Abstract:
This research discusses the threshold concepts in Military Officers’ Education (MOE) at military institutions that also provide tertiary level education. Unlike other higher education systems, the military education programme is designed to transform civilians into soldiers and train military officers who are able to face the nation’s future security challenges. The rules of technical preparation of military personnel and military leaders have been widely focused on but very little attention has been given to understanding the difficult conceptual and personal shifts entailed in such training. In this study, the threshold concepts theory provides a helpful analytical tool to examine the process deemed necessary for a transformation from civilian status to thinking and practising as a soldier and consequently, a military officer. Combined with phenomenography, as the research methodology, this research involved seven higher ranking officers, twenty-four military trainers, and twenty-nine officer cadets from two reputable military education institutions in Europe. The in-depth interviews explore the learning process in becoming an officer through experiences which involve learning about military practice in university settings. The findings show that there are two ontological shifts that transform a civilian into an officer – Phase I: Civilian to Soldier, and Phase II – Soldier to Officer. During Phase I, the first ontological shift in becoming a soldier involves the acceptance of discipline and obedience, recognition of a framework of related ethics and values, loyalty to the unit (collective above individual needs) and a sense of obligation. Meanwhile, Phase II requires a soldier to understand the concept of personal responsibility for the execution of mission, putting others before self, and the ‘power to command’ to complete the transformation to become a military officer. Apart from the identified ontological shifts and the threshold concepts to become an officer, the study also extended the current understanding of ‘liminality’ by offering new possible responses to the liminal experience. Drawing from the analysis of the empirical data, the study establishes that certain cadets do not essentially have to follow pre-described path to become an officer. Rather, they are capable of conforming to the well-established community of practice whilst feel empowered to intervene actively during the learning process by questioning, and refashioning received ideas.

The Marine Corps manpower system has the responsibility of ensuring that the appropriate numbers of trained and experienced Marines are assigned to commanders to perform their missions. The main concern with the current manpower system is that there are many skills that are critically short while others exceed requirements. The questions that are addressed in this thesis are, "can and should the Marine Corps promotion system be restructured, redesigned, or replaced to fulfill the objective of properly structuring the force," and "what would be the policy implications, unintended consequences, and pros and cons of promoting officers by MOS?" The authors explored the issue by first taking a detailed look at the history, statutory basis, and operation of the Marine Corps officer promotion system. The authors then examined the history, statutory basis, and operations of the officer promotion systems of the Navy, Army and Air Force to understand if their promotion systems were engineered to deal with force structuring concerns. The authors conclude the thesis by discussing why restructuring the Marine Corps officer promotion system would not be the best alternative for the Marine Corps and then give recommendations on how the Marine Corps could better implement a force structuring option.

Abstract:
Wargaming has been part of military curricula for about 200 years since the introduction of Kriegsspiel, but it is still something of an art form. This thesis attempts to theorise the practice of military educational wargaming, and specifically to explore why such wargaming takes the form it does. The thesis is limited to army educational wargaming for officers and officer cadets. Wargaming for analytical purposes, and political and strategic gaming, are excluded. Instead, the focus is on army educational wargaming at the tactical level, which is arguably more comparable between countries. The research method combines an exploratory approach influenced by grounded theory with a comparative case study approach encompassing three successive levels of army officer education in five countries: Sweden, Germany, the United Kingdom, the United States and Japan. The research indicates the central importance of individual game directors. This is particularly evident when wargaming forms evolve. The main concern of the individual game director is how to achieve instructor buy-in. This core category encompasses control, credibility and comfort. Three methods, or strategies, were discovered regarding how to achieve instructor buy-in. Those three strategies are: innovative active learning, simple standardising and control & veiling. This discovery contributes to new substantive theory, as it explains how specific army educational wargaming forms commence, evolve and are discontinued.

