Abstract:
As more Americans use Facebook as one of primary sources of news consumption, television broadcasters have increasingly added this social media platform in their distribution strategies for program optimization and audience engagement. Within a local market, media outlets not only need to monitor and analyze their own social media content and online audience behavior but also their competitors’ to increase competitive advantage. This study proposes a social media competitive analysis framework with three aspects: social media utilization, social media content strategy, and social media news engagement. By applying the analytics framework, this study examines the dynamic Facebook competition among five local television stations within a designated market area (DMA) in the U. S. The results show two divergent social media deployment patterns among these five local television broadcasters. Theoretical and practical implications are discussed to help media organizations develop their own social media strategies and gain competitive advantages over their opponents.

Abstract:
ABSTRACT In June of 2000, U. S. Coast Guard Marine Safety Office (MSO) San Juan conducted the Annual Abandoned Vessel Inventory and noticed an abandoned vessel grounded on a beach in Fajardo, Puerto Rico. Personal investigation revealed that the vessel held approximately 5,000 gallons of waste oil in the engine room, posing a pollution threat to the local public. In a thorough attempt to identify the owner, the MSO used the knowledge of local fishermen, the marine police and Department of Natural Resource. When the owner could not be identified, the Captain of the Port decided to use the Oil Spill Liability Trust Fund to remove the threat of an oil discharge. Upon discovering that five marine batteries and filters had been hidden on board the vessel, it was determined that it was likely being used as a waste dumpsite. If it was indeed a dumpsite, the Coast Guard would then take control of the vessel, initiate salvage operations, and remove it from its location. Local contractors were hired in the first successful oil removal attempt, lasting two days. In April of 2001, the re-assessment was conducted and an additional 5,000 gallons of waste oil was again discovered on the vessel, confirming the belief that it was a dumpsite. A more in depth assessment was conducted, and another 10,000 gallons of fuel oil was discovered in the wing tanks. The second project commenced with a local environmental contractor hired to remove the 15,000 gallons of oil. Then a salvage contractor was hired to mechanically cut the vessel into scrap for disposal. During this time over 300 lbs. of commercial grade C-4 explosives and detonation cord were discovered in a hidden compartment in the aft end of the vessel. The total cost to the Oil Spill Liability Trust Fund was approximately $700,000.00 and over 2,000 man-hours were spent to complete the project. This three month long abandoned vessel removal is considered an important success for several reasons. Not only did the Coast Guard remove a major pollution threat from the environment, but the municipality has also renovated the beachfront area and installed a boardwalk for public access.

Abstract:
The goal of this symposium is to present the status and future directions of programs aimed at consideration of human factors early in military system design. Military initiatives of this nature are not new, but in the past they have not become integral parts of the military system acquisition process. Recent programs in each service, however, reflect more serious and in-depth attempts to use human factors data to influence and evaluate system design than has been the case in the past. The Army now requires MANPRINT analyses, Navy HARDMAN analyses are mandated, and the Air Force is now pilot testing its own program called MPTIS. This symposium consists of introductory remarks by Dr. Joseph Peters of Science Applications International Corporation, and papers from LTC William 0. Blackwood, HQ Department of the Army, CDR George S. Council, Jr., Office of the Chief of Naval Operations, and COL AI Grieshaber, HQ, U. S. Air Force. Dr. Peters' paper, “Human Factors Issues in Military System Design,” defines “human factors” as a combination of human factors engineering, biomedical engineering, manpower/personnel, and training elements. The paper presents three measures of success of human factors programs early in system acquisition: long-lasting policy, committed management, and availability of scientific technology for program Implementation and evaluation. LTC Blackwood's paper discusses the importance the Army places on its MANPRINT program. MANPRINT program history, status, and possible program evolution are addressed. CDR Council's paper addresses the potential for the addition of human factors to the Navy HARDMAN program which addresses manpower, personnel, and training. CDR Council suggests that human factors advocates present a human factors program which is clearly defined and limited in scope to render it easily appreciated by Navy management, and that advocates can benefit from lessons learned during the institutionalization of HARDMAN. COL Grieshaber's paper “MPT in the Air Force” describes a pilot MPT (manpower, personnel, training) program at Aeronautical Systems Division, Wright Patterson AFB. This program will analyze aircraft system designs for their MPT requirements, suggest design changes where requirements exceed Air Force availabilities, and assess design changes for their MPT impact.

