Full textDigital cultural resource information systems affect the stewardship of archaeological, cultural, and historic resources throughout the country. These information systems, however, are maintained and updated throughout many different agencies, such as State Historic Preservation Offices (SHPOs) and the National Park Service (NPS), United States Forest Service (USFS), and Bureau of Land Management (BLM). This thesis applies ethnographic methods, including interviews and social network analysis, to explore the communication and collaboration efforts within SHPOs, between SHPOs, and among SHPOs and multiple federal agencies. The research topic originated from an information system assessment conducted during an internship at the History Colorado Center, Office of Archaeology and Historic Preservation in Denver, Colorado. Throughout the research, I noticed trends in collaboration that emerged from interviews with SHPO participants. As a result, I developed a research design to further examine these concerns, highlighting the major issues in current collaboration and communication systems. This analysis serves as an organizational study of the SHPO and contributes to the larger conversation about cultural resource information system needs throughout America. Through creating a space for and facilitating communication between SHPOs and between the SHPO and federal agencies, organizations and cultural resource stakeholders can build positive relationships that will benefit the overall protection, preservation, and stewardship of historic, archaeological, and cultural resources in America.

Full textHistoric Preservation is a continuous movement. Preservationists are responsible for the expansion of the National Register of Historic Places, as well as the care of historic buildings already listed on the National Register. This thesis explores historic preservation in Lafayette, Louisiana. The thesis is a two-part process. First, the individually listed properties on the National Register were re-evaluated to ensure that their condition is current in the nomination. Secondly, historic preservation involves discovering potential new historic properties. This process involved surveying a historic neighborhood or property. For this thesis, the survey included the historic neighborhood known locally as Freetown. The process of re-evaluation led to the discovery that certain historic buildings were altered or moved, and others are endangered. The surveys revealed an intact historic neighborhood with a sense of community that could one day be a National Historic District.

The goal of this thesis was to develop designs and methods for the preservation and display of historic documents. The results were applied via the design, manufacture, and installation of five hermetic display encasements for the original Massachusetts Constitution (1780), a Goddard broadside of the Declaration of Independence (1777), an original copy of the Bill of Rights (1789), the 1629 Charter of Massachusetts Bay, and the 1692 Charter of the Province of Massachusetts Bay. In addition to meeting the aesthetic requirements for a permanent exhibit, the encasements had to have leak rates that would maintain less than 0.5 % oxygen content over 20 years and preserve 40 % relative humidity at 70 'F. Furthermore, the encasement portion of the project had a 300,000 USD total budget, approximately one tenth the budget allocated for the "Charters of Freedom" project at the National Archives. The encasements designed for this project incorporated a novel seal arrangement that "floats" the glass and allows for helium leak testingat any time, without disturbing the document. These design choices were motivated by developing a model for permeation of gases through a network of polymer seals. Preparing the preservation environment also required the design and fabrication of the "Moisturematic", a device that allows for controlled filling of a vessel with precisely humidified gas. Continuous monitoring of the atmosphere inside the encasements was made possible by the development of specialized instrumentation. In January 2009, these historic documents were put on permanent display in the Treasures Gallery at The Massachusetts Archives. Initial leak testing indicates that all encasement have preservation quality environments exceeding 20 years. In addition to design rules for developing high quality, relatively low cost environments for preservation, this thesis presents a roadmap for design of more generalized hermetic sealing and conditioned environments.

Similar to their urban counterparts, rural communities consider preservation of a site based on their most vital economic features. With the growing minority and non-white cultures becoming more predominant in American society, so too has the culture and significance of historic events changed. More emphasis is now on the surrounding environment of those landmarks historically preserved rather than just the landmarks themselves. And in turn with the environment, more grants and awards are passed down to those sites and locations that provide more options to limiting excess space and energy while utilizing them to the fullest potential. Some conflicts still occur in relation to preserving historical integrity with development, but the total consensus is that historic preservation provides economic benefit more than loss.