Abstract:
The understanding of what patrol officers do, and why, suffers from a lack of perspective presented from the officers themselves. To develop this understanding, a qualitative methodology was employed in the current study which entailed ride-alongs and semi-structured interviews with 59 patrol officers of the Fargo, ND police department. Research inquires focused on how officers viewed patrol work, how they conducted it, and how they viewed, and utilized different forms of intelligence that might assist them in their patrol duties. In the context of patrol work, officers discussed the purposes of patrol and how they serve them, their personal goals, and feelings, obstacles, beat coverage, dispatch, prioritization of duties, techniques, patrol focuses and departmental expectations. Officers also discussed the utility and value of departmental and officer derived intelligence and the nature and quality of communication between both officers and the department. Results revealed the importance officers place on the act of patrolling, the patrol obstacles generated through short staffing, high call volume, and what officers referred to as nuisance calls. Also revealed was a set of officers? informal working rules that constituted a beat management philosophy known as beat integrity. Results also uncovered the importance that officers place on communication with both the public and the department, the problem natured focus of their patrol activities, their self-reliance on officer generated intelligence, and the negative views they held regarding the quality of departmental intelligence. Results suggest how this deeper understanding of officer behavior and decision-making can improve officer development, officer satisfaction by addressing their focuses and concerns, and the dissemination and quality of intelligence.

Abstract:

This study identified a leadership competency model for developing healthcare executives in Mexico based on the National Center for Healthcare Leadership (NCHL) Model. Eleven chief executive officers and chief medical officers were interviewed. They considered 86% of the National Center for Healthcare Leadership (NCHL) competencies as very important or vital and perceived a gap in the performance of these competencies. They also identified additional vital competencies beyond the scope of the NCHL's model. Participants also reported that leadership development and succession planning programs were lacking. Recommendations are to design a leadership development program using the NCHL model as a framework and further customizing the approach per the organization's unique mission, vision, strategy, values, and circumstances. The NCHL is offered as a general strategy for leader development that could be useful in the Mexican private healthcare industry, based on some "best practices" in the design and implementation of the leadership programs.

Information superiority is the foundation for Joint Vision 2010 and the method tor services to dominate the battlefield. The goal of IT21 is to rapidly implement a warfighting information network. To facilitate the engagement of information warfare, this thesis proposes that all officers be issued a laptop computer. This thesis discusses how a computer can be as valuable as a ifle or a tank, and possibly change the way the Department of Defense fights wars. With a laptop computer, officers can have 24 hrs access to critical information - turning all Naval officers into Information Warriors! When officers transfer, they will be immediately on line at their new duty station. This thesis uses the Technical Architecture for Information Management (TAFIM) model for strategic planning and evaluatesthree migration paths: a paycheck computer allowance; continuing buying desktop computers within individual command budgets; and leasing laptop computers. The alternatives are evaluated using an Information Technology Assessment Worksheet. This thesis recommends that the best alternative is to lease computers for all officers and have Naval Information Systems Management Center (NISMC) be the program manager. This thesis dearly shows that after a three-year period the cost of leasing a computer is more economical than purchasing a computer

Abstract:
African American police officers, as other African Americans, report being subjected to racial profiling by police officers, and that these encounters have, in some cases, resulted in excessive and unjustified use of force. These types of occurrences have resulted in a divide between African American and Caucasian police officers. The purpose of this phenomenological research study was to explore the experiences and perceptions of African American male police officers in the State of New Jersey who feel they have been discriminated against by fellow law enforcement officers. Weber's social relationship theory served as the theoretical framework for this study. Data were collected through semistructured interviews with a snowball sample of 20 participants. Data were coded and analyzed using a modified van Kaam method of analysis. Findings revealed that most participants felt they had been stopped for no reason, and that they were disrespected by fellow officers, even when they revealed they were law enforcement officers. Many times, participants sensed that the disclosure of their status as a police officer was met with increased suspicion. Consistent with social relationship theory, a significant theme was that participants perceived that they were considered by Caucasian officers to be a member of a subgroup, rather than a member of the dominant group. The implications for positive social change include recommendations to law enforcement policymakers and leaders to learn about the detrimental effects of racial profiling on African American male police officers' morale, work ethic, job satisfaction, and personal feelings of worth as well as to focus resources on creating stronger policies against racial profiling and effective training and oversight of police officers.