Abstract:
The development of longer lasting and faster charging lithium-ion batteries (LIBs) remains a critical engineering priority for the U.S. Department of Energy. To enable the next-generation technology, it is essential to understand the nature and extent of materials failure during battery operation. Under fast-charging conditions, it has been shown that graphite particles, which comprise the active material of the LIB anode, suffer irreversible material degradation that limits ultimate battery performance. This damage to the graphite manifests as turbostratic lattice disorder, severe morphological roughening, and anode swelling [1]. While these findings are essential to understand the nature of damage to the anode under fast-charge conditions, it remains to be seen whether such damage occurs at slower rates or is instead accelerated by extreme rate conditions and aging. In this regard, the recent advances in high-resolution electron microscopy (HREM) and four-dimensional scanning transmission electron microscopy (4D-STEM) methods provide the essential tools to enable nanoscopic quantification of battery degradation [2], [3]. In this work, we use advanced analytical electron microscopy and diffraction strategies to analyze nanoscopic degradation of graphite anode material under different cycling rate and aging conditions. The results of this work will demonstrate novel strategies for identifying nanoscale structural disorder that arise in battery materials as well as provide key understanding of graphite material failure to aid in the development of high-performance anode materials. We study (in post-mortem) the graphite particle cross-sections harvested from LIBs at different aging conditions for both C/2 (i.e., 2 hours to full charge) and 6C (i.e., 10 minutes to full charge) rate. At the nano- to atomic-scale, we rely primarily on aberration-corrected STEM for imaging and diffraction acquisition for each sample (see Figure 1 for the results). High resolution imaging reveals the extent of lattice disorder and amorphous character localized at graphite pore edges. The 4D-STEM data helps to further quantify the extent and distribution of nanoscale structural disorder (including permanent strain and turbostratic disorder). The experimental methods employed to acquire the datasets and the strategies employed to interpret the data to understand the nature of the resulting damage, including recent progress into Cepstral STEM, will be discussed. Additional supporting evidences of graphite disorder from Raman spectroscopy studies and rate-dependent anode swelling from scanning electron microscopy will also be presented. References : [1] S. A partir de uma análise crítica do conceito de Judicialização da Megapolítica, proposto por Ran Hirschl, discutimos o papel das instituições do Sistema de Justiça na atual crise política brasileira. Mostramos que Hirschl é impreciso acerca do problema da legitimidade no conflito entre poderes e omisso acerca da função que a grande mídia tem de deslocar a legitimidade dos poderes eleitos para as instituições do Sistema de Justiça. Para testar nossa hipótese, comparamos a evolução da aprovação popular dos poderes de Estado com a cobertura que os jornais Folha de S. Paulo, Estado de S. Paulo e o Globo, além do Jornal Nacional dedicaram a elas, de 2014 até 2018, usando os dados da pesquisa do Manchetômetro. Concluímos sugerindo aprimoramentos ao estudo da judicialização e particularmente ao conceito de judicialização da megapolítica.</p><p><strong>Palavras-Chave: </strong>Judicialização da política; Sistema de justiça; Mídia; Opinião pública; Ministério Público</p></div><div class="trans-abstract"><p class="sec"><strong>THE JUDICIALIZATION WAS BROADCAST: the relationship between the media and the system of justice in Brazil</strong></p><p class="sec">ABSTRACT</p><p>What is the role of the Justice System in the current process of institutional conflict in Brazil? Through a critical analysis of the concept of the judicialization of megapolitics, proposed by Ran Hirschl, we discuss the role of the Judiciary and Public Prosecutor’s Office in the current Brazilian political crisis. We call attention to the lack of clarity in Hirschl’s analysis about the fundamental problem of legitimacy in the conflict between governmental branches, and then we show how there is strong evidence in the Brazilian case that the mainstream media had the function of shifting legitimacy from the elected powers to the institutions of the System of Justice. To test our hypothesis, we compare the evolution of the popular approval of the main institutions of Brazilian democracy