família, bem como lhes oferece suporte estrutural, tal como auxílio a moradia. Logo, isso leva a 2 hipóteses principais: (1) o nível de mortalidade desses oficiais é menor do que o esperado para um homem brasileiro médio; (2) aspectos que influenciam a mortalidade adulta, tal como diferentes níveis socioeconomicos, evidenciados por alguns estudos, não afetam esses oficiais, devido à sua prolongada exposição a um ambiente favorável. Logo, para testar a primeira hipótese taxas de mortalidade são estimadas e comparadas com a tabela de vida brasileira correspondente, bem como com países que reconhecidamente experimentam baixa mortalidade. A segunda hipótese é testada através de regressão de Poisson e curvas de sobrevivência Kaplan-Meier usando a váriavel região de nascimento como uma proxy para origem socioeconomica. Devido à qualidade dos dados militares, estimar o seu nível de mortalidade e compará-lo com a média brasileira poderá não somente melhorar o nosso conhecimento a respeito da mortalidade masculina, como também contribuir para se compreender os limites da expecativa de vida e a influência das condições de vida na infância sobre a sobrevivência em um contexto de país em desenolvimento.

Full textThis study was designed to determine what it is that Chief Learning Officers do to build the learning organization by examining interview data from current Chief Learning Officers using the constructs of change and leadership. The study sample included current Chief Learning Officers who work for U.S. based organizations within the U.S. and have been in their current Chief Learning Officer position for at least two years.
The study used a qualitative, exploratory methodology combined with phone or face-to-face interviews in order to gather data. The data was analyzed using the Systems Learning Organization Model (Marquardt, 2011). 20 Chief Learning Officers were interviewed for approximately 60 minutes each and asked the same series of questions in order to further explore how Chief Learning Officers use leadership and change to build the learning organization.
The study findings show that Chief Learning Officers do four things to build the learning organization: 1. They themselves collaborate with others inside and outside of the organization, and encourage others to do so as well; 2. They assess and measure their learning and development programs on a consistent basis; 3. They seek and secure funding and other resources for their learning and development opportunities; 4. They have a vision for their learning organization, and realize that vision through strategy development and implementation.

Full textThis thesis consists of three essays. In the first, we document illusory correlation in CEO compensation decisions by demonstrating that golf handicaps of CEOs are uncorrelated with corporate performance, but related to CEO compensation. Golfers earn more than non-golfers and pay increases with golfing ability. In the second essay we propose a fundamental attribution bias-based explanation of the recent explosive growth in CEO pay. Analysis of aggregate time series data and cross sectional data from the late 1990s stock market bubble period suggests that shareholders overattribute prominent increases and decreases in the prices of corporate stocks to the leadership and skill of the CEOs and underestimate the role of stock market fluctuations that are beyond CEO control. In the third essay we show that increases in the number of Initial Public Offerings reliably predicts in-sample and out-of-sample decreases in subsequent equally weighted aggregate stock returns and the return differential between small and big firms.