Abstract:
The thesis addresses legal status of police officers by scrutinizing efficiency of the institution, identifying the key determinants of the efficiency and modeling legal measures that would allow prompt reaction to the unstable environment of the police service. Efficiency of Legal Status is analyzed via assessment of elements of the legal status and classification of those into four correlative segments. The work comprises an eight year evolution of the efficiency, its sociological indexes in police services exercising patrolling of public places, control of traffic safety and protection of secured objects. The thesis evaluates effects of social environment (community) and political and economic factors upon efficiency of legal status in general and, by scrutinizing legal regulation in each segment individually, identifies faults and shortcomings in the efficiency and evaluates readiness of police officers to exercise their functions by comparison of training programs for primary pack police officers in Lithuania, Ireland and Finland. The thesis ends with a range of proposals on legal regulation of individual segments of the legal status that would allow enhancement of efficiency of legal status and on compensatory mechanisms to maintain restored efficiency of legal status. Teisinio statuso veiksmingumas tiriamas vertinant teisinio statuso elementus, klasifikuojamus į keturis tarpusavyje koreliuojančius segmentus. Vertinama veiksmingumo pokyčio dinamika aštuonių metų laikotarpyje ir jo sociologiniai rodikliai policijos tarnybose, vykdančiose viešųjų vietų patruliavimą, eismo kontrolę ir objektų apsaugą. Joint Applied Project
The purpose of this Joint Applied Project is to develop and field a Contracting Officer/Team Leader Handbook. Multiple factors have led to an environment that is less than optimal for the accomplishment of the acquisition mission. There has been a significant loss of corporate knowledge in the Communications-Electronics Life Cycle Management Command (CE LCMC) workforce combined with acceleration in promotions to the GS-13 level. The experience level of current Contracting Officers is limited due to rapid promotions. In the past few years the organizational culture focused more on cycle time reductions, versus the quality of the work product in order to satisfy the needs of the customer. In addition, since the supervisory role was raised to the GS-14 level, and GS-13's were relieved of supervisory responsibility, there has been increased confusion as to the role of the team leader. Initial research suggests that Contracting Officers/Team Leaders need another resource to support them in the accomplishment of their varied duties. The C-E LCMC Acquisition Center's strategic plan for the next 12-month period sets forth a vision of a new business culture - one that defines competency at three different levels. The first level is "Do" a complex task (being able to repeat this task consistently), followed by level two, which is "Understand Why" (being able to take learned knowledge and apply that to solving the next problem and doing the next task; being able to improve execution each time and refine), and ending with level three "Explain the Why" (mastering knowledge and skill so that one can do it again and show someone how to do it and why), which leads others to competency. The plan is to enhance the workforce skill sets, ensure contracting is done right, and focus on leadership development. The objective of this project is to align with this plan and provide a guide that supports Contracting Officers/Team Leaders in three key areas: technical competence, leadership, and customer relations.

Abstract:
This study is an investigation into the new world of probation. For the past two decades the Probation Service has struggled to survive in a highly ambivalent social and political climate. During this period, the training of probation officers has separated from social work training and the service has adopted a more punishment-focused, coercive and managerialist stance in its work with offenders. Using a mixed methods approach that includes semi-structured interviews and case discussions, my research focuses on a sample of recently qualified probation officers with a view to exploring their experiences and perceptions of their working lives, and to construct a picture of the occupation from a newcomer perspective. In particular, given the shift in the ideological framework of the service, I wished to learn about the professional identity of the generation of probation officers who are now entering the service through an examination of their motivation and practices. Despite pressure to eradicate the welfare-oriented ethos of the service, a significant and unexpected discovery arising from my research has been the resilience of traditional values that are brought to the service in the aspirations and habitus of newcomers. My findings are contextualised in relation to the criminal justice system, the historical development of the probation service, the status of probation as a profession and my own 'insider' experience. In addition, the study is underpinned by a theoretical perspective that draws on the work of the French sociologist, Pierre Bourdieu.