with the coverage that the quality newspapers Folha de S. Paulo, Estado de S. Paulo and Globo, and the television news program Jornal Nacional have dedicated to them from the beginning of 2014 until now, using data from the Manchetometro project. Nous attirons l’attention sur le manque de clarté dans l’analyse de Hirschl sur le problème fondamental de la légitimité dans le conflit entre les pouvoirs, puis nous montrons comment il existe de fortes preuves dans l’affaire brésilienne selon laquelle les médias traditionnels ont pour fonction de transformer la légitimité des pouvoirs élus en institutions des Système de justice. Afin de prouver notre hypothèse, nous comparons l’évolution de l’approbation populaire des principales institutions de la démocratie brésilienne avec la couverture que les journaux Folha de S. Abstract:
Electrochemical energy conversion technologies based on the oxygen evolution reaction (OER) are at the heart of many efforts to achieve a sustainable future, carbon-free fuel, and a circular economy. The sluggish kinetics of oxygen electrocatalysis, as well as the high overpotential required to attain practical current densities, limit the efficiency of several promising electrochemical technologies, including water and carbon dioxide electrolyzers, metal–oxygen batteries, and fuel cells. The most efficient OER catalysts are precious metals such as iridium- and ruthenium-based materials (i.e., IrO2 and RuO2). This fact represents a challenge against the cost-effective implementation of these electrolysis technologies.1-3 As a result, there is a necessity for the development of cost effective PGM-free OER catalysts, with equivalent or superior activity and durability to the PGM catalysts. This presentation will discuss the development and implementation of high-throughput synthesis methodology for PGM-free OER catalysts exploiting the rich chemistry of nanoporous materials4-7 and Argonne National Laboratory's High-Throughput Research Facility. The developed high-throughput methodology will expedite the assessment of the effect of composition and synthesis parameters on the activity of perovskite oxide alkaline electrolyte OER catalysts. Abstract:
Qur’an memorizer or commonly known as Hafidz Qur’an is currently getting quite intense attention from Moslem society in Indonesia, especially Moslem society in Jember. This positive acceptance can be seen from the development of tahfidz Qur’an program in various educational institutions in Jember and the number of educational scholarship offered to students who memorized Qur’an. This study aims to explain the social construction of the Hafidzah Qur’an in Jember with the use of constructivism method. The theory used is social construction that explains the formation of a society based on the knowledge they have through three simultaneous processes, namely, externalization, objectivation, and internalization. The result of this study is that the social construction of the moslem community in Jember shows positive acceptance of hafidzah Qur’an. It began with an externalizing moment when people found out about hafidz Qur’an through Islamic studies and television programs. Then the community formed the acceptance through the construction of tahfidz institution and the provision of scholarship to hafidz students in objectivation process, and finally it inspires the community to become hafidz and send their children to tahfidz institutions in the process of internalization. Abstract:
Electrochemical energy conversion technologies based on the oxygen evolution reaction (OER) are at the heart of many efforts to achieve a sustainable future, carbon-free fuel, and a circular economy. The sluggish kinetics of oxygen electrocatalysis, as well as the high overpotential required to attain practical current densities, limit the efficiency of several promising electrochemical technologies, including water and carbon dioxide electrolyzers, metal–oxygen batteries, and fuel cells. The most efficient OER catalysts are precious metals such as iridium- and ruthenium-based materials (i.e., IrO2 and RuO2). This fact represents a challenge against the cost-effective implementation of these electrolysis technologies.1-3 As a result, there is a necessity for the development of cost effective PGM-free OER catalysts, with equivalent or superior activity and durability to the PGM catalysts. This presentation will describe the application of machine learning (ML)-guided materials discovery and high-throughput synthesis to address these concerns, taking advantage of the intriguing properties and rich chemistry of nanoporous materials, the demonstrated