Abstract:
The purpose of this study was to establish the frequency of problems that members of Police Force X experience or have experienced, and to determine which source of counselling the members of Police Force X would prefer most for each problem. A single stage sample design was used for this study. Two hundred non-commissioned police officers were randomly selected and were mailed a questionnaire through the police department's in-house mail system. One hundred and fifteen police officers returned completed and usable questionnaires. With the exception of an under representation of female police officers, the sample was representative of the population. The analysis of data showed that the five most frequent problems reported by the respondents were anxiety that interferes with the enjoyment of life, alcohol abuse, depression, financial problems, marital problems and sleep disturbance (these problems are presented in alphabetical order, and not in order of frequency). Further, for thirteen of fifteen presented problems the majority of respondents selected outside psychiatrist or psychologist as the most preferred source of counselling. For the problem of boredom and alienation members were equally divided between outside psychiatrist or psychologist and peer counselling as the most preferred source of counselling. The study concluded with a discussion of practical implications and recommendations for further research were presented.

Abstract:
The majority of mentoring research has explored mentoring from the vantage point of protégé perceptions, reactions, experiences, and development (Wanberg et al. 2003; Kram, 1988). Participants in mentoring studies have commonly been employees, college students, or mid-level managers. Little is known regarding the impact of mentoring roles in relation to top executives who are, over the span of their careers, likely to participate in developmental relationships as both mentor and protégé. In fact, accessing people who are active CEOs has been extremely problematic for a majority of interested researchers (Thomas, 1995). Limited research on mentoring and especially that on CEOs is used to inform the current Human Resource Development (HRD) scholarship and practice. The current study will inform HRD and provide insight into how mentoring relationships can be used to develop individuals in organizations. Key findings from this study were reported from a qualitative study (Moustakas, 1994) involving twelve CEOs of large for-profit US corporations who detailed their experiences as both mentors and protégés. Emerging themes from the larger study overlap, in part, with key mentoring functions as identified by Kram (1988). In addition to reinforcing and informing the work of Kram (1988), key CEOs provided insight regarding their experiences in long-term (several years or more) mentoring relationships. The combined themes resulted in a framework demonstrating the development of mentoring relationships. In addition to a general discussion of a mentoring framework, I focused the study primarily on CEO perceptions regarding the impact of their mentoring related experiences on 1) how their mentors have impacted their development; 2) how they mentor others; and 3) the relational elements in mentoring relationships. Because a rarely assessed population was studied, scholars and practitioners in HRD will gain a unique understanding and greater insight into how mentoring relationships develop professionals, particularly CEOs.

Abstract:

Police officers are often the first contact a victim of rape has with the criminal justice system and may be the first people to whom rape victims disclose. To examine the extent to which police officers endorse rape myths, this quantitative study assessed their views about rape victims, along with the effects of demographics and experience. The Illinois Rape Myth Acceptance Scale--Short Form was administered to 66 patrol officers in Southern California. The officers scored in the mid-range of this scale, which addresses seven different categories of common rape myths, such as "she lied" and "she asked for it." For some rape myths, females and ethnic majority officers indicated less endorsement of rape myths. These findings reveal a need for more in-depth research on police officers. Social workers who work with the victims of rape should advocate for increased education of law enforcement personnel about rape and its victims.

Abstract:
This study aims to (1) estimate the male mortality level for the cohorts of Brazilian Air Force officers who enrolled in the military between years 1947-1960 and were observed until June 2013; (2) compare those estimates with the national male mortality rates and (3) analyze some factors associated with their survival. Those officers are not only selected through a strict process of recruitment which already involves demanding health, physical, cognitive and psychological criteria, but also maintain a rigid training in an extremely controlled environment. Once they are graduated, the institution requires periodic annual health screening and offers complete medical resources, housing support and other important structural aid both for themselves and their families, even after retirement. Hence, this leads to 2 main hypotheses: (1) their overall mortality level is lower than the expected for an average Brazilian male; (2) aspects which are evidenced by some studies to affect adult mortality, such as different socioeconomic backgrounds, are offset by their long-lasting exposure to a privileged health setting. Thus, we address the first hypothesis by estimating their mortality rates through Poisson regression and later comparing them with the corresponding Brazilian life table and with other countries that are known to present low mortality levels; and address the second hypothesis through Poisson modeling and survival analysis, with the variable place of birth used as an indicator of their socioeconomic background. Due to the reliability and quality of military data, a better understanding of their mortality level relative to average Brazilian males may not only improve our knowledge of male mortality, but also contribute to further understanding the limits to life expectation and the possible influence of early-life conditions on survival in a developing country scenario.
Os objetivos desse estudo são (1) estimar o nível de mortalidade masculina para a coorte de oficiais da Força Aérea Brasileira que ingressaram na instituição entre os anos 1947-1960 e foram observados até Junho de 2013; (2) comparar essas estimativas com as taxas nacionais de mortalidade masculina e (3) analisar alguns fatores associados à sobrevivência desses militares. Esses oficiais não apenas são selecionados através de um processo rigoroso com elevados critérios psicológico, cognitivo, físico e de saúde, como também mantêm um treinamento rígido em um ambiente controlado ao longo da sua formação. Uma vez graduados, a instituição demanda exames periódicos anuais de saúde, oferece recursos médicos de alta qualidade para o militar e para a sua família, bem como lhes oferece suporte estrutural, tal como auxílio a moradia. Logo, isso leva a 2 hipóteses principais: (1) o nível de mortalidade desses oficiais é menor do que o esperado para um homem brasileiro médio; (2) aspectos que influenciam a mortalidade adulta, tal como diferentes níveis socioeconomicos, evidenciados por alguns estudos, não afetam esses oficiais, devido à sua prolongada exposição a um ambiente favorável. Logo, para testar a primeira hipótese taxas de mortalidade são estimadas e comparadas com a tabela de vida brasileira correspondente, bem como com países que reconhecidamente experimentam baixa mortalidade. A segunda hipótese é testada através de regressão de Poisson e curvas de sobrevivência Kaplan-Meier usando a váriavel região de nascimento como uma proxy para origem socioeconomica. Devido à qualidade dos dados militares, estimar o seu nível de mortalidade e compará-lo com a média brasileira poderá não somente melhorar o nosso conhecimento a respeito da mortalidade masculina, como também contribuir para se compreender os limites da expecativa de vida e a influência das condições de vida na infância sobre a sobrevivência em um contexto de país em desenolvimento.

Abstract:

This study was designed to determine what it is that Chief Learning Officers do to build the learning organization by examining interview data from current Chief Learning Officers using the constructs of change and leadership. The study sample included current Chief Learning Officers who work for U.S. based organizations within the U.S. and have been in their current Chief Learning Officer position for at least two years.

The study used a qualitative, exploratory methodology combined with phone or face-to-face interviews in order to gather data. The data was analyzed using the Systems Learning Organization Model (Marquardt, 2011). 20 Chief Learning Officers were interviewed for approximately 60 minutes each and asked the same series of questions in order to further explore how Chief Learning Officers use leadership and change to build the learning organization.

The study findings show that Chief Learning Officers do four things to build the learning organization: 1. They themselves collaborate with others inside and outside of the organization, and encourage others to do so as well; 2. They assess and measure their learning and development programs on a consistent basis; 3. They seek and secure funding and other resources for their learning and development opportunities; 4. They have a vision for their learning organization, and realize that vision through strategy development and implementation.