capability of machine learning (ML)-guided materials discovery, and the high OER electrocatalytic activity of perovskites especially in alkaline media.4-10 Simulation of over 8,000 perovskites across a variety of cell sizes, space groups, and compositions using density functional theory (DFT) has been performed. Mining of the simulation data indicated that experimentally-known perovskites are characterized by low energy above the thermodynamic convex hull. Efficient search algorithms, deep learning-based models, and DFT calculations have been used to explore the space of perovskite oxides to produce novel compositions with tailored electronic descriptors. Promising compositions designed for high activity and stability are then selected for high throughput automated synthesis using the High-Throughput Research Facility at Argonne National Laboratory. A correlation between the phase purity, annealing temperature and OER activity has been identified. Abstract: This study aims to describe the professional development of elementary school teachers in remote areas in the UPTD Damang Batu working area, seen from the aspects of: (1) elementary teacher professional development through: (a) Intensive Development, (b) Cooperative Development, (c) Self Directed Development, and (2) Supporting factors and obstacles encountered in the professional development of remote area elementary school teachers. This research is a qualitative research with a case study design. Data collection is done by methods: in-depth interviews (indepth interview), participant observation (participant observation), and study documentation (study of document). Determination of data sources is done by using purposive sampling technique. Data analysis was performed using the interactive patterns of Miles and Huberman (1994). Checking the validity of the data is done by using a degree of credibility through both source and method triangulation techniques. The results of the study show that: (1) Professional development of elementary school teachers in remote areas, through: (a) Intensive Development, carried out through activities commonly aimed at developing teacher professionals and program activities that are tailored to the needs of teachers; (b) Cooperative Development, carried out through visits to other schools, sharing experiences with colleagues, being active in MGMP activities, and supporting each other to increase work motivation; and (c) Self-Directed Development, carried out through teaching media manufacturing activities, actively reading books in school libraries, actively participating in seminars / training, and actively seeking new teaching materials if they have the opportunity to access the internet; and (2) Supporting factors include the establishment of synergic cooperation between the Education Office, UPTD, supervisors, school principals and teachers; while the constraint factor is not all teachers have the opportunity to participate in a professional development program due to geographical conditions and the difficulty of access to and from the school. Keywords: Professional Development, Elementary Teacher, Remote Area Abstrak: Penelitian ini bertujuan untuk mendeskripsikan tentang Pembinaan profesional guru SD daerah terpencil di wilayah kerja UPTD Kecamatan Damang Batu, dilihat dari aspek: (1) Pembinaan professional guru SD melalui: (a) Intensive Development, (b) Cooperative Development, (c) Self- Directed Development, dan (2) Faktor pendukung dan kendala yang dihadapi dalam pengembangan profesional guru SD daerah terpencil. Penelitian ini merupakan penelitian kualitatif dengan rancangan studi kasus. Pengumpulan data dilakukan dengan metode wawancara mendalam, observasi partisipan, dan studi dokumentasi. Penetapan sumber data dilakukan dengan teknikpurposive sampling. Analisis data dilakukan dengan menggunakan pola interaktif Miles dan Huberman (1994). Pengecekan keabsahan data dilakukan dengan menggunakan derajat kepercayaan (credibility) melalui teknik triangulasi baik sumber maupun metode. Hasil penelitian menunjukkan bahwa: (1) Pembinaan profesional guru SD daerah terpencil, melalui: (a) Intensive Development, dilaksanakan melalui kegiatan yang lazim ditujukan untuk mengembangkan profesional guru serta program kegiatan yang disesuaikan dengan kebutuhan guru; (b) Cooperative Development, dilaksanakan melalui kegiatan kunjungan ke sekolah lain, sharing pengalaman dengan sejawat, aktif dalam kegiatan MGMP, serta saling mendukung untuk meningkatkan motivasi kerja; dan (c) Self- Directed Development, dilaksanakan melalui kegiatan pembuatan media ajar, aktif membaca buku di perpustakaan