Abstract:
The complexities inherent in managing child sexual abuse stem from the intersection of micro factors (e.g., personal values, histories of learning and trauma in some cases), exo level factors (such as agency mandates and professional codes) and macro factors (e.g., socio-economic and societal attitudes). Professionals in Barbados who deal with gender-based violence (including sexual exploitation) have a key role to play in addressing this problem. The ways in which they respond, through their criminal investigations, child protection assessments and interventions, are critical in assisting with the amelioration of the effects of CSA and reducing its prevalence. This study furthers our understanding and expands knowledge on the subject by examining professional behaviours in responding to child sexual abuse. Factors such as professional identity and codes of ethics, together with institutional regulations and cultural mores, determine how professionals are likely to respond. A grounded theory approach was employed, in an interpretative constructionist manner, to explore the responses of twenty one (21) participants, comprising ten police officers, eight child care officers and focus group members comprising three new participants and four others previously interviewed individually. Two theoretical paradigms were employed as conceptual lenses to assist data exploration and analysis of emerged meanings. These were the socio-cultural theory of ‘community of practice’, and the feminist perspective, which helped to inform how gender and power might impact on responses. Sitting alongside these approaches is the ecological systems theory, which I have used to ensure that the problem (child sexual abuse) has been located within its wider socio-cultural context. The grounded theory to emerge from the study is that professional responses to CSA result in, and from, multisystem actions within hierarchies of power and status, which validate particular narratives of abuse and minimise others. Professionals are embedded within these systems and, therefore, often find it difficult to respond to CSA in ways that address root causes and provide justice to its victims. The study highlights the need for the training of police officers and social workers to facilitate a greater level of reflection on issues such as power and gender inequality, and to create opportunities for collaborative practice.

Esta tesis consiste de tres ensayos. En el primero, documentamos la correlación imaginaria entre las decisiones de compensación de los ejecutivos (CEO) al demostrar que el hándicap de los ejecutivos que juegan al golf no está correlacionado con su desempeño en la empresa mientras que sí lo está con su compensación. Los golfistas ganan más que los que no juegan al golf, y las pagas se incrementan con la habilidad en este juego. En el segundo ensayo explicamos la reciente espiral de las compensaciones de los ejecutivos basados en el sesgo de atribución fundamental. El análisis de las series temporales agregadas y de datos de sección cruzada correspondiente a la burbuja del mercado accionario en los noventa sugiere que los accionistas exageran al atribuir las subidas y bajadas de los precios de las acciones corporativas a las aptitudes de liderazgo del ejecutivo mientras que subestiman el rol de las fluctuaciones del mercado accionario que se encuentran fuera del control de estos. En el tercer ensayo demostramos que un gran número de Ofertas Públicas Iniciales predice sistemáticamente, tanto dentro como fuera de la muestra, el subsiguiente bajo rendimientos agregado y ponderado, y la diferencia de rendimientos entre las pequeñas y grandes firmas.
This thesis consists of three essays. In the first, we document illusory correlation in CEO compensation decisions by demonstrating that golf handicaps of CEOs are uncorrelated with corporate performance, but related to CEO compensation. Golfers earn more than non-golfers and pay increases with golfing ability. In the second essay we propose a fundamental attribution bias-based explanation of the recent explosive growth in CEO pay. Analysis of aggregate time series data and cross sectional data from the late 1990s stock market bubble period suggests that shareholders overattribute prominent increases and decreases in the prices of corporate stocks to the leadership and skill of the CEOs and underestimate the role of stock market fluctuations that are beyond CEO control. In the third essay we show that increases in the number of Initial Public Offerings reliably predicts in-sample and out-of-sample decreases in subsequent equally weighted aggregate stock returns and the return differential between small and big firms.