sekolah, aktif mengikuti seminar/pelatihan, serta aktif mencari bahan ajar baru jika memiliki kesempatan untuk mengakses internet; dan (2) Faktor pendukung meliputi terjalinnya kerjasama yang sinergis antara Dinas Pendidikan, UPTD, pengawas, kepala sekolah dan guru; sedangkan faktor kendala belum semua guru mendapatkan kesempatan untuk mengikuti program pembinaan profesional disebabkan kondisi geografis serta sukarnya akses dari dan menuju ke sekolah tersebut. Accelerating the development and discovery of new catalysts is vital for advancing many electrochemical energy conversion technologies (EECT) required to achieve a sustainable future utilizing carbon-free fuel, a circular economy, and to meet the grand energy challenges of the 21st century. The oxygen evolution reaction (OER) is at the heart of many EECT such as water and carbon dioxide electrolyzers, fuel cells, and metal-oxygen batteries. The sluggish kinetics of oxygen electrocatalysis, resulting high overpotential necessary to attain practical current densities, and the high cost of the state-of-the-art OER platinum group metal (PGM) and precious metals catalysts (i.e., IrO2 and RuO2) limit the cost-effective implementation and development of several promising electrolysis technologies.1-3 The development of alternative PGM-free OER catalysts, with comparable or superior activity and durability to the PGM catalysts and derived from earth-abundant materials has thus been an active research area for decades. The application of perovskite oxides as PGM-free electrocatalysts for the OER in alkaline environments has seen significant research interest in the last decade, with tri-metallic and tetra-metallic compounds showing activities comparable to PGM-based catalysts.4,5 The chemical space of these compounds is exceptionally large, yet the development of new perovskite oxides with high OER performance (activity and durability) has been limited and often discovered through trial and error, a time and cost inefficient route that restricted the discovery of more advanced materials. Recent advances in high-performance computing, machine learning (ML), and high throughput material synthesis and screening technologies have enabled high-throughput catalyst design and discovery.4-10 This presentation will describe how the machine learning and high throughput synthesis technologies worked synergistically to accelerate the discovery of alkaline oxygen evolution reaction electrocatalysts. The role of ML in accelerating the materials synthesis and the role of high throughput synthesis in optimizing the ML model predictions will be discussed. Abstract:
A major thrust in the past 20 years has been to upgrade nondestructive examinations (NDE) for use in inservice inspection (ISI) programs to more effectively manage degradation at operating nuclear power plants. Risk-informed ISI (RI-ISI) is one of the outcomes of this work, and this approach relies heavily on the reliability of NDE, when properly applied, to detect sources of expected degradation. There have been a number of improvements in the reliability of NDE, specifically in ultrasonic testing (UT), through training of examiners, and improved equipment and procedure development. However, the most significant improvements in UT were derived by moving from prescriptive requirements to performance based requirements. Even with these substantial improvements, NDE contains significant uncertainties and RI-ISI programs need to address and accommodate this factor. As part of the work that PNNL is conducting for the U. S. Nuclear Regulatory Commission, Office of Nuclear Regulatory Research, we are examining the impact of these uncertainties on the effectiveness of RI-ISI programs. One of the primary objectives of in-service inspection, including a RI-ISI program, is to manage potential degradation that may occur, but that had not been foreseen through previous operating experience. However, RI-ISI programs in the U.S are primarily based on history, looking back at past failures in the operating fleet. Therefore, RI-ISI may not adequately manage degradation events that are yet to occur, such as those that may have a long incubation (initiation) time, but a potentially fast growth rate. For this reason, RI-ISI will always be reactive to such failure events. Successful ISI needs to determine what NDE is required, when and how frequently it needs to be applied, how effective the NDE must be and where the NDE needs to be applied. Both flaw detection and accurate characterization need to be addressed. This paper will examine the reliability and uncertainties of NDE, and how these may impact RI-ISI.
